The rules laid down by Peter von Rittinger in his classic Lehrbuch der Aufbereitungskunde (Berlin, 1867, p. 513) concerning the designing of dressing-works still possess authority for such works and their operation. Nevertheless, some modifications and additions suggested by practice may be of value at the present time. Rittinger says: "I. Choose the apparatus and machines which can be, under the existing con-' ditions, easily constructed and kept in running order!' This rule contemplates the construction of apparatus (mostly of wood) on the spot, with the command of good sbops and especially of good workmen in wood. But in many cases, particularly for the sake of a prompt supply, the construction of apparatus is now left to special manufactories, which pay more attention in the choice of materials to durability and strength than to easy manipulation and erection. Activities of aluminum in solid Fe-Al alloys have been determined between 0 and 75 at, pct Al and 1100" and 1400°K by an isopiestic method in which iron specimens, heated in a temperature gradient, are equilibrated in a closed all-ceramic system with aluminum vapor. The activity of aluminum in these alloys shows a strong negative deviation from Raoult's law at low concentrations but increases rapidly above 40 at. pct Al. The enthalpy and entropy of mixing me both negative. For an alloy with equiatomic composition the values are: HM = -7300 cal and SM = -0.85 eu. Sodium chloride has been added at lower temperatures to accelerate the evaporation of aluminum. Equations have been derived to calculate activities of aluminum from experimental data. THE Fe-Al system has been the object of a great number of investigations.' Most of these studies have been concerned with the phase diagram and specifically with the order-disorder reactions in the range of solid solutions of aluminum in iron. The results have been compiled by Hansen2 and presented as a complete phase diagram, Fig. 1. More recently, Taylor and ones' have found that both ordered and disordered alloys can exist in the a field up to the solidus curve separated by a line starting at 18.75 at. pct Al at room temperature up to 37 at. pct Al at 1375°C. IT was but a few years ago that the mining engineer, and his confreres, the civil, mechanical and electrical engineer, were stigmatized by politicians of the parish? pump variety as advance agents of unprincipled exploiters of backward countries. Today he is recognized as a most important missionary of civilization in opening up new territory to contribute its mineral wealth and incidentally its other resources for the needs of mankind. An engineer, it is now conceded, is not only a benefactor of the world at large, but is a primary factor in the betterment of conditions of the inhabitants of those countries developed by his skill and indomitable courage-for courage is requisite in pioneering and his indefatigable industry. The engineer will, I believe, become a real "Ambassador of Good Will," when the slow-consenting academic mind realizes as it must that beneficent deeds are more enduring and more convincing than mere gestures of professed amity.

GATES, Salt Lake City, Utah (communication to the Secretary*).-The writer is delighted by the results shown in Mr. Bell's paper, which prove in an experimental way different from that followed by the writer' that "the work clone in crushing is proportional to the surface exposed by the operation," per Rittinger's Law. Mr. Bell's work was all clone in commercial types of crushing machines, while my work was clone in a testing machine; his work represents fully one hundred times the expenditure and time that my work represented; a great number of tests were made by his organization to determine single points, while I was obliged to depend on the general trend of a curve for results; we agree absolutely that "Kick's law," for which Mr. Stadler was sponsor, does not apply to rock crushing. While my work indicated the reliability of Rittinger's theory, Mr. Bell's work clearly establishes the reliability and makes it Rittinger's law.

(with map on plate I.) THE coal-beds of Canyon City are situated six miles below the town, upon the Arkansas River. At this point the Rocky Mountains have thrown out from their main ridge two spurs. The one to the north, containing Pike's Peak and Cheyenne Mountain, is known as part of the "Rim Range;" the one to the west and south is known as the `1 Green¬horn Range." Against these syenitic mountains, the later rocks are piled and uplifted; at right angles to the direction of this main uplift is the axis of a lesser plication. On the north, west, and south, the pitch is steep, gradually flattening as it approaches the centre of the basin and rising again to the east at a pitch of about 5°, thus forming a perfect basin, the centre of which is only three miles east of the base of the Greenhorn Range.

Mr. Agelopas is to be congratulated on a fine paper. Although the presentation was simple and concise, you will all appreciate that a great deal of hard work went into the development of this highly successful repair method. Earlier this year Bethlehem invited a group of our people to witness lug repairs at their Sparrow's Point plant. We have since made lug replacements on a trial basis using their method. The repaired moulds are now back in service. We will compare their performance with regular moulds and with moulds repaired by a technique developed by Dofasco weld shop personnel. I would like to explain briefly some of the various types of ingot mould repairs presently undertaken at Dofasco. The first problem will be familiar to most of you. The lower inside edge of a mould wall may be damaged by spalling, a runout or by the washing action of steel deflected from a badly worn stool cavity. We repair this type of damage by welding.

It is the author's opinion, based on many field experiences over several years, that it is usually better to design a rougher flotation circuit with long rows of rougher cells for high tonnage capacity for maximum recovery and better operating efficiency than the alternative of a greater number of shorter rows with proportionately less tonnage of feed per row. Recent plant studies and tests in the 12,000 ton per day flotation plant of the Atlas Consolidated Mining and Development Corp., Cebu, P. I., have given further substantial support to this opinion. There are two flotation sections in this concentrator: 1) Section 1, treating half the tonnage to the total mill, has eight rows of rougher cells, each row containing 360 cu ft of cell volume. SLAGS studied in this investigation were from 0.25 to 0.35 pct plain carbon steels and were melted in a 3-ton acid-lined Lectromelt furnace with a 2500-kva transformer. The melting process employs a short, violent boil, which is partially blocked, and the desired carbon content is adjusted by pig iron or iron ore, depending on the preliminary carbon. A relatively small volume of slag is used in refinement. Bottom is here defined as that portion of the furnace that comes in contact with the molten metal, or all the surface below the slag line. Bottom trouble-i.e., holes in the bottom lining-is very seldom experienced at our plant. We have been watching the bottom lining over a period of some boo heats in the hope of having holes large enough to supply data for this report, but none occurred during that period. The bottom is eroded uniformly, occasionally with slightly deeper depressions around the taphole.

Mrs. W. Y. Westervelt, Director of the New York Section, reports an interesting meeting at her house- on May 12. Dr. Cecile Griel, special worker of the division for work among foreign-born women of the National Board of the Y. W. C. A., spoke. As the Americanization Committee under Mrs. Scobey is planning an energetic campaign, Dr. Griel's stirring appeal was timely and suggestive. While Dr. Griel cited the usual avenues of approach to our alien population through the school children, the needs of the baby, sewing classes, English classes, etc., her especial appeal was for correct psychology on the part of the workers. She deplored the condescension, implied or expressed, so often manifest in persons attempting Americanism, work and emphasized many times the importance of an understanding heart and mind. At the close Mrs. Scobey brought forward plans for practical work to be done by the New York women, of which I hope to give some details next month.

A first requirement for assessing the safety of a rock slope, either artificial or natural, particularly if the rock behaves in an elastic-brittle manner, is a propw knowledge of the distribution of stresses within the slope and their development with time and advancement of workings. There are a uumber of different methods that can be used, in principle, for obtaining this information, such as (1) stress measurement in situ, (2) photoelasticity,1 (3) analytical methods, and (4) numerical methods. In cases where the stress distribution cannot be obtained by classical analytical methods, as in the one considered herein, either photoelasticity or numerical methods are norrnally used. However, actually, due to the rapid development of high-speed computers, increasing preference is given to the numerical methods. Among the latter, the most successful ones, to date, for determining the stress distribution in slopes have been (1) the finite difference method,2-4 (2) the lumped parameter method,5 and (3) the finite element rnethod.6 However, for determining gravity stresses in a natural rock slope, only the finite difference method has been used until now.7,8 A solution of the same problem by the finite element method will be shown here in which a particular reference is given to the development of tensile fracture zones within the slope. FINITE ELEMENT METHOD The stress analysis using the finite element method originates from an extension of the matrix analysis of structures.9 It consists in decomposing a continuous medium, assumed herein to be homogeneous and isotropic,

The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself. The history of surface mining is essentially that of mining coal, copper, and iron ores and the non- metallic minerals, i.e. clays, gypsum, phosphate rock, sand, gravel and stone. The accompanying table comparing world production with that of the U. S. indicates that two thirds of the 8.8 billion tons of ores mined throughout the world come from surface operation. Assuming that the stripping ratio for surface mining in the U. S. applies equally to world production, then over 21 billion tons of waste, or a total of nearly 27 billion short tons of material are mined annually in the world by surface methods. Several factors are significant indicators of economic and technologic trends in surface mining. Among these are increasing production, a shift in emphasis from underground to surface mining, a decline in the grade and quality of some crude materials and, with few exceptions, an increase in the productivity of labor.

HISTORY OF ASHIO SMELTER The Ashio copper mine, which formed the main part of Furukawa mining industry, is located inland of Kanto area, and is known as the oldest copper mine of Japan. The mining started even since 1610, and Mr. Furukawa began management in 1877. Afterwards, within a short period, the mine became to have the highest productivity in the Far East. The total quantity of mined copper reached approximately more than 800 thousand tons. The mother rock of the ore deposit in Ashio was rhyolite, and was formed of sissurefulling and irregular clod that was called Kajika deposit. The lode was nzrrow of 6 to 7cm. The mineral was formed mainly of chalcopyrite, including also pyrite, pyrrhotite, and arsenopyrite that were not favorable. After the founding of the copper mine, the Ashio smelter started the operation of Mabuki process as the beginning in 1611, and subsequently adopted the processes of the blast furnace, reverberatory furnace, and flash smelting furnace of the present use. As indicated above, the copper ore of Ashio mine included arsenic. For the purpose to remove it, the operation of the arsenic trioxide production using MacDougall's multiple hearth roaster was started in 1918, and it maintained the status of having the most qualified technique within the country. However, as the completeness in the disposition of anti-pollution and safety had been requested in those years, we studied and developed a unique equipment in 1970. It excludes the heavy metals especially arsenic and copper from the waste water of sulfuric acid process of Flash Smelter's exhaust gas.

(communication to the Secretary): In presenting some notes on the "Heine's Blue Test" Mr. Smith expresses a preference for fresh standards and a cheaper bottle; but this is rather a reversion to the old method, since I devised in 1897 the newer method of preparation and preservation of' permanent standards, which were not used with any success in the original method. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Mr. Smith notes that his color-readings were compared with an electrolytic assay of another ore-sample, and that my electrolytic assays were made on the " blue test" solution from colorimetric assay. WHILE the occurrence of phosphorus in coking-coal has assumed less importance with the development of the open-hearth method of steel-making, it may not be without interest to note the form in which phosphorus exists in one particular coal-seam. In the examination of what is known as the Big seam, which outcrops a few miles west of Columbiana, Ala., my attention was called to the distribution through the coal, in the form of minute veins and particles, of a resinous-looking substance. A small amount of this was selected, and was provisionally identified as evansite (Al6, P2 014. 18 Aq). Subsequently, through the courtesy of Dr. Sharshall Grasty of the Geological Department of the University of Virginia, I was able to secure an additional amount of material, which was purified down to about 0.3 g. This was examined by Prof. John J. Porter of the University of Cincinnati, and gave the following partial analysis

Within the last 15 years David Brown Gear Industries has manufactured approximately 200 large mill gears over 6m diam., 58 of them over 9 m and up to 12 m diam. The experience has not been without problems, due to a lack of clear understanding of the loads and stresses imposed on large gear wheels. American Gear Manufacturers Association (AGMA) practices suggest that a service factor be used for mill gears. But what is meant by "service factor"? The layman might be forgiven for believing that the term is synonymous with "safety factor," but this is certainly not true. The service factor is an aggregate of the following in some proportion: -An application factor, i.e., an allowance for the fact that systems do not run smoothly with uniform torque. -An ignorance factor covering the imperfections in the basic gear calculation. -Possibly a safety factor. In the following sections some of the ways in which the limits of applicability can be overstepped are discussed.

With the coming of the month of 'October the various sections are beginning active work for the winter. The Colorado, Washington, Montana, and New York Sections are all doing good work in raising funds for the hospital bed at Rheims which is to be a memorial to the members of the A. I. M. E. who gave their lives in the great war. We hope that all the other sections will begin to work with this object in view and will make even a better record than they did with the Belgian Relief Fund. It was with much regret that the President, Mrs. James F. Kemp, and the Secretary, Mrs. Sidney J. Jennings, were obliged to forego the pleasure of attending the Chicago meeting in September. They were, however, ably represented by Mrs. Arthur S. Dwight who gave an informal talk after which was formed the Illinois Section, which has our best wishes for all success-" Over the top and the best of luck!"
