This paper describes the sources of funds required by the petroleum industry to finance capital expenditures and also presents a discussion of the effect of rising construction costs on these expenditures. The petroleum industry obtains its capital funds from several sources: (I) internal, from retained cash earnings; and (2) external, from borrowings and the sale of securities to the public. The upward trend of capital expenditures of the petroleum industry is caused in the main by the influence of two powerful factors: (I) the physical growth in the demand for oils; and (2) the rising cost of drilling wells and constructing refineries, pipe lines, and other facilities. The segregation of these factors is accomplished by deflating the actual capital expenditures so that they are shown in terms of 1939 costs and then subtracting the adjusted series from the actual figures to yield a set of data representing the expenditures made on account of higher costs. Rising costs affect prices and the portion attributable to this factor had to be generated from the cash earnings of the industry, which called for higher oil prices. Introduction Capital may be defined as "wealth employed in or available for production." All production requires capital. Expanding industries require more capital than static ones, and technological industries employ more capital than. those in which little equipment is needed. The petroleum industry is both rapidly growing and highly technological, and, being a large industry, its capital requirements are prodigious, amounting to about one-seventh of the total of all American business, excluding agriculture.* Capital formation may be defined as the method by which the wealth or capital needed in the productive processes is created. There are various ways in which capital funds may be obtained but there is only one way in which capital can be created—out of production in excess of consumption, that is, savings. The physical realities are simple, but the monetary concepts are complicated because the mechanism of credit can draw upon future savings. DULUTH ENGINEERS' CLUB The engineers of Duluth, Minn., have taken the first steps to form a Duluth Engineers' Club by a meeting on May 20, at the Kitchi Gammi Club. At present, Duluth has no club embracing all engineers, although the environment is splendid for the growth of an engineers' organization. Within reasonable 'distance of Duluth are over 100 members of the four large national engineering societies, a number of members of the lesser engineering societies, and many non-member engineers. Until the Duluth Association of Civil Engineers was formed, four years' ago, these engineers had no common ground of meeting, and a force representing education, experience, and high ideals lay dormant. About 70 engineers were present at the organization meeting, and favorable responses were received from others who could not be present. F. E. House, President of the Duluth & Iron Range Railroad, outlined the objects of the meeting, calling attention to the importance of the engineer in all lines of activity in the war and the splendid qualities of American engineers in France. W. H. Woodbury outlined the plan, stating the three objects of the club as professional, social, and civic. Four plans of membership have been considered: First, an organization for all professional engineers, junior engineers, and associates, with .different status for each; second, an organization of members of the four big national societies; third, an organization of members and a limited number of associates; fourth, professional engineers, only, all on equal standing.

IT is a well known fact that age-hardening alloys remain in a supersaturated, or partially supersaturated, condition only for limited periods of time at temperatures below the solvus. In order to develop optimum properties by subjecting the quenched alloy to precipitation or age-hardening treatment at a specified temperature, it is necessary that the cooling rate be sufficiently high to maintain the required degree of supersaturation of the solid solution. In practical applications the size and shape of the specimens obviously have considerable influence on the rate of cooling and there is need for more information on the effects of various rates of cooling. Cooling rates of quenched aluminum alloys generally have been established by the type of quenching medium, the temperature of the medium and the dimensions of the specimen.1,2,3 Except for the work of Roth3 little quantitative information is available on the measurement of cooling rates of aluminum alloys and the significance of the influence of various cooling rates upon the mechanical properties. The purpose of the present investigation was to study the use of the Jominy test for aluminum alloys (Table I). EXPERIMENTAL PROCEDURE The material for this investigation consisted of extruded rods 1 ¼ to 1 ½ in. in diam. The chemical compositions were as follows: [ ] The modified L-type Jominy specimen with dimensions shown in Fig I was selected as the most convenient means for obtaining a wide range of cooling rates. The standard Jominy specimen was not satisfactory because its cooling rate was not sufficiently high. The four flat surfaces machined at right angles along the length of the L-type specimen to a depth of 0-015 in. facilitated the hardness measurements. The specimens were machined from the extruded stock with no intermediate forging. New specimens were used for each aging experiment. The specimens were given solution treatments of 2 hr duration at recommended temperatures in a Hoskins furnace (Table 2). The temperature of the furnace was maintained constant to ±3°C. No protective atmosphere was necessary because the thin film of oxide that formed on the surface of the specimens had no effect on the hardness measurements.

ABOUT the time this magazine reaches its readers, Cresap P. Watson will celebrate his 53d birthday. If he spends that birthday at his West Los Angeles home, he won't be far, as distance is measured today, from Santa Barbara, where he was born on July 8, 1895. He is truly a member of a petroleum family; one brother, N. O. Watson, managed Royal Dutch Shell interests in Venezuela for years and is now general manager of the Caribbean Petroleum Co. at. Maracaibo; another brother, Rex, is vice-president of the Drilling and Exploration Co., while brother-in-law Ben Belt is an executive of Gulf Oil. His own life has centered in the petroleum industry since his first job in 1913 as camp cashier for a Mexican oil field at Tampico. Down on the isthmus of Tehuantepec he advanced to tool dresser and' production foreman for the company. The first World War interrupted his Mexican experience by transforming him into an artillery officer in France. Once the Army ceased to demand his services¬by then it was 1919-he returned to the task of furthering his professional career as agent for the Amerada Petroleum Corp. By 1927 he had reached the position in which he could be called an executive in the petroleum industry, having organized and become president of the Federal Royalties Co. His activities in local and national legislation affecting the petroleum industry increased as has his advocacy of the development of oil and gas fields under sound engineering and conservation principles through unitization or other co-operative forms of operation. Considerable amounts of his time go to the promotion of industry public relations.

The Batac jig was first introduced in the US for fine coal cleaning in 1973 (Tackett, 1977; Hake, 1976). Since then, a total of six such jigs of various sizes have been installed in five US plants for a total capacity of 2346 t/h. The raw coal size ranges from 19 mm x 0 to 9.5 mm x 0-fraction sizes previously fed to heavy medium cyclones, Deister tables, or water only cyclones. Growing interest in the Batac jig as a replacement for the above equipment is due to the following reasons: • Unlike heavy medium cyclones, no magnetite is required. As a result, the operating cost of the plant is reduced. • The compactness of equipment is unique on a unit ton per hour basis as compared to other equipment. • Solid state electronic control of jig stroke length, frequency, and jig bed depth makes the equipment highly efficient. Installations of Batac jigs in the US as of June 1980 are shown in [Table 1]. Use of the Batac jig is even greater outside the US (Anonymous, 1980; Chen, 1980). Its use is not limited to fine coal but is applied to coarse coal as well, with 102 mm size in the feed (Zimmerman, 1975). In countries where consumption of magnetite associated with the heavy medium system of coal cleaning is considered a waste of iron ore resource, the Batac jig is regarded as the primary choice in the selection of cleaning equipment (Chen, 1980).

The different types of blowing-engines in use are so numerous that it would not he practicable to consider them all in this paper. I shall therefore only take up briefly a few well known types. The style of blowing-engine most largely used in this country is the vertical engine with air-cylinder above, cross-head between steam and air-cylinders, and two fly-wheels, each having a wrist-pin in its hub, or in one arm. This kind of engine can be built cheaply, takes up little room and is very accessible. Its disadvantages are that the cross-head is liable to break, and that putting the wrist-pins in the wheels tends to set up vibrations in them. It is likely that on the whole this type of engine will continue to be built quite ex tensively. The same general arrangement has also been used to some extent, but not widely, in horizontal engines. The Bethlehem Iron Company has some very fine blowing-engines of this type, except that they are compound, having the one steam-cylinder replaced by two, side by side. These engines are noticeable not only for the very excellent workmanship on them, but also on account of the weight of the pistons being carried by steam-pressnre applied in chambers in the lower side, the steam being supplied to these chambers through the hollow piston-rods. This arrangement, I believe, has always worked well. Another type of engine which has given good satisfaction is the vertical double-engine, having air-cylinders above, steam-cylinders below them, and cranks at bottom, the engines being coupled to cranks on the ends of the shaft, placed at right angles to each other, the shaft carrying the fly-wheel at its center. Engines of this type, except that they are arranged horizontally, are also used to a con siderable extent. These engines avoid the disadvantage of having wrist-pins in the fly-wheels, and also dispense with the long cross head with its attendant disadvantages. No wildcat operations are recorded from France during the past year, and no new discoveries have been made. In northern Africa, in Morocco, some prospecting continued in the Gharb and Tselfat regions. Only very small production or shows were found. At the close of the year one cable-tool well (depth 400 meters) was drilling in the Tselfat district, and one rotary well in the Gharb. In Tunisia one well was drilling at Sloughia. Refinery building has been active under the new petroleum law, no less than six plants now being under construction. At Pechelbronn, it is estimated 130 wells were drilled, of which 73 wells, or 56 per cent, were productive. Total drilling was 45,000 m. One new Jurassic horizon was discovered. In the mining area approximately 17,500 m. of new gallery were driven. Production at Pechelbronn for the first nine months was as follows: From wells, 233,013 bbl.; from mines, 164,815 bb1.—a total estimated production for the year of 532,000 bbl. Production at Gabian was 3780 bbl. for the year. In Algeria production from Tliouanet was small, being estimated at 6510 bbl. This production is from Helvetian sands (Miocene) around a salt plug. Italy Production for the year was 211,500 bbl., an increase of 62 per cent over that of last year. Drilling to the extent of 97,000 ft. was done mainly by the A. G. I. P., the government company in the Province of Emilia. More locations are being tested in this area, where geophysical results have shown indications of buried uplifts. Oil has been encountered on two of these structures, at Fontevivo and Podenzano, but the wells have given trouble with salt water. The chief producer is the Societa Petrolifera Italiana at Salsomaggiore and Valezza. The production is from sand lenses at relatively shallow depths. New concessions of 2000 hectares were granted at several points in the Po Valley, and geophysical work is being carried on. The A. G. I. P. is working on a five-year program of exploration to test new areas.

Laboratory and plant data covering 12 different operations show that lower than "standard" ball mill speeds increase grinding efficiency. In the case of high pulp-level mills, the gain is so great that the increase in capital cost of the larger lower speed mill will pay for itself in less than a year's time. THE object of this paper is to show the economic advantage of operating ball mills at relatively slow speeds. Although many operators know that grinding costs are reduced by operating mills at low speeds, they seldom do so for a variety of reasons. When capital is limited, first cost is of primary importance, and installation of the less costly, highspeed mill is favored. When materials are in short supply, as during a war period, capacity rather than economy is the primary consideration. Existing mills are then speeded up to provide the desired increase in capacity, and new mills are purchased without consideration of maximum grinding efficiency. When the mill speed is increased to secure more production, the increase in grinding costs is often obscured by the total benefit derived from the additional output. This increase in grinding cost is seldom recognized as being sufficient to be worth correcting. For these reasons one may be lead to the erroneous conclusion that slow-speed operation is only occasionally applicable. The effect of mill speed on grinding efficiency has been studied in laboratory tests."! The results of some of these tests are given in tables I and I1 and fig. 1. In these tabulations, batch tests using ore charges of 125 to 200 lb were considered comparable to high pulp-level operation and charges of 50 to 100 lb comparable to low pulp-level operation. For the high pulp-level operation, these tests indicate the existence of a maximum in efficiency for operation at a speed of 50 pct of critical, both for the soft (dolomite) and hard (chert) ore. In low pulp-level operation, a decrease in speed increases the efficiency of grinding dolomite; no maximum of efficiency appears in the range of speeds tested. Discussion of the paper of R. B. Woodworth, presented at the New York meeting, February, 1916, and printed in Bulletin No. 107, November, 1915, pp. 2247 to 2312. R. B. WOODWORTH, Pittsburgh, Pa.-This is a very long paper. It is a structural engineer's contribution to the art of mining and is written from his standpoint rather than from that of the mining engineer, and is, therefore, a study in the development of drilling structures by one who has made it his business to design structures rather than mechanism and machinery and rather than to utilize those structures in the actual exploitation of oil and gas. Drilling practice varies widely in different oil and gas fields. The , problems of western Pennsylvania are much simpler than the problems of the Mid-Continent and of the Gulf Coastal Plain and these again are simpler than problems of the Pacific Coast. The history of the commercial development of oil and gas is recorded in the annual publications of the U. S. Geological Survey and other bodies whose business it is to make record of statistics. The mechanical and structural features of the art of drilling have not yet received adequate treatment by the historian. Scattered references may be found on the subject in almost any work dealing at large with petroleum and its production. These references, however, are to those particular aspects of the matter that were contemporary with the publications themselves, but so far as I am aware there is no continuous and comprehensive account written of the development of drilling structures from their beginnings down to the present time, and certainly the more modern application of steel in the construction of such structures has not previously had an adequate discussion. With this latter phase of the subject I have been intimately associated, indeed, taking to myself the credit for having, in a way, been responsible more than any one else in the United States for the application of steel in the manufacture of drilling structures, and the purpose of the paper which is now before you is to record particularly the steps in that development while the subject is still fresh and the data available.

The Bassick mine, located six miles east of Silver Cliff, Colorado, has, ever since its discovery, been noted for peculiar features. Some of these characteristics exist in one or two other mines, while some are entirely unique. Among these peculiarities I have selected the most noticeable for treatment in this paper: First. The methods of deposition of the ores, which is not, as in ordinary veins, in strata or layers parallel to the walls of the fissure. The ores are arranged in concentric layers upon detached and abraded fragments of the walls; each ore in a separate stratum, and always in the same place in the series. Second. The characteristics of the fissure or opening; its shape and dimensions; its contents, or the vein-filling; and its verticality. Third. The peculiar products of the mine. The most noticeable of these products is charcoal, which is occasionally, and at long intervals, found throughout the ore-body, and in the surrounding conglomerate, from the surface down to the present depth, which is something over eight hundred feet. The existence of charcoal here is, as far as I know, the only instance of its discovery in mines of metallic ores. Fourth. Besides the charcoal, there are other products, in themselves not peculiar, whose manner of arrangement and composition are unusual. The mine is situated near the centre of a small rounded hill of eruptive trachytic rock and feldspathic conglomerate. The diameter of the base of this hill varies from 700 to 1200 feet, and its height is 200 feet above the general level. A cliff or outcrop of fine conglomerate is exposed on the southwest side of the hill. On the northeast it joins by an upward slope the fine-grained, hardened feldspathic paste of Mount Tyndall, which rises 600 feet higher, and of which the elevation containing the Bassick mine thus forms an arm. On visiting the mine, one's attention, whether he is a scientist or not, is immediately attracted by the unusual method of arrangement of the ore. The region to which I have the pleasure of calling your attention, though limited in area, is remarkable for the quantity and purity of its mineral deposits, and in these respects it would be difficult to find its equal anywhere. IRON ORES. The red and brown hematites, pipe ore, and semi-magnetites, from which is made in charcoal furnaces the highest quality of iron for car-wheels, extend through the counties of Giles, Montgomery, Pulaski, Wythe, Smyth, Washington, Bland, Tazewell, Russell, Scott, Lee, Floyd, Carroll, and Grayson, Virginia, and run over into Ashe County, North Carolina. One locality of semi-magnetite, in the centre of the great Giles County basin, has in sight, by actual measurement, 50,000 tons of ore, which, according to Prof. Fesquet, contains 69.74 per cent. of iron and no phosphorus. In the great brown-ore belt, which passes through the counties of Montgomery, Pulaski, Wythe, Smyth, and Washington, there is an extraordinary deposit of more than a million tons. A small section of this very long vein, on Cripple Creek, in the County of Wythe, yields an ore which, analyzed by Mr. James Aumann, gave the following results: Metallic iron,........58.15 Water,.........12 96 Alumina,........2.32 Silica,.........1.09 Phosphorus,.. none. At one point towards the western end of Red Land Mountain, in Pulaski County, New River section, I measured a body of ore in this belt which will yield, to a depth of 150 feet, over 8,000,000 tons, and the deposit extends far below the 150 feet measured at the upper part. Again, at Rich Hill, near the mouth of Reed Island Creek, these veins show extraordinary surface development, giving an ore of very great purity. At numerous places, also, in the counties of Giles, Bland, Tazewell, Russell, Scott, Wise, and Lee, these brown and red iron ores are exposed in such vast quantities as to baffle both description and measurement. That of Chestnut Flat, in Giles County, back or west of the Angel's Rest Mountain, is an easily reducible ore, blood-red when crushed, of which there are fully 300,000 tons in sight. Injection luminescence of single crystals of rare-earth-activated CdS was investigated. Crystals of CdS:Nd, CdS:Er, and CdS:Yb, grown by the vapor transport technique, were suitably etched and hetero-junctions of Cu2S-CdS were fabricated on one side of the CdS substrate by chemical reaction. The device was then heated to 200°C in an inert atmosphere for 5 min. Static V-I measurements show that at low voltages (V < 1 v) the current is controlled by the junction, while at higher voltages the bulk Properties of the CdS substrate effectively control the current. Because of the large thicknesses no negative resistance was found. Reverse breakdown voltage varied from 5 v, for junctions that were not heat-treated, to 100 v, for diodes that received the proper heat treatment. The rectification ratio, measured in the range of 2 to 10 v, varied from 300 to 3000. Capacitance- voltage measurements indicate a weak dependence of the junction capacity on applied voltage. The capacity was found to increase appreciably with room light illumination. The variation of capacitance with frequency is indicative of a p+-i-n structure. An open-circuit voltage of 0.4 v was measured under an illumination of 100 mw per sq cm. Under forward bias, the bluish-green edge emission characteristic of CdS was observed. No sharp rare earth emission line was observed, which is in contrast to our results using ZnS:Tb, where, under high-voltage excitation, the rare earth emission was dominat over the lattice emission. The absence of rare earth emission implies that either the nature of the rare earth ion is different at the het-erojunction than in the bulk or the probability of energy transfer to the rare earth ion is small. RARE earth elements are playing an increasingly important role in the Synthesis of materials for a variety of purposes, e.g., solid-state lasers, color television screens, and so forth. TO WE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-The following report covers briefly some of the more important activities of the Institute during the year 1923. In my report for the year 1922, I drew attention to the falling off in membership of the Institute due to the depressed condition of the mining industry in several lines and the inability of many of our members to find profitable employment in mining or its associated branches. A number who were unemployed during 1922 established connections during 1923, but a still greater number have been forced to resign or drop their membership during 1923. Fortunately, the number dropped is not so great as in the previous year. The Employment Service conducted by the four Founder Societies bears witness to the trend in business. For the young men just out of college, there are plenty of opportunities at small salaries, there are plenty of opportunities for them as laborers; but for the mature members, those of experience, there are few calls. During the last eighteen months, our Employment Service has been able to place only six of our members out of every hundred engineers for whom it has found work. Another loss which this Society has suffered, but which is not felt so keenly by our sister societies, is in its foreign members. The A. I. M. E. has always had a large foreign membership, but of recent years exchange has been so heavily against many European and South American countries that a large number of members residing abroad have been compelled to relinquish their membership. Almost invariably these members express keen regret because of the necessity that confronts them, and almost invariably the writers express hope that present conditions will not last long and that they will soon be able to ask for reinstatement. Having stated the darkest side of the picture first, it may now be drawn to your attention that in spite of these losses the number of persons applying for membership was decidedly encouraging. This article by Spokes and Mitchell de- serves high commendation. For many years mineral dressers have been at a loss to explain the variation in magnetic susceptibility of the same mineral species obtained from different localities. In fact, they do not even have a list of accurately measured data on the specific magnetic susceptibility of weakly magnetic minerals to consult. Experience as a university teacher has firmly convinced me that the average student has more difficulty in acquiring a satisfactory knowledge of magnetism than of any other branch of mineral dressing. This is almost entirely because the subject has been treated far too much from a strict practical standpoint and far too little from a fundamental one. It is no exaggeration to state that almost all the published theoretical discussions are based on the experimental results of manufactured chemicals and alloys, but not of naturally occurring minerals. In an attempt to remedy this state of affairs, the author of this article not only set up a new magnetic balance in the Department of Mineral Preparation of The Pennsylvania State University, but also performed work of fundamental value, thus pointing the way to further research. This is evidenced by the fact that an investigation of the magnetic susceptibilities of manganese minerals was recently completed by S. G. Watt under the direction of David R. Mitchell, now acting dean of the College of Mineral Industries of the Pennsylvania State University. D. J. Cook is studying the magnetic susceptibility of titanium minerals under my supervision. It is hoped that our research program can be continued for several years and that similar investigations will be Initiated at other universities and research institutions.

Central Texas added 76 producing oil and gas wells during the year, abandoned 378 wells in the same period, and produced 10,359,905 bbl. of oil in the 12 months under consideration. The oil production represents a decline of only 3 per cent as compared to 1934, but it must be remembered that much new production was added during the year. The activity in new work centered in Frio, Bexar, Williamson and Cald-well counties, with development in the Pearsall, Von Ormy and Byersville fields taking first importance. New discoveries in 1935 were confined to Pearsall area of Frio County and an extension to the Darst Creek field in Guadalupe County. The Red Lake field, in eastern Freestone County, proved itself of importance from the standpoint of a gas reserve but no oil production has yet been obtained. In Bexar County, the Von Ormy field, in which the discovery well was drilled early in 1934, completed 22 oil producers during the year. New Fields Pearsal1.—The Amerada Petroleum Corporation, in developing its 60,000-acre block in Frio County, has definitely proved the existence of commercial oil production in four separate horizons; namely, the Navarro, the Austin Chalk, the Buda and the Georgetown. The discovery well, a two million cubic foot gas well, was tompleted in 1934. A test of the Trinity sand at 10,050 ft. found salt water but later was plugged back and finished as an oil well in the Navarro sand. Most recent of their discoveries has been in the Austin Chalk at a depth of 5666 ft., where a 24-hr. gage through 1-in. choke showed 2640 bbl. of pipe line oil. The oil has a gravity of 28.0" A.P.I. and is brownish in color. Because of lack of pipe lines in the area, the wells are produced only for short periods of time, and it is predicted that development will be slow until the district is entered by pipe line purchasing companies. IN the anthracite coal regions of Pennsylvania the custom has been to sight either at an open light (generally a mine-lamp), or at the string of a plumb-bob. If the station was intended to he a permanent one, a spud, as it is called, that is, a nail resembling a horseshoe nail with a hole in the head, is driven into the timbers over the station, or, if there be no timber, a hole is drilled in the coal or rock roof, into which a wooden plug is driven, which serves to hold the spud. The first operation in making a survey is to lay out the stations, that is, to mark the place where the holes are to be drilled for the plugs or the points on the timbers where the spuds are to be driven in. This should be done before any instrumental work is begun, as much labor can generally be spared, and the use of very short sights can often be avoided, by carefully laying out the stations beforehand. When the stations were laid out, a plumb-bob was hung from the innermost spud, which I will call No. 1, the instrument was put in position at No. 2, by plumbing down and putting a centre-pin under the spud, and then setting up over the centre-pin, and another plumb-bob was suspended from No. 3. If great accuracy was not required, a mine-lamp was set up under the plumbbobs, at No. 1 and No. 3, and the engineer sighted at them. If great accuracy was required, a lamp or some white sbface was held by an assistant behind the strings of the plumb-bobs. To work with any speed by the latter method (i. e., the accurate one), it was necessary for the engineer to have three assistants on whom he could rely even when the chaining was done afterwards; viz. : one to hold the light behind the string at No. 1, one at No. 3, and an assistant at the instrument to hold the light while levelling, reading the in

Y.)—Since porosity is known to form in the copper side of Cu-Ni couples during diffusion24,25 it is of importance to consider this factor in interpreting the large variations of chemical diffusivity with copper concentration reported for this system. The presence of porosity may affect the measurement of D in two ways: 1—density changes in the couple invalidate the usual solutions of the diffusion equation, and 2—the pores may act as short-circuiting paths when transport through the vapor or along internal surfaces is appreciable or else as open circuits when these effects are small. The error produced by the first effect may be estimated by a graphical analysis. Fig. 8 shows the porosity generated in the copper side of the Kirkendall interface of a pure nickel vs pure copper couple after diffusion for 350 hr at 1040°C in hydrogen. In Fig. 9 the actual diffusion curve which would be obtained by the usual slicing technique is shown as a solid line drawn to the same scale (from the data of da Silva and Mehl"). The amounts of porosity (obtained by lineal analysis) and of nickel are graphically represented by the hatched areas. The standard solutions of the diffusion equation are valid only when all volume elements of unit length and unit cross section contain equal numbers of atoms." It is possible to correct the experimental curve to satisfy this condition by shrinking the couple in the direction of diffusion in such a way as to eliminate the porosity.* The corrected diffusion curve obtained after
