The magnetic concentration of iron-ores has been so often and so widely studied and discussed among the members of the Institute that any remarks concerning its general importance, from an economic standpoint, would be superfluous; but it is thought that a description of the Ball and Norton ore-separator, designed for cobbing and separating magnetic iron-ores, indicating its essential differences from other machines and the advantages claimed for it, together with some account of recent results obtained in its application to the concentration of such ores, will prove of interest. This machine is the joint invention of Mr. Sheldon Norton, of Hokendauqua, Pa., and the writer, and has been patented in the United States, Canada, and other countries. Of the accompanying illustrations, Pig. 1 represents a longitudinal vertical section of the perfected ore-separator, adapted for separating fine ore, and Fig. 2 the same, adapted for cobbing ore of the size of stove- or chestnut-coal. The two designs are identical in principle, and vary from each other in minor details only. A GEOLOGIST --one versed in geology, the science which treats of the history of the earth and its life, especially as recorded in the rocks; that is Webster's definition. William Embry Wrather-one of the country's foremost geologists who heads the U. S. Geological Survey; this is the 1948 President of the Institute. He has studied the geology of areas on the face of the earth as far-flung as Texas and the Balkans, and now heads the world's largest staff of geologists. Vital statistics on Dr. Wrather would show his place of birth as Brandenburg, Ky., the year 1883. He will celebrate his threescore and five years of full living the twentieth of this month. As is usual in biographical sketches of this nature, the formative years of youth, and in many ways the most important years of one's life (since professional tendencies as well as many important personal decisions are evidenced before the teens are left behind) are passed over with the mere fact noted that a degree was earned at such and such educational institution. And so we note that Dr. Wrather received his Ph.B. degree at the University of Chicago in 1907, and followed up that degree with two years of graduate study.

GOVERNMENT ESTABLISHES DIVISION OF ENGINEERING Government supervision of employment for technical men has been inaugurated by the United States Employment Service, through the establishment of a Division of Engineering, with A. H. Krom, of Chicago, formerly Secretary of the American Association of Engineers, as Director. War demands on the engineering profession have already caused a serious shortage of men with mechanical designing experience and those with practical experience in chemical engineering. At present the professional organizing mediums reach less than 20 per cent. of the estimated 300,000 technical men in the country. This is not a satisfactory arrangement for war times. All the technical men of the country must be reached and, in addition, all men with technical experience must be carefully registered so that they will be immediately available. The advantages of such a governmental registering and systematizing of employment will be apparent at once, to the engineer. Considering that this is principally an engineer's war, the importance of Federal direction of distribution and conservation of the technical service of the country is apparent. The Service will he started through the office of the Director of Engineering, 29 S. LaSalle St., Chicago. All technical men desiring to register for emergency Government work or permanent advancement in positions meeting their qualifications, are urged to volunteer at once for registration, classification and employment.

Characteristics of surface deformations i.e., sub¬sidence, inclination, curvature and horizontal strains, are evaluated, based on information obtained by direct field measurements over three longwall panels in the Northern Appalachian Coalfield. Surface deformations have been precomputed using Bals' and Knothe's theories. The results have been compared with Bureau of Mines field data to evaluate the applicability of the two theories to the U.S. min¬ing conditions. Measured horizontal movements and the resulting horizontal strains differ as much as 300 percent from precomputed values. Topography has no detectable effect on vertical movements but appears to have substantial effect on the development of horizontal strains. The horizontal deformations computed from our field measurements generally exceed the limits used in other countries to protect surface structures.

THE application of electricity in the extraction of metals has hithcrto been chiefly confined to the electrolysis of dissolved or fused compounds of these by varios methods. The power of electric currents to generate intense heat in their passage through a resisting medium has, however, long been known, and the late W. Siemens thereby succeeded in fusing considerable quantities of steel. But it was reserved to Messrs. Eugene 11. and Alfred H. CoWles, of Cleveland, Ohio, to take a new step in the metallurgic art by maKing the heat thus produced a means of reducing in the presence of carbon the oxides not only of the alkaline metals, but of calcium, magnesium, manganese, aluminium, silicon, and boron, with an ease that permits the production of these elements and their alloys with copper and other metals 011 a commercial scale. In the apparatus devised and now employed by the Messrs. Cowles, a column of fragments of well-calcined charcoal, so prepared and arranged as to present the requisite electrical resistance, is imbedded horizontally in finely pulverized charcoal, and covered by a layer of the same material coarsely broken, the whole being arranged in a box of fire-brick, covered with perforated tiles and opened at the ends to admit two carbon electrodes an inch and a half in diameter.

LOCAL yearly taxes levied on bituminous coal lands in Pennsylvania have become a cost of first importance to the coal industry of the State. In Pennsylvania there is no State tax on real estate, but local taxation of real estate furnishes the greater part of the revenue necessary for the small governmental unit, as counties, townships, boroughs, and local school, road, and poor districts. Coal in place in the ground, whether or not title thereto has been severed from ownership of the surface, is assessed as real estate and on its supposed sale or market value. There are eight classes of counties in Pennsylvania, based on population; in populous counties of the first, second and third class, assessments are made by a county board appointed by the county commissioners and are fairly uniform throughout the county. In counties of the fourth to the eighth classes inclusive, property assessments are made by property assessors elected by and for each township within a county. In these counties the board of county commissioners acts as a board of equalization and review to hear appeals. In most counties, therefore, where there is a large unmined reserve of coal, assessments on that coal vary for each township, irrespective of the fact that the coal bed is continuous under many townships.

CLAMER, * PHILADELPHIA, PA.-Unfortunately, prior to the war no serious attention was given to the conservation of tin, notwithstanding that this country is practically dependent upon outside sources for its entire tin supply. Tin is of vital importance in many industries, but it is surprising how many and how excellent are its substitutes when we become acquainted with them. Tin has always been a relatively high-priced metal, and it is part of the human attitude to associate high prices with high standards; it is not until the price of a commodity becomes well-nigh prohibitive that we hunt for substitutes, because the idea of substitution seems always to involve an assumption that the substitute must necessarily be inferior. The history of the development of bearing bronzes is a striking example of this policy. In the early clays, copper-tin alloys were almost universally used, the idea then being prevalent, which is still held by many, that a bearing to resist wear must be hard, and the harder the better. The favorite bronze bearing contained 90 per cent. copper and 10 per cent. tin; frequently, in service which was considered severe, even higher proportions of tin were used.. In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats; Donetskugol and Tulaugol. In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting and control, explosion suppression and control measures, and other related hazard factors. There was also much discussion on miner training, miners' attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. It would be helpful to briefly review Soviet coal production statistics for comparison purposes with the U.S., and for the purpose of referencing some of the delegation findings mentioned in this report. For an excellent, comprehensive picture of Soviet coal production and other related fuel statistics, the reader is referred to Strishkov's, et d. report.1 Strishkov's estimates agree with the numbers given us by Coal Ministry officials except in clean coal tonnage. The figures of 604 million mt of clean coal out of a total production of 655 tons raw coal in 1972 is much higher than Strishkov's estimate of 375 million mt clean coal.

Bituminous coal has for many years been used for the smelting of iron-ores in the blast-furnace. In some districts in Scotland it is used alone, in others it is used mixed with coke. The similar use of certain bituminous coals in the United States has been repeatedly mentioned in the Transactions. (See, for instance, as to the Hocking Valley coal, the papers of Dr. T. Sterry Hunt, Trans., ii., 275, and vii., 313; and as to Indiana "block-coal," the paper of Mr. J. S. Alexander, Trans., i., 225.) Phillips (Elements of Metallurgy, p. 250) says: " Raw coal for blast-furnace use must be of a non-cokiog kind, and, when of suitable quality, is perhaps the most advantageous fuel." In the first

The techniques of testing the physical properties of green pellets produced in a batch balling test are described. It has been found that these physical properties, i.e. drop resistance, wet compressive strength, and plastic deformation under load, are generally related to the moisture content of the wet balls. A "criterion" method of analyzing data from a series of batch tests is discussed. This method facilitates the comparison of results of various test series. A time-sharing computer program, which correlates the test data from a batch series, generates the "criterion" values for subsequent comparison and analysis, and produces X, Y plots of the various moisture-strength relationships, is presented. Examples of computer output and use of the "criterion" evaluation method are given.

THE rapid increase of water troubles in the Mid-Continent oil fields is causing much alarm. Troubles occur at Towanda, Eldorado, Augusta, Cushing, Blackwell, and Healdton, although they had, not been acute in the Mid-Continent field until about two years ago, when the unusual conditions in the deeper oil fields were first encountered. California faced the same situation, but, thanks to aggressive measures, has largely overcome the dangers. The following analysis of water trouble may throw some light on the subject and be of assistance in solving the problems involved. WATER TROUBLES CLASSIFIED The presence of water in large quantities in oil sands has the following results: 1. Diminishes oil production. 2. Diminishes casing-head gasoline production: (a) By curtailing the gas flow. (b) By making the use of vacuum pumps unsuccessful. 3. Increases lifting costs: (a) By making it necessary to pump large quantities of water, which requires. a fast motion and long stroke (third hole). (b) By requiring the use of compressors for air lift. (c) By causing break-downs and delays due to the high speed necessary to pump water. (d) By making it necessary to treat "cut" or emulsified oil. Oil production is seriously curtailed by the presence of large quantities of water. Lease records show that wells are shut down 40 to 60 per cent. of the pumping time where serious water trouble occurs. While a small quantity of salt water may cut the paraffine and keep the oil moving, several hundred feet, or a hole full of water, effectually "kills" the oil

Although this is going to appear in the December Issue of &E, it is being written long before the end of the year. December, of course, is the time for a summing up of the year's activities. Perhaps, the best way to begin is to report on what went on at the SME Board of Directors Meeting in St. Louis on October 20. This won't be a chronological report, and I shall take time to comment on some of the items we cover as we go along. You should be encouraged to know that your Directors take their duties seriously. Of the 21 current Directors, 19 were present, and three of the new 1971 Directors came to observe what goes on at an SME Board Meeting.

A considerable saving in time and money has been effected by use of a specially designed stainless steel container for laboratory drilling mud test work. This container involves use of a standard tall-form stainless steel beaker for service in which the mud sample is heated to an elevated temperature and maintained there for protracted periods of time, while undergoing agitation to facilitate mixing of mud components. Agitation is accomplished by rotating the filled containers on motor-driven rollers within an oven. Several porcelain balls are generally placed in the containers to further improve agitation. Soft glass containers (.Mason jars) were used in this service in early work, and were found to be unsuitable for the following reasons: 1. Poor resistance to thermal shock. 2. Containers could withstand only relatively low pressures. 3. Accidental breakage in handling. 4. Chemical deterioration and subsequent mud contamination from reaction of high pH muds with the glass at elevated temperatures. Pyrex containers were also considered, but, inasmuch as they provided improvement only in items 1 and 4 listed above the additional cost was not believed to be justified. R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—Two schools of thought are developing concerning the order of the rate of flotation. The paper by Morris is intended to show experimental evidence in favor of the first order rate. Arbiter, on the other hand, has presented an earlier paper" to demonstrate the validity of the second order rate equation. Unfortunately his method of plotting is open to criticism, as pointed out by Morris." A more sensitive method of plotting has been described by the writer,= whereby the data presented by Arbiter demonstrate the superiority of the second order plot. The general rate equation may be written in the following forms for the integrated first and second order equations: (A) t = -1/k In Co-R/Co (first order) [4] 1 (B) 1/t = - kCo + kCo2 1/R (second order) As a first approximation the value of Co may be taken as a unity, 100 pct or 1. Whether or not this is the case in all tests performed by Morris is impossible to judge, owing to the fact that the flotation times are extremely short, e.g. 150 sec in tests A. It would, indeed, be very interesting to know what the total recovery R would be after 1 hr of flotation, for example, instead of after 150 sec. Certainly there are circumstances when C, approaches unity within a very small margin of error. Morris has used the same approximation in his example D "since the feed to this cleaner

The self-diffusion coefficients for a iron have been deternzined between 980° and 1167° K using Fe55 as the tracer. With decreasing temperature the diffusivity was found to decrease more rapidly than predicted by the Arrhenius equation in the region of the Curie temperature. The diffusion coefficients obtained well above the temperature of the magnetic transformation are more precise ard differ substantially from all the previously reported values. In the temperature region beginning at least 50" above T,, the diffusion coefficient is given by D = 118 (±2) exp 1 HE self-diffusion coefficients for a iron have been reported previously as the result of four independent investigations The general lack of agreement and the poor precision of most of the previous work prompted the redetermination by the present authors. The possible effect of the onset of ferromagnetism upon the diffusivity5 provided an additional impetus for this investigation. The earlier measurements of Birchenall and Mehl1 gave low values for the diffusion coefficient at temperatures below the Curie temperature, Tc. However, the precision of these measurements is not sufficient to establish an indisputable correlation between the low values and the magnetic transformation. The results of this investigation along with all the previous ones are shown in Fig. 1. Early in the last century, Isaac Tyson, Jr., of Baltimore, was a miner of ores of chromium, iron and copper, and a manufacturer of their products. He was first to erect in America, for the reduction of copper-ore, a German blast-furnace, which was copied largely, and the improved successors of which are now universally used in this country. Dying in 1862, he left his manufacture of alkali bichromates to his eldest son, Jesse, while his work in the departments of mining and smelting descended to his second son, James Wood Tyson, the subject of this notice. The father had mined chrome-ores in Maryland and Pennsylvania and manufactured their products at Baltimore; he had mined and reduced copper-ores in both these States; iron-ores at Tyson Furnace in SW. Vermont, and copper-ores in the northern and central parts of that State. Among his holdings was what later became the Ely mine, now called Copperfield. The son extended this work to central Georgia, and carried the family mining interests to the Pacific coast, where he took up chrome-mines in Oregon and elsewhere, as far south as southern California. On December 3, 1900, in the 73d year of his age, James Wood Tyson passed away, in his native city of Baltimore, charging his third son, James Wood Tysou, Jr., with the labors which, 38 years before, his father had resigned to him. CONSIDERABLE work has been and is being done on the changes of physical properties that take place in alloys at elevated temperatures, and much information on this subject is published. Much less is known, as pointed out by Rickett and Wood,1 about reactions between the alloys and atmospheric gases and still less is known about changes within the alloy itself under the influence of heat and given atmosphere. Moreover, most of the work published has been done on the alloys of "heat-resist-ing" type, in which chromium is an essential ingredient, the behavior of all other alloys being quite unknown, except perhaps of decarburization produced at the surface by oxidizing atmospheres. It has been shown' that iron, with total amount of foreign ingredients not exceeding 0.01 per cent, if heated in an oxidizing atmosphere at above 900° C., may be saturated with oxygen to 0.1 per cent. It was suspected that something of a similar nature may take place in iron-silicon alloys (transformer material), the mechanism of such processes being either a direct diffusion of oxygen into the alloy, or oxygen combining with silicon to form Si02 or more complicated (silicate) inclusions. Another possi-bility to be considered was that during annealing in oxidizing atmos-pheres, when scale is being formed, silicon may oxidize preferentially at the surface, thus impoverishing the alloy in silicon. In collaboration with Dr. T. D. Yensen,3 the writer set out to investigate this problem about two years ago in order to settle these questions.

In opening the meeting I wish to express my greatest pleasure at being able to greet this joint session of the Mining and Electrical Engineers. As engineering develops, we find that the border lines between the different branches of engineering become more and more indistinct; the several fields overlap so much that they are three or four layers deep in places. It is only an accident that we couldn't have had the Mechanical Engineers also as a formal part of this gathering, because they are quite as much interested in this subject as the Electrical or Mining Engineers.
