Mobile cranes on tires are perhaps the most important accessory in truck-haulage pits. They usually are of 20-ton capacity at short radius and with outriggers but have considerable overload capacity. Standard booms are 30 ft but have 10-ft extensions with which they are usually operated. Cranes have two engines, both originally gasoline, but 150-hp Diesel engines have been found more reliable for the propulsion motor, the 100-hp gasoline motors being retained for hoisting. Pro- visions are made for dropping the ballast counter- weight to reduce axle weights to legal limits for highway travel. The weights are carried on a regular truck or are transported on an extra trailer axle behind the crane. Tractors-Probably equalling the cranes in usefulness are the track-laying tractors which are used to prepare roads and other surfaces, to clean up at the shovel, and for dozing on stripping dumps. A new type of tractor mounted on rubber tires has been tried out on the Mesabi Range for the past year and a half. The advantage of this design is its mobility which makes it capable of taking care of the spill at the shovel and then running to the dump to clean up. Alternating between these two jobs, it relieves heavy tractors that can be used to better advantage on heavier work that does not require so much traveling. This tractor can travel at speeds of 12 to 13 mph and is designed to facilitate repair of the expendable parts. Weaknesses have developed in the internal construction which have seriously marred the performance record of this unit, but when used within its capacity it is quite successful.

Oil quenching of steel, in good commercial practice, is carried out using a great deal of agitation in the quenching bath. Many of the tests reported in the literature represent the results obtained on steels quenched into still oil. Scott1 describes three stages of cooling in liquid quenching baths, namely: "State 'A'— Vapor Blanket Cooling—In this, the first stage, a thin stable vapor film surrounds the hot metal. Cooling is by conduction and radiation through the gaseous film and is therefore relatively slow. "Stage 'B'—Vapor Transport Cooling— Termination of the 'A' stage is marked by wetting of the metal surface. Vapor forms copiously in bubbles and is carried away by gravity and convection currents to condense in cooler surrounding liquid. This is the fastest stage of cooling. "Stage 'C'—Liquid Cooling—The 'B' stage ends as the surface temperature of the metal approaches the boiling point of the quenching liquid. Vapor no longer forms, so cooling is by conduction and convection and the temperature difference is greatly decreased. This mode of cooling is slower than that of the 'B' stage." Mechanical agitation of the quenching medium will accelerate all three stages of cooling. The greatest effect, however, will be noted on stage ' B' because the removal of the bubbles from the surface of the steel will not be entirely dependent upon gravity and natural convection currents. The method employed in this investigation for evaluating the oils was the end quench test. The various oils were substituted for water as the quenching liquid and hardness determinations were made at various distances from the quenched end. Most of the tests were run using a 3/8-in. orifice with a 21/2-in. stream height. However, to check the effect of other velocities two additional conditions were used, namely: (I) A 3/8-in. orifice and I-in. stream height, and (2) a 1/2-in. orifice and a 31/2-in. stream height. In all cases the samples were suspended so that the quenched end was 1/2-in. above the orifice. Some tests were run on an NE 8740, .3,312, and a 4340 steel. The results obtained on these steels confirmed those obtained on the NE 9450 and have therefore been Omitted from this paper. The test bars were machined from 1/8-in. stock to I-in. diam by 4 in. long.

I HAVE been asked to discuss "What Can be Done to Revive the Mining Industry," particularly from the standpoint of the copper industry. It is impossible to consider this problem, if in fact there can be one, from an isolated position. The mining industry is but a part, although a very important one, of that exceedingly complicated machine characterized as commerce, which comprises within its operation and functions the-multitudinous activities that, combined, make up the sum total of the production, manufacture, distribution, sale and utilization of goods and products resulting from the agrarian, industrial and commercial effort of mankind. We survey a world today with its disturbed mass of humanity permeated with discontent, passions loosened by brutal combat not yet brought under control, class hatreds aroused, national prejudices in a state of stimu-lated excitement, governments for the most part enfeebled, some destroyed to their foundations, with fragile structures raised in place of those that seemed enduring, and which have disappeared. A burden of indebtedness incurred in defiance of all economic law exists, to meet the exactions of which, levies of taxation that constitute a grievous burden upon effort and industry are exacted by the needs of those nations that are most favored, while printing presses are busy manufacturing currency that either has, or approaches, a negative value among those less favored. This picture, while not pleasant, is one that should be looked at squarely and carefully appraised in estimating the immediate future. For four years the world marshalled, and exerted without stint, its combined endurance, vitality and resource in an effort of destruction, which violated no less the orderly working of physical and economic laws than it did the conventions of social and civic relations. To have imagined that without travail the orderly processes that governed the relations of mankind could at once be reestablished and begin functioning, was, as has been demonstrated, fallacious; perhaps no more so than the error that is committed today by those opportunists who fail to take cogni-zance of basic conditions which must be remedied be-fore the world can resume its progress to a universally prosperous and satisfactory condition. Please do not gather from this somewhat unpleasant recital that I regard the future with gloomy foreboding or entertain pessimistic doubts, for, emphatically, I do not.

Proving up any large, open pit ore deposit by normal exploration drilling under the best of conditions is a noteworthy accomplishment. But, when adverse conditions preclude standard drilling methods, and the same end result is achieved by a relatively new and little known type of drilling, special comment is in order. Three major problems confronted exploration drilling at the Questa molybdenite mine of the Molybdenum Corporation of America-sampling, terrain and time. Surface and underground longhole drilling provided the needed solutions, thus making the greatest single contribution to an exploration and development program that was successful in proving a major, open pit molybdenum deposit.

IN view of what has happened in - the past three years, it seems incredible that industrial corporations continue to write to engineering and mines schools for "promising members of the graduating class," or, indeed, that they even send representatives to the colleges to interview engineering graduates. Certainly, by this time, every company should be aware of the fact that recent engineering graduates are almost nonexistent and the number is not likely to increase within the next several years. At the February, 1945, annual meeting of the Local Section delegates of the A.I.M.E. in New York, W. B. Plank, professor of mining engineering at Lafayette College, summarized well the situation of the colleges by titling his talk "The Lost Generation of Engineers."

The diamond drilling of certain characters of unstable rock formation, as, for example, the copper-bearing schists of the Miami district in Arizona, is rendered most difficult by what is known as a caving " of the sides of the drill holes. As this caving is very greatly increased by the action of flowing water, it occurred to me, after experiencing a great deal of difficulty with caving in diamond-drill holes which I was drilling for the Miami Copper Co., that if I could substitute air for water, much of the caving—with resultant difficulties, such as decreased speed of sinking and increased consumption of diamonds—would be overcome. After some experimenting, I found that it was perfectly practicable to substitute air for the water; forcing the air down the hollow rotating rods in the same manner as is done with water, the air passing out around the bit, which is thus cooled, and ascending on the out~ide of the rods to the collar of the hole, carrying the borings in just as satisfactory a manner as had been done by the water, but without the accompanying destruction or caving of the sides of the drill holes such as had been so generally experienced with the water. When water was encountered in the drilling this water was forced up to the collar just as it would have been had water been used in the drilling, but with the correspondingly decreased flow there was relatively less washing or caving of the sides of the drill holes. The only change necessary in the arrangement of the drill is that a cross instead of a tee is used at the collar of the hole. A tightly woven jute bag is attached to one arm of the cross, for collecting and filtering the sample; and when drilling in dry ground a jet of water is attached to the opposite arm of the cross, to collect the dust and wash down the sample into the bag. The rods rotate through a stuffing box attached to the upper opening of the cross. The distention of the jute bag by the issuing air indicates the operating conditions as sufficiently as did the flow of water when using water in the drill hole. Self-diffilsion coefficients for cr51 and Fe55 in 12 pct Cr-Fe and 17 pct Cr-Fe for Fe55 in chromium, and for Cr51 in vanadium have been measured. The results are compared with other values for the Fe-Cr system, and with the various theories of diffusion in hcc metals. Some empirical correlations are discussed between Do and Q in hcc systems, or, expressed differently, the constancy of ?G*/T solidus for seveval bcc metals and alloys is noted. It appears very probable that a vacancy mechanism is operative in bcc metals, hut this cannot he stated with certainty. THE great bulk of work on diffusion in metals, both experimental and theoretical, was for many years concentrated on those with close-packed and, in particular, fcc lattices.1,2 There appears to be little doubt that the mechanism of diffusion in these solids is vacancy migration, leading to mass transfer and in substitutional solid solutions to a Kirken-dall effect.3,4 For bcc metals, the picture is much less clear. The Kirkendall effect certainly occurs in several alloys.5-10 However, attempts to understand the factors contributing to the pre-exponential in the usual expression for the diffusion coefficient D =D, exp {-Q/RT) by extension of ideas useful in close-packed lattices have not always been successful. Zener,11 Leclaire,12 and Pound, Paxton, and Bitlerl3 have suggested that various forms of ring diffusion may be important in some bcc metals. For close-packed metals, Do is usually about 1 sq cm per sec and Q - 35Tm kcal per mole (Tm = melting temperature in OK). The theory of Pound et al. suggests for ring diffusion that Do may be about 10-4 and Q, although difficult to calculate with any precision, would be significantly less than 35 T,. The experimental results on self and solute diffusion in ? uranium14,15 and ß zirconium,10 and for solutes in 0 titanium,17 and possibly for self-diffu- sion in chromium below about 0.75 T,," gave some credence to this theory. However, not all bcc materials display low values of DO and Q, and the exceptions were not predicted by any theory. Furthermore, it has recently become apparent that, in bcc materials, log D is not always linear with T-l if a sufficiently wide range of temperature is studied.16,18 This variation may be such that Q may increase18,19 or decrease20 with increasing temperature. The present work was undertaken in an attempt to provide further diffusion data on bcc metals, and to try to understand the factors which contribute to differences in behavior between the various elements. For part of this work, the Fe-Cr system was chosen since it is of considerable technological importance, and data on 12 pct Cr and 17 pct Cr alloys appeared well worthwhile to supplement that existing for the remainder of the stern.18,22 The diffusion of Fe55 in chromium was studied as an example of a more or less "normal" tracer element in a possibly abnormal host lattice. Finally, no data were available for vanadium, the neighbor of chromium in the periodic table, because of lack of a suitable isotope so cr55 was used as a tracer in a few preliminary experiments. For convenience, we shall refer to elements whose Do and Q are low compared to those predicted by Zener's theory as "anomalous". PROCEDURE This investigation determined self-diffusion rates by means of radioactive tracers and the integral-activity method first utilized by Gruzin.23 In this method a thin layer of radioisotope of the diffusing element is plated or coated onto a planar surface of the diffusion sample, which is then given an isothermal-diffusion annealing treatment. The determination of an activity-penetration curve involves measuring the residual activity of the specimen after each successive layer or section has been removed parallel to the original planar surface. The method used here is essentially the same as that used by Gondolf18 and Kunitake.21 Two radioactive tracers, cr51 and Fe55, were used in this investigation. Diffusion coefficients were determined for the diffusion of one or both of these tracers in four different materials, viz., Fe-12 wt pct Cr alloy, Fe-17 wt pct Cr alloy, chromium, and vanadium. The diffusion samples had nominal dimensions of 1.5 cm diameter and 0.5 cm thickness. The grain size was several millimeters for the Fe-Cr alloys and at least 1 mm for the chromium and vanadium samples. Accurately planar surfaces

The following correspondence relating to a paper bearing the above title, presented by J. F. Wolff, at the New York meeting in February, 1917, and published in the Transactions, Volume LVI, page 142, has passed between the author of the paper, and Mr. Anson G. Betts, and is interesting, although it was received much too late for incorporation in its proper place in Volume LVI. ANSON CT. BETTS, Asheville, N. C.-1. I should like to ask Mr. Wolff if he finds-from analysis of the iron formation and of the iron ore, and from the relative amounts of each in each unit area of the formation, unleached and after leaching, that the iron remains entirely insoluble and the total quantity still remains present; or whether he finds that some of the iron is removed, or possibly even added by deposition from the water passing through the formation. 2. The water that passed into the iron formation had to go somewhere; was it absorbed by underlying formations through hydration, or, after passing through the ore formation, did it come to the surface in springs at a lower elevation, or how did it escape from the ground? 3. I should like to ask Mr. Wolff whether he finds that the iron formation in the sedimentary series does not, come next to the quartzites and generally between the quartzites and slates. J. F. In common with others, you appear to have some hesitancy in accepting the fact of the removal, by solution, of the enormous quantity of silica which has been leached out of portions of the Biwabik iron formation, thus forming orebodies of merchantable iron ore. I believe that even Dr. Waldemar Lindgren once hesitated to accept this fact. However, the evidence is so simple and absolutely conclusive that the fact is established beyond all question. At the contact of orebodies with their rock walls, the bands of iron ore in the orebody can be seen in contact with the corresponding bands of original iron oxide in the rock wall, and the chert layers in the rock wall can be seen to give place to fine granular material (fine silica and iron oxide) and pore space. This is especially noticeable where slumping at the rock walls his not been so great as to displace the layers in the orebody from their contact with their corresponding layers in the rock wall.

We have studied the simple case of repeated stress, without considering impact, which might bring in other factors. This investigation has shown that steel under repeated applications of stress, reversed from positive to negative, will not fail below some fairly clearly defined limiting stress that, so far we can see, does not bear any definite relation to the ordinary elastic limit, being as large as the elastic limit in some cases and about one-half the elastic limit in others. According to one theory, fatigue is the result of changes in crystalline structure by repeated stress. I do not know of any evidence in favor of this theory. The crystals are broken under repeated stress. According to Bauschinger, under repeated stress some inherent property of the material changes its elastic limit; possibly some property of the amorphous cement between the crystals. A third theory is that all fatigue of metals is the result of the spread of damage from little localized overstresses. While I do not feel justified in accepting the last theory rather than the second, I have yet to run across a case of failure of steel or other metal, either in the laboratory or in service, that could not be explained by the gradual spread of damage from some nucleus. We have found, for example, that it is possible to subject a homogeneous steel, like Armco iron or a 0.90 per cent. carbon steel, that has been thoroughly annealed, to one hundred million reversals of stress as high as the elastic limit of the steel with no sign of failure. On the other hand, a complex structured steel, like a chrome-nickel steel that has been hardened with very little drawing, will fail at a stress about 58 per cent. of its elastic limit. Between these two we get a variety of results. In the steel work of any building, there are undoubtedly many thousands of places where structural damage was done—where riveted members were bent into place cold and where the rivets were fitted with drift pins, etc. Locally the steel in the building was stressed beyond its yield point in many places. These little localized overstresses do no damage at all; the building is entirely safe. But if this building were subjected eight or ten times a day to a mild earthquake, these little localized overstresses might be nuclei from which damage would spread

Tensile specimens were prepared from a single grain of an epitaxially grown Al-CuAl2 eutectic ingot. The eutectic lanzellae were oriented parallel and perpendicular to the tensile axis of the specimens. Since the composite was of the eutectic composition, the aluminum-rich matrix could dissolve up lo 5. 7 wt pct Cu in solid solution and, therefore, was amenable to strengthening by precipitation hardening. The tensile properties of the eutectic single crystals were determined at room temperature as functions of interlamel-lar spacing, platelet orientation, and thermornechanical trealment. The obserced variations in composite stress and modulus with respect to the level of&apos; composite strain are discussed in terms of premature fracture of CuAlz platelets, a distribution function for the strength of the lamellae, and unequal strains due to localized fracture of&apos; platelets. The discontinuous fiber composite model of Kelly and Tyson is modgied to account for a changing distribution of fiber lengths during composite loading. The tensile properties at elevated temperatures were determined for the direc-tionally solidified eutectic oriented with platelets parallel to the tensile axis. The observed properties are attributed to the onset of plasticity of the CuAL2 phase above 150°C. DURING the investigation of whisker- and fiber-reinforced metallic matrix composites in recent years, two major problem areas have developed: 1) The fabrication of the composite involves tedious handling techniques in order to obtain a unidirection-ally aligned and uniformly spaced set of whiskers in the metal matrix. 2) Due to weak interfacial bond strengths or because of the formation of additional embrittling phases at the metal-fiber interface during long-time exposure or fabrication at elevated temperatures, many composite systems have exhibited considerably lower strengths than those predicted by a law of mixtures analysis.&apos; These problems have been bypassed by the technique of growing whiskers and plates of high-strength materials in a ductile metal matrix by controlled unidirectional eutectic solidification.2 The tensile properties of directionally solidified A1-CuA12 eutectic are presented here. This alloy consists of a ductile aluminum matrix, containing up to 5.7 wt pct Cu in solid solution, which is amenable to precipitation hardening by heat treatment and a reinforcing high modulus CuAlz intermetallic phase. The two phases are present in the form of alternating platelets or lamellae. The microstructural stability of this unidirectionally solidified alloy at elevated temperatures has been studied extensively.3.4 and preliminary tensile and bend tests have been reported. 5-7In the present investigation the tensile properties of the A1-CuA1, eutectic have been studied as a function of several ther-momechanical variables: solidification rate. heat treatment. rolling at elevated temperatures. and lamellar orientation. It was felt that the uniformity of structure and excellent interfacial bonding would give tensile properties concomitant with the metal matrix composite theory of strengthening proposed by Kelly and coson. 8-9 The tensile properties that were obtained point to a wide distribution of strengths for the CuAlZ platelets, which leads to large deviations from the predicted mechanical behavior for this composite. EXPERIMENTAL PROCEDURE Epitaxial Growth of Eutectic Alloy. The A1-CuA1, eutectic alloy was prepared by an epitaxial growth process. Sections of a master alloy ingot (total impurity content <0.008 pct) were placed in an alundum boat, melted. and directionally solidified to obtain a multigrained plate 12 by 2 by 4 in. This plate was tapered at one end to mate with a seed crystal 1; in. long and 4 by $ in. square. Then the seed-plate combination was placed in an alundum boat which sat in a quartz tube passing through the center of a horizontal resistance wound tube furnace. A dried argon atmosphere was maintained. The temperature gradient in the furnace was such that the liquid-solid interface of the eutectic alloy was located near the end of the furnace and could be observed through the quartz tube. Single-crystal plates were formed by melting the material back to the midpoint of the seed crystal of the desired platelet orientation and then epitaxially growing the plate from the seed by withdrawing the alundum boat from the furnace at a constant rate. This technique was used to produce aluminum and CuA12 lamellae parallel and perpendicular to the transverse direction on the plate. Metallographic examination showed that both phases were continuous across the original liquid-solid interface. It was also possible to grow a plate from two seeds placed side by side: and, although the lamellae of one seed were oriented at 90 deg to those of the second seed, the interface between the two grains remained parallel to the growth direction along the entire ingot length. Maintenance of a straight intergranular boundary during the solidification process was possible as long as both seeds were oriented with their original growth direction parallel to the solidification direction of the plate. Eutectic plates were directionally solidified at rates of 0.2, 1.0. and 4.7 cm per hr and sectioned transversely to the solidification direction to determine the apparent inter lamellar spacing of the lamellae. INTRODUCTION Referring to a ground support system as a &apos;band-aid&apos; borders on getting cute, but the application of cable slings in U.S. mining is somewhat analogous. Where problems in the roof or rib require additional support, the versatile cable sling is the answer in a variety of conditions. To fully understand how and why cable slings are used today we must briefly review their development history. Much of the thrust over the last five to seven years in ground support fixtures has been the development of hybrid systems. Taking the best of two or more existing roof bolt fixtures and marrying them into a new fixture which exhibits the good characteristics without the bad of the parent systems. Resin point anchored mechanical bolts, continuous threaded rebar bolts, and others have all be- come important fixtures in rock mass stabilization. HYBRID GROUND SUPPORT SYSTEM The cable sling system is also a hybrid, both in its parentage and in its ground support characteristics. See figure 1. Cable slings combine the techniques of cement. grouting high-strength cables, Friction Rock Stabilizers, and truss-like suspension into a versatile and high- strength ground support system. 1/2" high-strength cable is cement grouted in place in a manner similar to pre-

A sudden change from one constant strain rate to another during a tensile test causes an unusual transient in aluminum alloy 61ST. A sudden change from one constant stress to another during a creep test does not produce an unusual transient in this material. A specially devised test shows that the nature of the previous steady-state conditions, which the sudden change disturbs, is one of the factors affecting the transient behavior. Some of the observations may be explained in terms of strain aging. USUALLY a sudden change during a tensile test from one constant strain rate to another causes a small, abrupt vertical shift from one stress-strain curve to another, parallel one. This behavior is apparently characteristic of all metals at very low temperatures and of many metals for wide ranges of temperature. It is illustrated in Fig. 1 for some early data on 61ST tested at — 195oC, and in Fig. 2 for some recent data on copper at room temperature. The greater accuracy of the results of Fig. 2 over previous ones&apos; is due to the equipment shown in Fig. 3. Three levers apply the bulk of the load, while the changes in the small remainder load are indicated sensitively by a low capacity load scale. Refs. 2 and 3 describe the recording equipment. A test like those in Figs. 1 and 2 provides the information necessary to determine the rate sensitizrity, n,4 of the metal. Normally, the rate sensitivity, n, is positive, which means that an increase in stress causes an increase in rate. However, certain exceptions, attributed to strain aging,5 have been observed. Fig. 2 indicates how rate sensitivity values are derived from the measurements. Table I summarizes the rate sensitivity values derivable from Fig. 1. In contrast to the behavior of copper in Fig. 2, the aluminum alloy 61ST, which strain ages when tested near room temperature, exhibits an unusual transient when the strain rate is suddenly changed,&apos; as shown in Fig. 4. Initially, there is a comparatively sudden vertical shift of the stress-strain curve in a direction corresponding to the rate change, but then the curve gradually shifts back again. The initial shift is not as sudden as might be expected, because the testing machine is unable to achieve the impressed rate change instantaneously, as illustrated in Fig. 2. The behavior shown in Fig. 4 will be referred to as a tensile transient, the word tensile implying that the behavior was observed in a tension type of test. The corresponding test, where the strain rate is maintained constant except for the sudden change, will be called a tensile transient test. A creep transient, by contrast, will be defined as a temporarily abnormal behavior in a creep transient test, where there is a sudden change from one constant load to another.&apos; In Fig. 4, a naive look at the gradually decreasing and then increasing load after a sudden rate incre-

THE CHAIRMAN.-Thank you. Since the papers are rather closely related, I think rather than taking them one at a time we will entertain discussion on any of these problems at this time. W. A. REICH.*-We, of course, quite a while ago got the yellow light that Mr. Cole spoke of, and like everyone else immediately started to study silicon bronzes and brasses. We were interested in the silicon bronzes and brasses because we felt that in order to replace gun metal which makes up a large part of our use we needed something with an elastic limit at least equal to that of gun metal. That means at least 12,000 lb. per sq. in. This study was aimed only at tin conservation. Then we dropped the study of silicon bronzes because high purity copper which is needed in their manufacture became a scarce item. To make a long story short we have recommended to our designing engineers that they use 85-5-5-5 wherever possible because 85-5-5-5 we understand can be made entirely from scrap with little or no tin addition. 85-5-5-5 has a lower elastic limit than 88-8-4, so we felt that we would need another substitute material, a structural alloy with an elastic limit equal to that of 88-8-4, and we immediately turned to the manganese bronze type of alloy. The poor foundry properties of standard manganese bronzes were mentioned by Mr. Thieme and since we feel that high zinc content is largely responsible for this difficulty, our development is directed along the lines of uncovering a material with a lower zinc content and which gains its elastic strength from the addition of other alloying elements, such as, aluminum, manganese and iron. It must be possible to make this alloy entirely from scrap with no additions of scarce high purity material. I would appreciate an expression of opinion on how low we can go in zinc content with this type of alloy without seriously impairing the availability, and how high we can go in aluminum content without making use of aluminum restricted for that use. We assume that the maximum lead content must be placed at 1 ½ per cent to insure good availability and we feel that about I per cent of tin in the alloy would improve salt water corrosion resistance similar to the effect of tin in Admiralty Metal. Has anyone here had experience with the effect of tin and lead on the weldability of such an alloy? C. S. COLE.-What percentage of lead and tin? W. A. REICH.-About 1 per cent of lead and 1 per cent of tin. We are studying the weldability of the alloy but perhaps someone already has the answer. (Pause, no answer) The claim has been made that 1 per cent of lead can be added to certain silicon bronzes without impairing their properties. A silicon bronze with a low zinc content requires high purity copper in its manufacture but if say the 15 per cent zinc, 44 silicon balance copper alloy could be made, with a I per cent lead content, some quantity could be made from scrap. MINING conditions in Mexico during the current year have been most unfavorable, synchronizing with conditions in the United States, but the outlook for the near future is improving. The chief difficulties met with are because of the following conditions: severe drop in prices of metals; high smelting rates; high prices of supplies; inadequate means of transportation; low efficiency of labor. In comparison with pre-war prices for metals it cannot be said that prices are low, particularly for silver, which recently has gone to a level that would have been considered exceedingly good in 1912. But conditions have changed so greatly that only the most favorably situated properties can operate without loss.

INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered arc&apos; those circumstances under which any company, including one that is cash rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON INVESTABLE CASH If you approach an individual with an investment which can be financed from savings, or by borrowing at a rate higher than one is earning on savings, that individual will quickly tell you that to pay interest at a rate higher than is being earned on savings would reduce overall income. Assuming that additional investment opportunities are not currently being considered, the individual concludes that a draw-down on savings, leaving a cushion for contingencies suited to individual circumstances, is the correct financial decision. For reasons discussed later, the simple mathematical logic leading to this conclusion tends to become obscured at the corporate level. When Leveraged Studies Are Inappropriate or Premature Surprisingly, I have heard of a number of companies that could afford to finance an investment solely with internal funds, which have made DCFROR (i.e. discounted-cash-flow rate-of-return) studies not only on a 100% equity basis but also on a leveraged basis. Certainly, a leveraged study would be appropriate if additional projects were competing for more capital than was available internally. Often, however, other projects are not far enough along to warrant a leveraged study and there is some danger that a project may be undertaken because it has an estimated acceptable rate of return, on a leveraged basis, that is not ultimately earned because some of the other projects are postponed or abandoned and borrowing is less than expected. For the above reasons, until it has been determined that (1) borrowing is a reasonable certainty for a particular project and (2) the timing and amount to be borrowed has been determined within a reasonable range of accuracy, I believe it is inappropriate and misleading to calculate DCFROR for a project other than on a 100% equity basis. Even when there are several projects currently competing for funds and borrowing will be required to finance one or more of them, using the common yardstick of calculating DCFROR on a 100% equity basis is a safer method to initially evaluate and compare the attractiveness of the projects. Many companies, whether they would have to borrow or not, will reject projects that on a 100% equity basis do not meet their minimum rate of return standards. Some companies which have to borrow will undertake a project provided the project&apos;s DCFROR on a leveraged basis meets its minimum return standards. The danger of this approach is that even moderate shrinkages of estimated cash flows could plunge return below

This paper compares the general characteristics of Florida phosphate rock for the manufacture of fertilizers and phosphoric acid. The subjects covered are relative reactivity for superphosphate manufacture and various properties of the rock for use in phosphoric acid production, including gypsum filterability, sulfuric acid consumption, foaming, relative cor-rosiveness, chemical composition, and others. Comprison will include rocks of North Africa, the western U.S., and other locations. This paper reviews some of the important properties of phosphate rock, giving particular attention to a comparison of Florida phosphate with some of the major phosphates produced in the world. It also discusses some of the techniques available for evaluatine Phosphate. rock for phosphoric. acid and fertilizer use. The use of Florida rock outside the U.S. has been increasing steadily, evidence in itself of certain desirable properties of this rock. Table I is a list of the major producers and exporters of phosphate rock as of 1965. Florida, meaning in this case Central Florida, was the largest producer of phosphate rock and the largest exporter of rock. Of a total world production estimated at 60 million tons, about 50 million tons were produced during 1965 by the areas listed in Table I. One major producing area omitted from Table I and from subsequent evaluations in this paper comprises Nauru, Ocean, and Christmas Islands, whose output totaled about three million tons in 1965. This phosphate is marketed entirely by the British Phosphate Commissioners, primarily in Australia and New Zealand, and does not get into the world market elsewhere to a significant degree at the present time. South Africa, Egypt, Israel, and North Vietnam also produce lesser quantities of rock for the international market, and these materials are also excluded from this review. The phosphate industry is now seeing the introduction of several new areas that will be significant factors in the rock market in the future. The North Carolina and North Florida areas each have capacity at present or in the near future for producing about three million tons per year. The Djebel Onk mine in Algeria has a potential of about 800,000 tons per year. In addition, announcements have been made of significant development of deposits in Peru and in the Spanish Sahara, and sizable expansions are planned in several of the existing areas that are now of minor importance. Competition for the rock market appears to be increasing so that more attention will probably be paid to evaluating phosphates available from different areas. It is not possible here to go into all the properties of even a few of the materials listed in Table I. However, it is practical to discuss some comparative properties important for making phosphoric acid and fertilizers, and to touch on the techniques used for the evaluation of various phosphate rocks. Table II gives typical analyses of the major phosphate rocks available in the world as of 1965. There is, of course, an inherent danger in labeling any analysis as typical, but it appears that variations between two samples of rock within one given area are generally less than between two samples from different areas. The analyses listed were compiled from several years of data so they may not be representative of the present output of any particular area.
