INTRODUCTION Ronald G. Stovash General Superintendent Consolidation Coal Company Shoemaker Mine Moundsville, West Virginia Consolidation Coal Company's Shoemaker Mine is located in West Virginia's Northern panhandle near Wheeling, adjacent to the Ohio River. Steam coal is mined from the Pittsburgh #8 seam which averages 65 in. in thickness. The 10 in. of draw rock directly above the coal is taken on advancement, but remains when longwalled. The top consists of up to 12 in. of lower quality coal, and immediately over that, up to 10 ft of multi layered shales, coal, and bone. The cover ranges from 300 to 800 ft of shales and limestone. Two longwalls operate in the mine. The first longwall started in April 1975 and is retreating its eighth panel. This wall was the first to use shield supports in the United States. The second longwall started in September 1979 and is currently retreating its first 7,000 ft panel.

INTRODUCTION Flotation of oxide minerals, particularly silicates, with cationic collectors differs substantially from classic flotation of sulfide minerals using sulfhydryl collectors. In the case of cationic flotation of these minerals, in general: 1. There is a greater importance of electrostatic interaction between mineral and collector. 2. Longer-chained collectors are required; as a rule at least 10 carbons must be present in the hydrocarbon chain. 3. Moderate concentration of collector is required. 4. Attachment between collector and mineral appears to be less strong even though the system may exhibit a large contact angle. 5. Required conditioning time before flotation is usually relatively short. 6. There is sensitivity to slimes. 7. The collectors usually possess frothing power. 8. Selectivity of cationic collectors for specific minerals is usually poor. Almost any of the oxide and silicate minerals may be floated using cationic collectors. Whether we have occasion to think of it or not, an adequate and economic supply of energy fuels is vital to each of us. It is interesting to look ahead at the way in which fuels from supplementary sources will begin to enter into the energy mix to help meet the long-term national energy needs. From 1947 to 1965, the average annual rate of growth of energy consumption was 2.7%, with total energy demand in 1965 being equivalent to 54 quadrillion Btu's. During this short period of 18 years, the cumulative output of coal in the U.S. was 9.6 billion tons; natural gas, 193.5 trillion cu ft; and crude oil, 45.9 billion bbl. During the next decade and a half the nation's energy requirements are expected to grow at an average rate of 3.3% yearly, with consumption of energy expected to reach an annual rate of about 88 quadrillion Btu's by 1980, or 63% over the 1965 level.

The principle of electrostatic separation is discussed and elaborated on by dividing into the three main mechanisms of electrification as applied to separation of solid substances, i.e., (1) contact electrification, (2) electrification by conductive induction, (3) electrification by ion bombardment. Types of equipment used for electrostatic processing are described and the effects of humidity mentioned. Processing of iron ore, titanium minerals, rare earths and cassiterite is discussed and some existing plants are described.

Introduction When evaluating any ore body, one of the first questions concerns the ore reserves. In the case of an open pit mine, this is not possible to answer reliably until the ultimate (final) pit limits have been established. Techniques used in designing an ultimate pit are classed as (1) manual, (2) computer, and (3) combined manual-computer. Between March and June 1962, the privilege of holding a Carnegie Corporation Fellowship enabled R. A. L. Black to travel extensively in the northeastern and western U.S. and in Canada, seeing mining schools, mining research establishments and a cross-section of the American and Canadian mining industry. Visits were paid to 12 university mining schools, 7 research establishments and 19 mining operations. The author had previously spent two months in Britain in a similar manner and eventually returned to his home in South Africa after a short period studying mining problem in Australia. Thus, although the following remarks are mainly concerned with the educational problems of mining in North America, a comparison of impressions of American and Canadian conditions could be made with impressions gained from first-hand experience of other mining centers in the English-speaking world. The conclusion was reached that the problems and conditions of mining, research and mining education are very similar in all areas visited.

A SEMI-AUTOMATIC hoist has been installed at the 2966 station of the Copper Queen mine, since neither the bulk of supplies handled nor the number of men engaged in developing the 3100 level justifies the constant attendance of two cagers and two hoist operators. The connecting service shaft between the 2966 and 3100 levels is actually a two-compartment raise. Below the 2966 level the shaft is 7x13 ft-slightly oversize to permit downcast ventilation and provide space for the 16-conductor flexible control cable. The raise extends 52 ft above the 2966 level for a 3-ft diam head sheave. Another 3-ft sheave is mounted as an idler between the hoist and head sheave, eliminating the need for an inclined cableway. The main compartment serves as a cageway; the other compartment provides a manway and space for service lines. Since vertical travel is limited, rope speed is of minor importance.

Recovery of fine coal from solids reporting to wash water has become increasingly important. These solids range from about 28 mesh to 0 and constitute 3 to 7 pct by weight of the feed tonnage to a coal preparation plant. In the past they were usually wasted to streams, but present clean stream legislation makes it necessary to remove them from the wash water and, if economically possible, recover the associated coal as a saleable product. Where these solids are not wasted to streams or to slime ponds they are recovered by thickeners and filters. Since filter cake is often high in ash or sulfur, or both, it is not readily marketed or used. Common practice is to mix it with other plant products, generally slack or cleaned run-of-mine. Uniform blending is difficult, not only because the impurity is usually high, but also because during certain operating periods it is possible to get a concentration of this filter cake in a railroad or barge.

SINCE 1917, the bituminous coal industry has surged, violently at times, across the nation's social, industrial and economic foreground. To-day a silent, yet more active, force is working within the industry, and the movement now taking place, if allowed to continue, will cause serious consequences when coal is again wanted at the rate of 550,000,000 tons annually instead of at the rate of 400,000,000 tons, the apparent requirement for 1921. I refer to the shift of tonnage from the highly unionized fields of Pennsylvania, Ohio, Indiana and Illinois to the non-union fields of Pennsylvania, West Virginia, Alabama and certain western states, and to the so-called union fields in Kentucky and Colorado, on which the union saddle rests lightly. This movement, in the absence of the usual winter transportation shortage, is taking place rapidly and will be accentuated if, as is probable, work is suspended in the union mines on March 31 next. This drift of tonnage has been made possible by the unit wage reductions in the non-union fields and by the modification of the so-called conditions that have been saddled on all mines wherever the United Mine Workers have gained a foothold; these changes permitted the first reduction in mine cost, which made possible the securance of contracts; better running time assisted in making further reductions, and the transfer of ton-nage served to increase the unit cost in the field from which it was transferred. This situation not only opposes the highly unionized operation but brings about a transfer of traffic from the roads serving such mines to those that serve in a primary or secondary manner the more favored localities. The net result is evidenced in (a) the migration of union labor to the non-union mines; (b) the deteriora-tion and decadence of union properties; (c) the neces-sary curtailment in the purchase of new equipment and in the maintenance of existing equipment and track facilities on the part of the carriers serving the union fields. This, in turn, when business is restored to normal or to the point above normal that invariably follows an adverse swing of-the business pendulum, will cause (d) a shortage of coal and coal transportation facilities; (e) an era of coal speculative debauchery with exorbitant prices and serious deflection in the matter of quality; (f) a period of labor unrest followed by de-mands for increased wage rates supplemented by a marked loss in individual efficiency, with, resultant strikes, business unrest, and the pressure of new eco-nomic theories. In 1918, the labor status with respect to relative tonnage produced was approximately as follows: pro-duced in highly organized fields, 62 per cent.; produced in partly organized fields, 21 per cent.; produced in unorganized fields, 17 per cent. During the strike of November and December, 1919, the mines that remained at work attained 35 per cento of the nominal production of soft coal, a situation made possible by the migration of union labor to non-union mines and the concentration of the nation's coal trans-portation facilities on the rails of the carriers serving the non-union fields. The history of the efforts made by the carriers to untangle the car scrambling which took place during this period and which sent the self clearing battleship type of car into western territory where it could not be readily unloaded, and the western gondola type of car to New England and the seaboard, is yet painfully recalled. -This confusion proved a serious factor in the coal car shortage that continued throughout the following year. We are drifting toward a similar situation now, propelled by economic forces rather than by a sudden strike.

An improved general rate equation for a one-ditnensional gas-solid system has been derived. Fov the veversihle interfacial chemical reaction, there are concentrations of gaseous reactant and product at the reacting zone to be considered. They have been calculated with the velations fuvnished by the constraints on the system, namely, quasi-steady state and equimolal counterdiffusion of the gases. The results of the diffusiori study of Evans, Watson, and ,Mason based on the "dusty gas" model have been applied here. The interfacial chemical reaction is taken as first-order with respect to the concentration of the gases involved. The equation has proper dependence on gas composition and on solid structure through the relative values of Knudsen and normal diffusivities. The existence of the total pressure gradient inside the specimen has been predicted and confirmed experimentally. In a previous communication' we introduced a general rate equation for gas-solid reactions by considering the contributions of chemical reaction at inter- phase boundaries and diffusion through the solid product layer simultaneously. These equations, for one-dimensional and spherical specimens, take care of the whole range continuously from purely diffusion control to purely chemical reaction control. In this paper we study only the one-dimensional system. The corresponding rate equation is reproduced here: Of the two terms on the right-hand side of Eq. [I], the first represents the contribution of interfacial chemical reaction and the second that of gaseous diffusion. The shortcomings of Eq. [I] are that in its derivation the interfacial chemical reaction was assumed to be irreversible and the diffusion rate of gaseous product was not considered. Any pressure effects building up within the porous media were also neglected. Evidently. these simplifying assumptions will limit the general applicability of these equations. The rate of reduction of iron oxide by hydrogen, for instance, is very sensitive to the concentration of water vapor in the main gas stream, as has been reported by cewan' and by Quets et a1.3 Furthermore, the gaseous phase at the reacting interface will contain an appreciable amount of the gaseous product of reaction. If this were not true, a sufficiently high concentration gradient for the outward diffusion of the gaseous product could not be maintained. With these shortcomings in mind, Eq. During the year 1903, a building having machinery corresponding to ail anthracite-coal breaker was erected at the town of Stockett, Cascade county, Mont., for the purpose of breaking-up and cleaning bituminous coal. The coal is mined from a vein of the Kootenai group of the Lower Cretaceous measures having the following section: The vein is nearly horizontal in position, and each bench differs in quality as shown in Table I.

The pegmatites of the Kings Mountain-Lincolnton, N. C., area constitute the largest known domestic reserve of beryl and spodumene. The reserve is estimated to contain 90 million tons of pegmatic material with 1,280,000 tons of recoverable Li2O (lithia) as spodumene.1 The pegmatites also contain 0.4 to 0.5 pct beryl disseminated throughout the orebodies. The pegmatites may contain a potential reserve of 240,000 tons beryl, equivalent to approximately 34,000 tons of BeO. Different flotation methods for separating beryl from feldspar or quartz, or both, have been developed by various investigators.2,3,4,5,6,7 On the other hand, published information is limited on concentration of spodumene-beryl ores. As the response of beryl and spodumene to flotation is essentially the same, a successful separation of the two minerals depends upon use of a selective depressant or a selective collector for one of the minerals.

INTRODUCTION Industrial minerals can have similar financing requirements to those needs of metaliferrous and coal mining projects. One of the outstanding differences is the understanding of the many different markets that these industrial minerals represent. There are in excess of 30 principal industrial minerals ranging in terms of annual production from the largest quantity such as sand and gravel, to possibly the smallest quantity of production of a legitimate industrial mineral which may be defined as industrial and rough gem diamond. (See Tables 1 and 2) Project finance techniques, analytical methods, and information requirements are covered elsewhere in this Chapter and Chapter 10. Some comments on equity finance aspects follow. EQUITY AMOUNT The amount of equity in a financing transaction provides a cushion to the lender in case the project runs into trouble. Generally speaking, the greater the amount of risk in a project, the more equity a lender will require. The amount of cash equity in a project financing transaction is between 25 and 40 percent. The amount of leverage (debt/equity) is negotiable based on such factors as the strength and extent of the sponsor's undertakings, of the project's economics, and the term of a strong sales contract. Naturally, a borrower seeks to obtain d loan with as little equity required as can be negotiated. Zero percent equity is usually associated with a take-or-pay contract (a hell-or-high- water unconditional commitment under which the purchaser must pay for the commodity as though it were shipped regardless of whether it is actually mined or shipped) with a financially strong corporate entity i.e., the parent company or an end user. As a take-or-pay contract is tantamount to a guarantee of payment, the banker views the credit basis of the loan as being other than the borrower's mining operation and therefore will analyze the creditworthiness of the institution purchasing the commodity on the basis of its corporate balance sheet. Do not confuse a take-or-pay contract with a take-if- tendered or take-and-pay contract. Another means in the United States of obtaining zero percent equity is the carved out production payment financing, typical of coal mine financing. This involves the sale, or conveyance, by the owner of the mineral property of a production payment to a nominally capitalized company. The nominally capitalized company is formed solely to buy the production payment and usually borrows 100 percent of the purchase price from a lender. Equity amounts of 10 to 20 percent generally are found in transactions which employ techniques such as an advance sale or a subordinated lease/loan. These agreements are viewed as quasi equity by most banks for several reasons. First, the proceeds represent a cash infusion early in the project's life - usually prior to the bank lending any funds. Thus, the repayment schedule is "behind" that of the bank debt. In the case of an advance sale, repayment is in the form of a long-term supply contract with favorable terms, usually priced close to the mining operation's costs. There is also usually a requirement that all costs of the project be paid for by the loan or equity, often making the sponsors financially responsible for any cost overruns. Cost overruns are a major risk in any project, large or small, and are often due to unforeseen factors such as wildcat strikes, a piece of faulty equipment, or any event which delays completion, e.g., remote location, weather, etc.. . The question of how overruns are covered can be negotiated. For example, in addition to the original debt/equity ratio of the project, there can also be a cost overrun ratio that will

SO commonplace that they are seldom noticed, mining-machinr, bits have a definite and important bearing on the cost of coal production. At the average mine many thousands of bits are used during the year. The actual cost represented by the purchase of the bits used, as well as that of sharpening and handling them, represents a considerable sum of money. From the point of view of indirect costs they are important, as the lack of good bits at a mining machine can seriously impair production. Good bits tend to ensure an adequate supply of coal. Classes OF Bits Mining-machine bits may be divided into three general classes, based on shape and method of use: (I) chisel, (2) pick-point and (3) one-use. The chisel and pick-point bits are shown in Fig. I. The so-called "chisel" bits were made of steel of various sizes and were sharpened to a wide chisel cutting edge. Few of this type of bit are used, except in places where coring is very bad. Sometimes chisel bits are used with standard bits to help cut out the core. The "pick-point" bit is widely used today. Normally it is made from ½ by I-in. steel, is about 4½ in. long when new, has a rake angle of about 25°, a front clearance of about 23O, a side clearance of approximsteji 8".' There are many variations in the shape of this bit, depending on the ideas of the individual that may be dressing the dies of the bit machine. This bit has been generally used for many years and at present, in one form or another, is by far the most popular bit used in coal mines. This bit usually is made from 0.85 carbon steel, although in recent years some alloy-steel bits have made their appearance. At present, carbon-steel bits are frequently tipped in. hard facing materials. A third class of bits might be called the L'one-use" bit; that is, a small bit that is used once and then thrown away. These bits have two or three points, are usually made from 0.85 carbon steel and sometimes from higher alloys. Recently some. of them have been tipped with hard facing material. The deposit of rock-salt which is known to exist along the eastern shore of Lake Huron, in the province of Ontario, has lately been more completely explored than before, by a boring with a diamond drill, put down by Henry Attrill, Esq., of New York City, and the results obtained are so important in every way that I make no apology for presenting them to the Institute of Mining Engineers. I may be permitted to preface an account of this remarkable exploration, and of its results, with a historical sketch of the discovery and development of this salt-region. It was in December, 1865, that a boring was begun near the town of Goderich, in the hope of finding petroleum. In this the adventurers were disappointed, but, after passing through about 800 feet of limestone, they encountered a series of variegated marls, in which, at a, depth of 964 feet from the surface, a bed of rock-salt, 30 feet in thickness, was met with in May, 1866. The boring was carried to a depth of 1010 feet, ending in hard rock, and yielded, by pumping, a very pure saturated brine when examined by me in August of the same year. In the report of the Geological Survey of Canada for 1863-66, published early in 1867, I described this salt-well, with many geological details, and gave an analysis of the brine. In the next three years a considerable number of wells was sunk in and around Goderich, and numerous trials were made in various other parts of the region. Salt was found at Kincardine, thirty miles north-northeast from Goderich, at a depth of about 900 feet, and also at Clinton, thirteen miles southeast, at 1180 feet. Records of these wells, with analyses of the brine from them, were given by myself in a subsequent report of the Geological Survey, 1866-69, published in 1870 (pp. 211-244), together with accounts of various unsuccessful borings in the neighborhood, analyses of the brines from the various wells (including one analysis by Dr. Goessmann), with many details of the salt-manufacture at Goderich, at Syracuse, New York, and at Saginaw, Michigan. The geological character of the region was there discussed at length, and it was shown that the salt here occurs in the Onondaga or Salina formation, which

THE OLD Pueblo smelter is being dismantled after 43 years of continuous operation, from 1878 to 1921. It was built by Mather and Geist, on a bluff overlooking the Arkansas River just below the, city of Pueblo. At the time of its construction Pueblo was considered a most favorably situated town for a custom smelter. Coal, coke, fuel, limestone, iron ore, lead, silver, and, gold ores were plentiful. It was a "downhill pull" from all directions to Pueblo. Labor, both common and skilled, was plentiful and efficient. Leadville was in bonanza and there were not sufficient furnaces in Colorado to handle the ore offered. The plant prospered from the start. It soon required more capital; so the owners; with the assistance of Thomas Nickerson of Boston, at that time prominent in the affairs of the A., T. & S. F. railway, formed the Pueblo Smelting & Refining Co. About this time, also, very heavy shipments of rich silver ore from New Mexico began to come in. Agencies were established for the purchase of ores in the most important mining camps in the country from Kingman, Ariz., to Butte, Mont. Highly siliceous silver-bearing ores from Butte were shipped to Pueblo in train loads. This was used chiefly in the concentration of leady mattes. RECOLLECTIONS OF MR. GEIST, FOUNDER OF PLANT Mr. Geist is living in Guadalajara and has sent the following brief letter: "Early in 1878 the firm of Mather & Geist, which had been operating in Utah and had then closed their smelter there, after diligent search for a new location selected Pueblo. We erected the first smelter in the valley, blowing in the first furnace in 1878. Mather & Geist carried on until January, 1882, when they transferred all their business to the Pueblo Smelting & Refining Co., which had been organized in December, 1881. Full details of this transfer are given in the enclosed Report, which was issued early in 1882, for the purpose of interesting more capital, in which we succeeded admirably. "I personally did all the work of manager and super-intendent, some job in these days. My technical quali-fications were that I was a member of the class of 1866, Yale Sheffield Scientific. I was born in 1848, so was the youngest member of the class.

The application of electrolytic polishing of metals introduced a new technique for preparing surfaces, especially for single crystals. This procedure generallv has been assumed to eliminate the strain introduced by mechanical polishing and to result in a more truly representative surface, particularly in the case of soft metallic materials. However, apparently little information is available concerning specific characteristics of a surface prepared electrolytically. The conventional method of mechanical polishing is known to produce a layer of distorted metal which is usually removed by a suitable chemical etchant. To what depth the strain introduced by mechanical polishing penetrates into the lattice is still obscure. The present investigation illustrates the apparently anomalous appearances of glide ellipses on electrolytically polished surfaces of aluminum single crystals. Experimental Procedure and Results Aluminum single crystals, 99.975 pct pure, remaining from the investigation of Found,' were polished electrolytically using a solution of fluoboric acid and a low current density. Laue back-reflection technique, interpreted after the manner of Greninger,2 was used to determine the orientation and the specimen axis rotation of the crystals. Three flat surfaces about 4 mm wide parallel to the specimen axis, one perpendicular to the theoretical slip direction and the other two 120° apart, were polished mechanically and repolished electrolytically. A tensile load was applied using a Southwark-Emery tensile machine at a rate of about 40 lb per min. Elongation was measured by noting the initial and final gauge lengths. X ray diffraction was used to obtain the usual x and X values in order to calculate the elongation and shear by plotting stereographically the specimen axis rotation by means of the Schmid-Boas formula.³ In Table I may be found the value of the gauge diameter, measured elongation, calculated elongation and shear for the crystals investigated. Fig I shows the initial and final positions of the specimen axes of the crystals. At a low magnification the slip lines developed on specimen Al-I appeared straight and rather evenly spaced. However, at a high magnification, the slip lines were seen to be composed of small markings which were present throughout the length of the specimen (Fig 2). The following specifications, proposed by a sub-committee of the American Society for Testing Materials, are still to be adopted and subsequently submitted to the International Association for Testing Materials. Standard Specifications for Pig-Iron and Castings. I. Analysis.—It is recommended that all purchases be made by analysis. II. Sampling.—In contracts where pig-iron is sold by chemical analysis, each carload, or its equivalent, shall be considered as a unit. At least one pig shall be selected at random from each two tons of every carload, and so as to fairly represent it. Drillings shall be taken so as to fairly represent the fracture surface of each pig, and the sample analyzed shall consist of an equal quantity of drillings from each pig, well mixed and ground before analysis. III. Allowances and Penalties.—III all contracts, in the absence of a definite understanding to the contrary, a variation of 10 per cent. of silicon, either way, and of .01 in sulphur above the standard is allowed. A deficiency of over 10 per cent. in the silicon, up to 20 per cent., and a further increase in sulphur up to .01 over the above allowance subjects the shipment to a penalty of 1 per cent. in the price for each element so affected. IV. Base Analysis OF Grades. —In the absence of specifications the following numbers, known to the trade, shall represent the appended analyses for standard grades of foundry pig-iron, irrespective of the fracture, and subject to allowances and penalties as above. Description of Pipes.—The pipes shall be made with hub- and spigot-joints, and shall accurately conform to the dimensions given in Tables Nos. I. and 11. They shall be straight and shall be true circles in section, with their inner and outer surfaces concentric, and shall be of the specified dimeneions in outside diameter. They shall be at least 12 feet in length, exclusive of socket. For pipes of each size from 4-inch to 24-inch, inclusive, there shall be two standards of outside diameter, and for pipes from 30-inch to 60-inch, inclusive, there shall be four standards of outside diameter, as shown by Table No. 11.
