The study of self-diffusion of plutonium in E phase has been carried out by the welded couples method. The tracer used was puZ4O which is detected by its X-ray emission (conversion lines of uranium which are computed between 13 and 21 kev). Intensities were measured with a scintillation counter. Each layer was removed in a direction parallel to the original interface with a grinding machine and a thickness measured with a pneumatic comparator. The concentration-penetration curves obtained were corrected for the effect of heating time from room temperature to annealing temperature and for the expansion due to phase transformations of plutonium. They were analyzed by the generalized Gruzin method. Self-diffusion of plutonium in E Phase is very fast cm per sec between 500" and 620°C) and the diffusion zones are 2 to 3 mm wide for annealing times ranging from 30 min up to 10 hr. The Arrhenius law gives the temperature dependence in the form: From the point of view of self-dqfusion, PUE phase falls into the anomalous bcc metals category (Tip , Hfp, Zrp, Uy) with a low-frequency factor and an activation energy lower than those provided by standard correlations. No theory proposed hitherto to explain these anomalies (influence of dislocations, of extrinsic vacancies bonded to inlpurities, of bi-vacancies) can clearly explain the self-diffusion coeffzcients of plutonium. DIFFUSION in bcc metals is a present-day problem. A recent symposium (Gatlinburg, 1964), followed by a book,' has been devoted to it. A great many experiments seem to show that diffusion in certain bcc metals obeys unexpected laws. The activation energies measured are sometimes strangely low (B hafnium, y uranium). For certain metals (0 zirconium, p titanium) the curves of log D (D = diffusion coefficient) as a function of 1/T (T = absolute temperature) are not linear. The frequency factors Do, which are of the order of 1 sq cm sec-' in fcc metals, vary from 1 to 10~6 sq cm sec-'. Various theories have been put forward to explain these anomalies; none is yet satisfactory. We wished to introduce a new experimental result by studying the self-diffusion in c plutonium. This allotropic phase, stable from 475°C up to the melting point (640°C), is in fact bcc. Unfortunately, nothing is known of the characteristics of the point defects in this phase, which limits the scope of the hypothesis which can be made about the mechanism(s) of self-diffusion in plutonium. 1) EXPERIMENTAL METHODS 1) Principle. We used the welded couple method. The two pellets of the couple initially have different 240 isotope contents (X emitter). After diffusion, the concentration/penetration curves are drawn up by the generalized Gruzin method. 2) Gamma Spectrography. The metal used in our study is plutonium, either low in puZ4O (isotopic content 1 pct) or high in puZ4O (8 pct). The latter also contains plutonium 241 (-1 pct) and 300 ppm of ameri-cium produced by the reaction Pu2U-AmM1 + 8-. The emission spectra of these two plutoniums placed in leak-tight vinyl bags have been studied by y spectrograph~. The detector is a thin crystal of thallium-doped sodium iodide. The activity of the plutonium rich in 240 is about twice that of the plutonium low in 240 in the energy band of 17 kev (L conversion lines of uranium); this band was used in these measurements. 3) Preparation and Examination of the Diffusion Couples. Diffusion couples were made from plutonium with a high and low PU"' content. Pellets (6 6 mm. thickness 3 mm) mounted on a polishing disc with ground parallel faces were polished mechanically on both sides. In this way, pellets with two parallel faces were easily obtained. The polished pellets were joined by a 6 phase anneal (420°C, 1 hr) in a small screw press (pressure of 20 kg per sq mm cold); a centering ring enabled the two pellets to be pressed coaxially. The couples then were subjected to the diffusion treatment by annealing in the E phase in sealed silica ampules in argon at atmospheric pressure. The annealing temperatures and times are given in Table I. The couples were encased in a mild steel ring, the joint interface being thus parallel to the ground face of the ring. The diffusion couple/ring assembly underwent successive abrasions by means of a magnetic plate grinder. The thickness of the abraded layer was measured with a Solex pneumatic comparator when it was less than 0.1 mm (accuracy 0.2 p) or with a mechanical micrometer (accuracy 3 p) for passes of the order of 0.2 mm. All these operations were done in glove boxes, as plutonium is particularly toxic. After each abrasion we determined the emission spectrum of the ground face. For several years 1 have been engaged in studying the behavior of iron and steel under varying conditions of tension and compression, as well as of shock and abrasion. Some of these observations have been communicated to the Institute at various times. Within the past year I have been looking at the various observations that I have made as a whole, and have been led to the conclusion that there is a regular law of fatigue and refreshment of metals, and that the change which produces either the fatigue or refreshment, is a. chemical one, which is, however, in almost all cases accompanied by physical and molecular changes at the same time. That metals under conditions that were more or less well understood became worthless, has been known for many years. It has been known to blacksmiths that iron and steel, when improperly treated in their fires, become "burned," as they call it, and could no longer be used, and some of them have had a scrap heap into which such material was thrown. A few of them knew that after a period more or less long the iron or steel recovered some of its original properties and could, with many precautions, again be used, but that these phenomena followed any law has not to my knowledge been announced. My attention was first attracted to the varying conditions under which iron and steel rails break in service. It was not long before I became convinced that there was a general law applicable to all metals which allowed of their being used with safety within certain limits, and caused their rupture when the use extended beyond these limits, and this law I have called the law of fatigue- of metals. When me observe the causes of deterioration in iron and steel rails, we find that they are principally shocks, either slight and frequent, like those produced by the passing of a train over a road-bed in good order, which produces a vibration sensible to the ear laid on the rail, for very long distances, but distinctly audible for only a short one; or from sudden and heavy blows, like the descent of the locomotive and each car successively from a high to a low rail.

I HAVE now the duty—the very pleasant duty—to perform, of presenting to the Hon. Abram S. Hewitt the Bessemer gold medal for distinguished services to the iron and steel trade. When this matter was brought under consideration in London it was well known that, as Mr. Hewitt would be the first to acknowledge, there is more than one man in America upon whom we would gladly have cm ferred this distinction, and to whom this merit might be justly at tributed ; but Mr. Hewitt has been long known to our distinguished members on the other side of the Atlantic as one of the most active minds in the investigation of new methods of manufacture, and one of the most enterprising metallurgists on this side of the Atlantic. Well, gentlemen, we proposed to Mr. Hewitt that he should receive this gold medal, but I think it is quite right, and is his due, that I should state that he at once declined to receive it; and he declined in a manner which rendered it impossible to any one but very per sistent friends and very obstinate Englishmen to refuse. When we heard that our American friends had conferred once more upon Mr. Hewitt the distinction of President of the American Institute of Mining Engineers, and particularly with reference to our contem plated visit, and when we heard that he had been elected unani mously to that position, we felt that we had received the stamp of approval from this side. Gentlemen, as I said before, Mr. Hewitt has long been known to many of us in England as an advocate of scientific education. A report which he made of the metallurgical products at the Paris Exposition in 1867 was one of the matters which drew very clearly and distinctly the attention of the English iron and steel trade to the necessity of further improvement in our technical education as to iron and steel; and it was one of those beginnings which led ultimately to the foundation of the Iron and Steel Institute. Measurements of the quantity of xanthate abstracted from mineral surfaces and put into solution by an increase in the hydroxyl ion concentration were made. A residual xanthate concentration of 59.6 ppm was found in one case at a pH of 11.8. The abstracted xanthate is capable of acting as a collector on fresh mineral surfaces under proper conditions. It was learned that as the hydroxyl ion increased and the xanthate abstracted, the coarse particles lose their floatability first. A volume weight relationship based on percentage coverage was established and seems to offer a reasonable explanation of the cause of observed results.

The habit planes for zirconium hydride precipitation in crystals of a zirconium have been determined at various hydrogen concentrations. The (10 • 0)planes are the predominant habit planes; some (10 • 5) and (10 -1) planes were observed after charging conditions which pevmitted formation of a surface layer of hydride. No platelets zrlere observed parallel to any of the twinning planes. Mechanisms for em-brittlement due to hydride precipitation are discussed. LANGERON and Lehr1 found, in 1956, that zirconium hydride precipitates in zirconium in platelets lying parallel to (10.0) slip planes. In 1960, Kunz and Bibbz reported observing the platelets in three different families of twinning planes, (10.2) {11.1), and {11.2), but never in the slip planes. The present study was undertaken to ascertain the cause of these seemingly contradictory results. EXPERIMENTAL Two specimens of iodide zirconium were used in the experiments. Specimen I was a single crystal, while specimen II contained three grains. Grain growth was accomplished by the technique of Lange-ron and Lehr. Three faces were ground on specimen I; the first was 2 deg from the (00.1) basal plane, a second was 2 deg from the (10.0) prism plane, and a third was 4 deg from the (12.0) plane. One face was ground on specimen II such that the poles of the surfaces of crystals A, B, and C were as shown in Fig. 1. After the faces were ground on 600 grit silicon carbide paper, they were chemically polished by dipping in a solution of 8 parts hydrofluoric acid, 50 parts nitric acid, and 50 parts water. This removed all cold worked metal from the surface. The samples were charged to various levels of hydrogen content by heating in hydrogen gas which had been purified by reaction with uranium powder. The various charging conditions are shown in Table I. Specimen I was heated to the reaction temperature at the indicated hydrogen pressure and allowed to react until essentially all the hydrogen was used up. A general discussion on the subject of Crushing and Grinding was held on August 24, 1927, during the meeting of the Institute at Salt, Lake City. G. H. Clevenger, Chairman of the Milling Methods Committee of the Institute, made the following introductory remarks "Several years ago, a number of us felt that the time was ripe for a fundamental investigation of crushing and grinding. At the outset, it appeared that the first thing we needed was a yardstick whereby grinding efficiency could be measured. "The U. S. Bureau of Mines has been most generous in cooperating with the Milling Methods Committee in getting this work well undrr way. John Gross, who served the committee for a year as secretary, was placed in charge of the investigation and has been ably assisted by S. R. Zimmerley. "Messrs. Gross and Zimmerley will now present the Progrcss Report covering their work to date." Progress Report J. Gross, Salt Lake City, Utah.—-This has not been a simple problem, and when I tell you that me can give you a verbal report of what we have done during three years in five or ten minutes you will realize that we have necessarily done a great deal of work that dors riot appear in the final results. We have been in a virtually new field. Therefore, we have had to feel our way at each step so as to be fairly sure we were correet. The first thing that was realized in this problem ass that unless we had some method of measuring what happened when we crushed an ore, we might as well quit and not go further. we realized that if we tried to measure the results of crushing or grinding by the ordiuary sizing test we would not get anywhere. We could sieve down to say 200 mesh fairly accurately; we could even go one sieve size further with a little less accuracy, and then we were absolutely lost, unless we went into microscopic measurement. Even this latter method would not have been satisfactory. The question was: what were we going to measure? If we were going to measure size, we might measure one particular dimension of a particle and be off 200 per cent. or more. If we tried to measure surfaee, we would have something tangible; the surface of a particle, no matter how irregular, is something definite, far more definite than any linear dimension would be. Moreover, if we could measure surface, we would immediately have a method of checking the Rittinger law as to whether it was or was not correct. So the first thing that we sought. was a method whereby we could measure surface on crushed particles or, we will sag., on particles; it would not make any difference whether crushed or not. IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw-jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Trait6 de I'exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in 'operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw-jack is composed of the following pieces : I. The body or column B, Fig. 4 [Plate (I)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 22 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast,-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. A deposit Of limestone Was known to exist at a depth of 2000 ft under the property of the Columbia Chemical Division of the Pittsburgh Plate Glass Co. at Barber-ton, Ohio. A 662-acre site was selected for the projected mine, some two miles northwest of the plant and near the main line of the Erie Railway. An electric railway 8800 ft in length connects the mine and the plant. The deposit is overlain by 18 ft of un-consolidated (sand and gravel), 100 ft of water-bearing sandstone, and finally 2080 ft of shale into which thin layers of sandstone are embedded. The limestone bed itself is 345 ft thick and overlies 200 ft of gypsum. A 300-ton-per-hour capacity mine was decided upon. Two shafts were deemed advisable, one for production and the second for service; and these were sunk 550 ft apart, one to a depth of 2323 ft and the other to 2258 ft. Each is 16 X , ft in the clear and timbered with 6-in. steel H-sets on 8-ft centers, using 3/8 X 4 X 4-in. angles as studdles. Twelve inch I-beams were used at 160 ft intervals as bearers set in deep hitches and concreted to a vertical depth of 8 ft. Wooden sheathing was first employed but sloughing of the shale created a pressure on this lining and finally concrete was deemed necessary. Water was encountered only within the first 315 ft, flowing at 60 gpm and by grouting this was reduced to 15 gpm. Temporary wooden sinking headframes were installed with 300 cu ft capacity storage pockets and with doors automatically controlled by air cylinders by hoistmen. Each shaft was operated on four 6-hr shifts. The usual V-cut was drilled at the center of the shaft and the round consisted of 34 holes- A 40 pet gelatin dynamite was employed with some 60 pet in the cut holes. Drilling crews consisted of four to six men. Shale drilled easily but became more bed in depth and sandstone wore away the gauge Of the bits rapidly. A room-and-pillar mining system was adopted whereby rooms turned off on 80-ft centers, each room 40-ft wide and 50-ft high. Rib pillars between rooms were cut into 100 ft lengths by frequent holes. Ventilation is achieved through the two shafts, the down-draft through the service shaft, and the return through the pr0duction shaft. The hoist has a a Of 300 tons per hour and is equipped with 10-ton balanced skips requiring. a 2-min cycle Or 30 trips Per hour- Hoisting is designed to Operate by automatic loading and no hoistman is required for normal Operation. The 48 X 60 in. jaw primary crusher is underground. It is fed through chute and chain feeders and is flood-oil lubricated and cooled. An inclined belt conveyor returns oversized material to the crusher. Tramming is by Diesel-powered trucks.

THE Mineral Industry Education Division made the headlines when Columbia's President, Nicholas Murray Butler, welcomed it in a provocative address made before a record crowd of over 100 members attending the opening Sunday session in the Columbia Men's Faculty Club. Arthur F. Greaves- Walker, Chairman of the Division, who was presented by H. R. Hanley, told of the excellent job of war research being carried on in the colleges. E. A. Holbrook led a discussion on the unionization of engineers, stating that he had learned that professional engineers were being forced into unions by subprofessionals. AN EDITORIAL on the Strike Situation in the Coal mining industry in the New York Evening Post of Nov. 4, 1919, gave what purported to be statistics of the Department of Labor, for a period of two weeks, which showed an average for the year, based on these two weeks, of 32% hours per week. This mode of arriving at the number of hours per week, while not accurate, is not so far off from the facts as to call for any special comment. The report of the U. S. Geological Survey, Department of Coal Statistics, give so the number of days worked in 1917 as 243; reducing the same to hours per week, assuming 8 hours per day, shows a weekly operation of mines at an average of 36J4 hours. But this assumption is not exactly correct, for the reason that it is not very often that the miners work the full 8 hours per day. There are many explanations for this, but it is not pertinent to this statement to discuss them now, as the important thing to consider is whether a 30-hour week would be for the best interest of not only the men themselves, but the public or country in general.

Discussion of the paper of CLARENCE A. WRIGHT, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 130, October, 1917, pp. 1565 to 1591. H. A. WHEELER, St. Louis, Mo.-This paper by Mr. Wright is one of the most thorough and exhaustive studies that has been made of the milling practice in the Joplin district. Mr. Wright spent about two years there, in behalf of the U. S. Bureau of Mines and the Missouri Geological Survey, and this paper, which is the result of his work, will, repay careful reading by any student of ore dressing and is invaluable to an operator in that district.

Reducing Fusion: The impure or low grade uranium concentrate is mixed with a formulated flux of sodium carbonate, salt, and sawdust or fuel oil and heated, while being stirred, to about 950°C. This reduces the uranium to the black, water insoluble uranium dioxide and with the exception of nonamphoteric metals forms water soluble sodium salts of the vanadium, alumina, silica, phosphates, and other constituents of the cake. IN 1948, the United States used nearly six million barrels of petroleum products every day. Although substitution of synthetic fuels for the natural petroleum product is not here yet, large quantities of special-purpose coal will be required in ever-increasing volume as the domestic production of oil from other sources fails to meet demand and the production of synthetic fuels begins. Petroleum economists do not agree as to when the shortages of domestic oil will appear; but the increasing per capita consumption of oil, coupled with a constantly growing population drawing on a potential domestic oil supply estimated to be 85 billion barrels, sooner or later will result in demand exceeding domestic supply. When this situation comes about, the excess demand will be either eliminated by curtailment of consumption or the demand met by increasing importation of foreign oil or by the production of synthetic fuels. The first recourse would definitely retard the heretofore unbroken rise in American living standards, while dependence upon a foreign oil supply during a war or other emergency would be dangerous. On the other hand, the enormous coal reserves in the United States, plus sizable deposits of oil shale, indicate adequate means of augmenting a diminishing domestic oil supply. Some idea of the impact of an expanding synthetic liquid fuels program on the coal-mining industry may be gathered when it is considered that to supply just half of our present-day petroleum needs synthetically from coal would increase the coal output by about 500 million tons annually, using an 11,900 Btu bituminous coal as the plant feed. If either a subbituminous coal or lignite were used, the quantity required would be materially increased. Synthetic Fuel Processes: The principal synthetic fuel processes using coal as a raw material are the Bergius, or coal-hydrogenation process, and the Fischer-Tropsch, or gas-synthesis process. These two processes not only produce different end products, but the preparation of the coal used in each presents its own individual problem to the coal-preparation engineer. The hydrogenation process brings together a mixture of dry, finely powdered coal, catalyst, and heavy oil to form a paste. Addition of hydrogen under rather high pressure and temperature conditions brings about transformation of the coal to a liquid product, from which a high-grade gasoline and other motor fuels may be obtained. The Fischer-Tropsch process requires the production of synthesis gas, a mixture of carbon monoxide and hydrogen. At the Bureau of Mines Louisiana, Mo., demonstration plant, this gas is being made by reacting dried pulverized coal with carefully controlled volumes of oxygen and superheated steam. After purification and in the presence of the proper catalyst and suitable conditions of pressure and temperature, the hydrogen and carbon monoxide components of the synthesis gas react to form motor fuel. When this situation comes about, the excess demand will be either eliminated by curtailment of consumption or the demand met by increasing importation of foreign oil or by the production of synthetic fuels. The first recourse would definitely retard the heretofore unbroken rise in American living standards, while dependence upon a foreign oil supply during a war or other emergency would be dangerous. On the other hand, the enormous coal reserves in the United States, plus sizable deposits of oil shale, indicate adequate means of augmenting a diminishing domestic oil supply. Some idea of the impact of an expanding synthetic liquid fuels program on the coal-mining industry may be gathered when it is considered that to supply just half of our present-day petroleum needs synthetically from coal would increase the coal output by about 500 million tons annually, using an 11,900 Btu bituminous coal as the plant feed. If either a subbituminous coal or lignite were used, the quantity required would be materially increased. Synthetic Fuel Processes: The principal synthetic fuel processes using coal as a raw material are the Bergius, or coal-hydrogenation process, and the Fischer-Tropsch, or gas-synthesis process. These two processes not only produce different end products, but the preparation of the coal used in each presents its own individual problem to the coal-preparation engineer. The hydrogenation process brings together a mixture of dry, finely powdered coal, catalyst, and heavy oil to form a paste. Addition of hydrogen under rather high pressure and temperature conditions brings about transformation of the coal to a liquid product, from which a high-grade gasoline and other motor fuels may be obtained. The Fischer-Tropsch process requires the production of synthesis gas, a mixture of carbon monoxide and hydrogen. At the Bureau of Mines Louisiana, Mo., demonstration plant, this gas is being made by reacting dried pulverized coal with carefully controlled volumes of oxygen and superheated steam. After purification and in the presence of the proper catalyst and suitable conditions of pressure and temperature, the hydrogen and carbon monoxide components of the synthesis gas react to form motor fuel. An address before the Meeting of the New York Section, Nov. 4, 1914. As life advances one is inclined to look backward instead of forward, and the vista over which my memory carries me has been filled with such a shifting panorama of changes in metallurgy that the whole practice of the art seems to have been re-created. The first cupola furnace that I saw in operation was at one of the group of mines at Capelton, Quebec, from which the Nichols company still draws some of its sulphur supply. At that time it was operated by a Hartford, Conn., company, under a General Adams. When its small brick furnaces made a campaign of a week and smelted 10 tons a day, the feat redounded to the credit of the operator. The introduction of the water-jacketed cupola dates forward to the next decade. I was using one in Pennsylvania, making copper matte, to the horror of a noted metallurgist, who could not conceive it possible that you. could bring fused sulphides in contact with steel without rapid corrosion. In our ignorance we were doing what seemed to be an impossibility, and it is just that recklessness and disregard for precedent which has characterized so much of the work of American metallurgists, and carried us forward at such headlong speed. Once the water jacket was accepted as the type of the. copper cupola, its almost unlimited expansion in length, but not in width, was a matter of convenience rather than of skill. In Butte the cupolas have been enlarged by adding furnace to furnace. The first reverberatories which I saw in operation were those in Professor Hill's Black Hawk establishment, where the concentrates from the Gilpin County gold mills were run down into matte for separation in England. Sixty dollars per ton was the usual deduction in those days before gold and silver was paid for. Smelting was done with wood as fuel, and the capacity of the furnace was about 10 tons per diem. Shortly after this Professor Hill formed an alliance with Richard Pearce, who was running what, if I recollect aright, was called the Swansea Works, at the bend of the river approaching Georgetown.
