Discussion of the paper of Willis T. Burns, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 2011 to 2049. PROF. JOSEPH W. RICHARDS, South Bethlehem, Pa.:-I think Mr. Burns spoke of two unusual conditions which he has at his plant, namely, that he uses directly converter anodes and very high current density. He did not mention another condition : the very low cost of power, which circumstance, I believe, is responsible for some of the peculiarities of his plant noticed by us from the East. I am struck by the rather low ampere efficiency which Mr. Burns obtains, and in looking over the plant thought that there was a considerable leakage from one tank to the other, and that the ampere efficiency could be increased by looking after the leakage of electricity front one tank to the other.

I., has long been known, chiefly as a geological fact; that these materials, so near to each other and to tidewater, are of such a good quality and are present in such large quantity, as to have seriously raised the question of establishing blast furnaces there, was a surprising fact to me; and I have thought that the few notes I have lately gathered on the subject would be of interest at this partly New England meeting. The coal field referred to has an area of above 400 square miles, and is found throughout the belt of transition rocks extending from Newport Neck to Mansfield, Massachusetts. Diffusion coefficients and mobilities were determined as functions of concentration in the a phase of the Cu-Zn system. Use was mode of incremental diffusion couples to determine the Kirkendall effect at various concentrations. Darken's analysis was used to calculate the individual diffusion coefficients and mobilities from these data. The general diffusion coefficient is a single-valued function of the concentration in this system to within the limits of accuracy of the experimental methods used. The form of the various functions (diffusion coefficients and mobilities) of concentration is the same in every case: it is essentially the same as the usual D vs c curve. AS Darken' has pointed out, the knowledge that the movements of different atoms diffusing in the same lattice need not proceed at the same rate is old. Ionic lattices are the classical examples; application of the generalization to lattices with metallic bonding was much more slowly accepted. It remained for Kirkendall'' to show clearly that metallic diffusion need not be symmetrical with respect to both species. Several investigators" have confirmed the initial observation of a "Kirkendall effect:" marker movement accompanying diffusion. They have extended it to other systems and conditions. The theoretical interpretations have been many; ne of the first and simplest of these is that of Darken"' which is essentially mechanism independent. Darken has shown that the Kirkendall experiment permlts a calculation of the individual diffusion coefficients and, coupled with activity data, offers a means of measuring the mobilities of the separateatoms in a binary diffusion process. There is no published information on the effects of concentration and temperature on the individual diffusion coefficients or on the mobility values in binary solid solution; this paper provides such information for zinc and copper in a brass. For purposes of clarity, the overall D value obtained, for example, from the Boltzmann-Matano solution to Fick's law, will be designated as the "general diffusion coefficient;" and the diffusion co- efficients for the separate diffusing species will be designated as the "individual diffusion coefficients." Experimental Procedure The authors have accepted Darken's analysis and have measured mobilities on this basis. The findings of da Silva and Mehl are accepted: that the Matano interface, defined as the origin of coordinates for the Boltzmann-Matano solution to Fick's law, coincides with the original weld interface; that the "shift" of a marker is the distance between the Matano interface and the marker; that the observed porosity is too small sensibly to affect this result; and that the shift is a linear function of the Matano area, the area defined as the absolute magnitude of the area on either side of the Matano interface. Alloys: The a-phase of the Cu-Zn system was chosen for investigation. The measurements were made on incremental couples for two separate reasons: l—it has been questioned whether D, the general diffusion coefficient, is a single-valued function of concentration (a comparison of the D-values for couples with small concentration range, e.g., 10 vs 20 pct Zn, against those from a wide concentration range, e.g., 0 vs 30 pct Zn, will answer that question); and 2—on the Darken analysis, the mobility can be determined only at the concentration at which the marker is observed to lie (this is but one concentration in a single couple) but choosing a series of incremental couples in the range between 0 and 30 pct Zn provides mobility values at several concentrations, thus giving mobility as a function of concentration. Four alloys were chosen; nominally, pure copper, copper with 10 pct Zn, copper with 20 pct Zn, and copper with 30 pct Zn. This allowed six different types of diffusion couples to be prepared, promising mobility determinations at six different concentrations, but having a minimum range of 10 pct Zn. T HE chairman of the Mines Committee of the A. 1: E. E. for 1920-21 has had the honor of being also the chairman of a similar committee, the Mine Equipment Committee, of the A. I. M. E. It has been the endeavor during the past year to have the two committees work together since the object of these committees is very much the same. A meeting of the committees was held in Chicago in November of 1920, at which time it was decided that one of the best ways to work together would be to foster joint meetings of the local sections of the A. I. E. E. and A. I. M. E. By these meetings, it was hoped that various engineers in the local sections interested in mining subjects could be brought together and not only become better acquainted but be greatly benefited by the interchange of ideas and by the discussion of papers presented on mining subjects.

Mr. Chairman, Fellow Members and Guests, our chairman this morning got over into the geneological field, so perhaps I may be pardoned if I revert to some of my ancestral training and give you a text. I always like to talk about some special little text that may illustrate what we want to say. So the text that I will take for this afternoon is a very simple one, "Win the War." That is the guide for all of our actions, or should be. We should question everything we do to see what it does to contribute to winning the war. If we fail to do that, nothing else is going to count. On the wall of the office of one of the branch chiefs in the Copper Division in Washington there is a little slogan which I think we should take very deeply to heart, "The difficult we do right away. The impossible takes a little longer." I think that is a very good guide for us to follow in the work that lies ahead of us in the metallurgical field and in the handling of these secondary metals and the things that result therefrom. My subject is "Conservation and Specifications." Some people would wonder just where that fits in, and how you might define "conservation." One very good definition would be "the utmost use of our resources." If you will pardon my going back to some of my earlier experience for a little simile, those of you who know me know that for ten years after the last war I was in the railroad business. If we are with the engineman in a cab, and we have a green signal ahead of us, that is a clear signal and tells us to proceed at full authorized speed. Now suppose we come to a yellow signal that is caution, slow down to one-half authorized speed and be prepared to stop. Now if you do slow down, the chances are that that obstruction that was ahead of you will move out of the road, and you may get another yellow or caution signal at the next block, and be able to keep going at a slow speed. As of the date of Pearl Harbor our tin supply took on a very yellow tinge, and it threw the caution sign right in our faces. If we had not heeded that sign, and cut down our consumption of tin, we would not have any today; but because we have done so we are in a much better position today than we were a year ago, that is comparing our visible supply with our present rate of consumption as contrasted with the visible supply a year ago and our then rate of consumption.

A recent investigation has shown that solid solution hardening is almost absent in the quasibinary system SnTe-pbTe.1 The lack of solid solution hardening was attributed to the small difference of only about 3 pct between the atomic sizes of lead and tin, and to the fact that the formation of these solid solutions involved changes only in the sublattice occupied by the lead and tin atoms. The investigation reported here is concerned with the quasibinary system PbSe-PbTe which, similar to the SnTe-PbTe system, forms a continuous series of solid solutions2 and has the same NaC1-type (Bl) structure. The size difference between the selenium and tellurium atoms, however, is slightly larger than 7 pct. No indication of any ordering of the lead and tin atoms at. selected compositions had been found in the system SnTe-PbTe, which had been explained by the weak second-nearest-neighbor interactions between lead and tin atoms.' The possible occurrence of an ordering transition in the system PbSe-PbTe was also investigated in the present work. Polycrystalline specinlens of PbSel-1-xTex (x = 0, 0.20, 0.25, 0.33, 0.50, 0.67, 0.75, 0.80, and 1.0) were prepared by melting appropriate amounts of 99.999 pct pure Pb, Se, and Te j.n evacuated and sealed Vycor capsules. The capsules were quenched in water. The solidified ingots were homogenized at 800°C for 14 days. Chemical analysis of the homogenized ingots showed that the deviations from the stoichiometric compositions were less than 0.1 at. pct for each component. Part of each ingot was ground to pass through a 75 g sieve and pressed into 25.4 mm by 12.7 by 2 mm briquettes. Duplicate sets of specimens, each containing at least one briquette and part of the ingot of each composition, were sealed in evacuated Vycor capsules. Both sets were annealed at 500°C for 7 days; one set was quenced in ice-water and the other was cooled to room temperature over a period of 14 days.

The ancit-process of the Eschweiler Bergwerks-Verein, an affiliate Company of ARBED S.A., Luxembourg, was developed in its principles by the Dutch State Mines, Limburg, in the mid-50's with the aim of producing a smokeless domestic fuel on the basis of low volatile hard coal. In 1967, the EBV erected a 10 t/h large- size pilot plant along these principles in the Aachen mining district and further developed the acquired know-how. In hardly 10 years more than 650 000 t of ancit briquettes with unit weights between 17 and 100 grams were produced and in the meantime stream rates of over 85 % of the yearly utilization hours have been reached. In more than 10 blast furnace trial runs involving substitution rates up to 100 p. c. ancit have proved the suitability of ancit as a metallurgical fuel both for a burden with a high and a poor iron content. Construction work for a minor process-step to enable processing of coal with a higher content of volatile matters is finished and first results are expected by summer this year. A pilot plant with a 30 t/h capacity working on a low-volatile coal basis is being planned. Engineering and construction are supervised by MecanARBED. Luxembourg, as responsible contractors.

A knowledge of the role of effects and interactions of chemical species is important in developing an understanding of the behavior of mixed minerals and natural ores in beneficiation processes such as flotation and flocculation. In this study the role of such species was examined for the calcite-apatite system by conducting flotation of each mineral in various supernatants prepared by mixing with water. Supernatants of apatite and even that of calcite depressed the flotation of calcite markedly in the pH range of 5 to 13. Addition of Ca(NO3)2, K2C03, and K3P04 also produced definite effects under various pH conditions. Apatite flotation was also affected by the mineral supernatants and by carbonate and phosphate solutions. The results are analyzed in terms of the surfactant's solubility properties and the mineral's electrochemical and dissolution properties. While depression of calcite flotation by the dissolved species is found to be governed by depletion of oleate by bulk precipitation, the depression of apatite flotation is caused by the carbonate and phosphate species in the system. Turbidity measurements and a thermodynamic analysis of possible interactions in the system support these considerations. The effect of the supernatant of minerals on their own flotation suggests the important role of kinetics of various surface interactions in comparison to that of mineral dissolution.

Pulsating contpresslon experiments have been carried out on coppev single crystals in order to test the adequacy of mechanisms which have been suggested for stage I cvack grouth when tension-compression loading is the mode of- applying stress. Although dejorrrzation continues slowly for many millions 01 cycles under Pulsating compression stresses both within slip bands formed in the first cycle and by the creation of new bands, the morphology of these bands is not typical of fatigue slip bands in general and neither initiation of cracks nor propagation of artificially induced cracks was observed. It is therefore concluded that 1) initiation and growth of cvacks in fatigue is a consequence of repeatedly reviersed, microplastic deformation rather than intermittent, unidirectional deforma-tion, 2) gvowth of- cracks in polycrystalline specimens FAILURE of a plain specimen subjected to cyclic tension-compression stresses is known to take place by two stages of cracking.1,2 The first stage is characterized by propagation along slip planes roughly at 45 deg to the stress axis, in the outermost layers of the specimen, and at a rate of the order of angstroms per cycle. The average macro orientation of a stage I crack is normally at right angles to the stress axis,3 however, except in a few cases, e.g., single crystals in suitable orientation, when both the micro and macro directions of propagation are at 45 deg to the axis. After a stage I crack has penetrated to such a depth that the stress on the remaining section of metal is significantly increased, stage II crack propagation succeeds stage I, at right angles to the stress axis both micro and macroscopically. Direct evidence of the processes occurring during a subjected to pulsating compression stresses is caused by the setting-up of local tensile stresses due to interactions between grains, and 3) both unslipping mechanisms and operation of the "plastic blunting process " within a single slip band are adequate descriptions 01- stage I growth, being fundamentally similar. The slip mode of a material, however, is considered to control whether unslipping or the plastic blunting process takes place. Thus materials of planar slip mode fauor unslipping while those hacing a wavy mode, and capable of cross slip, can fail in stage I by the plastic blunting process. Similarly, and perhaps more importantly, reversed torsion and tension-compression modes of applying stress may be expected to cause the unslipping mechanism and the plastic blunting process, respectively. single stress cycle4,5 shows that stage II crack propagation takes place by a repetitive plastic rounding and closing of the crack tip. This mechanism has come to be called the "plastic blunting process".6 On the other hand, the extreme smallness of the phenomena occurring in stage I growth prevents elucidation of its mechanism by direct observation. Many suggestions have been proposed for this mechanism,'"-" most of them involving some kind of random or systematic unslipping process. It is possible, however, that the mechanism of stage I growth is essentially the same as that of stage 11, but occurring on a much smaller scale.6 In this situation, it has been observed that cracks propagate along slip bands comprising dislocation cell structures and bounded on either side by regions of different dislocation density and distribution." Since there is evidence that such bands are softer than their matrix, * it may be expected that the plastic blunting process occurs within a single slip band during stage I growth, rather than on two gross bands as in stage 11, when the acting stress is greater.= The blunting of the crack tip allowed by coordinated

The 37th meeting of the Boston Section was held at the Engineers' Club, on Monday evening, Oct. 2, 1916. Fourteen members and guests attended the dinner. The Society was fortunate in having present not only the announced speaker, J. G. Carleton of Marblehead, Mass., but also a brother member from afar, Thomas Warner of California. Mr. Carleton, who has spent the' past few years in South America, gave an informal talk on the mining of the precious metals on the South American continent. He drew a comparison of the geographical distribution of the precious metals in North and South America and pointed, out the similarity in the geological occurrence of the eastern mining, regions, mentioning particularly Venezuela and Brazil. He also directed attention to the fact that the great placers of the northwestern part of North America had their counterpart in the gold-bearing region of Columbia. The marked contrast between the southern end of North America, so rich in metals, and the southern part of South America, so poor in mineral deposits, was clearly brought out. It is difficult to avoid the conclusion that the South American Cordillera is less intensely mineralized, than the corresponding mountain.

THE effect of copper on steel has been studied by numerous investigators. Before modern testing methods had been developed, blacksmiths noted red shortness in iron, the cause for which was ascribed to the presence of copper. Numerous papers have been published on the corrosion of steels containing various amounts of copper, and a few writers have discussed the effect of copper on the mechanical properties of steel. The purpose of the investigation described in the following paper was to obtain additional data on the mechanical properties of medium-carbon steel containing small quantities of copper. Among those who have published results of mechanical tests on copper steels are Ball,1 who states that copper increases the tensile strength and 'hardness but lowers the elongation. Stead2 states that copper steels closely resemble nickel steels containing equivalent percentages of nickel,, as regards tensile strength, resistance to shock, corrosion and hardness. Wigham 5 found that copper in small amounts had no injurious effect on steel. Breuil4 found that with 1 per cent. carbon, copper lessened the brittleness of steel and in low-carbon steel it increased the tensile strength and lowered the ductility slightly. H. H. Campbell 5 states that copper up to 0.25 per cent. slightly raises the elastic limit, elongation and reduction of area.

Summary INTRODUCTION The Chem-Seps Continuous Countercurrent Ion Exchange (CCIX) contactor was first conceived of in 1951 at the Oak Ridge National Laboratory. In the 27 years that have passed, there has been a steady stream of pilot plant process development studies on a variety of processes far too numerous to mention. These have been in the area of water and waste treatment, chemical processing, ore leach treatment, and many others. Many successful production systems have been installed and operated in a variety of applications. A few of these are described herein together with a description of the system and its operational characteristics. SYSTEM DESCRIPTION Chem-Seps Continuous Countercurrent Ion Exchange* is a single loop in which various sections are separated by valves to isolate the sections performing different functions simultaneously. (Refer to Figure 1). To explain the working of a typical unit, let us use a simple configuration used in water softening or demineralization. The resin is moved in small increments by the hydraulic ram action. All solution flows are countercurrent to the flow of resin. The contaminants are removed in the process cycle and the resin is moved in the pulse cycle. A controller in the effluent stream from the treatment section senses the proper limit permissible in the effluent. In the process cycle, the influent enters through a set of distributors, moves downward and leaves through a set of collectors. Simultaneously the regenerant enters through valve RE and leaves through valve WA. The rinse enters through valve RI and its duration is controlled by an interface controller. In the process cycle, valves B, C, and D are closed, isolating all the sections. The duration of the process cycle is 4-10 minutes depending on the contaminants to be removed and is controlled either by a timer if the contaminants are fixed, or a controller in the effluent stream, if the contaminants fluctuate at short intervals. Valve A is open and resin is dropped to the pulse section simultaneously with the removal of contaminants in the treatment section, regeneration of loaded resin in the strip section, and rinsing of regenerated resin in the rinse section. As the resin drops through the valve A, it is backwashed to remove the suspended solids or resin fines. Removal of these fine particles is important to avoid the unnecessary pressure drop in the bed and plugging of the distributors. At the end of process cycle, all flows going into the unit and out of unit are automatically shut off. The valve A closes and valves B, C, and D open in proper sequence. A slug of water enters through valve PU, a predetermined incremental volume of resin moves into the regeneration section, an equal volume of regenerated and rinsed resin enters the bottom of the treatment section, and an equal volume of the loaded resin leaves the top of the treatment section and goes into the resin reservoir section. (The resin movement is plug flow with the Reynold's number being in the laminar region of the curve, and no fluidization occurs during the pulse cycle.) The total time required for proper sequencing of valves and the movement of resin is 20-30 seconds. At the end of this period, the valves B, C, and D close and valve A opens. The solution valves open and normal steady state operation begins. All valves are interlocked and properly sequenced. The resin movement is precisely controlled by sonic devices. Special Features of Chem-Seps CIIX "Downflow"*: The raw feed in the treatment section moves downward and the resin moves upward in the treatment section. John Grifien (Pittsburgh)—I wish to congratulate the authors on this paper, which, I am sure, will promote a clearer conception of the various criteria which have been advanced as measures of coal-cleaning performance. Their clear descriptions of the more important criteria that have been advanced and explanations of their meaning and application have been sorely needed and, if widely promulgated and followed, should remove much of the confusion which, heretofore, has been evident. I suggest that much of this confusion has also arisen from lack of common agreement as to the exact meaning of the words and terms used in our discussions of this subject. I am sure I have been equally guilty in this respect and suggest it is time that we select a committee to study vocabulary as well as criteria, so that common understanding and agreement can be had. Thus, I suggest, that the title of this paper should have used the words "coal-cleaning performance" and not "coal-washery performance." My understanding is that "washery" refers to a complete plant and it has additional functions to that of coal-cleaning, such as control of size, moisture, etc. Also, I do not agree with the authors that the formulas given in their paper, the Fraser and Yancey formulas, are necessarily the only ones that can be called efficiency formulas. When a dictionary is consulted one realizes that the words "efficiency" and "efficient" have not precise meanings but only very general ones and must be further defined for each particular use, if they are to have any precise meaning. To my mind, the first of the Fraser and Yancey formulas given should never be used as expressing "efficiency" alone but only by the fuller phrase which truly expresses the kind of efficiency it states, which is "coal recovery efficiency." For complete clarity we then need only define "coal" for the particular circumstances under which the formula is used. This would recognize the fact, fully explained by the authors, that the limits in coal qualities imposed by the market have imposed a factor—and a variable factor—which has influenced any answer obtained by this formula. Such a procedure makes it entirely practical and logical to use the values of any of the qualities of coal—ash, sulphur, phosphorus, specific gravity—or a combination of them to define what is coal for that particular use of the formula. Further, it is clear to me that the criteria to be used must be dictated by the objective in view and the use for which the data are obtained. The authors clearly point out that the Fraser and Yancey coal-recovery efficiency formula is influenced by three factors, "one is determined by the coal, one is dictated by market or use conditions, and one is an inherent characteristic of the cleaning unit itself." The formula which uses the inverse of misplaced material as a measure of efficiency is also a coal recovery efficiency formula and is influenced in like manner by these three factors. As the authors point out, both are useless in obtaining data which enables a direct and valid comparison of the performance of a given cleaning unit on two coals where the other two factors vary or of the performance of two or more cleaning units of different types unless the values of the other two factors are identical. Much of the confusion in our discussions of and literature on coal cleaning has come from failure to understand clearly this fact. Many such comparisons have been made from which erroneous conclusions have been drawn. I am, therefore, particularly glad to see the authors' emphasis on 4?-1e criteria which indicate the "sharpness of separation. I feel that these are the essential criteria

IN these days of the spectacular in research and technological accomplishment, it is easy and natural to overlook some of the applications to everyday life of recent developments of a more pedestrian kind, or to fail to realize that sometimes two or three of the latter may be combined to serve a novel purpose in fields other than those in which they grew. The present remarks are to point out three such developments which might be combined to apply to an everyday function of the A.I.M.E. as an organization. By its Constitution, the A.I.M.E. is organized "to promote the arts and sciences connected with . . . minerals and metals, and the welfare of those employed in these industries . . .; to hold meetings for social intercourse and the reading and discussion of professional papers, and to circulate . . . among its members the information thus obtained . . .; and to . . . maintain . . . a library." By these words of Article I the profession of mining and metallurgy is recognized to involve many arts and sciences, of which the art and science of exchanging information is a leading one. As to methods of preparing or securing papers, the Constitution is silent.

THE Premium Price Plan for copper, lead, and represent, the approach of the Office of Price Administration to the urgent of wartime problem of securing increased output of nonferrous metals. Some of the problems encountered in too operation of the Plan and the considerations which led to it?s adopt it will here he reviewed. The Plan provides for extra payment by the Metals Reserve Co., to mine operators who exceed established quotas of production. Producers are thus directly, compensated for the higher costs of working ores that are not commercial at the ceiling price, although the metal obtained from these ores is directed into regular channels of distribution at the established prices for copper, lead, and zinc. Higher-cost metal is thus available to fabricators and to the government agencies at the regular ceiling price and the dual objective of increased production and table pries is achieved.
