This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = C dx/xn either C or n must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant.

The Bureau of Mines, beset by political woes not of its own making, is struggling to maintain equilibrium as Congress is being made the focal point for repeated charges that the Bureau has "not done a very good job" of setting up and supervising coal mine health and safety standards approved last year by the Congress. Senator Harrison Williams (D- N.J.) is the latest to enter the arena. A crusading legislator, he is now calling for "legislative overview" hearings to judge Bureau competency in matters of coal safety legislation enforcement

Discussions of the paper of Mr. Gayley read by title at the Lake Superior hieeting, but first presented at the New York meeting of the Iron and Steel Institute, October, 1904 (see p. 746). With the exception of Mr. Pourcel's discussion (p. 1038), these papers are here published under a mutual agreement between the Councils of the two Institutes, and will also be found, with others, in the Journal of the Iron and Steel In-slitute for the pear 1904, Mr. E. Windsor Richards, Past-President,' said that in 1799 Mr. Dawson, of Low Moor, read a paper before a scientific society in York pointing out the great diff'erence in the moisture of the air going into the blast-furnace in the hot months of the year and in the winter months. A cold blast-furnace was a very sensitive instrument, and showed this very clearly, for in June, July and August the furnace did not drive so well; it did not make the quality of iron and required more fuel; so that Mr. Gayley was on the right road to effect an enormous improvement in this direction. He considered that Mr. Gayley was on the way to great success, and hoped that the apparatus would not be a very expensive one. INTRODUCTION This part contains field case studies of typical mishaps, accidents, equipment damage or post installation failures resulting from mistakes in design, manufacturing and construction, as well as improper storage, handling and installation procedures of the equipment covered in Part 1. GENERAL Certain mistakes are repeated and common rules violated on almost all industrial equipment installations, with the inevitable consequences of additional cost, construction delays and aggravation of all parties involved. The most common failures are in the following areas: Cleanliness of all components during installation and later in operation. Adherance to manufacturer' s recommendations and tolerances for equipment installation. Comprehensive, properly identified installation and maintenance records. Handling of the components. Adequate tooling and auxiliary equipment in working order. An inoperable hydraulic power unit for torque wrench or for jacking of the mill, or faulty crane can be a very costly proposition. A special area in comminution circuits are wear components. Apart from the mill liners, the wear components such as, feed chutes, rock boxes, mill trunnion liners, discharge sumps, etc. are designed to the best theoretical configuration, based on experiences in similar installations. However, each process is different to a various degree, mainly because of various types of ores and grinding requirements. Consequently the first generation of wear components is very seldom the ideal one. Based on operational experience, the shape and material of wear components should be modified, until the optimum, most economical design is achieved. SHIPPING AND STORAGE Considerable damage to the equipment can be done by careless packing, shipping or storage.

This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.

Lyons (Republic Steel Corp., Cleveland)— Some tests using wet tables conducted by an operating company to determine the effect of table-water density on the quality of the washed coal should be of interest. The only variable during the testing period was the percentage of solids in the table water. Table operating data are shown in Table XV. The ash content of the washed coal remained constant or nearly so, as the percentage of solids varied while the sulphur content of the washed coal decreased as the percentage of solids increased.

THE heavy shrinkage in the production of bituminous coal has reflected adversely in the matter of tonnage produced by stripping arid mechanical loading machinery. The purchase of stripping and underground loading equipment has likewise been circumscribed. How- .ever a growing percentage of bituminous coal is being loaded by stripping and mechanical loading machinery. This situation is due to the fact that numerous strip pits were able to operate in Illinois and Indiana when under- cover mines were subjected to labor interference, a further advantage gained by their ability to produce and market coal at a price below that of the undercover mines. The mines equipped with mechanical loading. apparatus have enjoyed more continued operation for the double reason that the companies using coal-loading machinery are, generally speaking, more substantial and in better financial condition than many of the smaller properties who maintain hand-loading methods, and the market advantage due to lower production costs also reflects to the advantage of the undercover mines using mechanical loading equipment. Where a number of mines are con- trolled by one company, those not equipped with loading machinery and suffering from higher producing costs have often been closed, with the available tonnage concentrated in the more modernly equipped mines.

THREE mills are now operated by the Consolidated Mining & Smelting Co. of Canada, Ltd. : (1) The Sullivan Concentrator, Chapman Camp, B. C. (near Kimberley, B. C.), (2) the St. Eugene Concentrator, Moyie, B. C., and (3) the Tadanac (Customs) Concentrator, Trail, B. C. Differential flotation is the only concentration method employed in all three I plants. Tables are used for pilot work only. Values in all ores treated are as minerals of some or all of the metals -lead, zinc, gold or silver. Occasional customs ores contain small amounts of copper. Sulfide iron content of ores treated varies from a [ ] low figure in some ores to 38 per cent. iron in Sullivan ore. Gangue minerals vary considerably. A few customs ores are somewhat oxidized and as a result present difficulties. Flotation equipment and control are similar in the three mills, and the flow sheets at the St. Eugene and Tadanac mills, while much simpler, are modeled after that of the Sullivan Concentrator. In this paper I will not detail treatment nor equipment in any of our plants but will describe special features in, or in connection with, all of them. I will then deal with flotation reagents, describing our use of each of them, particularly where differing from general practice. I will conclude with comments on special subjects related to differential flotation.

This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. AMONG the European nations Germany is the center of interest economically as well as politically, and of prime importance for Europe as a whole is Germany's capacity to produce mineral products for armament and for export in exchange for the import of the essential supplies to maintain its industries. So far as minerals are concerned, Germany is worse off than any other great power except Italy, and deficiencies are being met by attempts to increase output from local deposits and by greater use of substitutes derived from domestic raw materials to replace imported metals, petroleum products, and other minerals.

IT has always seemed to me that mining methods are inventions that follow necessity. I have yet, to be connected with a property where the consultant who has been engaged has laid out a mining method that has been strictly adhered to through the life of the mine. Possibly there are exceptions. As a general rule, perhaps, the method becomes the result of sad experience. I suppose if a person were to attempt to measure the tendency to get away from shrinkage stoping, he would need to send out a questionnaire and expect to receive truthful answers, and, having compiled the results, I think we would find that throughout the country there would be but few cases where present value of product permits the old original so-called shrinkage method to be followed. The method that I had hoped to hear Mr. Fozard expound is strictly an adaptation of shrinkage. Cav-ings do not enter. It was developed by Mr. Fozard and his staff at the Beatson mine of the Kennecott Copper Corp., at, Latouche, Alaska. Stephen Birch, in the TRANSACTIONS in 1923, submitted a brief paper on the mining at Beatson. He stated that a new adaptation of shrinkage was being tried because, although at sur-face the copper .content had been relatively high, at lower levels, in the mine it had decreased.

World production of electrolytic zinc has shown an increase for each year since 1932. Production up to 1936 was summarized in my earlier paper [Trans. A.I.M.E. (1936) 121, 453-4641, and this present paper carries the subject through 1943. During this time of increase, it is safe to say that the average purity has been raised more or less continuously, and the amount of four-nines metal has been in- creased. While the period reflects preparations for and the carrying on of the present war, electrolytic zinc proved its value in many industries as a peacetime metal in the years from 1919 to 1940. World production (Table I) increased from about 594,000 tons in 1936 to around 858,000 tons in 1943; United States production increased from 127,171 tons to 329,903 tons for the same years. Total production of primary zinc in the United States is given in the first column of Table I; retort production of primary zinc, obtained by difference, in the last column. The curves drawn from these figures are shown in Fig. I. They represent continuations of the curves in the earlier paper that cover commercial production of electrolytic zinc from its inception in 1915 to 1935. ThRee great deposits of iron-ore, in Camaguey and Oriente Provinces, Cuba, are well known to me through careful field-examinations executed in the years 1901 and 1907. In 1901 I visited the Cubitas iron-ore district, which lies about 12 miles distant from the city of Camaguey in a northerly direction, and the Mayari district, which includes the Sierra Nipe, lying opposite Nipe bay on the north side of Oriente Province. In 1907 I again visited the Cubitas district, and also made a sojourn of several days in the Moa district, where the extensive deposits of iron-ore were observed and studied. The observations of 1901 were made under the auspices of the then Military Governor of Cuba, Gen. Leonard Wood, and my conclusions concerning the value of these deposits were incorporated in a report.' The examination of certain denouncements of iron-ore in the Moa district in 1907 was made in behalf of iron-masters operating in the United States, to whom I reported the existence of large amounts of easily-workable limonitic iron-ore, properly designated " brown iron-ore " in the terminology now current among iron-ore producers in the United States. In 1908 I published a paper entitled, Three Deposits of Iron Ore in Cuba, outlining the occurrence and origin of the surfi-cia1 ores existing in the Cubitas, Mayari, and Moa districts.2

HAVING told you about steel in the previous chapter, it seems to me necessary to speak here of brass for the same reason, for it bears the same relation to copper that steel does to iron. It is the opinion of some concerning both of these that they are true minerals because Pliny in his Natural History calls it aurichalcum and says that it has its own ore; he does not say, however, where it is found, and I have not heard from anyone else that it has been found anywhere, and, surely, if it had been found when he wrote, it would also be found today. Since I have no knowledge other than that gained through my own eyes, I tell you as a certainty that just as steel is iron converted by art into almost another kind of metal, so also brass is copper given a yellow color by art. Surely it was a splendid discovery, for which we must praise the alchemists,* although perhaps whoever discovered it was deceived, thinking that he had made gold from copper. Now, in short, this work requires infinite labor, and is carried out in various places, for instance, in Flanders, Cologne, Paris, and in many other countries, and also in the city of Milan in Italy, where I have seen a
