' In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean add diverse in charactcr, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our -various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view reprcscnting the best thoughts of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers. I have neither the time nor the qualifications to make an investigation and study in detail of hydro-metallurgical processes, but for some years I have foreseen the development of such processes, and I have a deep interest in the subject and have given some of its phases careful consideration from a long-distance viewpoint. I have assisted in directing many experiments and in reviewing the merits of many processes, and am glad to make some introductory remarks with the understanding that other gentlemen present will freely and candidly enter into the discussion and help to fill out the few bare bones that I can uncover.

I HAVE in a previous communication called the attention of the Institute to the geognostical relations of the crystalline iron ores belonging to the Eozoic rocks of North America, at which time I noticed (1) those associated with the gneisses of the Laurentian series, (2) those of the crystalline schists of the Huronian, as seen in Northern Michigan and in many localities along the Appalachians ; (3) those of Southeastern Missouri associated with petrosilex porphyries and schistose rocks, and presumed to be nearly of the same age with those of the Huronian schists; and (4) the highly titaniferous ores of the Norian or Labradorian series from Essex County, N. Y., and from various parts of Canada. It may here be remarked that, although the presence of titanium is most marked in the Norian ores, this objectionable element is sometimes found in the schistose ores of the Huronian, and to a lesser extent in certain Laurentian magnetites. The ores of each of these geological divisions have their individual peculiarities, which serve to distinguish them to such a degree that the magnetites and specular ores of the Laurentian are as dissimilar to those of the Huronian as are the crystalline silicated rocks of the two series. As it happens that these mineralogical dissimilarities correspond to differences in composition and in adaptability to different processes of manufacture, which, in the present condition of the iron industry, are objects of special consideration to metallurgists, it will be seen that these geognostical distinctions become of great practical importance. During the past year I was desired by the Geological Commissioners of Pennsylvania to devote a few weeks to certain geological studies in the eastern part of the State, in the course of which I was enabled to make, with regard to its crystalline iron ores, some observations to which I desire to call the attention of the Institute. I may mention, in passing, that the great South Mountain belt, from the Schuylkill to the Delaware, is composed of Laurentian rocks, in which are found the characteristic ores of the series like those of the Highlands of New Jersey and New York, and of the Adiron-

MAJOR occurrences of lignite with significant uranium concentrations have been reported in western parts of the Dakotas, especially in Harding County, S.D., and Billings and Slope counties, N.D. Samples containing as much as 2 pct U3O8 were received at the Winchester Laboratory, but those deposits reportedly of major significance have generally contained 2 to 4 lb of uranium per ton of lignite. Most of the uranium appears to be associated with the carbon in the lignite as a urano-organic complex, although in most instances analysis of inorganic material has shown uranium values. Molybdenum is similarly associated with the carbon, and its concentrations generally parallel the uranium. The noncarboniferous material is mainly composed of gypsum, jarosite, bentonite, sandstone, and miscellaneous carbonates and silicates. The heating value of these lignites has been determined as about 3500 Btu on a dry lignite basis. The ash content of lignite has varied widely, the important samples containing 30 to 60 pct ash on a dry lignite basis. Because of the significant upgrading of uranium values obtained by ashing the lignite, and because recovery of uranium from raw lignite presented formidable processing problems, major emphasis at Winchester has been placed on devising methods to recover uranium from lignite calcines. Proper roasting removes the problem of organic fouling of solutions, reduces the size of the leaching plant for an equivalent uranium throughout, and generally provides equal or better acid leaching efficiency with less acid than can be obtained from the raw lignite.

AS a member of the Institute and as the president of the National Coal Association, I come before you today in a dual role. As an Institute mem-ber I welcome the opportunity to make complimentary reference to the growing support which bituminous coal operators are giving to programs looking to the advancement of the engineering profession, and to suggest plans whereby these programs may be enlarged to mutual advantage. As a representative of the bitu-minous industry, it gives me special pleasure to express the appreciation of the industry for the services ren-dered to it by members of your profession. Needless to say, there is a close relationship between the engineer and the coal operator. With increasing frequency and in the interests of the industry, the engineer is becoming more of a factor in the business of producing coal. I need look no further for an out-standing example of this encouraging trend than to Samuel A. Taylor, who not only is a bituminous coal producer but also has risen to such eminence in the engineering profession as to have been chosen the head of this great body of technical men, the American Institute of Mining and Metallurgical Engineers. There are many coal operators whom I might mention as having achieved distinction in the engineering world, such as Howard. N. Eavenson, chairman of the .Coal and Coke Committee. And I would be guilty of a serious .oversight if I failed to make reference to Eckley B. Coxe, one of the founders of the Institute in 1871, a prominent anthracite operator and credited with several important inventions. While it is true that a. considerable number of execu-tives of coal-producing companies in this country came up through the engineering ranks. the proportion of mine executives in England, France, and Germany who are graduate engineers is much larger than it is in the United States. In France all members of the staff are engineers and such is the case in Germany up to the owner of the mine. In Germany the owner is not so frequently an engineer as is the rule in France.

The ternary-alloy system Nb-Mo-C was investigated by means of X-ray, melting point, DTA, and metallo-graphic techniques; a complete phase diagram for temperatures above 1500°C was established. Above 1960°C, niobium monocarbide and the cubic (Bl) high-tenzperature phase in the Mo-C system form an uninterrupted series of solid solutions. The ternary range of the pseudocubic q MoCl-, is very restricted. Dimolyb-denum carbide dissolves up to 44 mol pct Nb2C (2240°C), whereas the maximum solid solubility of MO2C in Nb2C does not exceed 5 mol pct. The order-disorder transformation temperatures in Mo2C and Nb2C are lowered by the mutual metal exchanges. Six invariant (p = const) reactzons occur in the ternary system; three correspond to class 11-type four-phase reactions involving a liquid phase, one to a class I (eutectoid)-type, and two further isotherms are associated with limiting tie lines. The results of the Phase diagram investigation are discussed, and the thermodynamic interpretation identifies the low relative stability of the binary sub-carbides in conjunction with the large stability diflerences between niobium and molybdenum carbides as the cause for the formation of a stable equilibrium between the monocarbide and the metal phase in the ternary reson. Due to their refractoriness, the carbides of the high-melting transition metals have received increased interest in recent years as base materials in composite structures for aerospace applications at high temperatures and for the development of self-bonded cutting tool materials; other novel fields of application include power reactors, where operation at high temperatures becomes essential for attaining high power efficiencies. In these applications, the increased reaction rates at high temperatures require a close consideration of the chemical interactions between the alloy constituents. As a consequence, a detailed knowledge of the phase relationships in the alloy systems is required in order to provide a sound basis for developmental -type work. Partly as a result of the considerable experimental difficulties associated with the investigation of this high-melting alloy class, no complete studies of ternary metal-carbon systems have been performed until recently. Even the high-temperature phase relationships in the binary transition metal-carbon systems have been delineated only during the past few years to a degree of accuracy required for a more detailed study of ternary or higher-order alloys. In recent investigations of binary and ternary systems of refractory transition metals with carbon, boron, and silicon,&apos; alloys from the ternary systems Nb-Mo-C became of interest because of the demonstrated possibility2,3 of obtaining compatible composites based on metal + monocarbide combinations. In the meantime, however, studies in other, but related, ternary metal-carbon systems, such as Ta-W-C, have shown that the solid-state equilibria may change significantly toward higher temperatures (>2000°C), and that extrapolations based on low-temperature equilibrium data are, in general, not very reliable. Although the lower-temperature (<2000°C) phase relationships in the Nb-Mo-C system are similar to those found in Ta-W-C, a cursory thermodynamic analysis of the equilibria indicated4 that complete solid-solution formation between Mo2C and Nb2C should not occur at higher temperatures. The present work was conducted in order to experimentally verify these expectations and, in addition, to provide phase equilibrium data in the melting range of the alloys. In the boundary systems, niobium and molybdenum are known to form a continuous series of solid solutions.576 The continuous solubility was also confirmed by Kornilov and Polyakova,7,8 who also observed a minimum melting point at 22 at. pct Mo and 2345°C. The phase diagram investigations of the Nb-C system by Storms and Krikorian9 and Kimura and Sasaki10 were recently supplemented by Rudy et al.11,12 The system contains a high-melting monocarbide with the B1 structure, Table I, and a subcarbide, Nb2C, which exists in at least two different states of sublattice order at low temperatures47"-&apos;3 and a disordered state above approximately 2500°C.11,12 The melting-point measurements by Rudy et al .11,14 are in close confirmation of the data by Kimura and Sasaki.10 The rather complex phase relationships in the Mo-C system were only recently Clarified.15,18 The system is characterized by three congruently melting, intermediate phases, MozC, ? MoC1-x and a Mol-,, Table I, of which only Mo2C is stable at temperatures below 1650°C. Substoichiometric MozC exists in several states of sublattice order which interconvert in homogeneous phase transitions. Hyperstoichiometric compositions cannot exist in the ordered state. This general subject has been so thoroughly discussed by Dr. Herty and his associates, especially with regard to the degree of oxidation of the metal at the time that the silicon pig or spiegel is added, that I am not going to spend much time on that today. I should like to propound a question, which is based on my own observations made some years ago while with a large alloy-steel company which had two open-hearth furnace plants. It is true that one of these plants was not engaged particularly in making alloy steels, but there were certain relations between slag and metal composition which appeared to me to be entirely different in the two plants. I have an explanation for it that is more or less incomplete, but possibly Dr. Herty or Mr. Reinartz or some of the others may be able to complete it. Suppose we take our three layers; the metal on the bottom, on top of that the slag, and on top of the slag, the gas. We cannot overlook the gaseous phase. Regardless of the effect of the iron oxide in the slag on the rate of carbon elimination—and that, of course, is rather important in alloy practice since it is not desirable to have the carbon dropping too rapidly at the time the deoxidizing is had in the furnace—it will probably be admitted that it depends on the iron oxide in the metal for a given carbon oxide. I have seen cases where with approximately identical metal and slag compositions one furnace would work twice as rapidly as another in removing carbon. Of course, there is some explanation of this in what others have already said, that the question of the exact lime and silica content of the slag determines the activity and viscosity of the slag; but I am convinced, without having reviewed the actual records since I was asked to make this talk, because they were not available at the time, that the slags in these two furnaces were not materially different. THE electrolytic zinc plant of the American Zinc Co. of Illinois was described by Davidson&apos; in 1944. Since then, improvements as well as expansion of the plant facilities have been made. In order to increase the production of high grade zinc which was needed for war purposes, an expansion program designed to double the slab zinc capacity was started in 1942 and completed in March 1943. This expansion was propagated by a contract between the American Zinc Co. of Ill. and the Defense Plant Corp. The contract included the facilities of the Fairmont City, Ill., property of the American Zinc Co., where a suspension-type roaster with contact acid plant, cadmium distillation furnace, Waelz oxide and densifying plant, and horizontal retort furnaces were installed. The expanded Monsanto, Ill., plant and the additional facilities of&apos; the Fairmont plant were designed to integrate the metallurgical treatment of zinc concentrates for the production of special high grade zinc at Monsanto with the production of acid, cadmium, high grade zinc from furnace skimmings and the Waelz treatment of leach residue at Fairmont. In general, the original flowsheet was not changed, except for the addition of the filtering, drying and reclaiming of leach residue, and the treatment of purification cake for the recovery of copper, cadmium sponge, and zinc. Fig. 1 is a flow diagram of present operations. The original plant facilities, desi-gned for 50 tons daily production of slab zinc, had some units which were more than adequate. Therefore, in expanding the facilities to 100 tons per day, it was not necessary to double all operating components. Table I gives the comparison of the changes made in the unit operating components for the original facilities, 1941, the 1943 expansion, and the 1951 facilities. During the past 11 years a number of improvenients have been made resulting in: 1—an increase in slab production, 2—higher recoveries on the calcine treated, 3—better quality of slab zinc produced, 4—higher current efficiencies, and 5—less man hours Table I. BACKGROUND Before addressing the above topic in any detail, it is pertinent to provide some background on Australia for those people who have not been there or who have a limited knowledge of our continent. Australia is approximately the size of the continental U.S.A. (excluding Alaska) covering an area of approximately 7 million square kilometres. It has a very dry climate which has led to a concentration of people in major cities scattered around the continents perimeter. Australia&apos;s population is currently approximately 15 million. Of the work force of 6.3 million, 72% work in tertiary industries, 20.2% in manufacture, 6.5% in agriculture and 1.3% in mining. Agriculture accounts for 46% of exports, mining for 31% and manufacturing for 23,. Economic activity is based on:- Agriculture This is capital intensive and covers extensive areas and is reliant on low cost farming. A.range of foods and fibres are produced with over 70% of production being exported. Such products are of course subject to the usual vagaries of world market demand and market access, particularly in regard to the operation of trade blocks such as the E.E.C. Mineral Resources A wide range of minerals and an abundance of iron ore, coal, gas and uranium resources provide an increasing volume of exports. However, Autralia&apos;s oil resources at present only supply approximately 70% of local requirements. Industry This is diverse and encompasses the processing of agricultural products and mineral ores as well as helping to supply the consumer and capital goods needs of the whole community. However, the small scale of local markets, the geographic isolation of Australia and relatively high wage costs have limited the scale of Australia&apos;s industry. Advanced technology has overcome some of these difficulties and high tariff and import quotas protect local producers from the full force of international competition. In 1980/81 Australia&apos;s Gross Domestic Product amounted to $130 billion with approximately 24% of this being devoted to investment. In the past decade Australia has experienced inflation rates ranging from 5% to 17% and only modest real growth rates ranging from 0.4% to 5% per annum. We have also experienced, as have many other industrialised nations, continuing wage and price increases. Unemployment presently stands at 6%. MINERAL DEVELOPMENT As the above figures indicate, Australia&apos;s continuing prosperity is very dependent on the mineral and agricultrual sectors of our economy. The dependence on these sectors is highlighted by the table below which indicates our position in a global context. This prominence in the world mineral production has largely been achieved in the last 15 - 20 years. In fact, in the early 1960&apos;s, Australia had only 2 major mining export centres, Broken Hill in New South Wales and Mt. Isa in Queensland. This growth is highlighted by the fact that in 1963, for example, we exported only 9 tonnes of iron ore and less than 4 million tonnes of coal. In 1980/81 we exported 75m. tonnes &apos;,of iron ore (valued at $1,117m.) and 47m. tonnes of coal valued at $1,965m.). The growth in our mineral industry has come about because of a number of factors. Abundance of Mineral Resources We are particularly well endowed with mineral resources, as indicated below.

Duval (Mining Engineer, Ancien eleve de PEcole Polytechnique, Paris, France) I do not agree with the Eq. 3, reading: m =1/100- [(0.214x30.4) + (0.7B6 x0.00)] =6.5pct CaO If 0.214 and0.786 were proportions by weight, the equation would represent the well known mixtures law of the conventional arithmetics and 6. 5 pct CaO would be the correct average content. But it is not the case as the author states: "In samples consisting of single grains of mineral, those grains must, as already mentioned, be either of dolomite or magnesite. Since 78.6 pct of the deposit consists of magnesite and 21.4 pct of dolomite (excluding for present purpose the presence of other minerals), for any single grains picked at random the probability will be 0.214 that is it dolomite and0.786 that is it magnesite. In 1000 such samples the expected numbers of dolomite and mapesite grains will be 214 and 786 respectively." 0.214 and 0.786 would be proportions by weigbt under the necessary condition that all grains of dole mite and magnesite should have an identical weight. Obviously it is not the case, as the specific gravities are not the same for mapesite and dolomite and the volumes of the grains are different. Furthermore, because of these differences the conditions for a random sampling are not fulfilled and we are not authorized to state that the probabilities are, respectively, 0.214 and 0.786. The author however makes a simple application of Eq. 1: M = 1/n— ? fi x i . n Should we deduce that this relation is wrohg? Not at all, but when applying Eq. 1 you must not overlook what it actually. means. Eq. 1 gives a definition of the arithmetic mean of a total of n observed values Xi and nothing else. But the average conteht of a deposit has not the same significance. It is the ratio between the weight of concerned mineral in the deposit and the total weight of the deposit. As from 1000 particles the 214 of dolomite and the 786 of magnesite have not the same weight, the two definitions do not concur, and when applying Eq. 1 the result is an arithmetic mean of figures which has no connection with what is named average contentof a deposit. The situation is similar to the calculation of an average velocity. If a car travels a first mile over at 30 miles per hr and a second mile over at 60 miles per hr, when applying formula 1 you find as average velocity for the 2 miles: 30+60 ------- - 45 miles per hour. Many people calculate in this way and they do not realize that a mistake is involved. In fact the definition of he average velocity for the 2 miles is the quotient of the distance of 2 miles by the time (in hours) necessary for 2 miles travel, i.e.: 2 ---------- = 40 miles per hr. 1 + 1 30 60 In other words, the average volocity wanted is not the arithmetic but the harmonic average of the two velocities. The above mentioned bias in the calculation of the average contents of deposits is frequent, even in the assessments made by experienced engineers and is independant of what is named the sampling error. In order to supress the bias and to be able to use Eq. 1, you must apply a correction. An example on the subject can be found in an article by Duval et al. in the January 1955 issue of the &apos;&apos;Annales des Mines" (French), page 19. R. F. Schurtz (Author&apos;s Reply) Mr. Duval&apos;s position is quite correct. The proportions shown for dolomite and magnesite., respectively, of 0.214 and 0.786 are, in fact, proportions by weight uncorrected for specific gravity. In our day to day operation of producing magnesite from these mines at a very substantial rate, we do not normally make corrections for the difference between the specific gravity of dolomite and that of magnesite. If these corrections are made in Eq. 3 as shown in my article, then the numbers of grains turn out to be in proportions of 0.226 dolomite and 0.774 mapesite instead of the values actually shown in the equation. For the purposes of our work, and in view of the inherently low accuracy of the data, this correction was not deemed worthwhile making.

THE orientation dependence of work hardening has previously been studied over the entire range, i.e., including special orientations of high symmetry, in aluminum1-3 and silver.* The differences between various orientations are substantial, and the trend is the same in all fcc crystals. However, there are quantitative differences in behavior between aluminum and silver at room temperature, particularly in the (100) orientation. While many experiments on gold have been reported,5&apos;9 none included the special orientations. We therefore undertook tension tests on gold crystals of the axial orientations (100),(110), (Ill), (211), and, as a representative of single slip, one whose Schmid factor was 0.5 (hereafter referred to as m = 0.5). Single crystals of dimensions 1/4 by .1/4 by 6 in. were grown from the melt1&apos; at a rate of 4 in. per hr, using gold of 99.99 pct purity obtained from Handy and Harman. A growth rate of 1/8 in. per hr, or a purity of 99.999 pct,ll produced no difference in results. The crystals were annealed at 1000°C in air for 24 hr and furnace-cooled down to room temperature, after which they were electro-polished in a solution of potassium cyanide (40 g), potassium ferrocyanide (10 g), soda (20 g), and enough distilled water to make 1 liter of solution, at a current density of 0.02 amp per sq mm. After 2 or 3 hr, a very smooth surface was obtained by this method. Nine m = 0.5, two (loo), one (110), three (Ill), and one (211; crystals were tested at room temperature in a floor-model Instron machine at a tensile strain rate of 0.5 pct per min. The accuracy of the stress measurement was k10 g per sq mm up to 500 g per sq mm, k2 pct for higher stresses. The strain measurement was accurate to t2 pct. The scatter of stress at a given strain among the crystals of the same orientation was small, *5 pct being the largest. The representative stress-strain curves for various orientations are shown in Fig. 1. Table I summarizes the work-hardening parameters as used by seeger.12 Results of other investigators are also included in this table for comparison. There are no previous data for the corner orientations. Values for m = 0.5 crystals agree fairly well with those of Berner. Tm is defined as the stress at which the stress-strain curve begins to deviate from linearity of Stage 11. However, in practice this is a very difficult value to estimate because each investigator has a different idea of linearity. Therefore, the comparison with the values of other investigators may not be valid. In the present experiment, (100) crystals had the highest 111, followed by (111) crystals. The work-hardening rate in Stage I1 was highest for the (111) crystal followed by the (100) crystals. Our value for 0x1 of m = 0.5 orientation agrees very well with those of other investigators. 1) Single-Slip orientation (m = 0.5). These crystals were oriented so that the primary-slip vector was contained in one side face. The dimension perpendicular to this side should then not change if single slip indeed takes place. Within the accuracy of measurement, this dimension did not change during the deformation. Since the accuracy is k0.2 pct, the amount of secondary slip is less than 0.7 pct of the slip on the primary-slip system at 30 pct tensile strain. This is in conformity with the results obtained by Kocks" for aluminum crystals. The tensile axis moved toward (211) during the deformation. Slip bands, Fig. 2(a), were very fine and closely spaced. Some deformation bands were observed. There were no clear-cut cross-slip traces such as the ones observed on aluminum m = 0.5 crystals. 2) (111) Crystals. The orientation of the tensile axis was stable during the deformation. From this observation, one can deduce that at least three slip systems must have operated, and probably all six because the remaining three all have cross-slip relation to one of the first three.&apos; It was very difficult to observe the slip markings. Consequently, we could not confirm by this method that six systems were operative during the deformation. At high strains (above 50 pct shear strain), this orientation had the highest stress-strain curve. At 80

THE Institute of Metals held a well rounded out symposium on the working of metals, distributed over two sessions. At the first session* four papers were presented, two dealing with the, cold working of metals and alloys and two with the hot working of non-ferrous alloys. The first paper by E. V. Crane, dealt with "Metal Working in Power Presses." Mr. Crane pointed out the empirical nature of engineering data available for use in calculating the probable stresses developed and power requirements, for the shearing, drawing, binding and other forming operations. He described the various operations, methods of determining stresses developed and presented data obtained. In the discussion C. F. Hammond took exception to Mr. Crane&apos;s objections to the rather too frequent. annealing operations in drawing of cartridge cases, pointing out that the material was-manufactured to meet specified structure and physical requirements, which could only be met by carefully controlled sequences of working and intermediate annealing operations.

I have in a previous communication called the attention of the Institute to the geognostical relations of the crystalline iron ores belonging to the Eozoic racks of North America, at which time I noticed (1) those associated with the gneisses of the Laurentian series, (2) those of the crystalline schists of the Huronian, as seen in Northern Michigan and in many localities along the Appalachians; (3) those of Southeastern Missouri associated with petrosilex porphyries and schistose rocks, and presumed to be nearly of the same age with those of the Huronian schists; and (4) the highly titaniferous ores of the Norian or Labradorian series from Essex County, N. Y., and from various parts of Canada. It may here be remarked that, although the presence of titanium is most marked in the Norian ores, this objectionable element is sometimes found in the schistose ores of the Huronian, and to a lesser extent in certain Laurentian magnetites. The ores of each of these geological divisions have their individual peculiarities, which serve to distinguish them to such a degree that the magnetites and specular ores of the Laurentian are as dissimilar to those of the Huronian as are the crystalline silicated rocks of the two series. As it happens that these mineralogical dissimilarities correspond to diflerences in composition and in adaptability to different processes of manufacture, which, in the present condition of the iron industry, are objects of special consideration to metallurgists, it will be seen that these geognostical distinctions become of great practical importance. During the past year I was desired by the Geological Commissioners of Pennsylvania to devote a few weeks to certain geological studies in the eastern part of the State, in the course of which I was enabled to make, with regard to its crystalline iron ores, some observations to which I desire to call the attention of the Institute. I may mention, in passing, that the great South Mountain belt, from the Schuylkill to the Delaware, is composed of Laurentian rocks, in which are found the characteristic ores of the series like those of the Highlands of New Jersey and New York, and of the Adiron-

Born in Dixmont, Me., in 1852, he went to California in 1857 where he lived until 1883 and received a thorough training in precious metal mining in the employ of his father and J. B. Haggin. In 1883, he went to the Black Hills, South Dakota, as superintendent of the Father DeSmit mine; later the Deadwood Terra also came under his management. These mines are now part of the Homestake Mining Co. In 1889, the Rothchilds asked Hamilton Smith to recommend an engineer to take the place of the late Henning Jennings, who had resigned from the El Calloo Mining Co., of El Calloo, Venezuela, in order that he might proceed to South Africa. Mr. Webber accepted the position, remaining there until 1893 when he returned to the United States on his way to Johannesburg, South Africa, where he had been appointed manager of the Crown Reef Mining Co., Ltd. Early in 1896, he became general manager of the Rand Mines, Ltd., and served in this capacity until 1911. During the latter part of this period, Mr. Webber was active in the greater amalgamations of H. Eckstein & Co., and it was largely on his advice that H. Eckstein & Co. carried out the negotiations preceding the formation of the Crown Mines, Ltd. On his retirement from South Africa, he returned to live in Ross Valley, near San Francisco, Cal. The Rand Mines, Ltd., of which Mr. Webber was general manager, was the largest company controlled by Wernher Beit, the leading London house interested in South Africa mining, whose local agents in Johannesburg were H. Eckstein & Co. This firm is now known as the Central Mining & Investment Corpn., and after the departure of Henning Jennings, Mr. Webber was the firm&apos;s most valued and confidential advisor and was very highly thought of in mining circles in South Africa. He was a ma of most upright and straightforward high character, plain spoken and sincere; and his recognized high character was one more qualification which aided his great success.

In November, 1926, the American Engineering Standards Committee (now the American Standards Association) called a meeting of representatives of various professional societies and industrial, educational and governmental organizations to consider what action, if any, should be taken on the classification of North American coals. This meeting was called because a system for the use classification of coal, proposed by George H. Ashley, had been referred to the committee by the Coal Mining Institute of America. This meeting, at Pittsburgh, was well attended and was definitely in favor of taking up the whole question of scientific and use classification of coals, including all the various ranks from lignite to anthracite. The American Society for Testing Materials was recommended as the sponsor organization to take charge of the work and organize the sectional committee according to the rules of the American Standards Association. The American Society for Testing Materials proceeded with the organization of the sectional committee, holding a meeting in Philadelphia, June 10, 1927. Officers were elected, regulations adopted, and general plans for carrying out the work were outlined. The total membership of 28 comprising the sectional committee consists of 8 producers, 2 distributors, 9 consumers and 9 members representing general and scientific interest. From this committee three technical committees of 10 to 12 members each were organized: Scientific Classification, H. J. Rose, chairman; Use Classification, W. H. Fulweiler, chairman; Marketing Practice, F. R. Wadleigh, chairman. The Technical Committee on Scientific Classification was requested to formulate a system of coal classification based on chemical and physical properties of coal and with reference to origin and constitution. The Technical Committee on Use Classification was charged with developing a system of classification, if possible, based primarily on the uses of coal and commercial practice; this system to be correlated with the scientific system as far as possible and desirable. The Technical Commitlee on Marketing Practice was formed to collect and collate information on commercial practice for the benefit of the other two committees.
