The authors have done a very thorough job in analyzing the factors affecting turndown sulfur performance at Inland's No. 4 B.O.F. While many of the results are not unexpected, it is helpful I am sure to have quantified many of the relationships that the operators rely upon daily. On the other hand, however, the results shown for ladle skimming are very surprising. I do not doubt the statistical relationship shown but I feel, based on our experience at Youngstown, that some other parameter has been ignored in the data on ladle skimming. It was our experience that by skimming our hot metal transfer ladle we could reduce our lime consumption by eleven percent while obtaining sulfur removal comparable to that shown by the authors. I would like the authors comment of similar adjustments on the lime charge that were made on skimmed heats at Inland. If not, it would seem that one could gain more desulfurization in the B.O.F. by raising the hot metal manganese than by installing a skimmer. The author's state that no comparisons are valid between the data sets for the two time periods involved because of the difference in the consumption of No. 2 Bundles. I feel this in fact is one of the important conclusions to be drawn from the paper, as there seems to be approximately a 10-20 percent difference in percent of heats that are under 0.020 percent sulfur for similar conditions, which is an extremely important difference with today's demands for low sulfur. I would like the author's comments on the difference in the amount of 82 bundles consumed. Along this same line I was quite surprised by the relatively low number of heats that had a first turn down of 0.020 percent sulfur or less. Also rather disconcerting are the conditions necessary to achieve a first turn of 0.020 percent sulfur, 50 - 60 percent of the time, as required by today's specifications. It is a problem which we are well aware of, but the numbers are still shocking.

Price is a complicated concept, for price is both a cause and an effect. This reciprocal aspect is commonly overlooked and the oversight is the source of many economic maladjustments. Price is the resultant of the ratio between supply and demand, but it differs from a mathematical concept of a proportion, by itself constituting an economic force which continuously alters the elements that determine the relationship. Price, therefore, is not merely the outcome of other forces but is in its own right one of the most powerful of economic agents. Price accordingly does not play a passive role; nor can it be sterilized or rendered inactive. In consequence, price cannot be fixed or at least kept fixed, except by the elimination of all freedom of choice on the part of producers and consumers. A primary objective of all economic activity is equilibrium. The same is true of a unit of economic activity, the single industry. The plane upon which equilibrium centers may shift in the course of time, but equilibrium itself is the point of departure and the point of return. If an industry is in equilibrium, that industry is operating effectively. The motivating forces of an industry—profits or the common good—are not to be confused with the prerequisite of equilibrium, but this mistake is often made. The producer is dominated by the profit motive; the consumer, or his collective representative, by the general welfare motive. No one is the advocate for equilibrium; that status is supposed to be arrived at automatically. If the forces of competition are perfectly free, such is the tendency. Equilibrium For the purposes of this analysis, equilibrium needs to be broadly defined and is conceived to involve: (1) balance between supply and demand; (2) internal equipoise amongst the elements within an industry; and (3) symmetry in respect to the whole economy. This definition implies flexibility and case of adjustment; a ready accommodation to change. Equilibrium does not postulate profits or nonprofits, social objectives or the lack of them. When I had the honor of presenting to the Institute at the Buffalo meeting in October, 1888 (Trans., xvii., 226), my paper on " Steel Rails and Specifications for their Manufacture," I expressed my hesitancy in submitting my ideal rail-sections. Since then, continued residence in Chicago, perhaps, or greater intercourse with railroad officials, has either given me more courage or has taught me that so little is really known on the subject that one is safe in expressing one's views, let them be ever so erroneous. As a further personal excuse, I may remind you that " fools rush in," etc. At all events, I would now call attention to certain rail-sections which I believe to be good. I do not say they are the best, but I feel sure they have more merit than the majority of the adopted heavier-sectioned rails. In determining the proper form for a rail, the subject should be considered from two points; first, and most important, the duty required ; second, and of almost equal importance, the influence of existing details of manufacture upon the character of the finished product. It is perfectly proper that all the strains to which the rail will be subjected should be considered and calculated. But its ability to resist them will depend quite as much upon the character of the metal as upon the form of its section. That which would be the realization of the ideal with good steel would be disappointment with poorer metal. Therefore, the railroad engineer should always have in mind and pay due respect to what the metal worker may give him—the may being the factór of danger to be covered by his factor of safety, and possessing greater importance than any formula laid down by never so eminent authorities. It is well-known how positive is my conviction that high heat during manufacture and good rails cannot go together; hence, if we insist upon the avoidance of this evil by rail-makers, we must give them sections which can be made at low temperatures with commercial as well as technical success. Having been associated with the operation of the de Vooys process for coal, which has treated 13,000,000 tons per annum, and recognizing the process as of value in ore sorting, Huntington, Heberlein and Co. Ltd. (Great Britain) in 1936 made an examination of all other existing methods. In none of the pioneer applications had recognition been given to the necessity for maintaining certain conditions that are essential for sorting certain ores if a truly efficient separation by gravity alone is to be assured. Consequently, in 1936-1937 Huntington, Heberlein and Co. Ltd., with Pearson, employing certain ideas connected with the de Vooys application, commenced the development of a separator that would allow conformance with optimum conditions in the zone where separation is effected. Later, Holt and Wade added to the value of the original application by Wuensch, Rakowsky and others, whose conceptions are being successfully operated today. Meantime, Trostler had enhanced the value of the original H-H. process by improvements that are now embodied in operating plants, and today the process incorporates an improved apparatus and a stable medium that produce the optimum conditions for separation. These conditions are: 1. Elimination of disturbing currents in the separating zone; 2. Reduction to a minimum of medium-density differences throughout the separating zone; 3. Stable medium of minimum viscosity to permit the unretarded fall of mineralized particles; 4. Removal of products of separation with minimum disturbance to the separating zone. Design of Separator The H-H. sink-and-float separator consists of a pyramidal tank in which the separation actually takes place, connected at the bottom with an inclined bucket elevator. The tank and the elevator are filled with medium to within a few inches of the top of the tank. Medium is fed into the separator at a variety of points, according to the type of ore being treated, and it is withdrawn from the separator at two points: (1) together with the float product, by means of a variable-speed addle, at the surface of the medium, and (2) by flowing over an adjustable weir cut in the side of the elevator casing. The prepared ore is fed onto the surface of the medium. The intermediate paddles, which revolve at a slow speed of 2 to 5 r.p.m., move the floating ore across the bath from feed end to float-discharge end. The ore, which is heavier than the medium, sinks below the sweep of the addles and reaches the boot of the bucket elevator, which discharges it without disturbance of the separating zone. These arrangements for withdrawing medium from the separator allow the use of minimum flows, which connote minimum

A microelectrophoresis technique has been used to measure the zeta potential of quartz over a range of pH and ferric iron concentration. The results have been discussed in terms of the adsorption of ferric cations and ferric hydroxide to the quartz surface. Possible relationships between the experimental results and the flotation of quartz have been examined. The adsorption of multivalent cations at the surface of quartz has been studied by many investigators who have used a variety of experimental techniques ranging from streaming potential 1 to radiometric2 measurements. Two possible mechanisms of cation activation of quartz have emerged from the results of these investigations viz: the adsorption of the cation to the negatively charged quartz surface, followed by adsorption of the collector anion to the adsorbed cation site, or: formation of a cation-collector complex which is then adsorbed to the quartz surface. In many natural and industrial systems one of the most prevalent activating species for quartz is ferric iron, this is especially so in the acid-circuit, anionic flotation of iron ore. The adsorption of ferric iron to the quartz surface is complicated by the ability of ferric iron to form complexes with anions, a phenomena which is of minor importance in one of the most widely studied quartz activation processes, ca ++ activation.* *The pK value for [ca(oH)+]/ [ca2+] [oh-] is 1.46 indicating that the influence of Ca (OH)+ ions will be minor in all but strongly alkaline solutions. In order to obtain a better understanding of quartz activation by ferric iron the zeta potential of quartz in the presence of ferric iron has been measured over a range of pH and ferric iron concentration. EXPERIMENTAL METHODS Materials: Selected samples of "rock clystal" quartz from New England, N.S.W., were ground in a pebble mill, washed for three hours in boiling concentrated hydrochloric acid, washed in hot chromic acid and then washed repeatedly with distilled water until the washing water gave no trace of chloride ion.

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

ORE control is a matter of planning and supervision based on a foreknowledge of the content and distribution of ore. The Inspiration orebody is predominately a copper-sulphide blanket, overlain by an oxidized zone of copper silicates, copper carbonates, and barren capping. Most of the ore is treated by leaching, and the optimum requirement of this method is the goal toward which the mining schedule is aimed. Both open-pit operations and underground mining are used. The problems of ore control at Inspiration are: 1-maintenance of metallurgical balance, 2-conservation of oxide ore, and 3-mining out of the orebody at an average grade which parallels that of the reserve figure. Prior to the fall of 1926 all of the Inspiration division ores were treated by flotation, but the mixed ores of the Live Oak-Keystone section carried too large a proportion of copper in the form of chrysocolla for satisfactory flotation. For this type of mixed ore the leaching process now in use had been worked out, and the plant was put into operation in the fall of 1926. The process is known as the ferric sulphate leach, and the leaching solvents contain both ferric sulphate and free sulphuric acid. Sulphide copper in the form of chalcocite is leached by the ferric sulphate, and the oxidized copper minerals are dissolved by the sulphuric acid. From the beginning of operations to the present time the plant has treated some 67 thousand tons of ore having an average copper content of 1.142 pet, of which 0.605 pct has been in the form of oxidized copper minerals. The plant is currently being operated at the rate of 11,500 tons per day, 7 days per week. However, this tonnage is produced in 6 days of mine operation. The average current grade is approximately 1 pct copper, of which about 50 pct is present as oxidized or acid-soluble copper. Close control of metallurgical procedures is a vital factor in operation of the plant and is in turn dependent upon careful regulation of feed. An excess of sulphide copper requires the presence of more ferric sulphate in the leaching solvents. On the other hand, an excess of ferric sulphate in the presence of a low sulphide feed seriously reduces the efficiency of electrolytic precipitation in tank house operations. This condition must be avoided at all costs. An additional factor must be considered. It is known that the sulphide content is predominant in the ore which remains in the reserve. To maintain the necessary sulphide-oxide proportion, so that the entire reserve will mine out at both a grade and a sulphide-oxide ratio that will be permissible throughout the remaining life of the property, it is obvious that the oxide reserve must be currently preserved to as great an extent as possible. Fortunately much of the oxide reserve is found in the open-pit operation. This happy circumstance adds flexibility to the procedure and makes it possible to maintain the close regulation necessary to insure best overall results, both mining and metallurgical. The two ore streams from the pit and underground operations join at the coarse-crushing plant, and proper control must be exercised before the ore reaches this point. The open pit is currently providing about 55 pet of the ore and underground operations the balance of production. Both operations are under a single superintendent so that the closely interrelated problems may be more readily controlled. The least flexible of the two producing units is the underground mine, where the mining method is block caving. Although a block of ground may be undercut and developed, characteristics of the material determine its caving action. The ore in the chutes must be drawn. This paper describes a pilot plant built on the campus of West Virginia University by the Federal Bureau of Mines station at Morgantown, West Virginia, for gasifying pulverized coal in a mixture of oxygen and steam at pressures in the gasifier up to 450 psig. The work upon which this report is based was done under a cooperative agreement between the Bureau of Mines and the West Virginia University. The goal of Bureau of Mines work at Morgantown is development of a low-cost process for producing mixtures of carbon monoxide and hydrogen for the modified Fischer-Tropsch synthetic-fuel plants, which may be shifted to produce hydrogen for coal-hydrogenation plants. Gasification with oxygen offers the inducement that the gas may be generated at the pressure at which the gas will be utilized in a gas-synthesis plant. Since the optimum pressure for the synthesis appears to be about 400 psig, the gas should be produced at approximately 450 psig to take care of pressure drops in the purification train and control valves. If the gas is generated at the pressure of utilization, only the oxygen need be compressed, not the raw synthesis gas. This means a saving in power of 5 hp per hour per 1000 cu ft (CO + H2), which is approximately a saving of 4 cents per gallon of gasoline. For example, consider a commercial plant generating 18,000,000 standard cubic feet per hour of raw gas that would produce approximately 10,000bbl of liquid product per stream-day. Assume that this gas would be 85 pd CO + H2 and that the oxygen required would be 320 cu ft per 1000 cu ft of CO + H2. The following estimate is based on a commercial centrifugal compressor. If the 18,000,000 std cu ft per hour of synthesis gas is compressed to 450 psig with 74 pd efficiency, 107,000 hp is required for compression. Adding the Austrian production, the crude-oil production of the new German Reich totaled 4,259,717 bbl. during 1938, representing an increase of 25.3 per cent compared with the respective figures of the previous year. According to published official data, and using a conversion factor of 1 metric ton equaling 7 bbl., the oil production of Germany in 1938 was as shown in Table 1. A semiofficial publication1 states that the program of the crude-oil industry for the second year (1938) of the four-year plan was successfully accomplished. According to the same source, new drilling developments at the following localities were promising: Reitbrook near Hamburg, Heide in Holstein, Eicklingen-Sandlingen near Celle, Steimbke near Nienburg, Worms in the Rhine Valley, Gifhorn near Braunschweig, Mölme near Oberg, and at other places. The drilling activity for oil is illustrated by the figures in Table 2.

It is a difficult task to find enriched soft iron ore deposits in the central part of the Labrador Trough, New Quebec, Canada, when the areas investigated are covered by glacial drift. A qualitative interpretation of either a combined gravity-magnetic-seismic-resistivity survey or gravity-magnetic-seismic or gravity-magnetic-resistivity survey permits (with a low probability level) the detection of iron formations and ore zones as well as their delineation from most of the country rocks. This is possible because most of the altered iron formation underwent a slight increase in density through enrichment and because the accompanying geochemical alteration changed their magnetic properties. In order to increase the chances of success in finding ore bodies when using geophysical methods, different types of correlation were done for many deposits. These are: I) A quantitative correlation of the residual gravity anomaly intensities with the specific gravity, the iron content, the silica content, the porosity factor, and the dimensions of the underlying ore bodies. 2) A quantitative correlation of the ground magnetic intensity relative to a reference lithologic unit with the percentage of Fe.,O, recovery and with the volume ferromagnetic susceptibility. A few discoveries already have been made with this method. The details of the location, the description of the geology, and the history of previous geophysical surveys and their qualitative interpretation have already been given.', ' A very brief paragraph describing the regional and local geology is necessary in order to facilitate the understanding of this paper. The sedimentary iron formations of the Labrador Trough consist of a 700-mile geosynclinal segment composed of tightly folded and faulted Proterozoic sediments, volcanics, and intrusives that are rich in mineral deposits. The complex sequence rests unconformably on the basement of Archean granitic gneisses. The direct-shipping iron deposits are scattered along a northwest-trending strip, 5 to 10 miles wide and some 60 miles long in the facies rich in iron oxides and preferentially in localities where the original sedimentary environment favorized the deposition of a large concentration of magnetite associated with chert by physicochemical processes, e.g., oxidation-reduction potential, pH, temperature, pressure. Once leached of its silica and/or iron carbonate content and enriched with secondary a-hematite (occasionally goethite), this original magnetite associated with some primary hematite makes the blue direct-shipping ore which constitutes the important ore reserves in this mining district.

THE gains of society from the state of primitive conditions in the past to the standard of living which prevails in the advanced countries today have been accomplished mainly by the increasing productive capacity of the population under the leadership and services of the engineer. Without improvements in the arts and industries the growth of population tends to place succeeding generations always at a disadvantage. In this country we have been exploiting with reckless prodigality a wealth of soil and minerals and timber that has been in preparation for thousands of years. We know that the prices of all national products have been advancing, and were on a rising scale even before the phenomenal increases resulting from the war. Over against this depletion of natural wealth we have the influence of improvements made in the methods of production and distribution-and the accumulation of wealth in the form of productive equipment. The net result of these opposing influences determines whether society moves forward or backward.

Discussion of the paper of Ralph Hayden, presented at the Butte meeting,. August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 1443 to 1467. JOHN V. N. Done, Denver, Colo.:-Mr. Hayden has placed the metallurgical profession greatly in his debt .for this valuable paper. The importance of such a complete description of the research work on which is based the building of a plant to add at least 10,000,000 lb. of copper per year to the production of the Anaconda Copper Mining Co., at small expense, will be appreciated by all our members, and especially those who are facing similar problems. The information given in regard to the treatment methods discarded will be a great help to many workers, as it is often of as much importance to know what ? not to do" as what method to adopt. I Some further comment on the tests of the Dorr thickener may be of interest, as they have led to developments which I believe will prove of great importance. Before the Dorr thickener was installed, I had shown Mr. Laist reports from the Steptoe Valley concentrator, in which it was stated that one thickener 17 ft. in diameter was the equivalent in settling capacity of twelve 8-ft. cones, although the latter-contained double the surface area.. Mr. Laist, had made careful tests on the settling capacity of in 8-ft. cone on Anaconda slime, and we naturally expected the thickener would show a much higher capacity for equivalent area. When, is Mr. Hayden stated, the tests showed no increase, I realized that we were comparing it with a cone under test conditions, while the Steptoe results were based on operative conditions, find the explanation given by Mr. Waddell for the great difference had been, that " there is only one unit to watch instead of twelve, without the constant result of feed to twelve cones becoming unbalanced. Also the one 1 1/8-in. spigot used on the Dow requires no attention compared with the dozen 3/8-in. spigots of the cones.' I realized also as a. result of the tests that the total settling area required to handle the immense tonnage of the Anaconda company would be enormous, and very expensive in view of the housing required by Montana climatic conditions. The purpose of this paper is to start a discussion on: (I) methods of supporting the immediate roof, particularly of local areas of poor roof, during the mechanical loading of coal; (2) methods of increasing the rapidity of the movement of the mining faces so that, without the use of cribs, jacks, park walls, and filling, there will be no danger to men, equipment, and working places from the subsidence of the overlying strata. In the Pittsburgh district the application of mechanical loading devices in mines working in the Pittsburgh seam has been retarded by the difficulties of holding and handling the draw slate. Normally the thickness of this slate averages about 8 in. but the hardness varies, and a cut of coal cannot always be loaded without placing posts or crossbars to support the slate. Locally, the slate may be thicker and special methods of support may be required. If crossbars are placed to hold the slate when the coal averages 5 ft. in thickness, the standard methods of transporting the coal cannot be followed, and the use of conveyors may be desirable. The purpose of this paper is to start a discussion on: (I) methods of supporting the immediate roof, particularly of local areas of poor roof, during the mechanical loading of coal; (2) methods of increasing the rapidity of the movement of the mining faces so that, without the use of cribs, jacks, park walls, and filling, there will be no danger to men, equipment, and working places from the subsidence of the overlying strata. In the Pittsburgh district the application of mechanical loading devices in mines working in the Pittsburgh seam has been retarded by the difficulties of holding and handling the draw slate. Normally the thickness of this slate averages about 8 in. but the hardness varies, and a cut of coal cannot always be loaded without placing posts or crossbars to support the slate. Locally, the slate may be thicker and special methods of support may be required. If crossbars are placed to hold the slate when the coal averages 5 ft. in thickness, the standard methods of transporting the coal cannot be followed, and the use of conveyors may be desirable. The diffusivity of uranium in liquid cadmium has been measured as a function of temperature by the capillary -bath technique. The diffusivity measurements were made at 4509 500°, 575º, and 650°C, over which temperature range the diffusivity of uranium varied from 1.3 to 2.3 x 10-5 sq cm per sec. The diffusivity of uranium in cadmium was less than that predicted by the Einstein-Stokes equation. VERY little information is available on the diffusivity of uranium in liquid metals. Bonillal has reported a single measurement of the diffusivity of uranium in bismuth. Measurement of the diffusivity of uranium in cadmium was undertaken, not only to supply data in an area in which a dearth of information exists, but also because of a need for this physical property measurement in connection with mass transfer studies now underway in the U-Cd system at Argonne National Laboratory. The capillary-bath method used in this work has been successfully used by other workers2"4 to obtain diffusivities in liquid metal systems. Although considerable experimental technique is required to obtain reliable diffusivity measurements, the basic information required is only that of temperature, capillary tube length, the initial and final compositions of the alloy in the capillary tube, and the composition of the bath into which the solute element is diffusing. From these measurements, diffusivities may be calculated using Fick's law. The diffusivity equations are presented in the Appendix. Equations which are often used to predict diffusivities in dilute solutions5 are the Einstein-Stokes equation: D= (kT)/(6pµr) and the Eyring equation: D = (?,kT/?y?zp), where D= diffusivity (sq cm per sec), k = Boltzman's constant, T= temperature ("K), p = viscosity (poises), r = radius of diffusing molecule or species (cm), and A,, Ay, and A, are the diameters of the diffusing molecule in the three axial directions. For round molecules, the Eyring equation gives values which are 37r times larger than the Einstein-Stokes equation. In this work, the experimental values were compared to the Einstein-Stokes equation. Experimental values of diffusivities in liquid metal systems usually lie between those predicted by the Einstein-Stokes and Eyring equations. SULPHIDE ore-bodies of more or less lenticular shape occurring in metamorphic crystalline schists, gneisses, and. slates, and conforming closely in strike and usually in dip to the inclosing rock, have been recognized and described along the, Atlantic seaboard from Quebec to Alabama. The ore-bodies do not entirely conform, in all cases, to the structure of the inclosing schists, but they sometimes cut across the foliation in dip, though conforming more closely with the direction of strike. In composition the principal sulphide mineral is usually pyrite or pyrrhotite; or both, accompanied by copper, frequently gold, and almost always some sphalerite and galenite. Other. metallic ores are, so far as these sulphide bodies have been investigated, less common; silver is not uncommon, and in some of the pyrrhotite masses nickel is present in quantity sufficient to be commercially valuable. Cobalt frequently accompanies .the nickel, usually in smaller amount, and the two vary much in relative proportion. Quartz and calcite are probably the most common of the, non-metallic minerals. A number of silicate minerals are frequent representatives in one place or another; garnet, amphibole, biotite, pyroxene, zoisite and others. The sulphide bodies of Virginia, comprising both pyrite and pyrrhotite, are among the most extensive along the Atlantic seaboard. Among the pyrite bodies may be mentioned the well-known and extensively worked mines of Louisa and Prince William, counties, located on' the main pyrite belt (A, Fig. 1) of the middle and northern, eastern Piedmont region in Virginia, and among the pyrrhotite bodies is the famous " Great Gossan Lead "(B, Fig. 1) of the Floyd-Carroll-Graysou coun-

At a meeting of the New York Section, held at the Machinery Club on Jan. 19, 1916, the topic, for the evening was The Problems of the Naval Consulting Board, on which board are four prominent members of the Institute. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.
