IN SEVERAL papers and addresses during the past two years, I have dwelled upon some of the economic consequences of the war. The fundamental thought that I have sought to convey is that the world became immensely poorer by the war, not only in material wealth and population, but also in the psychology and morale of the people. I do not see how there can be any intelligent dissent from that statement. All the ideas of post-war prosperity were manifestly fallacious, manifestly fallacious from the outset. If there had been any truth in them it would have followed logically that a great war, with all its destruction of wealth, health and life would be a good thing. Therefore, let us have a great war every ten years or so. Such an idea would be both monstrous and absurd. Assuming then the acceptance of my premise, I have tried to show that the losses by the war could be made good in a short time, i.e., in a relatively short time, only by doing things a great deal better than formerly, and that the accomplishment of such a result called for greater transparency in industry, for industrial cooperation, for thinking in terms of industries as a whole, and for the greater exercise of engineering functions. All of this introduced, of course, the position and psychology of labor. I say frankly that I do not look for labor to contribute any constructive thought to the upbuilding. I neither expect it nor hope for it. This is a pity, for it could do so much for its own economic advancement if it would. However, it never has done so, but rather has benefited only from the exercise of the talents of the few, and the main hope now is to bring it into a passive state, dispelling the resistive fallacies that developed during the war. Let us briefly examine the nature of these.

THERE has been considerable discussion among A metallurgists and others interested in the development of titanium alloys as to the nature of the fine line markings which appear in the microstruc-tures of unalloyed titanium and a titanium alloys. These markings have been variously called x phase, etching pits, and twins. Figs. 1 to 3 show typical examples of the line markings as they appear, respectively, in high purity iodide titanium, commercial purity titanium rod, and a high purity a alloy containing 0.2 pct N. The commercial purity titanium sample, shown in Fig. 2, contains both line markings and some spheroidal retained-ß phase. The ß phase seen in this micrograph should not be confused with the line marking, since it originates from the iron present as an impurity in the sponge metal. It will be noted that the line markings seem to have a definite orientation pattern with respect to the grains and in titanium noticeably resemble the precipitation occurring in artificially aged high purity Al-Cu alloys. This similarity led to the hypothesis that the line markings observed in titanium and a titanium alloys resulted from precipitation of some unknown phase. With the work of Hägg1 and McQuillan2 as background, there was little reason to suspect hydrogen of being responsible for the line markings. Hagg reported that up to 33 atomic pct H was soluble in a titanium, and McQuillan reported an a solubility of up to 8 atomic pct. Furthermore, McQuillan examined metallographically a 5.1 atomic pct H alloy quenched from 300°C and stated that the structure appeared to be a single-phase a solid solution. Line markings have been observed frequently and were first noted by Jaffee and Campbell3 in 1949. They did not observe them in vacuum-annealed titanium and a Ti-O and Ti-N alloys, but did observe them in Ti-H alloys containing 0.25, 0.5, and 1 atomic pct H. They stated that it was doubtful that the markings were a second phase based on hydrogen, because 1 atomic pct was far from the accepted solid solubility of hydrogen in titanium. Finlay, Resketo, and Vordahl,4 in 1950, concluded that the markings were a true second phase as a result of observations on their etching characteristics. Anderson5 Commenting on these markings in titanium was inclined to associate them with hydrogen, but was loath to call them titanium hydride, because of the reported high solubility of hydrogen. Work at Battelle Memorial Institute for the Navy Bureau of Aeronautics," done concurrently with the work described in this paper, provided information on the experiment converse to that described by Jaffee and Campbell in 1949. This work showed that the amount of line markings in unalloyed titanium could be decreased by vacuum annealing at elevated temperature. It was suggested that this was the result of removal of hydrogen; previously, the data of Jaffee and Campbell9 howed that the markings appeared when hydrogen was added. Recent work at Battelle for the Ordnance Corps, Department of the Army, which is described here, now establishes the identity of the markings as a titanium hydride phase. A sample of high-purity titanium rod 1/4 in. diam, 0.009±0.001 wt pct H (0.43 atomic pct), Fig. 1, was resistance heated in a 0.05 micron vacuum for 41/2 hr at 1500°C. During the early states of heating, the pressure increased to 150 microns, indicating that gases were being evolved. After cooling in vacuum, the iodide titanium rod was analyzed for hydrogen. Vacuum-fusion analysis showed 0.0006 ±0.0003 wt pct H (0.03 atomic pct) to be present.* Metallographic examination of the vacuum-annealed rod showed only a transformed ß structure. THE CHAIRMAN.-Mr. Earle Smith- has kindly offered to make some remarks in connection with segregation in the product, Mr. Smith: E. C. SMITH,* Cleveland, Ohio-I will start this off by a story of the code days of the American Iron and Steel Institute. In those days, Republic did not have a big strip mill, and the question came up of the check analysis of rimmed steel. I suggested that they let me be the chairman of the Committee on Accumulating the Information on the Variation of the Composition of the Ingots of Rimmed Steel. Somebody wanted to know why I wanted to be the chairman. I said, "We don't make any of the big ingots of rimmed steel, and no matter who makes them they are so bad that you don't dare publish the information. So if I collect it and hide it you can't charge me with having done anything that really disrupted the commercial situation. So, everybody furnished me with a rather complete story as to the horrible variations in big rimmed ingots. I took it out to my house and put it away, and it is still there. Now, segregation in the big ingot is no longer an "-academic-matter-as far as II am concerned. ¬I am in a situation like that of the German who was told in 1936 about the coming war. He said: "Until it is your throat that is going to be cut, you don't pay any attention to what is happening to the other man." That is the way with the problem that we have in front of us. Recently I have been told that the comptroller was questioning the payment for certain articles of stamped steel that had been made from rimmed steel, because upon check analysis of the rimmed steel it had been determined that these stamped articles were not within the compositions that were included in the specification, and therefore he as the comptroller had no alternative. It was not meeting the specification; therefore, no payment. So I would say to all of you: You can very seriously consider this matter of segregation now and on into the future on the basis of the fact that it is actually going to cost your companies, which are making these products, money unless there is some new idea about the infallibility of quantitative chemists who analyze some of these products or lawyers who read specifications. I don't know which man is going to be the major factor in the future. If the National Bureau of Standards could in some way show the specification writers the variation between good chemists analyzing for what they expect to be umpire results, the writers would certainly realize that some of the specifications to which we have calmly signed our names as being O.K. are well, as one man said to me, they might be filled by the devil, and they, certainly could be filled by the Lord, but they could not be filled by mankind. I would like to inject two or three things into a segregation study which I want you to think about, because I would be a little surprised if there is very much discussion of them. In the first place, we generally make steel in the United States in the basic open hearth, and I do not think there has been nearly enough consideration given to segregation within the bath before it moves into the ladle. I am sure that any of the people who handled the 9400 series of the NE series when it contained the 0.60 per cent silicon have more respect than they had previously for the segregation that is within the ladle; that is, before the metal reaches the ingot mold, the frozen ingots and the segregation in them. Another point to which I think we ought to give serious consideration is the segregation of iron oxide in the ingot-iron type of material, where the distinction between that and the steel segregation is that it is actually segregating iron oxide. Normally we are segregating some form of carbon or sulphur, or something like. that, with the stamping steel industry now coming down into the ranges of chemistry, where the segregation of iron oxide will be just

THE other day, I fell into conversation with two gentlemen who desired to improve the condition of the people; so that the talk was semi-political. They seemed to agree that I was inclined to be "con-servative," "reactionary," perhaps an "evolutionist," looking upon "reform" with suspicion. Finally I rejoined somewhat in this manner: "You attach to me phrases that I have heard all my life but which convey no meaning to me. It is quite true that I do not make a fetish of terms like reform, liberty, democracy and so forth; neither do I worship the idea that `things are good enough as they are,' `leave well enough. alone' and so forth. There is more satisfaction in building something up than in tearing something down, or in just maintaining something that is already built. Progress is a popular word; but what is progress? In my opinion it is comprised, so far as public welfare is concerned, of two elements: Improvements in production of goods and knowledge; improvements in keeping order." This substitute for politics, economics, reform, pro-gress, conservatism, radicalism, democracy, socialism, monarchism and all the phrases of public welfare may seem over-simple; perhaps it is, but at least it defines something. It seems to me to be at least worth attention.

HE State of Utah has an area of 84,990 sq. mi., and like other inland states in the West its population, although steadily increasing, is relatively small. The fact that it is a state possessing vast mineral resources is attested by a careful study of statistics which have been compiled by Federal and State investigators. Some idea of the extent of these resources and the degree of development of a particular state or region may be gained by such a study, but in the case of Utah statistics and other available information fail to portray completely the true extent and value of its existing metallic and non-metallic resources. The State is probably more widely known for its production of metallic ores which has placed it in an eminent position among the metal mining states of the Nation.

ARTHUR KNAPP, Ardmore, Pa. (communication to the Secretary*). -The author has failed to consider the point which in my mind is the most convincing in advocating some sort of a bureau for the collection of well logs. I venture to say that 90 per cent. of the logs as taken today are absolutely worthless to any one but the one who has taken the log. This is largely due to the careless use of nomenclature. The author says on page 289, "He must ascertain which of the many factors might account for the dry hole in question and often only careful examination of well logs will convey this information." I believe that even a most careful examination of the average log reveals nothing. I have at hand a book on petroleum, by a well-known author. This book has a number of logs from fields all over the world, from which I shall illustrate. In a well log from Kansas I find "Soft gray shale" and in one from Humble I find "Hard blue shale." As a matter of fact the shale from Humble is softer than the shale from the Kansas well. The difference is that the drillers in Kansas, being used to limestone and

MOST illustrious Princes, often have I considered the metallic arts as a whole, as Moderatus Columella2 considered the agricultural arts, just as if I had been considering the whole of the human body ; and when I had perceived the various parts of the subject, like so many members of the body, I became afraid that I might die before I should understand its full extent, much less before I could immortalise it in writing. This book itself indicates the length and breadth of the subject, and the number and importance of the sciences of which at least some little knowledge is necessary to miners. Indeed, the subject of mining is a very extensive one, and one very difficult to explain ; no part of it is fully dealt with by the Greek and Latin authors whose works survive ; and since the art is one of the most ancient, the most necessary and the most profitable to mankind, I considered that I ought not to neglect it. Without doubt, none of the arts is older than agriculture, but that of the metals is not , less ancient ; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all the works of agricul- ture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals ; for this reason the metals are of the greatest necessity to man. When an art is so poor that it lacks metals, it is not of much importance, for nothing is made without tools. Besides, of all ways whereby great wealth is acquired by good and honest means, none is more advantageous than mining ; for although from fields which are well tilled (not to mention other things) we derive rich yields, yet we obtain richer products from mines ; in fact, one mine is often much more beneficial to us than many fields. Mining potash at depths of 3000 ft or more beneath thick water-bearing sediments in Saskatchewan presented a unique challenge to the North American mining industry. Potash is known to flow under pressure, but the knowledge of its flow characteristics at great depths was inadequate for safe design of mine workings and for assured protection from water above the salt formations. At the 3000-ft. depth of the Canadian mines, the potash is stressed beyond its elastic limit, and therefore mining design must deal primarily with its behavior as a plastic material. Recognizing that careful study would be required in order to assure safety and stability of mine workings in deep potash, IMC initiated an extensive rock mechanics investigation of structural properties of potash and salt under high-stress conditions. This presentation consists of a brief review of the development of some methods of testing potash in the laboratory and in the field; some of the rock mechanics concepts and principles derived; and their application to potash mine design. The mining of potash more than 3000 ft beneath the water-bearing sediments in Saskatchewan presented the unique challenge of designing stable mine workings and assuring protection from overhead water in a material that was believed to flow plastically, but whose behavior as a plastic material was not sufficiently known. Under the stress conditions ordinarily encountered in mining, most rocks behave as elastic materials; that is, they compress slightly under pressure, and rebound when the pressure is released. Salt and potash, however, are different. Even under the relatively low pressures encountered at shallow depths, these materials become slightly plastic and yield to stress by flowing.* The plastic properties become more pronounced at greater depth and pressure, and the question arises as to whether or not the plastic flow will be rapid enough and exert enough pressure to destroy underground structures or interrupt the mining process. It was found, however, that not only was there an insufficiency of information about the behavior of potash and salt, but conventional methods of testing these materials, such as determining the modulus of elasticity, Poisson's ratio, and uniaxial compressive strength, were inapplicable because of the high stress conditions prevailing at the 3000-ft depth. Potash under high pressure, for example, has practically no modulus of elasticity, its stress-strain relationship varies with time, and its compressive strength depends upon the degree of confinement. Elasticity and Stress/Strain Relationship: Fig. 1 shows a standard stress/strain chart for potash as made by the Department of Mines in Canada. Typically, when stress is applied to a hard-rock specimen, the specimen contracts, then expands to its original shape when the stress is withdrawn. This chart illustrates, however, that potash under stress yields to the stress by flowing, and does not expand when the stress is withdrawn. When the applied stress was held constant for 30 min, beginning at points A and C, the strain continued to increase and the potash flowed to points B and D, respectively. Points B, D, F, and H show that the potash did not return to its original shape when the stress was released. Thus it can be observed that potash has practically no elasticity and that the amount of strain depends upon the length of time that the stress is applied. Compressive Strength: The conventional method of determining the compressive strength of hard material is to find the maximum pressure that long slender specimens of the material can withstand without failing. As illustrated in Fig. 2,* line B, a standard 2-in. cube of potash subjected to a conventional type of uniaxial compressive test will exhibit a strength of about 5000 psi. However, the compressive strength exhibited can be made to change by changing the conditions under which the test is made. For example, if teflon plates lubricated with graphite are inserted between the press and the specimen, thus minimizing end constraint, the compressive strength is only about 2500 psi, shown in line A. IT is customary to plot crystallographic planes or axes on a Wulff stereographic net which is ruled with parallels of latitude and meridians of longitude. If a single crystal is placed at the center of a sphere, the coordinates of a crystallographic plane or axis are the coordinates of the point where the axis intersects the sphere. The standard (HKL) projection is the projection for which the sphere is rotated so that the (HKL) pole is at the center of the projection. Schiebold and Sachs' and many others have published standard projections for the more important planes of a cubic crystal. With Tables I and 11, it is possible to plot any plane (HKL) of a cubic crystal on a standard (001) projection if the absolute values of the individual H, K, and L are nine or less, which is almost always the case. Using the methods outlined by Barrett,' the standard (001) projection can be rotated so that any arbitrary plane is at the center of the projection. The tables are believed to be important for two reasons: 1—The heretofore published standard projections usually are not of the proper size to fit the stereographic nets available. With these tables a standard projection can be made which will be of exactly the proper size for the available stereographic net. 2—With the tables, planes that do not appear on the previously published standard projections can be easily plotted. For these reasons, the tables are especially useful in the study of optical reflections from etched surfaces and can also be used to make a standard projection for the axis which is normal to the macroscopic surface. (This axis can be found by X-ray or optical methods.) Then if the crystal is etched, the effect of the etchant can readily be determined by comparing the latitude and longitude of the reflecting planes (as determined with an optical goniometer) with the standard projection that has been prepared. Use of the Tables Fig. 1 shows the meridians and parallel which have been designated as zero longitude and latitude. The tables themselves are self-explanatory. The

MessiteR, New Pork City (communication to the Secretary*):—Under the heading " Flues," Mr. Edwards refers to the Bee-hive construction, a cross-section of which is shown in Fig. 4 of his paper. A flue similar to this was designed by me about six years ago,' in which the walls though much thinner than those described by Mr. Edwards gave entire satisfaction. These walls, from 2.25 in. thick throughout in the smaller flues, to 3.25 in. in the larger, were built by plastering the cement mortar on expanded-metal lath without the use of any forms, or cribs, whatever, at a cost of labor generally less then $1 per sq. yd. of wall. Of course, where plasterers cannot be obtained on reasonable terms, the cement can be molded between wooden forms, though it is difficult to see how it can be done with an interior core only as stated by Mr. Edwards. In regard to the effect of sulphur dioxide and furnace-gases on the cement, I have found that, in certain cases, this is a matter which must be given very careful attention. Where there is sufficient heat to prevent the existence of condensed moisture inside of the flue, there is apparently no action whatever on the cement, but if the concrete is wet, it is rapidly affected by these gases. At points near the furnaces there is generally sufficient heat not only to prevent internal condensation of the aqueous vapor always present in the gases, but also to evaporate water from rain or snow falling on the outside of the flue. Further along, a point is reached where rain-water will percolate through minute cracks caused by expansion and contraction, and reach the interior, even though internal condensation does not occur there in dry weather. From this point to the end of the flue the roof must be coated on the outside with asphalt paint or other impervious material. In very long flues a point may be reached where moisture will condense on the inside of the malls in cold weather. From this point to

CURRENT production of petroleum on such a vast scale presents many interesting problems- the solutions of which are important not only to those directly interested in the business, but to the nation as a whole. The industry is relatively young. Until the discovers of the Lucas gusher at Spindletop in 1901 petroleum production had not exceeded 60,000,000 bbl. per year compared with 1,100,000,000 bbl. in 1936. In 36 years then, the modern oil business, production, transportation, refining, and marketing has developed. I will first present a brief history. of oil production as a background for consideration of the present situation.

The sulphuretted ores of Carroll and Grayson Counties, Va., Ore Knob, Ashe County, N. C., and Ducktown, Tenn., in their general position, are in the prolongation of the same massive deposits. The existence of the extensive ore-bodies has been well-established, not only in a practical way, but by the careful research of a number of men of science, including Dr. T. S. Hunt, Professor Kerr, Dr. Genth, Rogers, Safford, Professor Egleston, Dr. H. E. Colton, the writer, and others, and described in one or more of the volumes of our Transactions, as well as in other publications. The greater quantity of' these ores being pyrrhotite, although much of them carry nonmagnetic disulphide, their reduction on the gronnd will probably lead to better results than an attempt to mine and ship them to distant places; and their use as sulphuric acid producers, to be employed in the cheap manufacture of valuable fertilizers, will be chiefly the subject of this paper. The great deposits of Carroll County, Va., are now nearer to railway transportation than any of the others, being six to eight miles from the Cripple Creek extension of the Norfolk and Western Railway, now being constructed, the grading of which is in an advanced state of completion. I am not able to state what are the present prospects of an early completion of the contemplated line of railway to Ducktown. For a long while, during the time those deposits were mined and reduced for their copper, the works were forty miles from any railway ; and the same may be said of Ore Knob, N. C. The deposits in Carroll and Grayson Counties, Va., being now the most accessible to cheap transportation, will naturally claim the greater part of our attention ; though it may be pertinent to remark, just here, that the ores of Ducktown, like those of Carroll and Grayson, Va., exist in the undecomposed levels as iron and copper sulphurets, much of which is a non-magnetic disulphide, as stated, with occasional exhibits of sulphides, such as covellite, erubescite, etc. There are, now and then, small quantities of silver, lead, and zinc,

The arrangement of a flow of cyanide-pulp through Pachuca tanks in agitation, so as to permit a continuous process, instead of alternate filling, agitation, and emptying, has been proposed by various writers within the last two years, and more particularly by A. T. Grothe, agent for the Brown patents on Pachuca tanks in Mexico. It was first put into practice, I believe, by M. H. Kuryla at the Esperanza mine in El Oro, Mexico. The starting of agitation in Pachuca tanks after filling may offer no serious difficulties with ores which do not settle rapidly in such tall tanks; and the adaptation of the tanks to continuous agitation under such conditions may give simply a somewhat more convenient method of treatment and greater agitation-capacity for a given number of tanks, because of the saving of time lost in filling and discharging. But in the treatment of pulp which tends to settle rapidly, as in the cyaniding of concentrates or of the whole pulp of ores containing heavy sulphides, the packing of the slime at the bottom may cause much trouble. The use of the radial air-pipe attachments near the top of the cone and of the air-valve outside of the air-lift tube at the bottom may obviate the difficulty to some extent; but the action of the radial air-pipes on the cone-sides is that of a sand-blast, and their continuous use cuts through the tanks. Moreover, even when these pipes are used, some pulps will pack tightly below them in the cones. Under such conditions the use of Pachuca tanks with intermittent filling and discharging becomes a troublesome process. Time is lost in starting agitation; large quantities of compressed air are wasted; pulp is blown over the tank-tops; and not infrequently it may be necessary to dig out the bottoms of tanks by hand. This trouble is the only important one occurring in the use of Pachuca tanks; and, since it is caused by intermittent filling, the arrangement of a continuous flow of pulp from tank to tank,

THE convention which met in Washington at the call of the Joint Conference Committee was called to order at ten o'clock on Thursday morning; June 3, by Richard L. Humphrey, temporary chairman, member of the American Society of Civil Engineers, who made a brief statement of the reason for the meeting. Lieut. Col. Charles W. Kutz, Corps of Engineers, U. S. A., and Engineer Commissioner of the District of Columbia, then welcomed .the engineers composing the convention on behalf of the District of Columbia and, the Washington engineers. Although an elaborate program had been prepared on which were many well-known speakers on interesting and important topics, , it was voted to intersperse this to fill in the usual and unavoidable hiatuses in the business program of such a convention[ Calvert Townley, president of the American Institute of Electrical Engineers, was elected permanent chairman, and J. C. Hoyt, of Washington, was elected secretary of the convention. The following committees were appointed: Consti¬tution and by-laws, Richard L. Humphrey, chairman; resolutions, Philip N. Moore, chairman; and program, F. H. Newell, chairman. Then, Gardner S. Williams, member of the, A. S. C. E. and the Grand Rapids Engineering Society of. Grand Rapids, Mich., and one-time member of the American Association of Engineers, offered the following resolutions:

Since I have had the pleasure of watching the development of this process very closely, I feel that I ought to say a few words on the subject, although I cannot add much to what Mr. Roe has already said. I wish, however, to bear witness to the hard work, persistence and skill which have been exercised during the past two years, and which have so well deserved the success attained. Those of us who remember the history of the past efforts in this line, such as the rotary puddlers, in which also some of us had a part, can easily appreciate the problems involved, and may well be skeptical as to the outcome. Such, at least, was my frame of mind when the process first came under my notice. Now, after having seen every heat, but three, of the many made, it really seems to me that a process and plant for the mechanical puddling of iron has at last been developed which is practical, economical and successful. Of course I do not mean by this that either the process or the machines are developed to their highest point, technically or economically, but that, in my opinion, these goals are in plain view, and that the difficulties which remain are such as will be overcome by developing the skill of the operator through practice ;

THE property at which this work was done consists of a large deposit of potash salts occurring in massive beds of rock salt, overlain by 600 ft. of salt-impregnated shales and marls. It is in the Province of Cataluiia, Spain, about 45 miles from the railway station of Mauresa and about a mile south of Suria. In addition to sinking the shaft, the program of construction work laid out by the European owners (not Spaniards) included a single-track narrow-gage railroad from Mauresa to the mine; one large office building and several large shop buildings, all of brick and concrete with steel truss roofs; two extensive benches for the future recovery plant; and a large village of stone dwellings for employees. The pay-roll showed approximately 1200 to 1500 men employed. After two years' operation, ending early in the autumn of 1920, the shaft had been sunk 325 ft. and still had an equal distance to go to reach the potash; all tunnels for the railroad were done and the road-bed $0 per cent completed; only a little more than the foundations were completed for all the large buildings, and the excavations of the benches were about 75 per cent done-while only a fair start had been made upon the employees' village. This was the state of affairs when the European owners decided to offer this property under a one-year option to an American syndicate, providing that they agreed to carry on the entire building program and to sink the shaft as fast as was consistent with the quality of work which they demanded, for they wished the shaft to endure at least 200 years.

CUBA'S lateritic iron ores, occurring on the northern coast of that island, though known to the Spaniards. did not receive any general attention until the close of the Spanish-American War. Preliminary studies of these deposits at that time indicated that the limonite contained small percentages of nickel and chrome, and it ryas subsequently discovered that although the average nickel content was only approximately 0.6 per certain limited areas of ore were suffiniently high in nickel to be considered commercial provided a suitable process fur its recovery could be developed. Early in 1937, Pardners Mines Corp. began a series of investigations which led to the development of such a process. Coincidentally, this company acquired option' on certain properties in the Levisa Bay and Moa Bay regions and conducted a systematic campaign of exploration by test pits and hand-auger holes in the course of which an aggregate of 90.000.000 tons of ore was developed in eight deposits.
