At the Director's dinner of the A.I.M.E. on. April 22, Mr. Sengier of the Union Minière du Haut Katanga was a guest. Though a member of the Institute for sev-eral years this was the first occasion on which he had had opportunity to meet with it, and in response to an invitation from President DeGolyer, after expressing his pleasure at being present, he told informally of the present development of the Congo with which he has been so closely related. From his remarks the follow-ing has been prepared.-EDITOR. AS you know, the Belgian Congo, a fairly large colony compared with the territory of Belgium, is in the center of Africa. Natural waterways, railroads now built and new railroads under construc-tion, give increasing means of transportation and are helping toward development. The mining industry is by far the most important part of our colonial activity. Considering that we are all engineers, I will confine my figures to mining enterprise. First I will show you the relative importance of the mining industry com-pared with the total exports of the Belgian Congo. During 1925 there was exported 100,000 tons of cop-per, valued at about $25,000,000; 900,000 carats of diamonds, 8000 lb. of gold, 1700 tons of cassiterite, 300 .tons of cobalt, and 20 grams of radium, of a total value of about $35,000,000. Other products to a value of about $12,000,000 and consisting mainly of palm nuts, palm oil, cotton, ivory, copal, rubber, were also exported. From this you will see that mineral products account for about 72 per cent of the total exported value. Copper alone amounts to 52 per cent of the total and 72 per cent of the mineral exports. All minerals, with the exception of gold, which is mined by the government, belong practically toy two mining companies in which American and British capi-tal is interested with Belgian. These two companies (one called Forminière, interested in the diamond busi-ness, and the other called the Union Minière, interested in copper, cobalt, tin and radium) were formed twenty-five years ago. They started producing in 1911, but the war prevented normal operations, and active de-velopment could only be carried on after the Armistice.

From aluminum to zirconium, the quantitative preponderance of quartz as a gangue material is well recognized. lf this material is to be efficiently removed, its variations must be understood. Variations with temperature are especially important. Too little attention has been given to the thermal polarization of quartz. Under closely controlled conditions, electrostatic upgrading is very reliable. For efficient separation, contact charges must be fostered and charges due to radiation, surface coatings, or thermal polarization avoided. This paper lists thermal transition points of quartz and shows their effect on actual separations. Simple separation tests with all factors except temperature held constant are recommended for determining transition points. With silica making up more than 27% of the earth's crust, its oxides comprising more than 59% of all igneous rocks, and quartz accounting for most of the main free oxides, the mining engineer is in constant contact with quartz, which may occur as a valuable mineral to be purified or, far more frequently, as a gangue material to be removed as completely and economically as possible. As a means of effecting such purification or removal, dry beneficiation is becoming more and more desirable owing to local water scarcities, wet waste disposal problems, or freezing conditions. One method that has been gaining particularly rapid acceptance is electrostatic beneficiation, or the separation of dry free-flowing materials by means of opposite surface charges, differences in potential, or differences in conductivity. Electrostatic beneficiation dates back to the 1870's, but only in recent years have newly developed methods and apparatus and a growing knowledge of solid-state physics widened the field for its economical application. Because the term "electrostatic beneficiation" has been rather loosely used in the literature, it has come to include both electrostatic and electrodynamic procedures. Attracting type separators, however, in which oper- ation is based on differences of surface charge or potential, are truly electrostatic, because the separation occurs in a substantially static field set up between oppositely charged surfaces. Separations with this type of equipment may occur at potentials as low as 1000 v and seldom require potentials as high as 30,000 v. In the new contact charge dielectric separators1 the variation in charge is produced by continuous contact and separation of the particles in the moving feed stream and these charges are fostered by the use of non-conducting support and feed surfaces and by handling the feed in the form of streams of appreciable depth. This favors uniformity of feed and allows higher production rates. The distinctive surface charge differences are set up on the separation of the particles according to Coehn's Law,2 which states that equal and opposite charges are generated on the separation of any two materials in contact and that the substance having the highest dielectric constant will be positively charged. The basic contact charge concept is reliable, but all electrical charges are transient and modified by the electrical conditions of the surroundings. Pyro-electric, photoelectric and radiant effects may modify or totally destroy the contact charges necessary for efficient separation, or contact with conducting surfaces may neutralize them. Such hostile conditions must be carefully guarded against, since they have led to many costly failures in the past. The most consistent difference in surface charges to insure good separation is produced by repeated uniform contact and separation of particles in the moving stream. The thickness of the feed stream possible with this method reduces the effect of contact with the supporting surfaces, but as some contact is inevitable, the best results may be assured by having the dielectric constants of the supporting surfaces between the dielectric constants of the substances to be separated. In general, the hard smooth surface of quartz makes it an ideal substance for electrostatic separation from most minerals. For instance, with calcite, starting with a feed containing 1.9% acid insolubles, one can produce a concentrate containing 0.30% acid insolubles with a tailings containing 21.7% acid insolubles and a yield of 92.8%. The color can be held at 92 or above and the tint at 1.7 or lower. Working with specularite iron ore, laboratory work has given a concentrate of 68.8% Fe., with an iron unit recovery of 96.7%. A MINING institute open to all men interested in any branch of the mining industry will be held at the Col-lege of Mines, University of Washington, Seattle, during the week beginning March 5. Prospectors, miners, mine owners, persons interested in metallurgy, investors in min-ing enterprises, and the public generally are invited to at-tend. This institute will take the place of the Winter Min-ing Session which originated at Seattle in 1897 and con-tinued for twenty-eight years. The complete new equip-ment of the Mines Laboratory will be used to give demon-strations of new machines and processes of mining, ore dressing, and metallurgy. This year the ceramic industry, including cement and branches of clay working of special Importance in the Northwest, will be included in the insti-tute. All instruction will be given by specialists. Prominent technical men and managers will give lectures on their special subjects. Among the speakers engaged are G. T. Jackson, formerly superintendent of the Alaska-Gas-tineau and the Chichagof mines, who will speak on the mining of large bodies of low-grade ore; R. F. McElvenny, superintendent of the Tacoma Smelter, on the nature of contracts that a smelter can offer to mines and prospects; M. D. Leehey, mining lawyer, on some popular errors re-garding the mining law; H. H. Townsend, on the explora-tion and purchase of prospects by operating companies; J. L. McAllen, on quartz mining in the Willow Creek dis-trict, Alaska; F. Powell, on gold dredging. In the evenings, lectures illustrated by stereopticon views and moving pic-tures will be given. The week will close with an excursion o mines and plants.

PETROLEUM has been known in Japan since at least 668 A. D., for a picture shows the presentation, during that year, to the Emperor Tenchi (Tenji) of "burning water" and." burning earth" by his subjects from Echigo Province, which today is the largest producer of petroleum in Japan. The burning water was doubtless petroleum and the burning earth either bituminous shale or oil-soaked earth or rock from near the oil seepages. The early methods of getting the oil were simple and similar to methods used today in Japan and in China. Where the seepages occurred, trenches or shallow wells were dug along the seepages and allowed to fill with oil which was then bailed out; in some cases, they filled with oil and water and overflowed. During the 300 years following 1500 A. D:, the use of petroleum in Echigo Province seems to have increased considerably, as compared with earlier centuries, and records show that in 1818 the depth of the wells had been greatly increased. Doubtless, they passed through the seepages and tapped the shallow oil-bearing strata; probably some of these deeper wells were dug before that time. The real value of petroleum was not recognized until early in the Meiji era, which began in 1868, when the Japanese learned that the kerosene that was being imported was derived from petroleum. Guided solely by information obtained from books, they refined the oil and increased the depth of their wells in order to increase the production. The deepest well, dug by hand, about this time was 894 ft.1 (273 m.) and by 1874 the recorded production reached 3499 barrels. In 1876, Benjamin Smith Lyman prepared geological maps of the Echigo oil field, which were the first. of such geological maps made in Japan, and based on these a more enlightened development of the oil fields began; the. Japanese, however, still dug the wells by hand. Toward the end of the '80s, an American well-drilling outfit was secured, but the efforts to use it failed from lack of experience by the operators. THE great source of iron ore for the furnaces of this country has been the Lake Superior district. Ore was first discovered there in 1844, and the first shipments made via the Great Lakes in 1852 to a furnace at New Castle, Pa. The stream of ore from that region increased slowly to exceed a million tons in 1873, and did not reach 10 million tons until 1895. By 1901 it exceeded 20 million tons, and in 1907 over 40 million tons. Total Lake Superior output through 1948 was about 2500 million long tons. Outside the Lake Superior district are the Southern district, including mainly Alabama, Georgia, Missouri, and Texas; the Eastern district of New York, New Jersey, and Pennsylvania; the Western district embracing Wyoming, Utah, and California.

INTRODUCTION Theodore Roosevelt Dam is a cyclopean-masonry, gravity-arch dam located on the Salt River northeast of Phoenix, Arizona. Construction of the dam began in 1903 and was completed in 1911. The dam is about 85 m high with a total reservoir capacity of about 1.7x109 m3. Raising the dam is now being considered to provide additional water storage and flood control. This paper describes preliminary analyses performed to assess foundation stability for increased loading resulting from raising the dam and reservoir water surface about 12 m. The foundation of Theodore Roosevelt Dam consists of variably metamorphosed limes tones, sands tones, mudstones, and shales. Bedding uniformly strikes nearly normal to the river (N 40º W) and dips upstream at 25 to 30º. The rock is cut by four prominent joint sets as indicated by the joint contour diagram shown in figure 1A. The diagram was developed from surf ace observations and vertical drill core oriented relative to the bedding. Sampling biases account for the differences in concentrations of various joint sets. However, field observations indicate that all sets are relatively prominent, planar, and continuous. SEEPAGE ANALYSES Consistent with practice at the time of construction, no foundation drainage was installed at Theodore Roosevelt Dam. Finite element seepage analyses were therefore performed to study the potential for large uplift pressures in the foundation. The dam has steep abutments and is curved in plan as shown in figure 1B. RECENT investigations of the molybdenum-carbon alloys have been reported by Becker and Ebert1,? Westgren and Phragmén2, T. Takei3, and H. Tutiya4. Takei3 studied the Mo-C system by employing metal-lographic and X-ray methods, and the other publications described the determination of the crystal structure of the molybdenum carbides. In exploring this system by a technique previously applied to the tungsten-carbon series5, the results of Takei were confirmed with two definite exceptions; i.e., first the composition of the eutectic, and second the nature of the carbon-rich intermediate phase. Consequently, a more thorough examination of the molybdenum-carbon constitution was initiated in an effort to correlate the data supplied by the microstructures, diffraction patterns and chemical analyses.

DARKEN1 has pointed out that in most binary liquid metal systems the thermodynamic behavior is relatively simple in the terminal regions. Between the terminal regions. the thermodynamic behavior is more complex. To describe this behavior. he has defined the stability and the excess stability as shown: Qualitatively, an inflection in the free energy of mixing curve results in a change in sign, from positive to negative, of the stability function and is associated with a phase separation. Conversely, a large, positive stability over a narrow composition range is indicative of compound formation. Darken has shown a number of binary systems where the excess stability is constant in the terminal regions and varies sharply in between. The work described in this communication was undertaken to study the variation of stability and excess stability in a binary system as a function of temperature. In addition, this work provides means for the direct comparison of previously existing equilibrium (activity) and calorimetric (molar heat of mixing) data on the Hg-Sn system. Hildebrand2 measured the vapor pressure of mercury over Hg-Sn alloys at 595°K. Calorimetric studies were made by Kawakami3 at 523°K and by Kleppa4 at 423°K. In this work, the equilibrium vapor pressure of mercury was measured over a series of Hg-Sn alloys at 453" and 503°K by use of fused salt manometer with one arm exposed to mercury vapor. Deflections of the fused salt manometer were balanced by argon pressure on the other arm. Argon pressure was subsequently measured with a dibutyl phthalate manometer. Tin activities were determined by graphical integration of the Gibbs-Duhem equation making use of the familiar Darken5 a function. The activities of mercury and tin showed positive deviation from Raoult's law at 453 and 503°K as Hildebrand observed at 595 K. In Fig. 1 are plotted log activity of mercury and tin vs reciprocal temperature. The plot contains activities obtained from calorimetric studies. Hult-gren6 has calculated activities from Kleppa's4 data, and Kubaschewski7 has similarly treated Kawakami's7 data. Presumably. in each case a regular solution was assumed. This article demonstrates that the Gilvarry and Klimpel-Austin equations for the random fracture of solids are incorrect by deriving intuitively correct expressions for simple cases and showing that the foregoing equations do not reduce to right answers. It is the purpose of this article to point out serious errors in some existing treatments of the random fracture of solids. Gilvarry ' gives the equation where B(y,x) is the cumulative fraction by weight of particles which fall below size y when particles of size x are broken. The constants i, j, k contain shape factors and densities of flaws leading to propagating fracture surfaces. The authors believe this equation to be incorrect. Klimpel and usttin' give where r~ is the number of fracture planes originating from edge flaws (per L where L is the edge length of the original particle), rs is the number of fracture planes originating from flaws on the particle surface (per S where S is the surface of the original particle) and rv is the number of fracture planes originating from flaws within the particle volume. This equation is also incorrect. The failures of these equations will be demonstrated by deriving intuitively correct expressions for simple cases and showing that the Eqs. 1 and 2 do not reduce to the correct answer. In this process, the flaws in statistical reasoning inherent in the derivations of Eqs. 1 and 2 become apparent. THE KLIMPEL-AUSTIN EQUATION Eq. 2 was derived by considering a set number of fracture planes occurring spatially at random within a given particle. This case will be treated here in its simplest form: a line with 1, 2, 3, etc., fractures occurring at random. This is illustrated in Fig. 1, with the original length of the line as Vo. The breakage of a long, thin, brittle fiber is a corresponding physical case, with the volume of a fragment proportional to its length. Assuming independence of the occurrence of the fractures, the probability of any one fracture occurring in length dV is dV/V0. The properties of quartz, calcite, magnezite and dolomite suspensions prepared from -30 µm size fractions of these minerals have been investigated. Selective coagulation of the quartz-calcite, quartz-magnezite and quartz-dolomite binary suspensions was possible at the pH values slightly above those for the i.e.p. of the carbonate minerals. The tests revealed that quartz suspensions were not flocculated by the anionic flocculants, whereas the same polymers were flocculants for calcite, magnezite and dolomite. Selectivity in the flocculation of the quartz-calcite, quartz-magnezite and quartz-dolomite binary suspensions was not, however, satisfactory because of the activation of quartz by ca2+ and Mg2+ ions. Dispersing reagents can be used to improve the selectivity of flocculation.

In the presence of oxygen, galena is oxidized in an aqueous medium containing sodium hydroxide, in accordance with the following reaction: PbS + 2O2 + 3OH ? HPbO2 + SO4 = + H2O A novel method was devised for following this reaction which takes place in an autoclave under oxygen pressure, by measuring the concentration of HPbO2- in the solution with a cathode ray polarograph employing stationary platinum electrodes. Using this procedure a study was made of the kinetics of the reaction, in which the effect of a number of variables, including temperature, oxygen pressure, NaOH concentration, and agitation, on the rate, were determined. The results of this study are described and discussed, in terms of possible mechanisms for the reaction. IT is known that sulphide minerals can be oxidized in aqueous media in the presence of oxygen under pressure. Reactions of this type can be classified in two categories depending upon whether the products of oxidation are insoluble or soluble in the aqueous medium. An example of the first type of reaction is the oxidation of pyrite in alkaline solutions, giving rise to an insoluble iron oxide. The kinetics of this reaction have been investigated and its mechanism established.' It has been applied in the oxidation of iron sulphides present in refractory gold ores to improve the subsequent recovery of gold by cyanida-tion.' The second type of reaction finds application where it is desired to recover the metal by leaching during oxidation. In this case a medium is selected in which the oxidized mineral is soluble. For example, nickel, copper, and cobalt sulphide ores can be treated by oxidation in the presence of a solution of ammonia dissolving the nickel, copper, and cobalt as the metal ammine sulphate salts.:' A similar treatment has also been reported to apply to zinc sulphide ores.' It is known that lead sulphate is soluble in solutions of sodium hydroxide or ammonium acetate. It should therefore be possible to dissolve the lead from galena ores by aqueous oxidation with oxygen under pressure using either of these solutions. The applicability of the ammonium acetate treatment has been investigated and confirmed in a recent study.' The present paper describes the results of a similar study in which the kinetics of the oxidation of galena in sodium hydroxide solutions have been investigated. The object of this investigation was pri- marily to obtain information of a fundamental nature relating to the kinetics and mechanism of this reaction. The use of pulps of comminuted ore in a study of this type is undesirable because of the difficulty in controlling and measuring the surface area. The measurements were therefore made using galena crystals of measured surface area and in this way absolute reaction rates were obtained. The reaction was found to proceed as follows: PbS + 2O2 + 3OH ? HPbO2 + SO4 + H2O [I] The products are sodium plumbite and sodium sulphate salts which dissolve in the aqueous solution. The reaction studies were carried out in an autoclave in which a desired pressure of oxygen was maintained. The reaction was followed by measuring the concentration of lead in the solution with a cathode ray polarograph. The results obtained in this investigation are presented and discussed in the present paper. Experimental Materials: The crystals of galena were obtained from Violamac Mines, Sandon, B. C. The following impurities were indicated by spectrographic analysis carried out by the Provincial Assay Office, Victoria, B. C.: Sn, 0.02 to 0.2 pct; Sb, 0.07 to 0.7; Zn, 0.01 to 0.1; Si, Fe, Mg, As, less than 0.05 pct; Ag, 126 oz per ton, the latter determined by standard fire-assaying procedure. After cutting a specimen measuring approximately 5x7x12 mm, the crystal surfaces were ground parallel to the 100 axes using No. 2 emery, washed with water, and the dimensions were measured with a micrometer. Oxygen gas was of commercial grade and supplied in cylinders by Canadian Liquid Air. Solutions were made up with chemicals of chemically pure grade and distilled water. THE research and policy committee of the Committee for Economic Development, a non-profit research organization composed of leaders in industry and the professions, including such prominent figures as Dwight D. Eisenhower, Paul G. Hoffman, and Charles E. Wilson, recently published a report entitled "How to Raise Real Wages." Since its founding in 1942 the CED has initiated many objective studies on matters of national economic policy, and has gained a fair measure of prestige from its activities. The CED's latest report cites the more than three- fold rise in real wages in the United States in the past 50 years and attributes the accompanying improvement in the standard of living to the great in- crease in production per man hour. The report states that in order for production to continue rising in the future with the attendant increase in real wages four basic conditions must be manifest: (1) better methods, (2) more capital, (3) better training of workers, and (4) better management. The report cautions that although prospects for increases in output per man hour are good "it is desirable that steps be taken to encourage such a rise."

GRaphitization phenomena occurring in solid cast iron have principally been studied from the angle of the reactions taking place during annealing of white castings in the manufacturing of malleable iron. The selected bibliography at the end of this paper presents the high spots of the published information in this field. Graph-itization of gray iron upon reheating has received much less attention, primarily because only on rare occasions is this material subjected to any kind of industrial heat-treating. Moreovcr, articles made from gray iron are seldom used commercially at temperatures when any graphitization can take place. When used in such conditions, it is assumed that the articles can be replaced at frequent intervals, which can be afforded because of the low cost of gray iron. However, there is at least one commercial process in which articles made from gray iron, during their manufacturing processing, are subjectcd to rather high temperatures; that is, manufacturing of cast-iron enamelware, which is glazed at about 1600° to 1700°F. (870' to 930°C.) From practical experience, it has been found that one of the convenient and economical compositions of gray iron suitable for enameling is, in round figures, as follows: Si, 2.50 per cent; Mn, 0.35; S, 0.07; P, 0.80; T.C., 3.35; C.C., 0.70. Since this iron usually is cast into thin-walled sections, the percentage of com- bined carbon in it is relatively high. Upon heating in the enameling furnaces, this combined carbon graphitizes, which causes permanent dimensional changes of the articles. Obviously, from practical considerations, it is desirable to maintain these dimensional changes as constant as possible. In the course of experimentation with this iron, two series of experimental heats were prepared in which the manganese to sulphur ratio of the standard cupola metal was offset by ladle additions of: (I) progressively larger amounts of sulphur, and (2) progressively larger amounts of manganese. Each one of these ladle charges was cast into experimental plates 8 by 4 in. and about 5/16 in. thick. All told, 13 ladle charges were thus treated. All of them are listed in Table I, together with their chemical analyses. It may be noted that the manganese to sulphur ratio in these samples ranges between 1.2 and 30.2. Every one of these compositions was subjected to thermal allalysis, using an automatic, self-recording differential dila-tometer. The specimens used in this instrument are 50 mm. long and 4 mm. in diameter. During the dilatometer cycle they are kept under a vacuum of about 3 microns. Each one of them was subjected to a thermal cycle by heating it to I830°F. (1000°C.) in 3 hr. and cooling to room temperaturc in 5 hr. Figs. I, 2 and 3 present three automatically recorded dilatometer curves for irons: Serial No. I (normal composition), Serial No. 6 (high sulphur), and Serial No. 13 (high manganese). William H. Blauvelt, Syracuse, N. Y.:—Is the coal itself from which the briquettes are made of good quality for steam-ing-purposes? Mr. Parker :—It is an anthracite coal mined near Bank-head arid used on the Canadian Pacific railroad. It contains about 83 of carbon, 8 of ash, and 8 per cent. of volatile material. With regard to briquetting of a mixture of fine coal and coke-dust, I understand that a plant has been installed near Detroit in which coke is mixed with anthracite; also the plant of the United Gas Improvement Co. near Philadelphia is briquetting a mixture of anthracite coal, the resultant briquettes being used in the gas-retorts. Mr. Blauvelt:—The purpose of the Detroit briquette-plant of the Solvay Process Co. has been partly to use up the coke-breeze from the by-product ovens and partly to utilize the pitch. There is no necessity for mixing anthracite with the coke-breeze, but the supply of breeze is limited, and anthracite

(communication to the Secretary*): The recent papers in the Transactions by Vogt,' Lindgren2 and Weed: on ore-deposits that have formed as a direct result of igneous intrusions, show that deposits of this class are widely distributed over the world, and are occasionally of commercial value. This is especially true if we consider under this head all deposits in the zone of contactrnletamorphism, the origin of which may be ascribed to the gases and vapors generated by the heat of the intrusive rock. Mr. Smith's description of the Chillagoe garnet-formations containing copper, leads one to regard these depoaits as of contactrmetamorphic origin, although he gives certain reaeons for supposing them to be of igneous origin.

The phase eqrtilibria of the binavy system, Nb-Al, weye established by metallographic, X-ray diffraction, hardness, and thermal-analysis techniques. Three intermediate phases were identijied, Nb3.41, Nb2Al, and NbAl,. The N6,Al and NbAl phases have extensiue ranges of solubility. The maximum solubility of aluminum in niobiuitz is 23.0 i0.5 at. pct (8.0 wt pct) A1 clt 1960" i 10°C. The maximumt solinbility oj niobiunz in alunzinutz is less than 0.3 i0.1 at. pct (1.0 tut pct) fib. The aluminum-rich region of the system has a peritectic reaction where liquid reacts with NbAL, to form aluminum solid solution. Structural and lattice -pavarneter data /or the intermediate phases were determined by X-ray diffraction analyses. An unusual transfov?nation having charactevistics of nucleation-growth and martensitic nleclanisils occurs on cooling the niobium solid solution in the region from 18 at. pct (6 wt pct) Al to 23 at. pct (8 wt pct) Al. The transfornzed product on rapid quenchirzg is an acicular NhAl. temperature resistance to oxidation. As a prerequisite, the phase equilibria of the system, Nb-A1, were necessary. A literature survey revealed that the phase-equilibria data reported by various investigators were rather incomplete and conflicting. The hygiene of collieries was to have been separately considered, and the sanitary conditions of various metallurgical industries connected with mining were to receive an extended discussion, while at the same time the points treated in the paper as prosented at Pittsburgh were to have more ample illustration from American and European sources. Delay in obtaining expected information, and the continuous pressure of professional work, have prevented hitherto the execution of this plan ; and I can now publish only a portion of what I had designed to contribute to the subject. In the meantime this portion, but slightly changed, has been included as a chapter on the Hygiene of Metal Mines in a work entitled Hygiene and Public Health,, edited by Dr. A. H. Buck, of New York. An excellent chapter on the Hygiene of Coal Mines, contributed to the same work by Mr. Henry C. Sheafer, of Pottsville, affords me an opportunity to supply one of the deficiencies above alluded to. Mr. Shearer's chapter contains much material in the way of explanations not required by professional readers; And be moreover devotes a considerable space to the explosive gases, falls of roof, and other causes of accidents to life or limb—a branch of the subject not belonging strictly to bygiene. In this paper, oxidation potentials measured in the presence of various concentrations of cyanide, ferro-cyanide, and ferricyanide and ethyl xanthate at various values of pH are related to flotation response. Eh-pH diagrams are presented to show that the formation of surface ferric ferrocyanide is probably responsible for depression when cyanide is added. The influence of cyanide on the depression of pyrite with xanthates as collector has been the subject of a number of investigations,'-6 and several theories on the mechanism of depression have evolved from these studies. Wark and Cox7 and Gaudin8 have suggested that the depressing effect is due to a competition of cyanide ion with xanthate ion for the surface. Cook and his colleagues9-11 have explained this phenomenon in terms of competition between hydrocyanic acid and xanthic acid. Sutherland 12 has shown that although both of these theories accurately describe the relation between pH value and cyanide addition at constant collector addition, they fail to describe the relation between pH value and the amount of collector required to cause flotation. Taggart 13 suggested that depression in these systems is due to the formation of a reaction product between ferric ion at the pyrite surface and ferrocyanide ion derived from solution. Majumdar4,6 has attempted to prove this hypothesis by measuring the contact angles of pyrite in the presence of 25 mg per liter ethyl xanthate and different concentrations of potassium ferrocyanide and ferricyanide. In all cases the contact angles were quite high up to pH 10. These results indicate that pyrite should not be depressed by either potassium ferrocyanide or ferricyanide. In view of these facts, Majumdar has assumed that the compound Fe(CN)2 forms at the surface. Gründer and Bornl4 have stated that depression may be due to the formation of the compound K2Fe(II)Fe(CN)6 at the pyrite-solution interface. This compound is thought to be an interaction product between the K2Fe(CN)6-2 ion from solution and the Fe++ ion at the pyrite surface and, accordingly, K4Fe(CN)6 should depress pyrite at least as effectively as KCN. This was proven experimentally, but there was no simple relation between the depression of pyrite and the concentration of either KCN or K4Fe(CN)6 in solution. In view of the many mechanisms that have been proposed for pyrite depression by cyanide, it is apparent that a clear understanding of the phenomena occurring in these systems is lacking. One reason for this may be the fact that the species responsible for pyrite flotation in the presence of xanthate is not the xan-thate ion but rather dixanthogen.15 Since the oxidation of xanthate to dixanthogen is dependent on the oxidation potential of the solution, it would seem that knowledge of these potentials would be a requisite to understanding the pyrite-xanthate-cyanide system. It is the object of this paper to measure both the oxidation potential and pH of the pyrite systems in the presence of various concentrations of cyanide, ferrocyanide, and ferricyanide and xanthate and to relate these values to flotation response. EXPERIMENTAL MATERIALS AND 'TECHNIQUES In the experiments discussed here, pure potassium ethyl xanthate was used as collector, and reagent grade potassium cyanide, potassium ferrocyanide, and potassium ferricyanide were used as depressants. Reagent grade HC1 and KOH were added for pH adjustment. Conductivity water, made by passing distilled water through an ion exchange column, was used in all experimental work. Two natural samples of pyrite were used in the investigation. Sample preparation for flotation included dry grinding with a mortar and pestle and sizing the product to 100 x 200 mesh. Prior to flotation, a 0.75-gm sample of pyrite was added to a solution containing a known amount of depressant at the desired pH value, and the system was conditioned for 4 min. Following this, a known amount of collector was added and the system was conditioned for another 4 min. In view of the good results which have followed the wide discussion of the rail-specifications of the American Section of the International Association for Testing Materials, I now offer for discussion its specifications for steel forgings and steel castings. It is not necessary to emphasize the importance of reaching definite conclusions on these subjects. Engineers, consumers and manufacturers are alike interested in securing good, reliable, uniform steel. In this connection, I would call particular attention to the important paper read by Mr. C. H. Ridsdale, last September, before the Iron and Steel Institute, as bearing on them; and, for convenience of reference in the discussion, I append the Table in Section VI. of his paper, on a Manifestations, Classified mider Heads of Faults of Different Types. appearing after Treatment by the User, for Tracing their Probable Source."* The discussion of these specifications will be practically a continuation of our former discussions on "The Physics of Steel." We have passed through a period in which the chemical composition of steel has received the greatest prominence; but failures of steel forgings and castings of the best chemical composition have shown that we could not control the quality of the finished product by the chemical composition alone. It must be admitted that differences in the physical properties of the steel, greater than those due to small variations in composition,are produced by heat-treatment, both in connection with the mechanical work of forging and otherwise. The present result is a strong tendency to deem the heat-treatment more important than the chemical composition. I think the mean course is the safer. We should give them equal importance; for we know that to produce the best results me must start with a good
