Meeting of Nov. 20, 1914.-Charles F. Rand was unanimously elected as the representative of the Institute on the John Fritz Medal Board of Award. E. Gybbon. Spilsbury was unanimously elected to succeed himself in January, 1915, on the Library Board of the United Engineering Society. . The President appointed Messrs. Walter Douglas, Charles E. Mills, and L. D. Ricketts as delegates to the seventeenth National Convention of the American Mining Congress, Phoenix, Ariz., Dec. 7 to 11, 1914. It was voted that the sum of $857.61, or so much of it as may be necessary, be advanced to the Land Fund from the general funds of the Institute, in anticipation of the collection of unpaid installments of subscriptions to the Land Fund; and that the Treasurer be instructed to pay to Andrew Carnegie at the present. time the sum of $2,500 on account of the Land Fund indebtedness.

The Federal Bureau of Mines has developed a process for removing SO2 from stack gases. The process comprises absorption of SO2 in an. aqueous solution of sodium citrate, citric acid, and sodium thiosulfate, followed by reaction of the absorbed SO2 with H2S to precipitate sulfur and regenerate the citrate solution for recycle. A pilot plant was operated at The Bunker Hill Co. lead smelter in Kellogg, Idaho, to assess the feasibility of using the process for flue gas desulfurization. Nominal capacity of the pilot plant, which treated .tail gas from the lead smelter sintering furnace, was 1699 standard meters cubed per hour (15 degrees celsius) of 0.3- to 0.7-percent-SO2 gas yielding about 272 net kilograms of sulfur per day. The pilot plant was operated for about 4500 hours and produced more than 45 net tonnes of sulfur. The operation demonstrated that (1) more than 95 percent of the SO2 could be removed from the lead smelter sintering furnace tail gases, (2) regeneration of the citrate solution with H2S and precipitation of sulfur in conventional stirred vessels was readily controlled and highly efficient, (3) the precipitated sulfur could be continuously recovered as a 99.5-percent-pure product by kerosine flotation and melting, and (4) the 77- to 79-percent-H2S gas used for sulfur precipitation could be readily produced from pilot plant product sulfur, natural gas, and steam. Projected operating costs, including capital charges, for a citrate plant, installed at a 118 000-tonne-per-year lead smelter and treating 49 271 standard meters cubed per hour of lead smelter sintering furnace tail gas, are estimated to be $384 per tonne of sulfur.

The device to which I desire to call the attention of the members of the Institute consists of a water-tight caisson, which is connected By a stuffing-box with the tube to be laid, and the caisson is pushed forward with hydraulic jacks set against the end of the tube. The tube is of hard white iron, cast in chills in segments. These segments are carried from shore through the tube itself, in which a track is laid as the work progresses, and the segments are bolted together in the caisson, where there is ample room to work and proper appliances for handling heavy weights. As each segment is bolted on, the jacks are set against its forward end, and when the whole ring is complete, the caisson is pushed forward by the jacks, a trench having been dredged out in front of it, or, in very loose ground, jets of water under a heavy pressure can be thrown out to loosen the ground in front of the caisson. The direction in which the caisson is pushed is completely under control, and both the caisson and the tube are loaded to the amount necessary to overcome their buoyancy. I understand that Mr. H. H. Hall, of New York, the inventor, is negotiating for the construction of a 16-foot tunnel of this kind across the Straits of' Northumberland, between Prince Edward Island and the main-land, and for tunnels in several other places. 4 One of the most interesting uses of this system is in laying water mains out into lakes. IN the study of zinc-zirconium1 and zinc-uranium2 systems, vapor-pressure measurements were made in order to establish the equilibrium phase diagrams for a pressure of 1 atm. In each of these systems, only zinc has an appreciable vapor pressure over the temperature range investigated. The zinc pressure was measured over a sufficiently wide temperature and composition range to permit calculation of the standard free energy, enthalpy, and entropy of formation for the compounds ZrZn, ZrZn2, ZrZn3, ZrZn6, ZrZn14 , and U2Zn17. In these calculations the compounds were treated as line compounds. Although the exact composition range was not determined, metallographic and thermal data indicate that the solubility range for these compounds is small. It is to be noted that the compound initially reported to correspond to the formula UZn9, 2 has been shown by the crystal structure work of Makarov and vinogradov3 to correspond to the formula U2Zn17,. The crystal structure is similar to that for the compounds Th2M17, investigated by Florio,4 et al; here M represents iron, cobalt, or nickel. Therefore, thermodynamic calculations are based on the formpla U2Zn17 EXPERIMENTAL The dew-point method employed to measure the vapor pressure of zinc over uranium-zinc alloys has been described previously.2 The same procedure and apparatus were used in measuring the zinc pressure over zinc-zirconium alloys. In the case of alloys in the two-phase region consisting of a zirconium and the compound ZrZn, the Knudsen effusion method was employed to obtain a few values in the temperature range 600" to 560°C. In most cases, tantalum crucibles were used to contain the zirconium alloys. THERMODYNAMIC PROPERTIES OFU2Zn17 A least-squares treatment of the vapor-pressure data obtained for 35 and 65 wt pct U alloys in the temperature range 650° to 940°C gave lOg10PAtm = 7,713/T + 6.33 Here, as in following equations, T represents degrees kelvin and P represents the zinc vapor pressure in atmospheres. The probable errors for the two constants were calculated to be 60.68 and 0.0563, respectively. This relation represents the equilibrium dissociation pressure for the reaction U2Zn17 (s) - 2U(s) + 17Zn(v) The solubility of zinc in solid uranium is negligible and the only additional information required to calculate the free energy of formation of U2Zn17 is the free energy of vaporization of pure zinc. HOWE MEMORIAL LECTURE The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. The labor policy of the Standard Oil Co. (New Jersey) is founded first of all on paying at least the prevailing scale of wages for similar work in the community; on the eight-hour day at the refinery, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; opportunity for training and advancement; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; coöperation with employees in promoting thrift and better social and housing. conditions; and assurance of a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co. (N. J.), is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, and not at variance with the interests of the stockholders, and that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer. King, Bozeman, Mont.: The form of measuring up ore in sight looks very plausible, as illustrated in the paper of Mr. Emmons, but from my experience of many years of mining in Montana and Nevada, I have found it is very hard to measure up anything nearer than a guess of what you have in sight, except in the case of a true vein, or a flat vein where the boundaries are well defined. I have been interested in several miues with Dr. A. R. Ledoux, and I know that my foreman and myself, going into the mines and using our best judgment, could seldom see more than 30 days' supply actually in sight, and yet we were running from 100 to 250 tons a day, and keeping it up year after year. Prof. John D. Irving, New Haven, Conn.: I understand from Mr. Emmons that this is a method which has been found applicable in the copper-mines in Tennessee, where the record could be made with a good deal of accuracy, and where the work in the mines allowed the necessary development to be done, so that the record could be kept up. I do not think there was any intention in his mind to imply that this was applicable to all cases, especially such as Mr. King has mentioned. President Charles Kirchhoff, New York, N. Y. : I think the point is that the paper impresses the necessity for doing it where the possibilities exist. There has been too little attention given to this very matter, particularly in the United States; but I think our English friends are following it very much more zealously, and the demand for it there is possibly greater than it is here, because English boards of directors handle mines that are often very much further away than our own are, and the English public and the English engineers generally are very much more insistent upon seeing how much longer current dividends are going to last, or current assessments are going to continue.

(written discussion*).-In Mr. Burke Baker's description of the process of the American Briquet Co., he speaks only of the attractive features, but every process which uses a compound or emulsified binder has certain undesirable features which must be considered. In making an emulsion, the success of which depends upon the introduction of the various ingredients at certain fixed temperatures and the complete intermixing of a soluble solution with an oil which has absolutely no affinity for it, considerable difficulty is found in keeping the various factors in strict accordance with the formula. To serve its purpose properly or, in other words, to be right for easy mixing with the coal, it should be of a certain predetermined density. Among the controlling factors of this ate the proportion of moisture contained and the temperature of the oil when introduced. If the latter is higher than intended, a greater proportion of moisture will be evaporated than is proper, and if the oil is not sufficiently hot the process of emulsification is retarded. These various factors can be controlled with more or less certainty where working in a laboratory or in a small experimental way, but when it is attempted on a large commercial scale, certain obstacles not otherwise apparent are likely to be encountered.

In principle, productiorl of salt from sea water is a simple operation. The sun and wind cause evaporation of sea water trapped in ponds, and what is left is principally salt. Commercial production, however, requires consideration of many factors. First is a high consistent annual rate of evaporation, as well as large areas of suitable low-lying ground close to economical shipping facilities. The south end of San Francisco Bay has these requisites. Large ponds are built, by using clamshell dredges to build up levees to a height of approximately 3 ft. on ground usually lower than sea level, so that the water may be taken in through tide gates without pumping. Ponds are divided into extremely large concentrating ponds and smeller crystallizing ponds. Approximately ten times more area is required for concentrating than for crystallizing. The concentrating ponds are irregular in shape and size but the crystallizing ponds are rectangular and fairly regular in size, to aid in harvesting. The ocean water is taken into the first of a series of concentrating ponds and gradually moved forward from pond to pond as it increase:: in density, reaehing the crystallizing area as a saturated brine. This brine is pumped into the crystallizer at the beginning of the net evaporating season, usually in May, and further evaporation causes its sodium chloride content to deposit on the bottoms of the ponds. The brine must be drawn off and a fresh supply added from time to time to prevent other undesirable salts from depositing with the sodium chloride. Harvesting usually begins near the end of August and now is accomplished almost entirely by mechanical means. After harvesting, the salt is stored in large sbockpiles until required for shipping or refining. The greatest amount is used for industrial purposes and is shipped without any processing other than screening, but all salt for domestic use produced by the Leslie Salt Co. is refined by the racuum process, giving a produet consistently testing over 09.9 per cent sodium chloride.

Ground control studies are being conducted in conjunction with several longwall/shortwall demonstration projects. Bond (Consulting Engineer, Processing Machinery Dept., Allis-Chalmers Manufacturing Co., Milwaukee, Wis.) — Papers such as this one which deal in a lucid manner with the obscure fundamentals of comminution theory are always welcome. The author has attempted to bring together several diverse theories and handles them interestingly. However, some of the ideas expressed and conclusions drawn require critical reviewing, for which amenities alone will not suffice. The author points out that the theoretical energy required to break across crystal lattices is of the order of 1000 times the actual energy required to crush or grind, and that this energy in turn is perhaps 1000 times the measured surface energy of the new surface area produced. The energy required to grind commercially is controlled by flaws and dislocations, rather than by the inner strength of the lattice structure. The measured surface energy is only a slight residue left after the face atoms are adjusted to their new environment. W. I. Garms-—The authors state that when they added 11 tons of balls to the 45 pct volume ball load, the power needle did not budge. The question arises as to whether any increase in capacity accompanied the 11-ton addition. It is hardly conceivable that all of the balls making up the l l-ton addition were sterile. However, as the work done in the ball mill is not by kilo-watthours per se or balls per se but by kilowatthour-balls, it is possible that the kilowatthourballs in the mill before the ll-ton addition had a different amperage, voltage or robustage than those in the mill after the addition and that the overall outcome was that equal work was done before and after the addition. The authors can keep the efficiency that they got with the 45 pct volume 1-in. ball charge and get additional capacity by putting more kilowatthourballs to work in the form of the addition of 11 tons of 2-in. balls to the present ball charge, and subsequent makeup additions by weight of 20 pct 2-in. balls and 80 pct 1-in. balls. J. F. Myers (authors' reply)-—Mr. Garms points his finger at the 11 tons of "sterile" balls added to the Tri-cone mill. A fact so interesting to us that we felt it should be reported. Clearly, ball slippage at the existing mill speed prevented any further transfer of power from the shell to the ball mass. We agree that the kilowatthourballs would increase, were we charging rough 2-in. balls as suggested by Mr. Garms. The assumption is, of course, that we would get a corresponding increase in work done. Our reported data (CIME meeting, Vancouver, 1946) shows a gain of work accomplished of 7.6 pct as we decreased the ball size from 2 in. to 1% in. and a further gain of work accomplished of 2.1 pct when we went from 1 % in. to 1 in. The small ball results reported by H. R. Banks at Chapman Camp are also very convincing. In the case of 2-in. balls they would take the conventional ball path and start cascading. VARYING in thickness and in number from place to place, coal seams in the Canadian Rockies also range in pitch from nearly horizontal to vertical, sometimes with overturns. Over the entire coal-bearing area there are considerable differences of rank in coals of the same geological age, and there are marked differences in ash content and washability characteristics. Correlation of seams at mining operations within a few miles of each other has often proved impossible. These factors influence mining methods, and, of course, production results. The oldest coal formations of western Canada are of Lower Cretaceous age, as the carboniferous sediments are marine and contain no coal. Coal is also present in formations of Upper Cretaceous and Tertiary ages. The rank of coal varies from semianthracite in some operations in the Kootenay and Luscar formations of the Lower Cretaceous in the Rockies to lignite in the Tertiary fields of the Saskatchewan prairies. Fig. 1 shows the general extent of the formations.

The symposium on production for the year 1940 contains few papers on the foreign situation. It is probable that the foreign part of next year's symposium will be even shorter. This is due to rigid censorship in various countries, as the question of the volume of petroleum supplies has become one of great strategic importance. This is even more true than in the last war, owing to greater mechanization of armies. 'It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. At the close of the war we hope again to publish full and accurate records of production abroad. Excerpts from Circular to Authors In order to facilitate interpretation of the data in this chapter, we print the following excerpts from the Circular to Authors. The field is the unit in this tabulation. In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each space in Table I may represent one of four possibilities; either it is not applicable to the particular field, or the proper entry is not determinable, or the proper entry may be determinable but is not determinable from data available to the author, or the proper entry is determinable. When spaces are not applicable, leave blank; in spaces where the proper entries are determinable but not de-terminable frod data available to the author, please inserty; in spaces where the proper entries are determinable by the author, make such entries. y implies a hope that in some future year a definite figure will be available. The entry of a zero is a positive declaration, and an important declaration where it is in order. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In sucli cases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces the correct entries represent the opinion of the author (for example, "Area Proved') and in such cases the entry need not be hedged to such extent as when the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. It is thought that the nearest whole numbers are sufficiently accurate for our purposes except as to percentage of sulphur in oil. If an author desires to report any other figures to tenths, he may do so. The quantity of gas produced should include, where possible, gas sold or otherwise marketed, and gas blown into the air, burned as flares or otherwise wasted. Segregation of these figures would be interesting if the authors can make such segregation. In any event, the figures should represent as nearly as possible the total quantity of gas removed from the reservoir.
