IT would doubtless have been felt by many but a few years back that there was little left to be said on the subject of crucible tool-steel, and that something akin to finality had been arrived at in its manufacture and general treatment. Probably such feeling was justifiable when it is remembered that the making of steel in crucibles is by far the oldest method known, dating back from time immemorial, it being indeed impossible to accurately trace its origin and earliest development; but it seems certain that carbon-steel was made and used thousands of years ago for cutting-tools. Proof of this may be seen by the marvelous carvings and workings on the intensely hard stone-work of the ancients, for it would be difficult to conceive by what means, other than with steel tools, such work could have been executed; and it is wonderful to contemplate that steel cutting-tools should have been used so long ago, whilst the principle of manufacturing them-that is, by fusion of iron and charcoal in crucibles-was then in a measure on the sane lines as we work on at the present day. Archaeologists have discovered that the Chinese made steel in crucibles long before the Christian era. " Wootz " steel fabricated in India centuries ago was crucible steel, as was also the celebrated Damascus steel, produced at the forges of Toledo, and, curiously, this latter steel furnishes' yet another proof that "There is nothing new under the Sun," for it is recorded that Damascus steel contained certain percentages of tungsten, nickel, manganese, etc., some of the very elements, in fact, contained in the present modern high-speed steel, so that a latent high-speed steel may be said to have existed

TOO often, many foremen; superintendents, managers, and executives, "The Bosses" of the oil and mining industries, do not fully realize: (1) How much personal actions '.on the job" may reduce their effectiveness in getting work done; and, (2) The importance of harmonious relations with their fellow men. Today. these qualities of personality in the people entrusted with the positions of responsibility are more important than ever with the shortages of labor so critical in vital war production. Likewise, many engineers do not fully realize that their work is essentially executive in character; i.e., other people do the actual labor. Without their help. the engineer's work would not be done. A clearer appreciation of this fact would increase their interest: (1) in the nontechnical aspects of their work. and, (2)in their relations with others, particularly the individuals in their own organization. Consequently, these engineers would be more successful in equipping themselves for greater responsibilities and increased remuneration.

INTRODUCTION The International Finance Corporation (IFC) is affiliated with the International Bank for Reconstruction and Development (World Bank) but operates with a separate staff and funding. It supplements the activities of the Bank by providing, to private business, equity and loans without government guarantees in whatever form and combination most suited to the project. IFC frequently complements the Bank's activities by utilizing, for example, the Bank's public sector infrastructure activities to support IFC's private sector projects. In the case of local financial institutions especially, IFC collaborates with the Bank by providing technical and financial assistance. IFC is the world's largest multilateral organization which finances private sector business in developing countries. IFC's fundamental purpose is to promote the economic development of its developing member countries through the support of the private sector. Of the 124 member countries of IFC, more than 100 are developing countries. Since it began operations in 1956, IFC has been associated with more than 2,000 companies and financial institutions in supporting over 700 business ventures in more than 80 countries. The total capital costs of these projects exceeds $26,000 million. In the 1984 fiscal year, IFC approved 62 projects in 37 countries with a total project cost of $2,473 million. IFC will make investments only if sufficient capital cannot be obtained on reasonable terms from other sources. IFC often serves as the catalyst for a project by encouraging other investors--from inside and outside the host country--to make their own equity investments along with the local sponsor for a particular project. IFC'S SPECIAL ROLE The significance of IFC's role extends beyond just its financing and technical assistance: IFC's capability to raise investor confidence in a project and to help all the participants to arrive at mutually satisfactory investment arrangements is its distinctive character. Direct Investments IFC invests in all types of projects both large and small. Heavy industrial ventures not only supply essential materials and equipment for other domestic enterprises, but also earn foreign exchange through exports. In recent years, increased emphasis has been placed on agriculture and agribusiness products, aquaculture, food and food processing, and other renewable and nonrenewable resources such as metals and energy. [ ] An overall objective of IFC is to assist entrepreneurs and others in the private sector raise the needed capital for business ventures. IFC does not compete with, nor seek to replace private initiative and capital. Rather, IFC helps to raise funds in order to undertake projects that would otherwise be held back by the lack of adequate funding. IFC can do this in several ways: IFC can invest in equity and make loans for its own account. HAVING had some experience in the use of gasoline-gas in a laboratory, I have been induced by frequent inquiry to present a few hints concerning it, which I hope may be of some value to those who are out of the reach of coal-gas, and who contemplate using this gas. While I will not delay to describe the method by which this gas is made, it may not be out of place to note that, unless frequent charges are put into the carburetter, the gas is variable in richness. This may be partially avoided, it is said, by repeatedly pumping from one cell in the carburetter to another. If a machine is in constant use for many months without re charging, the gas becomes rather poor for illuminating purposes ; but in this condition it may be burned in a Bunsen burner with advan tage. Could the gas be used always in this condition, no difficulty would be experienced, and it would be quite satisfactory for general laboratory purposes. Considerable annoyance, however, is experi enced whenever the machine is filled with gasoline. The Bunsen and other burners then produce a flame too smoky to be used with com fort, and, in fact, with most of them, a full supply of air; turned on at the base of the burner, will not suffice to completely burn off all the carbon. Finding it necessary to adopt some method by which I could get a flame free from unconsumed carbon, I adopted a plan which has in every way proved satisfactory. In addition to the pipe conveying the gas to the table, and ar ranged with a stopcock, there is brought to the table, within a fern inches of the gas-pipe, another pipe, conveying air direct from the pump. This pipe is also arranged with a stop-cock. The air- and gas-pipes are now connected with one pipe by a T joint; and to this last pipe is attached, by rubber tubing, the Bunsen or other burner. I have successfully used this simple system in connection with both small and large Bunsen burners, a burner with three tubes, arid a Fletcher burner; and recently I have added a new still to our equipment, and have been tising with it a Fletcher special high power burner No. 6, to which this system has been applied. THE first paper1 of this series described a technique of careful surface preparation by means of which reproducible results may be obtained from potential measurements of the behavior of tin in carbonate solutions with a pH range from 8.4 to 11.2. It then went on to establish the behavior of pure tin electrodes under these conditions and showed that the metal remains active at all times, though the steady potential attained after several hours decreases from I.I2[t] volts at a pH of 12.6 to 0.6 volts at a pH of 8.4. This behavior may serve as a norm with which all other data can be compared. In the second paper,2 small amounts of other anions were added to the carbonate solutions and the conclusion was reached that the common impurities encountered in alkaline materials packaged in tin do not increase corrosion. In fact, in some cases these anions may actually promote the formation of protective films. The present paper rounds out this survey by presenting data on the influence of cations added to the carbonate solutions, as well as the effect of alloy additions to the tin. In many cases the potential data are supplemented with weight-loss measurements. Information is also presented on the effects of some additional anions, the influence of gases above the electrolyte, the behavior of high-purity tin, and the effect of atmospheric oxidation on the corrosion resistance of the above-named alloys. Analysis of the entire body of data discloses some general rules applicable to corrosion in carbonate solutions. The experimental methods used are the same as those previously described. EXPERIMENTAL DATA Cations.-The carbonates of the cations K+, Li+, NH4+, which are soluble, were studied in the same way as the anions, by adding 0.01 mol of the metal carbonate to one liter of 0.2 M sodium carbonate solution, pH 11.2, or to 0.1 M sodium bicarbonate, pH 8.4. The other metallic carbonates are only slightly soluble, of the order of 0 7-3 mols per liter or less, and the sodium carbonate solutions were saturated by adding excess reagent several days before the experiment, shaking frequently, and filtering just before use. The chemicals were c.p. grade in each case except the indium salt. This salt was prepared by solution of the metal in hydrochloric acid and precipitation by addition of Na2CO3. These cations may be divided into two classes, according to their effect on the potential behavior of the tin: (I) normal, (2) passive. To offer a basis of comparison, curves I of Figs. HEAT-RESISTANT alloys of the higher nickel and chromium ranges have been empirically developed through the practical experience of the past two decades to a position of significant industrial importance. Few quantitative metallurgical data have been published, however, that could be related directly to engineering specifications and design. Inadequate information led to the inauguration, in 1934, of a research directed toward a better understanding of the properties and performance of these steels at temperatures between 1400° and 2000°F. Investigation was concentrated upon the 26 per cent Cr:12 per cent Ni type, which owes its extensive application to an excellent combination of economy, strength and surface stability at elevated temperatures. The requirements of the oil-refining industry have been prominent in influencing the scope and evolution of the program. Creep strength at the maximum allowable deformation ranges has been employed to evaluate the merits of these alloys. Permissible elongation rates vary from 1.0 per cent in one million hours for turbine blades to 1.o per cent in ten thousand hours for tube supports and heating-furnace equipment. Throughout this paper, the limiting creep stress (L.C.S.) for a given temperature has been defined as the stress that will produce a uniform elongation rate (stage II) of one per cent in ten thousand hours as extrapolated from rates per hour or tests of less than two thousand hours duration. Certain current specifications require a minimum L.C.S. of 1600 lb. per sq. in. at 1800°F., of 3600 lb. per sq. in. at 1400°F., and include a tensile acceptance test at room temperature, after aging for 24 hr. at 1400°F., as a measure of embrittlement in service. An elongation of 4 per cent is considered satisfactory for general use, while a minimum of 9 per cent is prescribed on occasion. Many differences of opinion concerning the properties and performance of these alloys appear to result from their sensitivity to unappreciated variations of chemical analyses which, for example, may change their L.C.S. from 3500 to 350 lb. per sq. in. at 1800°F. Within broad chemical limits, it is possible to balance the six or more important elements present to attain desirable properties with a number of different combinations. One method for adjusting the composition has been described under the sponsorship of the Alloy Casting Institute,1 in which, by maintaining a substantially austenitic* alloy, optimum creep strength and minimum tendency to embrittle after aging are expected. Unless, however, the limits are undesirably dose, it has not been possible to ensure a moderate range of strength and of ductility by any chemical specification alone. There is a definite need

The release of these data would benefit the mining industry as a whole. Particularly valuable would be the details of drilling programs that have been tested by actual mining operations, as most of the available published material is unsupported by production records. The scope of this paper is limited to a few of the commonest problems of interpreting diamond-drill core and sludge samples and the deviation of holes. It does not include the description of routine operations performed by the drillers, nor the estimation of ore reserves. The methods of calculating reserves have been described,25,26,31,32,50,65 but more informa- tion is needed on the results shown by actual mining operations. Core Sampling The accuracy of diamond-drill-hole Sampling depends in large measure on the percentage of core recovery. As a general rule, the longer the run, the poorer is the recovery. Although the longer runs allow cheaper drilling costs, the determining factor should be the percentage of recovery desired. The problem is one of balancing accuracy against costs. Holes of larger diameter may show improved recovery, except as Joralemon* points out that there are some conditions in which small holes give better core recovery than large holes. This is particularly true, he says; in rocks like shattered quartzite, where larger core tends to break in angular fragments and grind up, while the diameter of smaller core is less than the distance between joint planes and grinding is not so serious. In a large measure the length of the sample run should depend on the type of deposit. Favorable drilling may allow uniform sample runs of 5 ft., 10 ft., or perhaps 20 ft. In veins or beds of relatively narrow widths and changing characteristics, however, the ore zone may be overrun and ground in a core barrel full of waste rock. Generally it is desirable to break the sample at a change in the rock or ore. Such a change; often indicated by a color change in the sludge water, should be a a for the driller to make a "dry" block and to pull out that run regardless of the length. In the brown rock phosphate fields of Tennessee there are large deposits of phosphate matrix in which quartz is a major constituent of the gangue, and which cannot be beneficiated by the conventional washing process to yield a concentrate of suitable grade for use in the electric furnace. A huge tonnage of high-grade phosphate concentrate is produced in the Florida pebble district from low-grade siliceous feed. However, the characteristics of the low-grade siliceous Tennessee ore are such that flotation under the conditions employed in treating the Florida ore1,2 results in inadequate beneficiation. Investigation of Flotation Methods Flotation has been used in 'Tennessee primarily to produce a concentrate of premium grade by moderate enrichment of a marketable grade of phosphate. 3,4 A secondary use was to increase the recovery of phosphate from the fines (down to approximately 200 mesh) from medium-grade ores with a concomitant moderate increase in over all grade.3,5 It was considered desirable to investigate methods of improving the grade of washed products from low-grade siliceous Tennessee ore when these products were substantially below the requirements for use in the electric furnace. The present paper describes the results of a laboratory-scale study of factors that affect the beneficiation of such siliceous phosphate ore by flotation. The primary objective of the investigation was to ascertain the conditions under which the ore could be made to yield a concentrate suitable for reduction in the electric furnace. It was assumed that a phosphate concentrate for electrothermal reduction should contain at least 26 pct P2O5 and should have a weight ratio of silica to lime of not more than 0.80. Since a concentrate of moderate grade can be used in the electric furnace, and since, as Grissom4 has shown in detail, the ore will not bear the cost of expensive treatment, the study of collectors was limited to the relatively inexpensive fatty acids. A secondary objective was to determine whether a portion of the phosphate could be recovered in a grade suitable for treatment with phosphoric acid to produce 45 pct superphosphate. The ore consisted of variably cemented sand interlayered with clay. The sand layers were composed of grains of quartz, phosphate, and clay embedded in a matrix of clay and phosphate. Some clay was finely disseminated in the phosphate grains. Little massive high-grade phosphate was present. The material used in the flotation tests was a washed sand that had been separated from the ore in a bowl classifier at the TVA phosphate-washing plant. IN his excellent book on the Principles of Flotation, Wark1 makes the following sig-nificant statement concerning the theory of flotation: Two questions of first-rate importance must be considered . . . First, it must be decided whether the sulfide minerals require a collector in order that they may float, or whether as has been claimed, they possess an inherent float-ability and need no collector. Second, it must be decided whether the xanthate type of col-lector can react with or be adsorbed by the unchanged sulfide minerals themselves, or whether, as many claim, reaction with the collector is dependent upon initial oxidation of the mineral surface. In the theory of flotation there are no two questions of greater impor-tance than these. Ravitz and Porter2 presented evidence that galena can be floated without a col-lector, and even without any reagent, pro-vided oxidation products are thoroughly removed from its surface. They found also that thoroughly cleaned galena floated faster when xanthate was used than when a frother alone or no reagent was used, and that, without a collector, the recovery decreased gradually upon exposure of the mineral to air. Their work, however, has met with considerable criticism. 1(127),3-6 This paper is presented to answer the objections that have been raised, and to present additional data that confirm their results.

The area under discussion includes districts 2 and 4, so designated by the Texas Railroad Commission,‡ and comprises the following 26 counties: Bee, Brooks, Calhoun, Cameron, De Witt, Duval, Goliad, Gonzales, Hidalgo, Jackson, Jim Hogg, Jim Wells, Karnes, Kenedy, Kleburg, Lavaca, Live Oak, Nueces, Refu-gio, San Patricia, Starr, Victoria, Webb, Willacy, Wilson and Zapata. Drilling and Production The total number of wells drilled in this district during 1944 is shown in Table 5. This indicates a 41 per cent increase in all drilling over 1943. In spite of every handicap created by the war, the oil industry more than met the crisis in its drilling program in this district. Last year we thought it would be impossible to add to the total number of wells drilled in the previous yea;, but in spite of the lack of manpower and materials this large increase was shown. During 1944 this district produced 124,201,978 bbl. of oil from 11,607 producing wells, whereas in 1943 it produced 88,421,693 bbl. from 11,211 producing wells. This is an increase of 35,780,285 bbl. of oil. Some decline has been shown in the older fields arid undoubtedly the majority of wells in the district are producing at too high a rate. However, this district has been able to meet any demands made on it by the Petroleum Administration for War for increased production. Discoveries and Extensions There was a slight decline over the preceding year in the number of wildcats drilled, but the number of discoveries increased. In most instances subsequent development has not been sufficient to arrive at preliminary valuations but it appears that the over-all oil discoveries were below normal and that the gas discovcrics were relatively more important. The Canolis and Tijerina pools, Jim Wells County, and the Dan Sullivan pool, Brooks County, appear to be the outstanding oil discoveries of the year. No important oil reserve was discovered or developed in the Wilcox horizons, although considerable wildcatting was done. Important extensions were made at Agua Dulce and Stratton in Nueces and Teleberg Counties. Production was increased appreciably at Willimar, Willacy County, and Seeligson, Jim Wells County, in sands and areas which were apparently productive at the beginning of the year. Refining Most of the major work in the changing and completing of refineries was finished this past year. Some of the most modern refineries in the industry are now located in the Corpus Christi area. Gas and Condensate No new recycling projects were commenced during the year, nor were there any important additions to the old operations. No major gas reserve was developed, although several new discoveries suggest potentid possibilities.

THE transformation that occurs in lithium and its solid solutions containing magnesium1,2 is similar in many respects to other diffusionless transformations of the martensitic type. This general similarity makes it desirable to investigate the transformation curves in detail. The current interest in the phenomenon of stabilization in martensitic transformations has created a need for a careful appraisal of possible stabilization effects in both cooling and heating transformations in lithium alloys. The effect of prior heat treatment on the temperature at which transformation begins and the effect of various temperature cycles in partially transformed alloys also merit attention. Limited data on some of these features were presented previously,' but the present studies have been made with improved apparatus, in which erratic fluctuations were smaller than in the earlier work, and include many independent determinations of certain critical observations. Material and Methods Geiger counter X-ray spectrometers were used: a Norelco instrument, original model, and a General Electric XRD-3. The low-temperature specimen holder has been described elsewhere." Specimens 10 mm in diam and 1.5 mm thick were held in firm contact with a copper block which was attached to the lower end of a stainless steel tube that extended up to a reservoir of liquid nitrogen. A heating coil on the tube permitted a controlled temperature gradient along the tube, so that desired temperatures and rates of heating and cooling could be obtained by controlling the heating current. The specimen was surrounded by an atmosphere of evaporated nitrogen in an insulated chamber having double cellophane windows. The temperature of the specimen was read by a thermocouple imbedded in it close to the irradiated area; the specimen could be held at constant temperature within 1°C for long periods. The body-centered cubic 200 reflection near 8 = 26" was used as the index of the amount of b.c.c. material present; occasional checks were made using the most suitable line of the low-temperature phase, the close-packed hexagonal 110 line near 8 = 29". Copper radiation was used throughout. A continuous record was made of the reflected intensities on a strip chart recorder, both when the peak intensity of a line was being followed and when the lines were being scanned at constant temperature. On the continuous recordings of peak intensity, periodic checks were made on the background intensity between the lines, and on the setting of the spectrometer for maximum intensity. The lithium-base solid solution containing 12.4 atomic pct Mg (33.3 wt pct) that had been used previously' was chosen, as it had a transformation range at relatively high temperatures, so as to permit wide temperature cycling within the range. SINCE oil journals commenced to feature the progress of Iraq pipe-line developments and since newspapers undertook to follow the discussions between a certain large oil company and an Asiatic nation, I have repeatedly been asked questions that are only answerable by setting forth the essential geographic and historical facts of concessions in that part of the world. In so doing effort will be made to correct erroneous statements made in various quarters: and mistakes herein are being kept as low in number as possible. Perhaps the best-known concession in the Middle East is the one of the Iraq Petroleum Co., covering the greater part of the portion of the kingdom of that name- lying east of the Tigris River. West of the stream is the concession of the British Oil Development Co., which takes in all presumed petroliferous areas in western Iraq. No other important oil concessions exist in that country, except for the lands of the Khanikin Oil Co., which operates in "Transferred Territories" on the border of Persia. East of and continuous with the Iraq fields are those of Persia where the Anglo-Persian Oil Co. holds the well-known D'Arcy concession comprising three-quarters of the country, omitting the five northern provinces. This is the only valid existing concession in Persia, so far as known, except certain old firmans that permit development at Semnan in central Persia and possibly also certain regional grants to a French banking syndicate in eastern Mazanderan Province.

In certain areas of the New Cornelia pit, considerable secondary blasting is necessary to reduce oversized boulders, formed from primary blasting, to pieces which will pass the 41/2-cu yd dippers on the shovels. Some of the boulders are 'dobied, but when time permits they are blockholed and blasted. In most instances one hole drilled to a depth of 2 to 3 ft and blasted with 1/3 to 1/2 of a stick of powder will break a boulder satisfactorily. Blockholing is normally done by using a jackhammer of the 55-lb class, 1-in. round drill steel, and detachable steel bits, 2-in. gauge when new. A bit change is usually made after the completion of each hole. The use of light drilling equipment in blockholing is desirable, both from the standpoint of safety and ease of doing the work, and when it was seen there was a possibility of using a lighter jackhammer through the use of tungsten-carbide bits and at the same time get at least the same drilling efficiency as with the standard equipment, it was decided to test tungsten-carbide bits. The claims for long life of the bits and footage drilled before resharpening gave hopes of eliminating much of the delay time in changing bits which is unavoidable with the use of steel bits. and thus gain in actual drilling time.

Dimitri Kececioglu (Allis-Chalmers Manufacturing Co., Milwaukee)—The idea of applying metal cutting theory to comminution and vice versa is very impressive. Among others, the demarcation of wheel-grinding data into two regions, namely Kick's and Rittinger's, draws attention here. A study of Figs. 6 to 9 shows the following: In Fig. 6, 1 point out of 8; in Fig. 7, 4 points out of 26; in Fig. 8 only 1 point out of 13; and in Fig. 9 practically none out of 13 points fall out of curve No. 2. Also when grinding particles smaller than 5x10." in. it is difficult to measure very accurately the grinding forces, chip geometry, and particle size. In view of the above it would be difficult to make a positive and distinct demarcation of the Wheel-grinding data into two regions, namely, Kick's and Rittinger's. The idea of using machine grinding to determine the comminution properties of materials is indeed unique. The following cautions come to mind, however, regarding applicability of machine grinding data to comminution: 1—Grinding gives uniform particle size, whereas comminution gives a variety of particle sizes in the same process. The fact that grinding gives uniform particle size is not necessarily an advantage because in comminution the overall energy under actual comminution is desired and comminution invariably results in the production of a variety of particle sizes. 2—In grinding, a small particle is ground off a comparatively large surface. In comminution small bodies are broken down to smaller bodies. This makes it difficult to establish a concept of reduction ratio in machine grinding. 3—The mechanics of machine grinding involve direct shearing action under very high strain and comparatively high compression at the shear zone, whereas: comminution involves direct dynamic compression and surface friction with comparatively little strain and shear. Consequently the mechanics of machine grinding appear to be different from those involved in comminution. Hence one might arrive at erroneous con- clusions when comminution characteristics are eval-uated from machine grinding results. It is noticed also that functions other 'than Eq. 16 which do not involve the concept of direct proportionality of useful energy input to new surface area created (Eq. 2 and particularly Eq. 12) may be derived to fit the, data of curve No. 2. One such relationship may be u = ct-", where c is a positive constant and n is a positive constant less than unity. This, of course, is made possible because data of a very small range. of particle size are being fitted by the curves of No. 2 and the hereby suggested relationship. A sound comminution theory should be applicable to a relatively large range of particle size. George B. Clark (Department of Mining Engineering, University of Illinois)—While the experimental work of Walker and Shawin this article is of intrinsic value in revealing certain fundamental aspects of machine grinding, milling, and related processes and in adding to the store of information concerning the comminution of solid materials by this particular process, it appears doubtful that the results of their research can be employed to verify either Kick's or Rittinger's theories. Both these laws were originally developed and proposed on the basis of very simple, idealized hypotheses. The creation of parallel idealized physical laboratory conditions which would be required for either their proof or disproof appear to be well beyond the scope of human ingenuity, at least at present. One great weakness of the imputed verification is that the spread of the points plotted on the graphs is not sufficient to permit accurate 'curve fitting. The range of particle sizes included in the belt and wheel grinding is not extensive enough to show any general trends, particularly for the horizontal portion of the curves, said to represent Kick's laws. That the milling; grinding, and turning data obtained by Walker and Shaw for both metals and minerals happen to comply with. certain interpretations of these two theories under certain specialized conditions

Cowles, Cleveland, Ohio (commuaication to the Secretary*):—Mr.Gillette's paper and his deductions seem to me of the very greatest importance, if the validity of his conclusions and figures can be confirmed. His work seems to solve an unfinished problem that I attempted to solve on the same lines about two years ago, at a time when I was preparing a paper' on another subject for the American Electrochemical Society. The following paragraph is quoted from the paper referred to: "I feel convinced that a further study of the heats of combination now known for so many compounds, which merely express in other terms their voltages of disruption, will show us the allowance that must be made as a departure from unity in the case of each element, for the intrinsic charge of its elementary molecule, and thereby render possible the creation of a table of apparent relative atomic capacities for electricity, similar to the table of atomic weights.
