IT Is well known that the Cottrell process is more easily applied to certain kinds of smoke than to others. The successful Cottrell installations are those treating smokes that carry dust of a mechanical nature; also smoke carrying fume dust that contains an excess of sulfuric acid over that required to combine with the oxides in the dust. But up to the present time the process has not reached a satisfactory economical basis of operation, in the treatment of smoke' containing basic dust. It is not impossible to make a smoke containing basic dust suitable for the process by. humidifying or acidifying. A number of Cottrell plants use these two methods of conditioning smoke previous to Cottrell treatment, which are quite successful, but the use of either results in expensive operation and a substantial loss in metals.. For these reasons, I would say that the baghouse process has not been replaced by the Cottrell process in the treatment of smelter basic smoke. Basic smoke must be given a. preliminary conditioning treatment because the dust is not a conductor of electricity; the water or acid treatment imparts some conductivity to the dust.. The rate at which dust is recovered depends on the proportional amount of power transmitted to the, treater and on the rate at which the smoke passes through; therefore to maintain a maximum constant amount of power across the electrodes of the treater, the same degree of conductivity should prevail, at all times between the surface of the electrodes. For all practical purposes, in the application of this process to lead and copper-smelter smoke, we can consider that the conductivity of the gases is a .constant. The variations in temperature of the smoke have a much greater effect on the solids than on the gases; the only instance where the temperature of the gases plays an important part in the process is at plants using humidifying: The temperature does not affect the conductivity of mechanical dust because such dust has natural conductive properties. However, in the case of smoke carrying acid-fume dust, where the conductivity is imparted to the dust particles by coming into contact with the acid fumes, the temperature is of importance.

As MOST of the oil production comes from leased-lands and not fee property, I shall refer to "leases" as covering the producing tracts. To produce oil, leases on land must first be obtained. Well-selected leases are all important. Not many years ago, the location for drilling for oil in wildcat territory was too frequently determined by the nearness, of adequate water and fuel supply, or with a view to cheapness of transportation. To some extent, the "creekology" theory is the result of the number of wildcat tests made near streams, to obtain water for operations. Now, an up-to-date operator will depend on his geologists for his location and, in many cases, will spend thousands of dollars to get water to it. The wisdom of following the geologist rather than the creek has been abundantly demonstrated in the past few years. In vast territories, where dry holes are spotted at intervals of a few miles or less. apart, and by reason of which these territories have been condemned for oil, the geologist is now finding many more spots that are producing large quantities of oil. No better tribute to the work of the geologist can be found than the surface and subsurface work being done in practically all parts of Oklahoma and the development had as a result of this, work. A land department is usually organized by placing in charge a man who is not only acquainted with the oil development, but who is a shrewd buyer, a first requisite for which should be unquestioned integrity. It takes a shrewd buyer to resist the persuasive lease broker, frequently backed by a geological picture from which the oil fairly drips. The geologist can help a lot by being absolutely honest when he makes these pictures; he will also thus strengthen his own cause. A geologist should interpret his own work and put his name behind his interpretation. If he does not he is liable to be misquoted and often discredited, as a result, by some overzealous lease broker giving an interpretation never intended by the geologist.

If asked whether limestone production was a mining problem I would not hesitate to answer emphatically in the affirmative. The question, "When is a quarry a mine?" is familiar. The immediate mental picture induced by the thought of limestone production is that of an open quarry. All are familiar with the open pit in the iron-producing districts of Minnesota and Michigan and the open cuts of the so-called "porphyry" coppers of the West. If these are mines, they differ little from limestone quarries in general mode of operation; if quarries, why do they need the attention of mining engineers? During 1923, the United States produced in round numbers 70,000,000 tons of iron ore. The limestone production of the United States for the same period was something over 100,000,000 tons. In tons, it about equals the oil production of the United States. The uses of limestone are legion. A paper read by a prominent engineer of Chicago, at the meeting of the National Crushed Stone Association held last February in St. Louis says: "There is no industry in the United States today that is more basic in its operation or by itself controls more industries. There is hardly a chemical operation, hardly a metallurgical operation or building operation that a crushed-stone man does not control if he will jump in and make the full utilization of it." Some of the many uses are for road metal, concrete, railway ballast, building stone: riprap, and rubble, the manufacture of iron and steel, alkalies, calcium carbide, magnesia, carbolic and carbonic acids, asphalt filler, mineral wool, poultry grit, sulfuric acid, phosphates, nitrates, soap, baking powder, the purification of copper and prevention of coal-mine explosions, to say nothing of the quantities used in the making of lime and cement. It has been said that without iron we would revert to the Stone Age; how much iron would we have without limestone? From the point of view of the mining engineer, using the term in its broad sense to include geologists and metallurgists, the production of limestone is important because of its occurrence, volume, commercial importance, and the problems presented by its recovery and treatment.

HUBERT INGERSOLL ELLIS Hubert Ingersoll Ellis, who met accidental death on Jan. 6, 1919, in eastern Washington, had already advanced far in the profession of mining engineering and gave promise of a brilliant future. He was born on the Washington coast in June, 1889, and had his preparatory schooling at Menlo, Wash. In 1905; he entered the College of Mines of the University of Washington, and at once made a high record of scholarship. After completing 3 years of his technical course, he went to the interior of Alaska, where he spent 4 years in mining. During this time he was field correspondent for technical-magazines and wrote several important articles. In 1915, Ellis completed his senior year in the College of Mines; his graduation thesis was a comprehensive paper on mining methods at Fairbanks, Alaska, which was published as a series of articles in the Engineering and Mining Journal. On July 14, 1915, he entered the employ of the Bunker Hill & Sullivan Mining & Concentrating Co., Kellogg, Ida., as an underground miner, and was soon promoted to the position of operative on experimental metallurgy and later chemist in the same work. Later, he did exhaustive work on flotation with particular attention to the use of various addition agents. For the past 212 years, his work was largely in the field, examining mining prospects and directing work of investigation, during which time, while located at Sumter Valley, Ore., in 1916, he was elected to membership in the American Institute of Mining and Metallurgical Engineers. During the same year, he was married to Miss Grace Wells, of Arkadelphia, Ark., and besides his widow leaves a young son. In Hubert I. Ellis, there was found the rare combination of executive, administrative, and business ability, together with a temperament exceptionally well adapted and trained for research work and for the careful and exhaustive examination of engineering problems, both practical, and academic. These qualities were in addition to a splendid physique and a personality that made him highly successful in the handling of sub-ordinates and in his contact with his associates and the public.

WHILE Mr. Fahrenwald has been working on the fundamentals of ore-dressing, in Idaho, the Northwest Experiment Station of the U. S. Bureau of Mines, in cooperation with the University of Washington, has been studying the corresponding fundamentals for the closely-allied subject of coal-washing. In this work many of the principles outlined in Mr. Fahrenwald's paper have been touched on, one important exception being that phase of his studies where conditions were approximated between those existing on a table and those existing in a hindered-settling classifier. During the past three years this work has been given over almost exclusively to a study of coal-tabling to devise better methods of cleaning fine sizes of coal, particularly the coals of the Northwest, which are very difficult to wash. One important result of this study thus far has been the development of a satisfactory hindered-settling coal classifier, now in use in several commercial plants. Recently table stratifica-tion has been the subject for study. This latter phase of the work with coal,. as well as the earlier portion dealing with hindered-settling classification, has in a measure paralleled Mr. Fahrenwald's work with ore. Without going into details about the results of the coal experiments, I shall merely say that, from a quali-tative standpoint, they are, in general, concordant with Mr. Fahrenwald's, but that from a quantitative stand-point the results, particularly those with, table strati-fication, are somewhat different. These differences may disappear as the work progresses-Mr. Fahrenwald is further ahead with his experiments than we are at the Northwest Station-but if not, the disparity would not be surprising, and indeed would be what one might reasonably expect when investigators work on two very dissimilar materials and use different apparatus and methods of study. However, this- mention of our coal-washing experiments is made only in passing. A principle of general application that may be estab-lished from Mr. Fahrenwald's paper is that different types of stratification should be used in successive' gravity-concentration processes to. obtain best results.

EFFECTIVE methods for determining grade and reserves of pegmatites in advance of mining have been developed in recent years. When intensive work began on the economic geology of pegmatites during the early years of World War 11, it was widely believed that grade and reserves could be estimated only in a most general way. The literature indicated that not all pegmatite deposits are unpredictable, but statements emphasizing unpredictability and irregularity seem to have been more widely accepted. Many standard references reflect the prevailing opinion that minerals: are unsystematic in their occurrence in pegmatites. Pegmatites have been described as "notorious for their irregular structure," and minerals within pegmatites as "irregularly distributed." "irregularly disseminated," of "erratic occurrence," "proverbially erratic in distribution," "characterized by extreme irregularity in ... size and distribution of the essential minerals, and variety and proportion of the accessory minerals," and "spotty.'"" Over many years, however, geologic techniques have been applied with increasing success to economic analysis of pegmatites. Investigations, chiefly since 1939, have shown that mineral distribution and structure of pegmatites are largely systematic and that detailed geologic study can be used to predict the size and shape of mineral deposits in pegmatites. Because the writers are most familiar with the pegmatites of the Black Hills, S. D., examples cited are from that area." Pegmatites mined in other dis- * All examples are described more cornpletely elsewhere.: tricts are similar to those in the Black Hills," and the techniques described here have been applied by geologists and engineers working in other districts. In actual practice few pegmatite mine operators attempt to make accurate estimates of grade and reserves in advance of mining. Many deposits are too small for mining except on a very small scale; few pegmatite mines have more than ten employes. Hence there is little systematic preparation for mining, and the capital outlay may be so small that only a general knowledge of reserves is necessary. Technical personnel are rarely employed by pegmatite mine operators to make such estimates. In the future, however, as capital outlay becomes larger, estimates of grade and reserves will have to be more accurate. Geologic Aspects of Determining Grade and Reserves Estimating grade and reserves requires that the type of pegmatite, the size and shape, and the internal structure be determined by detailed geologic mapping and careful mineralogic study. The wide variations in the texture and distribution of minerals within many pegmatite deposits make a thorough geologic study of this kind necessary before it is possible to decide what sampling methods should be used to determine mineral content or grade. Types of Pegmatites: The first step in economic appraisal of a pegmatite is to determine the min-eralogical and structural type. In general, pegmatites may be classified into two groups: 1) those in which component minerals are more or less evenly distributed throughout the entire body and show relatively minor variations in texture, and 2) those in which component minerals have been segregated into units with recognizable differences in texture, mineralogy. or both. Johnston" has classified these types of pegmatites as homogeneous and heterogeneous, respectively. Cameron et al.10 have used the terms ~inzoned and zoned for similar types. The difference between the homogeneous and heterogeneous types is of great commercial importance. Homogeneous pegmatites can seldom be mined where the products are concentrated by the hand methods now commonly used, but they have been mined in a few places where a milling process has

I. GEOLOGY AND ORE OCCURRENCE IN central Colorado is a great belt of intrusive porphyry nearly 100 miles long (160 km.), extending from the Clear Creek district on the north to Aspen on the south, which includes many of the well known mining camps of the State. Near the southern end of this belt, at Leadville, the occurrence of these intrusives is most marked, resulting in intensive mineralization and the formation of a great variety of large orebodies. During the past 40 years, Leadville has been a steady producer of gold, silver, lead, zinc, manganese, iron, and bismuth, in the forms of sulfid, carbonate and oxide ores. It is the purpose of this paper to discuss pyrite alone, which, under present economic conditions, is valuable chiefly for its sulphur contents. The ore-bearing formation of the Leadville district consists of two beds of limestone separated by a layer of quartzite. The upper limestone is carbonaceous, and is known locally as the blue limestone. It varies in thickness from 50 to 300 ft. (15 to 91 m.). The lower limestone is Silurian, known locally as white limestone, and is about the same thickness as the upper bed. Underneath the Silurian limestone is a layer of Cambrian quartzite front 100 to 250 ft. (30 to 76 in.) thick resting on Archean granite, which forms the limit of ore deposition. As a rule, there is a sheet of white porphyry above the upper, or blue limestone; a sheet of gray porphyry is associated with the blue limestone, either in or below it, but the porphyries are not so regular as the quartzites and limestones and are not always found in their expected positions. Throughout the district there is an elaborate system of faults and intrusive porphyry dikes, which have all important bearing on ore deposits. The writer has seen two or three orebodies which were not closely associated with either a fault or a porphyry dike, but if the minor fractures and water courses are considered as part of the fault system it is safe to say that all orebodies are directly traceable to one or both of these causes.

Sulfur is a nonmetallic element widely distributed in nature. It constitutes 0.06% of the earth's crust but only a very small portion occurs in sufficiently concentrated amounts to justify mining. Sulfur occurs in practically all animal and plant life. It constitutes approximately 0.09% of the elements in the oceans; it has been found in meteorites. Sulfur was known and used by man before recorded history. The American Chemical Society approved spelling for the element is sulfur. The English spelling sulphur is used commercially in the United States. In ancient times, sulfur was called brimstone, literally "burning stone." Today the term brimstone is used interchangeably with the term elemental sulfur. Sulfur is found naturally in the elemental form in subsurface deposits associated with gypsum and anhydrite in salt domes and sedimentary formations in evaporite basins and in solfatara-type deposits associated with volcanoes and mineral springs. Sulfur occurs also in molecular combination in ferrous sulfides (pyrites and pyrrhotite) and nonferrous sulfides (copper, lead, zinc, and nickel), and in mineral sulfates (gypsum and anhydrite); as hydrogen sulfide contaminant in natural gas; as organic compounds in crude oil and tar sands; and as pyrite and organic compounds in coal and oil shales. Sulfur resources are abundant and exist throughout the world but the extent to which they can be classified as reserves is greatly circumscribed by prevailing prices and technology. Estimates of world sulfur reserves are compiled by the U.S. Bureau of Mines. A compilation of reserves by area and source of sulfur published in 1970 and presented here as [Table 1] totaled 2.47 billion tons (Lewis, 1970). The effect of the decline in prices which has occurred since the earlier estimate is dramatically illustrated by the 1972 estimate of the U.S. Dept. of the Interior which shows world sulfur reserves of only 1.2 billion tons (Anon., 1972d). Sulfur is produced commercially from one or more sources in nearly 70 countries of the world. World production of sulfur in all forms totaled 41.6 million tons in 1971. (Sulfur statistics given in this chapter are long tons.) Native deposits, sulfides and oil and gas contributed, respectively, 31, 41, and 25% of world production (Table 2). Of the sulfur produced from native deposits, salt domes accounted for 54% and evaporite basin deposits, 44%. Volcanic deposits are of little significance except for local consumption. The past two decades have seen important shifts in the world's sulfur sources. In 1950, native deposits and sulfides each supplied about one-half of the world's production. During the 1950s, sulfur recovered from oil and natural gas grew rapidly, representing about 10% of the total by 1960. Since then, the petroleum industry has continued to increase its relative importance as a source of sulfur, representing more than 30% at 1972 year-end. Sulfur is generally classified as elemental or nonelemental for statistical purposes. Elemental sulfur is sulfur produced in the pure, uncombined form. It includes production from native deposits, as well as that recovered in the elemental form from oil and natural gas or other sulfur-bearing materials. When produced from other than native deposits, it is generally referred to as recovered elemental sulfur. Nonelemental sulfur is that which is utilized commercially in molecular combination with other elements, such as sulfides or sulfates. Elemental sulfur is being produced from salt dome deposits in the Gulf Coast region of the United States and the Isthmus of Tehuantepec in Mexico, and from evaporite basin deposits in west Texas, Poland, Sicily,

HOYT.-The question of adding the ferromanganese to the ladle or to the furnace involves both theoretical and practical questions and its discussion might very easily occupy the rest of the day. One of the points to be kept in mind is the desirability of obtaining uniform steel. If ferromanganese is added to the ladle, it is necessary first to melt the manganese and then to distribute uniformly throughout the heat. The only heat available for this purpose is that of the molten steel itself. No doubt sufficient heat is present, but in our desire to pour the steel as quickly as possible there is hardly sufficient time allowed, many times, for the proper distribution of the manganese. In other words, this is an operation which takes a certain amount of time and any undue shortening of the time allowed must affect the quality and uniformity of the steel. Again, this particular method does not lead to as efficient a use of the manganese as might be desired; a contention which is based on theoretical grounds. In concentrated solution, manganese will completely reduce all the ferrous oxide, the presence of which I hypothecate and produce, as the reaction product, manganese oxide. In dilute solution, the manganese only partly reduces the iron oxide, but the manganesee oxide which does form dissolves the iron oxide in simple solution. The dissolution of ferrous oxide in the manganese oxide will result in a more economical utilization of the manganese and an equal purification of the heat. This whole point, at present, has not been definitely proved and its answer will involve very difficult research work. On the other hand, if the manganese is added to the furnace, the heat of the furnace is used to melt the alloy and there is plenty of time during tapping for the manganese to be very uniformly distributed throughout the steel. By distributing the alloy throughout the charge we can secure a better utilization of the manganese than is possible if the addition is made to the ladle. Certain other points, such as the recovery, have been dealt with at greater length in the paper.

The transformation of eutectoid beryllium bronze has been quantitatively investigated at 550° and 592°C, the temperature region where the products of p decomposition are a fine lamellar eutectoid and a coarse lamellar aggregate which replaces the fine eutectoid with prolonged annealing. Metallographic evidence indicates that the coarse lamellar aggregate forms preferentially in the most densely lamellated regions of the fine eutectoid and favors the hypothesis that the development of the coarse lamellar aggregate in the fine eutectoid is due to the occurence of a cellular segregation reaction. WHEN eutectoid beryllium bronze (Cu-94 pct, Be-6 pct) is isothermally transformed at high temperatures in the and y region after quenching from the fl field, the principal initial decomposition process is G one of growth of approximately spherical nodules composed of a number of lamellar colonies of the a and y phases. After the initial reaction has proceeded substantially or completely, depending on the transformation temperature, a second reaction occurs wherein the fine lamellar eutectoid is replaced by a coarser lamellar aggregate composed of the same oand yphases.' This reaction is not simply a spheroidization of the initial fine eutectoid but the nucleation and growth of a coarser, structurally different, and more stable distribution of the @and yphases. Fig. 1 illustrates the replacement of the initial fine lamellar structure by a coarse lamellar aggregate. The a phase is the dark mottled constituent; the light constituent the y phase. The phase diagram for the copper-rich end of the Cu-Be system2 is shown in Fig. 2. The a phase has the face-centered cubic structure characteristic of copper-rich solid solutions. The B phase is a disordered body-centered cubic structure, while the y phase is body-centered cubic, ordered (CsC1, B2 type). A. viswanathanS investigating Debye patterns of Cu-6 pct Be discovered that a transitory phase appeared on very rapid quenching from the /3 region which was absent when the quenching velocity was moderate. The phase could be assigned a body-centtred cubic structure with a lattice parameter of 2.876. Tempering at 100°C for 2 hr after quenching resulted in complete disappearance of the phase. The work of Fillnow and Mack' is the only previously published study of the isothermal transformation of eutectoid beryllium bronze. Their study elucidated the nature of decomposition at various subcritical temperatures in an exploratory fashion. The purpose of the research reported in this paper was principally to obtain quantitative information on the isothermal decomposition of the fl phase and to clarify the relationships existing between the fine lamellar eutectoid and the coarse lamellar aggregate. EXPERIMENTAL PROCEDURE The material used in this investigation was an almost eutectoid Cu-Be alloy bar furnished by D.J. Mack. The alloy had been melted under a protective carbon cover and centrigugally cast into a graphite mold preheated to 490 "C. Segregation was minimized by violent agitation during melting and pouring. The analysis of the casting was 93.85 pct Cu, 5.60 pet Be with traces of Si, Mg, Mn, Co, and Al. To determine the minimum soaking time necessary to insure specimen homogeneity, a number of specimens were held in the P region at 788OC for times fron 1 min to 12 hr and isothermally transformed at 550°C. In the course of this address, President Raymond referred to the law, said to have been discovered at the French works of Terrenoire, that the amount of phosphorus may be increased without injury to steel, if the amount of carbon be proportionately decreased. The works named have been for more than a year, it is said, manufacturing in the open hearth, by the Martin process, steel rails containing as high as 0.35 per cent. of phosphorus, with about 0.15 per cent. of carbon, which were not found inferior to Bessemer rails. It is not claimed by the manager of the works that phosphorus is an ingredient to be preferred, or purposely introduced; but only that materials containing it (such as old iron rails, etc.), can be succesfully employed. Other parties have apparently a higher opinion still of the new manipulation, and are prepared to claim for " phosphorus steel" superior qualities. Mr. I. Lowthian Bell alluded to the subject in his recent address as President of the British Iron and Steel Institute, but without expressing a positive opinion. After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in .the case of wrought iron; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.

Improvements in the X-ray method of measuring liquid saturation and saturation distribution are presented. Two identical direct current amplifiers have been added to measure continuously the intensities of the X-ray tube output and the beam which has passed through the core under test. The ratio of these intensities is automatically recorded on a modified Brown Electronik Recorder. Arrangements have been made to drive the core automatically and in synchronism with the recorder chart so as to give a continuous curve showing the variation of liquid saturation along the length of the core. By determining the ratio of the two X-ray beam intensities simultaneously the measurements are made essentially independent of small fluctuation in voltage and current supplied to the tube. This improved technique has been used for investigating the fluid distribution along the length of cores and core assemblies when one fluid is displaced by another. Typical results of these studies are shown. INTRODUCTION In a previous publication' a method was described for measuring the oil saturation in cores which was based on the absorption of X-rays by the fluid content of the core. While that technique is capable of yielding accurate results, the original apparatus was not especially convenient for determining the fluid distribution along the length of a core. This was primarily due to the slow response of the amplifier and galvanometer and the necessity of making a point by point survey of the material under investigation. It was, therefore, not only possible for sections of the core having a variable or unusual saturation distribution to escape observation entirely, but changes in output of the X-ray generator between readings on the unknown and the monitor introduced errors in the measurements that could be avoided only by further stabilization of the source or by taking a large number of readings. This paper describes a method and apparatus for recording continuously and automatically the intensity of the X-ray beam that is transmitted by a core. The variation of saturation with time at a given section of the core may thus be found, or by scanning the core by driving it in synchronism with the recorder the saturation distribution may readily be determined. As indicated in the previous paper, the X-ray method possesses an advantage over the weighing technique in relative permeability experimentation in that the core need not be removed from the holder for the purpose of making a saturation measurement. Furthermore, the actual distribution of fluid and the effects upon that distribution of inflow and outflow heads may be investigated. And errors due to gas bubbles or loss of liquid that are frequently sources of error in volumetric methods of saturation determination are avoided. PRINCIPLE OF THE METHOD The energy in an X-ray beam that has passed through an absorbing material is expressed by the well known formula: E = E0, e-cd (1) where E, is the energy in the incident beam, µ the mass absorption coefficient, c the density or concentration of absorbing material, and d is the length of path of the beam in the absorber. The coefficient µ varies with the wavelength of the radiation as well as with the absorbing material. The output of an X-ray tube varies in an approximately linear manner with the tube current, but to the second or higher power of the anode voltage. Moreover, the quality or wavelength distribution of the radiation varies with the voltage.

There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia. IT has been shown that the isothermal transformation of austenite in a special steel can be modified by isothermal holding in the high subcritical transformation range.' Since this treatment potentially leads to increased hardenability, limited testing has been completed to determine if the stabilization effects observed with this treatment can be used to advantage in the heat-treating of 4340 steel. As an index of the effects of the several austenitizing treatments on the hardenability of the steel, Jominy-type hardenability tests were completed for specimens 2.5 in. in diameter and 8 in. long. Since the steel studied is to be used at strength levels where notch sensitivity is of major concern, notch sensitivity after selected austenitizing treatments has been evaluated by notch tensile tests for several specimen sizes. The steel composition and the austenitizing treatments are given in Table I. The test specimens are presented in Fig. 1. The hardenability data are given in Fig. 2 and the notch tensile properties are presented in Fig. 3. The hardenability of the steel investigated when determined by use of the standard Jominy test specimen2 as high and remained essentially unchanged for the different austenitizing treatments. For the larger test specimen, as has been shown by other investigations," the characteristic hardenability indexes are changed and it becomes possible to isolate austenitizing treatments which promote maximum hardenability. The stepped austenitizing treatment promotes higher hardenability as is indicated in Fig. 2. The evaluation of notch sensitivity for very high strength steels is best accomplished by means of the notch tensile test. The experimental conditions of the test, however, modify the notch strengths measured, and in the present experimentation an effort was made to achieve a limiting notch condition by fixing the notch root radius at 0.001 in. while the specimen diameter was allowed to increase from 0.3 to 1.1 in.* For this root radius the notch strength, 0.3-in.-diam specimen, and this trend differs from that for the larger specimens. At the highest tempering temperatures the 1.1-ip.-diam specimens yield comparable results for the austenitizing treatments compared. Precipitation processes leading to drastic property changes are a frequent occurrence in titanium alloys containing large amounts of the retained high temperature P phase. In order to establish the kinetics and nature of these precipitation processes, a series of Ti-V alloys was studied. Time-temperature-transformation diqgrams were obtained for 12.5 and 15 pct V-Ti alloys. These diagrams consisted of two intersecting C-shaped curves: one in the high temperature region for the euilibrium transformation P +u+P, and another at lower temperatures depicting the formation of the meta-stable transition phase, o. Presence of the transition phase retarded the precipitation of the equilibrium a phase. Deformation of retained P resulted in the formation of the o phase. Reversion and retrogression phenomena of the transition phase were observed. A negative temperature coefficient of resistance was found in quenched alloys containing from 15 to 20 pct V. CERTAIN titanium-base alloys can be heat treated to produce appreciable changes in properties. For example, remarkably high hardness values may be obtained by aging or isothermal quenching treatments. Most of the information available to date on the hardening of titanium-base alloys has been systematized recently in an article by L. D. Jaffe.' It was pointed out by that author that the hardening was the result of the decomposition of the retained j3 phase to the equilibrium constituents, a and p, and that this decomposition had many of the characteristics of an age-hardening reaction. Recent work by Frost et al.' 3 has contributed much to the fundamental understanding of the hardening mechanism in titanium-base systems. These authors established the presence of a transition phase in the transformation from j3 to a + j3, which they designated o. The transition phase, in their opinion, was at least partially responsible for the hardening and embrittling effects which accompanied low temperature aging. The present investigation of the mechanism and kinetics of the hardening reaction was carried out for the Ti-V system. Ti-V alloys were ideally suited for a study of the decomposition of j3, since age hardening was known to occur readily in this system." Moreover, no intermetallic compounds occur in this system, Fig. 1, thus simplifying the interpretation of the results. Material and Procedure Alloys containing 12.5 and 15 pct V were prepared by Battelle Memorial Institute from iodide titanium furnished by Watertown Arsenal and vanadium of 99.8 pct purity. Ingots of 8 Ib each were prepared by arc melting in an inert atmosphere with a tungsten electrode and water-cooled copper crucible. Each of the ingots was melted once, forged at 1600°, and rolled at 1400°F. Following this, the ingots were remelted, forged, and then rolled to % in. sq bars, which were subsequently grit blasted, pickled, and wire brushed. Another set of alloys containing nominally 17.5 and 20 pct V was produced by the Research Div., New York University. These alloys were arc melted in an inert atmosphere in lots of 20 g each. Heat-Treating Procedure: Whenever feasible, specimens were heat treated in high vacuum resistance furnaces at pressures below 5x10." mm of Hg. IN this paper, the results of an investigation concerning the diffusion of three elements, magnesium, silicon, and molybdenum, in nickel are presented. The work represents a continuation of a diffusion program relating to solute diffusion in nickel. The program has the dual aim of obtaining useful diffusion data and of yielding insight into the factors governing solute diffusion in close-packed metals. The first paper of this series has been published earlier? In both investigations, in agreement with recent results from other laboratories, the activation energies for solute diffusion were found to be close but not identical to that of self-diffusion in the pure solvent in question. In order to obtain valid diffusion data, certain experimental pitfalls recognized only in recent years had to be avoided. Chief among these were the necessity for minimizing short-circuiting diffusion paths such as grain boundaries and the necessity for using low solute concentration gradients. In this series of investigations the following precautions were taken in an attempt to minimize such errors. 1) Samples with large grain sizes, 0.5 to 10 mm, were prepared. 2) The diffusion coefficients were measured at relatively high temperatures, since imperfections such as dislocations play a less important role at such temperatures than at lower temperatures. 3) Alloys containing less than 1 atomic pct were chosen for study. Experimental Work Materials—A diffusion couple technique was employed in the experimental investigation. Briefly, this technique consisted of the following. A diffusion couple was fabricated by placing a flat face of a cylindrically shaped alloy disk against a similar face of a pure nickel disk, and a bond was formed at an intermediate temperature under pressure. The diffusion couple thus fabricated was subjected to a diffusion anneal at higher temperatures for a measured period of time and then sectioned perpendicular to the direction of diffusion. After analyzing the sections for solute concentration the diffusion coefficient was determined from a probability, plot of concentration vs distance from the diffusion interface. Vacuum melted Mond nickel was used in the experimental program. The chemical analysis of this nickel is listed in Table I. Alloys used were prepared

IF ASKED whether limestone production was a mining problem I would; not hesitate to answer emphatically in the affirmative. The question, "When is a quarry a mine?" is familiar. The immediate mental picture induced by the thought of limestone production is that of an open quarry. All are familiar with the open pit in the iron-producing districts of Minnesota and Michigan and the open cuts of the so-called "porphyry" coppers of the West. If these are mines, they differ little from limestone quarries in general mode of operation; if quarries, why do they need the attention of mining engineers? During 1923, the United States produced in round numbers 70,000,000, tons of ore. The limestone production of the United States for the same period was something over 100,000,000 tons. In tons, it about equals the oil production of the United States. The uses of limestone are legion. A paper read by a prominent engineer of Chicago, at the meeting of the National. Crushed Stone Association held last February in St. Louis says: "There is no industry in the United States today that is more basic in its operation or by itself controls. more industries. There is hardly a chemical operation, hardly a metallurgical operation or building operation that a crushed-stone man does not control if he will jump in and make the full utilization of it." Some of the many uses are for road metal, concrete, railway ballast, building stone, riprap, and rubble, the manufacture of iron and steel, alkalies, calcium carbide, magnesia, carbolic and carbonic acids, asphalt filler, mineral wool, poultry grit, sulfuric acid, phosphates, nitrates, soap, baking powder, the purification of copper and prevention of coal-mine explosions, to say nothing of the quantities used in the making of lime and cement. It has been said that without iron we would revert to the Stone Age; how much iron would we have without limestone? From the point. of view of the mining engineer, using the term in its broad sense to include geologists and metallurgists, the production of limestone is important because of its occurrence, volume, commercial importance, and the problems presented by its recovery and treatment.

If a bar of wrought iron or steel is suddenly cooled from a bright red-heat, the contraction which then occurs is considerably greater than the expansion previously caused by heating the bar, so that its final length is considerably less than its initial length. Mr. Thomas Wrightson has investigated this phenomenon,* and has shown that not only does this permanent contraction occur on sudden cooling, but, if the heating and cooling be repeated, say fifty times, a further permanent contraction occurs at each successive cooling. In Mr. Wrightson's opinion, this contraction cannot be explained on mechanical grounds, and he ascribes it to some molecular change caused by sudden cooling; but I think that we need not invoke mysterious molecular changes to explain this phenomenon, which appears to me to be due to very simple and purely mechanical action. Let us consider the cooling as divided into two periods, in the first of which the exterior or skin of the bar becomes almost completely cooled, and hence tends to contract almost to its initial dimensions, while the still hot arid plastic interior contracts but little; in the second period the already cool skin remains nearly constant in temperature, and hence tends to contract but little, while the interior cools from a comparatively high temperature to the ordinary temperature, and hence undergoes great contraction. The excess of the contraction of the skin over that of the interior during the first period tends to make the bar bulge in the middle of its length. This, as well as the decrease of density which occurs, Mr. Wrightson correctly explains. The interior of the bar just sufficed to fill the skin when both were in their initial condition, before being heated at all. At the end of the first period, the volume of the still hot interior is more than the now contracted skin can hold while maintaining its initial shape; and the effect is much the same as when we powerfully blom into a soft India-rubher Lag of the shape of the skin of the bar—it bulges, and tends to approach the spherical shape, in which the ratio of surface to

HISTORICAL ORIGIN OF THE EXPORT CREDIT AGENCIES Almost since the inception of international commerce sellers, having manufactured and/or sold and shipped goods to an overseas buyer, have been obliged to accept the risk that they will not be paid for one reason or another. There are many reasons why payment may not be forthcoming, for example, the goods may be lost at sea, or rejected by the buyer or the buyer nay simply not be creditworthy. These risks were brought into sharp relief as international trading became more sophisticated and the practice of giving credit to buyers gathered momentum. Inevitably enterprises sprang up which offered same mitigation of this exposure, accepting houses and later confirming houses and banks were prepared to assure acceptable credit risks an behalf of the seller, usually by discounting trade paper, and for many years the market ticked over reasonably satisfactorily. However, after the 1914-18 War international trade was at an extremely low ebb and its inherent risks were accentuated to a point where they were often commercially unacceptable. Yet a healthy and vigorous international market was indispensable to recovery of the world economy and a number of governments, led by the United Kingdom, perceived a need to offer their exporters a comprehensive form of insurance, particularly to facilitate the extension of credit to foreign buyers. In the United Kingdom the Export Credits Guarantee Department (ECGD) was set up to encourage trade through the provision of export credit insurance. Over the ensuing years others followed suit and now most of the developed trading nations and many developing nations have similar agencies. PRESENT DAY IDLE OF THE EXPORT CREDIT AGENCIES (ECAS ) Traditionally then the BA's role was to encourage trade through the provision to exporters of insurance against the risks of non-payment by overseas buyers of their goods and services. However, during the 1970's the manufacturing industries of most of the developed nations found themselves facing severe competition for business, particularly in the developing world. As a result the more aggressive ECA's began to introduce ancillary forms of cover designed to reduce exporters' risks outside of the credit field. For instance, most of the European agencies now have a form of cover against foreign exchange risks here contracts are denominated in currencies other than that of the exporter's country. Most of the agencies also provide cover to exporters against the risk of unfair calling of bid, advance payment, performance bonds etc and in certain countries, where high inflation rates were endemic, a form of cover against cost escalation. In certain circumstances it is also possible for an exporter to obtain cover against losses arising as a result of the involvency of a partner in a consortium or joint venture. These are all forms of insurance but, also during the 1970's, many of the national export credit programmes took a major step away from their original raison d'etre by facilitating the provision of preferential financing terns for the acquisition of capital equipment by an overseas buyer. This new line of business quickly became an important ingredient of major export financing packages and, as we shall see later, turned out to be extremely costly for the countries providing it.
