The layer growth method has been used to investigate the reaction kinetics of liquid titanium and hafnium with carbon and the [liq] - [liq + TiC] and [liq] - [liq + HfC] phase boundaries at temperatures above 1800°C. The equipment and experimental procedures used in this investigation are basically identical to those described in an earlier paper' on the Zr-C reaction. Temperature control, however, was improved significantly by connecting a Latronics Colo-Ratio automatic pyrometer and a controller to the power source. The subsequent temperature variations were ±10°C; previously ±20°C was obtained using manual controls. The absolute accuracy of the pyrometer, however, must be considered to be only ±40°C.* The spectrographic analyses of the materials used in this study are listed in Table I. The isothermal reactions of titanium (1800° to 2700°C) and hafnium (2300" to 3000°C) with carbon (graphite crucibles) resulted in the formation of carbon-saturated liquid metal and layers of Tic and HfC, respectively. The thicknesses of the carbide layers, determined from metallographic measurements at 100 times, as a function of carburization time and temperature are given in Figs. 1 and 2. At each temperature, parabolic growth behavior for these reactions was observed and could be expressed as x2 =Kpt, where X is scale thickness (corrected for heating and coolingL), Kp the parabolic growth constant, and t the isothermal carburization time. Values of Kp as a function of temperature for the carbides are shown in Fig. 3 and listed in Table 11. The growth constants are expressible as: kpTiC = 0.2 exp(-61,800/RT) sq cm per sec for Tic and Kp HfC = 2.62 exp(-95,300/RT) sq cm per sec for HfC. The liquidus phase boundaries were determined from metal samples treated in graphite crucibles for different times ranging from 4 to 100 min at each of the temperatures indicated in Table 11. Metallographic examination revealed that the carbide precipitates were distributed uniformly throughout the frozen metal matrices. This is attributed to the rapid cooling rates (800°C per min) and the small difference in density between the precipitated carbide and the liquid metal.

Believing that the results accomplished in the mill of the Churchill Milling Co., Wonder, Nev., during the fiscal year ended Sept. 30, 1914, will be of interest, I am presenting the more prominent facts and figures showing the progress made in treating this ore with especial reference to tonnage, supplies, costs, and extractions. The mill is situated at Wonder, Nev., in the Wonder mining district, 55 miles east from Fallon, Nev., the nearest railroad point. All supplies are hauled this distance by freight teams, this method of transportation having been found more reliable for continuous service than truclis, the price paid for hauling being slightly under one cent per pound. In this mill are treated the ores of the Nevada Wonder Mining Co. Ore is Unusually Hard The company which tested this ore before the mill was built reported "This ore is an unusually hard, tough, oxidized quartz, carrying a small percentage of high-grade sulphides, containing good values in both gold and silver. None of the rebellious silver minerals appear to occur in appreciable quantities." ... "In regard to the mill tonnage this ore is unusually hard and tough, and a high stamp duty cannot be expected. Using a 20-mesh screen and 1,050-lb. stamps, our best work was three tons per stamp per 24 hours." It is very probable that the ore delivered to the testing plant was harder than the regular mill run has proved to be. However, at present the mine is developed to a depth of 1,000 ft., and still shows hard ore in places at this depth in about the same proportion as on the upper levels from which the test ore came; during this year's work, ore was treated from nearly all levels. Together with this hard ore in the mill feed a considerable proportion appears to be broken down and tending to crumble, thus making an ideal mixture for stamp milling. A small proportion of talc is also noticeable, which sometimes increases in amount to the point where it is very troublesome in the thickeners.

A study of the fracture behavior of unidirectwn-ally solidified Cu-Cr eutectic alloy was performed. Fractured whiskers, grain boundaries, and the interface between proeutectic Cr dendrites and the Cu matrix were the predominant failure initiation sites where grain size was larger. Strain induced void formation was restricted at lower solidification rates. This was attributed to a lack of adequate plastic constraint and a probable preferred orientation. A modification of the Crussard et al. model is presented to explain the appearance of "elongated dimples" on the shear fracture surface. A Cu-Cr alloy containing about 1.8 at. pct Cr solidifies by a eutectic reaction forming filamentary crystals of chromium within a continuous copper solid solution matrix.' Webb and Forgeng2 have shown by bend tests that the extracted chromium filaments, which are ordinarily curved and branched (due to random solidification), have the high strengths associated with whiskers. If an ingot of the eutectic alloy is unidirectionally solidified and appropriate control exercised over the thermal gradient, growth rate, and impurity level, the chromium fibers can be forced to solidify as fibers which are substantially parallel to the growth direction, Fig. 1. Uniaxial tensile tests on these straight chromium fibers extracted from controlled ingots3 have confirmed the earlier bend test results on curved fibers. Combining the facts that the strength and modulus of the chromium filaments are higher than the more ductile copper matrix and assuming that a "good bond" exists between the two phases, the Cu-Cr controlled eutectic system fulfills the requirements for effective fiber reinforcement of ductile matrices as established by studies on fiber glass reinforced plastics and other two-phase systems.4 Therefore, it was decided to study the fracture characteristics of morphologically simple specimens of chromium fiber reinforced copper (i.e., specimens of the controlled eutectic with substantially parallel reinforcing fibers) with the objective of establishing the dominant aspects of fracture. PREVIOUS WORK Comparatively little work has been done to understand the manner in which ductile alloys fail be- cause of the limited demand for this kind of information. Ordinarily ductility is specified for safety or similar reasons and when a part deforms plastically its useful life is terminated. In recent years, however, a number of investigators have begun to

UNTIL recently, the characteristics of cast copper have seldom been studied and such study as has been made has been inadequate. The prevailing idea seems to be that since pure copper is infrequently used in the cast state, there is no reason for trying to establish precise data regard-ing the properties of the metal in that condition. On the other hand, wrought copper either in the shape of sheets or wire rarely fails in service, except as a result of the action of reducing gases at the annealing tempera-tures, so there is little incentive to study the properties of the cast shapes -cakes, bars, ingots and billets-for-the sake of tracing the causes of failures of the wrought metal to the cast stock. However, about a decade ago, wirebars of American origin often cracked badly while being hot-rolled in mills in Germany. This led to four investigations: by E. Seidl and E. Schiebold,1 by P. Siebe,2 by O. Bauer and G. Sachs,3 and by G. Welter.4 These authors came to the conclusion that failures in hot-rolling were due essentially to the presence .of a wide zone of columnar crystals between the thin layer of fine crystals near the surfaces of the bars and the large but more nearly equiaxed grains of the central core. This macrostructural defect was explained in turn by the probable upward deviation in the temperature of the metal while it was being poured into the molds of the casting machine. More recently, cast shapes of copper were investigated by N. P. Allen5 and by C. Blazey.6 Allen examined vertically cast wirebars and hori-zontally cast wedge cakes of electrolytic tough-pitch copper, but only for the distribution of densities; i.e., porosity. Blazey was interested mainly in the mechanism of the variations in electrical conductivity clue to cold-work and anneal, but gave introductively an account of the composi-tion and average densities of the tough-pitch horizontally cast wirebars used. As far as the present writer can tell, no investigation was under-taken for the sake of presenting a picture of the distribution of mechanical characteristics in the wirebars of copper, tough-pitch or otherwise.

Every mathematical statement of a measure of anything (as distinguished from a count') is followed by a qualification—always implied if not explicity stated—-that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accuracy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applications—and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this question of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject themselves. There is great need for more widespread understanding of what lias been discovered and how it applies to the use of laboratory coal tests. What follows is an attempt to condense into a few pages the results of the major investigations so far reported, and to explain their meaning in simple nontechnical language, with the addition of some recent illustrative experiments. Determining Deviations in Quality It is necessary at the outset to distinguish between: (I) the accuracy with which one test indicates the quality on one lot of coal; and (2) the accuracy with which a test of one lot of coal represents the average quality of a commercial product, of which the buyer will presumably receive a series of shipments—perhaps many thousands of tons. It is necessary to make this distinction because coal is a variable material—a heterogeneous mixture of a variety of components—the quality of which will vary from one lot to another. It is seldom the privilege of one who contributes to the Transactions of a technical society, to describe a new industry in which, by processes employed for the first time, are attained results of conspicuous value. There are but few such patches of virgin soil worth the tilling, within the area circumscribed by the industries which have experienced a regular and uniform development. New and startling methods in production are often announced as about to be introduced; but, as a rule, they take their place among the " large desires with most uncertain issues," or give new significance to the historic words of an eminent statesman concerning " the bright beginnings and the bitter end of a halcyon and vociferous proceeding." In this paper I shall have the pleasure of briefly describing a new industry which has been established without announcement or proclamation — the manufacture of serviceable pressure pipes of great strength, from strips of steel or iron wound spirally, heated only along the overlapping edges, welded by hammering and finished into tubes of uniform diameter, and of such length as mag be found convenient in handling and transportation. As such tubes are now manufactured on a considerable scale, in a range of sizes which will soon include everything between 4 inches and 30 inches, and as much larger as may be needed, both process and product are likely to be of interest to engineers in all departments of professional work. The raw material of the industry is the ordinary sheet-iron or steel of commerce, of such lengths and widths as it is convenient to roll. The range of the ganges of the metal which can be employed has riot yet been determined. The lightest metal thus far successfully made into pipe is No. 29 iron, and the heaviest a steel gauging somewhere between 12 and 14. Heavier machines are now building which will bend steel .165 of an inch in thickness, or No. 8 of' the Birmingham gauge. Probably No. 20 or No. 22 will be the lightest used in making commercial pipes; hut the experiment with No. 29 was interesting as showing the readiness with which the flame can be controlled. HOW often has the thoughtful observer pondered the apparent contradictions experienced in the weather? One can take records of two days, one in the winter and one in the summer. The "degree days1' indicate that space heating and domestic load were present in one case and not in the other. The Business Index may be about the same, indicating that the industrial activity of the area and its concomitant use of fuel were about the same. Thus the volume of the products of combustion released to the atmosphere varied only as related to the space heating demand. Yet on one day in winter the atmosphere may be clear and bracing, while on a summer's day the air is thick and murky and the visibility sharply reduced. The situation may be reversed. What are some of the factors that contribute to the creation of these conditions? These few notes have been prepared to indicate some of the influences that are exerted on the problem. The Sources of Atmospheric PolLution The industrial area of Pittsburgh, Pa., has been a dominant center for the production of iron and steel for over one hundred years. In fact, with the growth of the numerous auxiliary processes Allegheny County which contains Pittsburgh is prob- ably the most industrialized county in the world. In addition, the type of manufacture carried out in this area is predominantly dependent on thermal energy (heat). That energy is supplied from coke and coal produced in the vicinity of Pittsburgh Indicative of the stupendous quantities of fuel that are employed in this industrial area's economy, the following (Table I) taken from the U. S. Census (1940) may be of interest. The technical papers of the last few years give numerous in stances of serious failures by cracking or rupture of soft steel boiler plates, marly of which have satisfactorily passed the rigid inspection and tests required by both Lloyds' Register and the Board of Trade in England. I speak of the inspecting department of Lloyds' and the Board of Trade, for we do not begin to have as systematic and intelligent work regularly done in this country as is done by these institutions in England. Tension-tests of this steel have given from 65,000 to 65,000 pounds per square inch tensile strength, with from 20 to 30 per cent. elongation in 8 inches. Chemical analyses have shown the steel to contain from 0.12 to 0.15 per cent. carbon, from 0.25 to 0.40 per cent. manganese, and from 0.03 to 0.05 per cent. phosphorus. All of these tests are considered normal, and, in the words of one of our members, " boiler-plates with these qualities ought not to fail." There are, however, several causes of failure in soft steel plates which, although the writer does not presume to ascribe to then], or either of them, any particular instance, are still dangerous, and ought to be guarded against much more carefully than in usual present practice. These causes are: 1. The hardening property of all steel. 2. Insufficient work from the ingot to the finished plates. 3. Temporary fiber in certain steels. 4. Internal strains caused by unequal work upon the material. Hardening.-The writer, in a paper read before the Institute in October, 1883," made the statement that soft .steel, no matter how low in carbon, would harden to a certain extent upon being heated red-hot and plunged into water, and that it hardened more when plunged into brine and less when quenched in oil, and gave the results of one experiment, merely as an illustration of many which had all confirmed the statement made. The illustration was a heat of open-hearth steel made by the . writer, of 0.15 per cent. carbon and 0.29 per cent. of manganese, which gave (he following results upon test-pieces from the same 1/4-thick plate.

DISCOVERY of new ore in the Eureka district, Nevada, as a result of bold and persistent exploration based on a geologic interpretation of structure has recently aroused wide comment in mining circles. It may therefore be of interest to the profession to have a summary of the historical background and an account of the recent program of development. The mines of Eureka, discovered in the late 1860's, were the first important silverlead mines in the United States. They have a production record of more than fifty-one million dollars.1 After the ore bodies were apparently bottomed in the 1880's, repeated attempts to find new ore were unsuccessful until 1940, when a diamond-drill hole cut a 40-ft width of sulphide ore 1409 ft below the 841-ft level of the Locan shaft. The next hole cut 30 ft, of ore and three additional holes drilled in 1943 and 1944 showed the ore body to be continuous, Shaft sinking to reach and open up the ore body has been in progress since 1945. GEOLOGY Stratigraphy The ore in the Eureka district occurs in a series of Cambrian sediments which is exposed through a thickness of over 6000 ft. IN this paper it is proposed to follow the developments in the design of the lead blast furnace at Port Pirie from the time The Broken Hill Associated Smelters Pty. assumed control in 1915 to the present time, with special reference to the development of the system using two superimposed rows of tuyeres as is now in operation. Lead smelting operations first commenced in 1889, when the British Broken Hill Pty. Ltd. started its first furnace. This was followed by installing two more furnaces during the same year and another the following year. In 1892, Broken Hill Proprietary Co. Ltd. acquired the smelting works and combined operations with those at Broken Hill, New South Wales; by 1897, the whole of the smelting operations had been transferred to Port Pirie and thirteen blast furnaces were built to treat the Broken Hill ore production. In 1915, The Broken Hill Associated Smelters Pty. Ltd. took over from the Broken Hill Proprietary and have carried out operations since that time. From its inception, the present company started on a long range program of reconstruction, in which the development of the lead blast furnace has played a prominent part. A definite trend in plant development has been towards the simplification of plant control by a reduction in the number of operating units. The great advantages of technical control which resulted from the very simplified flowsheet established in the continuous refining process stimulated the desire to extend the principle to the smelting operation. Thus in the sequence of furnaces described here, it will be noted that the trend has been towards larger and, of course, fewer units. With each such development it is significant that the operating conditions and metallurgical results have shown steady improvement. Standard Furnace In 1920 there were seven furnaces operating, five of a type subsequently called the standard furnace and two of the original thirteen smaller furnaces, the latter type being used for the treatment of drosses, etc. produced from the refinery section, while the standard type carried out the main, lead-smelting operations. The standard furnace (figs. 1 and 2) had the dimensions given in table I.

This investigation of bismuth-selenium alloys was made in an attempt to find a suitable material for use in thermoelectric generators. These devices are simply thermocouple circuits designed for the efficient production of electrical energy from thermal energy, which may in turn be derived directly from solar radiation or from the combustion of fuels. The requirements of a material for use in a thermoelectric generator are obviously quite different from those of a material used in a temperature-measuring thermocouple. Naturally, for power generating purposes, the thermoelectric power (voltage produced per degree difference in temperature between the junctions) must be as high as possible. Furthermore, in order to obtain reasonably high power outputs, the materials used in the generator must have an electrical conductivity which is as high as possible. Finally, in order to minimize heat lost by conduction to the cold junction, the thermal conductivity must be as low as possible. The relation between these several factors and the efficiency of conversion of thermal into electrical energy—the thermoelectric efficiency—has been discussed by Telkesl in a recent review of the subject. Bismuth-selenium Alloys work on the equilibrium diagram of the bismuth-selenium alloys has been reviewed by Hanson who gives the diagram reproduced in There are two intermediate phases in this system, BiSe and Bi²Se3. The existence of an alpha and beta modification of BiSe has not been demonstrated satisfactorily and the writer found no evidence of it in the present work. " -Charles Kettering INTRODUCTION Since the early 1970s, there has been no economic phenomenon that has been more widely discussed or experienced in the United States than inflation. Al- though its precise definition and measurement are elusive, inflation has had pro- found and extensive impacts on the manner in which nearly everyone lives. It is painfully obvious to consumers that inflation is characterized by a continuing up- ward spiral of prices. In a capital-intensive industry like mining, those increases can be positively breathtaking. An interesting example is shown in Table 1. Table I shows that on a unit basis, the equivalent 1980 capital cost of Cuajone was over six times the cost of the adjacent and quite similar Toquepala operation completed in 1959. Such sobering statistics weigh heavily on the minds of executives who are contemplating major investments in new mining facilities. In spite of its monumental presence, inflation has usually been either inadequately covered or totally ignored in textbooks on engineering economy. The reasons for this are not entirely clear, but a contributing factor is the inherent difficulty in accurately predicting inflation. However, under certain conditions, inflation may become the most important factor in a mining investment, and it can rarely be safely ignored in capital investment analyses. DEFINING AND MEASURING INFLATION Defining inflation and related terms is relatively easy. Its measurement, how- ever, is the source of almost endless debate in economic and political circles. How- ever, much of that debate is not relevant to the scope of this book, so that only those issues which impact directly on the capital investment decision are covered in this section. Inflation is the general decline in the value of money as measured by what it will buy. It is clear, then, that the rate of inflation varies with the particular currency under consideration as well as the type of goods and services being purchased. IN the past, steam engines were used in practically all cases for driving the machinery, in and about an anthracite breaker, and hence little or no accurate data were available as to the power requirements for starting and operating the individual machines, which make up the complete equipment. It was impossible to segregate the power necessary to drive each individual machine, first, because the equipment was driven in groups, and second, because it was impracticable to obtain graphic, integrated, or instantaneous records of the horsepower used. As a result of these conditions, it was found, when individual electric motors were applied to the various machines, that more accurate and complete data were needed in order to provide motors of the proper power and design for the particular services to be rendered. In order to obtain the desired information, the writers made and collected a number of tests, from time to time, on the individual motor drives in- electrically operated breakers, and as these tests have been of great value, it occurred to them that a paper giving the results might be of service to other engineers interested in similar installations. Table I shows the .results of these tests. All the motors tested were of the three-phase, 60-cycle, 440-volt, induction, squirrel-cage type, except a few, which, on account of size and starting conditions, were of the wound-rotor type. The instruments used in making these tests were: An integrating watt-hour meter, a graphic ammeter, and a graphic voltmeter. These instruments were connected in each motor circuit, and a record of a day's run of 9 hours was obtained from each machine. From these tests, the running light load, the average all-clay load, and the instantaneous peak readings in amperes, volts, and kilowatt input, were obtained. By means of the characteristic curves obtained from these motors at the factory, the power factor, the efficiency, and the horsepower output were calculated for each particular test. Starting tests were made by the brake-arm method, in which the torque in pounds was measured directly on a spring balance.

THE American oil 'industry has reached the critical stage where the demand exceeds the supply with no hope of permanently bettering the situation through the development of new fields in the United States. Remedies may be sought along three lines: 1. Securing a foreign source of supply. 2. Curtailment of the use of oil and its derivatives. 3. Improvement in methods of recovery (including the recovery of shale oil), refining, and utilization. The oil companies with proper government support will push the acquiring of foreign territory; the price of oil and oil products will enforce a curtailment in use; it remains for the producers and refiners to brings about improvements and economy in recovery, transportation and refining; the general public must be instructed in utilization. The solution of the problem, therefore, rests largely in the hands of the technologists of the industry -the drillers, engineers, geologists, chemists, etc. Only through an exchange of the ideas of the individuals who are conducting the industry will its technology be advanced. , Among the agencies at work to bring about this result are the United States Bureau of Mines, the American Petroleum Institute, and the A. I. M. E. The Bureau of Mines has a trained staff of experts, maintains experiment stations and a field force of technologists, and issues many technical papers helpful to the industry. The Petroleum Institute is a clearing house for useful statistics and is now. organizing a research division under the able direction of Doctor Manning, but its principal field of activities is in the realm of co¬ordinating ?the financial and commercial activities of the` oil' companies.' It remains for the American Institute of Mining and Metallurgical Engineers to organize the individual technologists of the industry and provide them with means of exchanging and disseminating ideas through meetings and publications. It is the aim of the Petroleum Committee of the American Institute of Mining and Metallurgical Engineers to foster this exchange of ideas among oil men by enlarging the membership of the Institute among the field and office technical forces of the oil companies and thus arouse their interest in the vital problems of the oil business.

IN a previous paper1 a method for the measurement of the comparative desulphurizing power of slags was described and data were presented covering the range of likely slags containing up to 10 per cent MgO In the present work the range is extended to include slags containing up to 20 per cent MgO, and the effect of temperature on 5 per cent and 15 pen cent MgO slags over the range 1475° to 1525° C is included The method used was that described in the previous paper except that some of the temperature measurements were made with a noble-metal thermocouple instead of a tungsten-graphite thermocouple Twelve-gram charges of 0 8 per cent sulphur-metal and 5-gram charge-, of slag were subjected to heating for 30 nun at a prescribed temperature The charges were analyzed for sulphur content For purposes of comparison, desulphurizing power is defined as the ratio of the percentage of sulphur found in the slag to that found in the metal Six slag and metal charges were made coincidentally in 5/8-in holes in a section of an electrode graphite rod One slag and metal charge was used as a control by means of which adjustment in the desulphurization value could be made for small variations in temperature and other factors For convenient presentation of the data, the slags are arranged in groups in each of which one of the four main slag components is constant Thus, the 15 per cent MgO slags are presented separately from those containing 20 per cent MgO SLAGS WITH MAGNESIUM OXIDE CONSTANT 15 Per cent MgO -The data on slags containing 15 per cent MgO cover a composition range of 24 to 50 per cent SI02, 5 to 27 per cent A1203 and 24 to 53 per cent CaO Variation in composition has been in steps of 2 per cent over much of the area Because the change in desulphurization power is generally gradual with gradual change in composition, certain sections have been covered m steps of 4I per cent and even

QUITE a number of years ago in looking for basic facts, it seemed obvious, in view of an unquestion-able supply of raw material and an extensive requirement probable in the near future, that the funda-mental requirement of any shale-oil industry was mass production 'by a continuous process. This decision greatly simplified matters, as it eliminated all considera-tion of externally-heated retorts, and all batch processes, which only utilize a part of the capacity of the interior space because, unless the ashes are removed as rapidly as formed, the space occupied by them is dead, instead of being occupied either by shale in active distillation or in drying out and heating up preparatory thereto. A second imperative and basic necessity soon appeared as a natural sequence, namely, the fixed carbon of the spent shale must be utilized to supply the heat for the eduction of the oil. PRODUCTION OF THE CRUDE As the production of the crude oil is the first and most important step in the utilization of oil-shale, being the only source from which the multitude of possible by-products can come, each by a special treatment of the crude oil, I will devote the time allotted to me to the subject of crude oil production-its cost expressed in terms of tons treated per man per shift. The costs of mining the shale and refining the crude shale oil vary with local conditions and are not specially influenced by the source of the crude. But the cost of distilling the shale in terms of tons per man shift seems to be the basis of any proper comparison of costs. After considerable experimenting, ranging from laboratory tests up to and including quantities of fifteen to twenty tons, it was evident that a plant might be made up of an indefinite number of units operating in concert. The economic size of the units, however, would .have to be determined by experiment. The general theory of our process contemplates a regulated combus-tion of the fixed carbon in the spent shale, in its incan-descent condition after all the oil has been driven out of it; and a transfer of the resultant heat to the mass of raw shale above.

The term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. " Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper. In the pursuit of our professions as mining engineers, geologists, or operators, we are continually confronted by conditions with which our present mining laws or regulations are incompatible. It may be a conflict, hardship or injustice, a piece of favoritism, or of unnecessary red tape; or we may see lack of development in a promising locality, and wonder what is the reason. Often we can see where a modification, slight or radical, in the laws would have obviated the difficulty without doing harm to any of those immediately concerned. Such alterations as individuals could intelligently suggest would be based on a relatively small number of situations occurring in their experiences. The published replies to the queries formulated by the various committees on mining law appear generally to reflect personal experience. In the past, steam engines were used in practically all cases for driving the machinery in and about an anthracite breaker, and hence few or no accurate data were available as to the power requirements for starting and operating the individual machines, which make up the complete equipment. It was impossible to segregate the power necessary to drive each individual machine, first, because the equipment was driven in groups, and second, because it was impracticable to obtain graphic, integrated, or instantaneous records of the horsepower used. As a result of these conditions, it was found, when individual electric motors were applied to the various machines, that more accurate and complete data were needed in order to provide motors of the proper power and design for the particular services to be rendered. In order to obtain the desired information, the writers made and collected a number of tests, from time to time, on the individual motor drives in electrically operated breakers, and as these tests have been of great value, it occurred to them that a paper giving the results might be of service to other engineers interested in similar installations. Table I shows the results of these tests. All the motors tested were of the three-phase, 60-cycle, 440-volt, induction, squirrel-cage type, except a few, which, on account of size and starting conditions, were of the wound-rotor type. The instruments used in making these tests were: An integrating watt-hour meter, a graphic ammeter, and a graphic voltmeter. These instruments were connected in each motor circuit, and a record of a day's run of 9 hours was obtained from each machine. From these tests, the running light load, the average all-day load, and the instantaneous peak readings in amperes, volts, and kilowatt input, were obtained. By means of the characteristic curves obtained from these motors at the factory, the power factor, the efficiency, and the horsepower output were calculated for each particular test. Starting tests were made by the brake-arm method, in which the torque in pounds was measured directly on a spring balance.

Much has been contributed to the Transactions of the Institute concerning the construction and operation of American blast-furnares ; but the following compilation is offered as possibly furnishing additional information upon the general features, dimensions, locations, capacities, etc., of the blast-furnaces of the United States; while, incidentally, the ores upon which they rely are noted in a general way. The paper is presented chiefly as a compilation, and the figures given are selections from most reliable sources, or averages calculated from official statistics, placed for convenient reference, with a view of assisting those who consult the Transactions in determining the present relative merits and importance of various sections of the country. The scope of the paper has been restricted to as few topics as possible, and all the details of special plants, or notable outputs have been ignored. While every effort has been made to give correct figures and data, the changes which are constantly taking place in the iron-producing industry, will, undoubtedly, by the time the paper is in print, develop some errors. It is difficult to determine which of the blast-furnace plants of the country should or should not be considered as upon the active list. A number which have not been in operation for years are still reported as active, some of which will scarcely be put in blast again, and others are handicapped so that they can only operate in times of abnormal profits. It is therefore scarcely probable that there are over 600 blast-furnaces in the United States which can properly be considered as active; but so many considerations affect the various plants, that, it being impossible to determine the exact number, I have relied upon the annual reports presented to the American Iron and Steel Association. Concerning the number of plants which could be stricken from the list, the Secretary of this Association says: "In January last (1885) we enumerated 669 furnaces, which included many stacks which had not been in blast for a very long time, and others which could not be operated except during short periods of exceedingly high prices for pig iron. We have gone over this list very carefully and have eliminated 10 anthracite, 19 bituminous, vol. xiv.—36
