Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

Because of complex geological environments, a number of coal reserves occur in inclined or dipping coal seams in certain parts of the world. Longwall top coal caving using split-level a singleentry panel system (SSPS) has been widely used for extracting such coal seams with large thicknesses (greater than 6 m) in China because SSPS can reduce or mitigate problems of coal outbursts, gate road deformations, overturning of shields, downhill sliding of shearer and armored face conveyor (AFC), and so forth, during mining of inclined coal seams. Depth of yield is the range of yield coal from the rib of the pillar to the boundaries where yield ends. It plays a significant role in maintaining the gate pillar stability. This paper presents a study on the stability of an unconventional water-obstruction gate pillar (UWGP) formed by SSPS to prevent water inrush in mining of an inclined thick coal seam in a coal mine in China. As the shape of this pillar is non-cuboidal, nonparallelepiped, a conventional empirical or analytical method is not applicable for studying its stability.

By the use of flotation tests it was confirmed that there are two functions of oxygen in sulphide mineral flotation. Sized samples of galena and chalcopyrite were sulphidized, washed free of excess sulphide ion, and then contacted with air-saturated water for certain lengths of time. The mineral was then transferred to a sealed laboratory flotation cell containing water with a known concentration of dissolved oxygen. Xanthate and frother were added and flotation continued for 1 min.Both the extent of mineral oxidation and the concentration of dissolved oxygen markedly affected the flotation of galena and chalcopyrite. The response to a change in either variable is dependent on the level of the other, but generally best flotation occurs with the maximum degree of air saturation of the pulp. Galena flotation is hindered by oxidation of the mineral beyond a small threshold amount but a similar effect for chalcopyrite was not observed...

The thermal decomposition of carbonate minerals as pre-treatment before smelting reduces the energy requirement for smelting. It can also make the combustion of fossil fuels for heating unnecassary. Thermal decomposition may become important in reducing greenhouse gas emissions when producing ferromanganese alloys while simultaneously reducing electrical energy demand during smelting. A kinetic reaction rate model for the thermal decomposition of manganese ores is presented, based on published reaction rate kinetics for the decomposition of manganese oxides and calcium carbonate. The model was validated against thermogravimetric data for two carbonaceous manganese ore samples and one ferruginous manganese ore sample. The reaction rate model shows that carbonate minerals in the manganese ores are decomposed at temperatures above 900 °C while pyrolusite is decomposed at temperatures from 450 °C to 500 °C. Mn2O3 decomposes rapidly at 550 °C. Braunite decomposition at temperatures below 1000 °C was negligible. The presence of organic carbon in the samples led to further reduction of the samples during thermal treatment.

CANMET-MMSL, in cooperation with Dry Systems Technologies and Quinsam Mine, conducted a study to determine the effects of B50 biodiesel on the emissions of a flameproof diesel power package in comparison with mining diesel fuel for application in underground coal mines. The emissions testing for coal mine application requires that the intake air mixture to the engine should be at 1.25 percent methane by volume in air. The tested power package system included a naturally aspirated, mechanically-controlled diesel engine with a diesel oxidation catalyst (DOC), a heat exchanger, flame arresters, and a low temperature disposable diesel particulate filter. The engine dynamometer tests were conducted at the CANMET-MMSL Diesel Emissions Research Laboratory in Ottawa using the ISO 8178-C1 test protocol. The separate and combined effects of a B50 biodiesel blended fuel, and with and without 1.25% methane enriched intake air were measured on a diesel power package. Fuelling the baseline engine (without methane), with B50 biodiesel blend reduced carbon monoxide (CO) by 44%, and increased nitrogen dioxide (NO2) by 19%, and particulate matter by 31% relative to the mining diesel fuel. Similarly, injection of 1.25% methane to the intake air for baseline engine with mining diesel fuel increased engine power by 15%, CO by 124%, and NO by 15%, and decreased NO2 by 13%. The effect of B50 biodiesel relative to the mining diesel for coal mines application (with methane for both fuels) was to reduce CO by 27%, and NO by 6%, and increase NO2 by 23%, with no change in engine power. The overall results indicate that the minimum ventilation rate for the equipment application in coal mines with B50 biodiesel was 4.11 m3/s (8,700 cfm), slightly higher than the ventilation rate of 4.01 m3/s (8,500 cfm) with the mining diesel fuel. This slight increase in ventilation rate for B50 biodiesel fuel was due to an increase in NO2 at one of the operating test points, and the ventilation rate for this equipment was governed by NO2 in the exhaust gas.

Traditionally, iron ore has been reduced with coke in a blast furnace and the hot-metal product of the blast furnace containing carbon, manganese, silicon, sulphur and phosphorous, was subsequently refined in a steelmaking furnace. During iron making as well as during steelmaking, significant amounts of slag are produced. Two decades ago, more than 13 m tonne of blast furnace slag and 4 m tonne of steelmaking slag per annum were produced in the USA alone. It is, therefore, not surprising that many attempts have been made to re-use iron and steelmaking slags. However, these slags are not merely metallurgical waste products but, on the contrary, their compositions and physical properties are judiciously designed to optimize the operations in the respective metallurgical reactors. The variation in composition and properties of blast furnaces lags are largely determined by the gangue in the ore and ash in the coke and much progress has been made in the re-use of such slag. With respect to steelmaking slag, emphasis has in recent years been placed on hot-metal treatment before refining and ladle treatment after decarburization. The bulk removal of silicon, phosphorous and sulphur from the hot-metal product of the blast furnace by specially designed slags prior to refining in a basic oxygen furnace, has reduced tap-to-tap time, lowered cost and produced steel of much higher quality. The use of synthetic slags in ladle refining techniques subsequent to decarburization in the basic oxygen furnace has resulted in reduced hydrogen and nitrogen contents and reduced solute impurities. Moreover, inclusion shape and composition control, again by the use of specially designed slags has led to the achievement of much improved mechanical properties of the steel. In these revised process routes, slag of different compositions are produced in the variety of unit processes and hence the re-use of steelmaking slags has become much more complex. Clearly, a thorough understanding of the design and use of these different slags is a pre-requisite to the development of re-use strategies. Japanese steelmakers have spearheaded attempts to reduce slag volumes in the individual unit processes and to strive towards ‘slagless steelmaking’ by recycling slags internally. Steelmaking slag volumes have been reduced on commercial scale from about 140 kg/tonne steel to 60kg/tonne steel. Moreover, model predictions have shown that, in principle, all slag can be recycled and the phosphorous extracted to produce fertilizer. Conveyors are the lifeline of mining and processing operations. They continuously supply materials to and carry finished products and waste away from operations. When conveyors are running at less than maximum efficiency, the operation's productivity is in trouble. Inefficient conveyors suffer carryback, leading to the buildup of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points. This causes accumulations that can damage the belt, wear moving components and increase both clean-up labor and maintenance expenses. They wander or mistrack, spilling material and endangering personnel and conveyor components. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses occur in lost production, increased downtime for service and maintenance and replacement costs for prematurely worn equip¬ment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization. As a result, other departments relax or operate at less than peak performance. Quality goes down along with employee morale. Costs of inefficient conveyors A key to efficiency is handling a product as few times as is necessary. That means conveyors should be loaded, track true to the unloading point and then be unloaded, all without material escape or waste motion. An inefficient conveyor is often signaled by accumulations of DURT - material that has escaped from the system and is now at large in the plant. This DURT adds costs to an operation that are uncounted and, perhaps, uncountable.

A family of personal computer programs that calculate the Coal Mine Roof Rating (CMRR) has been developed by the U.S. Bureau of Mines. The CMRR rock mass classification system provides a link between the qualitative geologists' description of coal mine roof and the quantitive mine engineers' needs for mine design roof support selection, and hazard detection. The program CMRR is a user-friendly, interactive program into which raw field data are input. A CMRR is calculated and output along with two graphic displays. The first graphic display is a plan view trap with the CMRR's displayed on a color-coded scale. The second display shows a stratigraphic section of the bolted roof interval and its resultant CMRR. In addition, a Lotus 1-2-3 worksheet, computer file BOM-CMRR.WK3, has been developed for easy storage of field data. The worksheet includes four macros that automatically calculate CMRR's, store field test data in a database format, and print a two-page report of the field data and CMRR parameters. Production of summary port; for analysis of site-specific information are readily generated using Lotus 1-2-3 software. These programs help to facilitate the engineer in utilizing the CMRR in ground control studies.

The McArthur lead-zinc-silver deposit is of the stratiform type. It consists of a mineralised bituminous shale sequence containing some tuffites, numerous graded beds and isolated slump breccia horizons. The principal sulfides; pyrite, sphalerite and galena, are essentially restricted to the shales and the genetically unrelated turbidites contain only minor mineralisation. The geochemistry of the deposit has been investigated with respect to the stratigraphic column and mineralogy of the sediments. A sedimentary origin is advocated for the deposit. Volcanism, thermal spring activity and high salinities, perhaps related to the Emu Fault, are considered as contributing factors to ore genesis. The metallurgy of this deposit is discussed in relation to its geologic history.

"In most mineral processing operations the term audit is usually reserved for the exercise of checking financial records and/ or safety practices. While these activities are time consuming, no one disputes their necessity or value. If we subject these areas to such careful scrutiny, why is it that we don't normally apply the same principles to critically examine process operation. After all, the operating efficiency of the plant impacts directly on the measures of profitability.A mineral processing plant is a complex system that has a number of distinct, but mutually dependent elements: process equipment, instrumentation, operating policies, maintenance policies, control strategies and people. To ensure maximum economic performance, in the dynamic environment that characterizes a concentrator, requires a periodic review of each of these areas. However, to be useful, the study must be based on sound metallurgical principles and be conducted in a highly focused manner. Experience teaches us that the exercise is very revealing and potentially very rewarding.This paper will discuss the process audit process and illustrate its potential value through illustration taken from plant studies.IntroductionThe last twenty years have seen tremendous technological and organizational changes sweep the minerals industry. "SynopsisThe global resources and commodities market has become highly competitive. While southern Africa’s abundance of minerals resources is still unrivalled, it has lost considerable dominance in terms of production output. The sustainability of southern Africa’s mining industry is increasingly becoming dependent on its ability to manage the performance of its operations well. A valuable tool for monitoring and managing performance is the use of key performance areas (KPAs) – which are those areas of performance that are reflected explicitly or implicitly in the vision and strategies of an organization and reflect the critical success factors of the organization. This paper is a review of key performance areas in the southern African mining delivery environment. The KPAs discussed in this paper have been identified by comparing KPAs of the several mining houses engaged in surface mining operations in southern Africa and then extracting those KPAs that are common to most of them. Although the authors support the view that each organization should develop KPAs to specifically fit its needs, the study reveals that five KPAs – safety and health, costs, product quality, fleet management, and delivery should form a default list that covers the key areas that any organization should consider when choosing KPAs. The U.S. Bureau of Mines (USBM) has developed a computerized commodity flow model for strategic and critical materials This flow model is generic and applicable to most commodities and amenable to updating supply, demand, and/or production data change. The original model, with slight modifications, was used to track the flow of chromium. This report follows the flow of chromium through its metallurgical, chemical, and refractory applications, and highlights areas where significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing 451,769 mt of chromium were consumed, including 99,221 mt of chromium from recycling, Chromium losses from all causes in 1989 were estimated to be 345,347 mt from a variety of areas. These areas and their chromium losses are as follows: processing losses, 38,825 mt; processing-downgraded scrap, 18,227 mt; manufacturing losses, 18,128 mt; manufacturing-downgraded scrap, 56,595 mt; prompt scrap exported, 1,531 mt; obsolete scrap exported, 43,443 mt; recovery losses, 155,529 mt; and recycling losses, 13,069 mt. Recycled chromium-containing material accounted for 22 pct of the apparent consumption of chromium in 1989.

The global mining industry is perceived to be a world leader in sustainability reporting û with a 2008 Ernst & Young survey placing four mining companies in their top five performers in sustainability reporting in South Africa. There is certainly good evidence to support this finding, but there remain many ongoing issues with respect to sustainability reporting and some important areas for improvement by mining companies globally. This paper begins with a broad (but brief) review of sustainability and the technical basis for reporting against a wide range of typical indicators or measures on the environmental aspects of mining. The various protocols, frameworks or systems are then reviewed, with a particular focus on the Global Reporting Initiative (GRI) and its associated mining sector supplement (including the evolution from environmental to sustainability reporting). A wide-ranging survey of reporting by mining companies is presented, including detailed analysis of 2007 and some commodity sectors over time. Examples of reported data are synthesised and analysed, focusing on their accuracy, consistency and utility for accurate assessment of the life cycle impacts for minerals and metals. A number of areas are identified for improved reporting by all mining companies, including water resources and consumption, energy consumption, process inputs (eg acids, solvents, etc), pollutant emissions, including greenhouse emissions, mine site data (not aggregate company totals) and finally rehabilitation and land status. Given the nature of mining, and considering parallels between æpeak oilÆ and the mining sector, it is critical that the state of sustainability reporting continue to evolve and improve û both in the number of companies using the GRI but also in the level and consistency of data being reported. Overall, the paper presents an important review of the present state of the art in sustainability reporting for mining, and provides a range of insights into ways to help improve reporting in the future for all mining companies.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. This progress report covers the period from January 1949 to the end of the fiscal year, June 30, 1950. Three runs were successfully completed, and one run was terminated as the result of failure of a cast reaction tube. Including the abbreviated run, the gasifier was operated for 1,915 hours, during which some 428 tons of natural and steam- dried lignite was partly gasified In producing 20 million cubic feet of gas. Gas-production rates varied from 7.8 to 16.4 thousand cubic feet per hour, the latter being the highest production rate yet reached; hydrogen-carbon monoxide ratios of the product gas varied from 1.85, the lowest ratio yet produced, to 6.5; and heat-transfer rates through the heated wall of the outer tube varied from 2,100 to 4,400 B.t.u. per square foot an hour. The general objective of the project is to establish the technology and economy of the gasification of lignite in an externally heated, metal, annular retort. Specific objectives include determination of the useful life of the metal retort tube, which is a continuing problem, and special objectives that were established for each run as part of the systematic investigation of the basic variables of the gasification process. For runs 10 and 11 the special objective was the influence of the lignite feed rate on gasification; for run 12, a comparison of dried and natural lignite, and the production of gas having a hydrogen-carbon monoxide ratio less than 2; and for run 13, the influence of a gradually increasing steam rate with steam admitted to either the upper or lower reaction zones. In addition, during each run the sulfur distribution and concentration in the product gas and char were investigated. Experimental results obtained using the lignite feed rate as the variable indicated that the gas yield per ton of natural lignite varied inversely with the feed rate. Comparison of the gasification of natural and steam-dried Dakota Star lignite indicated that the dried lignite was a superior gasification material because: 1. The hourly gas production was higher at normal combustion space temperatures under nearly equal experimental conditions. 2. On the moisture- and ash-free basis, a considerably higher feed rate could be maintained at a relatively high percentage of carbon gasified. 3. At nearly equal moisture- and ash-free feed rates, the specific gas yield was higher. The location of steam admission was found to be important because the gas yield per ton of natural lignite was higher when at least a portion of' the process steam was admitted to the upper reaction zone. Heat balances showed the potential heat in the gas and char to be 71.8 to 83.6 percent of the total heat input. The sulfur concentration in the product gas was low, being in the range of 35 to 140 grains per 100 cu. ft., of which 1.5 to 2.3 grains was organic sulfur. Careful measurements and inspection of the 310-alloy rolled plate tube following runs 11, 12, and 13 showed no excessive corrosion; however, some radial deformation had occurred indicating that deformation or creep might be the limiting factor in the life of the tube.

The characteristics of alloyed anodes and their influence on the products of electrolysis and power consumption have been noted previosly ously in the literature.' This paper presents data in continuation of the subject given in an earlier paper by the authors.2 As noted in the authors1 previous paper, the objectives of this work are the reduction in the cell voltage and the purity of the cathode product resulting from the use of alloyed lead anodes. The fundamental facts developed in the previous paper were: (I) that the presence of a small amount of calcium lowers the anode potential approximately 50 per cent. below that of pure lead; and (2) that thallium when present to the extent of 4 per cent. rendered the anode practically stable, thereby lowering the contamination of the cathode by lead to a very insignificant amount. The specific features determined in this recent work are as follows: 1. The lowest limit of calcium in the lead which will still give maximum lowering of the anode potential. 2. The characteristics of the thallium-calcium-lead anode. 3. The characteristics of the silver-calcium-lead anode. 4. The characteristics of the thallium-silver-calciurn-lead anode. It was determined that 0.1 per cent. calcium in the anode was sufficient to lower the anode potential approximately 50 per cent. Table 1 shows the characteristics of alloyed anodes tested. Underground depillaring of contiguous coal seams/sections is a difficult problem, which becomes even more complex if the interburden/parting between them is thin. Conventionally, the depillaring with caving of contiguous seams/sections is done in descending order. However, if the parting is thin, the influence of the top sections/seams working over the standing pillars of bottom the sections/seams becomes extremely important for the safety and optimal exploitation of coal. Field investigations were carried out at Nowrozabad East mine where superimposed pillars of the Johilla top section were depillared above the developed pillars of the Johilla bottom section with a 3 m thick parting between the two sections. The competency of the 3 m thick parting (which consists of alternate layers of shale, sandstone and shaly sandstone) was improved by reinforcement (underpinning). The strata control investigations did not show any considerable instability problem of the 3 m thick reinforced parting and pillars of the bottom section due to top section depillaring. On the basis of this field investigation and a laboratory study on simulated models, simultaneous extraction of both the sections, along with reinforcement of the parting, was suggested for the geomining conditions of the Johilla top and bottom sections. Adopting the suggested simultaneous depillaring process, two sub panels of Johilla top and bottom sections have successfully been extracted without any strata control problem. This paper presents this case study along with the results of the strata monitoring conducted to evaluate performance of the underground structures during the field trial.
