A few months ago, Congress passed, and President Bush signed, a national energy bill. Designed to decrease the nation’s dependence on foreign sources of energy, the bill earmarked several billion dollars to increase the use of U.S. coal reserves. The bill also modified permitting regulations to speed up development of the coal reserves located on federal land. Coal currently supplies more than half of the nation’s electricity needs. And as housing starts continue to in-crease and with the nation’s appetite for electronic gadgetry, the demand for energy in the United States will only go up. That means coal producers must expand production while at the same time containing costs so they can enjoy this period of improved coal prices.

Dilution reduction is one of the areas that offer metal mines an opportunity to increase revenue and reduce costs, resulting in enhanced profits. Effective dilution control programmes require interaction on a multi-disciplinary level. This paper outlines recent initiatives undertaken at Konkola Mine to reduce dilution and increase revenue. The increase in revenue arising from reduced dilution and high factors between in situ and delivered to mill grades were quantified and amount to close to U$ 1.0 million per one per cent improvement in grade factor at a 75c/lb copper price. Sources of dilution from open and in?stope mining methods practised at the mine were identified and a multi-disciplinary dilution control forum set up to control these. Among the major achievements were the introduction of low dilution in-stope mining methods; the introduction of Gemcom geological and mining planning software to replace traditional pencil and paper methods, leading to better in situ estimation and production planning; enhanced control in open stopes through dilution awareness among mining production personnel; location of critical secondary development ends in correct positions; enhanced blast hole control; tracking of development waste by metal tracers and monthly tally; implementation of a cavity monitoring system to check over-breaks in open stopes; and setting up of a stope history database. The results from the cavity monitoring system showed that stopes with over-breaks of 5 metres or less could be controlled to break along the hangingwall contact.

Although not fully accepted in South Africa, the Theory of Sampling originally proposed by Pierre Gy is fast becoming the cornerstone of sampling practice throughout the world. The growing acceptance of Gy?s Theory of Sampling in South Africa can be attributed to a number of factors, chief amongst them being the development of a tradable mineral asset market, the promulgation of the Mineral and Petroleum Resources Development Act (MPRDA), the growing number of commercial and academic courses that are offered on sampling, and the regulation of the industry through internationally acceptable guidelines and rules for reporting and trading in mineral assets. The size of the South African minerals industry and the dependence of our economy on mineral production have also meant that correct sampling is of key importance to mineral trade. ISO standards have been the principal guides for producers of mineral bulk commodities who produce to customers? specifications, whereas Gy?s insights have been most readily accepted by precious and base metals producers whose product is sold into metal markets. Understanding of small-scale variability is essential in the precious and base-metal industries, but detailed studies of the effects of heterogeneity have not been as productive in the bulk commodities. Sampling practices at different stages of mineral development from exploration, face sampling and grade control, ore processing and handling, metallurgical sub-sampling, point of sale sampling, and sampling in the laboratory are considered in the gold, platinum, ferrous metal, and coal industries. A summary of the impact of poor sampling in these industries is presented. Generally it appears that poor sampling practice is most likely to erode mineral asset value at the early stages of mineral development. The benefits of good sampling are considered, especially with regard to the financial implications of bias and error on large and consistent consignments of bulk commodities. An understanding of the mechanisms that cause large seismic events in a deep mine provides a foundation for designing effective measures to reduce the incidence of these events, as well as reduce the potential for damage arising from these events. The work described in this paper focuses analytical efforts on major recognizable and controllable factors that influence mining-induced seismicity and serves to screen out many of the more random aspects of individual events. Information used in this study was developed in the course of a long-standing rock burst research program conducted by the U. S. Bureau of Mines in cooperation with mines in the Coeur d'Alene Mining District and regional universities. Information was collected on 39 seismic events having local magnitudes greater than 2.5 that occurred between 1989 and 1994. Five major types of events were developed from these data that describe all but two of the 39 large events. The characteristic mechanisms, tint-motion pattern, damage pattern, and relationships to mining and major geologic structures were defined for each type of event. This information provides a foundation for assessing whether or not changes in mining activity aimed at reducing one type of rock burst will increase the incidence of other types.

This paper forms the second of a series, in which it is proposed to communicate the results of an extensive research into the influence of alloying elements on the physical properties of lead, now being carried out in the Metallurgy School of the University of Melbourne.Some general comments on this research were made by the present writer as an introduction to the first contribution by R. S. Russell*: It was there pointed out that it was the intention to prepare lead as pure as possible, to determine its properties and then to make alloys with the various elements added singly, and in various combinations, in order to determine the effect of each. A wide-ranging base of jig data was collected from various types of commercial jigs in 9 coal preparation plants in China, and a complete data analysis was made. It was found that the sharpness ofseparation was very variable, which demonstrates the complex interplay of the many factors which influence jig performance. Tests showed that there exist optimum frequency ranges in each compartment of a jig. Stepwise regression analysis indicated that the sharpness of separation is most sensitive to the intake fraction ofthe air cycle, the frequency, and the feed rate. By means of non-linear curve fitting techniques and statistical analysis, several mathematical models were developed to describe both partition curve and the jig performance, for simulation purposes.

Mechanical mining holds great promise for the mining industry. Realizing this promise depends on developing the tools needed to mechanize a mining operation with a reasonable expectation of success. Mechanical mining entered the 1990s with new machines, new operating methods and new ideas for the future. Mechanical mining can provide higher production, increase safety, reduce roof support requirements, create smoother openings for better ventilation, substitute continuous production for cyclical drill-and-blast procedures, and create opportunities for automatic and teleoperated control. The full promise of this important technology still lies ahead. Obstacles include: • Long-term production prediction: Mechanical systems have a high capital cost. Although recouped by lower operating costs, the tradeoffs are not always clear to mine operators. • Cutting tools for hard rock: Rock of more than 103.4 MPa (15,000 psi) cannot be cut by flexible mining machines. • Machine designs: Many machines cannot convert the required power into rock cutting capability. • Engineering: Better use of the machines in the mine is needed.

"Collecting mineral resources from the seabed using a seafloor crawling robot is the firststep in the mining operation. The second-step is lifting the collected ore up to the water surface. For lifting through a riser pipe, prevention of pipe clogging (flow assurance) and economic and eco-friendly up-transferring is of the utmost concern.During collection of mineral ores, the production rate can be highly variable because of the variability in the distribution of the mineral deposit, variations in seafloor topography, fluctuations robot speed, and variations in performance of the mining robot, etc. Direct transfer of the collected ore to the riser pipe might cause unpredictable and serious problems such as over-loading of the lift pump, reduction in the life of the equipment, pipe clogging, severe increase of down-time, critical damage of equipment, further propagation of damages, and total failure after all.As a counter measure to these potential problems, a buffer station has been adopted, which is capable of storing the collected ore for a certain time and simultaneously regulating the transfer of the ore into the riser pipe. A pilot buffer has been developed by KRISO/KIOST (see Fig. 1)."

The maximum net return from the sale of ores and concentrates of gold, silver, copper, lead, and zinc accrues to the producer when these mine products are marketed to the best advantage. Data are presented that the producer, especially the small mine operator, can use to survey available markets and make a preliminary estimate of the net return to be expected from an ore, on the basis of typical mill, smelter, and freight schedules. A review of the industry is presented by States in which recent production statistics are given, marketing facilities are discussed, and locations of principal mining districts, custom mills, and smelters are shown. Explanations of treatment processes, ore types, treatment charges, payments for metals, and deductions are given. Published rail and truck freight rates for mine products, based on marketing patterns developed over many years, are listed and explained.

Fine coal is defined as material with a maximum size of 1/2 in. Various methods for separate washing of such coal are discussed briefly because separate treatment can lead to a higher overall recovery of coal or to a product having a lower ash content.A felspar jig is discussed in detail because it is the method most recently adopted in Australia, and because it has the advantages of compactness, flexibility and automatic Gontrol, with minimum operator attention. This jig has a variety of adjustable controls to enable the desired results to be obtained from a wide range of coals and the general application of each control is discussed.The only separate treatment of fine coal in the Illawarra district is by felspar jigs on Bulli seam coal.INTRODUCTIONAll reasonably large Australian collieries now win coal by mechanical methods. but while mechanization leads to more economic production of high tonnages, it also changes the characteristics of the coal won. In particular there is an increased proportion of fines, and an increased ash and moisture content. However, specifications of coal for sale have become more stringent, and consumers now require coals in a definite size range with a lower and more uniform ash content, as well as with a low and uniform moisturecontent.These factors have led to the need to wash and grade run-of-mine coal at the pithead. In' plants where the whole of the run-of-mine coal is treated in a jig, some of the fine coal in the feed is beneficiated; the extent depending on factors such as the type of coal and the feed rate. However, for dense medium treatment, fine coal must first be screened out, and there may then be no washing of fine coal at all.

"The Iron Ore Company of Canada (IOC) operations in Labrador and Quebec, in Canada, is among the largest openpit mining complexes on a world wide basis. Since the 1981-82 recession, IOC has embarked on a comprehensive cost reduction and productivity improvement program in order to survive in the world iron ore market.This paper will outline the approach used in prioritizing the cost reduction items.IntroductionMuch of the mining industry in North America is in a crisis state. Most producers are operating at production levels well below capacity, some have been merged or sold, while others have been mothballed or closed permanently. For many of us still operating, the future is uncertain. Despite the many cutbacks and closures, there is still an abundant supply of minerals in the world market and there is almost no hope for any relief on price pressures on most mineral commodities in the near future. The Iron Ore Company of Canada (IOC) operates an iron ore mine, a concentrator and a pellet plant known as the Carol Project located in Labrador City, Newfoundland. This concentrator and the pellet plant have the annual capacity to produce 20 million and 10 million tons respectively. A company owned and operated railway links this operation with the dock terminal facilities in Sept-Iles, Quebec.In the past decade the Iron Ore Company of Canada has been one of the largest producers of iron ore products in the world. Its pellets and concentrates as well as natural ores were sold in North America, Europe and the Far East. In 1981-82, sales, particularly in North America, went into a serious decline. For almost 30 years, the gospel IOC preached to employees was ""production, production!"" There were many innovations, and millions of dollars were spent on the biggest and best equipment, on research and development, on training and developing employees."

The changes in layout and design over 48 years, from the first crushing and shiploading plant installed at Whyalla in 1915, up to the present plant being built at Koolan Island, Yampi Sound may be summarized as follows.1. Smaller motors and lower power consumption have resulted froma. oil lubrication, where practicable, in place of grease,b. a high pressure "oil-lift" device to reduce starting torque in crushers with white metal bearings, andc. roller bearings in place of white metal.2. Short centre drives with pivot-based motors permit controlled loads on bearings and a reduction in size of crusher houses and motor rooms.3. Dust proofing and pressurising of crusher houses and motor rooms reduces working temperatures and improves cleanliness.4. Variable speed pan feeders give improved plant control, with the use of one man only, and remove the need for large surge bins between crushing stages.5. The use of diesel quarry trucks to dump ore through a "drive over"tip results in faster truck cycles.6. Elevated cylindrical silos with air operated chutes, replace long horizontal storage bins with multiple manually operated side discharge chutes for loading rail cars, and give faster and more accurate truck loading. The silos are charged by belt conveyors with automatic distributors.7. Increased shipping bin capacity (40,000 tons at Whyalla and 6O,OOO tons being built at Koolan Island) caters for the bigger vessels now in use and envisaged for the future. Automatic travelling distributors deliver ore to the bins in layers to ensure, maximum mixing and a more uniform grade for blast furnaces.INTRODUCTIONThe Broken Hill Proprietary Company Ltd has six major crushing plants in Australia at its principal sources of raw material. These are at Iron Knob bench G, Iron Knob scree ore plant, Iron Baron, and Cockatoo Island, all of which are ironstone operations. The other two plants are at Rapid Bay, a limestone quarry, and at Ardrossan, which is the Company's only source of dolomite.

President Lien presented Mrs. Holmes with the first of speaker appreciation gifts presented by his firm Amax Coal West, Inc. These were books by Rand-McNally entitled The Executive Golfer Guide. When properly selected, applied, maintained and monitored, a biodegradable fluid will have a long useful life and will protect equipment as well as or better than conventional petroleum based hydraulic fluids.

Stability analyses of fractured and faulted rock masses require delineation of the position, extent, and orientation of geologic discontinuities. The size of the smallest active discontinuity that may potentially be resolved using the spatial distribution of microseismic event locations is Limited by the accuracy and precision of the location methods. At a hard-rock mine in the Coeur D'Alene mining district of northern Idaho, two data sets consisting of calibration blast signals from a known source site and origin time and microseismic event signals were recorded using a stope-wide accelerometer array. These seismic signals are used to quantify various sources of error in event location. Five factors influencing source location errors are examined in this U.S. Bureau of Mines study: (1) biases of the numerical source location techniques, (2) receiver array geometries, (3) uncertainties in receiver positions, (4) errors in picking arrival times, and (5) uncertainties in seismic velocity structure, including the effect of mine openings. In addition, synthetic data (accelerometer positions, travel-time picks and wave velocity) are used to determine the effect of known systematic and random errors on source location calculations. It is shown that the commonly accepted association of minimum travel-time residuals with the best location solution does not necessarily hold true when there is a systematic error in seismic velocity. Recommendations are made for increasing the accuracy and precision of locations of microseismic events detected under similar field conditions.

Noise in general and drilling noise in particular have received increasing attention within the South African mining industry during the last 10?15 years. The Mine Health and Safety Committee1, during their 2003 annual summit, established two significant milestones to be met by December 2008 and December 2013. The 2008 milestone target is that of no more than ten per cent deterioration in hearing among occupationally exposed individuals, whereas the 2013 milestone target is that of less than 110 dB sound pressure levels at any place in the workplace. While these targets relate to general noise within the mining industry, it is widely believed that the most significant source of noise contributing to noise induced hearing loss (NIHL) among the underground workforce, is that of pneumatic rock drills. Data pertaining to the noise emission level of any machine is generally reported as either a sound pressure level or a sound power level of a single machine measured under free field conditions as defined in Appendix 3 of SABS-ISO 37442. However, rock drills are seldom used in isolation and underground conditions cannot be considered as free field. A methodology for the selection of rock drills on the basis of total operating cost has been developed. However, this paper focuses on the noise elements of the generic methodology and provides a model for the prediction of the composite sound pressure level and the equivalent noise exposure levels of groups of individuals from machines, used singly and in combination in an underground environment based on the sound pressure level determined according to SABS-ISO 3744 under free field conditions. The methodology includes provision for the consideration of the effect of hearing protection devices and the use of multiple machines in combination and provides an indication of the potential costs of hearing compensation.

A new water treatment plant is to be constructed for a portion of the water supply system of New York City. The project includes construction of new water conveyance tunnels crossing perpendicular and sub-parallel to the existing pressurized water tunnel at two locations. A study was conducted to evaluate the impact of new tunnel construction on stability of the existing tunnel and hydrojacking potential in the surrounding rock mass. This paper introduces a practical approach to evaluate tunnel interaction, expressed in terms of rock-liner interaction, stress-induced stability and hydrojacking failures. A simple method to evaluate hydraulic and mechanical properties of concrete liners and jointed rock mass is also presented.

The MODSIM mineral processing plant simultor is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open- and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

Compared with elsewhere in the world, New Zealand quarries have tended to be mostly small. The reasons for this are a combination of the relatively high transport costs, low population density and a pioneering, self-employed attitude. The small size of the operations is reflected in low productivity, a tendency to repair and rebuild equipment rather than replace it, designed flexibility in the processing plant, minimal reserves investigation or development planning and a versatile and innovative work force who are generally not professionally trained. The Resource Management Act and the Health, Safety and Employment Act as well as a customer driven demand for higher quality and consistent products will have even greater influence upon future direction of the Industry. The trend will be towards fewer quarries operated by companies and professional managers that can adapt to the new demands.
