"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.

The earliest known records related to mining document in dramatic terms the fact that mining methods have undergone significant change over the centuries. Wooden wedges, hammers and chisels, “fne setting”, to name a few, were the frst tools used to extract ore .or quarry rock for civilization. These inefficient tools and unsafe practices have been replaced today with some of the highest technology known to man. At the heart of most mining operations is the blasting program which utilizes one of the most efficient tools ever invented.. . explosives. Ever since they were invented, miners have been searching for more efficient products and methods with which to harness this “tool” and make it safer, reliable, and more eficient to use.

Three samples of waste lubricating oil were re-refined by processes developed by the Bureau of Mines and reformulated with additives to meet designated requirements for viscosity and service. Quality-defining bench-scale tests were used to compare and evaluate the quality of these three motor oils, eight commercially re-refined lubricating oils, and three new lubricating oils. Most of the re-refined oils studied could not be distinguished from new oils by the bench tests used to define quality. There was some evidence, however, that one and perhaps more of the re-refined products investigated might not meet all of the quality standards of new lubricating oil, suggesting the need for better quality controls by re-refiners.

Mount Read is 'situated in the county of Montagu, on 'the west coast of Tasmania, about 20 miles inland from. Remine in an easterly direction, 15 miles northerly from Mount. Lyell, and 30 miles south-east from Mount Bischoff, and is one of the mountains forming the west coast range; it rises to a height of 3890 ft. above sea level.About eleven years ago the first mineral section was taken up on Mount Read by a Hobart company, known as the Mount Reid Silver Mining Company, consisting of 25,000 shares its holding consisted of one section of 80 acres, held under mineral lease. Prospecting was carried on for some months under great disadvantages, as all supplies had to be carried up the mount from Dundas, a distance of nine miles, on men's backs, until a pack track for horses was made.The track rises 2500 ft. in the first five miles, and then falls 200 ft. from that point to the mines, which are at an altitude of 3000 ft. above sea level, and at a point about two miles westward from the summit of the mountain, approximately midway between Mounts Read and Dundas.

"IntroductionSince the disappearance of Les Forges du Saint-Maurice at the end of the last century, many historians have taken an interest in the lengthy past of this enterprise. They considered the political, socio-economic, administrative and anecdotal aspects of the industry, but barely dealt with the elements of technology. The purpose of this article is to try to fill this gapru.Les Forges du Saint-Maurice was an integrated industrial concern, specializing in the production of semi-finished wrought iron and finished cast iron, that operated almost without interruption between 1734 and 1883. Les Forges first came into being in 1729, when Montreal merchant Francois Poulin de Francheville submitted to the king of France a request for the right to exploit the bog iron ore deposits on his seigneury of Saint-Maurice. This request, agreed to in 1730, was one of a long series of attempts, previously unsuccessful, to establish a local iron industry in the colony. Several such proposals were held up by a lack of capital from promoters or a too rigid application of the mercantilist policy by the metropolis. In 1730, however, the French minister Maurepas favoured a more liberal policy which would encourage private enterprise. The benefits of an iron industry to the naval construction industry was a factor that caught the attention of administrators. The choice of the site for Les Forges was based on the following factors:• the abundance of surface deposits of bog iron ore in the Saint-Maurice region;• the presence of a vast supply of hardwood and conifers needed in large quantities by this industry;• the proximity of sandstone and limestone deposits, indispensable materials for the construction and operation of the blast furnace;• the presence of a water stream, with sufficient flow to provide the hydraulic power needed for the operation of the machinery."

Introduction Core drilling of the bituminous sands of northern Alberta has been carried on by the Mines and Geology Branch, Department of Mines and Resources, under the supervision of the Director, W. B. Timm. This was part of the Dominion Government's wartime investigations, which included an agreement with Abasand Oils, Limited, for the study of commercial possibilities of obtaining oil from the bituminous sands. The drilling programme, commenced in 1942 by the Consolidated Mining and Smelting Company of Canada, was continued in 1943 and subsequently by Boyles Bros. under contract with the Mines and Geology Branch. Several areas have been investigated and one of these, the Mildred-Ruth Lakes area, ' herein described, is of special importance in that it contains a sufficiently rich and large deposit of bituminous sands and bitumen beds to warrant consideration of commercial developments for the production of oil. The Steepbank Area, East Side of Athabaska River The Steepbank area, on the east side of Athabaska river in township 92, about twenty-two miles north of Fort McMurray, was selected for drilling in 1942 because previous investigations by Ells indicated it was one of considerable promise both from the standpoint of having reasonably rich bituminous sands under relatively light overburden and also having an excellent tailing disposal and plant site for large-scale operations in proximity to Athabaska river. The drilling done in 1942 and 1943 was largely exploratory, and, when it was found that the southerly part of township 92 had only low-grade material, closer drilling was done in 1944-45 in the richer, more northerly part.

"Refiners are generally considered solely as fuel producers, but actually they also comprise a group one of the largest consumers of fuel. For example, during the year 1929 the refineries-burned 51,544,000 barrels of oil as fuel, or the equivalent of over 5 per cent of the crude oil processed in that year. In addition enough other fuels - coal, natural gas, refinery or still gas, and petroleum coke - were utilized to raise the total fuel consumption based on B. t. u. equivalent to more than 10 per cent of the heat value in the total crude oil run to stills. Refineries utilize fuel chiefly as the heat-forming element distillation, but also under-boilers in the formation of steam used in refining, for the heating of buildings, and in the generation of electricity.In the early days of refining, the problem of fuel utilization and fuel economy was of scant importance to the refiners. Margins of profit were comparatively high and the major portion of the operatros1 attention was directed toward increasing their throughput. However, the keen competition that has prevailed in the refining industry over the past five years or more has taught the refiners that their expenses, one of the largest items of which is the cost of fuel, must be curtailed. Thus in 1925 the refiners used an average of 829,000 B. t. u. to refine a barrel of crude oil, wheras by 1929 this average had been reduced to 639,000 B. t. u., a decline of 23 per cent (see fig. 1)Since 1925 oil has ranked first as a refinery fuel (see fig. 2). The use of natural gas increased during 1926 and 1927 but declined in 1928 and 1929. On the other hand, the use of refinery gas has grown rapidly in importance. Coal has shown a steady decline in use at refineries since 1925. Petroleum coke has never supplied more than a very small fraction of the total fuel requirements, although there has been a steady increase in its use."

The rapidly expanding economy of the West, with its growth of heavy industry, and increased steel production, is primarily responsible for the refractory clay industry's concern over the adequacy of the clay supply in States of the Great Plains and Rocky Mountains. Hence, the investigation by the Federal Bureau of Mines of the occurrence and use of refractory clays in North Dakota, South Dakota, Nebraska, Wyoming, Colorado, Utah, New Mexico, and Arizona has been encouraged by the major consumers and producers of this commodity. The Wyoming investigation is a part of the national program devised to close gaps in the domestic supply of specific types of clays to determine their characteristics and properties and to provide information that will assist the refractory-clay industry. Forty-two locations of clay-bearing rock in 17 areas in Wyoming were examined (fig. 1). Location 3 was not examined during this survey. Its description was taken from an earlier report. Locations 20, 21, and 22 were previously reported but were, also, examined by the Bureau. No samples were collected from these locations because field examination indicated that the shales were not refractory grade. The Hulett, Aladdin, and Newcastle areas are discussed in the section on the Black Hills district; the other 14 areas are described separately.

Tin in ores containing 0·025 to 1·5 per cent tin can be determined polarographically by the reduction of the chlorostannite ion at the dropping mercury electrode in 2M hydrochloric acid solution containing 15 per cent ammonium chloride. The tin is separated from interfering elements by distillation as the tetrabromide and collected from the distillate by co-precipitation with aluminium hydroxide. The method can detect 0·01 per cent tin in ore.INTRODUCTIONAn iodimetric method, suitable for routine analysis of titrating tin in concentrations down to 1 per cent, has been available for some years (Low, Weinig, and Schoder, 1939).As concentrations fall below 1 per cent tin, there is increasing difficulty in obtaining a distinct end point due to large amounts of iron and silica normally present after fusion of the ore. Since concentrations of tin down to 0·02 per cent are significant in ore dressing products it was necessary to examine methods to determine such low concentrations, and to adapt these to tin ores containing a wide variety of other minerals.EXPERIMENTALDigestion and separationCassiterite, the principal tin mineral, is refractory but readily attacked by a sodium peroxide flux to yield soluble sodium stannate. In a recognized procedure, a sample of ore is mixed with up to 15 g of sodium peroxide in an iron crucible and swirled over the full heat of a Meker burner for 7 min. FOR many years the disk-type and cloth-covered drum filters have found widest application in liquid-solids separation, which uses continuous filters. The disk type is less expensive, occupies less floor space per square foot of filtration area, and requires negligible down time for filter media changing. However, because filter cloth is billowed out by the blowback in the cake discharge, it is very short-lived if the scraper blades are set too close. Consequently cake weight is very important in assisting cake discharge, which normally necessitates a minimum cake thickness of 3/8 to ½ in. Also, the vertical position of the disks eliminates the possibility of efficient cake washing for removal of soluble values. The disk-type filter is generally limited, therefore, to applications that require no cake washing and form relatively thick cakes within the normal range of filter cycle times. The conventional cloth-covered drum filter is a more flexible unit, permitting wider variation in the percentage of cycle time devoted to cake formation, dewatering, or washing, as required by the application. Thinner filter cakes can be discharged because a horizontal line across the filter medium at the location of the scraper blade is equidistant from the edge of the blade at all points. The scraper blade therefore may be set a short distance from the filter medium or, where wire winding is not used, a floating scraper can be utilized so that the contour of the cloth can be followed. The drum filter is generally employed when there are difficult filtering slurries with resultant thin cakes or when cake washing to recover soluble values must be practiced. Difficulties sometimes encountered in continuous filter operation can be summarized in the following four categories: 1) Low filtration and/or washing rates due to blinding of the filter medium. 2) Poor cake discharge resulting from sticky cakes, filter medium blinding, or too thin a cake for the particular type of filter. 3) High filter media costs caused by short life and frequent down times for cloth changing. This results from blinding or from abrasion by the scraper blade when cakes are thin. 4) Blowback of filtrate at cake discharge because not enough air passes through the cake to purge the drainage area and filtrate lines during dewatering. To reduce or eliminate blinding tendencies several modifications have been tried, for example, cover-cleaning showers, blowback under the feed slurry, and snap-blow cake discharge. In many cases, however, this simply retards the rate of blinding, since the filter medium is kept clean at its outer surface only by these methods. As blinding usually occurs within or on the back of the medium, the operator is finally forced either to remove the cloth and scrub the medium intensively with a cleaning solution or acid-rinse it on the filter—all resulting in down time, short cloth life, and additional costs.

"1. INTRODUCTIONTo say that the environment will be a dominant issue in the 1990' s is an understatement. A world-wide ""green revolution"" is taking place not only with the general public and politicians, but in the boardrooms and plant facilities of corporations around the world. There is probably not a plant manager who has not been requested by his corporation to assist in some way on environmental issues by providing advice and strategy, by dealing with customer or community concerns, by considering environmental matters in transactions, by developing new environmental compliance policies and requirements, and so on.There are, in the author's view, three main challenges for the mining industry in the environmental area in the 1990's. This paper will discuss each in turn. The first challenge is the concept of ""sustainable development"". Whatever the meaning of this much-debated phrase, we are rapidly moving beyond the buzzword, and into the specifics. It will clearly impact on the way we manage our companies, our communities and our personal lives.The second is the challenge of personal liability; particularly for officers, directors, supervisors and managers of the corporation. For example, in Ontario today, a good percentage of prosecutions for pollution offences are against individuals, usually managers and supervisors, in addition to the prosecutions against the corporation itself for the same offence. In all likelihood, prosecutions will increase in number and will increasingly be directed at individuals. A corporate president has already served a jail term for contempt of court related to his corporation's breach of a court order related to sewer by-law offences. Although the case is on appeal, another president has become the first officer in Canada to be sentenced to jail for violation of an environmental protection statute. Other corporate officers and directors have recently been charged with breach of their duty under Ontario's Environmental Protection Act."

The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. This "barren liquor" results from sulphuric acid leaching of Radium,Hill uranium concentrate, followed by separation of solid residues and removal of uranium from the clear solution by ion exchange. The mineral davidite, from which the uranium is derived, contains other potentially valuable components, notably vanadium, chromium, thorium, yttrium, scandium, and the lanthanides. The Ambuklao and Binga Rehabilitation Project is a 175 MW hydro power project currently under construction across dual sites in the north region of Luzon Island, Philippines. When it was built in 1956, the Ambuklao Dam harnessed the second largest hydro-electric reservoir in Asia. However, due to landslide erosion and prolonged silt infiltration caused by an earthquake in 1990, the power plant has been rendered inoperable since 1999.To bring the power generating facility back to life, the project scope entails the rehabilitation and construction of civil structures, shafts and tunnels. A major component of these works is the decommissioning of a section of the seven metre diameter headrace tunnel by installing a concrete plug. The headrace tunnel is part of a closed waterway system that connects the dam via a shaft, exhibiting a hydrostatic pressure of 13 bar (1300 kPa) at the location of the new tunnel plug. In addition, the power station ball valves have seized ajar and the damaged intake riser is unsafe toaccess thereby requiring the plugging operation to be carried out under live flowing conditions.Working under hydrostatic pressure and live conditions, the headrace plug will be an underwater tremie pour operation that includes drilling and concrete injection through blow out preventer caissons installed in the floor of an underground chamber above the tunnel. The purpose of this paper is to describe the key engineering and planning components involved in this operation including pre- and post-grouting, chamber crane, sonar, local water compensation, jet flushing, drilling, caisson installation, and concrete design, production, delivery and placement. The success of this task rests on the strategic preparation and operational management of risk and safety in a challenging rural environment.

Large diameter piles (2 to 3 m diameter, both driven and drilled) are being used more frequently by designers of bridge foundations. The use of these large piles allows the pile cap to be positioned off the bottom but usually still below water. Conventional cofferdams as shown in Figure 1 below are not suited to this type of pile cap. However, float-in cofferdams offer a viable alternative. This paper describes the float-in cofferdam system, its initial development for use on the Bath-Woolwich Bridge in Maine and its most recent application on the new Carquinez Bridge in California.

This Bureau of Mines report describes field investigations conducted in the Coeur d'Alene mining district of Idaho to obtain data on rock stress and physical properties. The resulting information has been utilized as input to detailed finite-element analyses to establish structural design criteria for deep-vein mine shafts. Measurement techniques include the Council for Scientific and Industrial Research biaxial and triaxial strain cells, the U.S. Geological Survey solid-inclusion probe, and the Colorado School of Mines dilatometer. Physical property testing was conducted in the laboratory on core obtained from each test site. Limited in situ physical property tests were also conducted. Reason-able success was obtained with the CSIR equipment, which was considered the most suitable for stress measurement in the study area. Test sites ranged in depth from 1,200 to 7,700 feet and are described in detail. The stress data were reduced by least-squares linear regression techniques to enable prediction of vertical and horizontal stresses to 7,500 feet. Ratios between the horizontal stresses as utilized for shaft design varied considerably, and a hydrostatic condition is the exception, based on Bureau measurements. Physical properties also varied widely, due to the complex geologic structure. Analyses of the data in terms of the tectonic history of the area show reasonable correlation. Data from previous rock mechanics investigations from the Coeur d'Alene district were also compiled and presented as part of this report to justify any generalizations regarding stress conditions and physical properties of the district as a whole.

The report presents the results corresponding to the analysis of a lining system for tunnels in soil and soft rock in creep-active ground. The purpose of the analysis is to evaluate the performance of a lining at each construction stage. The steps include: 1. Accurate representation of the initial undisturbed state of stress 2. Excavation, 3. Lining installation 4. Injection of mortar and its curing, and 5. Short-, medium- and long-term creep behaviour in the surrounding soil/rock. The response of a prototype tunnel is simulated using the computational finite element framework MSC.marc2008.

Terramin Australia LimitedÆs Angas Lead and Zinc Mine operates in the unique and picturesque environment of Adelaide Hills, 60 km South East of the Adelaide city centre itself. The mine was granted approval for construction by the South Australian Government in April 2007 and the Process Plant was constructed and commissioned in July 2008. This paper outlines the background to the plant design and the approval process given the close proximity to the local town of Strathalbyn, with a major focus on the commissioning learnings from the Concentrator startup for future reference and a review of the operational performance of the Concentrator throughout the first year of successful production versus design and expectations.

Stowing has been successfully used in many countries as a means of controlling surface subsidence, minimi ing incidences of spontaneous combustion, maintaining gate road stability and maximising coal recovery.Australian experience in stowing is limited but in the future increased extraction of thicker and/or multiple seams by longwall operations and resolution of conflict of alternative land u'ses may necessitate the use of stowing in coal mining. At present there is little incentive for mining companies to introduce and operate a stowing system because costs have to be borne by the individual companies and benefits spill over to society and the State. Cost sharing by the industry and State incentives may overcome the problem of cost disincentive.

Charleston Water System?s Daniel Island Extension Tunnel, initially thought to be the simplest of the four replacement tunnels to design and build, became the most challenging after the discovery of an unexpected 30-ft thick lens of sand in the normally consistent Cooper Marl while sinking a shaft on Daniel Island. This paper will explore the challenges involved with determining the extent of the unforeseen lens of sand, the accelerated boring program, and the redesign of the vertical alignment?keeping the alignment between the sand layer and the bottom of the Cooper River. It will describe how the challenges were overcome, and how the Owner, Engineer, and Contractor were able to team together to achieve the desired results.
