When the Mining Bill came before the Victorian Legislature not so many months ago, the question arose whether mining managers required education, and to what extent. Some members of the House expressed themselves in a way which appeared to leave the impression that mining managers would be all the better if they were not brought up in a scientific school.To try and prove what we owe to science I will give a short history of colonial mining from the earlier period to the present time and compare results.I believe I am right in saying that South Australia is the pioneer colony in mining and to her belongs the credit of not dnly being the first mining colony, but also that her beginning turned out so successful, as the history of the Burra Burra copper mine will testify. At about the same time a little galena mining was carried on nearer to Adelaide, but as this did not prove a success and was only worked by tributing parties, little notice was taken of it.

"DEVELOPMENT of the underground mine is carried out from a main ramp driven from surface to the 800 and 1200 levels and from a shaft sunk to 3050 ft. Sub-levels at approximately 100-ft vertical intervals, starting 300 ft above the 800 level, were collared from the ramp as it advanced and a considerable amount of development work was pursued. The lateral and ramp work provided an opportunity to train drift crews, test equipment and methods, assess ground conditions and advance the initial stope development. The development of an exhaust ventilation raise system closely followed the extension of the level development to the south end of the orebody (Fig. 26) . On completion of the shaft, temporary lip pockets were installed at the shaft stations on the 800, 12.00, 1600, 2000 and 2400 levels. The permanent loading pocket had been installed on the 2860 level as part of the shaft-sinking contract and the level had been connected to the 2800-level station by a small muck transfer raise. Development of the 2800-level area was given top priority at this stage. This included a 1000-ft cross-cut to the crusher location, the crusher excavation, storage bins, conveyor ways and a ramp to connect the 2800 level to the loading pocket, the rope changing station and the shaft sump. The development and installation of the rock handling system between the 2400 level and the shaft bottom was contracted to Macisaac Mining and Tunnelling Company, of Sudbury, Ontario."

Difficult topography and soils conditions required the adoption of a combination of specialist geotechnical processes. Particular attention was paid to the preparation of the site, programming and capabilities of each technique as additional soils information became available.

The resistance of yielding rockbolts to multiple impact loads was tested by means of a drop hammer. The methodology was based on the ASTM D7401-08 standard as well as the requirements specified for rockbolts by Luossavaara-Kiirunavaara Aktiebolag (LKAB – a Swedish mining company) and the Safety In Mines Research Advisory Committee of South Africa (project number GAP 423). During the tests, the loading force and bolt elongation were measured with a sampling frequency of fs = 19.2 kHz. In order to analyse the phenomena involved, the tests were recorded using two independent high-speed video cameras (600 and 1000 frames per second) and one thermal camera (128 frames per second). The tests demonstrated that all the samples transferred double the gravitational potential energy of Ep = 50.85 kJ from the impact load of mass m = 2825 kg and impact velocity of v = 6.0 m/s without failure. Damage to the bolt-resin contact in the upper anchoring zone of the bolt in the steel tube occurred after subsequent impacts. As a result, the macro-deformed bolt exhibits additional yield, and its operation following the shearing of the resin bond is similar to that of a ‘cone bolt’. Only one test resulted in damage to the threaded bolt rod-nut coupling, during the fourth impact; however, no damage to the bolt-resin contact zone was observed.

1. Introduction.-The first part of this papers treats of the causes and the restraining of piping in steel ingots; the second& considers the causes and the restraining of -segregation; and the third proposes certain precautions in engineering specifications concerning these two defects. Into their causes I have looked carefully, with the purpose of arriving at rational methods of restraining them, and at efficient ways of detecting. and measuring the harm which they cause, so as to benefit the public by reducing this harm at once effectively and with the least expense to the manufacturer, and therefore in the end with the least expense to the consumer. In Part I., I infer that the pipe is chiefly due to what I, call the virtual expansion of the outer walls of the ingot in the early part of the freezing. I find that the upper and smooth-faced part of the pipe probably forms while the interior is still molten, but that the lower, steep, and crystal-faced part probably forms in metal which is already firm. Of the five causes which may co-operate to limit the depth of the pipe, I find that three-blow-holes, sagging, and the progress of freezing from below upwards-are usually effective. I find that the pipe may be lessened by casting (1) in wide ingots,; (2) in sand molds, especially if these are pre-heated (this is rarely expedient); (3) at the tops instead of at the bottom; (4) slowly; (5) and with the large end up; (6) by the use of a sinking-head or other means of retarding the cooling of the top; (7) by permitting blow-holes to form; and (8) by liquid compression.) Most of these I consider in some detail, and in particular I dwell on the advantages of casting with the large end up, and I propose certain administrative arrangements to permit this.

The conventional rare earth element (REE) industry has historically sought to develop ore deposits where geologic processes have produced mineralized zones with commercially attractive REE concentrations. These deposits are extremely uncommon, particularly in the USA. Given the criticality of these materials and the need for sustainable domestic supply, the current research seeks to leverage other autogenous processes that lead to concentrated REE resources. One such process is the generation of acid mine drainage (AMD). AMD is very common in many coal mining districts and results from the exposure and oxidation of pyrite during mining. During the generation and migration of AMD, liberated sulfuric acid mobilizes several metal ions including REEs. Treatment of AMD is required under U.S.C §1251, the Clean Water Act, and often consists of neutralization, oxidation, and metal hydroxide precipitation. To investigate the deportment of REEs during this process, a field sampling campaign was undertaken, whereby the concentration of REEs in AMD and AMD precipitates was measured directly. In the nine sites evaluated in this study, the REE concentrations of the precipitates varied from 29 to 1286 ppm with an average of 517 ppm among the sampled sites. The individual elements were enriched compared with the associated bulk Northern Appalachian (NAPP) coal material by factors ranging from 3 to 15. Furthermore, the distribution of REEs in all precipitate samples favored the heavy REEs (HREEs) when compared with traditional REE ores. This research represents the first part of multi-part research endeavor to characterize, classify, and determine the practicality of refining REEs from AMD and its by-products.

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. Since great emphasis is being placed on the manufacturing science and processing science programs in the Department of Defence and other government research agencies and industries; currently, extensive research on computer aided design(CAD)/ computer aided manufacturing (CAM)/ and computer aided engineering (CAE) is being conducted at Ohio University (OU) . OU has invested over a million dollars in CAD/CAM hardware and software. Design and analysis packages like ALPID, NIKE, STREAM, SHEAR, POLY_FLON, RINGROLL have been developed or modified at OUusing finite element method, finite difference techniques or enhanced slab analysis. Packages like ABAQUS, FLUENT, and NASTRAN have been extensively used.

Ground control hazards, coal quality, ore reserve estimation, and pollution modeling seem unrelated topics from most mining perspectives. However, geostatistical methods can be used to characterize each of these, and more topics. Exploratory drill core data, and continued drilling and field measurements, can provide a wealth of information related to each of the above areas and are often severely underutilized. Recent studies have led to the development of the Multiple Parameter Mapping (MPM) technology, which utilizes geostatistics and other numerical modeling methods, to generate a "hazard index" map, often from exploratory drill core data. This mapping has been presented for ground control hazards relating roof quality, floor quality, numerically modelled stresses due to mining geometry, and geologic features. A review of the MPM method, future directions with the MPM, and a discussion of using these and other geostatistical methods to quantify coal quality, ore reserve estimation, and pollutant modeling are presented in this paper.

This paper presents a case history of an engineered, monitored, and tested program that provided an effective and satisfactory basis for the completion of pile foundations for Twin Dolphins 1 at La Peninsula Condominiums located in the Isles of Capri in southwest Florida, U.S.A. An 8-story building (withl-story parking underneath) along with recreational facilities (such as a swimming pool and tennis courts) had been planned for final construction. Following an evaluation of various foundation alternatives, a precast prestressed concrete (PPC) pile-supported system was selected. The building foundations were designed for pile capacities of 445kN (50 tons) and 890kN (100 tons) in compression and 133kN (15 tons) in uplift. A test pile program was performed to provide site-specific pile driving data, verify design assumptions, determine production pile lengths, and evaluate pile driving criteria. A total of 24, 356 mm (14-in.) square, 19.8 m (65 ft) PPC concrete piles were driven and dynamically load tested utilizing a Pile Driving Analyzer (PDA) within the building limits. Dynamic monitoring during probe pile installation and restriking was performed to estimate the ultimate capacity of the piles and to evaluate driving stresses during installation. CAPWAP analyses were preformed on PDA data to better estimate pile capacity, resistance distribution, and predict pile freeze (increase in pile resistance with time) and thus optimized the production pile lengths. Upon completion of probe pile installation, 12 of the probe piles were tested using the Pile Echo Tester (PET) function of the Pile Integrity Sonic Analyzer (PISA). PET testing was performed to evaluate the integrity of piles which had exhibited high driving stresses during PDA testing. Information gathered during the probe pile driving program was effectively utilized as part of the overall quality control program to install a total of 539 PPC piles (including 24 probe piles) within the building limits at the project site to depths ranging from 9.1 to 19.8 m (30 to 65 ft) below the existing ground elevation as part of the foundation support system. Prior to installation of probe or production piles, a termination criterion was established using 1-dimensional wave equation analyses in addition to the design pile embedment requirement. The predicted pile capacities compared very well with the capacities from the CAPWAP analysis for probe piles. Use of geotechnical instrumentation and PDA assisted technology enabled each foundation support element to be constructed to its optimum capacity and at optimum cost. Furthermore, by using PDA the consultant was able to quantify a difficult to measure geotechnical phenomenon termed "pile freeze" which eliminated costly overdriving and unnecessary splicing of piles.

Arguably, some of the most restrictive statutory blast vibration requirements attached to mineral extraction operations can be found in the United Kingdom. Such limitations are, as a rule for the UK, stipulated together with a required statistical confidence that has to be observed in the blast design process in order to ensure total planning compliance. A key element in this procedure is the effect imparted by vibration data scatter from previous blasts as this becomes reflected in the site’s operational standard error statistic and in turn directly influences the maximum instantaneous charge weights that can be justifiably employed. The greater the scatter, the lower the compliant charge weights become.

"INTRODUCTION The Ahles iron mine, also known as the Pequest mine, in Warren County, N. J., was operated continuously for 15 years and was still in ore when it closed in 1916.Tie property was examined by an engineer of the Bureau of Mines in March 1943. 3/ This examination led to an investigation of the deposits by the Bureau by diamond drilling two holes under the old workings to determine whether the extends downward.This report describes the work done at the Ahles mine by the Bureau and presents the data obtained.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U. S. Department of the Interior, to stimulate greater interest in safety in the mineral-extractive industries and to encourage the development of more effective accident-prevention programs. Since its beginning in 1925, thirty-four safety contests have been conducted. This publication reports results of the 11 annual contests for the period 1948-1958, inclusive. Mineral operations awarded the "Sentinels of Safety" trophy for the best safety record in their competitive group as well as those ranking second, third, fourth, and fifth are listed along with a summary of their achievements in preventing disabling injuries. In addition, this publication contains statistical information reflecting the disabling work-injury experience of all other mines and quarries enrolled in the annual contests. The injury statistics of these operations are arranged in the six groups of the competition and through 1955 are the only data on injury-severity at noncoal mineral operations published by the Bureau of Hines. Recognition of the National Safety Competition in promoting safety has increased steadily during its 34 years. The number of plants participating in these annual competitions increased from 210 in 1925, its first year, to a record of 675 in 1958. The expanding scope of the National Safety Competition indicates that more mines and quarries in the United States are enrolling 90 all available means to promote safety on the job will be used. Safety contests like this are generally recognized, in the field of safety promotion, as an effective way to arouse and hold the interest of employees and officials in accident-prevention programs. They tend to forge individual precautionary acts into group action centered on a common objective, such as winning the ?Sentinels of Safety? trophy.

The objective of this program is to identify and evaluate superior, lightweight substitutes for selected coal mine roof support concepts such as crossbars, posts, and crib blocks. Engineering analysis and concept design identified, through tradeoff studies, that some materials are promising, from a technical standpoint, as support substitutes: E-glass reinforced polyester resin, high strength low alloy steel, aluminum, and very high early strength (VHE) cement. An economic analysis indicates that none of the lightweight substitutes are economically competitive with wood on an initial cost basis; however, in terms of life cycle costs based on current dollars, the high strength low alloy steel appears competitive for crossbars, and the VHE cement and E-glass/resin appear competitive for posts.

The data published in this retort cover only one phase of a special study of tile physical and chemical properties s of only Alabama coals made by the Bureau of Mines. In addition to determinations of friability, the survey included determinations of grindability, B.t.u. value, and ash-fusion temperature. Assay distillation tests, both for high- and low-temperature carbonization, and proximate and ultimate analyses were made also. However, this preliminary paper is concerned only with the results of friability tests and is issued to expedite the release of this information to the public. The friability, test measures the liability of a coal to break into smaller pieces when subjected to repeated handling, as occurs in the mining, preparation, and transportation operations. Friability depends on many physical characteristics of the coal that vary not only between different seams but also in the same seam. The laboratory methods of determining friability have been developed to give a practical means of estimating degradation of size. So far as is known to the authors, no data on the friability of Alabama coals have ever been published. This caper makes available for the first time fairly comprehensive3 information on this subject. Because the procedure for the tumbler test for determining the friability of coal is relatively new to the coal operators, the authors Lave included a, complete description of it in this report.

WE have just heard a very able presentation, by Mr. J. C. Cameron, on the subject of Recent Trends in Labour Relations, as they exist today in Canada (l). With minor changes, what he said applies equally to the situation in the United States. Direct negotiation between employer and employee on a man-to-man basis, wherein good faith and mutual esteem was at least sometimes a factor, has almost entirely given way to a mass struggle in which each side is represented by highly trained specialists in a new jurisprudence, built up on vote-getting labour laws, decisions in analogous cases by Boards whose members may have had very little personal acquaintance with the specific case, etc., etc. Membership in a labour union has become almost an essential requisite to a job; once in, the individual workman loses his identity and dares not act on his own initiative or even express any idea not handed him by his Union head. An honest workman cannot turn in an honest day's work, because his Union will not allow him. Leadership in the Unions has become so powerful an instrument, both politically and monetarily, that Union policies are drafted primarily to build up that power, and may have little relation to the equities of the individual case. ?While both sides still render lip-service to the doctrine that Capital and Labour can advance best by co-operation to mutual benefit, that doctrine has in effect given way to as bitter and as legalistic a struggle as any in our civil courts. There are many reasons to believe that we are, industrially, in a situation much like the European situation from 1935 to 1939; an impending war to the death with 'appeasement' as the only, unavailing, policy

The Block 75 portion of the City Creek redevelopment project in Salt Lake City required multiple shoring walls surrounding the 6 acre site constructed to depths ranging from sixty-five to ninety feet below original street grade. Shoring for the project was challenging due to site soils consisting of cobbles, sands and gravels, interlayered lakebed silty clay and fine sandy silt with incised stream deposits of silty/clayey sand and gravels combined with a high groundwater table. Moreover, several abutting structures each with a unique foundation system would be directly or indirectly supported by the shoring system. Three sections of interest are the shoring walls constructed at Main Street, Deseret Trust Building and Eagle Gate Tower. Main Street shoring extended to as much as sixty-five feet below street grade and utilized existing basement walls anchored in place in the upper zones with soil nail walls with pre-installed vertical elements for face stabilization below. Data are presented which illustrates the effect dewatering had on the settlement of the Main Street Shoring. The Deseret Trust Tower shoring supported a 12 story, historical masonry building. Site conditions dictated a separate design for the east side and the north side of the building allowing comparison of relative performance between these walls. Settlements of this structure were controlled by installing micropiles through the 90 year old structures spread footings. Shoring for the Eagle Gate Tower was to be constructed immediately adjacent to a mat supported 22 story high rise structure. This shoring system combined secant piles, ground anchors and incorporated existing abandoned-in-place pipe piles with infilling high pressure jet grouting to create a cutoff wall and eliminate the adverse impacts of dewatering below this sensitive foundation.

Preparation, understanding and use of soils reports must be a team effort to be fully effective. The soils engineer must know what is to be built and exactly where. The structural engineer and owner must be fully informed on the foundation problems of the site. There must be frequent team review of information obtained from subsurface investigation and of design as details develop. The soils engineer should be available on a continuing team basis as design proceeds and should be directly involved with inspection and interpretation of site conditions as construction continues.

The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent.
