I have been asked by the Society of Mining Engineers to present a paper on Inco Limited's Indonesian nickel project as a case study in the financing of large overseas mining projects. I welcome this opportunity It is a story worth telling not only because the project itself represents a significant human achievement but also because there are certain important lessons that can be derived from our experience in financing the project. The paper will be divided into four sections: (i) a brief history of the project, (ii) a critical appraisal of the project's financing plan in terms of the goals that we sought to achieve, (iii) some comments on certain factors underlying the relative success of the financing plan, and (iv) the contributions that the engineering staffs must make to a successful financing plan. The paper will not present a technical assessment of the project since Inco Limited has been asked to submit a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979.

Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. Y., is one of the series of papers on milling methods and costs being prepared by the United States Bureau of Mines. It deals principally with the production of high-grade concentrate. However, separating REEs safely and effectively is a complex and expensive process. In early 1993, the Piney River quarry owned and operated by the Blue Ridge Stone Corporation of W W? Boxley received a series of complaints from the owners of a 130 year-old historic farmhouse that had been converted into a bed and breakfast establishment. Since the distance from the quarry to the farmhouse was substantial, a unique method of seismic data acquisition was utilized to determine if perceived blast effects were caused by air blast or low amplitude, low frequency ground vibration.

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Since its formation in 2004, the Task Group for the Extension of the Continental Shelf (EMEPC) has been collecting hydrographic, geological and geophysical data to support the extension of the continental shelf beyond 200 NM. In 2008, the EMEPC acquired a 6,000 m rated ROV named "Luso" and has been cooperating with several national and international institutions to increase and improve its operational capabilities to conduct research on deep-sea minerals. The Portuguese continental shelf corresponds to a broad area of the seafloor encompassing different physiographic domains: the mid-Atlantic ridge system, abyssal plains and numerous seamounts. From 2008 to the present, the mid- Atlantic ridge and seamounts have been the most visited sites with the ROV "Luso". Several hydrothermal vent sites are known to occur along the mid-Atlantic ridge to the south of the Azores archipelago and mostly within the Portuguese EEZ. Vent fields were also discovered in the extended continental shelf, namely the Rainbow and the Moytirra sites located to south and to the north of the Azores archipelago, respectively. The most studied seamounts correspond to those forming the Great Meteor chain and the Madeira- Tore rise. All these visited sites are related either with the occurrence of polymetallic sulphides or cobalt rich Fe-Mn crusts and the opportunities to further pursue their exploration will be discussed.

The Tui mine site is situated on the NW flank of Mt. Te Aroha, at approximately 400 m altitude. During underground mining operations two lead-copper-zinc ore bodies were exploited and processed on site. The legacy of the mining operation is a barren dam containing over 100 000 mm of sulphide-rich tailings. The Tui mine site is arguably the worst case of environmental degradation resulting from past mining activity inNew Zealand. Although the impacted area (approximately 4 ha) is extremely small by international standards, acid mine drainage (AMD) emanating from the abandoned tailings dam and mine adits has severely contaminated local streams and prevented natural plant recolonisation of the site for more than 20 years.   The suitability of the tailings as a potential plant growth medium was assessed with the end view of revegetating the tailings dam and alleviating AMD. This paper outlines characterisation work conducted on the tailings and summarises preliminary results from plant growth trials. The tailings contain up to 5% Fe, 1.15 % Pb, and 0.45% Cu in the form of sulphide minerals. The distribution of heavy metals, sulphate and total sulphur with depth indicates that the top 200 - 300 mm of the tailings have been extensively weathered since their deposition. The oxidation of sulphide minerals, particularly pyrite (FeS2 ) has reduced the pH of the tailings to nearly 2 in places. Below 300 mm the sulphide minerals are largely unweathered and the theoretical acid generating potential of the tailings exceeds 170 Mg CaCO3/1000 Mg tailings at certain depths. Plant growth trials were conducted to study the effects of lime and organic matter addition on the establishment of vegetation on the Tui mine tailings. Several plant species were assessed including some cultivars bred for their tolerance of heavy metals.

This report describes the exploration and recent utilization studies the Bureau of Mines conducted on the Iron King, Chambers, and Dry Camp chromite deposits in the John Day district, Grant County, Oreg. The field investigations were undertaken during parts of 1939 and 1942 to determine the tonnage and grade of chromite in the district that could be utilized as a war reserve for the steel industry. As a result of the Bureau's field work, which included construction of 9 miles of access road, 6,204 feet of diamond drilling, 195 channel samples, and 1,020 linear feet of trenching, an ore reserve of 208,000 tons of 22-percent chromic oxide was indicated in the 3 deposits. Less than 1,000 tons of this ore has been mined since the field work was completed because the 2 largest deposits are submarginal in grade and there is as yet no incentive to develop and mine the ore. Since the war, however, the Bureau has been seeking means of utilizing the ore. Two methods of utilization that show promise are direct smelting of the ore in an electric furnace and use of the chromite for making refractory brick.

It has been generally concede by those who have learned to value the life and limbs of their employees, that safety is essential to efficiency and no company that has a high accident rate can be considered an efficient organization. Accidents have a destructive effect on the morale of any body of workers and cause disorganization and delays.The increasing danger to life and limb involved in the drilling for and the production of oil and gas, has become so great that it is clearly evident that everything possible must be done to keep it within the narrowest possible limits.There is a tendency toward carelessness, especially by men who are employed in hazardous occupations. This is brought about by the familiarity of the risk under which they are working and in no industry is this more forcibly exemplified than in the oil fields. Men have performed the same or similar duties for many years and have worked around similar hazards and unprotected machinery until many have can entire disregard for the dangers surrounding then. Very often familiarity with a hazard occasions a contempt for that hazard which only too often results disastrously."

"Various full-scale test programs and installations of the InLine Pressure Jig (IPJ) have provided evidence that pre-concentration of the difficult to leach sulphide mineral through gravity can provide significant increases in economic recoveries. The continuous gravity concentrates are intensively treated either by re-grinding or Intensive Cyanidation. Data from various mine sites worldwide is presented. Treatment of complex ore bodies with this low cost methodology may render previously uneconomic ore bodies financially viable and assist in the recovery profile of transitional ore.INTRODUCTIONThe use of gravity is made extremely attractive in complex ore situations due to the low cost of operation, typically a few cents per ton operating cost and lack of chemicals.Gold mines which suffer from poor recovery due to complex mineralogy such as Stibnite, Arsenic, Carbon, Telluride, Silver and other pacifying agents such as Iron, which can form coatings, can all benefit from the process proposed in this paper. The key issue is not overall recovery as much as one of economic recovery. The key to this is maximised recovery at the lowest possible capital and operating cost. Other options such as flotation are reviewed but are not seen in many instances to be the panacea due to issues discussed in the paper. The use of the InLine Pressure Jig in the re-circulating load of the milling circuit is a cost effective means of recovering a sulphide/gold concentrate containing the complex mineral assemblages which require re-grinding and intensive leaching for optimised gold recovery.The benefits of Jig Assisted Grinding (JAG) are many and the challenge over the past years has been developing, understanding, implementing and evaluating the benefits of various flowsheet models. This has involved the reconciliation of results in plant scale trials back to the original laboratory test program. The following paper outlines the insights gained in this area through extensive work carried out by many people across both laboratories and plant sites in Australia and overseas. The examples in this paper are some of the work carried out on a few selected sites but similar work has been carried out on other sites such as Penjom, Granny Smith and Agnew. This work has eventuated in several installations which we believe have great importance in the future of the gold processing industry. They will lead the way forward to the modern all-gravity plants of the future.Compared to flotation, for the recovery of sulphides, gravity is a simple option. The simplicity generally translates to low capital and operating cost."

The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

This project is exploring the potential for developing trees tolerable to degraded un-reclaimed mine site soils and tailings as a solution to re-establishing long-term tree growth on those sites. The project incorporates growing tree seedlings in an underground greenhouse grown from seeds planted in the degraded mine soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in soils and tailings containing high metal concentrations with minimal post-planting human intervention. The research is being conducted in an underground greenhouse located 100 ft below the surface in the old Orphan Boy Mine Underground Mine Education Center (UMEC) located on Montana Tech’s campus in Butte, Montana.

The lignite deposits of the United States represent a huge potential source of fuel for power generation. It has been estimated that lignite constitutes about 24 percent of the remaining National reserves of solid fuel on a tonnage basis and about 15 percent of the reserves on a B.t.u. basis. (See sec. 3, part 1.) The major portion of these reserves is in North Dakota. Lignite has been used locally for domestic heating since the first settlers burned it at forts and fur-trading posts as early as 1855. Some of the first studies of the use of lignite in steam boilers were conducted by the Federal Bureau of Mines from 1910 to 1920 (15, 19) 1/ However, the commercial utilization of lignite as fuel for producing power developed slowly. Not until about 1925 was any really successful lignite industrial fuel-blaming equipment developed. Since then the commercial use of lignite as a fuel for producing power has been increasing steadily.

Introduction During the past ten years, shaft sinking has been going on continuously at Inco and new shafts and shaft extensions have been sunk under a broad diversity of conditions. The Murray mine and the Stobie section of the Frood-Stobie mine have?been opened and a main hoisting and supply shaft has been sunk at each of these mines; No. 2 shaft at Murray was sunk initially from surface to 1,960 feet and is now being extended; No. 7 shaft at Stobie was sunk from surface to 3,105 feet. No. 2 shaft at Garson has been extended from 2,200 feet to 3,200 feet in depth. At Levack, No. 2 shaft is being extended from 1,860 feet to 2,850 feet for ore hoisting from the 2,650 lev el. At Creighton, No. 6 shaft, collared on 52 level, was sunk 1,740 feet to a total depth of 5,563 feet below surface. It is the deepest Inco working. At Creighton, also, No. 7 shaft is being sunk from surface to the 30 level to handle the ore from caving operations. Ail Inco main hoisting and supply shafts sunk during the past twenty years have been vertical rectangular shafts equipped with two cages and two ore skips. The cages are standard and interchangeable for all shafts except Garson No. 2; they are single-deck, 13 ft. 4 in. by 5 ft. 2 in. inside and are designed to carry a maximum material load of 16,000 lb. The man load is 48 men. Skip capacities at the several shafts vary from 8 to 15 tons. Forty-two hundred feet bas been established as the standard vertical lift, and the permanent hoisting equipment at each shaft is designed for eventual hoisting from that depth.

This section of the Handbook deals with general principles to be evaluated in the development of a mining operation. It addresses the major issues that must be examined to fully evaluate a mining venture. Of course, one of the main topics to be evaluated is mine planning, which is covered in more detail in other sections (13, 17) of the Handbook and should be referenced in mine development projects. The topics to be discussed in this introduction include equipment and supplies, infrastructure, utilities, and project management. In any of the aspects mentioned, the current existing conditions at or near the mine site must be evaluated. This will include assessment of current use of utilities, infrastructure, housing, equipment suppliers, etc., as well as anticipated growth, both in the supply aspect of these systems as well as projected usage on these systems. After full assessment of both these aspects, an evaluation must be made as to the requirements the project will place on these items. Assessment must be made as to any up-grades required to bring the project on line, what impact the project will have on existing or expanded systems, and anticipated future growth impacts on support systems not only of the project but of other surrounding industry and urban devel-opment

"INTRODUCTION The Lookout Mountain coal deposits were examined by J.L. Stratton, an engineer of the Bureau of Mines in April and May 1943. The area investigated includes that part of southern Lookout Mountain in townships 4 to 8, south, ranges-9 to 11 east, and contains approximately 140 square miles in DeKalb and Cherokee Counties in northeastern Alabama (fig. 1.)Six coal seams having a minable thickness of 18 or more inches are represented in the area. The third seam, known locally as the Hill seam, has been correlated with the Upper Cliff No.1 seam and is referred to as such throughout this report. The preliminary investigation indicated that the Upper Cliff No. 1 seam is a low-volatile, high-grade coking coal. The work done on this project was confined principally to determining the amount and grade of coal in this seam.The only existing maps of mines in the area were one of the Lookout Fuel Co. at Lahusage, Ala. (fig. 2), and one of the Lookout Mountain Iron Co. at Battelle, Ala. (fig. 3), Consequently, to gain some knowledge of the grade and tonnage mined, surveys of the other mines were necessary. Many of them were caved, and many were filled with water, necessitating considerable preliminary work."

"The Schlumberger configuration used in geoelectrical sounding is slightly adapted here to obtain reliable data for both shallow and deep penetration depths from the same survey. In this configuration, two kinds of current electrode half-spacings are used: the first enables construction of vertical electrical resistivity sounding (VES) curves for shallow depths (<50 m), and the second for depths =250 m. For a given VES location, two field curves are measured and interpreted using two standard approaches. Practical characteristics of such a modified configuration are illustrated with two field applications in Syria. The first aims to characterize the structure of Quaternary and recent deposits in the Al-Ghab depression region, and the second deals with exploration for phosphatic sedimentary units in the Al-Sharquieh mine. La configuration de Schlumberger normalement employée dans les levés géoélectriques a été légèrement modifiée afin d’obtenir des données fiables à faible et forte profondeur durant le même levé. Dans cette nouvelle configuration, deux types de demi-espacements des électrodes sont utilisés : le premier permet le développement de courbes de sondage de résistivité électrique verticales (REV) pour les faibles profondeurs (<50 m), et le second atteint des profondeurs =250 m. Pour une localité REV donnée, deux courbes de champs sont donc mesurées et interprétées grâce à deux approches standardisées. Les caractéristiques pratiques de cette configuration modifiée sont illustrées par deus exemples d’application en Syrie. "INTRODUCTION Knowledge of the Phase relations of fluids produced from combination wells 4/ at the pressures and temperatures characteristic of production from natural reservoirs is essential to efficient recovery and refining practice. An accurate sample of the fluid from such wells may be prepared by mixing (in the proportions of the measured gas:liquid ratio) gas and liquid taken from the separator conditions of steady flow; and physical properties of the sample, at significant pressures and temperatures, may be determined with suitable laboratory apparatus for use in the solution of engineering problems. The results of study of sample so obtained and of mixtures of gas and liquid from the separator combined in other proportions are presented in this report. Attention was given in the study to the relationship between the physical properties of what may be regarded as the constituent materials - the gas and liquid taken from the separator - and the properties of mixtures of these constituents. Data obtained for the complete range of mixture Proportions are expected to provide a reference scale for the study of other combination-well fluids produced at different liquid:gas ratios."
