Mines and plants for sale, downsizing, bankruptcies, consolidation, slab imports, minimill growth displacing traditional integrated steel-making. These are some issues for North American iron ore and integrated steel producers. But the blast furnace still remains the workhorse of the ironmaking industry. And direct reduction and other alternate ironmaking technologies have yet to make any serious inroads in North America. How come? This article addresses the current state of primary ironmaking in the changing North American steel industry, the direct reduction market and new technologies under development that may hold some promise.

Sea floor hydrothermal activity in the Okinawa Trough is considered a modern analog to ancient Kuroko-type volcanogenic massive sulfide (VMS) deposits. Recent scientific drilling projects at active hydrothermal fields have enabled us to conduct comparative studies on hydrothermal clay minerals between ancient and modern systems. Zonal distributions of clay minerals below the sea floor of an active hydrothermal field have been revealed, which is represented by the distinctive assemblage of clay minerals. Zone 1 consists mainly of montmorillonite and sometimes of kaolinite; Zone 2 consists of chlorite and chlorite-smectite mixed-layer mineral; and Zone 3 is represented by the co-occurrence of illite and chlorite, from shallow to deep. This zonal distribution is likely to be in accordance with that reported previously for the Kuroko-type ore deposit. Similarities are also recognised in chemical compositions of illite and chlorite, which are both abundant clay minerals in the vicinity of the ore deposit. While illite would be formed by interaction with the hydrothermal ore fluid, the formation of Mg-rich chlorite is attributed to Mg metasomatism caused by the involvement of sea water. Designing an appropriate tunnel blasting pattern reduces the cost of rock breakage and subsequent operations such as loading, haulage and support of tunnels. For that reason, we developed a software that designs tunnel blasting patterns. Using this software, three different tunnel blast design models based on parallel hole cut, namely, Swedish, Konya and Energy Balance, were investigated and compared for a virtual tunnel. Accordingly, blasting patterns were designed, for different cross sections. The trend of parameters such as specific charge and specific drilling as functions of tunnel cross-section was determined for each model. Our results show that, in general, The Swedish model gives lower specific charge and specific drilling compared to other models.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No. 4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10- 20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove gindabilities all appear to change linearly with temperature within the 275°C to 325°C range.

One of the several problems facing society today is that of disposing of its solid waste. Each year this nation spends approximately 4.5 billion dollars to collect, transport and dispose of some 360 million tons of domestic and industrial solid waste. Although considerable sums of time and money have been spent in researching various techniques for solid waste disposal, it is presently agreed that sanitary landfilling represents the most economic and universally adaptable solution to the problem of solid waste disposal. However, regardless of the factors favoring sanitary landfilling as the waste disposal method of choice, it should be recognized as carrying with it a potential for the degradation of ground- and surfacewater resources. Through an interdisciplinary effort regulations were promulgated during 1971 in the State of Iowa to govern sanitary disposal projects. Consistent with a set of rationales developed to preserve environmental quality, these regulations set forth hydrologic and geologic standards designed to protect Iowa's water resources. Minimum requirements have been outlined in the regulations through which the natural favorability of potential landfill sites may be evaluated. Natural favorability is primarily defined in terms of the hydrologic and geologic relationships between a proposed landfill site and those in the locality of the site. The regulations specify that leakage from a landfill to a subcropping aquifer must be less than 0.04 cu ft/day/sq ft at the base of the landfill. This factor is offered to quantify the maximum allowable leakage for all sites in unconsolidated sequences underlain by subcropping bedrock aquifers, Based on groundwater research in Iowa, the assumption is made that 50 feet of till will be sufficient to inhibit the downward flow of liquids from a landfill into bedrock aquifers. This assumes a difference of no greater than 40 feet in hydrostatic head between the water table in the unconsolidated sequence and that in the bedrock aquifer. Owing to the fact that bedrock aquifers in many areas of the state are mantled by less than 50 feet of till the regulations provide for site modification, through engineering, to meet the specified leakage standard, In such instances the leakage factor is evaluated by means of the generalized Darcy's Law Q = PIA where:

Underground mining accidents in the USA in recent times have prompted the Mine Safety and Health Administration (MSHA) to review emergency and tracking systems for underground mines. Several communication and tracking systems are available on the market and various systems have been installed in mines around the world. In addition, MSHA?s standard on Diesel Particulate Matter (DPM) requires mines to comply with the final PEL of 160µg/m3 by May 20, 2008. Barrick Goldstrike Mines Inc., Underground Division, has been in operation since 1995 and an extensive control and monitoring network, and a leaky feeder voice network is in place. Enhancements to the communication and control system are currently being implemented to include a PED emergency notification system, wireless LAN with tracking of personnel and equipment in the mine, and a ventilation control system that will use the tracking information and ventilation data to automate much of the mine ventilation system. Expected benefits from such a system would be enhanced communication with miners, emergency notification, location of miners and equipment, energy savings, improved ventilation control, and improved atmospheric conditions in the mine including reduction of diesel particulate matter (DPM).

The Washington Suburban Sanitary Commission (WSSC) has recently completed design for the Bi-County Water Tunnel Project. The project will include a 10-foot diameter, 5.3-mile long hard rock tunnel located within the Piedmont Physiographic Province in Montgomery County, Maryland. The rock formations present along the alignment are comprised of igneous and metamorphic lithologies. This paper presents the steps taken to characterize the complex geology along the tunnel alignment into a single ?Engineering Unit? based upon the intact rock and rock mass properties. The Rock Mass Rating (RMR) system is planned to be used as the basis for dividing the ground into three ?Excavation and Support? classes. This RMR approach was selected to establish contractual baselines as presented in the Geotechnical Baseline Report (GBR) and is intended to facilitate management of the ground support characterization during construction.

There are no identified mineral resources in the Italian Peak RARE II areas, and there are no producing or developing mines within or adjacent to the study area. Several prospects are in RARE II area M-4945, Idaho, but none were found in the area I-1945, Montana. The Viola Mine (fig. 1, no. 15) vicinity and the Heart Mountain vicinity along the west and south borders, respectively, are being prospected. There has been no recorded production from mines within the study area, but between $2.5 million and $5.0 million worth of lead, silver, and zinc were produced in the adjacent Birch Creek district - dominantly from the Viola Mine - from 1882 to 1889 (Anderson and Wagner, 1944, p. 14). The Viola and other mines in that district are possibly, on basin-margin, carbonate-hosted, lead-silver-zinc deposits stratabound within the Devonian Jefferson Formation. Previous studies have considered them to be hydrothermal, replacement orebodies. Mineral occurrences in the Heart Mountain area are possibly black-shale hosted uranium-vanadium deposits in the Mississippian-Devonian McGowan Creek Formation or perhaps the underlying Devonian Three Forks Formation. The Jefferson and McGowan Creek Formations underlie many scattered segments of the study area. The deposits and occurrence; are not sufficiently exposed to determine tonnage and grade, but sampling indicated moderate resource potential at two properties just outside the study area, the Viola Mine and the Elkhorn Group (fig. 1, no. 33). Local residents indicated there are several thousand tons of zinc-bearing resource; at the Viola line. A 23-ft (70-m) drill hole intercept near Heart Mountain et the Elkhorn Group adjacent to the stuny area contained 0.15 percent uranium oxide

When the zirconium pressure tube(PT) is in contact with the calandria tube(CT) in the pressurized heavy water reactor(PHWR), the temperature gradient between the inner and outer wall of the PT results in a thermal diffusion of hydrogen(deuterium) and hydride blisters are formed on the outer surface of the PT. Since Zr-2.5Nb pressure tubes have a high risk for the formation of blisters during their operation in a PHWR, there is a strong incentive to develop a method for the non-destructive detection of the blisters grown on the tube surfaces. However, because there is little mismatch in an acoustic impedance between the hydride blisters and zirconium matrix, it is not easy to distinguish the boundary between the blister and the zirconium matrix with the conventional ultrasonic methods. This study has focused on the development of an ultrasonic method to detect the hydride blisters formed on Zr-2.5Nb pressure tubes. Hydride blisters were grown on the outer surface of a Zr-2.5Nb pressure tube using a cold finger attached to steady state thermal diffusion equipment. Ultrasonic velocity ratio method as well as conventional ultrasonic parameters with an immersion technique was developed to detect small hydride blisters on the Zr-2.5Nb pressure tubes.

The Lake Hodges to Olivenhain Pipeline project is part of a 40-megawatt pumped storage project linking two reservoirs as part of the San Diego County Water Authority’s $939 million Emergency Storage Project. Seeking to expedite project completion, the project was advertised as Design-Build, a first for the owner. Awarded to Kiewit Pacific with Parsons as designer, the 1,750m (5,700ft) long, 4.25-m (14 ft) horseshoe tunnel was excavated with conventional drill-and-shoot technique. The mining method was well suited to deal with the shear zones, the very abrasive rock, and 13.3% and19.6% grades. At the apex of the alignment, a 60m (200ft) by 3.6m (12ft) diameter raisebore shaft with surge chamber to protect against pump malfunction was constructed. Upon completion of mining, the tunnel was lined with a 3m (10 ft) diameter high strength steel pipe. Scheduled to come on-line by January 1, 2008, the Lake Hodges to Olivenhain pumped storage project is valued at $108 million, delivering a reliable source of water in emergency situations and electricity-generating capability to meet the growing demands of the San Diego region.

This paper presents the metallurgical results of column and stockpile leach tests with forced aeration to determine the usefulness of this process in the operational leaching at Sociedad Minera Cerro Verde S.A.A. The evolution of the aeration system is presented and also an innovative solution developed to overcome forced aeration’s main problem, which is the early obstruction of the aeration pipes located at the base of the stockpile, causing a decrease in air and oxygen levels and therefore a reduction in the metallurgical benefits.

The Brightwater regional wastewater treatment facility, under construction in King County, WA, includes an extensive conveyance system that will feature deep, soft-ground tunnels and shafts. Excavation of the Ballinger Way Receiving Portal to 65.8 m (216 ft) below grade through challenging geology was accomplished by means of artificial ground freezing. This paper discusses freeze design development, system installation and monitoring, and the contractual and construction challenges that were overcome, including work sequencing and excavation means and methods, together with lessons learned.

The principal function of the Bell limestone mine, of the American Lime & Stone Co., at Bellefonte, Pa., is to supply raw material to the company's modern rotary kiln plant at Bellefonte. Because mining costs are naturally higher than many open quarries with more favorably lying strata, it cannot compete, except to a limited extent, in the markets for road material and fluxing stone. In the broad sense, mining does have an advantage over the average open quarry when the end products are designed for and controlled by process and final inspection for the exacting demands of the industrial and chemical markets. Approximately 80 per cent of the output of the Bell mine is sold in the industrial and chemical markets. And as higher standards are set each year for construction and agricultural work, the remainder of the mine output goes to these two classes. Mining produces more fines than open quarries, and these fines are difficult to market; on the other hand, owing to absence of contaminating clay and impure rock, a greater percentage of the output of a mine is marketable. Because of the great production of fines, rotary kilns for lime burning are necessary when the stone must be mined. In 1921 the American Lime & Stone Co. operated 19 quarries and 72 lime shaft kilns spread over an area of 40 miles between Bellefonte and Altoona, Pa. At that time the lime-production capacity of the 72 kilns amounted to approximately 700 tons per day. After 15 years the company operates three rotary kilns and six shaft kilns, with a combined output of approximately 500 tons of lime per day, concentrated in its single Bellefonte plant (Fig. 1). Its only stone-producing plants are now the limestone mine at Bellefonte and a construction-stone open quarry at Union Furnace, near Tyrone, Pennsylvania. Since the middle of 1922, the management of the American Lime R. Stone Co. has been under the direction and ownership of the Warner Company, of Philadelphia. The organic act passed by Congress in 1910 instituting the Bureau of Mines provided that the director of the bureau should promulgate such investigations as might be necessary to determine the causes of mine accidents and the best methods of preventing them. With the object of accident prevention in view, Director Joseph A. Holmes, and others who were pioneers in the bureau, conceived the Plan of having first-aid and mine-rescue training as one of the major activities of the Bureau. Out of this plan grew the first-aid and mine-rescue contests, which have been featured as an incentive for men to take courses in this type of mine safety training. The first appropriation for mine-accident investigations became available on July 1, 1908, under the jurisdiction of the U. S. Geological Survey, with Dr. J. A. Holmes in active charge. During 1908 there had been some first-aid training in the Pennsylvania anthracite field and a start made in Illinois, although there appears to be no exact information as to when or where first-aid training in the mining industry first became a reality, it is generally conceded that the St. John's ambulance corps of Scotland was one of the first - if not the first - to make the work effective. In 1911, to celebrate the establishment of the Bureau of Mines and the formal opening of the Pittsburgh, Pa., station, a first-aid and mine-rescue demonstration was conducted on Forbes Field, Pittsburgh. President William Howard Taft and many other men notable in public life were 2 resent. This was the first general national contest of the kind held it the United States; and since then there have been a number of nation-wide first-aid and mine rescue contests, as well as some which have been international in scope. There are over one hundred first-aid and mine-rescue contests of various kinds held annually in connection with mining and the allied industries.

An understanding of the thermodynamics of smelting copper anode slimes is a prerequisite for improvements to the process. During slimes smelting, a silver-copper selenide matte is formed and subsequently oxidised to silver metal. As part of a series of investigations, molten silver selenide matte was oxidised at 1 100 degrees C with pure oxygen. The chemical potential diagram for the system was developed and used for qualitative prediction of the results of the experiments. A simple, computational thermodynamic model of converting is presented, the adjustable parameters of which were determined by matching the model with the experimental results. The practical usefulness of the model was demonstrated by predicting the effect on silver recovery of smelting temperature and of using either oxygen or air as the smelting gas

The need for legislative reform of health and safety legislation has been recognised in New Zealand for about a decade. Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

"Soil reinforcement using stone columns is one of the well-developed ground improvement techniques for soft clay deposits. The load carrying capacity can be further improved by encasing it with geosynthetic material around the column which offers effective lateral confinement, prevents column contamination with improved drainage and strength characteristics. Improvement of undrained shear strength using vacuum consolidation is a type of hydraulic modification technique in which negative pore pressure will be developed which increases the effective stresses in soil without changing the total stress. The improvement in effective stress resulted in improved undrained shear strength of surrounding soil. In this research work, combined geosynthetic encased stone column and vacuum treatment method is examined for improving of extremely soft clay soils. The improvement in the time rate of consolidation and load carrying capacity of stone columns after vacuum treatment was studied using experimental investigations. It was observed that both load carrying capacity and stiffness of the encased stone column increased significantly with vacuum application. Also, application of vacuum accelerates rate of primary consolidation settlements. With this reduction in time, the construction activity can be accelerated which makes the project economically beneficial.INTRODUCTIONThe rising demand for the land for country’s infra-structure compels the engineers to work with even soft clay deposits which are not suitable for construction activities. As these soils have low bearing capacity and excessive settlement characteristics, ground improvement methods will be required before commencing construction. Among all available treatment methods, soil reinforcement and hydraulic modification technique are well-known popular techniques for its reduction in time required for consolidation settlement with improvement in load carrying capacity. When stone columns are used as a reinforcing member, it creates drainage with improves bearing capacity (Greenwood, 1970; Mitchell & Huber, 1983). However, the limitation includes lack of lateral confinement in very soft clay deposits, possibility of contamination, reduction in drainage path all which leads to the failure of stone columns (Mckenna et al, 1975). To overcome these limitations, encasement using geosynthetic material was adopted around the column which offers better lateral confinement, prevents intrusion of finer clay particle inside the column and provides effective drainage path with improved load bearing capacity characteristics (Van Impe, 1986; Raithel et al. 2005; Short et al. 2005; Borkemper et al. 2006; Murugesan & Rajagopal 2010; Kumar et al. 2014)"

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

Although, for about a half-century the percentage of coal production provided through strip mining has steadily increased, recent trends indicate that a peak in percentage (not tonnage) is being approached, principally because of the decline in economic adrantage enjoyed by strip mining compared to underground mining. Factors contributing to the decline are the decrease in the margin of advantage in manpower requirements held by strip mining; an increase in depth and volume of overhurden, requiring larger equipment and capital investment; increasing lack of reserve land blocks large enough to support extensive strip mining operations; more stringent legislation for reclamation of stripped land, with increasingly higher costs of such reclamation; and the increasing costs of land surface rights for strip mining. Already there has been a peak and suhsequent decline in relative importance of strip mining insome major Eastern coal-producing states; trends indicate that a peaking for the whole Eastern region is on the way. Although, in the West the pressures are less severe, they will, nevertheless, reduce to an increasing degree the advantage that strip mining has possessed. For about half a century, strip mining has been providing an ever-increasing share of total coal output in the United States, and in the past 30 years this share has grown from less than 8% to 33.7%, as shown in Fig. 1. Fig. 1 also shows that strip mining is gaining faster in the West than in the East. From 1961 to 1967, output from strip mines grew 63.6 million toqs, or 52.2%. Certainly there is nothing in such performance to indicate any peaking in the level of strip coal-mine production. But the fact is that, if not in actual tonnage, strip mining appears to be reaching its peak in relative importance, at least east of the Mississippi River. And the area east of the Mississippi provides 90.0% of the strip and 94.9% of the total coal production of the nation. The relative economic advantage which spurred strip mining's growth for a third of a century has been diminishing markedly in recent years. Fig. 2 shows evidence of this decline. From 1947 until 1961, strip tonnage output remained fairly stable, at the end of the period showing only a 12.5% decline. Meanwhile, underground coal production fell 44.5%. As the result of the greater decline in underground coal, strip coal in 1961 furnished 30.3% of the total coal produced, compared to only 22.1% in 1947. In the succeeding six years, however, underground coal output increased by 76.5 million tons, while strip output increased only 63.6 million. Further evidence of the strengthening of underground coal's relative position — or if you will, the weakening of strip coal's position — can be found in the major coal stripping states: Illinois, West Kentucky, Ohio, Pennsylvania, Indiana, and West Virginia, which in 1966 provided 80% of the nation's strip coal. Fig. 3 shows what has been happening in three states lying in the Appalachian field and in the total output of these three states. In the figure, the column height represents the output of coal mined by all methods. The number at the base of each column is the percentage mined by stripping. In Pennsylvania and Ohio, the percentage of strip mining increased between 1956 and 1961, but by 1966 had declined from the 1961 level. In West Virginia, a decline occurred during the first five years but was followed by a rise. In January 1968, Coal Age published an article listing the locations and capacities of new large mines in the planning and construction stages that would be operating by 1968-1971. The plans for West Virginia and Pennsylvania indicated all the new mines would be underground. Except to the extent they might replace existing under-
