Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

The XVIth International Conference on Coal Mine Safety Research was divided into eight half-day technical sessions. In accord with the established practice of these conferences, at each session, presentation of the papers was followed by a discussion period. Questions and comments submitted in writing to the session chairman were answered or discussed by the authors of the relevant papers or by their representatives. These discussions were tape-recorded in the original language of the speaker and subsequently translated into English when necessary. Questions to which no answer was available at the time and a few comments that exceeded the scope of the session have been omitted.

Geophysical prospecting was first recognized in Australia as an important aid to mining enterprises in 1927, when, on the suggestion of Sir Herbert Gepp, the "Imperial Geophysical Experimental Survey" was organized. The function of this survey was to carry out investigations on the applicability and efficacy of the most important geophysical methods under Australian conditions. The survey was formed under the joint auspices of the British Empire Marketing Board and Australian Commonwealth Government, and the investigations were carried out in Australia under the leadership of Mr. A. Broughton Edge, B.Sc., A.R.S.M., F.G.S., M.Inst.M.M., during the years 1928 and 1929. A description of the work performed, the apparatus used, the principles of the methods, and the results and conclusions of the survey are included in a report published by the Cambridge University Press in 1931.In 1932 Sir Herbert Gepp became interested in some gold mines in Eastern Victoria, in the Cassilis and Bethanga districts, and realizing that the lodes in these areas would be favorabIe for a geophysical examination, he arranged for a series of tests to be carried out. A study of the swelling behaviour of a single batch of high-grade iron ore pellets during hydrogen reduction in a fixed bed showed that the extent of swelling is governed by the nucleation and growth of crystalline iron protuberances from the wüstite grains. Over the reduction temperature range 650 to 1000°C, it was found that substantial degrees of swelling can occur at temperatures in excess of 850°C, and significant variations in the swelling behaviour of individual pellets from different bed levels are observed under these conditions.The results are discussed in terms of a recent swelling theory and shown to be in general agreement.

Photoelastic, wire resistance, and borehole-deformation gages were used to measure the in situ strains when an outcropping Black Hand Sandstone Formation in Hocking State Forest, Hocking County, Ohio, was overcored to stress-relieve the surrounding sandstone. Strains transmitted to the photo-elastic gage did not produce isochromatic patterns suitable for quantitative analysis. Strain readings from the wire resistance gage indicated tensile-strain loading during overcoring; readings from the strain-gage bridges in the borehole-deformation gage indicated compressive-strain relaxation during overcoring. The magnitude and orientation of the computed stress fields obtained from both gages were comparable when the corresponding tensile and compressive elastic moduli were applied. Stresses computed from deformation and resistance gages at depths to 5 feet showed the maximum stresses to range from 1.042 to 2.121 times greater than the minimum stresses. The bearings of principal stresses calculated from the deformation gage readings varied between N 61° E and N 83° E; the wire resistance strain gage bearing computations varied between N 68° E and N 82° E. Measurements of in situ strain in sandstone were shown to have promise but to require further development in field technique that could likely be achieved through experience.

The AusIMM/AMIC code for reporting Reserves seeks to improve the calibre of professional reporting on this subject. But have they gone far enough? Should the code appreciate that the degree of reliability of estimates required will vary with the type of mining planned? How does one "confirm continuity" as required by the code? The aim of optimum development drilling is to achieve appropriate ore zone definition for acceptable estimates of reserves and their economic extraction. Can this procedure be in conflict with the code? How does it affect finance decisions?

In the chlorination process for TiO2 pigment production, blends of titania feedstocks such as ilmenite, synthetic rutile (SR), natural rutile, upgraded slag, and chloride-grade slag are reacted with coke and chlorine at a temperature of around 1000°C to form TiCl4 (the main product) and other waste metal chlorides. The TiCl4 is the main feed material for the TiO2 pigment-making process. Feeding different titania materials to the chlorinator affects the amount of coke and chlorine required for the process, the amount of waste generated, waste disposal costs, the amount of TiCl4 produced, and bed build-up rates. These factors influence the value of the feedstock. Generally, a higher TiO2 feedstock is more valued since less waste is generated and less reagents are consumed. To quantify the impact of different feedstocks on the chlorinator, a techno-economic model was developed to describe the chlorination process and estimate process variables at steady state. This paper describes the development of the model and studies in which the model has been used to quantify effects of using different feedstocks.

The poor flotation response of many coals has in the past been attributed to such factors as differences in rank, differences in degree of oxidation, differences in petrographic composition, or slime coatings. The present work shows that while all these factors undoubtedly influence flotation, the size distribution of the feed may override these. Evidence is presented which shows how this factor can lead to substantial losses of coarse coal (>250 µm)from a coal which would normally be considered amenable to flotation. Reasons for this loss of flotation response are suggested together with means of overcoming the problem.

Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. The sphere of operations of dry crushing has been so much enlarged of late years that the following notes with reference to its advantages and limitations, and also some practical results in connection with the crushing of gold ores will probably be of service to the members of the Institute. Until recently, with one notable exception that of the Mt. Morgan Gold Mine, dry crushing has only been practiced to a very limited extent in Australasia, and elsewhere it might be said to belong to industries other than mining Its sphere of usefulness depends on the fact that the' product is delivered in a dry state without the separation of the finer particles from the coarser to any appreciable extent, thus enabling the following advantages to be achieved with different ores.

The mining industry has recognised for some time the importance of supporting programs which serve to educate the Australian public about the socio-economic benefits of mineral resource development. More recently, industry leaders have realised that the future development of the industry will depend on attracting sufficient young people to commit to a career in the industry. Apart from lending support to the traditional education institutions in Australia, the industry now has the opportunity to participate in the development of education programs in museums. Whilst historic, mining-related theme parks such as Sovereign Hill and Coal Creek in Victoria serve very effectively the objective of relating past mining activities to the socio-economic development of Australia, there still exists the need to provide a facility which, under the same roof, excites interest in geology, mining, mineral processing and the role of minerals and energy in modern society. The redeveloped Geological and Mining Museum (the "Mining Museum"), which is located in The Rocks area of Sydney, meets this objective. With the central themes of formation and transformation this new Museum, which aims to be the best of its type in the world, will use modern museum exhibit techniques and the resources of the Minerals and Energy Information Centre to educate the community including teachers and school children. In the best tradition of museums, outstanding mineral and other collections will complement a comprehensive range of interactive, high technology exhibits which will include a number of exploratory "hands on" facilities. Australian companies are joining with Government to fund this exciting new museum. There is still a need for industry professionals to realise that a modern "mining" museum is no longer just a repository for objects of mining heritage but is also an important centre which serves as an important educational and public relations interface. The Education Section of the new "Mining Museum", which is linked closely with the new Minerals and Energy Information Centre, will be working closely with appropriate mining-related Tertiary institutions to develop specific career programs aimed at secondary students who wish to pursue a career in the mineral resource industries.

The Triassic Ipswich (SE. Queensland) coals are of bituminous rank. The more exact rank of individual samples was determined by measuring the reflectance of the vitrinite. While in general the rank of the coals increases with stratigraphic depth, minor reversals, probably related to igneous intrusions, occur.The Ipswich coals form a coherent group so far as petrographic type is concerned. All are comparatively rich in vitrite and clarite, cutinite being the common maceral of the exinite group. The mineral contents of all the coals are comparatively high, clay and quartz being most abundant. The coals appear to be of essentially autochthonous origin, and to have been formed under conditions of fairly rapid subsidence.While the use of the coals is at present restricted to combustion, most have pronounced coking properties, as would be predicted from their petrographic composition and reflectance. However, the high mineral content of the coals would be a limiting factor in their use for coke-making.INTRODUCTIONDuring the last ten years, the Division of Coal Research, Commonwealth Scientific and Industrial Research Organization has carried out an extensive investigation of Australian coals, providing a wide range of analyses of most of the important of them. Special attention has been given in recent years to Queensland coals.Most seams were sampled as a number of subsections, enabling the internal variations, as well as the overall properties, to be assessed. Gypsum mining and processing has been one of the principal industries in Iowa for more than 75 years. For most of that period, Iowa has ranked among the five leading States in the production of crude gypsum and of calcined-gypsum products. The Fort Dodge area accounted for 11 percent of the gypsum products produced in the United States in 1956. Before 1927 the output by the major companies came from underground operations, using a room-and-pillar stoping method. At present, all production comes from quarries. The quarry methods at the various properties are similar. This paper describes the quarrying, methods employed in the district and the type of equipment used by each company. The sections on history and geology are, in part abstracts from State annual reports and an Iowa Geological Survey publication.3/

Rockbolt failures at the Waste Isolation Pilot Plant have been recorded since 1990 and are categorized in terms of mode of failure. The failures are evaluated in terms of physical location of installation within the mine, local excavation geometry and stratigraphy, proximity to other excavations or shafts, and excavation age. The database of failures has revealed discrete areas of the mine containing relatively large numbers of failures. The results of metallurgical analyses and standard rockbolt load testing have generally been in agreement with the in situ evaluations.

The following brief observations on the mineral composition of the Mt. Oxide copper ore are intended to supplement the geological description of that ore-body recently published by Blanchard (2).'" The Mt. Oxide copper mine is situated about 45 miles W.N.W. of Dobbyn, in the Cloncurry district of Queensland (Fig. 1). A representative suite of specimens from the mine was obtained through the kindness of Mr. P. B. Nye, Executive Officer of the Aerial, Geological and Geophysical Survey of Northern Australia, and Mr. Jack Hall, the tributor of the Mt. Oxide mine. The specimens, as shown in Fig. 2, were nearly all from the sulphide zone, between the l04-ft. level and the 300-ft. level. The occurrence of lollingite (FeAs2 ) in the Broken Hill lode is recorded by an analysis of lollingite published in the Annual Report of the Department of Mines, New South Wales, for the year 1934 (p. 69). The analysed specimen came from the North Broken Hill mine, and material from the same occurrence (Specimeh No. 1), as well as two specimens (Nos. 3 and 4) from the Zinc Corporation mine, have been forwarded· to us by Mr. M. Mawby of the Zinc Corporation Mine. This material has been supplemented by another specimen (No. 2) from the Zinc Corporation mine, passed over to us by Dr. I. Wark.The original analysis of lollingite is quoted in Table I, and shows that the Broken Hill lollingite contains appreciable amounts of cobalt and nickel, and, indicates that the iron is to a considerable extent replaced by cobalt and nickel, so that its formula should be written (FeCoNi) As2This is supported by a microscopical examination of a polished surface of the lollingite, in which no individual arsenides of cobalt and nickel can be detected.Coarse grained galena, sphalerite, chalcopyrite, and pyrite are attached to our specimen of lollingite from the North mine, and are separated by a sharp junction from a mass of lollingite associated with some arsenopyrite and garnet. The massive lollingite can be distinguished from arsenopyrite in the hand specimen by a much brighter, silvery lustre, against which arsenopyrite appears a dull silver grey; but the passage from lollingite to arsenopyrite appears transitional.

"Ultrafine grinding of minerals has been in wide spread use in the industrial mineral field for over 30 years. Within the last 10 years the metalliferous industry has shown interest in the ability to produce ultrafine particles, as chemical, physio-chemical and physical separation processes have advanced to be able to treat ultrafine metalliferous particles. Also as the primary mineral deposits are depleted, new more difficult deposits must be mined. Existing operations are also looking to maximize economic return from existing deposits, requiring new thinking and technologies.The recent development of industrially proven and cost efficient technologies for ultrafine grinding has opened up another processing option for the treatment of finegrained metalliferous and refractory gold ores. The current commercial designs are variations of stirred mills used in the industrial minerals sector for the past 30 years. For the purposes of this paper ultrafine grinding is considered to be P80 of less than 15 microns.Attrition milling to fine grind sizes presents some challenging issues relating to scale-up including the dearth of information on the quantitative impact of feed and operating conditions, as well as the precise and accurate measurement of particle size distributions. Two examples from recent installations will be analyzed including Thalanga Copper and Century Zinc Mines. Both have diverse grind size targets for the SMD, yet both have realized significant metallurgical gains."

The Piedras Verdes copper mine is a new run-of-mine (ROM), heap leach, solvent-extraction/electrowinning (SX-EW) operation located 21 km (13 miles) north-northwest of the town of Alamos in the state of Sonora, Mexico. The Piedras Verdes copper mine is wholly owned by Frontera Copper Corp. (FCC), a Canadian corporation, through its 100 percent beneficial interest in Cobre del Mayo S.A. de C.V. (CDM), a Mexican registered company. The January 2008, minable reserves were estimated to be 193.6 Mt (213 million st) at a grade of 0.36 percent copper. The overall recovery of total copper was estimated to be 61.9 percent. The property has an additional 17-year life and is designed to produce 31.7 kt/a (70 million lbs/year) of cathode copper. Construction commenced in early October 2005. The first copper cathode was produced 12 months later at a total capital cost of $100 million. Elevations at the site range from 150 to 300 m (490 to 985 ft) above sea level. The area has excellent infra-structure in the form of towns, power, water, roads, rail, airfield and access to the deepwater port of Guaymas (Fig. 1). The surrounding area is also famous for its numerous polymetallic (lead, zinc, copper, silver and gold) epithermal veins. Some of these were mined for more than 200 years and provided the wealth on which the town of Alamos was built. The original village of Piedras Verdes was located in the area of the proposed openpit mine and, consequently, it was necessary to construct a new townsite 6 km (3.7 miles) to the south before project development could commence. The new town site (Fig. 2), complete with power and water supplies, roads, sewer system, schools, clinic and recreational facilities, was completed and occupied by 49 families in September 2005. CDM received its remaining permits from the Mexican environmental authorities on Sept. 20, 2005. This enabled the company to proceed with full-scale development. CDM owns or controls 27 mining concessions covering the resource. Surface rights to the Piedras Verdes project were controlled by four Ejidos (communal agrarian and/or ranching societies) and five individual landowners. CDM has acquired all surface rights necessary for its mining operations and associated facilities either through outright purchase or long term lease agreements.
