Tin has been one of the very few commodities which has been covered by an international commodity agreement. It is the only metal so covered. The reason behind tin's prediliction for an agreement has been the inconsistency of the price pattern for tin during the entire 20th century. It is not surprising in view - of the wide and wild fluctuations in its price that tin has been called the Cinderella metal. An examination, for example, of prices in 1977 alone attests to the erratic behavior of the tin markets. The high was recorded on October 27 at M$1,895 per picul and the low on January 3 at M$l,314 3/8, on the Penang market, a spread in Malaysian dollars of $581 for a picul weighing 133 1/3 pounds. The first steps in international cooperation on tin were taken after the price bonanza of the First World War. Despite a lack of increased consumption, and in spite of the fact there was no shortage of mining production during the war, prices boomed. Shipping shortages and thinning stocks brought about a situation where in the U.S., industrial stocks were only 1/6 of what they had been in 1914. The boom busted early. In 1921 the tinplate industry of the world had cut its output in half and total world consumption of tin fell by 1/3. Tin producers became so concerned that they created what was called the Bandoeng Pool. It accumulated stocks held by countries now known as Indonesia and Malaysia, amounting to 28 percent of the combined production of the two countries and about 15 percent of the total world for 1921. The pool holdings were shortly exhausted and thereafter in the years 1924 to 1928, general boom conditions existed for tin.

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

With vehicles frequently found in mines and tires being a major fuel item, the risk of tire fires will be severe underground. This study presents an analysis of tire fires on mining vehicles to increase the knowledge of the risk and mitigating measures, which would improve the fire safety underground. Data from fire experiments and computational fluid dynamics (CFD) simulations were applied. It was found that the wheelhouse of a loader caused an increase in the flame tilt angle, decreasing the flame impingement and heat flux downstream. The flame temperature of a drilling rig tire was found to be higher than that of a loader tire, increasing the risk of igniting items. The construction of the wheelhouse/mudguard will contribute to a longer flame length by creating a fuel-rich environment. The CFD simulations predicted higher flame tilt angles for a drilling rig for higher flow velocities, indicating the influence of the wheelhouse/mudguard construction and tire geometry on the flame tilt angle. The construction of a loader resulted in flow behavior, where the short distance to the front mudguard/tire and the separation of flow directly downstream of the construction led to gases being steered past the front mudguard/tire. In a drilling rig case, the longer distance to the front mudguard/tire led to gases being directed toward the body of the vehicle after passing the area with flow separation.

Henderson Mine’s primary production transitioned from the main portion of the 7700 level to the 7210 main panel in 2005. On the 7700 level, the southwest (SW) panel was brought into production in 2014 and produced through 2020. A-Panel was brought online in 2019 and took over primary production in 2020. The 7210 north panel is under development with production expected to commence in 2025. The 7700 northwest panel is expected to be the mine’s last production panel.

Radon in the Environment Radon, as a natural nobel gas, can be detected nearly everywhere in the environment as a decay product of ubiquitous uranium. As it is emanated from soil and rocks measurable concentrations have been found at the surface of soils and in even higher concentrations in enclosed spaces like, for example, mines and buildings. While above soil surface activities caused by radon have been found in an order of magnitude of up to 1 pCi/l (Weigel, F. 1978), concentrations in enclosed spaces and mines are higher because of the lack of atmospheric circulation. Beside air circulation the relevant figure depends on the Ra226-concentration in the surrounding rocks or building material, as well as on emanation coefficient and the diffusion coefficient. While representative Rn222concentrations in well ventilated buildings are reported to be in an order of magnitude of 1 pCi/l maximum values up to one order of magnitude higher have been found in badly ventilated brick buildings (Ettenhuber, E., Lehmann, R., Clajus, P., 1978) (Aitken, J.H., et al., 1977). Just now it was stated that the reduced air circulation due to German legal regulations on energy conservation will increase radon exposure of the public considerably (Jacobi, W., 1979). Radon in Mines Radon exposure of workers is, of course, a matter of concern in uranium ore mines where relatively high concentrations of the uranium to be mined are present. Measures to protect workers' health have been implemented, based on experience on dose-effect relationship. They serve to meet exposure standards by limiting inhalation of radioactive particles, in reducing radon concentrations or in limiting working hours. Both improved measuring devices and capacity as well as the lower discrimination threshold enable to measure radon concentrations in other mines, e.g. in coal mines. It is known that radioactivity in coal is small compared with that in other minerals and even soil, rocks. Nevertheless, radioactive elements were identified in coal and so the question was whether the concentrations of radon in coal mines might be a subject of concern. The problems encountered when measuring radon in coal mines are described below, as the measuring device has to be flame proofed which is an important additional requirement. Measured radon concentrations in British coal mines have already been published (Duggan, M.J., Howell, D.M., Soilleux, P.J., 1968 (Dungey, C.J., Hore, J., Walter, M.D., 1978). The authors found concentrations of up to 14 pCi/l in Cornish mines. In most cases the values were in the order of 2 pCi/l. These results were consistent with measurements reported from U.S.-coal mines (Lucas, H.F., Gabrush, A.F., 1966). Such concentrations of radon were not considered to represent a hazard for British miners (Ogden, T.L., 1974). In Germany, too, first measurements have been carried out in five coal mines in the Saarland in the 60's. Air samples were taken at different places in the coal mines, dried, fed to an ionisation cell and measured by a device including reference cells. Samples taken at ventilated places showed radon concentrations consistent with the lower British results. They all kept within the standards of the first German regulation on protection against radiation. Measuring the radon daughters was renounced because of the relatively low radon concentrations and the requirements for flame proofness in coal mines. Moreover, it can be ascertained that because of the effective ventilation the disequilibrium factor between the decay products and the radon concentration remains far below the value of one (Muth, H., 1978) (Keller, G.). In 1979 the committee on mine safety and health protection in coal and other mines of the EEC proposed to have measured and evaluated radon concentrations in European coal mines to find out whether they complied with international standards. Great Britain and Germany agreed to this proposal and by commissioning such measurements to scientific institutes complied with the request to harmonize the methods used. In the Federal Republic of Germany, e.g. Westfälische Berggewerkschaftskasse (WBK) and Staatliches Materialprüfungsamt; Dortmund (MPA) were requested to carry out the measurements in coal mines of the Ruhr coalfield whereas Saarberg Interplan was responsible for the Saar coalfield. The WBK measurements are reported in later paragraphs.

The survival chances of trapped miners in underground mines depend on how quickly they can be located and rescued post-accident. During entrapments, emergency rescue is highly desired but can be hindered by the lack of positioning information when a fit-for-purpose missing-person locator system is not available. Various types of missing-person locator systems are available to aid search-and-rescue operations. From the wide range of the available systems, selecting the most suitable one becomes the next challenge. The available systems have not been measured if they are fit-for-purpose or not, and to what situation. This study proposes user requirements that can be used as a guideline to facilitate the system selection process. These user requirements provide a framework for the design and development of a fit-for-purpose missing-person locator system. The user requirements can also be used for evaluating the performances of a particular system, predict its success, and also drive future research toward developing new technology to enhance the capabilities of the current systems.

Given the recent focus on powered haulage incidents within the U.S. mining sector, an appraisal of collision avoidance/warning systems (CXSs) through the lens of the research literature is timely. This paper aims to evaluate the maturity of CXS technology through the application of a technology readiness assessment (TRA) to research literature identified by systematic search methods. Results indicate that much of the evidence for CXS performance is at lower levels of maturity: that is, components and prototypes tested in a laboratory and in relevant environments. Less evidence exists for CXS performance at higher levels of maturity — that is, systems evaluated within operational environments — despite the existence of commercial products in the marketplace. This lack of evidence at higher maturity levels within the scientific literature highlights the need for more peer-reviewed research to evaluate CXS technologies. Additionally, results of the review reveal that most of the literature relevant to CXS technologies is focused on vehicle-to-vehicle interactions, which contrasts with haul truck fatal accident statistics that indicate most are due to vehicle-to-environment interactions, such as traveling through a berm. Lastly, the relatively small number and segmented nature of relevant studies suggest there is a need for more incremental research that would better facilitate the improvement of CXS technologies. This progression could be achieved through continued long-term interest and support for CXS technology research.

A roof bolting drilling operation in an underground coal mine can expose the operator to a high concentration of respirable coal and crystalline silica dusts (smaller than 10 µm). Overexposure of high-level quartz dust for a roof bolter operator can lead to the development of silicosis in as little as three years [1]. This study proposes a drilling control algorithm for the bolt hole drilling process. This algorithm can be integrated into a current drilling control system on the roof bolter machinery and is expected to reduce the generation of respirable dust while enhancing the energy efficiency of the roof bolter machine. In addition, the drilling efficiency and bit condition can be evaluated while drilling based on the real-time feedback parameters. This capability enables the algorithm to ensure the drilling is performed under a relatively high energy efficiency with less respirable dust generation and to avoid drilling with an excessively worn bit that can cause bit clogging or steel buckling failure.

Between 1991 and 1994, metallurgical residues from a pressure-oxidation autoclave at the Campbell Au-quartz mine at Red Lake, northern Ontario, were neutralized with dolomite-rich flotation tailings and were deposited in a polyethylene-lined disposal area. Mineralogical analysis indicates that most of the As occurs as a crystalline ferric sulfarsenate, and some is associated with Fe oxides and with K-H3O jarosite. Field pore-water geochemical data from 1994 and 1995 showed increases in Fe(II) and As(III) concentrations, suggesting that the sulfarsenate and jarosite are dissolving; none of the discrete As phases included in a thermodynamic database limit dissolved-As concentrations, and these concentrations may continue to increase. These results demonstrate the potential for Fe and As loading through groundwater systems.

Transitioning from diesel-powered loading and hauling machinery to battery-electric vehicles (BEVs) responds to the need for deepening underground mines as regulations become tighter. When using BEVs, exhaust gases and diesel particulate matter (DPM) emissions can be eliminated, and the energy required for the machines is used more effectively. Unlike their diesel counterparts, which are refueled, BEV loading and hauling machines — specifically, load haul dump (LHD) machines — can use battery swapping. This brings additional aspects to the operation that need to be considered, which have not yet been studied extensively. This study used discrete event simulation (DES) to analyze how the different numbers of BEV LHDs affect queueing and productivity when using different numbers of batteries and different swapping times in an underground block cave mine. The results identified the formation of working groups, where the machines swapped their batteries concurrently within each group, and their relation to the queueing time. Additionally, the minimum number of batteries per machine was identified to maximize productivity while minimizing queueing time. This study demonstrates DES as a powerful tool to assess and analyze conceptual systems and identify their underlying structures, which can enhance the deployment of BEV LHDs in underground block cave mine operations.

Consider a typical blast at a surface gold mine in North America. For example, the low-grade area of Bench 4000 at AMAX Gold's Sleeper Mine (Winnemucca, Nevada). Bench 4000 is 20 feet high (=6m) , and blast holes are drilled and sampled on a 14 foot by 14 foot square grid (a4m x 4m). A representative blast includes between 50 and 150 holes, encompassing 15,000 to 45,000 tons of material (w14,000 to 41,000 metric tons).

Underground room-and-pillar mining operations in the Warrior Coal Field in Alabama frequently suffer instability due to soft floors and thinly-laminated immediate roofs. This investigation concerns a mine that was experiencing ground-control problems with weak floor conditions. Several roof falls occurred locally, and as much as 0.6 m (2 ft) of floor heaves have been experienced. The paper presents the results of comprehensive analyses conducted on floor heave, roof sagging, pillar- penetration and floor bearing capacity using instrumentation and numerical modeling.

Successful transitions from micro- to macro-engineering are the keys to effective technology transfer between research and development organizations and industrial end users. At the same time, it has proven to be one of the most difficult tasks that the minerals industry has had to manage. Typically, developers of fundamental information concerning how mineral processing subsystems work have been academics and government scientists. These are the individuals giving the most important input to micro-engineering models that can benefit industrial operations. Publication is the usual route for "attempting" to transfer this technology to the end users. Unfortunately, with such publications, very little direct communication occurs concerning real industry needs or the future steps required to make the particular micro-engineering model useful. In the past, the industry has relied on in-house R&D groups and plant metallurgists to "translate" publications, to provide useful macro-engineering tools for plant applications. To some extent, engineering companies have also been asked to serve this function. However, these firms have been rather ineffective in this area since their conservative nature has caused them to look rather suspiciously at new technology. This approach to technology transfer has worked, albeit clumsily, for the last several decades. This communication system is now on the verge of total collapse due to conditions of the minerals industry. Mining companies can no longer afford the significant overhead expenses of specialized technical staffs. Universities are finding it extremely difficult to interest US students in mineral engineering programs, and funding for such programs is weak. Faculty members involved in micro-engineering research today tend to focus on pure (non-application-oriented) research.

A fluorite ore (51.85 % CaF2) containing high contents of calcite, quartz and iron oxides was upgraded by flotation using a new reagent, oleoyl sarcosine (OS). In addition, quebracho and sodium silicate were used as depressants for calcite and quartz, respectively. The effect of pH, collector and depressants concentrations on grade and recovery was determined with the aim of optimizing the flotation conditions. Application of the two-stage cleaning achieved a concentrate assaying 92.17 % CaF2 with 80.1 % recovery. The Si02 content (0.76 %) was below the required level of 1 % SiO2. The mechanism of interaction between OS and fluorite, as compared to oleic acid, is also elucidated based on the zeta potential measurements.

In April 1988, the joint venture of Morrison-Knudsen and Paschen Contractors (M-K/P) was the successful low bidder for the Metropolitan Water Reclamation District of Greater Chicago's (MWRD) Contract Number 73-164-2H. This project is yet another in the MWRD Tunnel and Reservoir Plan (TARP) devised to control and treat overflows from combined sanitary and stormwater flows. M-K/P's project, located along the Des Plaines River, consists of 21,569' of tunnel mined to a 35' diameter and two tunnels totaling 14,529' mined to a 12' diameter. All three tunnels will have 12" thick reinforced concrete lining. The path for combined sewer/storm waters to reach the tunnels begins at a connection structure, continues through an approach sewer, a sluice gate structure and down a vertical shaft which is topped by a backflow structure. The purpose of the backflow structure is to prevent water surging to the surface as the system fills rapidly. Backflow preventors represent a change in design after problems developed on earlier constructed portions of the T.A.R.P.. On this project, 14 drop shafts channel flows to the tunnel system. In addition to the drop shafts, contract specifications require an emergency or escape shaft be located not more than 4000 feet from the tunnel headings. Due to long reaches without drop shafts, four access shafts had to be constructed. Thus, the total shafts constructed under this contract will be eighteen plus one 30' finished diameter construction shaft located within Miller's Meadows. Figure 1 shows the overall Des Plaines River System and the M-K/P contract connection to previous and future MWRD projects.

Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.

This paper presents the results of an application of the PSU/USBM Open Pit Materials Handling Simulator (1) to a large stripping mine in the Southwestern Coalfield. The specific objective of the study was to demonstrate the application of the simulator to a complex multi-pit operation, with emphasis on simulating short term and long term production plans recommended for the mine by Theodore Barry Associates (2). Mine Description The mine is located in the Southwestern Coalfield, which encompasses parts of the states of Utah, Arizona and New Mexico. The lease area presently covers 121500 x 103 m2 (30000 acres) in a strip 37.007 x 103 m (23 miles) from north to south and up to 1609 m (1 mile) in width, located at an elevation above 1525 m (5000 ft). Three gently dipping coal seams are present, of which the upper seam (#3) averages 0-5.5 m (0-18 ft); the intermediate seam (#2) averages 0-1.2 m (0-4 ft); and the lower seam (#1) averages 0-2.4 m (0-8 ft). Overburden is mixed sand, gravel, calcareous clay, caliche and sandstone, with calcareous shale and sandstone burden between seams. Where the seams are covered by less than 6.1 m (20 ft) of overburden, they are generally weathered and oxidized and are not extracted. Stripping ratios have ranged from 3.5 to 6.0 with an average of 5.4. All future plans were based on a stripping ratio of 5.3.
