A year ago, if I had the pleasure of addressing you, I would have discussed ocean mineral resources from a promotional standpoint. I would have described exciting indications of mammoth tonnages of sea-floor industrial minerals. I would have attempted to fire your imaginations as to the potential of a nation having the technologic know-how to exploit its submerged boundaries. As a first step toward this capability, I would have solicited your support for a Bureau of Mines? program aimed at determining the industrial worth of marine minerals and devising techniques and hard- ware for their recovery. We still need your support, but recently we have ventured out of the realm of planning and into your Government's first program in marine mineral engineering. Today, I wish to describe what we have done within the framework of existing research problems and our possible goals. I will be brief so as to allow ample time for questions, and I can do this with confidence because our program is so new that I need not be chagrined at not having all the answers.

Accurately predicting coal seam discontinuities is an important part of modern underground coal mining. Conventional methods of coal exploration sometimes fail to identify rapid variations that may seriously impact mining and quality. Radio Imaging Method (RIM), a geophysical approach to mapping longwall panels, has been developed where electromagnetic signals are transmitted and received though the coal block. The amount of signal loss for a given distance, when compared to the coal seam characteristics, identifies anomalous areas. A comparison of RIM predictions with actual geologic conditions encountered during longwall mining demonstrates the accuracy and usefulness of the data.

Section 56.5001 Title 30, [Code of Federal Regulations1], establishes requirements for respirable dust exposure in Metal and Nonmetal Mines based on the Threshold Limit Values (TLV's) adopted by the American Conference of Governmental Industrial Hygienists. Respirable dust samples collected by Mine Safety and Health Administration (MSHA) inspectors at a sandstone quarry showed certain workers were exposed to excessive concentrations during development of a "coyote tunnel" that was ventilated with a blowing system. Because exhausting face ventilation systems are known to control dust more effectively than blowing face systems, a change was proposed to improve worker respirable dust exposures. This paper describes the evaluation of the proposed exhausting ventilation system in the quarry's "coyote tunnel" and compares the respirable dust exposures with those measured by the MSHA inspectors with the blowing system. Results showed the proposed exhausting ventilation system reduced respirable dust exposures to less than 20 percent of those measured by MSHA inspectors when the blowing system was used.

Studies of sulfidization and flotation of chrysocolla involving the use of pH and sulfide ion instruments, a Zeta meter, microflotation techniques, and sensitive determinations of adsorbed sulfur have given new insight into the mechanism of the process. Factors that affect the recovery of sulfidized chrysocolla by flotation appear to be the pH at which it is sulfidized, and certain alterations of the surface that occur during aging after sulfidization. Such aging results in increased recoveries. The surface charge, as measured by electrophoretic mobility, of chrysocolla shows an unexpected negative increase as pH values are changed from 6.0 to about 4.5, and this appears to be correlated with increasing sulfur adsorption and flotation recovery over the same or even wider pH ranges.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. Phosphate is one of Florida's major industries. The US Bureau of Mines estimates it contributed $3 billion to the state's economy in 1981 and an additional $1.4 billion to the US economy. A combination field and office study of mining districts in Southwestern U.S.A., conducted in 1949 - 1950 by United Geophysical Company, embraced all of the essentials for a successful exploration project including factors such as geology water, transportation and many more. Perhaps the best known of several high priority areas chosen from the study was the Twin Buttes or Pima District in Arizona, however, the Turquoise District also ranked very high on this priority schedule. Following the discovery of the Pima Mine in 1951 and 1952, United initiated additional preliminary geological, geophysical, drilling and claim location work in the Turquoise District, but stopped shortly thereafter, when ASARCO began adjoining competetive activity. During the summer of 1957, sometime after ASARCO abandoned their claims in the area, Minerals Exploration Company began intensive exploration in the Courtland-Gleeson part of the District. This program was terminated in 1958. Later Bear Creek Mining Company supplemented the discovery endeavor with their own program during the period 1960 through 1962. This paper summarizes most of the geophysical work done by all of the groups except ASARCO and is intended to complement the recent paper "General Geology and Some Structural Features of the Courtland-Gleeson Area, Cochise County, Arizona" by Mr. Otis McRae of Bear Creek Mining Company.

The management of safety should result in the prevention of accidents and the elimination of human suffering and loss of life. Safety management must be the number one priority of all management's production and profit objectives. For years, safety management has been a result of mockery, charlatanism and snake oil presentations dedicated to giving a quick dog and pony show. The result has been an unacceptable record of accidents and fatalities.

Separating oil shale from waste material or into high- and low-grade fractions can have a major economic influence on the surface retorting process. Different shale rock components vary significantly in physical and surface chemical properties, such as specific gravity, color, and water wettability. Various techniques that use the differences in one or more of these properties have been proposed to preconcentrate oil shale before retorting. This article discusses some proposed techniques, such as gravity separation, sorting, and froth flotation. Retorting oil shale is the most common method for recovering oil from the rock. This process is accomplished either underground (in situ) or above ground (ex-situ or surface retorting). Both techniques have serious limitations, such as low recoveries in the underground method and the ability to process rich shales only in the above ground retorting method. Also, environmental problems are associated with both techniques. Some of these limitations could be overcome if feed to the retorts is of consistent grade. This could be achieved by selecting appropriate sites for in situ retorting and selective mining for surface oil shale retorting. Both of these, however, would have a serious economic impact on shale oil recovery. Obviously, little control can be exercised over preparing feed material in the in situ retorting process, but beneficiation of oil shale could definitely be advantageous in surface retorting, and should have positive influence on the overall economics of recovering oil from the shales. For example, preconcentration of mined shale could result not only in reduced costs for materials handling, but also in waste disposal costs, since waste characteristics before and after the retorting process are significantly different. Upgrading the oil shale might also allow substitution of alternate technology for retorting as well as extend the process to recover oil from marginal deposits. Also, the separated material may become a potential source for recovering other values from shale deposits. Overall, the incentives for preconcentration are to reduce costs and improve thermal efficiency of the recovery process. Oil Shale Properties Important to Preconcentration Oil shale is a carbonaceous rock assaying 5-30% organic material (kerogen) and 70-95% ash-forming minerals. Three sedimentation ponds had their performance evaluated before and after installation of modifications. Each pond had a floating baffle installed, two had siphon outlets and one had a floating outlet device. Baffles inhibited short circuiting, and the outlet devices retarded flow following a rainfall event, and drained the pond creating a large storage volume to maximize detention time. Total suspended solids and settleable solids tests were run on samples of influent and effluent to evaluate pond performance. Particle size analyses were run on samples containing measurable amounts of solids. Performance improved in each pond, with baffles providing the major improvement. Through the entire surface mining process un- protected soil is exposed to direct rainfall and subject to accelerated erosion. Without controls, receiving streams would be "choked" by the additional sediment load. Several states, including West Virginia, require that sediment control ponds be constructed to trap the sediment before the water enters receiving streams. Even well designed ponds have exhibited difficulty in meeting effluent limitations. In a study supported by EPA, about half the ponds did not meet effluent limitations (1). There is a critical need to reduce sediment losses using presediment pond controls or by improving sediment pond performance. The objectives of this study were to evaluate modifications designed to improve sediment pond performance by; 1) monitoring three ponds prior to modification, 2) install floating baffles and 3) modify the principle spillway and determine the change in pond performance.

"Previously, Gibbs’ phase rule was applied to mass-balanced EH-pH diagrams for the Cu-As-S-H2O system. Diagrams were generated using the stoichiometry of enargite as a basis. In this study, the calculations were expanded to cover the stoichiometries of three other Cu-As-S minerals (tennantite, sinnerite, and lautite) and compared to enargite. Stability regions within the resulting EH-pH diagrams were found to change with stoichiometry such that a particular mineral would predominate if its stoichiometry was used in the calculation. Solution speciation was also found to vary, with thioarsenate being the best example. This stoichiometric effect helps to explain results reported in the literature and would be difficult to realize if it were not for mass-balanced calculations. INTRODUCTION A comprehensive thermodynamic review has recently been conducted on the aqueous copper-arsenic-sulfur system (Gow et al., 2014a-d). The free energies of over 100 species were collected from various authors and thermodynamic databases to produce mass-balanced EH-pH diagrams, using the thermodynamic equilibrium calculation software, STABCAL (Huang, 2014). The full database was listed and discussed by Gow et al. (2014A). Resulting diagrams were generated for enargite and confirmed with Raman spectroscopy using bulk mineral electrodes in order to identify reactions spectroelectrochemically. Theoretical calculations agreed well with the experimental results under alkaline conditions (Gow et al., 2014a), acid conditions (Gow et al., 2014b), and alkaline sulfide leaching conditions (Gow et al., 2014c). In this study, additional mass-balanced EH-pH diagrams are generated by changing the copper-arsenic-sulfur stoichiometry from enargite (Cu3AsS4) to tennantite (Cu12As4S13), sinnerite (Cu6As4S9) and lautite (CuAsS). Regions for the thermodynamically stable species are shown to change with the four different mineral compositions. Potential leach conditions, both for co-dissolution and selective dissolution techniques, were examined for differences in predominant species according to changing copper-to-arsenic ratios, sulfur compositions, and sulfur oxidation states."

Underground water is part of a continuing hydrologic cycle, which involves all elements of water occurrence. All groundwater of economic importance is in process of movement through a porous rock stratum from a place of intake or recharge to a place of disposal. Groundwater moves and is contained in fractures in the rock and/or in intergranular spaces of porous formations. Where there have been no water developments by man, groundwater is in a state of approximate equilibrium and the forces of replenishment and discharge are in balance. Thus, groundwater, unlike other mineral resources, is constantly being replenished in most areas at a rate which is measurable and which is important in the planning of its utilization. As illustrated by Figure 1, replenishment of groundwater supplies results from the direct penetration of rainfall through the soil to the water table, by seepage from surface streams or ponds, and/or by subsurface movement from an adjacent groundwater body. Under natural discharge conditions, water is commonly consumed by transpiration of trees and other types of vegetation, by flows from springs, by evaporation from shallow depths below the surface, and seepage into streams that traverse the area.

Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. A new sanitary sewer was installed in Pleasant Hill, California using microtunnelling methods. The project consisted of 693 meters of 1372 mm and 1981 mm concrete pipe. A Herrenknecht AVN 1200 was used to install the nominal 1372 mm pipe in three drives. The machine was then fitted with an oversized shield used to install the large diameter pipeline. This articulated shield allowed the excavation of a 2362 mm diameter hole with a 1524 mm machine-- a technique new to North America. This paper reviews the design considerations for the articulated shield and reports on the project challenges and solutions to overcome these challenges.

Prior to 1912, coal research for Republic Steel, Corporation was limited to a periodic box test conducted in a commercial coke oven. Then in 1912, a Koppers movable-wall test oven was -built to research wall pressures for selected blends and to conduct other varied research work. In the 1950's economic pressures caused a reassessment of position resulting in the establishment of a Coal and Coal Chemical research group in 1956. In 1958 this group, along with other groups of research endeavor were incorporated into the new Republic Steel Corporation Research Center at Independence¬ Ohio. Currently this section is divided into four groups. 1) Coal Preparation, 2) Coal-Chemicals, 3) Coal Characterization, and 4) Coal Carbonization. The objective of each group is described, and a brief listing of the work done under the first three groups is indicated. A more detailed description of the studies by the Coal Carbonization group of the coking characteristics of Republic Steel Corporation's coals as blended among themselves or in conjunction with selected purchased coals follows. The wall pressure, contraction, and stability index criteria are specified, and the method of assessing these criteria as a function of blend composition is indicated.

A 2 1/2 inch diameter probe containing a high resolution gamma ray spectrometer was developed for downhole ore grade assays to depths of 6,000 feet. Tests have been conducted on the characteristics of this tool for in-situ determinations of uranium by means of natural gamma ray counting, and of copper, silver, gold, iron and coal quality by means of neutron-induced gamma rays. Application of the technique for improved carbon-oxygen logging in oil fields is promising. The probe contains a cryogenically cooled high purity germanium detector and a 4,000 channel spectrum analyzer. Gamma ray spectra are digitally transmitted up the cable to the truck-mounted data processing system. We found that uranium can be assayed directly in different types of formations independently of the degree of geochemical disequilibrium by counting the relatively weak 1.001 MeV gamma ray of protactinium-234m. Neutron activation work shows that in-situ determinations of copper, silver, iron and coal quality are technically feasible. In carbon-oxygen oil well logging the technique allows an accurate determination of carbon, oxygen, hydrogen, chlorine, silicon, calcium and iron, and shows promise of providing an improved oil/water differentiator.

The Mine Safety and Health Administration (MSHA) academy in Beckley, WV, received enquiries from various segments of the mining industry concerning alcohol and substance abuse in the mining industry. The MSHA Director formed a committee, the Mining Industry Committee on Substance Abuse (MICSA), to deal with these enquiries. The committee met in April 1985 at the mining academy in Beckley. The MICSA committee expanded its membership to represent labor, management, and government agencies affiliated with the mining industry as well as government agencies dealing with alcohol and drug abuse. This expanded 18-member committee met for the first time in July 1985. At that time, two cochairmen were elected, one from labor and one from management. MICSA has spent time on education by sharing information on the issues and by calling in outside experts for advice and consultation. The committee also initiated several projects. These include a resource manual on substance abuse and employee assistance programs. Mine operators and labor unions can use these programs as guides. MICSA is also assembling statistics on substance abuse, particularly as applied to mining. And the committee commissioned an Education film, Substance Abuse, Is It Our Problem? (The results of a survey on drug use, given in Table 1, suggest that substance abuse may indeed be a problem.) The educational film, produced by MSHA, is an introduction to the problem of substance abuse in the mining environment. The film encourages mine operators, labor unions, and miners to analyze their individual circumstances to determine whether a problem exists. The film also offers ways to deal with the problem. And the film invites the mining industry to request additional information from MICSA. There is no single approach to substance abuse that will fit the need of every mining operation. As with any health, safety, or production problem, remedies must be site specific. MICSA's aim is to channel ideas to those who seek to help employees in a mining environment who seek to rid themselves of alcohol and substance abuse. As stated more formally: The Mining Industry Committee on Substance Abuse represents the efforts of labor, management, and government. The mission of the committee is to make the mining industry aware of the problems resulting from alcohol and other drug abuse and to recommend possible methods to remedy the problem. The function of the committee is to assist the industry in developing programs and resources to recognize and provide help for troubled employees, and thus reduce the risk of accidents, while lower absenteeism and increasing productivity.

Much of the mining industry in North America is in a crisis state. Host producers are operating at production levels well below capacity, some have been merged or sold, while others have been mothballed or closed permanently. For many of us still operating, the future is uncertain. Despite the many cutbacks and closures, there is still an abundant supply of minerals in the world market and there is almost no hope for any relief on price pressures on most mineral commodities in the near future. The Iron Ore Company of Canada (IOC)operates an iron ore mine, a concentrator and a pellet plant known as the Carol Project located in Labrador City, Newfoundland. This concentrator and the pellet plant have the annual capacity to produce 20 million and 10 million tons respectfully. A company owned and operated railway links this operation with the dock terminal facilities in Sept Iles, Quebec.

Open pit mining, always a demanding task, faces two relatively new problems today: 1. Availability of equipment. Moderate to large draglines can take as long as 6 years from date of contract to date of operation. 2. Environmental restrictions. Strip mining in the minds of environmentalists compares unfavorably on the scale of social desirability to the activities of Jack the Ripper and Attila the Hun. Specifically, lowering of the water table to allow strip mining in the dry is being looked upon with increasing disfavor. The modern dredge offers relief in both problem areas. Delivery on a major dredge might run 18-24 months rather than 60; and lowering of the water table is precluded, thus minimizing environmental objections. In addition, a lower first cost and potentially increased efficiency may offer real advantages to the miner who is forced away from his traditional mining methods. This talk is dedicated to acquainting the miner with dredge types, advantages, and limitations.

An improvement in the present day screen sizing methods calls for knowledge on i) how material in the size range: 0.5 x 1.5 times the through-fall opening of the mesh on a deck, splits between the oversize and undersize streams of the deck, and ii) how near-mesh content of the feed affects the screening performance. In the throughput based sizing method given here, this is accomplished through the introduction of a generalized partition curve and a near-mesh factor. A newly developed efficiency factor is employed in addition to the traditional screen sizing factors.

Acid mine drainage (AMD) forms when sulfide minerals are exposed to oxidizing conditions in coal and metal mining, highway construction, and other large-scale excavations. Iron sulfides common in coal regions are predominately pyrite and marcasite (FeS2), but other metals may be complexed with sulfides forming chalcopyrite (CuFeS2), covellite (CuS), galena (PbS), and sphalerite (ZnS). Pyrite commonly occurs with these other metal sulfides thereby causing AMD where Cu, Pb, and Zn are mined. Upon exposure to water and oxygen, sulfide minerals oxidize to form acidic, sulfate-rich drainage. Metal concentrations in AMD depend on the type and quantity of sulfide minerals present. The drainage quality emanating from underground mines or backfills of surface mines is dependent on the acid-producing (sulfide) and alkaline (carbonate) minerals contained in the disturbed rock. In general, sulfide-rich and carbonate-poor materials produce acidic drainage. In contrast, alkaline-rich materials, even with significant sulfide concentrations, often produce alkaline conditions in water. Approximately 20,000 km of streams and rivers in the United States are degraded by AMD. About 90% of the AMD reaching streams originates in abandoned surface and deep mines. Since no company or individual claims responsibility for reclaiming abandoned mine lands (AML), no treatment of the AMD occurs and continual contamination of surface and groundwater resources results. The oxidation of iron disulfides and the generation of acidity occur through several reactions (Stumm and Morgan, 1970). The chemical equations can be found in Caruccio and Geidel (2000). If any of the processes represented by the equations were slowed or altogether stopped, the generation of AMD would also slow or cease. The equations show that 1000 Mg of rock containing 1% sulfur, all as pyrite, would yield upon complete reaction 31.25 Mg of acidity. Therefore, 31.25 Mg of 100% CaCO3 would be required to neutralize the acidity. The alkaline content of overburden determines whether there is enough neutralization potential (NP) to counteract the acid produced from pyrite oxidation. Of the many types of alkaline compounds present in rocks, only carbonates and clays occur in sufficient quantity to effectively neutalize AMD. A balance between the acid-producing potential and neutralizing capacity of an overburden sample will indicate the ultimate acidity or alkalinity that might be expected in the material upon complete weathering. Accurate prediction and control of AMD before surface mining require an understanding of three important factors: 1) overburden geochemistry, 2) method and precision of overburden handling and placement in the backfill during reclamation, and 3) the postmining hydrology of the site.
