The 1980 Mine Dewatering Act was enacted to protect water rights and to allow mine dewatering to proceed where impairment of a water right might have otherwise created a bar to mine development. In New Mexico, new appropriations for beneficial use are subject to the State Engineer's jurisdiction and are granted only upon a showing of non-impairment. Before 1980, mine dewatering was not considered a beneficial use, nor was it considered waste. The Act brings mine dewatering under the jurisdiction of the State Engineer, makes it subject to the same requirements as an application for appropriation for beneficial use, grants the right to replace the water of users whose rights would be impaired by mine dewatering without a plan of replacement, and extends the right of replacement to non-mining appropriations of water for beneficial use, Application of the Act requires determination of the definition of impairment (the threshold of significant impact on existing water rights), hydrologic evaluations to determine the impact of the proposed dewatering, and preparation and execution of a plan of replacement to avoid impairment of existing rights.

To put coal in its proper perspective as a source of energy for electric power production, we must first compare it to other energy sources. A report of the Atomic Industrial Forum dated February 1958 records a number of authoritative though widely varying predictions. The most optimistic of these states that by 1968 there will be a total U.S. capacity of about 6000 megawatts of nuclear power, if growth continues at the present rate. Other sources indicate over 200,000 megawatts of total electrical capacity in utility plants by 1968. This is only 3% nuclear. Therefore, 97% of our total power production will be from non-nuclear energy. Fig. 1 shows the distribution of energy sources of electric utility product- ion in the U.S. as reported by the Federal Power Commission in 1954. Note that less than one quarter of the total is hydro and about one half of the total is coal. For 1957, the Edison Electric Institute reports that of the total steam- electric generation in the U. S., 68.6% was by coal, 7.9% was by oil and 23.5% was by gas. This is an increase for coal and a decrease for oil and gas in those three years. Thus we can conclude that two-thirds of the steam-electric power in the U. S. is now generated by coal. Fig. 2 shows the major markets for coal for 1947 vs 1957. The greatest in- crease has been in the electric utility market, where it has more than doubled in the ten years. One-third of the total coal produced goes to the utilities which now represent coal?s major market. Utilities used 160 million tons of coal in 1957, and the estimated quantity for 1967 is 275 million tons, and for 1977 is 525 million tons. It is predicted that 85% of steam-electric power will be generated by coal in 1975.

Uranium exploration projects are known to be active or planned also in Guayana, Colombia, Ecuador, Peru, Chile, Bolivia, and Uruguay in South America; in the UAR, Nigeria, Angola, Mozambique, Malawi, Kenya, and Somali in Africa; and in Greece, Iran, Pakistan., Indonesia, and New Zealand. The above list, to which several might be added makes a total of at least 43 nations actively interested in exploration for nuclear raw materials. As we consider the distribution of the world's uranium resources, it is interesting to note that roughly one third of the total occurs in deposits that are economically dependant upon another product. The very large reserves of South Africa could not be produced for uranium alone, but gold has carried a sufficient part of the total cost that uranium can be recovered profitably. Approximately 40 percent of the US reserves, or 120,000 tons, are estimated as by-product recovery from porphyry copper and phosphate operations, but these reserves are not presently in production. The remaining two thirds of the world's uranium reserves have been sought, developed, and produced primarily for their uranium content. Those deposits are estimated to contain 613,000 tons of uranium oxide recoverable at less than $10 per pound. Nearly half of that uranium occurs in unmetamorphosed sandstone hosts, mostly of late Phanerozoic age--the Colorado Plateau type. About 30 percent is contained in the quartz pebble conglomerates of southern Ontario, Canada, and 20 percent is in magmatic-related deposits--veins, contact deposits, mineralized breccias, etc.

An important part of process control engineering is the implementation of the basic control system design through commissioning to routine operation. This is a period when basic concepts can be reviewed and improvements either implemented or recorded for application in future systems. The experience of commissioning the process control systems in the Homer City coal cleaning plant are described and discussed. The current level of operating control performance in individual sections and the overall system are also reported and discussed.

Southwest Salt Company is solution mining the Luke Salt Body of probable late Miocene age. The discovery hole, from which the first core was recovered, was drilled in 1968. The deposit was encountered at a depth of 880 feet, and the bit was still in salt at the bottom-hole depth of 4,500 feet. The solar ponds, developed on land formerly dedicated to agriculture, have an annual capacity of about 90,000 tons. Because land values are very high, mining rates and procedures are governed by the need for near-saturated brine to minimize land requirements. Because of the frequency of dust storms, the salt operation uses a unique wet-harvesting method. Most inventory is kept in the ponds under brine and harvested only a few days before shipment. Studies of the nature of crystal growth and the distribution of windblown and brine impurities led to the development of procedures for processing salt of high chemical purity and low insolubles content. Chemical purity exceeds that of most salt produced in fuel-fired evaporators. Salt is shipped from Phoenix as tar east as west Texas and as far west as central California. Occasional shipments have been made to Hawaii and Alaska.

Rio Algom Corporation of Wilmington, Delaware is a wholly owned subsidiary of Atlas Alloys Inc., an Ohio Corporation, which in turn is 100% owned by Rio Algom Mines Limited of Toronto, Canada. Rio Algom is controlled by the Rio Tinto Zinc Corporation of London, England, which has subsidiaries and affiliated operations throughout the world. Rio Algom geologists first became interested in this Utah pro- perty in 1966, after preliminary drilling had indicated that a known orebody close to the surface appeared to continue on the dorm thrust side of a major local fault, known as the Lisbon fault. Accordingly, in 1968, arrangements were made to acquire what was known as the "Humeca Option", a total of 2,573 acres located in San Juan county in south-east Utah, 35 miles south-east of the town of Moab.

The purpose of this research is to examine the post-failure behavior of coal as a mass and examine the relationship between the results of this study and prior laboratory investigations of the post-failure behavior of coal as a material. Instrumentation to measure changes in stress and deformation was placed in a headgate yield pillar and will be monitored as the face passes the area. A battery powered, automated data acquisition system, capable of recording up to 9,000 data points, is currently used to remotely monitor changes in vertical and horizontal pillar stress.

Experiments were conducted to evaluate the response characteristics of commercially available gas, smoke and flame sensors to fires of common combustible mine materials. The experiments were conducted in the large-scale fire gallery located at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory in Fairchance, PA, using ponderosa pine, red oak, Douglas fir, high and low volatile coals, polyvinyl chloride (PVC) and styrene butadiene rubber (SBR) conveyor belts, No. 2 diesel fuel and diesel exhaust. All the experiments (except those using No. 2 diesel fuel and the diesel exhaust tests) were conducted in a similar manner, with combustible materials heated rapidly by electrical strip heaters, producing smoldering fires that quickly transitioned into flaming fires. The sensors included a diffusion-type carbon monoxide (CO) sensor, photoelectric- and ionization-type smoke sensors, a video smoke/flame detector and an optical flame detector. Simultaneous measurements were obtained for average gas concentrations, smoke mass concentrations and smoke optical densities in order to quantify the levels of combustion products at the alert and alarm times of the sensors. Because the required sensor alarm levels are 10 ppm and 0.044 m-1 optical density for CO and smoke sensors, respectively, the different sensor alarms are compared to the time at which the CO and smoke reached these alarm levels (Litton et al., 1991). In addition, the potential impact of using smoke sensors that have met the performance standards from accredited testing laboratories is also evaluated using the response of an Underwriters’ Laboratory (UL)-approved combination photoelectric/ionization smoke detector. The results are discussed relative to fire sensor needs that can have a positive impact on mine fire safety.

It is said that there is nothing new under the sun and this is certainly true about refractory gold Ores. Ores which have been refractory to treatment have been the bane of the Metallurgist's life ever since gold has been recognized as a metal valued for its indestructability, malleability and beauty. Webster's Dictionary defines "Refractory" as; "Resisting control or authority, stubborn, resistant to treatment or cure, unresponsive to stimuli, difficult to corrode or draw out," And gives as a synonym the word "unruly." I don't think any metallurgist would disagree with these definitions as they quite accurately describe refractory gold ores as we know them and I wouldn't be a bit surprised if many of you in this room today had applied far stonger language to your own refractory ores in the course of your metallurgical test programs. Pliny the elder put it very well when he wrote in 79 A.D., Gold is the first of man's follies, Silver the second." Perhaps Pliny was speaking of "unassayable gold" or "incipient gold." These are truly refrac tory ores which probably existed before Pliny's time and although many people have claimed to have solved their metallurgy the untold wealth that lies within them has never been bankable. On the other hand, Virgil is his Aenead, could very well have been speaking of refractory ores when he wrote; "Quid non mortalia pectora cogis, auri sacra fames!" which translates as, Accursed thirst for gold! What doest thou not compel mortals to do. Certainly, gold was extremely rare at that time because it had to be recovered by much labor from the then refractory ores and their refractoriness caused the early metallurgists (or alchemists if you will) to seek an easier way to produce it; thus the long and fruitless search for the "philosopher 's stone" which would aid in turn-

Evaporation and crystallization processes are used extensively in the mining industry to provide many pro-ducts. In the case of solution mining evaporators are used to concentrate, or to concentrate and crystallize the raw materials being mined. In the case of underground, or strip mining dissolving and crystallization are used in many processes in order to purify the ore to saleable materials. Presently evaporators and crystallizers are being used in the production of sodium chloride, potassium chloride, sodium carbonate, sodium sulfate, lithium chemicals, aluminum, and many others. The evaporator is a device designed to remove water or solvent from a solution. In an evaporator the energy released by steam condensing on one side of the heat transfer surface is transferred to the product solution on the other side of the heat transfer surface. As long as the boiling temperature of the product liquor is below the condensing temperature of the steam, the product solution will absorb heat. This heat absorption causes vaporization of the water (solvent) in the product solution resulting in concentration of the product. The simplest evaporator is the single effect evaporator. If we assume the feed introduced into the single effect evaporator is at its boiling point, ignore radiation losses, and assume the steam into the heat exchanger is dry and saturated, then the heat transferred will correspond to the latent heat of vaporization. Therefore, one kilogram of condensing steam will produce one kilogram of evaporation. Economies in energy usage compared to the single effect evaporator can be made by using multiple effect evaporators, or vapor recompression evaporators.

Any type of agitation within a confined vessel is primarily concerned with two parameters: 1) A level of agitation describing the homogeneity of the constituents (whether it be suspension or mixing) and, 2) the energy efficiency with which this level of agitation is accomplished. The following is an attempt to present a solution to the problem of adequately defining and optimizing these properties. First included is a discussion of the application of good design practices to the determination of a mechanically efficient shape to the blade elements of the propeller. These practices, excluding several appropriate modifications, have been known, but not well understood, in aircraft fluid mechanics for a number of years. Secondly, having optimized the direct impartation of energy to the medium being agitated, attention is turned to one of the more perplexing phenomena of multi-phase systems - definition and prediction of agitation levels. The result of recent study and testing is a method of scaling which the authors feel provides a lucid understanding of governing physical parameters within the agitator itself, allowing one to scale up and down with confidence.

When underground openings are excavated in rock mass for storage of Liquefied Natural Gas, hereinafter referred to as L.N.G., as its temperature is -162o C, steep temperature gradients and thermal stress occur around the openings. That is, the plastic zone and cracks around openings will expand with time. In this paper, the range of cracks which were obtained by the Crack Analysis Method and the range of the plastic zone which was obtained by the No Tension Analysis Method were investigated and compared.

Due to the current cost and availability of crude oil in Brazil, Samarco Mineracao S. A., as part of its program of quality and productivity optimization and reduction of operating costs, has undertaken tests to utilize alternate energy sources for fuel oil used in its pelletizing plant at Point Ubu, Espirito Santo, Brazil. The energy program undertaken by Samarco consists of two basic steps. The first step was to reduce energy consumption, that is, to improve the thermal efficiency of the process. Secondly, a program was started to substitute the fuel oil with coal.

Twenty-five years ago, when I began my sales life marketing minerals, there was little or no contact between sales people and production people. In those days, it was not uncommon for me, as a salesman, to learn of production problems existing in my company from my customers. Today, in my opinion, any successful mining company must keep production people fully aware of circumstances that effect service to the users of the product. Basically, feldspar is presently consumed by the glass and pottery industries the same as 100 years ago. The consuming public little realizes the origin of so many things they use daily and take for granted. Feldspar is utilized in the glass that contains our Coca-Cola, Pepsi, wines, liqueurs, beer and the assorted gob¬lets from which we drink these lovely brews, the industrial glass upon which all industry depends, the bathroom plumbing fixtures that make life so different from the days of the out-house, the beautiful and durable china we enjoy at mealtime. The electricity we use requires insulators that demand feldspar. In our home ap¬pliances, automobiles, toys and airplanes, we find feldspar. I could go on and on, hopefully soliciting your help in making our taxpaying and non-taxpaying fellow man aware of the burdens he may acquire when unthinking, over-enthusiastic environmentalists foist unnecessary hardships upon the mining industry. Feldspar is marketed primarily sized from 20 mesh to 325 mesh. The glass industry requires feldspar ground 20 mesh to 40 mesh size; the pottery industry requires material from 150 mesh to 325 mesh size. One large glass plant may require up to 100 tons per day and more, whereas a small plant may use less than 5 tons per year. INTRODUCTION Phase I of the Los Angeles Metro Rail Project, known as MOS-1 (Minimum Operable Segment-1), is the first phase of the 27 km± (17 mi) subway starter line. MOS-1 is currently under construction and involves approximately 6.4 km (4.4 mi) of subway, five stations, yards and shops routed through the downtown area of Los Angeles. The project will form the initial heavy rail backbone of a more extensive light and heavy rail transit system planned for the greater Los Angeles area in the future. Construction Contract A-171 is one of 4 tunnel contracts within MOS-1 and involves construction of twin tunnels running from the downtown metropolitan area west to MacArthur Park. The heavily populated and developed downtown area, potentially gassy ground conditions, and the possibility of undocumented abandoned oil wells in seismically active southern California made the design and construction of Contract A-171 a uniquely interesting project. This paper summarizes the construction history to date (December, 1988) including design geotechnical considerations, tunnel support design, as-built geologic conditions, shield tunneling performance through soft ground, and ground response. Offshore oil and gas production operations have moved from water depths of about 50 feet in 1948 to the present record depth of 340 feet. Although mobile drilling rigs are widely used for exploratory drilling, most development drilling and production operations have been conducted above water from the decks of fixed, bottom-founded platforms. Increasing water depths have caused problems associated with design and construction of these platforms and with laying of pipelines, but not so much with other activities. After a platform is installed, drilling, production, and maintenance operations are similar to those onshore and are relatively unaffected by water depth. Events of 1968 indicate that offshore production may soon extend into much deeper water. These events include leasing of Santa Barbara Channel acreage in water depths over 1500 feet, and the successful drilling of a wildcat well in 1300 feet. Designs have been developed for platforms suitable for installation in water over 600 feet deep, and studies suggest they may be used in some areas to water depths of 800 to 1000 feet. Buoyant towers can probably support above-surface platforms in water 1000 feet and deeper. Although the cost of either of these platforms will be high, once installed they will permit relatively low-cost development drilling and production operations compared with estimates for subsea production systems. In some cases, savings in development drilling costs alone could pay out the platform investment.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.
