INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. The SPRB is divided into three geographic clusters based on coal quality. Chemisorbed oleate films on the surfaces of fluorite, barite, and calcite were studied by means of infrared spectrophotometry. Evidence is presented which indicates the mineral anions, i.e., fluoride, sulfate, and carbonate, are displaced from the mineral surfaces as a result of the adsorption from aqueous solutions. Also, chemisorption reactions between oleic acid and fluorite or calcite occurred spontaneously in the absence of water. Carbon dioxide was identified as a reaction product when dry calcite was contacted with oleic acid. There was no evidence of reaction between oleic acid and barite in the absence of water.

The emergence of residuals management as a planning and management tool in the mineral industry has been recently accelerated by the proliferation of environmental regulation and its associated costs. Residuals management practices allow for the early determination and integration of both production and environmental goals in the development of management strategies to arrive at the most cost effective, environ- mentally sound solution. The term residuals management was in actuality derived from the substitution of the word residual for the term ?pollutant? or ?waste?. A residual can be defined as a non-product output having no value in existing markets or a value less than the cost of marketing it. The values of the residual can be determined by time, technology, government policy, market conditions, etc. Residuals basically fit into two classes -- materials which are composed of liquid, gaseous or solids; and, energy, which mainly consists of heat and noise. These residuals are interrelated and can be modified by adding materials and/ or energy, which also may become a residual; thus, lending themselves to alternate disposal schemes to control the adverse effects.

Ground water has been a problem in underground mines (Anon., 1981; Aughenbough, 1973; Stansbury, 1981). Water migrates from water-bearing formations and surface water bodies such as lakes, ponds or creeks into the underground workings through fractures and cracks. As a result, under- ground workings become plagued with the necessity of having the water pumped out in large quantities. Underground workings become flooded when unexpected amounts of water flow into the openings, especially when mines use pillar extraction or longwall mining methods. It is difficult to detect water bodies above the coal mine roof before water problems take place. The resistivity method was used as a method for detecting water saturated rock layers and bodies of water above the roof of a coal mine in northern West Virginia, where the multiple seam mining method was being used.

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

The Cyprus Pinos Altos mine exploits small high grade Cu-Zn skarns using trackless equipment and a modified room and pillar mining method. The skarns occur around early Laramide diorite and quartz monzonite stocks. Stage I calc-silicates and sphalerite developed in the Pennsylvanian Magdalena Group between diorite and the marble front and were partially incorporated into a diffuse breccia body. Stage II calc-silicates and Cu sulfides formed in the contact zone with quartz monzonite and along NE-SW faults, overprinting stage I rocks and breccia. The result is a geologically complex deposit formed in two distinct pulses.

The sulfur dioxide emitted in low concentrations in flue gases from the combustion of sulfur-containing coals and fuel oils is a significant factor in contamination of the atmosphere with sulfur dioxide. A review of methods for treating gases containing high concentrations of sulfur dioxide shows that they are seldom satisfactory for purifying flue gases. Processes developed specifically for treating flue gases using liquid absorbents are costly and may cause localized pollution, because the cooled flue gases can settle in the vicinity of the stack. Bench-scale research is being conducted to investigate the use of dry absorbents for sulfur dioxide removal at temperature levels of about 250°- 300° F. and 600°-650° F. Alkalized alumina has been found effective for treating simulated flue gas and Is regenerable by hydrogen, carbon monoxide, or producer gas. Other metallic oxides have been tested as absorbents also. Chemically impregnated activated carbons removed sulfur dioxide from the gas at 265° F. Vanadium pentoxide is effective as a catalyst for oxidizing of sulfur dioxide in the simulated flue gas at temperatures lower than have been used commercially for gases with higher concentrations of sulfur dioxide. Conversions of sulfur dioxide to trioxide wore studied as a function of temp- erature over a range of about 570° to 750° F.

Most of the 154 t (170 st) truck fleets that were predominant in large surface mines in the 1970s and 1980s are approaching the end of their economic life. One replacement option considered by mine operators is a change to the 2 18 t (240 st) trucks. A comparison of load capacities between the 1.54 t (170 st) and the 2 18 t (240 st) trucks indicates a large productivity advantage in favor of the 218 t (240 st) trucks. This advantage, however, is often reduced by a number of site-specific factors. Therefore, a careful evaluation is required to define the actual benefit of changing to the large trucks. This article discusses some important factors that have an impact on truck size selection, based on several different studies. 218 t (240 st) trucks The 2 18 t (240 st) rear dump trucks were first introduced for surface mine service almost 10 years ago. However, it is only during the last few years that this equipment has gained acceptance in the surface mining industry. About 250 units were employed in surface mines worldwide at the beginning of 1992, and further purchase commitments are being made. Encouraged by the mining industry’s interest, all major off-highway mining truck manufacturers now offer 218 t (240 st) models (Table 1). At present, the existing 218 t (240 st) truck fleets are dominated by electric drive trucks. However, recent introduction of a 2 18 t (240 st) mechanical drive truck rounds out the development of this truck size.

Today the coal industry is beginning to use some very fundamental economic evaluations to determine the most economical circuit to produce a specified saleable product. The fundamental economic methods used are standard return on investment and net present value calculations. By utilizing these economical evaluations, one can justify a larger capital expenditure and realize more return for an investment over the life of a coal property.

During the past few years, the first stage of the Waste Isolation Pilot Plant, (WIPP) which consists of an exploratory shaft, a ventilation shaft, shaft stations, access drifts and test rooms, has been under construction. Construction of the first stage is scheduled to be completed in the summer of 1983. The U.S. Department of Energy (DOE) is constructing the WIPP facility to demonstrate the feasibility of disposing of defense-related nuclear waste in the bedded salt deposits of the Delaware Basin near Carlsbad, N.M. The project promises to be a proving ground for underground nuclear waste storage facility design and construction. The completed underground plant will extend over an area of 647,500 m2 (160 acres), and 1,360,500 metric tons (1,500,000 tons) of salt will be excavated. The first stage of the project, the Site and Preliminary Design Validation (SPDV) Program, provides for full-scale construction of the major components of the underground facility. Shaft construction and underground development are described. Rock bolt installation is performed as required for roof control. Geotechnical instrumentation is installed to monitor the behavior of underground openings. Direct observation of the constructed shafts, shaft stations, and underground openings is expected to confirm the adequacy of the underground design and allow full-scale construction of the first U.S. underground nuclear waste storage facility to proceed.

Three years ago, at a reception given during the Steel Institute meeting in New York, I heard the remark, "A new formula must be found for foreign investment." This was immediately following the takeover of U. S. Steel's Matilde operation in Bolivia. Recently, at the World Mining Congress in Lima, Peru, the subject of foreign investment was still a lively topic of conversation. The nationalization of the copper mines in Chile and recent trends in the "Third World" have made all but a few extremely wary of investment anywhere other than in the ?stable? countries. Now, the fallibility of this philosophy has been demonstrated in such "stable" countries as Canada, Australia, and Ireland. Yet, nationalization is not new to us. The events in Chile were classified as disastrous to the affected companies, but so were the effects of nationalization to the majors in Bolivia in 1952. Mexicanization of the mining industry in Mexico was considered impractical by many. Now, those who accepted it are finding it to be workable.

Water is our most important natural resource, for without it there is no life. It is also the principal natural resource for all manufacturing processes, in particular for the development of power. For these reasons it is essential that water be protected and conserved, with the realization that its quality 18 as important as the water itself. A significant factor in the quality of ground water is the mining of coal -- that other main ingredient of Power. In the mining of coal it is necessary to disturb the geological strata overlying or adjacent to the coal seam. This procedure not only releases water from water-bearing strata or underground aquifers but also exposes other minerals which eventually become the source of pollution or deterioration of the released water as well as of the surface stream into which It is discharged It is then evident that in attempting to utilize one essential natural resource there is degradation of the quality of the other. Many selfishly assume that the principal function of a stream is fishing and recreation, but the real function is the support of industry and agriculture upon which civilization is dependent.

Natural aggregate is the number one non-energy mineral resource in terms of value and volume and is a necessary commodity for sustainable communities. While aggregate is a non-renewable resource, supplies are nearly inexhaustible on a global scale. Natural aggregates have characteristics that differentiate them from most other mineral commodities: a high number of potential extraction sites, a high volume to value ratio, significantly different set of potential environmental impacts, and regional importance combined with a narrow economic transportation radius. Because of these and other differences, resource management policies for aggregates should differ from ?general? mineral resource policies, even though the end goal is the same for both ? ensuring sustainable resource management. To achieve the goals of sustainable aggregate management each stakeholder ? government, industry, the public, and non-governmental organizations ? will need to accept certain responsibilities, one of the most important of which is to become informed about natural resource issues. Sustainability is about making trade offs among competing objectives, and people disagree about the appropriate balance among the goals of economic prosperity, social equity, and environmental health. One of the primary purposes of mineral indicators is to provide information to decision makers and the public so as to ensure that the public debate about policy choices is grounded in fact. We identify the unique aspects of aggregate resource management and introduce the concepts of sustainable mineral resource management. We then present mineral indicator sets for aggregate resources from Italy, the United Kingdom, and Slovenia to demonstrate that effective mineral indicators should be specific to the resource in question and the public values and objectives.

The Bureau of Mines investigated rapid bubble-pulp separation to improve flotation kinetics. A shallow-depth froth separator was employed to quickly recover the mineral-laden bubbles from a mixture of ore, water, and air bubbles. The shallow depth minimized the rising distance required to recover even the smallest size bubbles (100 ~m). Therefore, the slurry remained in the unit only long enough to recover the bubbles before the pulp exited through the conical bottom. Joining this unit with a rapid bubble-particle attachment unit, a rapid flotation system was formed that floated silica from phosphate in one-fifth of the retention time for conventional mechanical cells. The hydrodynamics of the rapid flotation system along with fundamental parameters for scale-up are presented in this paper.

A prototype expert advisor was developed by the U.S. Bureau of Mines to systematically offer advice on the control of a Florida phosphate operation. The PC based system receives input from remote sensors for circuit parameters such as feed rate, reagent addition, and pH and from operator entered information such as the quality of the concentrate and tailings in each of the coarse, fine, and amine flotation circuits. The computer evaluates the information using rules obtained from industry representatives and Bureau flotation experts. Recommended actions and questions are displayed to quickly guide the operator to a problem within the flotation circuit and suggest a solution. This process control system could provide more uniformity among the flotation operators and also serve as a trainer for new operators. In addition, it represents a step toward fully automated systems for phosphate flotation.

At the kernel of the subject is due diligence in major decision-making, that is, where major money amounts and a large corporate commitment are at stake. The "due diligence" means how carefully we do our homework before making the decision. The homework or feasibility study addresses different parts of the decision. In the industrial minerals business the study seeks to uncover the pros and cons in: o The mineral reserves, quantity, quality, mineability, access, etc. o The environmental impact of mining, processing and transporting. o The economics of operations. o Financial aspects o Legal aspects o Many other aspects o And -oh yes! the marketing aspects.

"Federal regulations require that refuge alternatives (RAs) are located within 305-m (1000-ft) of the working face and spaced at one-hour travel distances in the outby area in underground coal mines in the event that miners cannot escape during a disaster. The Mine Safety and Health Administration mandates that RAs provide safe shelter and livable conditions for a minimum of 96 hours while maintaining the apparent temperature (AT) below 35°C (95°F). The National Institute for Occupational Safety and Health used a validated thermal simulation model to examine the mechanisms of heat loss from the RA to the ambient mine and the effect of mine strata composition on the final internal dry bulb temperature (DBT) for mobile tent-type RAs. The results of these studies show that most of the heat loss from the RA to the ambient mine is due to radiation (51%) and conduction (31%). Three mine width/height configurations and three mine strata compositions were examined. The final DBT inside the RA after 96 hours varied less than 1°C (1.8°F) for the three mine width/height configurations and less than 2°C (3.6°F) for the three mine strata compositions. INTRODUCTION Following a mine disaster, workers will try to escape the mine. If their escape is futile, they can take shelter in a refuge alternative (RA). In 2008, the Mine Safety and Health Administration (MSHA) mandated RAs in mines to ensure that a safe and livable shelter is provided for a minimum of 96 hours, and that the apparent temperature (AT) does not exceed 35°C (95°F) inside the RA [1]. An ongoing concern with RAs is the potential to exceed this limit. The temperature rise inside an RA is due to the metabolic heat released by the occupants as well as heat released by the carbon dioxide scrubbing system. The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type training unit RA in its Safety Research Coal Mine (SRCM) to investigate heat buildup in RAs. The 10-person capacity for the tested RA is based on 1.4 m2 (15 ft2) of floor space per miner. NIOSH-developed simulated miners, which are heat input devices that generate both sensible and latent heat, were used to represent the metabolic heat generation of an average miner (117 W) for testing in the SRCM. It was found that the number of occupants in an RA may need to be reduced based on the ambient mine temperature, which varies from mine to mine [2]. To further research temperature rise inside an RA, ThermoAnalytics, Inc. (TAI) was contracted by NIOSH to perform thermal simulations of the tested 10-person mobile tent-type RA. TAI developed a thermal model of the SRCM using RadTherm software, which incorporates a human thermal model (HTM) to represent the equivalent metabolic heat loss of a miner within the RA’s enclosed environment. The thermal model was previously validated by comparing simulation results with test results [3]. During a mine disaster in which miners would have to take shelter in an RA, mine ventilation may not be available. As such, mine ventilation was off for both the testing in the SRCM as well as in the simulations. This paper discusses the heat loss mechanisms and the effects of mine strata composition and mine width and height associated with a ten-person tent-type RA."

The demand and supply of wollastonite has gone through a dynamic period in the 1990's. A 10% -15% growth rate of demand stimulated interest in evaluating new projects. However, the mid-1990's brought declining prices for commodity applications and natural barriers to entry for technical applications, making many of these potential projects uneconomic. Successful projects that were brought to market were done so by incumbent producers. This work examines the competitive structure of the wollastonite market by evaluating the strategic decisions of the industry leader, NYCO Minerals Inc., and a new market entrant, Orleans Resources, in an attempt to identify the environmental threats and opportunities of this industry. Results suggest new entrants like Orleans Resources face significant entry barriers for technical applications, while NYCO Minerals could improve its profitability by having less exposure to commodity applications.

Although vein-, syenite-, and pegmatite-type deposits are known in Saskatchewan, recent intense exploration stems from discovery of several exceptionally high grade uranium and uranium-nickel deposits locallized near the basal unconformity of the 1.3-1.4 b.y. Athabasca Sandstone Formation. Graphitic basement rocks and post-Athabasca faulting or brecciation coincident with the unconformity are important in locallizing uranium deposits which form as tabular, shoe lace-like bodies with grades averaging over two percent and containing up to 50,000 tonnes U308. Some deposits have similar nickel contents. A few published sandstone analyses average 0.8 ppm uranium while basement granitoid and meta-sedimentary rocks vary from 0.5 to 20 ppm. In the proposed genetic model, traces of uranium are leached from these rocks by oxidized formation waters sweeping through the sandstone and along faults. Solutions are reduced and uranium is precipitated as basement graphitic meta-pelites are encountered along brecciated fault zones.
