In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

Industry requires higher speed sheet stacking. High speed sheet stacking requires equipment and techniques to solve several inherent difficult problems, such as the tendency for sheets to sail, and the need for a means to absorb the kinetic energy of the sheet without damaging the sheet. Accurate alignment of the sheets on the stack is another problem difficult to solve. The paper first analyzes the process of sheet handling into its basic elemental steps. It then describes equipment and techniques presently used for moderate sheet handling speeds, with emphasis on how each step in the stacking process is accomplished by the present equipment. The limitations to speed-up of present equipment is discussed. New high speed equipment, either recently introduced to the market, or in the process of development, is described. Magnetic, air float and vacuum conveyor stackers are compared.

A low grade iron ore is mined underground at Grace Mine using the panel caving method. Most of the development work is located in footwall. The runways for LHD equipments are heavily supported with steel sets on five foot centers. The sets are embedded in two to three feet of concrete. The initial cost of support is one of the largest single costs of production. During the process of ore-win¬ning, supports frequently fail, necessitating expensive repair. There is no systematic pattern to the failure of supports. A rock mechanics program was launched to isolate causes and their relative contributions to the failure of supports. The preliminary results are presented. A typical portion of a runway is instrumented to monitor rock mass movements around the runway and the corresponding response of supports as various mining activities are carried out in the neighborhood. We believe that such a program is a prerequisite to any remedial measure to alleviate pressure problem at Grace Mine.

Floor heave can be a major problem in large open pit mines. Unrestrained floor heave can lead to flooding, equipment destruction, slope instability and subsidence. It is particularly troublesome in coal mines where the floor is frequently relatively flat, and is often underlain by major water Searing units. This paper examines methods of analysis used in computing floor stability, and sets out a simple rational method of evaluating the required level of water pressure control to maintain acceptable floor stability. The approach is illustrated by reference to the stability of the floor of the Morwell open cut lignite project in Southeast Australia, where this approach has been used successfully for over a decade.

When maintenance of a plant or operation is under discussion immediately three "M's", all in short supply, are brought to mind - money, men and markets. This paper will present what currently is being done at our plants and its effect on the 3 "M's". Examination of coal realization figures (F.O.B. Mine) from 1945 to the present reveals the fact that open and free competition can and will meet market conditions. The industry, without benefit of advantages afforded tax and transportation wise to oil and gas, remains the backbone of the energy market of United States. Figure No. 1 shows the realization figures from 1945 through 1962 compared to the hourly earnings. Note that through 1945 to 1948 F.O.B. prices increased $1.93 per ton while hourly earnings increased $.66 per hour. Since 1948 (with the ex¬ception of 1957) F.O.B. prices have declined $.45/ton, while hourly earnings have increased $1.23 per hour. Basically the maintenance men possibly represent the highest increment rate in the overall hourly earning.

Flotation processes contain disturbances which make material balance closures difficult to achieve. Lack of closure also arises from instrument errors. A portion of these problems can be overcome by proper equipment selection; the primary measurement installation and methods of initial data filtering are discussed below. The problem of data adjustment has been considered before (2). The technique described here is essentially that of Ripps (2). The technique was expanded to include linearization of non-linear material balance equations. An additional large error detection portion was also added to Ripp's formulation. Ripp's technique is based on a Lagrange-Multiplier optimization method. The Lagrange-Multiplier technique is generally applied when there are equality constraints on the variables. Steady-state material balance equations fit in this category. The basic Lagrange-Multiplier method is described. It is followed by a description of the modified material balance data adjustment technique. An example is presented to illustrate the use of this method.

The European Commission published its Communication of the Thematic Strategy on the sustainable use of natural resources ("Resource Strategy") on 21 December 2005. The Resource Strategy aims at reducing environmental impacts associated with resource use - called decoupling - in a growing European economy and worldwide. The impacts of unsustainable resource use include e.g. climate change due to fossil fuel use, land use and environmental degradation due to mineral extraction and processing, or overexploitation of soil and fish stocks. To decouple environmental impacts from economic growth, a life-cycle approach is adopted. It means that the environmental impacts are taking into account at each stage of the life cycle of a resource, avoiding that negative impacts are shifted to other environmental media, to other stages of the life cycle, or to other countries. Key to achieving decoupling are three factors: - More value - creating more value while using fewer resources (?resource productivity?); - Less impact - reducing overall environmental impact per unit of resources used (through ?cleaner? technologies and consumption pat-terns); - Better alternatives - substituting currently used resources with better alternatives. The paper focuses on the implementation actions of the Resource Strategy in particular related to the minerals industry: 1. The Data Centre on natural resources; 2. Indicators to measure progress; 3. The involvement of economic sectors to take concrete actions; 4. EU Member States involvement, focusing on resource uses with the most significant impacts; 5. The International Panel on the sustainable use of natural resources, set up together with UNEP. With its 25 years time horizon and its wide approach the Resource Strategy will have a co-ordinating function to ensure enhanced coherence and efficiency. The challenge will be to integrate this approach into all policies and decision-making.

Although the number of operating longwalls in the United States (approximately 100) has remained relatively constant over the last five years, longwall production levels have significantly increased and in some cases more than doubled. As a result of this production increase, control of respirable dust continues to be a problem. Therefore, the Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center, Dust Division, initiated a study to investigate the availability and adequacy of technology for controlling dust on longwall mining operations. The study involved 23 longwall mining operations in three different Coal Mine Safety and Health Districts. Each operation was visited for a full shift. Respirable dust samples were collected on face personnel and at fixed locations along the face. Methods being used to control dust were noted, with special emphasis placed on obtaining quantitative data relative to ventilation, headgate dust controls, cutting drum sprays, external machine sprays and cutting sequence. Attempts were made to correlate dust control practices in place at the time of the visit to dust concentrations measured at the tail and on the tail shearer operator and to the average of all the dust concentration measurements from the occupations sampled. The methods used to control dust were also compared to the gamut of methods known to be available. This paper presents a discussion on the effectiveness of the methods being used to control dust and on the availability of technology for the control of dust on longwall mining operations.

Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. Phase III of the Orme Street Combined Trunk Relief Sewer project connects two existing 2.13 m diameter combined sewers to a new 3.66 m diameter relief sewer at 7locations along a 970 m alignment in downtown Atlanta. The alignment was enveloped by adjacent structures and utilities. The project was constructed below the groundwater table through compressible residual soil, rock and mixed face using a myriad of construction techniques, including compressed air NATM and jet grouting. Numerous design and alignment changes and accommodations for existing utilities and conditions were made during construction. The authors believe this to be the ?rst NATM project in North America utilizing compressed air tunneling.

This paper is devoted to a discussion of the factors governing design of concentrators for large grinding circuits. Emphasis is placed on the manner in which use of ever larger grinding mills has affected the size of grinding bays, service cranes, gear reducers and electric motors, and the selection of ancillary equipment for cushioning of the starting load of large mills. Information is presented on the effect of using large grinding mills on the capital and operating costs of concentrators, e. g. : (Fig. 1) ? Benefits in lower cost of mills, drives and materials handling equipment, plant space, power, grinding media, operating labor and maintenance, and in ease of instrumentation and automation. ? Penalties in distribution of materials from the grinding mills to multiple lines of equipment which have not been developed to commensurately large sizes, and higher cost of ancillary equipment.

Exploration programs for mineral resources often involve analysis of soils or stream sediments for the mineral being sought or its pathfinders. Because many metals are toxic to microorganisms, patterns of metal resistance in soil or aquatic populations may provide additional useful information at a reasonable coat. These patterns in some cases have been more effective than the soil geo-chemistry and may be easier to obtain. Elevated levels of resistance to silver and its path-finders have been demonstrated in stream populations from an area of known silver deposits, and resistance to gold pathfinders has been demonstrated for gold-bearing areas. Uranium has also been located by this method.

The flotation behavior of quartz in the presence of alkyl ammonium acetates as a. function of alkyl chain length has been interpreted in terms of hemi-micelle formation at the solid-liquid interface. The van der Waals cohesive free energy that is responsible for hemi-micelle formation has been found from these results to be 1.02 kT per CH group. This 2 is in excellent agreement with literature values obtained from research on the properties of micelles in bulk systems.

General. Data for the operating information given in the 15 tables in this chapter was obtained from voluminous questionnaires sent to over 100 operating companies in 1972. There has been a considera¬ble change since then in supply and power costs and many companies have had expansions or revisions since that time, so it must be realized that information is valid for the year 1972. This is true except for the three new properties of Sacaton, Metcalf, and Pinto Valley. These three operations started up since 1972 and all information for them was obtained in 1975. The questionnaires were sent to all major copper properties throughout the world as well as to many smaller units and to some mines that had complex or unusual conditions. Properties for which no information is given did not submit completed questionnaires. Several operations were unable to supply information requested be¬cause of company policy prohibiting it. However, data is presented for 75 different operating properties. The reference number of the left-hand column is the same for all 15 tables of data. If the company had several operating properties as of 1972, then subsequent properties use the same number but a different letter. For example, Anaconda's property at Butte, Mont., is IA, whereas Anaconda's (now Anamax) Twin Buttes property in Arizona is IB. Table I gives general data for the properties including exact loca¬tion, milling rate, pertinent assay values and recoveries, and a brief listing of ore and gangue minerals. It was not possible to obtain any more information from the properties in Chile except that given in Table I. Crushing. Crushing plant operating data is given in Table 2. This table gives data on the crushers, feeders, and screens used at each property. The data obtained on feeders was confusing, but, rather than completely eliminate this information, it was decided to report it as given. The confusion lies only in the description of where the feeder is located. Where a primary feeder is listed it was not possible to determine if this feeder was on primary feed or primary discharge. For secondary feeders it is known that the feeder listed usually is feeding the secondary crushers, but at some properties it is handling the secondary crusher discharge. The same reasoning holds true for tertiary feeders-they handle either tertiary feed or discharge. This table contains a voluminous amount of data. A column giving tons per day per square foot of screen area would have been very informative, but some properties included circulating load in the feed rate and others listed new feed only, so calculations were meaningless. Autogenous Mills. The use of autogenous or semiautogenous mills for any property must be given serious consideration in the future. Table 3 lists data for four properties that are fully autogenous and four more semiautogenous mills that use balls to supplement the chunks of ore. This method of grinding is especially applicable when the ore is of such a nature that crushing problems would be severe, such as when ore is wet or sticky or contains a lot of fines. Paradoxically, it should also be considered when ore is tough and hard and blocky because then the competency of the ore means it can serve well as the grinding media. Where the ore varies greatly in hardness, as at Cyprus Pima and Lornex, semiautogenous grinding has been especially beneficial with capital costs and operating costs both 10-20% lower than could be obtained with conventional crushing and grinding. Rod Mills. For a great many years the standard milling operation used two- or three-stage crushing followed by open circuit rod mills and then ball mills in closed circuit with classifiers of some kind. A surprising number of properties crush to the fine size of about 3/8 in. and then use ball mills only, in closed circuit, with no rod mills. It is difficult to say whether rod mill-ball mill circuits or ball mill only is the best. One can be certain of two things: (1) the argument will go on for a long time and (2) for some mills one method obviously was superior over the other. As ball mills of 14, 15 ft, and larger came into use, more properties like Duval Sierrita (16b ft diam by 19 ft long) and Bougainville (18 x 21 ft) were built with single-stage ball mill grinding. Although there are larger rod mills used, especially in the iron ore industry, the largest rod mills on copper ore are at Twin Buttes (14 x 18.5 ft) and at Gibraltar (13'A x 20 ft). Though sedimentary rocks comprise only about five percent of the volume of the continental crust, they cover about 80% of its surface, serve as important reservoirs for fluids, contain reserves of non-metallic minerals, and have in general been extensively drilled. However, most drilling has been shallow in comparison to the thickness of the crust and such deep drilling as has taken place is very strongly localized in sedimentary basins. This may be seen by reference to Figures 1 and 2 which show the location of wells that drilled deeper than 15,000' [=] 4.6 km. (Figure 1) and those that drilled below 20,000' [=] 6.15 km. (Figure 2). It is apparent that, even in regions of sedimentary cover, direct exploration below six kilometers has been very restricted. In the case of the metamorphic and igneous rocks which make up 95% of the volume of the crust, direct exploration has been much less extensive in terms of both area and depth. The present state of our knowledge of the crust below a' thin surface layer stands in marked contrast to our growing present need for raw materials and the needs of future generations. It also stands in contrast to our need for enhanced, scientific knowledge of the deeper crust, its configuration, its present state, its hydrothermal systems,-its evolution, and its materials. Lessons learned in exploring the third dimension of the sea floor, the vigorous prosecution of seismic profiling, the development of testable models for hydrothermal systems and mineral deposits, the need for better understanding of heat flow, state of stress, earthquake mechanisms, and a host of other phenomena all suggest that it is time to launch a national program for scientific exploration of the crust which uses drilling to test important hypotheses developed on the basis of indirect evidence.

The U.S. Geological Survey estimate of the total remaining reserves of lignite in this country as of Jan. 1, 1967 was about 448 billion tons. This represents 27 percent of the total coal reserves on a tonnage basis and about 17 percent on a thermal basis. Approximately 98 percent of these reserves are in a vast lignite field located in western North Dakota and eastern Montana. This field also extends north into the Canadian province of Saskatchewan. Despite these large reserves and relative ease of mining by stripping operations, lignite production historically has accounted for less than 1 percent of the national total. This is largely due to the fact that the lignite deposits are located in an area that has no large centers of population and the economical radius of transportation is limited by its relatively high moisture and low heating value. Commercial utilization of North Dakota lignite for power production became firmly established in the mid-1920's with the development of the first successful lignite-burning equipment. Most of the early lignite-fired boilers were equipped with spreader stokers, but as the size of the plants increased, pulverized-coal firing became the more popular method, and with few exceptions, the plants built during the past 15 years are pc-fired.

Carbonaceous sedimentary rocks are abundant in the upper part of the caldera or maar that hosts the Puebio Viejo Au-Ag district, and much of the Moore sulfide zone is in these rocks. These rocks are thinly layered and contain scattered plant remains and variable amounts of volcaniclastic debris and pyrite. The carbonaceous matter in the sediments yields no X-ray diffraction pattern and is not graphite. It has C/N ratios of 4 to 10, and &13C values of about -25 per mil, which indicate that it is dominantly of marine organic origin and partly degraded. Atomic S/C ratios in the unmineralized part of the carbonaceous rocks have a median of about 1.2, much higher than most similar unmineralized rocks, reflecting not only the abundance of pyrite in the sediments, but also the fact that the organic material contains several percent sulfur. Extracts from the organic material indicate that it is thermally mature and that it reacted with the hydrothermal solutions. Atomic S/C ratios in the mineralized carbonaceous rocks are generally higher than those in unmineralized carbonaceous rocks, ranging to values of 5 and more. These differences indicate that significant amounts of carbon were consumed by the reduction of sulfate and metal chloride complexes in the mineralizing fluids as they passed through the carbonaceous sediments. Direct reaction between organic material and ferrous chloride-bearing, acid-sulfate hydrothermal solutions probably caused continuous deposition of pyrite during this period. Intermittent deposition of gold from chloride complexes by the same reaction was probably facilitated by boiling or C02 effervescence.

In Australia, Safe Work legislation requires mines to have a documented ‘Safety Case’ explaining how a mine will safely manage all major hazards. A similar requirement is legislated or inferred by regulation in all jurisdictions. For small scale, instabilities leading to day-to-day seismic hazards, a ‘Stability Safety Case’ built around observational methods and measurement triggered responses can be effective because adverse situations are easily identified and the costs of lower control measures are not onerous. Also, if the influence of a volume of yield on the mine load system is small, the response of the system will be more predictable. However, for episodes of large scale mine instability, the hazard derives from the widespread, multi component influence of the event on the mine load system. As the system response depends on interactions between many parts, the resolution of predictions will be lower and situations can arise without local precedent. Further, as episodes of large scale instability change the stiffness and nature of the connectedness between parts of the mine load system, the behavior of the system before the event will be a poor empirical basis for forecasts of event related hazards. Most importantly, Triggered Action Response Plans (TARPs) and ‘traffic light’ warning systems cannot make design choices or identify new hazard phenomena. They are ‘lower’ control measures targeting explicit human-made instability hypotheses. As such, the Safety Cases related to management of hazard from potential large scale seismic events and mine instability cannot rely solely on TARPs. Mines that successfully manage meaningful dynamic instability always acknowledge the ultimate reliance on expert human intuition, knowledge and imagination to appreciate the range of possible hazard scenarios, to make stability hypotheses and propose solutions. Complex analysis, TARPs and measurements are critical steps in the human decision cycle, but only support the making and testing of ‘Stability Hypotheses’ made by expert engineers. Relying on expert skill and judgement as essential components of a Safety Case, however essential, introduces human vulnerabilities. Another challenge is that the expert decision making process is hard to document. Beck et al 2019 first described an organizational and procedural framework for maintenance of an ongoing large-scale ‘Stability Safety Case' where a degree of expert judgement and imagination is needed to manage a seismically active mine. The structured data appreciation process outlined sufficient measurements, analysis and appreciation to confirm the stability state of the mine and was applicable to all underground mines. After several years of implementation in various forms in stoping, caving and room and pillar mines, this update addresses lessons learned and describes some considerations for numerical forecasting to establish a base case, and some challenges for empirical hazard identification.

This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing waste rock into the void created by mining. The paper also examines scheduling the process as a unit operation of the mining activity. Based on a review of background literature and interviews with representatives of various mining companies, public-interest groups and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing at a southwestern Pennsylvania mine was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of longwall systems in the United States. Further, at the mine used in this case study, concomitant stowing would reduce subsidence by only 50% of what would normally be incurred during full longwall caving, and the longwall coal-production rate would decrease from 3,630 t (4,000 st) per shift in the nonstowing case to 1,360 t (1,500 st) in the stowing case. A preliminary cost analysis reveals that pneumatic stowing would add from $5.79 to $11.57 per t ($5.25 to $10.50 per st) to the operating cost of producing coal at the case-study site.
