The titanium dioxide pigment industry in the United States has always relied to varying degrees on imported titanium concentrates. Dependence on foreign ilmenite was especially high (generally over 85% of consumption) until 1942, when large-scale U.S. production of ilmenite began, and has since ranged from 12% to 47%. Rutile import reliance was generally in the 45% to 80% range until the early 1960's, when increased use in the chloride pigment process raised dependence on imported rutile to over 90% in most years since 1963. Import reliance of zircon, obtained almost entirely as a byproduct of titanium mineral production, has generally ranged from about 30% to 65% of consumption. This paper will examine the history of U.S. sources of these heavy mineral commodities, and will discuss the potential U.S. future supply in view of changing industrial uses and processes and the anticipated development of new heavy-mineral-sand processing operations, such as those at Richards Bay in the Republic of South Africa and in Sierra Leone.

The ability to treat refractory gold concentrates that contain appreciable amounts of sulfur and arsenic, in an economic and environmentally safe manner is important to the gold mining industry. Processing alternatives include: autoclave oxidation, bacterial oxidation and roasting. Roasting may be the cheapest of all the alternatives if inexpensive methods can be found to contain the arsenic and sulfur. The research program, being reported here, has been evaluating the ability to use hydrated lime in the roaster to capture both the arsenic and the sulfur. Lime roasting is not a new idea, it was proposed for copper ores by Bartlett in the early 1970's (Bartlett and Haung 1973) and for cobaltite concentrates by Taylor in the early 1980's (Taylor et al., 1981). In addition, ores have been roasted that contained limestone and it was shown that partial capture of the sulfur was possible. Lime -sulfur containment has been proposed for the coal fired electricity industry, as well.

Laboratory tests were conducted in a full-scale continuous miner test gallery to evaluate resulting dust levels for changes in face airflow, spray water quantity and pressure, and mining height. The minimum and maximum values tested for each parameter were as follows: airflows between 1.42 and 6.14 m3/sec, water flows between 56.8 and 132.5 lpm, nozzles pressures between 413 and 1379 kPa, and mining heights between 1.52 and 2.74 m. Each of these parameters were evaluated for four common spray system designs. Respirable dust samples were collected in the operator's cab on the miner and in the immediate return. Second-order polynomial models were used to represent expected dust levels and multiple stepwise regression was used to identify significant control parameters for inclusion in the models. Separate models were developed for dust levels at the operator and return locations and for each individual spray system. Interaction between control parameters and curvature effects were found in most models. The analysis indicated that at the operator location, airflow and mining height had the most significant impact on respirable dust levels. In the return, airflow and water pressure were typically the most significant parameters. The models developed for each spray system design can be used by mine operators to guide application of control parameters for a variety of operating conditions and mining heights.

The conventional beneficiation scheme for Florida phosphates involves reverse flotation with an intermediatory acid scrubbing step. A single reagent flotation process, using fatty acids or amine as the collector, would eliminate the scrubbing step along with the other flotation step. This can not only simplify the process flowsheet, but also result in reduced reagent costs. The potential of single reagent flotation of Florida phosphates using fatty acids as the collector was examined in this study.

By blending phosphogypsum with thickened mill clays, Texasgulf has successfully resolved the problems of gypsum disposal and reclamation of mined-over areas. In the process, clays are thickened to 10% solids through high rate thickeners, mixed with gypsum from a drained gypsum pile (75%) and a direct discharge from belt filters (25%), then pumped to mined-over areas. The blending of clays and the low pH gypsum yield a mixture with a pH of about 7. Dewatering is rapid to 40-45% solids within 3 months. The material spreads with very shallow slopes and within a year desiccation by high flotation ditching equipment is possible. The artificial soil is classified as a silty loam in texture, lacking only in nitrogenous nutrients. The soil material has proven to support many field crops including small grain, corn, alfalfa, and grasses. Sycamore, green ash, sweetgum and bald cypress have done well in 3 years of growth. The nitrogen source for tree growth will be made up through an alfalfa cover.

"The Confederation Line is phase one of Ottawa’s light rail transit, which consists of 13 stops and stations. The project’s center piece is a 2.5 kilometer (1.6 miles) long tunnel with three underground stations leading underneath downtown Ottawa and is constructed within feet of adjacent buildings. The downtown stations, Lyon and Parliament, are caverns approximately 16.5 m (54 ft) by 18 m (59 ft) in a horseshoe configuration constructed in rock, while the third station, Rideau, is approximately 22 m (72 ft) by 18 m (59 ft) in an oval configuration and constructed in mixed ground. The paper will discuss design decisions made early on in the project such as excavation method, unique construction sequencing, and equipment selection, and go on to include corresponding progress rates. The paper also documents design and construction challenges of large caverns in very close proximity to existing buildings and varying ground conditions. Finally, an overview of achieved construction milestones and a current construction progress will be presented. Station cavern excavation is expected to be completed in early 2016. INTRODUCTION The number of urban metro construction projects has certainly increased over the last decades. Cities are growing rapidly all over the planet and many are striving to keep up with the increased demand for public transportation. One of the most feasible types of inner-city transportation with the capacity for large quantities of passengers are metro (subway) systems. Still, large construction projects in dense urban areas often affect the city’s residents in mostly negative ways. During construction, residents face the obstacles of road closures, noise, dust, economic loss for businesses, and property value losses are common. In other words, individuals are directly affected by the way new infrastructures are planned, designed, built and operated. The tunneling industry offers unique opportunities of keeping these side effects to a minimum and possibly avoiding them all together. Although challenged by a variety of constraints (some of which will be discussed in this paper), urban tunneling applications offer a chance to keep cities environmentally, economically, socially, and culturally sound during construction."

The recent mine disasters in Australian coal mines have initiated an introduction of Self-Contained Self-Rescuer (SCSR) as component in the development of new escape strategies for miners. These self-contained self-rescuers are closed circuit, demand sensitive breathing apparatus that make oxygen available to the wearer for a nominal period of time. Their operation is completely independent of the surrounding atmosphere. Once properly donned, the SCSR can assist a miner to escape from an area containing smoke, toxic gases or an oxygen deficient atmosphere. The duration of a typical SCSR is usually taken at the point of complete collapse of the breathing bag which is accompanied by an increase in breathing resistance and inhaled levels of carbon dioxide. Because the oxygen consumption (V02) and the heart rate are correlated, a prediction of V02 and consequently the duration of an SCSR can be made by monitoring the heart rate. Thirty-seven volunteers participated in field simulated escape trials at four underground coal mines. The results from the field trials suggested that oxygen consumption depends on the heart rate, the body weight and exercise rating of the miner. All the volunteers were asked to fill out the questionnaires to evaluate the performance of the units. The miners indicated that they could tolerate the inhaled temperature without any difficulty to breathing resistance. A complete statistical analysis of the field results is also presented.

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

"As engineers, we are trained to use logical, rational problem solving to insure our mines operate at maximum efficiency. We tend to use the same technical approach to design safety into all mining systems. This works well for machines, but not so much for the human component. Recent insights in the field of behavioral economics provide useful ideas for addressing the fact that we are driven by emotions more often than by rational thought. Understanding the nonrational aspect of human behavior is an important piece of any safety system design. INTRODUCTION The most common economic model is based on humans making rational decisions; that given the proper information, we will make a logical, rational decision based on what is best for ourselves (Ariely, 2009, p. xviii). In many cases this is an accurate description of how we make decisions. As an engineer, I was trained to apply the precision of mathematics and logic to solve problems. As an engineering professor, I now teach this approach to bright young minds preparing them for a life of professional effectiveness as practicing engineers. That said, we are not only rational. Daniel Kahneman, winner of the Nobel Prize in Economics, describes a model for how we think (Kahneman, 2011). System 1 is the part of our mind that is fast, intuitive, and emotional; while our logical, slower, and deliberative mind is System 2. According to Kahneman’s model, System 1 runs automatically, most of what you think and do originates in System 1. System 2 takes over when things get difficult, including the application of math and logic, and the resolution (or avoidance) of conflict. As engineers, we would typically assume that we operate in System 2 mode most of the time. This is where the model becomes useful, for Kahneman points out two important aspects of the dynamic between the two systems in our mind. First, System 1 has biases, systematic errors that lead to answering questions with an easier answer (rather than a right answer) before System 2 is engaged. Second, we can be blind to the obvious, and also be blind to our blindness. Complicating things further, System 1 cannot be turned off (Kahneman, pp. 24-25)."

The Hampton Roads Bridge-Tunnel Expansion Project (HRBT), initiated by the Virginia Department of Transportation (VDOT), will add two new 1.5-mile TBM bored tunnels to the two existing immersed-tube tunnels between artificial islands, part of the connection between Norfolk and Hampton under the Hampton Roads Harbor in Virginia, USA. The new bored tunnels will be built by Hampton Roads Connector Partners (HRCP), a joint venture of Dragados USA, Vinci Construction, Flatiron Constructors and Dodin Campenon Bernard. This paper covers technical discussions that led HRCP to select a Variable Density TBM to address the challenges of this tunnel project, including but not limited to (i) the diameter of the bore: a 46 feet (14.04 m) diameter machine that constitutes the second-largest TBM ever used in the United States; (ii) shallow ground-cover under the water table; (iii) challenging and varying geology along the alignment, with mixed-face conditions and different types of ground modification zones; and (iv) the high TBM operating pressures required—all these and other challenges in a sensitive marine environment.

Of many physical parameters critical to design of grinding processes, impact of grinding media is among the most difficult to measure or predict. Yet impact of falling grinding balls, pebbles, or rods accomplishes the fine grinding essential to metallurgical recovery of most important minerals. Unfortunately, the same impacts that break ore fragments deform or crack grinding mill liners. A project was undertaken at Climax Molybdenum Company to measure impact forces in operating ball mills so that they might be used to calculate stresses in liner materials and be correlated with service performance of mill liner alloys. Towards that end, a method of measuring impact forces on ball mill liners using an instrumented grinding ball has been developed. Preliminary tests show that impact forces and contact stresses imposed on bare mill liners are quite high but are greatly reduced by cushioning when coarse ore particles are crushed between balls and liners. Compressive and shear stresses induced in liners not protected by coarse ore are so severe that deformation or minute subsurface cracking are inevitable in all but the small production grinding mills, regardless of mill liner alloy strength or hardness.

Over the years, numerous studies have been conducted to characterize the floatability of coal pyrite. Unfortunately, many of the results obtained using isolated samples of coal pyrite are not directly applicable to actual coal flotation systems where liberation and entrainment may be the major factors affecting pyrite rejection. In this paper, the association of pyrite with other coal constituents is investigated, and the data are presented for feed and product streams obtained from release analysis tests. Release analysis is used to minimize the effects of entrainment. Particle distributions for each stream are presented as functions of size and composition in order to discern the behavior of free and composite particles.

Coal fly ash and flue gas desulfurization (FGD) sludges can be returned to mine pits, fills and revegetation zones in Virginia by regulation if (and only if) a positive beneficial use can be shown. Utilization of alkaline fly ash for control of acid drainage from pyritic coal processing waste piles, and use as a soil amendment for revegetation, are the two dominant beneficial uses proposed over time. Both applications must be controlled by the basic chemical properties of the ash proposed for utilization. Currently, public concerns over long-term As and Se leaching from various applications are increasingly driving regulatory options for mine site utilization. Many fly ash materials are relatively low in inherent alkalinity or neutralizing ability, and certain ashes are actually acidic. Failure to add sufficient total alkalinity will result in strong acidification of the ash utilization zones, stripping heavy metals like Mn, Zn and Cu from the fly ash matrix. Similarly, if alkaline ash is loaded into non-acid forming coal wastes at high rates such that leachate pH is > 9.5, significant leaching of As and Se has been documented in large scale laboratory leaching columns. Utilization of fly ash and FGD as a mine soil amendment for revegetation is based upon combined liming and water holding capacity benefits, however, levels of soluble salts (primarily sulfate and borates) limit one-time application rates to 100 Mg/ha or less.

Frequently ore reserve studies utilize samples from a series of drilling or other types of sampling campaigns. Sometimes there is a mix of sample types, say for instance, channel samples from underground workings and drill core from surface drilling. Since drilling, sampling, logging, and sample preparation protocols tend to change over time, there is always a question whether the samples give similar results that vary only by chance alone. The problem of comparing the various campaigns is complicated by the presence of spatial relationships among the samples. Geostatistical tests take the spatial correlation into account, but these tests may be complicated and cumbersome to implement. A comparison method based on familiar statistical graphics is presented which accounts for the spatial relationships. It allows comparisons to be made quickly by using simple statistical graphs such as scatterplots and boxplots.

An overview presentation of the fast-track start up of Cerro Colorado, a new copper heap leach project in Chile's Atacama' desert. A brief explanation 'of location of the property, exploration history, geol-ogy, reserves and development are presented. The overview includes mining, crushing, agglomeration, and the solvent extraction-electrowinning recovery process. Challenges and requirements specific to heap leach systems will be addressed and analyzed. A detailed description will be given of the mobile heap leach conveying and stacking systems used in the building of heaps for on-and off-pad operations.

Gallium (Ga) and Germanium (Ge) are essential strategic elements that are extensively used as semiconductors in many technological fields. Owing to their essential uses and supply disruption, Ga and Ge are deemed critical by the U.S. They are typically found as substitutions or inclusions in zinc minerals. However, their distributions within zinc minerals are not well understood. To address this, trace element and mineralogy analyses of representative samples obtained from an old high-zinc-grade tailing were performed using various qualitative and quantitative techniques. These techniques included Inductively Coupled Plasma Mass Spectrometry (ICP-MS), Tescan Integrated Mineralogical Analysis (TIMA) with Scanning Electron Microscopy (SEM) and X-ray Diffraction (XRD). Moreover, bench-scale froth flotation tests were conducted to enrich zinc minerals, the major hosts of Ga and Ge, using PAX as a collector, Na2S as a sulfidizer, Pb(NO3)2 as an activator, and MIBC as a frother. Comprehensive characterization analyses of the flotation products showed significant enrichment of Zn, Ga and Ge in the flotation concentrates.

2-Mercaptobenzothiazole (MBT) is a heterocyclic-mercaptan and belongs to a group of molecules containing nitrogen and sulfur as electron donor atoms. MBT has been employed as a collector in flotation under names of MBT, Captax, and Flotagen. It is a major constituent of reagents in the 400 series of the American Cyanamid Co. Current applications of the reagent include flotation of copper minerals, tarnished or oxidized lead, copper activated sphalerite, and nickel ores. It has been used successfully in the flotation of pyrite in acid circuits in the range of 4 to 5.

The oxide fraction of industrial zinc ash was characterized in terms of chemical and phase composition, leaching behavior in sulfuric acid solutions, and leaching thermal effect. The waste product contained about 68 percent zinc (Zn), 7 percent chlorine (Cl), 2 percent aluminum (Al) and less than 1 percent other metals, such as iron (Fe), manganese (Mn), calcium (Ca) and silicon (Si). It consisted mainly of zinc oxide contaminated with metallic zinc and zinc hydroxide chloride. The dissolution of metals from the zinc ash was determined for solid-to-liquid ratios ranging from 100 to 500 kg/m3, acid concentrations of 10 and 20 percent, and temperatures of 20 and 40 °C. There are many problems faced by ventilation engineers in deep underground mining operations, not the least of which is controlling miner exposure to radon gas and its daughter products. Radon gas is commonly found in uranium mining operations, but may also be present in other deep metal mines. For example, tin mines in England, iron ore mines in Sweden, gold mines in South Africa, and molybdenum mines in the U. S. have potential radon exposures. This is because uranium and accompanying radium ore are ubiquitous to the earth's crust albeit at low levels. The fact that the activity represented by one WL can be caused by a relatively low concentration of radon gas increases the difficulty of control. Since the source of the radon gas is usually widespread throughout a mine, local exhaust ventilation is not a viable control schema. The technique used to control exposure is then dilution ventilation and, in fact, huge amounts of air must be moved in order to reduce potential exposures to an acceptable level. An interesting comparison can be made of ventilation rates in different types of mines. It is estimated in modern coal mines, which are generally acknowledged to have high rates of ventilation, that about eleven tons of air are moved for each ton of ore mined. A typical operating uranium mine may have ventilation flows of 14-15 tons per ton of ore mined. This provides an idea of the scope and importance of ventilation in modern mining operations where radon is a hazard. Further pressure is put on ventilation engineers by the steady downward trend in exposure limits set by national and international standard setting agencies. Much of this tendency toward lowered standards is based upon longitudinal mortality studies of miner populations. Another important factor is the limited number of experienced miners available in the labor pool. For optimum production, it is important to have as many experienced miners underground in each shift as possible. However, the average daily exposure in a U. S. mine must be less than .3 WL to permit the miner to work underground for a full year. The ventilation system then must provide enough uncontaminated air to maintain the WL below the .3 TTL level to maximize production efficiency and minimize personnel turnover and the problems associated with it. Ultimately, the goal of the ventilation engineer and health physicist is to protect the working miner from harmful exposures based upon currently acceptable standards. U. S. Federal regulations require that in uranium mines all active work sites must be monitored every two weeks if they measure above .1 WL. Areas that have .3 WL ratios or higher must be monitored on a weekly basis until five consecutive weekly samples show the level has dropped below .3 WL. Also, exposure records must be kept for all individuals exposed to levels exceeding .3 WL. These requirements provide a strong economic incentive to have a ventilation system that minimizes exposure of any personnel. A good ventilation system requires careful planning, operation and backup in order to fulfill its mission of providing adequate clean air. Its proper operation also requires coordination with production personnel so it can be adapted as new areas in the mine open up and old areas are sealed off. The ultimate indicator of ventilation efficiency to control radon daughter exposure is, of course, monitoring working levels. Historically, this has been done using the Kusnetz, Tsivoglou, and Rolle's methods, among others. These methods all require cumbersome equipment and tedious calculations to obtain the measurements that results in WL. More important, however, they require a significant time lag between sampling and counting, typically 40-90 minutes. This time lag is, in fact, what can cause significant economic losses due to unnecessary downtime as well as high WL exposures. In a typical mining situation, a sampling technician using the Kusnetz method takes a sample, moves to the next location and takes another sample and so on. Forty to ninety minutes after the first sample, the technician will stop, run the activity count on the filter and calculate the WL. The technician may be one-half mile away or several levels removed from where the first sample was taken when it is counted. If the WL ratio is high the technician must then backtrack to the sample position. There are then two options. If the sample area is a working stage, it can be shut down or a second sample can be taken. If the first alternative is chosen; i.e., shutdown and correction of the ventilation, then another sample must be taken, followed by a forty minute wait for results. If the ventilation adjustment didn't correct the problem, then the whole process must be repeated with a minimum of forty-five minutes per sample cycle when using the Kusnetz method. It has been estimated from operating uranium mines that the cost per hour for downtime on a production slope is about $1,50O/hour. The time lag between sampling and resultant data can be very costly. If the second alternative is chosen to verify the first reading, the miners may be unnecessarily exposed to high levels while waiting for the result. Clearly, such a sampling system can be markedly improved by eliminating the excessive time lag between sampling and analysis.

The City of Toronto plans to construct a 1,350 mm consolidation sewer along the East Don Roadway (EDR). The project includes installation of approximately 260 meter of 1,350 mm diameter concrete pressure pipe through microtunneling methods. The sewer alignment crosses underneath a busy 5-lane arterial road and then follows the very narrow East Don Roadway road allowance. This paper discusses the significant challenges overcome to design the Don Roadway sewer using slurry microtunneling methods through mixed face conditions below the groundwater table in a congested road allowance. A curved microtunnel was ultimately required to avoid conflicts with existing utilities, condominium tiebacks and a bridge structure.
