"The Central Bayside System Improvement Project (CBSIP) is a critical element of the Sewer System Im-provement Program (SSIP), a 20-year, $6.9-billion investment by the San Francisco Public Utilities Commis-sion (SFPUC) to upgrade San Francisco’s 100+ years old seismically vulnerable combined sewer system. The CBSIP’s centerpiece, a proposed 10,000-foot-long (3,048-meter-long) Channel Tunnel, will provide reliable and redundant gravity conveyance and storage of combined wastewater flows from the northern and central parts of San Francisco to the Southeast Water Pollution Control Plant (SEP) while ensuring compliance with regulatory requirements for combined sewer discharges to the Bay. A tunnel with a diameter of 23 to 30 feet (7 to 9 meter) is being planned using pressurized-face tunnel boring machine technology. Project challenges include tunneling through Franciscan Bedrock, mixed ground conditions in close proximity to the Bay, connector tunnels and shafts, construction in congested urban environment, and challenging real estate issues for shaft access. BACKGROUND AND NEED FOR TUNNEL The City of San Francisco is one of the most beautiful cities in the world. About 850,000 people live in the city and many more come to work, for tourism, and for attending conferences. The SFPUC is a department of the City and County of San Francisco that provides energy, drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydro-electrical and solar power to San Francisco municipal departments. The SFPUC wastewater system includes tunnels, large storage/transport boxes, 1000 miles of collection sewers, 28 pump stations, and three wastewater treatment plants. San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. After decades of service, much of the sewer system is nearing end of its working life. During the 1989 Loma Prieta earthquake, damage to SFPUC water and wastewater infrastructure was extensive. The 11,200-foot-long (3,400-meter-long), 66-inch-diameter (1,676-mm-diameter) Channel Force Main, built in 1976, and a critical component of the SF wastewater system was also damaged. This force main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the SEP. The force main is at the end of its life and was not constructed to the current seismic code; in addition it has no redundancy. Figure 1 shows the project background and the force main that will be provided redundancy by the new gravity tunnel."

Topsoil for revegetation projects is in demand in many urban areas. In this case history, a large aggregate producer manufactured a topsoil from three waste materials. The topsoil was produced in a 200,000 m2 (50-acre) abandoned gravel pit that still had additional gravel under 10 m (30 ft) of overburden uneconomic to strip directly. The topsoil was produced by rotary mixing of sludge, overburden, and a lime admixture; solar drying; and stripping and stockpiling of the product. A major problem was an increase of topsoil drying times for stripping from 40 to over 100 hours when it was rewet by storms. The problem was solved by a research project that evaluated over 50 formulations and over 20 waste materials. . The final formula dried in 15 hours and contained 3-parts sandy mine spoil, 1-part sewage sludge, and 2 % spent-bed, a granular quick-lime produced during power-plant flue-gas desulfurization.

In 1970 U. S. Steel acquired the physical assets of mine, mine property, and preparation plant of the Crystal Block Coal Company near Thacker, Mingo County, West Virginia. The facility, identified as U. S. Steel Mine No. 20, is administered and operated as a production unit of U. S. Steel Gary District, Gary, West Virginia. Mining operations of the No. 20 mine are conducted in the high-volatile Alma seam. The preparation plant, which originally had a capacity of about 150 tons per hour (tph) of raw-coal feed, had process circuitry consisting of a Daniels heavy-media vessel for cleaning the plus-1/4-inch raw coal, a McNally-Pittsburg feldspar jig for cleaning the 1/4 inch by 28 mesh, and Daniels flotation cells for treating the 28 mesh by 0. No water-classification system existed. Refuse tailings from the plant were pumped to several surface lagoons which were decanted to the stream. The settled solids were removed and trucked to the coarse-refuse disposal area. Water make-up requirements were supplied by a small mine-water surface reservoir and augmented with stream water. Natural Zeolites are a less expensive and in certain applications a superior alternative to organic ion exchange resins. Mining and metallurgical waste streams are difficult to treat because the effluents which contain potentially valuable heavy metals such as copper, lead, and silver are often highly acidic and contain significant quantities of suspended solids. Under rigorous operational conditions, certain natural zeolites can remove the metals, which if desired can be recovered by either elution or conventional smelting techniques. There are significant differences in cation exchange rate, selectivity and capacity as well as resistance to either high or low pH, blocking cations and tolerance to elevated or depressed temperature and pressure not only between different zeolite minerals but between the same mineral from different deposits. Applying natural zeolites to the treatment of mining and metallurgical waste streams depends on matching the specific zeolite to the effluent by characterization of the zeolite minerals.

The presence of misplaced ultra-fine particles has been shown to decrease the separation efficiency of unit operations used in coal preparation. Although the classification of fine coal was considered to be adequate for the needs of the coal industry during the 1970's and 1980's, it has become apparent that further improvements in the yield/ash/moisture relationship achieved by coal preparation plants will require increased efficiency in this size separation step. This paper describes the issues which are evolving in this area, and the capability of current and developing techniques to address the problems which need to be overcome.

For decades, open-pit mine planning algorithms have incorporated geological uncertainty and other elements or characteristics for increasingly realistic representations. Among these complexities is the detailing of downstream processes that occur inside processing plants. Previous studies have demonstrated that the strategic mine plan and mineral concentrator design are coupled, and should therefore be optimized simultaneously within the same quantitative framework. However, existing frameworks offer limited representation of operational modes. This work demonstrates an approach to resolving this gap, in an optimization based on a parallelized Variable Neighborhood Descent (VND). The resulting algorithm embeds mass-balancing linear programming (LP) using a DantzigWolfe decomposition. A case study of a Zn-Pb deposit is presented to show the performance reached.

Competition for coal producers and their primary customers has constantly increased during recent years. The effects of the Clean Air Act Amendments of 1990 on the electric utility industry, coupled with the normal complexities of coal production, quality control, transportation and contracting techniques have spurred both buyers and sellers to increase their level of sophistication. This paper will review the basic aspects of the U.S. coal business and explore the commercial approaches which have proven to be most successful.

The value of US industrial mineral output last year was $20 billion, a 12% decline from 1981. A glance at the accompanying table and a review of the comments made by several contributors reveals how poorly many industrial minerals fared during 1982. Bromine and peat posted a 6% increase in production while recovered sulfur showed only a 3% gain over 1981. Pumice, salt, and dimension stone managed to stay more or less even with 1981 production. However, most industrial minerals posted losses for the year from 3% for vermiculite, sodium carbonate, and gypsum to 49% for ilmenite. Naturally, the depressed economy is to blame for decreased production and consumption. Low steel and auto production, lower housing starts, and many other factors impacted the industrial mineral industries. Hopefully the worst is over. Interest rates are down, energy costs are decreasing, the automobile and housing industries show signs of picking up. Perhaps the 1983 annual review will be less gloomy. Acrylic polymers have been found to be effective dispersants and stabilizers in a wide variety of mineral processing applications including rheology control in concentrated slurries. This paper will describe these low molecular weight, water-soluble polymeric dispersants and provide a basis for how they function in concentrated slurries based on computer molecular modeling and applications results. Data on homopolymers as well as copolymers of acrylic acid will be presented to demonstrate the optimization of a polymeric dispersant in preparing high solids slurries of inorganic materials such as kaolin, calcium carbonate, lime, and magnesium hydroxide.

Uranium and its decay series are associated with phosphate deposits of marine origin. Uranium concentrations are on the order of 100 to 200 ppm in matrix from the Bone Valley formation of Central Florida and about 25% this value in matrix mined from the Hawthorne formation in North Florida. Occupational radiation exposure due to this source has been under study in Florida since the mid 1970's (Windham, Partridge, Horton 1976; Roessler and Prince 1978). This report is based on findings of an industry-wide scoping survey conducted by the University of Florida during March 1976 through May 1977 and subsequent studies in selected individual facilities. PHOSPHATE MINING OPERATIONS Mining and beneficiation operations are diagramed in Figure 1. At the excavation site, electric powered draglines remove the overburden and expose the phosphate matrix (ore) which is then slurried and pumped to the beneficiation site. At the washer stage of the beneficiation plant, the matrix is subjected to washing and screening. A coarse product, "pebble" is produced and sent to storage piles while the fine fraction is passed through a series of cyclones to remove the clays. The generated clay suspension is sent to settling ponds while the remaining sand-sized fraction is sent to the flotation plant. At the flotation plant, phosphate particles are recovered from the fine sand particles of similar size through several stages of treatment with reagents, agitation and separation of floating and sinking fractions. The high grade concentrate produced is transferred to storage while the sand tailings are discarded. [ ]

The problem of roof control in the coal-mining industry is of major importance inasmuch as 65 percent of all coal-mine fatalities result from falls of roof, face, or ribs. The Health and Safety Research and Testing Center of the Federal Bureau of Mines at Pittsburgh, Pa., is engaged in several programs directed toward increasing safety in coal mining. The Roof Control Research Group has 4 programs aimed at reducing roof fall accidents. One of these programs is the use of sonic techniques to explore mine roof strata.

Carbonaceous materials (CM) from ores of varying preg¬robbing activity from Barrick Goldstrike Mines Inc. (BGMI), Nevada, were characterized in terms of their functional group contents, hydrocarbon contents, elemental composi¬tions and humic acid contents. Fourier transform infrared (FT-IR) analyses did not show the presence of hydrocarbons or carboxylic, phenolic or sulfhydrolfunctionalities. The FT¬IR bands present included C=C stretching in aromatic rings and C-O-C stretching, indicating the presence of oxygen as ether linkages or thiocarbonyl functionality in the carbon matrix. Calculated atomic oxygen to carbon (O/C) ratios did not reveal a trend between the maturity of the CM and the preg-robbing behavior, possibly due to the low resolution inherent in electron microprobe analyses. However, the atomic O/C ratios agree with other chemical analyses, indi¬cating that the organic carbon is very mature, similar to or higher than anthracite grade coal. Gas chromatography¬mass spectrometry and nuclear magnetic resonance analy¬ses corroborated the relatively featureless character of the carbon, indicating that the carbon structure is virtually completely aromatic (graphitic).

In general, it cannot be assumed that the strength of coal pillars remains constant over long time periods. Field observations indicate that a coal seam, especially when it contains a parting layer, deteriorates over time, reducing load-bearing capacity of the pillars. This paper discusses a unique approach to determine the time dependent strength of coal pillars in the field. Three coal pillars that were developed 5, 15 and 50 years ago were chosen for the study. Holes were drilled in coal and parting layers in each pillar and the strength profiles were determined for each hole using the Borehole Penetrometer. The strength data were treated statistically to establish time dependent strength equations for different layers. The results can be used to help estimate the loss of pillar capacity over time.

The design and planning for the construction of a new passageway to improve access and circulation to better accommodate anticipated increased passenger flow within Grand Central—42nd Street Station. The passageway includes the break-in of an over 100-year-old station cavern with an innovative design implementing a protective structure above the existing track to allow for safe train operations and passenger circulation during construction. Construction of the new passageway follows the Sequential Excavation Method. This paper will present the innovative solutions that went into the preliminary design and planning considering construction access, site logistics, risk management, structural retrofitting, instrumentation and monitoring, and impact assessments.

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. Atmospheric monitoring systems (AMS) are required when using air from conveyor belt entries to ventilate working sections in U.S. underground coal mines. AMS technology has the potential to increase fire safety mine-wide, but research is needed to determine the detection and response times for fires of a variety of combustible materials. To evaluate the potential of an AMS for fire detection in other areas of a coal mine, a series of full-scale fire experiments were conducted to determine detection and response times from fires of different combustible materials that are found in U.S. underground coal mines, including high- and low-volatility coals, conveyor belts, brattice materials, different types of wood, diesel fuel, and a foam sealant. These experiments were conducted in the Safety Research Coal Mine (SRCM) of the U.S. National Institute for Occupational Safety and Health (NIOSH) located in Pittsburgh, PA, using a commercially available AMS that is typical of current technology. The results showed that through proper selection of sensors and their locations, a mine-wide AMS can provide sufficient early fire warning times and improve the health and safety of miners.

Following the completion of the paper presented in February, 1972, data were received from many other mines and some original respondents submitted more complete questionnaires. The computer program was changed to permit the results to reflect more clearly all the data reported by the mines. The original paper was revised to reflect the new information. There were significant changes in some numerical values, particularly where the size of the sample changed appreciably. Some limited samples considered originally in arriving at conclusions were not relied on in this revision. The revised tables and text are of the same design and format as the original paper.

Underground coal mining machinery utilizes portable electric sables, "trailing cables." to obtain power from load centers or distribution boxes. Cables are frequently damaged since mobile equipment, poor lighting, and restricted space are inherent to coal mining operations. Normally, the damage is repaired by splicing--the joining of one or more severed conductors and replacing insulation and jacket. Figure 1 illustrates a typical single conductor splice. Although the repair seems simple, difficulty of the splicing process is exemplified by the many safety hazards and frequent production delays that result from defective splices. Forty-two cable splice related injuries were reported to the U.S. Bureau of Mines in 1972 and 1973. Additionally, 17 splices related fires were reported in the three year period prior to December 1972. Assuming the damaged area is quickly located, an average splice time for a two conductor cable is twenty minutes. Some operators estimate this delay is incurred once per day per operating section. If one ton per minute is averaged throughout the shift, each unit could loose 4800 tons per year from splice delays. An estimated cost for materials and labor to make a splice is $20. The expenditure could result in a $4800 annual cost per section. The estimated expense does not include wages of other personnel waiting for the repair to be completed. Nevertheless, labor and materials cost is minor compared to the income lost from decreased production.

Controlled and uniform distribution of the leach solution to a heap is of primary importance to achieving the desired rate of metal recovery and PLS grade from the heap. The step used to engineer the irrigation system are the same whether drips, wobblers or sprinklers are to be used. The mining rate, leach cycle time and heap height influence the heap cell size which along with the irrigation method selected controls the design of the irrigation system. The steps in the design procedure are explained as are the advantages and disadvantages of each irrigation method.

In the 1980's the Canadian surface mining industry was confronted by declining competitiveness in the face of low cost foreign producers and alternative materials. Low metal prices undermined profits for many mining companies. Restructuring, rationalization, capacity reduction, technology transfer, as well as favourable currency rates and higher commodity prices, helped revitalize the industry by the close of the decade. Now in the 1990's, however, the need to improve competitiveness for profitability has re-emerged in greater intensity. In the current climate it is considered that there are three strategies available to industry to ensure profitability: continued rationalization and restructuring; optimization of operating practice; and technology development and transfer.
