In 1968 three historical rockbursts had occurred at Bibai Coal Mine in Hokkaido. At the time they had been observed by several seismic observatories as natural earthquakes away more than 100km from Bibai City. These facts taught us that the occuerrence of failure yielded in underground opening that was accompanied with seismic wave could be observed by seismometer on the surface. After two years from this desaster, the study concerning to microseismic events generated from underground mining panels has been begun by researchers with heart-throb.

The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

The contribution of the mining industry to the global economy has reached (and gone beyond) $1,800 billion in recent years that necessitates (more than before) the need to ensure workability, viability, health, and safety of mine sites and workers to meet the ever-increasing global demand for mineral resources. Amongst the many challenges facing the excavation industries, rockburst and spalling failures in deep mines in hard and brittle rock formations are yet happening that are still deemed as unsolved problems. During unconfined compressive testing of brittle rocks, microcracks initiate at approximately 0.3–0.5 of the peak strength (which is commonly known as the Crack Initiation stress level) mainly in the direction of the major principal stress, then grow unstably and coalesce to form macro fractures at approximately 0.7–0.8 of the peak load at a so-called Crack Damage stress threshold. From a stress-strain perspective, the crack damage stress threshold () is associated with the reversal point of the volumetric strain, which is also proved to be strongly affected by the intermediate principal stress. This paper extends the previous studies on the impact of true triaxial loading conditions on the CD stress level in high porosity rocks, and introduce a new Crack Mode-Changing Stress (CMCS) defined as the minimum principal stress required to change rock fracturing from splitting to a sliding failure mode. A large number of experiments on sandstone specimens were carried out at different true triaxial loading conditions and the effect of principal stresses on the CI and CD as well as CMCS were studied. The results show that not only the intermediate principal stress, but also the minor principal stress can significantly affect the CD and CMCS thresholds.

A detailed study of carrier flotation of kaolin clay using calcite showed the major beneficiation mechanism to be enhanced aggregation between anatase and calcite under intense agitation conditions. In order to develop an understanding of this selective aggregation, surface charge characteristics of kaolinite, anatase and calcite were studied under simulated flotation conditions. Zeta potential of all these minerals tended towards a constant negative value in ole- ate solutions under certain conditions possibly due to adsorption or precipitation of oleate on them. However, whereas the zeta potential of anatase in the oleate solutions was not influenced by the agitation level, that of kaolinite was found to be strongly dependent on the agitation intensity. The effect of oleate on zeta potential of kaolinite was reduced by an increase in agitation intensity. It is suggested that oleate is much more firmly bound to the surface of the anatase and that this preferential attachment is responsible for the enhanced selective aggregation of the anatase with calcite. Agitation level plays a major role in carrier flotation since intense agitation is considered to en- hance both the chemisorption of oleate on anatase and preferential detachment of calcium oleate precipitate from the kaolinite surface, all of this producing a large difference in the surface properties of anatase and kaolinite, and hence in their tendency to aggregate with calcite.

In this study, FLAC3D modeling was conducted for ground-structure stability assessment for a pilot tunnel passing under a large shaft excavated in the vicinity of existing structures at Karangahape Station for the City Rail Link Project in Auckland, New Zealand. The analysis involved generation of the geometries and construction sequences in Rhinoceros®, modeling the existing ground condition, calibration of the simulated in situ conditions with the observed behavior of the ground, and excavation of the shaft and the pilot tunnel. A comprehensive interpretation of the results was then performed accompanied by comparison of the predicted behavior with the observed response of the ground during construction.

Current steel consumption for grinding media, mill liners and rods in North America runs in excess of 400,000 tpy in the mineral processing industries. Steel consumption ranks as one of the major consumables along with energy in most operations with total annual industry expenditures in excess of $275 million. It is generally agreed that there are 3 main categories of wear responsible for this metal loss. These three main types can be loosely defined as follows; 1) Abrasion. The cutting, rubbing, scrapping and gouging of the metal surface by the ore with which it is in contact; 2) Impact. Spalling on both micro and macro scale, breakage, and deformation due to metal to metal contact; 3) Corrosion. The sedimentation and dewatering characteristics of flocculated slurries are determined by the size and density of the flocs. Studies of the formation and growth of flocs reveal that floc size is limited by breakage of the agglomerates due to shear in the suspension. Floc density measurements indicate that there is an inverse relationship between size and density. This relationship appears to be determined primarily by the nature of the solid particles, especially the size distribution, but it appears that agitation of the suspension can lead to some densification of the flocs, in addition to breakage. It follows that both size and density can be controlled to a significant extent by regulating the physical conditions (agitation, method of flocculant addition etc.) during flocculation. The use of physical floc conditioning to control the sedimentation and dewatering (filtration) behavior of flocculated, fine-particle suspensions is evaluated in terms of its effects on floc size end density.

It is said that Thales of Miletus, 600 B.C.,1 was aware of the attraction of lodestone toward iron and highly magnetic minerals. However, the birth of magnetic concentration followed shortly after the invention of the first electromagnet by Sturgeon in 1825. Sturgeon's magnet was described in the annals of electricity.2 The first attempts to concentrate minerals by the use of magnets date back to about 18473 but the first commercial drum-concentrator was apparently invented by R. Cook in 1849. Credit must also be given to the invention of P. Righter's machine in 1867,5 and to the highly successful Wenström separator devised in Sweden in 1883.8 Since the advent of these early separators there have been virtually hundreds of patents granted covering minor modifications of drum-type magnetic separators. The more important advances from a technological viewpoint have been the design of stable power supplies for d.c. magnets, the advent of ceramic permanent magnets which are now replacing electromagnets for the concentration of ferromagnetic minerals, and advances in general magnet and machine configurations.7 One of the problems facing both the designer and the user of magnetic separators is the evaluation of the body forces acting on particles in the magnetic field of the separator. Perhaps the most elegant method of evaluating the body force associated with a drum-type magnetic separator is that recently suggested by W. F. Brown.8 Brown measures the radial component of the field intensity one-half inch from the drum surface and fits a Fourier series in the angle about the drum axis (Figure 1). It has been accepted almost as dogma that sampling contributes most of the error to fluctuations in gold fire assays. Differences in assay results on pulp material from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" or relatively coarse gold particles. It is true that if coarse gold particles are present they contribute to substantial sampling fluctuations, but while the process of sampling is probably the major source, the analytical process cannot -be completely ignored as a possible contributor to erratic assay results. In order to maintain a stable assay process, the analytic part of the system must be kept in control as well as the sampling and preparation part. One way of monitoring the performance of the analytic system is to systematically assay standard material whose sampling characteristics are carefully controlled. Gold assay standards are not prepared nor can they be prepared to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for preparation (which includes both the processes of comminution and splitting) followed by fire assay, to make inferences only about the fire assay process. Because most gold ores are very heterogeneous, sampling errors would in most cases completely mask the contribution of the analytical errors. Assay standard material is prepared only to assess the accuracy and variability in the fire assay process.

The Monsanto Company's Henry Mine is located 17 miles northeast of Soda Springs, in the southeast corner of Idaho. Ore being mined is phosphate rock which lies in the Permian Phosphoria formation. The ore is the raw material for Monsanto's three furnace elemental "P" plant near Soda Springs. The finished product from the furnaces is elemental phosphorus which is subsequently used in the manufacture of detergents, food preservatives, fire retardants and other consumer items. Mining is by open pit methods using 0-9 crawler tractors to rip and push-load rubber tired scrapers in stripping and mining operations. The equipment spread consists of six D-9G crawler tractors, four Caterpillar 6578 scrapers, eight Euclid S-24 scrapers, one Reich T750 drill and one Caterpillar No. 16 patrol plus various support equipment. Stripping is performed on a 12-month basis, two shifts per day. Mining is performed mainly in the summer months on a one shift basis. The hauling season begins May 15 and ends November 1 due to freezing weather and snow conditions. Annual production is 1,000,000 tons of phosphate rock and 2,500,000 to 3,000,000 yards of stripping. Stripping, mining and hauling is performed for Monsanto by Dravo-Soda Springs, a mining contractor. Dravo-Soda Springs owns, operates and maintains all equipment used in stripping, mining and hauling. The contractor is paid for stripping by the bank yard and for ore mined and hauled on a tonnage basis. The Monsanto elemental phosphorus plant began production in 1952 with ore being trucked to the plant from the Ballard Mine. Haulage was over public roads in 15, 24-ton semitrucks. A private haul road was constructed from the Ballard Mine to the Monsanto Plant in 1958 and 1959 to accommodate trucks with two twenty-yard trailers. This 11/ mile road was first used in the 1959 hauling season. In 1965, five new Kenworth tractors with two, 'forty yard trailers were introduced into the haulage system. World demand for phosphate fertilizers has grown at an average annual rate of between 6 and 7 per cent over the past 10 years. In the next five years world demand is expected to at least continue to grow at that rate. Also, the continued need for improved fertilizer materials, coupled with improvements in fertilizer technology, have placed added importance on the use of phosphoric acid as a starting material for high analysis phosphate fertilizers. This demand for phosphates and phosphoric acid must be met by increased production. Increased phosphoric acid production also brings increased demand for chemical processing agents including foam control agents. We at Arizona Chemical Company have closely followed the phosphate fertilizer industries needs. Arizona Chemical Company has been an important supplier of flotation agents to the phosphate industry, primarily from its Panama City, Florida plant. We have also recognized the important role played by foam control agents in the wet-phosphoric acid manufacturing process. We feel it is the responsibility of the supplier of foam control agents to offer specifically designed products that are highly efficient and economically useful. The difficulties involved in evaluating foam control agents in the plant are recognized. Owing to the large number of variables present, and the difficulties in controlling these variables during the period of a plant trial, plant evaluation of a large number of foam control agents is impractical. We have attempted to develop a practical, reproducible, and yet rapid, laboratory evaluation test which correlates with plant performance.

"After industrial sand has been mined and processed, the finished product is typically loaded into small bags of 45 kg (100 lb) or less, large bulk bags of 454 to 1,361 kg (1,000 to 3,000 lb), or vehicles such as trucks or trains for transport to end users. As the sand is being transferred and loaded, dust can be released into the work environment, potentially exposing workers to respirable crystalline silica. A number of control technologies have been developed and utilized in an effort to reduce dust liberation during loading operations. For bulk loading into trucks or trains, the U.S. National Institute for Occupational Safety and Health (NIOSH) evaluated one of these technologies, the Dust Suppression Hopper (DSH), at two industrial sand processing plants. Results from these case studies show that the DSH reduced airborne respirable dust levels by 39 to 88 percent, depending upon the product size being loaded.IntroductionInhalation of respirable crystalline silica dust can lead to the development of silicosis, a disabling and potentially fatal lung disease. Once contracted, there is no cure for silicosis, so the goal is to prevent the development of the disease by limiting exposure to respirable dust containing crystalline silica at or below the exposure limit of 50 µg/ m3 recommended by the U.S. National Institute for Occupational Safety and Health (NIOSH, 2002). At industrial silica sand operations, the product contains high levels of crystalline silica, so effective control technologies are needed to minimize the respirable dust exposure of workers.NIOSH, in partnership with the Industrial Minerals Association–North America, published a dust control handbook (NIOSH, 2012) focused upon control technologies for industrial- mineral mining and processing operations. One chapter in this handbook discussed technologies for controlling dust liberated during bulk loading, including telescoping loading spouts, dust collection systems for loading spouts, enclosures for load-out areas and a newer technology known as Dust Suppression Hopper (DSH)."

FMC Gold's Paradise Peak Mine was one of the top two producers of mercury metal in North America in 1988 and 1989. As a by-product, elemental mercury is produced from cyanide soluble mercury minerals, primarily to reduce the health risks incurred with the refining of precious metal precipitate containing elemental mercury and mercury amalgams. A discussion of the design, primarily the Merrill-Crowe units, and permitting for the safe production of mercury will be presented. Additionally, laboratory testwork to determine the effect of mercury on reagent requirements in the Merrill-Crowe process will be discussed.

Just south of the L'Enfant Station in Seventh Street, the WMATA system splits into two branches, each comprising twin single-track soft ground tunnels. Immediately at the beginning of the section, Interstate Route 95 crosses transversely over the alignment in open cut, removing most of the cover over the tunnels. Seventh Street spans I-95 on a bridge whose abutments and pier also cross transversely over the four tunnels, with their footings as little as 7 feet above the tunnel crown (Figure 1). Soil investigations revealed that the tunnels would have to be driven through mixed face, with a clay invert and a waterlogged sand crown. Thus, there was a good chance that the roof would fall in, leaving 1-95 and the Seventh Street Bridge in a crater. Since there was no roof that could be counted on, these were figuratively (and potentially truly) Washington Metro's Topless Tunnels (Figures 2 and 3). DESIGN ALTERNATIVES Faced with this situation, the designers considered several options, including temporary detours that would permit demolition of the bridge and building tunnels under the 1-95 Freeway by cut-and-cover methods. They also investigated structural underpinning of the bridge and freeway pavement, and strengthening the bridge abutments and center pier by post-tensioning to enable them to span over any subsidence trough.

Two-thirds of the world copper produced in 1979 incurred cash costs between $0.35 and $0.89 per lb, averaging $0.62 per lb. North American costs are higher at $0.48, $0.88, and $0.68 per lb, respectively. Variable cash costs are $0.20, $0.58, and $0.39 per lb for the world; $0.29, $0.63, and $0.46 per lb for North America. Cash costs are relevant for comparing existing operations and evaluating market pricing during periods of excess supply. Analysis of full costs of production (cash costs plus income taxes, profit, and non-cash items) becomes relevant in evaluating the incentive price required to develop new production plants. In mid-1979 this cost (incentive price) was about $1.10 per lb; it is expected to approach $2.00 per lb by 1985.

The various facets of university-company cooperative activities and the opportunities for collaborative research for the mineral industries are presented in this paper. The advantages and disadvantages of various alternative research funding arrangements for the researcher, the university, and the sponsoring corporation are discussed. Examples of university-industry cooperative research programs are briefly outlined. The concept of a cooperative mining research program is presented. The improvement of performance through techno- logical developments and human skills may well be the greatest competitive edge available to the U.S. mining industry. In this regard, the need for new endeavors between industry and universities can hardly be overemphasized.

"1. THE VICTORIA STATION TRANSPORT HUB Victoria Underground station is part of the Victoria transport hub, which comprises one of London’s main train termini and a major bus station. At the Underground station, the District Line running in the older shallow brick tunnels dating back to 1868 cross the Victoria Line running in the lower tunnels, which were opened in 1969. After Waterloo, Oxford Circus and King’s Cross/St. Pancras Tube stations, Victoria is the most frequented station on the London Underground network and is used by over 80 million passengers per year. Capacity at Victoria Tube station has been inadequate for many years with passenger numbers steadily rising. Overcrowding is a constant challenge and the station has to be closed regularly during morning and evening peaks until sufficient trains pass through to clear the platforms. For this reason an extension has been debated since the 1990s. After intensive preliminary investigations and feasibility studies covering many variants, which included a large-scale jet grouting test to determine the applicability of this technology as a protective measure for the tunnelling works, the project was officially started with the Victoria Station Transport and Works Act Order (Secretary of State, 2009) effective on the 18th of September 2009. Following a competitive tender process a joint venture of Taylor Woodrow and BAM Nuttall were awarded the contract by London Underground, with their design being carried out by Mott MacDonald Ltd. Ensuring the busy station remained open to the public was a key requirement of the Victoria Station Upgrade. Jet grouting works, which were executed from ground surface, were also carried out while the station was fully operational 2. OVERVIEW The Victoria Station Upgrade aims to increase the capacity of the Underground station significantly and one of its major design objectives is to optimise the transfer between the Underground lines. In order to achieve this, the following new structures are currently under construction: •,A new North Ticket Hall •,Extension of the existing South Ticket Hall •,Nine new escalators •,Connecting tunnels between the North and the South Ticket Hall •,8 new lifts providing step free access to all platforms •,An improved connection between the rail/bus terminus and the Underground station As the elevation and geometry of the existing structures cannot be changed, the new structures need to be adapted to the existing structures (see Figure 1)."

At the No. 4 Mine of Jim Walter Resources in Tuscaloosa County in the North Central part of the State of Alabama, the Mary Lee and Blue Creek coal beds lay 2000 feet below the surface. The quantity of methane gas stored within the coal bed reservoir at this depth and released during development mining necessitates that each coal producing section be ventilated using large air quantities approaching 100,000 cfm. In order to meet coal contractural commitments in the early stages of mine development by installing the necessary number of continuous mining machine units and to develop the mine to projected air shaft sites, high pressure, large volume mine ventilating fans were required. This presentation discusses the installation start-up and changeover procedures when two size GAF 31.5-28-1 TLT-Babcock 3500 Horsepower fans with adjustable pitch in flight blades were put on line while phasing out two Jeffrey Mining Machine Company 8HUA 117 Fans. A graph will be presented to depict the most economic diameter shaft size under 2000 feet of cover with different air quantity requirements.
