Environmental conflict management approaches and procedures have been used to successfully address and resolve a variety of issues, problems, and conflicts related to the extraction of natural resources. Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. Yucca Mountain Overview The U.S. Department of Energy?s Yucca Mountain Project is a geologic repository project designed to receive, handle, package, transport, and emplace spent nuclear fuel and high level radioactive waste. The planned repository would be located in Yucca Mountain on the western edge of the Nevada Test Site, about 90 miles northwest of Las Vegas, Nevada, and would include both surface and subsurface areas. Yucca Mountain rock formations consist of successive layers of volcanic rocks (called tuffs) approximately 14 to 11.5 million years old, formed by eruptions of volcanic calderas to the north. With the volcanic rock the potential for methane emission is not an issue and the subsurface repository is a non-gassy (methane) classification. This paper will provide a summary of the development ventilation system design that provides fresh air for subsurface construction activities, and the emplacement ventilation system design that removes heat generated by the waste packages. The subsurface layout, illustrated in Figure 1, contains 108 emplacement drifts, one Performance Confirmation(PC) observation drift, nine intake/exhaust shafts, and three access ramps. The existing Yucca Mountain facilities, shown in bold lines in Figure 1, include a 7.8 km long, 7.62 m (25 ft) diameter U shaped tunnel that is formed by the North and South Ramps at both ends of the Exploratory Studies Facility (ESF) drift and a 1.5 km long, 5.0 m (16.4 ft) diameter Enhanced Characterization of the Repository Block drift (ECRB) that were constructed from 1994 through 1998. These drifts were used for site characterization activities and have been incorporated into the subsurface repository configuration. The unexcavated perimeter access main and exhaust main drifts are typically 7.62 m (25 ft) diameter TBM excavations and the emplacement drifts are 5.5 m (18 ft) diameter TBM excavations. The turnouts leading into the emplacement drifts are to be excavated by either mechanical, or drill and blast methods and serve as the launch chambers for the emplacement drift TBM excavations.

The mining industry continues to experience a skills shortage and this is having an impact on the ability of mining companies to operate sustainably. Apart from a few exceptions, there is a dearth of geologists, mining engineers, metallurgists as well as environmental scientists and other professionals in the global mining industry. This relates to both quantity and quality. It makes good business sense for mining companies to employ local professionals rather than expensive expatriate staff. In some cases a mining company could employ more than 10 local mining engineers for the cost of one expatriate. However, in many countries local professionals are not always equipped professionally to work on mine sites. The result is that many companies are not operated optimally due to human resources gaps. In some cases, particularly in key areas such as mine planning, this threatens the sustainability of the operation or at the very least results in sub-optimal resource utilisation. This paper briefly presents some of the issues and strategies being implemented and that might be implemented to maintain a sustainable supply of quality minerals graduates to the industry in 2011 and beyond.

The effectiveness of anaerobic in-situ biological treatment for the immobilization of selenium, molybdenum, and uranium in an alluvial aquifer was examined using long-term column tests. A series of organic substrate and nutrient combinations were tested to determine removal effectiveness, optimum supplement concentrations and ratios. Final column testing was conducted to determine the chemical stability of the treatment by-products/treatment compounds by dosing the columns continuously with elevated redox untreated alluvial groundwater.

Where space is limited, as it is throughout most of the northeastern United States, new construction either takes place high above street level, or below it. In Lower Manhattan, NY both kinds of expansion can be found in abundance. That is good news for the nearly 200 attendees at the George A. Fox Conference, presented by the Underground Construction Association (UCA) of SME at the Graduate Center, City University of New York, on Jan. 30. Among the many projects taking place in Lower Manhattan?s massive trans-formation process, are expansions to the city?s vast underground network of subways and other tunnels. ?New Yorkers either live on the ground or below it,? said keynote speaker Charles J. Maikish while explaining how an attempt to build above street level walkways never caught on in the city. Maikish is the executive director of the Lower Manhattan Construction Command Center. His job is to oversee the $22 billion project that will transform the island by 2010. From the construction of Freedom Tower at the site of the fallen World Trade Center buildings, to the expansion of the Second Avenue Subway, the extension of the East Side Access, No. 7 line, the new trans-Hudson line and numerous waterway tunnel expansions, including City Water Tunnel No. 3, the task Maikish is charged with is a huge one. He is primarily responsible for coordinating the scheduling and staging of the overall rebuilding plan, along with the day-to-day coordination of construction work down-town. He places particular focus on mitigating impacts on the environment and mobility, maintaining and improving access and alleviating congestion of any kind related to construction. At the time of the Fox Conference, there were 59 projects under way in Manhattan. All of those projects need things like concrete and steel delivered to sites in very tight working environments. And some need the equipment in even tighter spaces. ?This is not just about the recovery of Lower Manhat-tan (from the 2001 terrorist attacks) but this is a plan to restore it and to maintain its integrity,? said Maikish. ?I think that is the appropriate response to the terrorist attacks.? When Freedom Tower is completed, it will stand 541 m (1,776 ft) about the skyline. That will be a strong statement to the world about America?s strength. But it is the work that takes place much lower that was of interest to the conference attendees. On this respect, Maikish said Manhattan?s efforts below ground aim to provide relief to the city?s street level congestion and to make sure Manhattan ? already essential to the economy of the United States and the world ? stays current by upgrading the existing telecommunications and technological network while also allowing room for growth in that area.

An assessment of U.S. western hard-rock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed, and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hard-rock mining machines. Ninety-six percent of the operators had daily noise doses that exceeded the Mine Safety and Health Administration?s permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214%, and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jack-leg drill. These results will be used to help prioritize noise control development by NIOSH and other partners. The following are some impressions of the meeting. And the author looks forward to the joint meeting of the PDAC and the Canadian Institute of Mining, Metallurgy and Petroleum to be held March 5-10, 2000, entitled Mining Millennium 2000. One of the features of next year’s gathering is a proposed forum of world mining ministers, the first ever to be held anywhere.

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from high extraction mining in southern Illinois. The objectives of the monitoring program are to study the inter- action between the ground surface and a foundation during a subsidence event and to determine the capability of the tiltmeter to detect and monitor subsidence movements. Tiltmeter data were obtained on two foundations constructed near Sesser, IL. One of the 30-by 40- ft foundations was constructed with a typical poured concrete footing, the other with a rein- forced-concrete footing poured on top of pol yethylene sheeting placed over a compacted layer of sand. Soil-filled bins were placed on the perimeters of both foundations to simulate superstructure loads. Monitoring pins and tiltplates were installed on the corners and midpoints of the footing. Additional survey points were established on the five-acre site to track the mining advance. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tilt- meter to detect and follow the tilt of the foundations is demonstrated.

RJB Mining is the largest coal producer in the UK. In January 1995 the Company acquired the Central North and Central South Regions of British Coal consisting of: ? 15 operating collieries -including capital equipment ? 2 care and maintenance mines ? 16 operating Opencast sites ? Interest in 26 prospective and 46 potential Opencast sites ? Approximately 417 million tonnes of proven and probable reserves and considerable mineral resource ? 9 million tonnes of coal stocks ? Long term contracts to supply approximately 90 million tonnes of coal to National Power and PowerGen to the period of 3 March 1998 ?Approximately 7,600 employees and 4,500 mining contractual labour. Up to the acquisition RJB Mining had the capacity to produce 14 million tonnes of saleable output with an approximate 1,500 strong workforce.

Ghomroud water conveyance tunnel project is under construction using shield Tunnel Boring Machines (TBM) for a total length in excess of 50 km. Phase 1 of the project included 36 km of tunnel divided into four lots (1, 2, 3, and 4) of nine km each. Lots 3 and 4 of this tunnel for a total length of 18 km were combined into one award and have been constructed using a double shield (DS) TBM or one path system. Extreme ground convergence in some sections of the tunnel has stalled TBM performance in early reaches, due to face collapse and shield jammings. This paper presents the latest update on the tunnel progress and impact of ground convergence on machine performance based on the information obtained from field observations. Also, the method and results of tunnel convergence measurements were studied in conjunction with geological parameters and an attempt was made to correlate TBM operational parameters and ground convergence. The result of the analysis indicates a good correlation between machine?s operational parameter and tunnel convergence and can be used as an indicator of the potential for high rates of convergence. An early warning on ground convergence is essential for taking precautionary measures to avoid TBM jamming and related long delays and costs.

Weathered mine waste consists of oxidized primary minerals and chemically unstable secondary phases that can be sources of readily soluble metals and acid rock drainage. Elevated concentrations of metals such as Cd, Cu, Fe, Mn, Ni, Pb, and Zn are observed in deionized water-based leachate solutions derived from complex sedex and Cu-Pb-Zn mine wastes. Leachate (USGS FLT) from the Elizabeth mine, a massive sulfide deposit, has a pH of 3.4 and high concentrations of Al (16700 ug/L), Cu (440 ug/L), and Zn (8620 ug/L). Leachate from the sedex Faro mine has a pH of 3.5 and high concentrations of Al (2040 ug/L), Cu (1930 ug/L), Pb (2080 ug/L), and Zn (52900 ug/L). In contrast, higher-pH leachates produced from tailings of polymetallic vein deposits have order of magnitude lower metal concentrations. These data indicate that highly soluble secondary mineral phases exist at the surface of waste material where the samples were collected. Sulfide minerals from all sites exhibit differential degrees of weathering, from dissolution etched grain rims, to rinds of secondary minerals, to skeletal remnants. These microscale mineral-dissolution textures enhance weathering and metal leachability of waste material. Besides the formation of secondary minerals, sulfide grains from dried tailings samples may be coated by amorphous Fe-Al-Si minerals that also adsorb metals such as Cu, Ni, and Zn.

The Climax Molybdenum Mine, located near Leadville, Colorado, is the site of a lengthy mining history spanning more than 80 years. In the 1960’s, extraction of molybdenum from oxide ore located adjacent to the massive molybdenite sulfide deposit resulted in the construction of an earthen core dam to impound fine-grained oxide tailing in the Eagle River Valley. Through recognized value of water storage and reclamation opportunities, a tailing removal project was initiated in 1993 to convert the impoundment facilities to a post-mining beneficial land use of developed water resources. An evaluation of the effect residual materials and lake dynamics would have on in-stream water quality was performed. Eagle Park Reservoir stands as a model for future reclamation efforts that involve water delivery to highly sensitive receiving waters. This paper provides a case study on project development, the evolution of water quality assessment, and the regulatory framework that contributed to this project’s success.

Long-term closure alternative selection for heap leach pad effluent is a daunting task. Passive water treatment, if designed with enough long-term capacity, can minimize long term O&M while meeting water quality objectives. Leach pad effluent from a 30-acre leach pad at Basin Creek Mine, Basin, Montana was targeted for long-term water treatment using a passive water treatment system. The objectives and results of design and construction are: 1. Design a long-term passive system utilizing existing infrastructure. 2. Construct a field scale pilot test at the mine site.

The present work aims to investigate the link between the oxidation and reduction of a weathered ilmenite concentrate in terms of phase transitions, microstructural changes, and element distribution. An ilmenite concentrate sample was pelletized and fired at 1000 °C in air, and as a result, the pellets were oxidized. The oxidized pellets were reduced by hydrogen gas at 1000 °C, which yielded almost complete metallization of the iron content of the pellets. The ore and the pellets were characterized in each step by XRD and SEM techniques, and distribution of elements and phases were investigated. Ilmenite, pseudorutile, and rutile were the main phases detected in the ilmenite concentrate sample, and depending on the weathering degree of the particles, different fractions of the phases were identified in their microstructure. It was found that irregular rutile grains dispersed in a pseudobrookite matrix is the morphology of the oxidized ilmenite phase. However, increasing microcracks and porosities were the only microstructural changes in the pseudorutile phase after oxidation in air. Studying the specific types of the ore particles and their oxidized and reduced forms indicated that the phase distribution in the ilmenite ore particles dictates the phase distribution in the oxidized and reduced ones. Results show that the morphology of the reduced particles includes a titanium (III) oxide matrix in which reduced iron globules are dispersed.

Groundwater inflows during construction pose one of the greatest risks to the successful completion of tunnel projects. Inflows can result in safety concerns, difficulty in mining and ground support, impact sensitive environmental habitats, create surface settlement and increase costs. Adequately planned pre-excavation grouting programs benefit both the Owner and Contractor in reducing risks and controlling project costs and potential schedule delays. This paper outlines strategic guidelines for assessment of site conditions for pre-excavation grouting hard rock tunnels. It also describes the design of pre-excavation grouting programs with respect to project requirements.

The rapid evolution of computer and field sensor technology is now providing the ability to integrate mine and office operations. Digital maps and mine plans as well as CAD and GIS can be transferred to ruggedized field computers for development of real-time mine surveys and real-time GPS machine navigation and monitoring. Surveyors can insure that their surveys are accurate before returning to the office. Engineers and surveyors are also able to upload field computer-based surveys to mine planning software and directly to mine equipment including shovels, drills, and dozers providing the operator of the equipment with a real-time view of their work space. Production information can be transmitted through dispatch and/or centralized mine servers to update mine plans with mining progress and production data. Static mine models then become a dynamic element of operations, providing greater use of information that emphasizes the spatial aspects of the mine by providing real-time maps, productivity charts, and graphs. This information can be disseminated through various mine communication systems to provide operators and management with real-time feedback as well as daily and weekly reports. Integrated systems now being used in extensive trials are reporting productivity increases of 4 -7% or more thereby providing rapid payback to the mine.

INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. Our national interests are best served by having well-trained first responders available for rapid response to emergency situations in underground mines. However, recent mine disasters have indicated that focused training on hazard recognition, decision making, leadership, and incident command center protocols needs to be incorporated into a comprehensive training plan for all personnel involved in a mine rescue. Currently, there are very few training opportunities for the mining professionals responsible for making the crucial decisions needed during a mine emergency. With recent technical advances, it is now feasible to use a computer-based simulator to train mine rescue personnel for mine emergencies in their mine or any other mine at a convenient location without interrupting normal mining operations. This simulated environment teaches underground search and rescue procedures, communications, and decision making based on real-time information and hazard recognition. Since 2010, the Colorado School of Mines (CSM) has offered computer simulated mine rescue training using an incident command center (ICC) directed towards enhancing decision making and communication skills. To support this training, CSM partnered with Rite Solutions, Inc. to modify, enhance, and create simulation software for mine rescue applications. The focus of this partnership is to modify existing simulation technology to address the unique nature of underground rescue operations, make it applicable to any underground operation, create generic scenarios, and develop customized computer simulations, including scenarios, for specific sites. Need The CSM mine rescue computer simulator helps mine rescue teams train for mine disasters where they would be deployed for the rescue and recovery of a mine. It provides additional, readily accessible opportunities to train without affecting mining operations. While the simulator lacks the physical demands of a rescue situation, it is very effective for teaching mine rescue procedures as rescuers seamlessly walk through the process and work out issues before going underground. The mine rescue simulator also introduces students to coordination through an ICC which stresses the use of effective communication and hones decision making skills. Most of the mine rescue teams participating in this study had never trained with an ICC controlling the actions of the mine rescue team making this an extremely valuable training opportunity. In addition, the mine rescue computer simulator allows instructors to modify mine rescue scenarios and tailor the scenarios to each team?s individual needs resulting in a more versatile training experience. The goal is to ensure that all teams receive the maximum benefit from each training session.

In October 1999, Liebherr-America, Liebherr Construction and Liebherr Mining Equipment held anopen house at its Newport News, VA, plant. The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.
