An upsurge in demand for Australian coal has seen a much needed programme for a new generation of coal ports. This paper discusses design concepts in planning a large modern terminal, with the 25 Nt/a Port Kembla and the 50 Mt/a Newcastle facilities as practical examples. The need is emphasised for a studied Master Plan, in-built materials handling flexibility and staged development. Trends in bulk ship design and loading methods are noted. Features of these Australian designs include methods of dealing with poor ground conditions, functional civil engineering for environmental protection and optimal marine structure designs.

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. This paper presents an overall stabilization method to eliminate the potential of reoccurrence of subsidence over abandoned mine lands. The method considers column grouting at the specific locations inside the subsidence influence areas including the distressed and stress concentration zones instead of grouting' around and beneath the damaged structures. The later method is commonly used for AML subsidence abatement at the present. By using finite element method the conditions of stress distribution in the strata before and after grouting can be calculated. The design of grout pattern includes the location and number of the grouting holes. Based on the calculation, the proposed method significantly reduces the stress concentration, i.e., the potential of reoccurrence of subsidence can be reduced or eliminated. A comparative analysis including number of grouting holes, grout affected area, stress level, and potential of subsidence reoccurrence will also be presented.

The development of renewable energies and a sustainable power grid are the challenges for future energy supply. Underground cables will replace the vulnerable overhead lines, because of their safety benefits. Due to the public environmental awareness, smart tunnelling and trenchless solutions are required for inner-city and cross-country installations of underground cables, as well as for crossings and the landfall sections to connect offshore wind farms to the transmission grid. Methods from the tunnelling and pipeline industry provide a high flexibility in the planning of alignments, including versatile tunnel concepts and the installation of protective pipes with E-Power Pipe and Direct Pipe.

Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos. The videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

An integral part of site investigations for shafts and underground workings should be hydrogeologic evaluations of the need for and method of ground-water control. Such investigations should include: 1. Classification of the problem by aquifer type. 2. Integration of other site investigations with hydrogeologic programs, including assessment of the need for water control. 3. Planning and conduct of aquifer tests tailored to the aquifer situation. 4. Evaluation of pumping requirements to achieve water control objectives. 5. Scheduling of dewatering for optimum results and costs. 6. Evaluation of environmental impacts of pumpage and water discharge. 7. Planning of operational monitoring for program modification and liability limitation. Early hydrogeologic involvement can result in avoiding unnecessary duplication in site investigations.

A flowsheet for the recovery of nickel and cobalt from laterite ores has been developed which involves acid leaching followed by hydroxide precipitation of the metal values and then releaching of the hydroxide cake with ammonia. Investigations of the chemistry of extraction of nickel by LIX® 84-I and a developmental reagent, XI-84-IT, along with the physical properties of the organic phases are described. Based on these investigations, suggestions with regard to design of a solvent extraction plant and operating conditions are made.

"Production of industrial minerals remains important to the rural economy of New Mexico. In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations. New Mexico leads U.S. domestic production of potash, perlite, zeolite and travertine. Other production includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica and decorative stone. New Mexico also has the potential for additional production of industrial minerals. One company is exploring for garnet. Cretaceous black sandstones in the San Juan Basin have drawn interest for titanium, rare earth elements (REEs), niobium and zircon, and other REE deposits are being explored. REE-thoriumuranium veins have been found in the Gallinas, Capitan and Cornudas Mountains and Laughlin Peak-Chico Hills. Exploration for beryllium has occurred in the Ojo Caliente No. 2, Cuchillo Negro and Victorio mining districts. Companies also are examining high-calcium limestone and high-magnesium dolomite for potential development, while aggregate continues to be important in urban areas and along highways. IntroductionIndustrial minerals and rocks are literally the building blocks of our way of life. They are an exceptionally diverse and vital group of raw materials that underpin almost all aspects of human activity, infrastructure and standard of living. Industrial minerals and rocks are used in the manufacture of many products, from ceramics to plastics to refractories to paper. Although industrial minerals permeate nearly every aspect of daily life, their presence and their roles are typically invisible. A widely used definition of industrial minerals and rocks is “any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the nonmetallics” (Bates, 1975). This definition includes the important construction materials sector as well as specialized industrial minerals, but complex interactions between consumer industries produce a number of apparent anomalies to this definition. Some metals are included as industrial minerals because their use is industrial rather than as a metal. Sulfur is now predominantly extracted as a byproduct of cleaning natural gas, one of the world’s major energy fuels.Production of industrial minerals has been and remains important to the rural economy of New Mexico. Industrial minerals constitute nearly 41 percent of the more than $3.1 billion generated by mineral production in New Mexico in 2014 (Table 1). In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations (New Mexico Mining and Minerals Division, 2015a). The literature defines rockbursts in slightly different ways based on their generation mechanisms, field phenomena, and degree of damage, but in a way that is almost consistent. Generally, a rockburst refers to seismic events that mainly happen in underground excavations, for purposes such as underground mining, road and railway tunnels, nuclear power, etc., and that are followed by the collapse and outburst of rocks. Long-term rockburst prediction can be abstracted as a classification problem mathematically, in which we can introduce deep learning to solve it. Further, using deep learning in rockburst prediction can overcome drawbacks such as subjectivity and inconsistency brought from previous traditional approaches. A rockburst data-set, was employed to evaluate the current method for predicting rockburst grade, and the good results of overall success rate were obtained. The results indicated that the proposed algorithms can speed up parameter optimization search, the proposed method is robust model and might hold a high potential to become a useful tool in rockburst prediction research.

In the construction of recent subsurface projects, particularly mined openings and transit systems, it has been apparent that final costs were often greater than first expected. Because many overruns result from alleged differing site conditions, there was reason to suspect that pre-bid geotechnical investigations were inadequate for predicting subsurface geology. In 1982, nine federal agencies involved in constructing underground facilities funded the National Academy of Sciences' U.S. National Committee on Tunneling Technology (USNC/TT) in an effort to evaluate and clarify the relationship between geological knowledge and construction costs. That committee formed the special Subcommittee on Geological Site Investigations, which spent more than two years studying underground projects by examining contract documents and geologic reports, making site visits, and interviewing owners, designers and contractors. The study ultimately encompassed 84 mined tunnels and chambers and three deep shafts in the United States and eastern Canada. Data collected on geologic exploration, design and construction were analyzed and conclusions reached concerning whether and how site investigations need to be improved. The results of the study are published in two volumes by the National Academy of Sciences. Due to the recent completion date of the main report, it was not possible to prepare a summary for inclusion in the RETC Proceedings. The Environment Weipa is located at 12° south latitude on the west coast of Cape York Peninsula, North Queensland, Australia. The climate is tropical with most of the 1 600 mm. average annual rainfall falling between November and March. During the short winter months (May/ August) the weather is clear and pleasant, with temperatures seldom exceeding 27°C.Throughout the remainder of the year, conditions are frequently oppressive due to consistent high ambient temperatures accompanied by high humidity. The terrain is of low relief, and generally not more than 6 to 10m. above mean sea level adjacent to the coast. The coastline features numerous short estuaries which discharge run-off from the heavy rains collected by creeks and rivers. The whole area is covered by an open forest, the predominant species of which is Eucalyptus tetradonta. These eucalypts have only limited commercial value and are heavily infested with termites. Despite the fact that Weipa is close to the location of the first reported sighting of the Australian coastline by a European (William Janz - 1606), it remains very isolated. There is no developed road or rail connection to centres of population, so that transport of practically all products, personnel and materials to and from Weipa is by sea and air. Blasting generates undesirable ground vibration with adverse effects on humans, the environment, and structures. Numerous studies have used various techniques including machine learning (ML) to predict the peak particle velocity (PPV) caused by blasting in surface mines. These studies used the validation-set approach to evaluate the performance of their predictive models. In this study, Random Forest (RF), Gaussian Process (GP), and Gradient Boosting Machine (GBM) were applied for the prediction of PPV using data from a large open-pit gold mine in Ghana. An ensemble model based on a stacked generalization approach was then built on these three base models to significantly improve the PPV prediction performance. The model evaluation was done using repeated tenfold cross-validation which resolves the challenges with the validationset approach for small datasets. The dataset used in this study comprised a total of 196 measurements taken from different blasting operations. R-squared ( R2 ), mean absolute error (MAE), and root mean square error (RMSE) were used to evaluate the model performance. The results obtained from these models revealed that all the base models did not significantly outperform each other. However, the stacked generalization approach had a better performance, with RMSE = 0.12, R2 = 0.96, and MAE = 0.07. This approach presented an improvement over the existing methods and will be useful for highly accurate predictions of ground vibration during blast design. The application of this model will be useful for efficient and effective blast design.

Metalliferous sediments constitute an important component of the sedimentary veneer that overlies basaltic oceanic crust of the Nazca Plate and elsewhere. Although first collected more than one century ago near the East Pacific Rise during the Challenger Expedition and recognized for their anomalously high content of Fe and Mn, occurring as very fine-grained, yellow-orange, oxides, hydroxides, and oxyhydroxides, it was not until the more detailed studies of Bostrom and Peterson (1966) that their geologic significance and concentrations of other transition metals were fully appreciated. The Nazca Plate is a dynamic lithospheric unit bordered by the Peru-Chile trench and the East Pacific Rise to the east and west, and by the Galapagos Rift and the Chile Rise to the north and south (Fig. 1). Samples employed in this study were taken from piston core recovered from the Nazca Plate (Fig. 2), D. S. D. P. drill core from the northeast Pacific (Dymond and others, 1973), ferromanganese nodules from dredge-haul s at several locations, and from hydrothermal mineral deposits of the Andes. Our efforts have been largely sponsored by the National Science Foundation through its International Decade of Ocean Exploration Pro- gram. The metalliferous fraction of these sediments is widespread, but generally small. Sedimentation is dominated by biogenic silica in the equatorial latitudes, terrigenous debris adjacent to the South American Continent, and by biogenic carbonate elsewhere, except at depths below 3500 m in the central and northwest parts of the Nazca Plate near the East Pacific Rise. Contributions of these distinctive sediment types are shown by the distributions of Si02, A1203, and CaC03 given in Figure 3.

The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

Looking back over the last 150 years or so, it is not hard to see that electricity has been a primary force in shaping human development. It has been a basic ingredient in our industrial revolutions that simultaneously improved the productivity, working and living conditions within our farms, factories, hospitals, offices and homes. Today, it has become an essential part of our daily life and our future. Amazingly, we keep finding new ways to use electricity to make our lives more safe, comfortable and productive. It is a great success story of human ingenuity, achievement and development. Demand for electricity The convenience and value of electricity has not gone unnoticed by consumers. According to the U.S. Department of Energy (DOE) (Energy Information Administration, 2009), electricity is the fastest growing form of energy in the world and during the next 20 years the world will likely consume twice as much of it as it does today. In 2008, almost 20,000 terawatt hours of electricity globally were consumed (Energy Information Administration, 2009). That is enough electricity to light up more than two million baseball stadiums or power more than 11 billion computers continuously for an entire year. The United States has the dubious distinction of be-ing the largest consumer of electricity in the world with enough power to provide each American with more than 3 kW of electricity ? that is about twice the power currently available to Europeans, eight times the power available to the Chinese and more than 25 times the power available to the citizens of India (American Coal Foundation, 2009).

The ventilation systems of coal storage silos are normally capable of rapidly dispersing any accumulations of methane in the atmosphere above the coal pile surface. However, the results of an investigation which is presented in this report show that hazardous concentrations of methane can accumulate within the coal pile. Methane trapped within the coal pile is released into the atmosphere of the loading gallery when coal is discharged from a silo. If the methane released is of a flammable concentration it is necessary to ventilate the gallery to reduce the risk of an ignition. This report proposes a simple test, which, after further investigations may prove to be an effective method to calculate gallery ventilation requirements.

Mesh based areal support is commonly applied in South-African deep-level gold mines. It forms part of an integrated support system that can cater for both rockfall and rockburst incidents. The application has been successfully applied over many years. Operations have different geotechnical conditions and practical considerations, which has led to the development of various types of mesh and integrated mesh-based support systems (i.e. meshing and lacing versus welded or chain-link mesh sheets). Typically rolls or sheets of mesh is pinned with rockbolts to the surface of an exposed excavation. Applications vary from hangingwall coverage in a conventional stope gully to complete excavation coverage in footwall drives of conventional mines or on-reef drives in massive mechanised mines. It is however critical to understand the behaviour of the rockmass and apply suitable support systems.

EPA's Mining Waste Section within the Office of Solid Waste is continuing to collect and analyze information on mining waste management practices. Starting in 1991, the Mining Waste Section has continued to conduct site visits and prepare case study reports on the waste generation and management practices of operating mines. In choosing sites to study, a reasonable attempt was made to provide diversity in mining commodity types, geographic regions, geology, climate, and environment. To date, EPA has visited the following mines: Asarco Troy (copper) in Montana, Newmont Rain in Nevada (gold), Cyprus Thompson Creek (molybdenum) in Idaho, LTV Steel (iron) in Minnesota, Phelps Dodge Morenci (copper) in Arizona, Doe Run Fletcher (lead) in Missouri, Brewer (gold) in South Carolina, IMC Four Corners (phosphate) .in Florida, Pennzoil Culberson (sulfur) in Texas, Nerco Cripple Creek (gold) in Colorado, Copper Range White Pine (copper) in Michigan, Magma San Manuel (copper) in Arizona, Colosseum (gold) in California, and several gold placer mines in Alaska, including the Valdez Creek Mine. EPA has prepared a case study report on each facility. The mine operators were provided an opportunity to comment on their respective site visit report and their comments have been included in' each respective report. These site visit reports have in turn been incorporated into technical resource documents which provide a detailed description of each mining sector. EPA is currently reviewing the technical resource documents and plans to release the documents in the Spring of 1994.

The department of the Interior is a federation or holding company of several fiercely independent bureaus which have either jurisdiction or expertise - or both - in a wide range of environmental fields. Each bureau is an advocate for its own concerns and an enforcer of its own mandates. This can be confusing to the company operating in the field. I will try to explain our concerns, help you see where we are "coming from," and give you some insight as to how we can help you. Other speakers have stressed the environmental concerns and site selection factors for uranium wastes so I will focus on the concerns of the Department of the Interior and some of the assistance we can give you in this area People are more aware and more concerned about environmental factors now than they used to be. Thus the past decade has brought about an evolution in both siting and design of uranium mill tailings ponds. Site selection criteria used to be simple - find a tract of land as near to the ore supply as possible with enough space and suitable topography for the expected volume of wastes. Site selections in the past have left a legacy of problems to be corrected - radioactive wastes on stream banks and in floodplains, mill wastes in and near established communities, and unprotected wastes subject to constant erosion. This is no longer acceptable environmentally or socially to a newly aware and concerned public. (Series of 30-35 slides showing uranium mine and mill wastes in Western United States.
