Electric vehicles powered by lithium-ion (Li-ion) batteries are being developed by mining vehicle manufacturers as a replacement for diesel-powered vehicles. Explosion-proof (XP) enclosures are frequently employed to enclose electrical ignition sources in gaseous underground mines to prevent the spread of an internal methane-air explosion to a nearby explosive atmosphere. Due to thermal runaway (TR), Li-ion batteries have the potential to cause pressurized explosions in an enclosed structure. Past research has shown the potential for well-confined Li-ion cell TR to drive pressures beyond the conventional pressure specification for XP enclosures. Researchers at the National Institute for Occupational Safety and Health (NIOSH) used an Accelerating Rate Calorimeter (ARC) to induce thermal runaway of Lithium Titanate or Lithium Titanium Oxide (LTO) type 18650 cells enclosed within containers with various volumes and found an inverse power relationship between the TR pressure and available free space. The results were similar in magnitude to that of lithium iron phosphate (LFP) cells, which were used in prior testing. Temperatures, gas amounts, and TR pressure-rise rates were also recorded. The data indicate that with enough free space, the pressures can be lowered below the conventional pressure specification for XP enclosures.

The principal suppliers of this 10 Mt (11 million st) of imported ore were Jamaica (33 percent), Brazil (25 percent), Guinea(23 percent) and Guyana (11 percent). The US Bureau of Mines is cooperating with Cyprus Mineral Park Mining Co., Columbia University, and the US Geological Survey in investigating the feasibility of applying in situ leach mining methods to fracture-hosted, supergene copper sulfide (chalcocite) ores. This paper presents the initial findings of mineralogical, hydrogeological, and geochemical characterization studies conducted at the Mineral Park mine, located in the Wallapai mining district of northern Arizona. A design for in situ leaching is proposed that would minimize the need for blasting prior to leaching, and would enable economical development of deep reserves at the Mineral Park mine. The in situ leaching design would also reduce the potential for long term acid rock drainage.

Advanced physical coal cleaning processes that are now under development may remove significantly greater fractions of pyritic sulfur and ash than do commercial coal cleaning processes at comparable heating value recoveries. These processes may be useful for reducing sulfur dioxide emissions from electric utilities and other emission sources. However, little work has been done to determine their applicability to any major coal market. The northeastern states of the United States are interested in burning more coal, but with further sulfur dioxide emission restrictions. Their nearest coal sources are relatively high sulfur Northern Appalachian coals. The project discussed in this paper, which is scheduled to be completed in June 1985, has the objective of technically and economically evaluating various coal supply scenarios involving five selected advanced physical coal cleaning processes; and comparing the economics of them with alternative fuel supply options open to the northeastern users.

The sensitivity of radiochemical techniques makes possible the study of the initial stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. High-grade Transvaal chalcopyrite was neutron irradiated in a TRIGA reactor to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes during which time significant anomalies were observed. First, an initial period of rapid dissolution lasting a few minutes; second, an arrest or "plateau" region usually lasting from 6 to 10 minutes; third, a second period of dissolution of lesser rate than the first. The effect of solution variables such as pH, oxygen partial pressure, and ferric ion concentration at different temperatures were measured. The initial rate data were correlated by considering the rapid reaction to be due to the dissolution of surface oxidation products or the formation of an iron depleted surface layer. "In this paper, recent progress with respect to the flotation chemistry of soluble salt minerals is reviewed, and some of the more relevant issues including the hydration states of ions, the interfacial phenomena of salt surfaces and the flotation behavior of selected soluble salts are discussed. Due to the high solubility, the flotation of most soluble salts has to be carried out in their saturated brines. Anecdotal evidence has suggested that the hydration states of the ions have significant influence on the physicochemical properties of the solutions, the surface charge and wetting characteristics of the minerals, the collector adsorption states and, further, the flotation behavior of the soluble salts. In this regard, reviewing past research findings, efforts are made to establish a correlation between the ion hydration states with the flotation behavior of the soluble salts. Further, advances in understanding the significance of colloid adsorption involved in the soluble salt flotation process are addressed, and future research efforts to understand the soluble salt flotation chemistry are suggested.IntroductionSoluble salt minerals are essential raw materials for the production of a variety of commodities, fertilizers, potassium hydroxide, soda ash, magnesium compounds and other chemicals. These soluble mineral resources can be processed using flotation technology and, currently, more than 80% percent of the world’s potash is produced by the selective flotation of KCl crystals (sylvite) from other salt crystals, predominately NaCl (halite) and other more complex salts (Searls, 1990). Despite the successful application of flotation technology in the potash industry, the mechanisms for collector adsorption on soluble salts have not yet been fully understood and, therefore, have been of considerable interest to flotation researchers for many decades."

Réseau Express Métropolitain (REM) is the new Light Rail Transit (LRT) network of Montreal, Canada. This new LRT network uses a century-old Mont Royal Tunnel (MRT) to connect Downtown Montreal to the north side of the Island of Montreal by passing through Mount Royal Mountain. This railway double track horseshoe tunnel is approximately 5 km (3.1 mi.) long, 8.8 m (29 ft.) wide and 5.5 m (18 ft.) high, with a constant 0.6% grade. Due to different geological characteristics of the surrounding ground, varied from hard rock to soft soil, different cross sections and excavation methods were adopted for construction of this tunnel. In order to use MRT in the modern transit system, the tunnel needed to be inspected, rehabilitated and be compliant to the recent safety standards. This paper presents a summary of history and characteristics of the existing tunnel plus the implemented steps to upgrade the tunnel. It includes the details of the structural inspection and rehabilitation methods of the tunnel. Further, this paper summarizes the procedures for the space proong, construction of the separation center wall, and the tunnel enlargement. It also describes parts of complications encountered during the construction and solutions implemented to tackle these issues.

R.C. Rex, Jr. V. Rajaram's paper does not accurately reflect the status of Eastern oil shale development as it stands today. Today, there are numerous firms and research organizations pursuing development of the Eastern oil shale resource. Details of the current projects can be found in the symposium proceedings for the 1985 Eastern Oil Shale Symposium held in Lexington, KY, in November 1985. Additionally, the comparison of the Paraho and HYTORT processes is invalid because the HYTORT process design used it not an accurate representation of the HYTORT process. I will briefly address this point. It is disconcerting to see the author reference hydroretorting work conducted at the Institute of Gas Technology (IGT) (circa 1978) in the introduction, which indicates hydroretorting (the HYTORT process concept) yields of up to 250% of the Fischer Assay oil yield, and then turn around and base the remainder of the paper on the 1981 "Synthetic Fuels From Eastern Oil Shale Report," which depicts the HYTORT process as yielding only 115% of Fischer Assay. Indeed, work conducted at IGT to 1981 indicates commercial oil yields for the HYTORT process would be in the range of 200% to 210% of Fischer Assay. A more thorough literature search by the author would have yielded a 1981 publication by Schora et al., entitled "Update on the HYTORT Process" presented at the Symposium on Synthetic Fuels From Oil Shale in Nashville, TN, October 1981. This paper thoroughly discusses the shortcomings of the referenced study with respect to the HYTORT process. For the interested reader, I can also recommend a June 1984 report entitled "An Economic Comparison of Five Process Concepts for Using Eastern Oil Shale," published by Los Alomos National Laboratory (LA-10106-MS, Parkinson et al., NTIS No. DE84-015981). This study applies a realistic HYTORT design (circa 1982) and indicates that HYTORT is the most econom¬ical method of processing Eastern oil shales (about $20/bbl less than Paraho). Additionally, completion of the HYTORT feasibility study in June 1983 by Phillips Petroleum Co., Bechtel Group Inc., HYCRUDE Corp., and IGT has resulted in development of designs that will make the use of HYTORT on Eastern oil shales even more economic. HYCRUDE Corp., a second-tier subsidiary of IGT, is involved in commercialization and licensing of the HYTORT process and is active in efforts to develop the Eastern oil shale resource. As such, I am disappointed to see outdated material that has the potential for adversely affecting development of Eastern oil shale resources published in MINING ENGINEERING. I can only hope that this response will serve to mitigate any negative opinions that may have been formed. Today, activity in commercializing Eastern oil shales dominates the oil shale scene in the US and indicates a realization of the potential for these shales. Reply by V. Rex, Jr. I hope that Hycrude's work will lead to the funding of a pilot plant to demonstrate that yields of greater than 200% of Fischer Assay can be achieved in a commercial plant using eastern US oil shales.

In 1978, Ozark Lead Company made the decision to expand the capacity of its mine/mill complex by 33%. The objectives of the expansion were to (a) increase mine' production capacity by 1816 tonne/d(2000 TPD), (b) increase lead metal pro¬duction by 21,790 tonne/y (24,000 TPY) and to (c) construct new facilities and/or modify exis¬ting equipment to accomodate the increased pro¬duction. The intent of this paper is to give a brief explanation of the equipment installed and the overall production and metallurgical benefits-realized from this expansion. The expansion was completed in the second half of 1980 with all equipment debugging and fine tuning completed by the first' quarter of 1981. The concentrator modifications and improvements were basically restricted to four areas: (1) materials handling, (2) automation: of the mill grinding circuit, (3) the increase of flotation capacity, and (4) concentrate dewatering.

Structured or embossed HDPE and LLDPE geomembranes have been available to mine owners and designers for over ten (10) years. As many owners and designers discover and demand the consistent high quality characteristics of this type of geomembrane due to the unique manufacturing process, the use of these materials in new mines, mine expansions and final closure designs has steadily increased. Structured liner materials are available for double lined and final cover systems and are revolutionizing the way ponds, pads and final closures are constructed. This paper will discuss the structured or embossed geomembrane concept and manufacturing process. Additionally, the paper will present comparative testing illustrating the major advantages of using this type of product in these types of applications. Both technical and economic advantages are illustrated. The cost savings include lower installation costs, less material used, and third party inspection times not to mention better performance. These new systems will be presented.

W.H. Moyer In reference to the section “Excess pyrite, ” the author discusses difficulties in separating chalcopyrite from pyrite. A technique does exist, and has been used commercially, for the flotation, separation, and recovery, if desired, of both chalcopyrite and pyrite. The method was described in Mining Engineering, March 1966, “An Improved Flotation Method for Cornwall Sulfides. ” While it was not used on a porphyry copper ore, it was used on a chalcopyrite - pyrite-containing ore and might well have application. Both sulfides, chalcopyrite and pyrite, were floated simultaneously using xanthate as a collector and MIBC frother to produce a cleaned sulfide product. This concentrate was then thickened and conditioned at high solids with aeration and lime to a pH above 12.0 for a period of 1.5 to 2 hr. A supplemental suppressant, such as cyanide, could be used if necessary to sharpen the subsequent separation; however, it was not required at Cornwall. The conditioned sulfides were floated with two stages of cleaning to produce a highgrade chalcopyrite froth product and a pyrite sink product barren in copper. The separation at Cornwall gave a 28.6q. Cu grade chalcopyrite product and a pyrite analyzing 0.0670 Cu. A desliming step on the raw ore initially used at Cornwall for a period of time was later discontinued. Advantages to be found in using a strong sulfide collector, such as a xanthate, is the rapid flotation it induces and, generally, an ability to float at a coarser grind. A following regrind circuit could be used to give maximum liberation and produce a clean sulfide concentration. The “differential” separation is concerned primarily with grade and with assuring a barren pyrite for maximum recovery.

The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

The automation (robotization) of coal mining activities at the face offers improvements in worker safety and productivity. The evolutionary introduction of autonomous, intelligent robotic machines to perform the most hazardous tasks may become a reality within the next 10 years. The U.S. Bureau of Mines Robotics and Automation research program is aggressively pursuing the development of the enabling technology necessary to achieve this goal. This program consists of both core and applications research, each focused on the fundamental issues of robotic technology. In the short term, the research is directed specifically to the robotization of present-day underground equipment and is being performed in a manner that can make incremental improvements in safety and productivity. The long-term goal is the development of intelligent autonomous mining systems.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways, creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

Is the laboratory sized coal specimen much stronger than underground coal pillars? The answer to this question has a profound implication to many coal operators. It will decide how much of the coal reserve can be recovered. Or, in many cases, it will determine whether it can be mined economically. Recent trends in several eastern states to establish regulations regarding coal pillar design to prevent surface subsidence long after mining heighten the debates. And, in some cases, these trends highlight the existing practices that seriously question the conventional wisdom. Currently, nearly all researchers and practitioners agree that as the size of rock specimens increases, its strength decreases. This concept has been universally adopted as the basic principle for coal pillar design in the United States. Several formulas have been derived to account for this effect. The reduction factor for underground coal pillars ranges from one-half to one-sixth of the strength obtained in the laboratory, depending on the formula selected. Recent case studies indicate that the reduction factor is not justifiable, at east in some cases. The use of a reduction factor is based on the assumption hat smaller rock specimens as tested in he laboratory contain none or fewer fractures or planes of weakness than larger specimens or underground coal pillars. In other words, the larger the rock materials, the more fractures it contains and subsequently weaker in strength. Do all underground coal pillars have more fractures than laboratory sized coal specimens? Not necessarily. All coal contains cleats. Some are con¬spicuous but others are not. In terms of cleat density (number of cleats per unit area), there is no difference between an underground coal pillar and a laboratory sized specimen, provided the specimen size is larger than the cleat spacing, which is mostly 25 to 75 mm (1 to 3 in.).

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. In 2004, annual production of fluorosilicic acid was 50kt (55,000 st) or about 88 kt (97,000 st) of 92 percent fluorspar equivalent. The National Coal Resource Assessment – 2000 project was a multi-year effort by the U.S. Geological Survey to identify, characterize, and assess the coal resources that will supply a major part of the Nation’s energy needs during the 21st century. The purpose of the USGS National Coal Resource Assessment (NCRA) was to (1) digitally assess selected coal beds and zones that will be the most important in the next few decades, (2) create publically available stratigraphic, geochemical, and geographic information system (GIS) databases to answer a variety of questions of importance to government, industry and public decision makers, and (3) provide interpretive geologic and geochemical information for the primary coal resources of the Nation. Five priority regions were assessed: the Appalachian Basin, Illinois Basin, Gulf Coast, Illinois Basin, and Northern Rocky Mountains and Great Plains. The NCRA was a cooperative effort between the USGS and a number of State geological surveys in these coal-bearing regions. A study of coal resources on Federal lands was also conducted. Adequate energy supplies and the efficient use of those supplies are critical to the economic well being of a country. Affordable and reliable coal supplies are essential to the interests of our national and local policymakers. Policy makers require a range of information on the energy supply, as well as the economic and environmental issues associated with that energy source and its use. Formulation of an effective national energy policy and development of energy resources requires that we understand the geology, distribution, quality, and size of the national energy endowment.

Productivity is a fascinating concept. Like motherhood or apple pie, we know it as a good thing. Just what it means is not so clear. To a coal miner we assume it means tons of coal hauled from the mine. To the company president it means profit after capital, labor, and other costs have also been reckoned. To the government economist it means output in a balance of payments. What does it mean to the biologist, and can reclamation really be productive? In this paper we discuss productivity from a biological viewpoint, give some yield data for various types of reclamation plantings, and discuss how our demand for or acceptance of differing kinds of productivity is tied up in bigger questions of land use, environmental stability, and resource allocation.
