The Organic Act of 1910 established the Bureau of Mines and gave it authority and responsibility for conducting research on separation, recovery, and recycling of waste products and scrap generated by the mineral and metals industries and the consuming public.(1)1 It was apparent to our Nation's leaders even then that mineral resources, once mined, are irreplaceable and that the development of methods for recycling the values contained in wastes would be required to solve the problem of even¬tual scarcity, Estimates of the increase in per capita consumption of mineral resources in this country indicate that the consumption of metals, minerals, and fossil fuels by 1980 will be double that consumed in 1970 (2). The United States can expect to meet its future mineral needs in three basic ways: the first is through increased production of primary raw minerals; second by increasing imports from foreign sources; and third by recycling secondary materials and metals that were formerly discarded as waste. In February of 1989 the Mission Complex of ASARCO Incorporated completed an expansion of its concentrator, raising the base mining rate from 25,900 TPO (28,500 STPD) to 37,200 TPO (41,000 STPD). The expansion was accomplished by extending the twelve existing Mission ball mills in length, by installing the grinding circuit from Asarco's idled Sacaton Concentrator along with various auxiliary equipment, and by modifications to the flotation circuit and water systems. This paper will give a brief history of the consolidation of the ore body which made the expansion possible and explain the various parts of the expansion.

The establishment and survival of different grass species and cultivars on various phytotechnic treatments at a limestone quarry was studied. The treatments applied were: a) bare soil, b) bentonite, c) bentonite-straw and d) asphalt-straw. According to the results, significant differences were found among species and cultivars, growing on different treatments as far as plant growth and survival are concerned. The seed germination was higher on bentonite -straw and asphaltic-straw than on bentonite but the plants survival were higher on bentonite. Lolium perenne had higher seed germination rate and better establishment than the other tested species at all treatments. However, the survival rate of Agropyron desertorum and of the cultivars palestina and chrysopigi of Dactylis glomerata was higher than of the other species.

A study was conducted to evaluate the applicability of large wheel loaders (Cat 994 class) as primary loading equipment in open pit iron ore operations. Field visits were made to taconite and gold mines that used large wheel loaders. Data were gathered on loader selection rationale; operating and maintenance experience; and production, availability, and cost information. Brief time studies were conducted to indicate machine performance and utilization. The paper summarizes the field data and includes economic comparisons of wheel loaders versus cable shovels in an iron ore application.

As part of its risk management plan, the South Central Connecticut Regional Water Authority (RWA) is assessing the condition of its system of raw water conveyance tunnels and connecting pipelines. In 2006, the RWA inspected one of the system?s main tunnels, a 4-mi, 1950s-era tunnel that had not been inspected since its construction. The inspection team prepared extensively for the unknown conditions in the tunnel, and the inspection was completed safely and successfully. This paper describes the team?s pre-entry preparations, dewatering and ventilation efforts, surface-to-tunnel communication, access, physical inspection of the tunnel, and the lessons learned throughout the process. Additionally, this paper will preview planning for the subsequent inspections.

Introduction The mining of aggregates underground has grown steadily over the last 25 years. Growth has come in both production volume and in the importance this segment of the industry is playing in the continuing supply of construction aggregate. Underground aggregate mines will continue to grow in both number of operations and complexity, as the replacement of zoned reserves in metropolitan areas becomes crucial. This growth will result in a shortage of qualified mine managers, possibly limiting the success of these facilities. The aggregate industry will have to modify current practices in order to meet the growing demand for this specialized skill. Segment Growth Underground mining for aggregates is not a new idea. Martin Marietta has been operating underground mines since 1969, and currently operates 16 underground mines ranging in size from 250,000 tpy to 2,500,000 tpy. These mines represent less than 4% of the total number of operating locations, but contributed 9% of the annual production in 2004. Though they range in size and production capacity, the importance is evident. The 2000 United States Census revealed several trends that are of interest to the aggregate mining industry. For the period 1990-2000 the U.S. population grew by 33 million or 13%. There were nine major metropolitan areas with a population of five million or more. These nine areas accounted for 30% of the total U.S. population. More significant was the fact that the population growth in these nine metro areas was 25% of the growth for the entire country. These statistics tell us that the population is expanding in these major metropolitan areas at a staggering rate. The same thing is happening to some degree in every population center. Population growth increases the demand for local aggregate while reducing the available area to mine that aggregate. The need for an economical supply of aggregate to support community expansion is a problem that will grow as older quarries are mined out and closed. This will be an issue that communities of all sizes will have to deal with. A reliable and cost effective supply of quality aggregate is crucial to support community expansion.

Surface properties of minerals could be modified selectively and very specifically by adsorption -desorption (dissolution) processes. This requires a monitoring and control of the outermost surface layer at a molecular and atomic level. The nature and structure of self-assembled submonolayers and monolayers at the interface of minerals were studied by infrared reflection spectroscopy. The external reflection spectra of the adsorbed monolayers on any type of minerals: transparent, opaque or non-transparent, recorded at different angles of incidence and for two polarizations are an excellent source of information about the nature and surface distribution of the adsorbed species. The developed method allows to obtain detailed information at a molecular level about the adsorbed surface species. By combination of the simulated and experimental data, the qualitative description of the adsorbed species as well as quantitative evaluation of orientation and the thickness of the adsorption layers were obtained. This fundamental knowledge allows to determine the mechanisms of surface phenomena which govern selective separations. Examples of different surfactant - mineral systems and industrial applications will be discussed.

Two alternative processes for the manufacturing of zircon products were investigated by the South African Nuclear Energy Corporation (Necsa). These were the synthesis of doped-zircon pigments from plasma dissociated zircon, and an upgrading process to convert an inferior grade of zircon into a superior opacifier for ceramic applications. A solid-state reaction process was used to produce doped-zircon pigments. The influence on the colour intensity of the pigments on a ceramic tile were compared for milled and un-milled plasma dissociated zircon (PDZ) material, prior to calcination. Pr-yellow and V-blue zircon pigments produced from PDZ with different degrees of dissociation, were also evaluated. The second zircon beneficiation process entails the upgrading of an inferior grade of zircon to a superior opacifier for ceramic applications. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated.

Humic-acid-rich deposits exist in Arkansas, Florida, Louisiana, New York, North Dakota, Michigan, Minnesota, Texas, and Wyoming (Burdick, 1965) and in New Mexico (Shomaker and Hiss, 1974). New Mexico humic deposits are associated with coal in the northwestern part of the state where humate and weathered coal are presently mined. Discussion of the humic -acid industry in New Mexico requires an understanding of complex terminology and coal geology. TERMINOLOGY Humic material is not a pure substance so an ambiguous and complex terminology is in use by geologists, chemists, soil scientists, agronomists, and producers. Material mined for its humic-acid content is an extremely variable mixture of base-soluble humic, fulvic, and ulvic acids and their salts, formed during partial or complete decay of organic matter. This decay releases a high-molecular-weight organic material which is darkly colored, partly colloidal, and weakly acidic.

The main electrophysical properties, i.e., dielectric constant and electrical conductivity, of pure calcite, quartz and wollastonite mineral samples were measured and their triboelectric charge attributes were investigated by contacting minerals particles with different tribochargers made from different materials. In addition the energetic work function values for mineral samples were estimated due to their acquisition charge. Besides, the behaviour of triboelectrically charged of different particle size fractions of mineral samples were inferred. Finally an attempt were made to translate the findings from single mineral systems to a real carbonate ore. The results exposed good prospects to beneficate the examined minerals by triboelectric separation.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept.9, 2006 at the Museum Convention Center in Leadville, CO. The four inductees are Earl H. Beistline (1916 to present), R.A.F. Penrose (1863-1931), Robert M. Reininger (1912-2006) and John Stanton (1830-1906). The inductions will bring to 193 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion project in Virginia includes parallel 1.5- mile (2.4 km) tunnels constructed using a tunnel boring machine (TBM). The TBM launching and receiving shafts were excavated within the footprint of two reclaimed islands abutting the navigation channel for the Port of Virginia. The shaft excavations—a circular tri-cell shaft at South Island, and a circular-rectangular twin-cell shaft at North Island—were supported by slurry walls up to 190 feet (58 meters) below the island surfaces. This paper describes specic design considerations for these shafts, as well as construction and uality-oversight aspects of their excavation and construction.

This is a study of the impact of cyanide from mining waste on riparian communities, primarily vegetation, near Whitewood Creek, down-stream from Homestake Gold Mine in Lead, South Dakota. Cyanide is used in gold processing and the effluent, until fairly recently, was discharged directly into Gold Run Creek which empties into Whitewood Creek. Vegetation, soil, and water were collected from four different sites over a six month period, and samples tested for cyanide concentration. Data indicate a relationship between cyanide in soil and its uptake by certain plants, also, that the Homestake cleanup effort has made the stream viable again.

The formation of scale is common in gold ore processing plants. A working definition of scale, applicable to the various scaling conditions found in gold ore processing plants, would be: "a hard, tightly adhering deposit formed in place by the precipitation of calcium-bearing mineral compounds from water". The most common scale found in gold processing plants is calcium carbonate (CaCO3) although calcium sulfate (CaSO4) is occasionally a problem.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

Reverse osmosis (RO) and nanofiltration (NF) are widely regarded as being best available technologies (BATs) for removing contaminants of concern from water. In recent years, NF or RO treatment has increasingly gained more acceptance in the mining industry for treating mine water to remove a wide assortment of contaminants, either for meeting discharge standards or for internal re-use in mining processes. Consequently, the number of NF or RO membrane mine water treatment facilities has steadily increased. Although NF or RO membrane filtration can be a powerful tool in mine water treatment, especially when multiple contaminant removal is required, it also has many potential disadvantages. Besides the generally higher capital and operational costs for the high pressure membrane processes, organic constituents in mine water may foul the membranes, while inorganic compounds such as gypsum, calcite, or silica are liable to scale the expensive membranes if proper pre-treatment processes are not implemented. Additionally, because these membrane treatment processes generate a substantial reject or brine waste stream in addition to the clean treated water or permeate stream, brine management also needs to be considered carefully when deciding upon the viability of an NF or RO mine water treatment process. Because of these issues, it is important to conduct detailed analyses of the trade-off between selecting NF or RO vs. using chemical treatment processes when designing a mine water treatment facility.

Introduction Longwall coal mining in the US has steadily increased since its introduction in 1960. There are now 108 systems operating. (Sprouls, 1986). Advantages of longwall mining include higher productivity, improved safety, and greater coal recovery. Respirable dust, however, is one of the more serious obstacles to realizing the full potential of longwall mining. Early in 1980, the US Bureau of Mines (USBM) initiated extensive in-house and contract research to identify and evaluate effective methods of controlling respirable dust exposure of longwall face personnel (Niewiadomski, Jankowski, and Kissell, 1981). It was found that several control procedures must be combined to assure compliance, using control techniques appropriate to the dust source. These techniques can typically be grouped into the following categories: reduction of dust generation; dilution of dust; capture or knockdown of dust; and dust avoidance. Control techniques can be divided into basic and effective dust control techniques; additional necessary controls; and optional supplementary controls. This information should allow longwall mine operators to select control methods applicable to their particular operations and to develop a dust control plan that meets Federal dust standards. Basic and effective dust control techniques There are three basic dust control techniques (Taylor and Jankowski, 1982) that should be implemented on all longwall mining operations. • A passive barrier or external water spray system design that confines shearer generated dust near the face and away from the operators. • Large quantities of water through the sprays, particularly the drum sprays, to aid in dust knockdown and prevent dust becoming airborne. • A cutting sequence that allows the shearer operators to work primarily on the intake-air side of the lead cutting drum. Shearer clearer There are some poorly designed shearer-mounted spray systems with nozzles directed upwind at the cutting and loading zone of the intake-side drum. These actually carry dust away from the face and upstream of the drum. Where, it mixes with the clean intake air (Fig. la,) and is carried out into the walkway over the shearer operators. The historic Getchell property is currently being mined from the Getchell Main Underground workings, a foot wall extension of the Getchell open pit deposits along the Getchell fault. Drift-and-fill techniques are used to extract the ore through a ramp access. The adjacent Turquoise Ridge deposit is currently under development via two vertical shafts. Together, the two mines will continue to provide feed to the Getchell's 3,200 tpd mill/autoclave circuit, taking Getchell Gold from its current production rate of 200,000 ounces (Au) per annum, to over 400,000 ounces (Au) per annum by 1999.
