The report states accident rates for gassy/dusty coal mines represented as an ergatic system "man – machine - environment" with further analysis by the method of conditional probabilities. A coal mine has been analyzed with allowance for the attending personnel, equipment and environment as a sequence of events and states. Probabilities of operational states have been determined and prediction of mine behavior has been made on the basis of investigation findings for equipment and the personnel states, and analysis of the environment (i.e. mine and mining conditions). Utilization of expert estimation methods has been considered for determining major operational parameters of gassy/dusty mines. The importance of standardized values of permissible occupational risks (permissible probability of accident, PA) is demonstrated. It is also stated that a procedure is essential to determine these values, involving regular check-ups of the integral safety criterion at all mines and further development of customized recommendations for individual mines on efficient improvement of accident situations. Methodology to determine the assessment criteria has been developed and scientifically substantiated for permissible accident rates in hazardous industries.

This paper analyses the impact of the uncertainty associated with the input parameters in a mine planning optimization model. A real example was considered to aid in the building of a mathematical model that represents the coal production process with reference to the mining, processing, and marketing of coal. This model was optimized using the linear programming concept whereby the best solution was perturbed by the stochastic behaviuor of one of the main parameters involved in the production process. The analysis of the results obtained permitted an evaluation of the risk associated with the best solution due to the uncertainty in the input parameters.

Nanofiltration (NF) has attracted much attention over the past few years due to the reduced energy consumption compared to reverse osmosis (RO) and better separation performance compared to ultrafiltration (UF). Although research has been done in the area of NF of nickel ions, sodium ions, and acid separation, not much attention has been given to the separation of high nickel concen¬trations from sulphuric acid streams. The use of NF for the separation of nickel and acid from a spent nickel electrolyte is an innovative process alternative for future industrial application within a base metal refinery. In this study, the separation performance of a composite polyamide NF membrane on a spent nickel electrolyte was investigated by varying the sodium sulphate concentration in the feed (50-150 g/l), the trans-membrane pressure (35-55 bar), and cross-flow velocity (1.5-3.5 m/s), and measuring quantities such as total permeate flux, acid rejection, nickel rejection, and sodium rejection. The nickel and acid concentration in the feed were kept constant with variations between 40-60 g/l and 25-40 g/l respectively, while the temperature of the experiments was kept constant at 50°C. The membrane was found to be very selective for nickel ions, with the rejection of nickel ions varying between 54.4% and 98.2%. The rejection of acid ions varied between -5.9% and 21.8%. The rejection of sodium ions varied between 16.6% and 72.4% at a cross-flow velocity of 2.5 m/s and sodium sulphate concentration of 50 g/l in the feed solution. An increase in trans-membrane pressure increased the rejection of nickel, sodium, and acid ions, while an increase in sodium sulphate concentration decreased the rejection of nickel and acid ions. The total permeate flux was found to increase with an increase in trans-membrane pressure and decrease with an increase in sodium sulphate concentration. The cross-flow velocity had an insignificant effect on the total permeate flux and the rejection of nickel, sodium and acid ions.

A South African gold mining rock-related fatal accident database has been analysed in order to determine rock-related fatality trends in the gold mining industry over the period 1990 to 1998. This analysis was extended further to include some of the individual reefs mined and focused particularly on the Carbon Leader Reef, the Ventersdorp Contact Reef, the Vaal Reef and the Basal Reef. Rock-related accident locations are also presented. A stope rock-related risk is proposed, where the fatality rate in terms of rock-related fatalities per million square metres mined for the gold mining industry as a whole is compared to individual reefs, allowing a stope rock-related risk to be attributed to the individual reef. This comparison is extended further by removing the contribution by the reef being evaluated from the industry data, thereby allowing this reef to be directly compared to the rest of the industry with respect to a stope rock-related risk.

Spontaneous combustion of coal has been studied by laboratory techniques using an apparatus in a small-scale laboratory testing. Coal?s inherent characteristics can be measured using Differential Thermal Analysis (DTA) and Crossing Point Temperature (CPT) methods. The DTA curve obtained after testing is compared with actual inherent moisture and its effect on spontaneous combustion has been investigated. It has been found that the Wits-Ehac Index increases as the inherent moisture of the sample increases. Therefore it can be deduced that liability to spontaneous combustion increases with increased inherent moisture. In addition, volatiles have a catalytic affect on self heating immediately after the inherent moisture is reduced. This is identified as stage two in the thermogram. The inherent moisture has a cooling effect during the initial stages of testing and is visible in the DTA thermogram. In addition, while an increase in carbon content means an increase in Wits-Ehac Index value, an ash content decreases the likelihood of on spontaneous combustion. Interest in the potential use of high-density, thickened tailings has recently increased significantly. Reasons for considering this new technology vary across projects, but commonly include the need to conserve water, perceived lower risk of catastrophic failure, potential easier closure, or even reduced overall costs. As with any new technology, there has been some tendency to overstate its potential benefits. This paper reflects on whether or not the potential benefits that have been attributed to paste and thickened tailings have been realized. Using a grading system, thirteen benefits that were ascribed to the new technology some years ago are evaluated. Data is taken from case studies, and it is suggested that the key proven benefits appear to be reduced operating costs in some cases, reduced wall-building costs, and reductions in water consumption. One key potential benefit that has not been universally achieved is a reduction in the footprint of the tailings facility. Reports in the literature highlight the sometimes confusing nature of trade-off studies. Unless full life-of-mine costs are considered, these studies can be misleading and incorrect. The need to establish a consistent basis for comparative studies is discussed.

Background Three changes to the Constitution were proposed by the Council on 21 July 2006. These changes now have to be approved by means of a ballot at a Special General Meeting. Traditional risk quantification methods provide little information on the sources of risk, and tend to produce static over-conservative evaluations, which do not account for changes in the performance of the project. Capital investment decisions for large mining projects require more complex risk evaluation models that include the value of flexibility and the different risk levels associated with uncertainty on project variables (price, grade, dilution, and production rates, among many other). In this context, real option valuation (ROV) methods have proven potential to quantify the risk associated with such variables and integrate alternative scenarios and management strategies into the evaluation process. In this paper, a risk quantification model is developed that successfully quantifies the risk associated with dilution, as a function of production rate. "Pumpable emulsion explosives have been available to surface and underground massive mining operations for decades, and their unique properties offer significant advantages in terms of improved safety, reliability, and performance. However, the benefits of pumpable emulsions have been unavailable to narrow-reef mining operations due to the lack of technology necessary for their successful implementation in this challenging environment. Despite efforts to promote and enhance the safety and performance of bulk emulsions for narrow-reef stoping, little research has been undertaken to advance the pump technologies required for their implementation. This has resulted in a gap in knowledge and technology, and as a consequence the successful implementation of a pumpable emulsion system has consistently eluded the narrow-reef environment.The purpose of the following investigation was to evaluate the viability of pumpable emulsion explosives for use in South African narrow-reef mining operations. By approaching the problem from multiple perspectives, this research aimed firstly to propose a theoretical framework and suite of equipment suitable for the implementation of pumpable emulsions within the narrow-reef environment. Through the development of this suite of pumpable emulsion technology, tests could be undertaken on the proposed narrow-reef emulsion formulation and pumpable emulsion technology to obtain the necessary understanding of the performance of the system under controlled operating conditions prior to its implementation in the broader mining industry."

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

The economical analyses of different Chuquicamata open pit mine planning scenarios, indicate that the pit closure should occur at latest in the year of 2017. However, about 60,000 m of drill holes have demonstrated that below the pit bottom there is a potential of 2.3 billion tons of ore. Hence, Division Codelco Norte developed the scoping engineering for a large underground panel caving operation, similar to El Teniente mine. This project considers the exploitation of a 2500 m 300 m footprint, with three 250 m lifts. The plan considers to initiate the construction in the year 2009, to begin the production in the year 2015 and achieve a production rate of 45 million tons per year in the year 2021. A large-scale transition from open pit to underground mining like this one presents three main challenges: (1) to include the geotechnical aspects relevant for mine design and mine planning, (2) to define the proper surface and underground infrastructure, and (3) to fulfil the project deadlines and to achieve the production targets. This paper summarizes this transition project and discusses these three main challenges.

Magnesia ramming materials have been widely used in China instead of magnesia bricks as furnace lining materials of ferroalloy refining furnace. The paper introduces the development of the ramming material, recounts its chemical composition, physical property and application characteristics. Because of its high MgO contents and fine sintering property, the ramming furnace bottom has the properties of good refractory, monolithic construction and thermal shock resistance. The changes in mineral composition and furnace tearout characterization show the reasons for the bottom?s long service life. The obvious benefits are widely achieved, the annual saving cost in refractory is about 2 millions US dollars.

The purpose of the project was to investigate the challenges faced by Khutala Colliery pertaining to underground road construction and maintenance. Furthermore the influence of these challenges on productivity and safety requirements were taken into consideration. The operating standards required for the construction and maintenance of the 2 seam road transport infrastructure was investigated, together with reasons why the standards of operating procedure are not met. The Code of Practice put in place by Khutala Colliery was used to view the standard operating procedures. Leading practices on underground road construction were researched. The project aims to discover the gaps that Khutala Colliery must bridge to implement enhanced practices with regards to underground road construction. During the period of study, observations were carried out to determine whether the road construction standards of operating procedure were being adhered to at all times for both road construction and road maintenance. Khutala Colliery has put in place a traffic management plan, which includes safety practices and work policies that must be adhered to while travelling on underground transport roads.

Common practice in mineral resource estimation consists of partitioning the orebody into several domains defined by grade intervals, prior to the geostatistical modelling and estimation/simulation at unsampled locations. This paper shows the pitfalls of grade domaining through a case study in which we compare the performance of several estimation schemes and demonstrate that the use of domains defined by grade cut-offs implies a deterioration of the resource estimates, mainly in what refers to precision and conditional bias. Then, several conceptual limitations of the grade domaining approach are stressed, in particular the fact that it does not account for the spatial dependency between adjacent domains and for the uncertainty in the domain boundaries. Also, this approach is shown to be sensitive to the cut-offs that define the domains, to provoke artifacts in the kriging maps, histograms and scatter grams between true and estimated grades, and to lower the kriging variance, a feature that may impact the mineral resource classification. An alternative approach is finally proposed to overcome these limitations, based on a stochastic modelling of the grade domains and a co-kriging of the grades using information from all the domains. This paper briefly reviews the adequacy of existing management theories and practices and the managerial proficiency or competency in the South African mining industry. The investigation revealed that existing management practices are totally inadequate to enable all employees on all the levels of the mining industry to achieve the results required from them, in all aspects, at all times. As a result, the South African mining industry is gradually losing its long standing reputation as a relative cheap, competitive, and reliable supplier of minerals to the local and global markets. According to some prominent management authors and theorists, an all-inclusive unified management theory does not exist at present. In this paper the authors summarize the main aspects of a newly developed comprehensive, practical, and integrated management method. It is believed that the application of this method would significantly improve the future performance and competitiveness of the South African mining industry

A quantitative rockburst hazard assessment procedure was introduced on Elandsrand Gold Mine at the end of 1994. It is currently used to evaluate the seismicity-related risk in production areas on the mine. Six parameters related to seismicity, geology, mining layout, and production are rated and results are used as a planning tool on a regular basis. The applied assessment can be considered successful in that it promotes awareness of the seismic hazard and provides an opportunity to address seismicity-related mining problems. A comparison between high risk panels and those working areas with rockburst incidents showed that high hazard ratings reliably forecast the occurrence of larger events in the following month but they do not necessarily predict those working places with rockburst-related accidents. From this one may conclude that high levels of seismicity do not coincide with high rockburst rates.

Research into the safe and economic extraction of underground coal pillars in the Witbank and Highveld coalfields of South Africa highlighted that future practices will have to consider pertinent risks associated with this least safe of all underground coal mining methods conducted in South Africa. To this end, a computer-based program called A-PEP (Analysis for Pillar Extraction Potential) was developed to assess three aspects of this mining practice, viz. risks associated with the physical attributes, operational risk attributes and economic attributes. This intelligent tool can thus be used when planning to conduct underground pillar extraction to ensure that all pertinent risk elements and legislative requirements are considered to conduct this mining method safely before a submission is made to the Department of Minerals and Energy. "An ideal procedure to determine the limits of flotation-based separation, as is the case with washability analysis for density separation, does not exist. Therefore, a procedure called release analysis, considered to be the counterpart of the washability process in density separation, was developed to evaluate the flotation characteristics of coal fines. Since flotation is a complex process it is necessary to know the maximum recoverable yield that could be achieved at a target ash level and what could be obtained by release analysis. Due to a number of limitations in the initial procedures, modifications were recommended by various researchers to generate an optimum separation curve. This paper presents a review of, and a discussion on, the chronological evolution of release analysis methodology over the decades. Notwithstanding the availability of a standardized release analysis procedure, such as BS 7530, the paper highlights the critical parameters involved in the procedures, such as coal type, feed characteristics, choice of reagents and dosage, operator bias, and design features of the flotation cell IntroductionCoal is a heterogeneous substance consisting of various combustible constituents (macerals) and associated mineral matter. The kind and abundance of the various macerals present in the coal, such as vitrinite, semivitrinite, exinite, and inertinite, determine the type of coal. As macerals are formed by biological degradation of different parts of the plant material, they have different properties based on their original composition. Coal cleaning processes are dependent on the differences in physical properties between the coal components (the macerals) and also between the macerals and the mineral matter. Thus the cleaning characteristics of the coal might vary from one type to the next. The cleaning processes influence the distribution and the concentration of macerals in the various size and density fractions of the cleaned product."
