"The Mine, Health and Safety Act No. 29 of 1996, as amended, embodies worker self-regulation to advance health and safety in the workplace. An important provision for this is the Right to Refuse Dangerous Work (RRDW). This paper explores worker perspectives about the implementation of RRDW on South African mines against a backdrop of revised guidance in the sector: ‘Guideline for a Mandatory Code of Practice on the Right to Refuse Dangerous Work And Leave Dangerous Working Places’, gazetted in February 2016 by the Department of Mineral Resources (DMR). A mixed methods study conducted at mines (n = 14) included a survey of workers (n = 293), focus groups (n = 6) and in-depth interviews (n = 16). Workers reported a high level of awareness, a positive attitude, and experience of the formal RRDW. However constraints to the formal RRDW meant that informal worker resistance to dangerous work was commonplace. Evidence of informal non-confrontational consultation, cooperation, and collaboration in the event of a dangerous workplace also emerged between workers, and supervisors. The research underscores the importance of the RRDW and worker health and safety representatives to mine health and safety. The revised guidance addresses RRDW implementation gaps, but of concern is the potential partiality towards management interests. IntroductionEnsuring that mineworkers act on their duties and responsibilities for health and safety remains a concern across the globe. Article 13 of the International Labour Organization (ILO) Convention Safety and Health in Mines (176 of 1995) entrenched the Right to Refuse Dangerous Work (RRDW) as an important mechanism through which workers act in the best interests of their own occupational health and safety (OHS) and is considered a cornerstone of worker self-regulation (ILO, 1995). Countries ratifying Convention 176 are under obligation to make this right available to workers through OHS legislation that frames the circumstances, procedure, and protection of workers from discrimination in the event of a formal work refusal. The Convention has been ratified by 31 countries, with South Africa becoming a signatory in June 2000 (ILO, 2000). Worldwide studies show that workers use this right with caution (Hilgert, 2013) and cases associated with work refusal are rarely presented in court (Gunningham, 2007; Cooper, 2013). Rather, in cases of formal notification of a work refusal, issues arising out of this are addressed either in the immediate workplace or through the site OHS system and/or at industrial tribunals or similar mechanisms (Harcourt and Harcourt, 2000)."

This paper presents the results of a study focussed on determining the distribution of cobalt in different types of pyrite of the La Estrella IOCG deposit in Chile. In the IOCG mineral deposits, where copper is the main product, the quantification and distribution of cobalt is required to correctly define the technical and economic viability of recovering cobalt as a by-product. In the La Estrella mineral deposit, seven alteration and mineralisation events were recognised through both optical and automated electronic mineralogical analysis. Of these seven events, five different types of pyrites were identified, each with unique characteristics of the pyrite crystals. Through advanced elemental analysis of these five types of pyrites, it was determined that the concentration and distribution of cobalt within the pyrite crystal is dependent on the mineralisation event. The results indicate high cobalt concentrations in the early pyrite mineralisation events, associated with relatively fine pyrite grains, and cobalt generally occurring in a solid form in the pyrite core. The late pyrite mineralisation event exhibits the lowest concentrations of cobalt, with cobalt predominantly present along the outer periphery of the pyrite. These results are relevant from a metallurgical point of view because the preferential location of cobalt within the pyrite crystal will influence the maximum metallurgical recovery of cobalt. For this, a cobaltiferous pyrite concentrate must be formed which, according to the characteristics of pyrite, must be processed with the optimal solubilisation method. The overall objective is to ensure both good cobalt recovery and a high concentration of cobalt in the leach solution resulting from pyrite leaching. Advanced process and equipment analytics have been around for a while. However, with accessible IT infrastructure and site maturity, it is possible to analyse, monitor, and control processing plants and equipment easily. These various disparate systems provide different reports requiring the involvement of various personnel and attention to different reporting platforms. For efficient harnessing of the systems? capabilities, as well as effective improvement and monitoring of process and equipment, a single point of entry is required. A process and equipment optimization solution was required at a concentrator in South Africa, focussing on the product stream of platinum group metal (PGM) concentrate from the UG2 Reef. The investigation of data to identify strategies for optimization was required to allow visibility into plant operations to guide operators, an easier method to identify process loop problems, identification of imminent equipment failures, and advanced process control to optimize throughput and stability. A collaborative effort between the client and General Electric Intelligent Platforms (GEIP) investigated data-driven solutions to each of the problems. With the focus on process optimization and asset monitoring, as well as equipment monitoring, a combination of approaches was utilized to address the various problem areas that were identified. Each was implemented separately in the control layer of the plant IT infrastructure. The integration was done in a centralized web-based reporting tool that integrated the detailed results from the various solutions. On the process control side, monitoring of control loops was included by calculating performance statistics that were reported daily to identify sub-optimally performing control loops and indicating potential problems. The advanced process control solution for this site includes a surge tank controller, stabilizing flow through the flotation banks, and preventing the surge tank from overflowing or running empty. Equipment monitoring was investigated, for preventative maintenance, by making use of statistical data models to indicate imminent equipment failure. These predicted alarm events included the cause for failure, drilling down, and allowing focus on a specific variable for preventative action. The results included a more stable flow through the mill, with fewer stoppages due to surge tank overflows or running empty. The causes for process drift could be identified and operators could react early. Alarms warning of equipment failure 2½ and 4 months in advance were identified in an offline analysis.

Each mining project goes through the same life-cycle, from prospecting and exploration to closure and post-closure periods. This prompts the question whether the closure of a mine constitutes the end of its life-cycle or whether the decommissioned mine can be employed for some other purpose. Best-practice references indicate that there are many viable options. In our opinion, the production of service water is one such option. Laboratory research was carried out on the water from a flooded underground coal mine in Ostrava- Karviná coal district, Czech Republic, concerning the production of service water from pumped minewater. The research proved the practical feasibility of service or process water production. Given the effect of global climate change with regard to water resources, good prospects for this additional resource can be assumed since the water has to be pumped in any case for safety reasons.

The initial evaluation of a coal deposit often raises uncertainty with regard to the accuracy of the reported Resources and Reserves. Reconciliation of results from mining and beneficiation with the original raw field data highlights deficiencies in original estimations. Credible Resource and Reserve estimation forms the basis on which an entire mining enterprise is motivated, initiated, funded, and established as a commercially viable proposition. This is required for sustainable extraction purposes and to support vital downstream industries such as power generation. Accurate determination of the density of the matrix of the material being evaluated is the key to credible values being obtained for Resources and Reserves. Losses between 15% and 20% of the Resource/Reserve can be realized if incorrect densities are applied to the tonnage derivation. Coal plies and particles have different relative densities, determined by the maceral composition, rank, and mineral and moisture content. These factors in turn contribute to the moisture, volatile matter, ash and carbon contents of a coal, which affect the overall density of the raw coal. More specifically, the relationship of ash to density and the effective matrix porosity were found to be critical in solving the greater majority of the problems in predictive calculations. A major deficiency identified is the inability to determine effective porosity, allowing absorption of adventitious moisture and altering the mass of the core sample. Although the volume of the raw material is altered through crushing, the change in mass after controlled air-drying, used with the original geometrical volume of the raw material, provides a credible air-dry density and allows the determination of the volumetric change related to effective porosity. This parameter can be validated through the evaluation of proximate ash using the ash-adjusted algorithm and a correction for the inherent moisture applied to also give a credible relative density value for an air-dried sample. A combination of theoretical, empirical, and reconciliatory evaluations of the available data, taken from the exploration phase through the mining process to final production, has shown that an integrated approach using the ash-adjusted density (AAD) methodology, in conjunction with other evaluative techniques, provides credible results with a considerably higher degree of accuracy than is currently possible.

Sedimentary and igneous rocks are the two primary sources of phosphate that are mined and beneficiated to fertilizer. During the beneficiation process, phosphate is lost into the tailings. We investigated phosphate concentrations in tailings dumps at Minjingu mine, Tanzania using energy-dispersive X-ray fluorescence spectrometry to quantify the chemical compositions. The phosphate content in the tailings varied from 12.91% phosphorus pentoxide (P2O5) in Tailings 2 to 19.61% in Tailings Dump 1. The naturally occurring phosphate concentration in rocks ranges from 3% to 35%, and phosphate tailings from various locations with P2O5 concentrations as low as 6.46-12.65% have been beneficiated to commercial fertilizer. Our investigation revealed that phosphate concentrations in Minjingu tailings may be sufficient to be recovered for commercial applications. Suitable recovery methods are discussed, and we recommend that beneficiation should be performed to minimize the loss of phosphate into tailings. Further research is needed to identify the optimal beneficiation methodology.

Zincor operates four Lurgi fluidized-bed roasters at its roast-leach-electrowin refinery in Springs, South Africa. In 2006, Zincor?s four roasters had reached ages ranging between 26 and 38 years, while the expected life of this type of roaster is generally 20 to 25 years. Roaster 3 was the first to be rebuilt in 2006 because its condition had deteriorated the most. Roaster 4 is being rebuilt in 2007 and the last two roasters will be rebuilt over the next few years as necessary. The main damage to Roaster 3 was caused by buckling of the roaster steel shell. This caused the freeboard and dome areas to shift, resulting in cracks in the dome brick lining and crumbling of the bricks lining the freeboard. The steel shell buckled owing to the combined effects of excessively high operating temperatures and corrosion. These were caused by the following two main factors: ?Thicker external insulation was installed during a previous maintenance shut, which resulted in an increased steel shell temperature and exacerbated the normal metal fatigue ?SO2/SO3 containing gas that had permeated the brick lining passed through its dew point during frequent planned and unplanned shuts over the life of the roaster. This caused acid formation between the refractory brick lining and steel shell, resulting in corrosion of the shell. The initial plan was to replace only the damaged areas of Roaster 3, but when it was dismantled more damage was found, and the roaster was rebuilding from the tuyeres upwards. During there building the opportunity was taken to modify the design of some of the brickwork to extend its life and make future repairs easier. This paper discusses the mode of failure of Roaster 3 and the lessons learnt during its dismantling and rebuilding.

"SynopsisCapital cost estimates are important in decisions on whether a project will be approved, mothballed, or abandoned. In South Africa, junior coal miners do not have extensive databases of historical projects from which to estimate capital costs. The purpose of this paper is to establish formulae that can be used for estimating capital costs of developing coal mines in a coal-producing country, using South Africa as a case study. The costs are estimated to an error of magnitude level of -30% to +50%, which is suitable for a concept study level, using a parametric estimation technique. The study uses data from completed coal mining projects from selected coal-producing countries. Three formulae are developed and presented for estimating capital costs of underground bord and pillar, surface shovel and truck, and dragline operations.IntroductionCapital cost estimates play a critical role in deciding whether projects will proceed, be delayed, or abandoned. It is therefore important that capital cost estimates are carried out accurately as determined by the estimation guidelines based on the level of estimation conducted (Shafiee and Topal, 2012). The lack of literature on estimation of capital costs in many coal mining countries is adversely affecting junior coal miners, since they do not have an extensive database of historical projects on which to base estimations. In South Africa, the difficulty in estimating capital costs is attributable to lack of publicly available data on completed South African mining projects (Hall, 2013)."

INFACON 7, the seventh International Ferro Alloys Congress, took place in Trondheim, Norway, in June 1995. The main aim of the Congress, which was held under the auspices of Euroalliages and the Norwegian Ferroalloy Research Organization, was to present the challenges facing the ferro-alloys industry on the road to the 21st century. Halyard Tveit, Chairman of the Technical Committee, summarized these as: ? the transition to a single global market economy ? new demands with regards to quality arising from customer needs, and ? increased awareness of the global environment. In the Plenary Sessions Kouichi Nakamura (Nippon Steel) outlined, from the steel industry's point of view, the relationship between technical advances in the products and more demanding ferro-alloy specifications. Advances in steel manufacturing technology and higher product quality have been supported in the past by raising the quality standards of ferro-alloys. Future requirements are bound to bring about more severe standards, and these need to be established by common agreement between both industries.

CITIC Heavy Industries has a large installed base of grinding equipment throughout Africa in different configurations, including high-pressure grinding rollers with ball mill and semi-autogenous ball crusher. The total installed power of CITIC’s mills exceeds 430 MW. In this paper, we compare several typical grinding circuits of copper in Africa with about 15 kt/d throughput based on ore properties, process selection, equipment sizing, and key equipment capital and operating costs. Actual operating performance is also introduced. The comparison for the following mine sites provides a general reference for the selection of copper grinding circuits with this approximate throughput: Kamoa-Kakula Copper Mine with high-pressure grinding rollers with ball mill circuit, and Deziwa and Sicomine Copper-Cobalt Mines with semi-autogenous ball crusher circuits

"The Lower Orebody at Chingola Division of Nchanga Consolidated Copper Mines, Limited, is a stratified orebody that is mined by a continuous caving system. The accurate determination of the developed and semi-developed ore reserves has always been difficult. The new system proposed in 1971 is designed to update and, as new informa¬tion becomes available, to account for the depletion of, the reserves.There are three main inputs to the system. These are borehole data, survey data and extractions data. The borehole data are input to a geological borehole master file system, which holds every recorded detail of a borehole in an easily extractable form. These data can be extracted for ore reserve calculations or for contour mapping of orebodies and rock types. The grades for use in the ore reserve calculations are extracted from the relevant boreholes.The survey data are information on the position of the blocks and drifts, taken from plans, and information on the scraper drift and trough drive positions taken from sections. The information is extracted from the plans and sections using a D Mac pencil follower. The ore reserve is calculated from the survey data and the borehole data.Data on extractions are taken from scraper operators' logs, tramming records, skips hoisted records and accepted mill tonnages and grades. Using these data, the mill tonnages are reconciled back to the drifts, to deplete the current ore reserves.As new workings are brought into operation and further evaluation holes are drilled, the relevant data are input and the new developed ore reserve is calculated."

The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

Embankment dams are often constructed on soft rock foundations in Japan, so it is important to precisely predict deformation of the foundations due to fill placement at the design stage. In order to accurately evaluate the settlement and the strain of the rock foundation surface during construction, the influence of the scattering of the deformability of foundations on the deformation behaviour should be investigated. In this paper, a method of evaluating the settlement and the strain of the rock foundation surface during construction was studied with stochastic deformation analysis considering the scattering of the deformability of the dam foundation. Based on the analytical results, a dam foundation design using the deterministic method considering the scattering of its deformability was discussed. Da in Japan Uferdämme of auf weichen Felsfundamenten gebaut werden, ist es wichtig, die Verformung der Fundamente auf Grund der Platzierung der Aufschüttungen bereits in der Planungsphase genau vorherzusagen. Im Zusammenhang mit einer genauen Beurteilung der Senkung sowie der Belastung der Felsfundamentoberfläche während der Bauarbeiten sollte auch der Einfluss der Streuung der Verformbarkeit der Fundamente auf das Verformverhalten untersucht werden. In der vorliegenden Studie wurde die Bewertungsmethode zur der Senkung sowie der Belastung der Felsfundamentoberfläche während der Bauarbeiten mit Hilfe von Wahrscheinlichkeitsanalysen der Verformung unter besonderer Berücksichtigung der Streuung der Verformbarkeit der Dammfundamente untersucht. An Hand dieser analystischen Ergebnisse wurde das Design der Dammfundamente dann enthusiastisch mittels deterministischer Methoden hinsichtlich der Streuung der Verformbarkeit diskutiert. Comme les barrages en remblai sont souvent construits sur des fondations rocheuses tendres au Japon, il est essentiel de prévoir précisément les déformations des fondations causées par la mise en place du remblayage durant la phase de conception. Afin d’évaluer avec exactitude le tassement et la déformation de la surface du rocher de fondation durant la construction, l’effet de la dispersion de la déformabilité des fondations sur le comportement de déformation doit être étudié. Dans cette étude, l’auteur a étudié la méthode d’évaluation du tassement et de la déformation de la surface du rocher de fondation durant la construction en procédant à une analyse aléatoire/stochastique de la déformation et en prenant en considération la dispersion de la déformation des fondations du barrage. En se basant sur les résultats de l’analyse, la conception des fondations de barrage avec la méthode déterministe considérant la dispersion de sa déformabilité a été activement discutée.

"The chromium (Cr) content of stainless steel originates from recycled scrap and/or ferrochrome (FeCr), which is produced mainly by the carbothermic reduction of chromite ore. The oxidative sintered pellet production process is one of the most widely applied FeCr processes. The supplier of this technology specifies that recycling of chromite-containing dust collected from the pellet sintering off-gas and fines screened out from the sintered pellets (collectively referred to as pre-oxidized chromite fines) should be limited to a maximum of 4 wt% of the total pellet composition. However, the results presented in this paper suggest that recycling of such fines up to a limit of 32 wt% of the total pellet composition may improve the compressive and abrasion strengths of the cured pellet. In addition, electron microprobe and quantitative X-ray diffraction (XRD) analyses demonstrate that chromite grains present in the pre-oxidized chromite fines consist, at least partially, of crystalline phases/compounds that will improve the metallurgical efficiency and specific electricity consumption (i.e. MWh/ton FeCr produced) of the smelting process. Introduction Stainless steel is a vital modern-day alloy that is well-known for its corrosion resistance, which is mainly due to the inclusion of chromium (Cr) (ICDA, 2013). Stainless steel is mostly produced from recycled scrap and ferrochrome (FeCr), a relatively crude alloy of Cr and iron (Fe). FeCr is predominantly produced by the carbothermic reduction of chromite, a mineral belonging to the spinel group characterized by the unit formula [(Mg,Fe2+)(Al,Cr,Fe3+)2O4] (Haggerty, 1991; Paktunc and Cabri, 1995; Tathavakar, Antony, and Jha, 2005). Although Cr can occur in 82 different minerals, chromite is the only source of new Cr units that can be exploited in commercial volumes (Motzer and Engineers, 2004). Approximately 95% of mined chromite is used in the production of various FeCr grades, of which high-carbon and charge grade FeCr are the most common (ICDA, 2013)."

"Due to the challenging geological environment of the Postmasburg Manganese Field (PMF), a study was conducted to determine if any benefits would derive from the inclusion of resistivity data during threedimensional (3D) modelling of the manganese resource. This was achieved by estimating manganese resources from 2011/2012 drilling data and comparing them with manganese resources estimated from the same drilling data and resistivity data collected during 2013 and 2017.Both models were adjusted to limit their extent to the same 3D modelling space. Significant volume and tonnage differences were observed for all lithological units. The greatest differences were noted in the manganiferous zones of alteration – 7.200 Mt for the geological model versus 3.700 Mt for the geoelectric model.This study showed that the inclusion of resistivity data can reduce exploration costs significantly, as a direct consequence of the resistivity data allowing more accurate siting of boreholes. This decreases the number of boreholes, samples, and analyses required due to the 3D electrical delineation of mineralized areas prior to drilling.An additional benefit is the ability to more correctly forecast the net present value of an operation due to more accurate estimation of manganese resources and stripping ratios. This is clearly demonstrated by the estimated gross profit estimation of R409 million for the geological resource model versus R264 million for the geoelectric resource model.The addition of resistivity data can, therefore, reduce exploration costs and can increase confidence in geological and financial modelling. It would be reasonable to conclude that this approach could also be used for karsthosted massive sulphide deposits. IntroductionAccording to Corathers (2014) and Gajigo, Mutambatsere. and Adjei (2011), South Africa holds between 75–80% of global manganese reserves, followed by Ukraine (10%), Australia (3%), India (3%), and Gabon (2%). The known, land-based, manganese resources located elsewhere are estimated at 2%.The majority of economically important sedimentary manganese ore deposits in South Africa are situated in the Northern Cape Province (Gutzmer, 1996). Manganese ores of the Postmasburg Manganese Field (PMF) were discovered in 1922, and the Kalahari Manganese Field (KMF) in 1940. According to Astrup and Tsikos (1998) and Gutzmer (1996), mining of manganese ore from the PMF ceased during 1989 in favour of the superior quality of manganese ore from the KMF."

Dolomite is an essential raw material for the refractory industry, a flux in the iron and steel industry and also for the extraction of magnesium metal. Generally, particle size reduction, screening and classification are used for the preparation of the high-grade sized material for different applications, whereas low-grade fine fractions are not utilised. These fines or low-grade overburdens are dumped at the mine site for future utilisation, which creates environmental issues along with inadequate space management. In the present investigation, a detailed study was carried out to decrease the silica content of the low-grade dolomite fines from Gomardih , India, containing 28.6% CaO and 20.1% MgO along with 8.3% silica. Different process flow sheet options were evaluated with a combination of dry classifier, wet classifier, gravity concentrators as well as flotation. Different process variables were assessed along with mineralogical characterisation to optimise the process for efficient rejection of siliceous gangue minerals. Results indicated that dolomite, calcite and quartz are the major mineral phases present in the ore along with other minor minerals. It was concluded that two-stage flotation was an effective process for the reduction of silica up to below 1% after grinding to a particle size below 212 μm. A process flow sheet with a combination of gravitation air classifier and flotation can produce a concentrate with silica content below 4.5%. As real-time air quality monitoring becomes more prevalent in US underground mines, it is important to provide the highest data reliability with the fewest possible sensors. Real-time sensors remain costly, and these costs are not exclusively financial; the time required to install, calibrate, and maintain real-time sensors poses a large barrier to widespread implementation. Current atmospheric monitoring systems typically rely on displaying point-specific values. This requires operators to infer real-time airborne contamination distributions. Monitoring and control software utilizing mine ventilation network (MVN) solvers has been implemented in limited cases because of their ability to simulate ventilation systems quickly, but these solvers use a one-dimensional representation of the mine, limiting spatial resolution of estimated distributions. Computational fluid dynamics (CFD) has likewise been considered as a means to improve spatial resolution, but processing times prevent its use as a basis for monitoring and control. For the real-time monitoring of airborne contamination distributions, we propose a spatial interpolation method that can estimate the distribution of airborne contaminants in near-real time. This method provides a middle ground between fast processing times and increased spatial resolution. With the use of a pathfinding algorithm and optimization through absolute percentage error minimization, this method outperforms spatial interpolation with a Euclidean distance. By providing contamination distribution information to operators, this method and its derivatives stand to outperform current atmospheric monitoring systems.
