MR. ENZI: hank you very much. I'm sure there?s a lot of you out there just realizing that Rock Springs and Gillette is not one city. I'm sure there's a lot of you wondering why a person from a town who has the image in the national media that the town of Gillette has is talking to you about image. I had a person this morning ask me if Gillette wasn't the end of the world. The only response I can give is "no, but you can see it from there." We have been researched a lot and, I realize, we've been very lucky because I've observed that researchers cause cancer in rats. In fact a wonder drug is one that has no effect on mice. In fact I've been thinking of posting a sign in my office that would read "due to the large number of interviews by journalists who already have their articles written, we would most respectfully request that anyone wishing to insult the city of Gillette, please limit themselves to 3,000 words or 15 insults, whichever is shorter." I don't know if any of you saw the article in Playboy about three months ago on the city of Gillette. What you probably don't realize about that article is that that was an attempt by Playboy magazine to see if they couldn't change their image to a national municipal magazine. I think it's important to know Gillette is the frontier city, a pioneer city, it's a shopping center for northeast Wyoming and most importantly, we're the energy capital of the nation. We're on the threshold of the Powder River Basin and we will be the nation's energy solution. Besides coal, we're, already the heart of the state's leading oil producing area and we have vast uranium resources. But I, want to tell you the biggest resource that we have is, the people who have come to live in Gillette. You will find Gillette a busy, young, pulsating community. We're experiencing the excitement of growth. We're welcoming a higher percentage of newcomers than any other town in the nation. Yes, growth to us is exciting. Where else can you get ten years of experience in two years? We realize you can't maintain the status quo. Growth can be painful but not as painful as the alternative, recession and depression. For a little bit of background, we are now at 16,000 people and we have another 4,000 people who live on the outside but look like they live on the inside. The Census Bureau says that we have, 11,225 people but we have that many people in a traffic jam on the Douglas Highway in one day. I?ll , tell you about a few things happening in Gillette. I think it's very important to emphasize that I didn't , do these things; it's the youth and the energy of the community that has done these things. Right now the city of Gillette has 32 major projects underway. We have water for 50,000 people and we're seeking more water. The city in 1975 was 1 .8 square miles. Last year alone we annexed I square mile. We build 10 miles of paved streets a year. For the last 8 years we've doubled our parks' budget. I

Coal Company, Denver, Colorado, opened the third session of. the Sixtieth Regular Meeting of the Rocky Mountain Coal Mining Institute at 8:30 a.m., and introduced the first speaker of the morning with the following remarks: It is a pleasure to welcome you here this morning. We are indeed fortunate to have such excellent speakers this morning, some of the outstanding people in the mining industry. I know I express the feelings of the entire RMCMI when I say thanks to these excellent speakers for all of the time and trouble they have taken to prepare such talks and come here to give these presentations of some of the more modern developments with which we in the coal mining industry are concerned. The first speaker this morning is going to give a paper on a subject which has only recently caused one or two of unfortunate accidents. It hadn't, prior to this, been considered such a serious problem. However, the. Bureau of Mines is hot on the trail to insure there will be answers to this previously somewhat unrecognized difficulty.

It is indeed gratifying to note the marked improvement in the methods used in the coal- mines today compared to the methods in earlier days. Away back in the decade of 1900 to 1910 many of the mines were conspicuous for their absence of sprinkling and humidifying systems, as a result much of the natural moisture was absorbed by the dry air current and carried out of the mine and the mine was left dry, dusty and dangerous. This dangerous condition was intensified by large accumulations of fine coal dust on the haulageways where fire flashed from poorly lubricated rollers and bullwheels-trip riders used a torch with a flame reaching to the back of their necks, and large supplies of blasting powder were kept in the mines. Accidents and disasters were very frequent as we, in our ignorance flirted with danger. Staggered by the numerous accidents, and the nature of them; men began thinking along lines of safety, they worked out schemes and after many disappointments succeeded in having, some very whole some legislation enacted covering coal mining operations only to find that much lawlessness was still being practiced by the miners whom they sought to protect; step by step these safety men forged ahead, enlisting the co-operation of a few men about the mine whom they called a safety committee, until, today, we have an ironclad mining law which all have to respect. We have sprinkling and humidifying systems, the miners electric lamp, permissible explosives and many other devices making for greater safety in the operation of our coal mines. Our mines are no longer veritable gasometers and powder storehouses, as I. knew them to be in South Wales, Britain, where I started to work in the mines. Instead, the mines of this day are healthy, well lighted and ventilated workshops and too much cannot be said in the praise of safety engineers who, fought altruistically in their efforts to bring about the wonderfully improved conditions in the coal mines of this day. While the possibility of a mine fire starting, in these days of scientific mining, is remote every one admits there still exists a possibility and to deal with a fire, should one start, most coal miners are equipped with fire extinguishers. Extinguishers of all designs conceivable are on the market, the different extinguishers are charged with different chemical substances, Some are charged with patented chemicals and others with baking soda and sulphuric acid and so on, however, many of them are equipped with about eighteen inches of rubber hose and bear the conventional "FOR FIRE-TURN UPSIDE DOWN" but nothing is said to indicate how close it may be necessary to take the extinguisher to the fire before doing the "TURN UPSIDE DOWN" act, neither is anything said as to what effect the contents may have upon the' hands, face or body of operator should he come in contact with the liquid, nor is any warning given as to the dangers in the fumes which may come from the contents of the extinguisher in contact with the fire.

*This paper was not read as it arrived too late. In the beginning of the last century "cottage industry" gave way to the factory system, and at present manufacturing that was once performed in homes is done wholly in factories. Division of labor came into being at the same time. In earlier years rarely more than a half-dozen men worked at the home of the master workman. Each group performed all the labor involved in changing crude material to the finished article, and many of the masters in a cottage industry themselves took the raw material and converted it by their own efforts into a highly specialized product ready for the market. Mining has in a degree moved in the same direction. But for the most part every man still has his own room. Pick miners in many places get their cars at the room neck, push them to the face, undercut their coal, drill their shot-holes, load and fire them, complete the breaking down of their coal, fill their cars, push them to the entry and also test their roof for weak spots, examine for gas, timber their rooms, bail them out and lay their own track. Mining is still in a way a "cottage" industry, only the cottage is a room in the mines instead- of a home. The men who gather the coal and take it to the tipple are in a measure like the middlemen who went from cottage to cottage and gathered the product of the owners or "masters", to use the term then prevalent. The change in ordinary industry from old methods to new came with machinery. The machines then introduced needed power for their operation, and distribution of power from house to house was too great a task for those times. Power could not readily be taken to machinery where water power only was available. It was necessary for the machinery and its workers to go to the power. Nor when steam was harnessed could every cottage have its steam engine. Compressed air and electricity had not arrived, and con-

MR. PRESIDENT AND CO-WORKERS IN THE COAL INDUSTRY: I was requested by our president to prepare a paper on Longwall Coal Mining, to be read before this honorable organization. There are three general systems of Longwall, Longwall advancing and Longwall retreating, and the Nottingham system which is worked in England and South Wales. In Fremont county, where I am employed, the Colorado Fuel and Iron Company are working their mines on the advancing system. The face is started generally from the bottom of the shaft or other mine opening, or, at the outside of the pillar left to support the shaft or slope-bottom and advances toward the boundary of coal area. As the roads in this system are maintained by pack walls, it is sometimes called gob-roads system, and by these means the mine is opened up rapidly and consequently early returns are secured from the capital invested. By this method, there is no expense for narrow work, and a minimum amount of timbering of the roads is required. Now what I call ideal Longwall work is where there is about eight inches of dirt mining-and four and one-half feet of coal, .and when the entries and rooms will gob themselves, so that there will be no rock or dirt to haul out to the surface. But this is not the case in the mine I am in charge of. The entries and rooms will not gob themselves, therefor we have to haul the rock and dirt to the surface, which runs up the cost of production. Now the ideal roof in Longwall is composed of tough elastic and pliable strata that yield gradually by bending when the coal is removed, and throwing a sufficient weight or roof pressure on the coal face to break the coal when the same has been mined or undercut. Timbering should be done systematically, the coal well spragged before the miner starts to undermine the coal. Cogs or cribs are alright in their place, but I am not a believer in crib in Longwall working because they are too strong for the roof and do not leave the roof to squeeze .down gradually and break the roof around the crib. Longwall work requires particular skill on the part of the miner, and a familiarity with the conditions affecting room and pillar work, and a good room and pillar mail may not be successful in. Longwall work. A good Longwall miner realizes more than any one else the importance of being regularly at his place every working day. A day lost causes his place to fall behind the others which makes his work harder, and his daily output is further reduced by the amount of small coal that is liable to result from the excessive pressure where the face falls behind. The bad results are also felt by the miner working on each side of such place, as the roof pressure is often insufficient and the coal does not break as well as when the face is kept in a uniform line.

The morning session opened at 9:00 a.m. and was presided over by Carlyle F. Gronning, Chairman, Industrial Commission, State of Utah, Salt Lake City, Utah. The first speaker was John A. Fagnant, Vice President-Sales, Kemmerer Coal Company, Frontier, Wyoming. Subject - "Open Pit Coal Mining, Western States." Mr. Fagnant is a graduate of Colorado School of Mines, 1937 Degree, Metalurgical Engineer His career in the mineral industry began at the Arthur Mill of Kennecott Copper Company. For nine years he was with Allis Chalmer Company in Milwaukee, Wisconsin as a Sales Engineer in the Mining Machinery Division. Following five years in private business, he joined The Kemmerer Coal Company as a special projects engineer specializing in coal carbonization. He was assigned the job of Sales Manager in 1968 and promoted to Vice President of Sales in 1970. Member of A.I.M.M.E.

Preceding the regular meeting, "Harvest from the Sky" was shown, an action-packed movie demonstrating how man and machines provide Denver with water. This vividly colored picture illustrated the magnitude of the job, highlighting the construction scenes at the 23-mile Harold D. Roberts tunnel, many scenes of which were taken underground at the face. Presiding was Mr. John Peperakis, Alanager, Sunnyside Operations, Kaiser Steel Corporation, Sunnyside, Utah, who called the regular meeting to order at 9:30. Mr. Peperakis introduced Mr. Otto A. Wiesley, Chairman, Industrial Commission and Utah Labor Relations Board, Salt Lake City, Utah, who spoke on "Functions and Policies of the Industrial Commission of the State of Utah." It was with obvious pride that he discussed the Medical Panel in use and the successful operation of the Indus- trial Commission in Utah, stressing the fact that the most important word in their vocabulary was "cooperation." Our next speaker this afternoon is a good friend of mine of some years. I must introduce him by way of a little story. Now Harris Sherman, many of you know because he was really in charge of everything to do with the mining industry in the State of Colorado for a good many years. Some of you may know that before he became part of Governor, Lamm's first cabinet as Director of Department of Natural Resources, he was an attorney for the Environmental Defense Fund and that caused me considerable panic as I think it might have caused some of you. I have observed Hams from the time he stepped into that office until he retired from that office to go into private practice as the senior partner of Arnold & Porter's Denver office, one of the , nation's most prestigious law firms. Hams is a Colorado native. He's lived here all of his life. He's a graduate of Columbia Law School for his law degree and a graduate of Colorado College down at the Springs for his BA. He has served in state government, but I thought it might be appropriate, since he is no longer in state government, if we used Harris, today, to tell us from a former state official's perspective what the image is of the coal industry from the seat he held in Governor Lamm's cabinet for a good many years. Some time after my arrival in Rock Springs to fill a short engagement with The Union Pacific Coal Company, Mr. Dickinson informed me that he had placed me on the program for a paper entitled "Mechanical Loading in Indiana." Since development of mechanical loading operations on a genuine coal producing basis for that section began near Oakland City, Indiana, and rapidly spread over Southern Indiana, Western Kentucky and Southern Illinois simultaneously, the results referred to are in many ways common to all three states. Prior to December, 1922, several attempts at mechanical loading had been registered, notably among which were installations of the Jeffry Entry Driver, and the Meyers-Whaley loader. The object of most of these earlier installations was quick development rather than lower production costs in face loading. In this measure it is claimed the machines were at least partially satisfactory. Three items which seemed to delay rapid progress in the adoption of either machine were, excessive first cost, height of coal seam necessary, and timidity of the operator relative to the labor situation which might develop. When the Joy machine was put on the market in the form of the 4-B.U., with a clearance overall which would perform in coal slightly under five feet in height, and at a cost price of less than one-half that of other machines being sold, many operators were at once ready to take a chance along with the manufacturer. This desire was accentuated by the difficulty to operate coal mines at all at prevailing production costs. This condition also made the coal miner more receptive to machinery which would give added employment to the field. At the convention held in Cincinnati during May, Mr. .Joy stated that about 200 of his machines were in operation at that time. Mr. Whaley said that about 40 of his were in use in coal mines. It is probable that of the above sum 75 machines were installed in Indiana, Illinois and Kentucky. Since that time, possibly 50 more machines of later design have been added. Like many of our troubles, those which seemed most difficult to overcome, proved in the end to have been least of all, and in this case the sup¬posed resistance which labor would advance has been more or less imaginary. In Illinois and Indiana a scale of wages is being accepted which is consistent with average earnings of machine men. The fact that a large number of coal operators want and are buying more loading machines has encouraged mining machinery manufcturers on every hand to devote renewed vigor to the cause and it is generally understood that new types and models are being developed both in factories and mines with the coal industry eager always to see the latest development. I understand that at present the Goodman, the Jeffry, and the Sullivan machinery companies are each offering new designs to meet Indiana and Illinois requirements. It is not strange that with so many installations many were made as a result of an impulse to ride the band wagon without any serious attempt to study the results or draw any conclusions from the experiences of others with loading machinery.

The problem of converting our raw coal, and especially those coals that are not suited for long storage, in other words soft, into a fuel which would be at once clean; of a high B. t, u. content and low ash, is one that has occupied the minds of many able chemical engineers and hydrocarbon technologists during the past few years. Low temperature carbonization is the present outcome of this line of research, and many methods have been evolved of recent years to turn out a serviceable, useful fuel, and at the same time, save the by-products. As most of the research and data within my experience and knowledge pertains to lignite or sub-bituminous coals, I will confine my remarks to coals of that character and grade: I might say that Colorado coals, commonly called lignite, are not in reality true lignite, but are sub-bituminous, although I have in my possession an analysis of a Colorado coal which shows a moisture of 17 per cent, volatile 31.5 per cent, fixed carbon 28.8 per cent, and an ash of 22.7 per cent, and B. t. u. less than 8,000. Even this, though useless for domestic or indeed industrial purposes, could not be classified as true lignite. However, for the purposes of this paper I will refer to these coals as lignite. Two thousand pounds, or one ton, of raw lignite carries about 20 per cent moisture. This, of course, varies in some coals, but is, I believe, a fair average. For carbonization purposes this is usually dried to a 5 per cent moisture, therefore leaving but 1,700 pounds of coal to be placed in the retort. From present knowledge, and with the average process of carbonization, 70 per cent of this coal will come out carbonized, or 1,190 pounds, to which is added about 10 per cent pitch, which is fried out as the coal passes through the retort, and which is used as a binder, making a total of 1,360 pounds of coke or carbonized coal. This is usually in appearance a dark colored, rather porous coke of about the size of pea coal. It burns without smoke and have a very high B. t. u. content. According to most authorities on this subject, carbon, hydrogen, oxygen, nitrogen, sulphur and ash constitute the only elements on which carbonization value of a coal depends, and of these hydrogen is the most important. It is claimed the value of a coal for carbonization purposes may be roughly surmised from the hydrogen content. If this is promising, that is, showing an available hydrogen content of from 3 to 5 per cent, the coal should be given a careful ultimate analysis. Should the seam, as often happens in lignite coals, show varying bands of coal of different structure or appearance, samples should be taken from each band as well as a gross sample taken down the face of the seam in the usual way. This is in order to determine what part of the seam is most promising for by-product processes. A seam showing a high nitrogen content adds to the attractiveness of the coal in carbonizing as; if available nitrogen is 2 per cent or better, it should give a very high ammonia yield.

It is sufficiently correct to say that domestic solid fuel is universally hand fired and it is almost as correct to state that a very large proportion of hand-fired domestic fires are extremely inefficient and smoky. This is particularly true with raw bituminous coal for the fuel. The smokeless and efficient firing of domestic coal affords one of the most difficult problems confronting the combustion engineer. This is due to the universally constricted combustion space in the domestic furnace, the complete ignorance regarding the laws of combustion on the part of the average person, and the fact that the laws of efficient combustion are almost completely nullified under these conditions. It is well to familiarize ones self with these laws. These are: 1. The gradual introduction of the fuel to the furnace. 2. The admission and mixing of the right quantity of air with the coal gases. 3. A temperature high enough to permit complete combustion, and 4. A furnace space of volume sufficient to permit of the combustion gases and the oxygen getting together within the confines of the furnace. Even a casual inspection of the domestic heater will show that none of these essential things are present in proper degree, and this is the reason why the problem of domestic firing presents such difficulties. I have analyzed these conditions in a paper published by the Black Diamond, and which has already had wide distribution, so that I will not repeat the rather lengthy discussion in this paper. A survey of the entire field indicates very clearly that a reversal of existing methods and equipment must be had before any real improvement can be expected. It is my firm belief that in this instance above all others it is necessary to build the efficiency and smokelessness into the equipment in such a manner that its performance will be entirely independent of both skill and interest on the part of the operative. To attempt to educate every man, woman and child who periodically throws coal into a domestic furnace would be literally impossible. Much can be done, however, if we could teach the householder the simple essentials of alternate firing, which I have explained at length in the above mentioned paper. This would go a long way toward making the domestic furnace problem more satisfactory, as well as efficient and smokeless. Many will argue, and with good reason, that the domestic fuel should be prepared coke and with this I agree up to the limit imposed by the practical considerations of quantity production, price and the possibility of marketing the by-products. It will be obvious that if enough raw coal should be processed to provide all of the required domestic fuel that the amount of by-products recovered during the coking process would be so great that there would be little or no market at any price which would justify the manufacture of coke. If the by-products were wasted they would not only be a tremendous economic loss, but the price charged for the coke would probably be so high that the market would be limited, and this would defeat the very idea of the whole thing. Much can be done, however, in advancing the use of coke, but I believe that much more extensive and careful experimentization should be had in order to determine the right size and quality of coke for the various domestic furnaces. If coke were to be developed for extensive domestic consumption it is more than probable that the coking process should and could be stopped at a point where the volatile content of the coke would be sufficiently high to permit of prompt ignition and combustion in low draft installations. If the volatile content were from five to ten per cent a very different kind of coke would be produced from that which is now produced with perhaps one per cent of volatile. MR. DICKINSON: There is an increase of dust in machine loading, especially with the McKinlay loading and cutting machine which was extremely dusty. MR. FORRESTER: Declared more dust must be expected because when loading by machinery, the coal is shot harder in order to make it easier for the machine to pick it up. He believes however, that there was less hazard because of the closer supervision possible by reason of the concentration of operation. MR. McAULIFFE: Machine loading more dusty than hand loading. D. HARRINGTON: The hazard is greatly increased by modern methods of loading. Not only do the methods increase the quantity of dust, but they also increase the rapidity of mining and the increased quantity of coal broken down causes large quantities of gas to be released. The number of motors on loading machines and conveyors add to the hazard. No more dangerous places can be found for such motors than at the working face where there is excessive quantities of pure coal dust and where there is more gas than along any other point. Regarding Mr. Herres remarks that the machine loading was safer on account of the concentration and possibility of close supervision, Mr. Harrington said he believed concentration likely to prove a source of danger rather than its preventive. At Dolomite, Alabama, a number of men had assembled, and as a result what was a relatively small explosion killed a large number of men. Concentration is not without its dangers to mine operations. MR. McAULIFFE: These arguments do not appeal to me. Few places are better sprinkled than the working places in a machine loading mine. There is. more effective supervision, and there can be more ventilation. I believe machine loading will increase safety by that very concentration that Mr. Harrington deplores.

It is a well established fact that 60 per cent of all accidents in coal mines occur from falls of roof and coal at or in the proximity of the working face. Notwithstanding that this is well known, and has been frequently discussed by mining men, this seems to be the irreducible minimum. It is even said by those in a position to know that the percentage stated is increasing. With this, information before us it would seem that not enough attention is being given to close supervision at the working face, and until this is done we may expect to continue experiencing an increase in the accidents in this area. No workman generally feels that it is more important to finish loading a car of coal than to set a timber for protection, and many accidents happen from this source, not from a lack of knowledge of the dangerous conditions existing, but negligence in taking remedies necessary to remove the danger. It is true that nearly all state laws require the mine foreman or his assistant to visit each working face every day, but with the constantly changing conditions on account of the advance of the working faces, these daily visits may be entirely inadequate to discover possible dangers and prevent accidents. The obvious remedy then is closer and more systematic inspection and supervision of the working faces. Many accidents are caused in mines on account of not enough clearance between the rib and track or between timber and track. On all main haulage ways. there should be a space of at least 30 inches between the rib and track, or timber and track, and on all rooms not less than two feet should be left between the track and upright timbers.. A great deal has been said and written with regard to systematic timbering. We doubt very much the feasibility of adopting any standard of timbering that would be suitable for all roof conditions, and any such system in our opinion would not tend to cause a decrease in the number of accidents. The proper place to put up a prop, regardless of whether it conforms to any established system, is under a piece of loose roof. No habit is becoming more prevalent among miners and other mine workers than wearing gloves, principally flimsy canvas gloves, which afford no protection to the wearers and are the direct cause of many hand injuries. If gloves must be worn, and no doubt they will be as the habit has become well established, then they should be made from some heavy material and should fit the hands fairly snug.

Dear Sir: Yours of July 23rd, relative to my appointment on the Safety Committee in connection with the Rocky Mountain Coal Mining Institute. As you say in your letter, "The duty of this committee is to draft suggestions as to safer mining practices with the idea of preventing disasters in coal mines." Much has been written and many suggestions made on this same subject, and it is very hard to put up further recommendations than have already been made. The disasters you mention in your letter unquestionably have direct reference to coal mine explosions, which from time to time still occur in this and other countries. As far as our Western mines are concerned, you know that sprinkling and shot firing by electricity have been very extensively carried out. Notwithstanding these precautions; we have had a few rather serious disasters in the past in these mines. I do not care to place any blame or responsibility on the companies having these disasters, but it is a fact that in each and all of them, after careful investigation has been made, that the human element has had more or less bearing on the accidents happening. From most reports that we gain, either directly or indirectly, it is very evident that investigation shows after an explosion that the rules governing one or both of the above safety measures have been somewhat carelessly or negligently carried out. Much has been written and read about rock dust sprinkling, but it is questionable if this method is doing a great deal toward the eliminating of disasters. While it is true it may have the effect of preventing propagation, still I do not believe anyone claims for it a sure preventative against initial explosions. I had occasion not long ago to visit a mine, after an explosion, in which dust barriers were supposed to be hung, and from indications it was quite evident that the dust barriers had been in operation, but they did not prevent the explosion from reaching all open parts of the mine. It is also true that profuse scattering of rock dust throughout a mine would have a beneficial effect, but there is a question arises here as to whether the sprinkling by rock dust or the spraying by water, if available, is the most effective. I am satisfied that if all coal mines are kept well sprinkled and all open workings maintained in a thorough moist condition, that the biggest factor in a coal mine explosion is in this way eliminated. There is no doubt but what the use of permissible powder, particularly if shot by electricity, has had a very marked effect on the number of disasters in mines, and if this method of shooting was energetically carried out there would be a difference in the number of explosions, both minor and Major, all over the country. Some of the recent explosions have taken place where no shooting was being done, but there is no denying the fact that the other ingredient, namely, coal dust, entered in the elements very extensively.
