This paper summarizes fly rock and blast area security fatalities from 1989 to 1999 and examines the causative factors. Coal and nonmetal mining used about 43 billion pounds of explosives and blasting agents between1989 to 1999. A majority of this consumption was used at surface mines. Accident data indicates that fly rock and lack of blast area security were the primary causes of blasting related injuries in surface mining. Fatal injuries due to lack of blast area security were attributed to: failure to clear blast area; failure to follow instructions; inadequate guarding; inadequate blasting shelter; and unsafe location. Seven fatalities due to fly rock and lack of blast area security were reported in surface coal mines and six in nonmetal mines. Out of these, two fatalities (one each in coal and nonmetal mines) occurred outside the mine property. In the coal mining sector, two fatalities were attributed to fly rock, and five to lack of blast area security. In the nonmetal mining sector, three fatalities were attributed to fly rock, and three to lack of blast area security. Preventive measures include: ensuring that all personnel have evacuated the blast area during shot firing; using adequate blasting shelters for employees whose presence is required in the blast area; controlling and monitoring all entrances to the blast area; ensuring that the blast is properly designed, drilled, and loaded; and emphasizing education and training to enhance skill levels for implementation of engineering control techniques.

Tubular Handles can negatively affect the contents of the carpal tunnel. Years of injuries from grasping handles for tools and machines can cause carpal tunnel syndrome, tendonitis and wrist joint injuries. The can cause inability to use a hand and resulted in the longer absences from work than injuries from falls, accidents or fires.1 Cylindrical, tubular and rectangular handles are rolled flat structures. They place the hand on a rolled flat surface where the ends of the middle and ring fingers overlap the index and small fingers. They are pulled along a series of lines that contact the end joint of the index finger, the middle bones of the middle and ring fingers and the end bone of the small finger. Cylinders are pulled diagonally in the hand toward the carpal tunnel (CT) area. Gripping in this manner tenses asymmetric muscle groups in the forearm. Handles could work better if they do not place pressure on the CT and conform to the natural function or neutral hand position where the hand rests or dangles at the side of the body, the finger tips form a diagonal, the palm and fingers form a cup, the thumb rests between the index and middle fingers and the wrist is mildly extended. However, handles designed for the neutral position are pulled by diagonally oriented fingers into the valley between the thenar and hypothenar muscles where they can compress the median nerve and tendons exiting the CT. Seven principles for handles that do not place pressure on the carpal tunnel and employ optimal hand position are presented. First, handles should align the ends of the fingers parallel to the horizontal crease and not diagonally. Second, handles should extend from the cupped fingers to meet the muscles at the base of the thumb on the radial side of the hand and extend further on the other or ulnar side to meet a portion of the small muscles. Third, handles should have a recess on the proximal side to prevent contacting or placing pressure on the carpal tunnel. Fourth, handle design should be based on hand measurements in a position of function. Fifth, handles should come in sizes. Sixth, handles should be placed on tools to maintain the wrist and elbow in neutral position. The seventh is handles should support the maximum area of the hand and absorb, but not direct, vibration to the carpal tunnel. These principles led to prototypes and patents for handles for gripping, pinching and squeezing2,3,4 . The poster will illustrate and explain the principles Bonsil handles. Research, with existing tools, is needed to substantiate claims made for the Bonsil handle.

Examination of numberous disasters , such as fires or explosions , and the evidence at coroner's inquests following such disasters in several States , have shown the writer how frequently men in charge of the operation and safety of mines have forgotten, or have failed to learn , details of safe mining practices , After securing a position of trust as superintendent , or a certificate of competency to act as shot -firer , fire boss , or mine foreman, some men seem to have felt it unnecessary to keep safety principles in mind , or to keep abreast of current progress in safety ; they have concentrated on getting out maximum tonnage at minimum cost . • In coroner's inquests , the testimony after disasters has shown that firebosses , foreman , and coal -mine superintendents are noticeably lacking in knowledge of the provisions of the State mining law relating to fans or doors , frequency of crosscuts , nature of stoppings necessary , electrical equipment , records of daily mine examinations , quantity of air required , or splitting and overcasting .

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0, 22.5, and 45). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined.Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01).Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (atleast for older specimens)

Three -dimensional boundary value problems are difficult to solve. Indeed, while the separation of the scalar wave equation can be effected in 11 different coordinate systems, an analytic solution requires that the boundaries, both external and internal, possess the same symmetry as the coordinate system. Numerical methods are thus of great importance for the solution of such problems; however, despite the availability of high-speed, large memory digital computers , the solution to a significant three -dimensional problem is by no means trivial. It is unfortunate that the results reported here by Jones are invalid. Jones discusses a model in which a three-dimensional island lies off a linear coastline where all the interfaces lie in the coordinate planes in a Cartesian system. A downward plane em wave polarized with the electric field parallel to the linear coastline, and two of the islands coast, is incident downward. This, of course, requires that the incident electric field is perpendicular to the other faces of the idealized Cartesian island. The significant equation used by Jones for his finite difference calculations is [ ] where n2 = sµ? . is the conductivity, µ=µo is the permeability of the appropriate medium, and w is the angular frequency of a Fourier component of the incident field. We see that the displacement current term is omitted, which is an excellent approximation for the parameters of interest in this model. In the similar equation for the y- component of the diffusion equation, the same considerations which we are about to discuss are equally valid. It can be seen from the equation that the field components are related and thus any errors introduced will be propagated into all three components. One of the primary means of .control of health hazards from respirable contaminants in mine atmospheres is through design and operation of mines to meet mine health and safety regulations and recommended practices. A U.S. National Academy of Sciences study concluded that for significant progress in coal mine dust control, research should be directed more toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust. Theoretical and experimental studies on transport of dust in mine airways, particularly coordinated efforts to validate theory with practice, are scarce. Some empirical models, developed on the basis of experimental data, are available but these models cannot be applied to new .conditions. The purpose of this paper· is to present the results of theoretical and experimental studies on the transport and deposition of dust in mine airways. This study is a part of an on-going research project in the Generic Mineral Technology Center on Respirable Dust. In the paper, the assumptions of the modeling phase of the project and the development of a convection-diffusion equation for dust transport in mine airways will be outlined. The important aspect of the modeling effort.is the capture of the deposition phenomenon. The experiments performed under controlled conditions in a typical mine airway as well as under normal mine operating conditions will be discussed. The comparison of the model predictions ·with experimental results will be made to identify critical areas of agreements and deviations. The implications of the findings and areas for further research and development will be identified.

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

Recently the attention of the U. S. Bureau of Mines has in a number of instances been called to the firing of shots of permissible explosives in coal mines with delay-action detonators. In one bituminous coal mine they were used to bring down the coal for conveyor loading; in another in blasting pillars, which were not undercut; in another in one of the two charges separated by stemming in deep drill holes where the coal was undercut and sheared and mechanically loaded; in another in shooting top coal; and in another in the shooting of coal faces electrically from the surface. Some of these mines were rated as gassy by the State Mining Department in the State concerned. In most instances the charging of holes was done while the working shift was in the mine, and in some the shots were blasted while the working shift was in the mine. In all of these cases the shots were dependent - that is, the efficacy of the succeeding shots was dependent - upon the firing of the preceding shot or shots. The first shot, or possibly two or three shots, was usually fired with a no-delay electric detonator or an instantaneous electric detonator.

A standard Ford1 4600 agricultural tractor was converted to remote control to perform ASAE/SAE field upset tests (rear rollover and side rollover). This paper discusses the engineering process to develop a remote-controlled tractor in determining the critical parameters of operation, to choosing appropriate actuators, designing the circuitry to control them, installing the actuators on the tractor, testing the system for functionality and then conducting numerous overturn tests. The system uses off-the-shelf components for simplicity, replaceability, and economic concerns. The remote control system has withstood 21 tests to date with no failures and will continue to be used for at least three more years of testing.

D.2 Principal Types of Coating A Sodium Silicate Sodium silicate is a good fire retarder when freshly applied, but it loses its effectiveness if the relative humidity is at all high, thus exposure to a relative humidity exceeding 65 percent causes a serious decrease in the effectiveness after only one month. In fire, sodium silicate swells to a frothy mass (intumescence) which hardens and insulates the wood against heat. This property is destroyed by exposure to moisture. Manufacturers of many of the proprietary paints containing silicates state that their products have overcome this difficulty The reagent may be applied alone, or, better, in a mixture with lime-water and common salt, or with inert fillers such as kaolin or asbestos. B Ammonium Phosphate Strong solutions (25 to 35 percent) of monammonium phosphate or diammonium phosphate give good protection. Two or three coats of hot solution should be applied either with a large flat brush or an ordinary paint spray gun The solution should be applied as hot as possible, as this improved penetration, and it should be the aim of the operator to apply 4 lbs of reagent, i e , one gallon of 33 percent solution to every 100 square feet of surface

Homans [1950] offered a working definition of group that is useful for this research: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at secondhand, through other people, but face-to-face." This chapter begins with a discussion of the group concept in reference to the hypothesized escape groups mentioned earlier. It then moves to an examination of analysis techniques used by the authors. Finally, the subjects themselves are profiled according to their demographic characteristics. The Nature of Groups Warriner [1956] took a realist approach to understanding groups: "(1) the group is just as real as the person, but (2) both are abstract, analytical units, not concrete entities, and (3) the group is understandable and explicable solely in terms of distinctly social processes and factors, not by reference to individual psychology." Warriner&apos;s realist position merely holds that "group" occupies a different domain in which it is no more or less concrete than "person." At this group level the unit of analysis will be those relations that indicate social rather than individual behavior. It is possible to investigate these group properties empirically-if a researcher avoids confusing conceptual entities with concrete ones. Most people seem to accept that group attributes must somehow be inferred, but think personal attributes will be directly manifested, requiring little or no interpretation [Snizek 1979]. In other words, nobody would equate physical components of an underground working section with the actual work group, yet social scientists (as well as laypeople) very often confuse real individuals with notions of the person. In actuality, neither groups nor persons are directly disclosed to the senses; both are inferred by experience and observation. One can "see" a group just as clearly as one can "see" a person, given the proper perspective from which to do so. It is necessary, in developing this perspective, to begin with a sound definition of the thing being examined. Besides communication, or more generally, social interaction, Homans [1950] included three other components of group makeup. "Sentiment" is characterized as the feelings people tend to form about one another when they interact often. These feelings include not only friendliness and dislike, but attitudes such as approval or disapproval. A "norm" is an idea, held in common by group members, that specifies how people ought to behave in given circumstances. In lay terms, norms are simply those informal rules individuals abide by in order to get along together in social situations. Finally, "activity" refers to those things persons do with others. In work groups, as an example, many of the activities are cooperative and goal-directed.

We performed bronchoscopy with bronchoalveolar lavage (BAL) in 8 control subjects with no exposure to occupational dusts, 8 healthy power plant workers exposed to mixed dusts (primarily fly ash), 1 healthy coal miner and 1 rock driller with acute silicosis. All subjects were non-smoking males. We analyzed lavage effluents for total numbers of alveolar macrophages, lymphocytes and neutrophils and monitored chemiluminescence at rest (REST CL) and after stimulation with 3x10- M phorbol-12-myristate-13-acetate (PMA CL) or 2 mg/ml zymosan (ZYM CL). Ten years ago there was no general , country-wide service for the systematic training of miners in matters relating to safety . A beginning only had been made at a few scattered points . Under the old conditions each man was left largely to look out for himself in meeting the hazards of his day's work, and the foreman , shift bosses , and superintendents chiefly relied upon improvision when major accidents occurred . So long as the mines were small and the workers highly intelligent and well trained in routine mining methods , and when too , the pressure for output had not yet speeded up industry to the extent it has since those days , there was something to be said for this lais- sez faire attitude . When , however , the rapid expansion of industry lead to the introduction of new and little trained labor and to units of production of greatly increased size , the natural dangers of mining were greatly intensified . An accident in a small mine affects only a few; the same accident in a large mine , unless proper precautions have been taken , may cost the lives of many . The public does not generally recognize that the greatly increased outputs of the mines , of coal mines in particular , have been in recent years , obtained from substantially the same number of miners as ten years ago but with a personnel not nearly so well trained in mining . It is inevitable under : such conditions that more care must be devoted to avoiding accidents and much more elaborate preparations made for meeting them . In the years immediately preceding the establishment of the Bureau of Mines this speeding up of industry , change in the character of mine labor , and increasing hazard had all begun to be felt . Immediately prior to the organization of the Bureau of Mines , public attention had been drawn to a series of disastrous coal-mine explosions , to the increasing frequency of these disasters , and to the terrible loss of human life . resulting therefrom. One of the first problems , therefore ; confronting the Bureau was clearly that of finding methods of reducing the number of such disasters and lessening the severity of those that continued to occur . Toward this object were immediately directed the energies not only of the Bureau of Mines but also those of State mine inspectors , mine operators and various other agencies , all of whom were urged to cooperate in this great humanitarian work. The results of this work naturally cannot be measured by figures only . Work for increasing the health , safety , comfort , and happiness of human beings may not be gaged with mathematical precision . But certain features of this work as revealed by the record from year to year are of much interest . ”
