The most time-consuming research segment was assembling the ref¬erences. These are provided immediately after the conclusions but are divided into two categories. The first is directly applicable publi¬cations, correspondence and personnel communications. The second listing contains those publications that are not directly tied to the research but where a probable application exists. In both listings, all important USBM publications are provided. The reference numbers used in the report apply only to the first reference portion. Further¬more, it should be noted that all entries are not used but are retained to help anyone who wishes to look further into different or allied areas of this research topic. Explosion-proof enclosures have been researched since approxi¬mately 1906. Even so, little is understood about the mechanism by which they are effective. Due to the voluminous literature published, there is a good probability that the assembled list is still incomplete. The literature search took the following directions. Work was first directed to reviewing the several references assembled by the Department of Mineral Engineering - Mining Section prior to the present project year. As a result, some duplications and inapplicabilities were found and eliminated. The primary sources of the previous search were the commonly available and usually superb library listings, such as Engineering Abstracts. Because these sources have enormous content on all subjects, they were cross-checked in the first semiannual period several times by different individuals to make sure all normally avail¬able literature were uncovered.

The National Institute for Occupational Safety and Health (NIOSH) has recognized that Noise-Induced Hearing Loss (NIHL) is the most common occupational illness in the United States. The use of heavy equipment, the drilling of rock, and the confined work environment are some of the factors that contribute to high levels of noise exposure to workers in the mining industry. Every day 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) exceeds 85 dBA. Moreover, 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the Permissible Exposure Limit (PEL). Furthermore, a NIOSH analysis of a large sample of audiograms showed that at age 50 approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment. By contrast, only 10% of the non-occupational-noise exposed population has a hearing impairment at age 50 (Franks, 1997) (Stephenson, 1998). Simply stated, the majority of miners have a hearing loss by the time they retire. While NIHL is the most common occupational disease in this country, this problem is especially acute among workers in the mining industry. There are several barriers to reducing NIHL in the mining industry. These include: gaps in knowledge of noise dose/source relationships, the unavailability of effective noise controls, and needs for worker education and worker empowerment. A related issue is the difficulty of communication in noisy workplaces by both hearing impaired and normal hearing workers. The Pittsburgh Research Laboratory (PRL) at NIOSH has strategically developed a hearing loss prevention program for overcoming these respective barriers in an attempt to reduce NIHL in the mining industry. This paper provides an overview of the research program being conducted at the PRL.

"The belief is now fairly general among the coal-mining people of the United States that one of the most effective methods of preventing wide-spread coalmine .explosions is that of introducing rock-dust into coal mines to reduce the inflammability or explosibility of dusts found on mine surfaces. Notwithstanding this belief it is improbable that even a small fraction of 1 per cent of the coal mines of the United States are at all adequately protected by rock-dust; in a survey made in the summer, and fall of 1927 it was found that but 463 out of more than 7,000 operating bituminous and lignitic coal mines were using rock-dust at all, and that few if any of the 463 were fully or adequately protected by rock-dusting.Inspections of a large number of mines through the United States by Bureau of Mines safety division field men have failed to reveal a single adequately rock-dusted mine, Yet there is no doubt that many of the owners and operators believed their properties to be fully protected by rock-dust against the much-feared hazard of widespread explosion. Two of the most disastrous explosions of recent years occurred at properties where the owners were definitely of the belief that the rock-dusting done had made the mines immune to widespread explosion involving coal-dust. In both instances it was found that although some rock-dusting had been done, the mines were more nearly 1 per cent than 100 per cent rock-dusted.This condition as to inefficiency or insufficiency of rock-dusting in the coal mines of the United States is almost universal, and unless our mining men awaken to its, dangers, the disaster record of the coal-mining industry is much more likely to become worse than better. During the fiscal year ended June 30, 1928, the attention of the safety division of the United States Bureau of Mines was called to. 22 explosions With 320 fatalities in bituminous coal mines of the United States; and of the 22 explosions there were 10 with 258 fatalities in mines that were listed as having used rock-dust; upon investigation it was found that as usual the rock-dusting had been anything but comprehensive or adequate. It is probable that in a very few instances last year the relatively small amount of rock-dusting stopped the .extension of the explosion and thus prevented further expansion of the death list. In general, however, the explosions occurred in a part of the mine that had not been rock-dusted - and right here is the crux of the failure or probable failure of present-day rock-dusting in the United States, There should be no part of any bituminous or coal mine in which all of the exposed surfaces (roof, ribs, and floor) have not been thoroughly rock-dusted and kept thoroughly rock-dusted. In other words, all exposed surfaces of all accessible places in bituminous and lignitic coal mines should be kept covered with rock-dust so that the combined rock-dust coal-dust mixture at all times and in all places has less than 35 or 40 per cent combustible matter, The only exception to this rule is that surfaces which are wet (and this does not mean merely damp) need not be rock-dusted. However, a mine opening may have several inches of water on the floor and yet have much explosive dust on the ribs and roof above the water; in such places the ribs and roof should be kept rock-dusted, irrespective of the wetness of the floor."

The move toward partial pillar extraction versus full pillar extraction has necessitated a new approach to underground section stability. When pillars are mined too small to support the weight of the overburden, they will, in some cases, remain stable for a considerable period; in other cases, they will collapse unexpectedly and violently. There is no discernable difference between the pillar safety factors of the failed and stable cases. The explanation lies in the characteristics of the overburden layers. A method is proposed that recognizes the overburden characteristics in the evaluation of stability. Two stability factors are calculated: one for the pillars, the other for the overburden. Using this method, it is possible to make use of the bridging capabilities of overburden layers to prevent pillar collapse. It is possible to scientifically design partial pillar extraction layouts that will be safe. Using energy considerations, it is also possible to prevent violent failure of pillars.

Human testing has always been a needed way to provide information on the effects of vehicle vibration, however, the manner of testing has not reflected the real situations of driver’s hands on a steering wheel and a seat with back support and driving tasks. The typical system have used a standard sinusoidal excitation rather than the typical types of road – truck excitations The new truck driver training simulators provide the combination of road roughness, speed effects, cab environment and individual tasks. The system has a full six axis simulation potential. The simulators have the protection of the individual by a combination of two ways for the individual to stop the motion as well as an operator with visual capability who can stop the testing. The closed simulator, shown in Figure 1, has the potential for providing motion during the operation.

"The wide publicity that is given to the discover; of new oil fields has led many people to believe that our supply of crude petroleum is practically in- exhaustible and that in order to keep pace with the demand for petroleum products, it is only necessary to drill a few more wells in some of the south-western states. It is not generally realized that, although many famous fields have been developed in Oklahoma, Kansas, Texas and Louisiana during the past few years, the production of crude oil in 1919 was not sufficient to meet the demand and it was necessary to import approximately 53,000,000 barrels from Mexico.Continued efforts are being made to recover a larger percentage of the oil underground by improvements in methods of drilling and in handling producing properties. Improvements are also being made in methods for handling the oil after it has reached the surface which will result in reducing losses through leakage and through evaporation. These methods for cutting down waste in production and storage, if universally adopted, will no doubt result in appreciable increases in our supply of crude oil."

In the three years to June 2005, 959 injuries associated with continuous miners (CMs), shuttle cars (SCs), load-haul-dump and personnel transport (PT) were reported by NSW underground coal mines, comprising 23% of all injuries reported. The present paper reports an analysis of the narrative field accompanying these reports to determine opportunities for controlling injury risks. The most common combinations of activity and mechanism were: strain while handling CM cable (96 injuries); caught between or struck by moving parts while bolting on a CM (86 injuries); strains while bolting on CM (54 injuries); and slipping off a CM during access, egress or other activity (60 injuries). For the other equipment considered, the common injury mechanism was the vehicle running over a pothole or other roadway abnormality causing the driver or passengers to be injured (169 injuries). Potential control measures include: monorails for CM services; hydraulic cable reefers; handrails on CM platforms; redesign of CM platforms and bolting rigs to reduce reach distances during drilling and bolting; improvements to guarding of bolting controls; standardisation and shape coding of bolting controls; two handed fast feed; improvements in underground roadway maintenance, vehicle suspension, visibility and seating; and pedestrian proximity warning devices.

"The prevalence of accidents in the coal-mining industry has prompted a study of the workmen's compensation laws of the various States and the statistics of accident costs, for the purpose of explaining to operators how the compensation laws are regulated and to show the cost of accidents.The subject of compensation laws and accident costs is by no means new, but the prevalence of coal-mine accidents would indicate that the mine operator in general is not thoroughly conversant with their importance. Unquestionably, compensation laws are a large factor in promoting accident prevention, and it is believed that a greater measure of success would be accomplished in preventing accidents if all mine operators were fully aware of their important bearing on the cost of production.Many operators seem to be indifferent to accident occurrence; possibly they do not real¬ize the seriousness of the accident hazards that exist in their mines, even after the hazards are brought to their attention. There is no question that material financial advantages are to be gained by the prevention of accidents and it would appear that when these advantages are thoroughly understood, operators would be anxious to eliminate, insofar as is feasible, conditions likely to cause accidents.The unsettled state of the mineral industry and the irregular operation of mines during the past several years has probably been an important factor in influencing the apparently indifferent attitude of the operator. The chaotic conditions in the mining industry and especially in coal mining are unquestionably a factor that tends to increase accidents, just as mine idleness increases roof hazards and results in deterioration in mechanical, electrical, and haulage equipment, and promotes disorganization of the personnel. During such times greater efforts should be exerted toward the prevention of accidents because of these increased hazards and of the financial advantages brought about by the various savings to be effected when mine accidents are held to a minimum.This report on accidents in the coal mines of Pennsylvania was made possible largely through the cooperation of William J. Maguire, director, Bureau of Statistics, Pennsylvania Department of Labor and Industry, and Rush N. "In trying various coals at one of the Government power plants, comparison was made of the ash softening temperature of each coal, with the clinkering tendencies of the coal when burned in the furnace. The proximate analyses, ash softening temperature and plant reports as to clinkering were tabulated. It was desired to bring out any correlation that might appear between the ash softening temperature found in the laboratory, and the clinkering of the ash as found in the boiler furnace.Each coal used was sampled and analyzed, and the standard ash fusion test made. The clinkerring of the coal in the furnace was observed by the furnace operator. The furnace equipment consisted of the ""V"" or Murphy type of stoker with the ordinary fire-brick arch roof. With such arrangement very high furnace temperatures are apt to be produced at the ratings carried at this plant.The softening temperature of ash is defined as the temperature at which small cone of the ash, as tested in the laboratory furnace, has fused down to a spherical lump, The softening interval is the difference between the softening temperature and the temperature at which the first rounding, or bending, of the apex of the cone takes piece. The flowing interval is the difference between the softening temperature and the temperature at which the ash has reached a fluid condition as shown by spreading out over the base in a flat layer.While the analyses of the different samples of the some coal did not vary appreciably, the ash softening temperatures were not always so consistent. It will be noted from the following examples that the ash softening temperatures of different samples of the same coal differ as much as 290° F, Hence, in order to judge this property of a coal, many samples ore desirable, taken from many different shipment."

Mine operators often rely on mine rescue teams to save lives during an underground emergency such as an underground fire, explosion, roof fall or water innundation. It is extremely important that team members are provided with adequate exploration equipment and that training simulations are conducted in a realistic manner. A series of mine rescue training exercises was developed, conducted, and evaluated by the National Institute for Occupational Safety and Health (NIOSH) in cooperation with the Pennsylvania Department of Environmental Protection, Bureau of Deep Mine Safety and several mining companies. The exercises were conducted at NIOSH’s Lake Lynn Laboratory and operating mines during 1995 to 1999 and resulted in improved technology and training for mine rescue teams. For example, existing technologies were identified to help rescue teams during exploration. These included various chemical light shapes and laser pointers to identify team members and mark crosscuts and mine materials, strobe lights for mapping out escapeways and marking crosscuts, and thermal imaging systems to see through smoke. A hands-free communication system showed potential for enhanced communications between team members and the fresh air base. Anew team lifeline that allows for flexibility of movement between team members was developed. A positive-pressure inflatable escape device (IED) was used to isolate the “hazardous” environment from fresh air and allow rescue team members to traverse through. An inflatable feed-tube partition that can rapidly block large openings such as underground passageways and simultaneously provide a feed-tube for high-expansion foam generators was also deployed for several simulations. During the simulations, mine rescue team members donned self-contained breathing apparatuses (SCBA) and traversed more than 400-m of mine passageways filled with nontoxic smoke. Visibility ranged from 0.3 to 0.9-m. In one area of the mine, a kerosene heater was used to simulate a fire and reduce the oxygen concentration. In another area, a 1.5 pct methane zone was established. The team members searched for "victims,” administered first aid, mapped the passageways, built temporary stoppings, and ventilated the smoke-filled entries. Advanced training included the extinguishment of a conveyor belt fire in a surface fire gallery. Two teams, each carrying charged waterlines, were escorted into the fire gallery through both doors. These teams controlled the rollback smoke and extinguished 7 to 9-m of burning conveyor belt. Team members indicated that the exercises were extremely beneficial due to the realism of thetraining simulations.

NIOSH researchers have been examining underground coal mining activities in order to evaluate work crew hazards. In 1994 a continuous mining machine operator was killed by falling roof during extended cut mining. Many aspects of the incident were used by NIOSH researchers to develop a scenario interview. The goal was to provide a realistic framework for acquiring frank and detailed insights. The interview consists of two sections. The first describes the underground mining conditions. The second recounts the fatal incident. Each section is supplemented by a diagram and a set of questions addressing relevant safety issues. The interview was administered at three mines that actively take extended cuts. Researchers found the scenario approach to be an effective interview tool as well as an effective hazard awareness and safe work practices training platform.

The feasibility of locating a buried vertical magnetic dipole source (horizontal loop) from surface measurements of the vertical and horizontal magnetic field components has been investigated by Wait (1971). , For sufficiently low frequencies, the magnetic fields have a simple static-like behavior, and a single observation of the ratio and relative phases of the vertical and horizontal field components is sufficient for location when the earth is homogeneous. However, when inhomogenieties are present, the surface fields will be modified, and source location may be more difficult. In order to obtain a quantitative idea of the surface field modifications, we consider a spherical conducting zone as a perturbation to the homo- geneous half-space. A rigorous solution for the buried sphere problem has been formulated by D'Yakanov (1959). Unfortunately, his solution is restricted to azimuthally symmetric excitation, and even then the solution is not in a convenient computational form. However, if the sphere is electrically small and is located at a sufficient distance from both the dipole source and the interface, the scattered fields can be identified as the secondary fields of induced dipole moments. The latter are equal to the product of the incident fields and the polarizabilities of the sphere. The details of the approach are given by Hill and Wait (1973). Wait (1968) has used this induced dipole moment approach for scattering by a small sphere above a conducting half-space. The method has the advantage that it is easily generalized to scatterers of other shapes for which both the electric and magnetic polarizabilities are known, such as spheroids (Van de Hulst, 1957). "The term ""manjak"" is applied to a variety of bitumen or solid hydrocarbon occuring on the Island of Barbados, West Indies, and in Utah, Cuba, and Trinidad. The deposits on the latter island are found within a distance of three miles of San Fernando, the second largest town on the Island, and within three miles of the famous asphalt lake.In chemical composition, manjak is like asphalt. It is almost pure bitumen. Its melting point is, however, more than 4000F. whereas asphalt melts at 1000F. In composition, it consists of 80 to 90 per cent carbon, the balance being chief¬ly hydrogen, with a small quantity of sulfur. It resembles coal in appearance, is odorless, hard, and brittle. It is found in thin beds between layers of clay.The island of Trinidad is rich in this mineral resource. Its development has as yet hardly begun, and the exportations already made have been with the view of testing out the ma-terial. During 1918, exports to the United States were valued at about $3100, and in 1919, up to October 1, they totaled 41 tons, valued at $1900. Prior to 1900, manjak was mined on a small scale in Trinidad, but for various reasons, very little was done between 1900 and 1913. In the latter year, mining operations were resumed by the Trinidad-Tarouba Oil Development Company, of San Fernando. At the present time, there are five shafts, one of which has reached a 37 foot bed of manjak at a depth of 400 feet. Operations could be greatly extended if there were a greater demand for the material.It has not been found profitable to export manjak from Trinidad in the crude state as the price received, namely $35 per ton, hardly covers mining expenses. These are increased by the necessity for careful and thoro timbering on account of the clay formation.Compounds, made by combining manjak with mineral oil command fair local prices which have enabled mine operations to proceed at a profit. Experimentation is still in progress with different mixtures of manjak and oil for various purposes. The manjak, recently sent to the United States was for the purpose of ascertaining whether American oils would be more economical and useful for mixing with the manjak than the Trini¬dad oils. It is the plan to erect a plant very soon for the manufacture of a variety of manjak paints and compounds.Manjak is rapidly increasing in use, particularly in connection with the oil industry. It is produced in close proximity to the oil wells in Trinidad. It is boiled with oils at high temperatures and converted into compounds and paints for nearly every purpose where a preservative is needed, for example, on pipe lines, boilers, chimneys, and miscellaneous iron ware, machinery, etc. It is usually applied in the liquid state, hardening into a tough, rubberlike coating. It has low viscosity, and is not affected by ordinary heat. It makes an excellent insulating material and is impervious to both air and water. In hot and damp climates, like that of Trinidad where pipe lines quickly deteriorate, their life has been pro-longed for extended periods when painted with this material."

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.

As here tofore lime manufacturers are invited to cooperate to the fullest extent by supplementing the Bureau's information with the results of their own experiences and observations . Waste utilization is the key to success in many enterprises , and with a broader knowledge of this branch of the lime industry more economical operation is made possible . Your assistance in compiling additional data on this subject is solicited , and such assistance may be rendered by writing answers to the questions on the final page of this report .

Average production from longwall mining operations in the United States has risen from approximately 800 tons per shift in 1980 to over 4,600 metric tons per shift in 1999. Such a large increase in production has the potential to generate significantly more dust. Previous NIOSH research has shown that, on average, respirable dust levels generated by the shearer accounts for 50% of the airborne dust generated during longwall mining. Ventilating air and water are primary controls being used in an effort to reduce longwall dust levels. Longwall operators are applying more air and water than ever before and have expressed concern over reaching maximum practical limits for these controls. Full-scale laboratory tests are being conducted to evaluate the impact on shearer-generated dust levels for changes in face air velocity, water quantity at the shearer, water spray pressure, spray system design, mining height and cutting direction. Results of this research should identify the most appropriate control levels for various operating conditions. The greatest hazard of early mining was from explosions of methane ignited by open lights . With the advent of safety lamps and forced ventilation this hazard was greatly reduced until the application of electricity to modern mining not only multiplied the sources of gas ignition but the accompanying , machines and haulage systems increased the amount of explosive dust , through which a methane explosion is more liable to become a major mine disaster , and thus greatly furthered the need of adequate ventilation to keep down the concentrations of methane . Adequate ventilation is still the best preventive of such explosions . However , even with a well laid out and controlled ventilating system the amount of air passing through entries and rooms is liable to vary within wide limits because of open doors , falls of rock , or other accidental causes . The percentages of methane under normal conditions should therefore be kept so small that they will not be increased to explosive proportions by short interruptions in ventilation . Mine ventilation and methane detection are inseparable safety precautions . The increasing importance of ventilation necessitates more accurato determinations of the methane concentrations throughout the mines . This paper discusses in detail some of the steps in the development of methane detection and specially notes the more accurate detectors now available . One of the earliest means of detecting methane was by a candle . About 1835 , John Buddle , Sr. , a noted mining man of his period , when questioned by a Parliamentary Committee as to the safety of using candles , replied :

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

Sections 120 and 121 of Article XI. Fire Control, of a proposed Mine Safety Law in preparation, to be used as desired and when approved by any State, contains these provisions: After the adoption of these regulations, no mine operator shall erect any nonfireproof structure within 50 feet of any mine entrance. or airway. Every operating mine having nonfireproof structures within 50 feet of any mine entrance or airway, except headframes necessary for hoisting, shall have such structures fireproofed or removed and replaced with fireproof structures within six months of the adoption of these regulations. Before reopening, mines idle at the time of the adoption of these regulations shall have all non- fireproof structures fireproofed, removed, or replaced with fire- proof structures as required by the foregoing sentence. Upon receipt of the written statement of a mine operator that the fireproofing of existing structures is impracticable, the chief mining engineer (of the State commission) shall satisfy himself as to the abouracy of the statement. If he concurs that fireproofing is impracticable, and if at the same time he holds the opinion that adequate protection can be provided otherwise by such procedure, he shall have authority to issue a written permit for the substitution of fireproof door at or near portals of mine openings and collars: of shafts. Such doors shall fit as nearly gas-tight as possible. and shall be installed in such a way that the mouths of mine open- ings can be closed readily from outside of structures. The effec- tiveness of such permit may be made contingent upon the operator's continued compliance with any additional precautions which are necessary in the chief mining engineer's opinion to protect the lives of miners.
