While the original purpose of the Bureau of Mines work on fluorine micas was to synthesize large single crystals or film suitable to replace natural muscovite or phlogopite, the objective was broadened to include development of the many possible fluorine micas as a class of new, unique materials. Several methods were developed for the synthesis of the fluorine micas at atmospheric pressure: Solid state reaction, melting in crucibles, internal resistance electric melting, and arc resistance electric melting. The latter two methods are now med commercially. A variety of fluoromicas were synthesized by isomorphic substitution including disilicic, trisilicic, and tetrasilicic. Fluorophlogopite, KMg3AlSi3O10F2, is the fluoromica most widely used. While most of the fluoromicas are completely stable to water, many water-swelling fluoromicas and fluoromontmorrilonoids were synthesized. Single crystals or film of the fluorine micas were grown to 2 inches or more by a number of methods, but none has as yet proved economical. In the report, detailed data and descriptions are given on compositions, syntheses, products, and uses, and on the properties including physical, dielectric, chemical, X-ray, optical, and structural.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSS systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

1. Domestic Production and Use: In 1983, 12 companies operated 27 primary aluminum reduction plants, with 4 firms accounting for 65% of production. Washington, Oregon, and Montana accounted for 35% of the production; Indiana, Kentucky, Maryland, New York, Ohio, and West Virginia 35%; Tennessee, Alabama, South Carolina, and North Carolina 14%; other central States 16%. Based on published producer prices, output of primary metal in 1983 was valued at over $5.7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 37% of domestic consumption in 1983, transportation 19%, building 17%, electrical 9%, consumer durables 8%, and other uses 10%.

This paper gives the results of a reconnaissance of the mining districts in Humboldt County, Nev., made during the month of June, 19373/. During the field work, virtually all the mining districts in the county were visited and many data were obtained on a number of active and inactive properties. No attempt has boon made to include in this report all the properties in the various mining districts, and it should be emphasized that whether or not a property is mentioned herein has no being on its merit. The report covers the location of the various mining; districts, types of deposit, information on past operations and current activity, and general information likely to be useful to operators, investors, and others interested in mining. The geology of the deposits is discussed only briefly. The names of the various mining districts mentioned in this report are those generally used when they were organized for purposes of record and regulation. As organized, the districts embraced largo areas with no definite boundaries, and the names have little significance.

Entering June, U. S. producer pricing of 99.5 percent unalloyed aluminum ingot was divided at 53-57 cents per pound. The Kaiser Aluminum and Chemical Corp. took the initiative and raised its June 1 ingot values by 4 cents to 57 cents. Consolidated Aluminum Corp. announced plans to increase ingot prices by 4.5 cents per pound to 57.5 cents per pound effective May 15. Dealers increased their May ingot quotes by 1.5-2 cents to 50-50.5 cents. CADMIUM While producers in the United States kept May cadmium at $2.25-$2.50, dealers increased their quotes by 15-30 cents to as high as $2.15.

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.

Electric power curtailments resulting from the coal strike, required Noranda Aluminum, Inc. to shut down its 140,000 ton-per-year (tpy) primary aluminum smelter at New Madrid, Mo., and layoff 308 workers. Other primary aluminum production facilities affected by the coal strike included the Aluminum Company of America plant at Evansville, Ind. which shut down half of one potline; the Eastalco Aluminum Co., smelter at Frederick, Md., which cut production by 7 percent; and the National-Southwire Aluminum Co. plant at Hawesville, Ky. which cut production by 6 percent. Alumax, Inc. announced that construction had started on a 91,000 tpy potline at the Eastalco primary aluminum smelter. The new potline will be owned 65 percent by Alumax and 35 percent by Mitsui & Co. Ltd. Howmet Aluminum Corp., which currently owns 50 percent of the existing 176,000 tpy facility, has the option of becoming a 50 percent owner of the third potline in 1982. Construction of the new line was scheduled to be completed in 1980.

The extremely cold weather and heavy snowstorms of January and February in northeastern Pennsylvania--with frozen mining equipment, diminished preparation and lack of railroad cars--severely hampered the production and distribution of anthracite. As a result, the previous estimates for the 2 months have been revised. On March 1, 1977, at the Porter Tunnel of the Kocher Coal Company at Tower City, Pa., an underground flash flood, which apparently broke through the wall of an adjoining abandoned shaft, swept through the mine. As of March 9, 1977, four miners were reported killed, three injured, and five trapped in the wreckage. The Kocher Coal Company began operations at the Porter Tunnel in 1968 and has had no fatalities until this current tragedy. The mine employs 20 persons on the surface and 115 miners underground, producing 750 tons of coal per day. Of the 109 underground mining operations in the anthracite region, this is the one remaining large mine that employs over 100 men.

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

The Aluminum Company of America announced a temporary reduction of the operating rate at its primary aluminum plant at Palestine, TX where it is developing a new process to produce aluminum metal by electrolysis of aluminum chloride, Output will be reduced by half to about 7,500 tons per year while some improvements are being made on the chemical segment of the plant. The modifications were expected to take 3 to 4 years to complete. Alcan Alumininum Ltd., a major U.S. supplier of aluminum, reported declaration of force majeure on aluminum ingot shipment commitments following the shutdown of its primary aluminum plants at Arvida, Isle Maligne, and Beauharnois, Que. The shutdowns, which began early in June, resulted from management and labor differences.

The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

Demand for primary aluminum ingot increased during February, and several producers temporarily suspended new bookings for ingot. Alcoa announced that it would restart a potline at its Warrick, IN aluminum smelter by April 1, 1979, increasing the operations of that plant to its full capacity of 290,000 tons per year. At the end of February, it was reported that Alcoa would reactivate two of the seven units at its idle Point Comfort, TX smelter in May 1979, increasing the company's annual capacity by about 60,000 tons.

Based on published producer prices output of primary metal in 1976 was valued at $3.8 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1976 building accounted for about 25%; packaging 22%; transportation 19%; electrical 13%; , consumer durables 8%; and other uses, 13%.

"The Stoddard mine, Cheshire County, N. H., was explored by the Bureau of Mines in 1944 as a source of the strategic fluorite. It was reported that the vein persisted in the bottom of old workings and the geology of the immediate area indicated the possibility of finding additional lenses.In its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts pre¬liminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.Special acknowledgment is expressed for the cooperation and assistance given by Robert F. Sherwood of the United Feldspar & Minerals Corp.; by McHenry Mosier, chief, College Park Division, Mining Branch, who aided in re¬vising this report; and by J. B. Y.Property titles were not investigated.The fluorite deposits of Cheshire Count', H. H., have been known for many years, being reported by Jackson, (Geology and Mineralogy of New Hampshire, by Charles T, Jackson, 1844) and by Hitchcock, in1878 (Geology of Now Hampshire, vol. 3, 1878, by Charles H. Hitchcock). A large pit on the largest or east vein was mined by Lovat Frazer from about 1908 to 1917, This operation is reported to have produced approximately 3,500 tons of fluorspar. In 1917, the American Steel & Wire Co, took over the mine end is said to have produced 3,500 tons of fluorspar before relinquishing the lease in 1923.From 1935 to 1937 the New Hampshire Fluorspar Cc. operated the Stoddard mine, working chiefly on the most westerly of the three known veins on the property, as well as doing some preliminary work on the small central vein. In 1938, the United Feldspar 6 Minerals Corp. leased the mine, and less than 100 tons of fluorspar was produced from exploration and development work, No mining has been done since that time."

Throughout October, U.S. producers priced unalloyed 99.5 percent aluminum ingot at 53¢ per pound. Dealers, in last month's domestic market, were quoting unalloyed ingot at a range of 45.5¢-46.3¢ per pound. Costa Rica recently issued a proposal to Japanese aluminum smelters to participate in an integrated aluminum-refining project which would include bauxite development. The project reportedly would include a 600,000-kilowatt hydroelectric power station, a 600,000-metric-ton-per-year alumina plant, and a 300,000-ton-per-year primary aluminum smelter. Two U.S. firms--Aluminum Co. of Amerjca (Alcoa) and Martin Marietta Co.--and several European aluminum smelters are also said to be interested in taking part in this project. Alcoa conducted a feasibility study for the Costa Rican Government in 1970 and estimated the bauxite reserves to contain 150 million metric tons.

"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining-substances; to promote health and safety, in the mineral industries; to conserve Material resources , and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other Mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes reports and articles published during the period January 1, 1975, to December 31, 1979. "In July 1943, the Bureau of Nines received an appropriation to investigate the beneficiation of Minnesota iron ores through the use of lignite. The broad objective was to find a way to link the large deposits of lignite in North Dakota with the low-grade iron ores of Minnesota. It was proposed that sponge iron might be made through new methods of processing, and one of the objectives was to determine the possibilities of gaseous reduction of fine ore. The problem of obtaining high-hydrogen reducing gases from lignite was assigned to the Subbituminous Coal and Lignite Section of the Bureau of Mines in August 1943.Through the advice of technical consultants and men familiar with the mineral resources of Minnesota and North Dakota, a tentative program of development was outlined. The first proposal was to study the gasification of lignite briquets in a standard water-gas machine. Previous experience with gasification of lignite indicated that the raw fuel would not be suitable for use in the conventional water-gas process on account of degradation, but gasification of lignite briquets appeared possible. Through the cooperation of the Northern State Power Co„ a series of tests was made at the company's plant in Grand Forks, N. Dak., on lignite-char briquets made by the Lehigh Briquetting Co. at Dickinson, Dak. These briquets are made by the Lurgi process, and they have been used satisfactorily as a domestic fuel. The object of the tests was to compare gasification properties of lignite-char briquets with those of gas. coke made from Kentucky coal, normally used in the Grand Forks plant. The tests revealed that the lignite-char briquets were not suitable for gasification, in the standard water-gas process because of disinte-gration and low efficiency caused by loss of fine carbon.While these investigations were underway, a joint Minnesota-North Dakota Development Commission was formed to aid in planning investigations on development of mineral resources of the two States. Some members of this commission were technical men, who with consulting engineers on the Bureau's staff made up an unofficial technical committee, and assisted in solving certain problems connected with gasification of lignite and beneficiation of iron ores. This committee has been of 'real assistance in guiding the investigation.A technical meeting was held in Minneapolis on November 10 and 11, 1943, for further discussion of objectives and certain technical problems. Results of tests on lignite briquets were presented, and several reports analyzing other methods of gasification were discussed. The Reyerson-Gernes process for the continuous gasification of lignite in an externally heated retort was considered from several angles. This process differs from others in that the natural moisture in the coal is utilized to help gasify the coal, and the volatile matter is largely decomposed. Although this process had been carried out successfully in a small steel retort, no definite design for a commercial-scale retort had .been developed. It was first proposed that the process might be carried out in a Glover-West retort. However, it was brought out that a Glover-West retort would require modification to simulate the process correctly, and that good results might not be obtained even then owing to the leakage of gas through the refractory walls and to an anticipated low rate of heat transfer at the gasification temperature suitable for lignite. Further, the probable leakage of inert furnace gas into the water-gas would be adverse to the Objective to obtain a gas that could be purified to 96 percent hydrogen."

During the period January 1, 1977 through July 31, 1977, 5 percent (264,000 tons) of U.S. capacity was closed due to power curtailments in the Pacific Northwest because of the shortage of water. During July, one plant in Tennessee cut production by 50,000 tons annually due to a power reduction by the Tennessee Valley Authority. Full capacity production was resumed at a West Virginia smelter during September. If demand for aluminum is strong it seems likely that aluminum supply during the remainder of 1977 and in 1978 will be tight. The price was increased 3¢ per pound to 51¢ per pound effective March 28, 1977, and by an additional 2¢ per pound to 53¢ per pound, effective July 5, 1977. New projects and expansion of existing facilities are planned by Australian aluminum companies over the next 2 to 3 years. The companies listed have committed themselves to spending approximately A$801 million: Alcoa of Australia Ltd. -New alumina plant at Wagerup, south of Perth. Darling Ranges bauxite is located near the proposed project. A$650 million. Coma 1 co Industries Pty. Ltd. -Increase bauxite mining capacity and upgrade or replace other facilities at its Weipa mines on Cape York Peninsula region of Northern Queensland. A$81 million. Alcan Australia Ltd. -Expansion program that will increase capacity of the Kurri Kurri aluminum smelter north of Sydney about 50 percent, and improvement of other facilities at the plant. A$70 million.
