The U.S. Bureau of Mines used a contact drilling strategy with short-collared assemblies in order to rotary drill long horizontal methane drainage holes in the Beckley Coalbed near Glen Daniel, WV. By decreasing the thrust, and increasing the rotation of the drill bit when in contact with the roof and floor rock, assemblies with 1-ft (0.3-m), 10-ft (3- m), and 144 (43-m) long collars were made in deflect and stay in the coalbed. Successful application of this procedure resulted in holes drilled full length in coal with the original assembly including bit. The test assemblies deflected away from the original bearings of the holes during drilling and arced. Four holes were drilled to depths ranging from 478 ft (145.7 m) before the strategy was developed, to 4,034 ft (1,230 m) when the strategy was applied. Total length of the holes in coal was 8,590 ft (2,618 m). After 577 days the total methane captured by the holes was 221,600,000 ft? (6,276,000 m3). The methane flow rate peaked at 805,000 ft3/d (22,798 m3/d), then decreased to stabilize at 670,000 ft?/d (18,974 m3/d) after 6 months.

luring the past two years the Bureau of ?,lines has been receiving from 100 to 150 coal mines in various States a report of each accident causing death, permanent total disability, permanent partial disability, or temporary disability lasting beyond the remainder of the day or shift on which the accident occurred. For each 100 accidents in these groups, there are perhaps from 35 to 45 accidents that do not disable the employee beyond the remainder of the day, and of these fraction-of-a-day accidents the Bureau has compiled no statistics. Information revealed by the reports is to the effect that falls of roof and coal in bituminous coal mines are responsible for 28 per cent of the temporary injuries to underground workers and 33 per cent of the days lost from all temporary injuries underground; they also indicate that falls caused 59 per cent of the deaths from all causes underground. Figures compiled by R. N. Hosler, of the Pennsylvania. Mine Rating Bureau, and covering accidents in bituminous; minis in that State, chow that 61 per cent of the deaths underground during the years 1917-1921 wore due to falls. Neither of these percentage figures includes deaths in major explosions; figures for all bituminous mines in the United States during the five years 1920-1024, inclusive of deaths in major explosions, show that 52 per cent of the deaths underground and in shafts were due to falls of roof and coal.

Improve the performance of waterjet nozzles used for water-jet-assisted cutting to optimize rock cutting efficiency. Approach The performance of a longwall shearer equipped for water-jet-assisted cutting was evaluated during an earlier study (Tech News No. 277). Waterjet nozzles were used to direct the solid streams of water that impacted the rock near the tip bits. The maximum water pressure that could be delivered to the nozzles was about 6,000 psi. Due to the "break up" of the solid stream of water, some of this pressure was lost before the water reached the rock. The pressure could have been increased by moving the nozzle closer to the bit tip but) moving the nozzle too close increases the possibility of damage to the nozzle. Study Results A test apparatus was built to measure water pressure at the location of water jet impact (see illustration). The target, a tungsten carbide plate with a 0.013 inch diameter orifice, was placed at the location of water jet impact. A pressure transducer, used to monitor impact water pressure, was positioned under the plate. Water pressure at the nozzle was maintained at 6,000 psi. The distance between the nozzle and target was varied from 2 to 5 inches.

Although early Spanish settlers used coal several centuries ago, significant commercial coal mining in New Mexico began in 1861, when the U.S. Army opened a mine to supply Fort Craig. Since then, coal from the state has been used to fuel railroads, lead and copper smelters, and other local industry. In recent years, lower-cost strip mining methods and an increased demand for coal by electric utilities in the Southwest have caused an increase in New Mexico coal production. The coal-bearing regions of New Mexico underlie about 25,000 square miles or20.6 percent of the total area of the state. However, the majority of coal-bearing regions lie under Indian lands that are regulated by the Office of Surface Mining (see Navajo and Hopi data on pages 72-75). Today, most of the coal produced in New Mexico comes from the San Juan Basin in the northwest part of the state and the Raton Area in the north central part. New Mexico's reserves are estimated to be 4.6 billion tons, about one percent of the national reserve. New Mexico's permanent regulatory program was conditionally approved December 3 1, 1980. Its Abandoned Mine Lands Program was approved July 17,198 1.

Enthalpies of formation of three sodium titanates were determined by hydrofluoric acid solution calorimetry, The values obtained for formation from the elements at 298.15° K are -370.9±0.5 kcal/mole for Na2TiO3, -832.1±0.9 kcal/mole for Na2Ti307, and -1,510.9±1.7 kcal/mole for Na2Ti6013. Tables of enthalpies of formation and Gibbs energies of formation are given as a function of temperature both from the elements and from the component oxides for Na2Ti03 and Na2Ti307.

The committee making this report, consisting of Walter Renton Ingalls (chairman), J. Parke Channing, James Douglas, James R. Finlay, and John Hays Hammond, was originally appointed at a meeting of the American Mining Congress at Denver, Colo., in No- vember, 1906. The object of this appointment was the drafting of a modern law governing quarrying and metalliferous mining which could be recommended to the several States for adoption, in the hope that the passage of such a uniform law by the mining States would tend to lower the number of fatal and serious accidents. The first step of the committee (the personnel of which has re- mained unchanged from the beginning) was to procure copies of existing laws from the officials of the several States of the Union. With the assistance of the Engineering and Mining Journal, copies of the laws of Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New Zealand, and certain European countries were also obtained. The replies to the inquiries made at that time developed the fact that a number of States in which mining was carried on had no laws at all. Other States were found to have elaborate provisions regulating coal min- ing, but none applying to metalliferous mining. Still other States were found to have miscellaneous and unrelated provisions passed at odd times, seemingly as the result of the occurrence of some dis- aster or other.

"The central rescue station maintained jointly by several mining com¬panies in a district, is gaining in popularity in a large number of mining districts throughout the country. A very efficient first-aid and mine rescue association, with rescue station, is in operation in 'the Globe-Miami, Arizona, district. This association, known as the ""Globe-Miami District Mine Rescue and First-Aid Association""; was organized on January 1, 1918. Due to the effective work of this organization, several incipient mine fires have been extinguished before the fire got under headway and before any severe damage was done.The mine rescue station, which is situated on the highway between the towns of Globe and Miami, Arizona, is centrally located with respect to the various mines in the district. The station was completed, and a full craw em-ployed for conducting it work on January 1, 1920.The directors and other officers of the association are selected from the mine officials whose properties are served by it. It includes seven large metal mining and metallurgical companies in the Globe-Miami district. The names of the companies, together with the number of men employed by each follows.A director is in charge of the station; he performs the executive work, and, is the managing head of all training in first aid and mine rescue. The director is assisted by three station attendants, one of whom takes the morning shift, another, the evening shift, and the third, the night shift. They exchange shifts every two weeks. As three shifts are maintained, an attendant is on duty at all times. He answers emergency calls in case of fires or accidents, assists with the first-aid and mine rescue training, the inspection of the first-aid boxes and supply bases that are located at the various mines, and attends to miscellaneous duties in connection with the operation and maintenance of the station."

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. The thermal conductivities of six rocks were measured by the transient line source method over the temperature range of -850 to 1,500° F. Close-fitting ceramic probes were used in 0.065-inch-diameter holes drilled through 5-to 6-inch-thick rock specimens. Taconite, granite, quartzite, and basalt were used in the tests. The method yields absolute data and is applicable to both laboratory and in situ measurements.

This report covers magnetic field strength measurements vs range and frequency in low-medium coal mines. Both quasi-conductor-free and conductor-proximity areas were investigated. The program covered 5 mines, 4 seams, 6 measurement sets, and 3 geographic areas. The results have been summarized in terms of maximum communication range expected per seam and noise condition. Scatter gain is further explored as a simple measure of energy coupled to conductors.

The U.S. Bureau of Mines recently conducted an investigation into the amount of respirable and quartz dust generated while mining rock in coal mines by continuous and conventional methods. The study was made at two mines that use both continuous and conventional mining. Results show that continuous mining produces 1.2 to 3 times more respirable dust, and 6.7 to nearly 15 times more quartz dust than conventional mining.

Over 2 million tons of steel furnace dust containing approximately 100,000 tons of zinc and 10,000 tons of lead are produced each year. Recycling of the dusts would conserve mineral resources, lessen land area requirements for disposal, decrease pollution problems, and aid in solving our balance of payment problem. Steelmaking dusts can be pelletized and thermally treated to remove lead and zinc and to reduce the iron oxide to form metallized pellets. In laboratory tests more than 99 pct of the zinc and 85 pct of the lead was volatilized from the dust by roasting at 1,000° C in carbon monoxide. The volatilized material can be collected and treated further for lead and zinc recovery. Reduction and volatilization of over 95 pct of the zinc and most of the lead was achieved by roasting self-reducing mixtures of steel furnace dusts and high carbon steelmaking wastes in an inert atmosphere at 1,100° C. Over 80 pct of the iron in the resulting pellets was metallized.

High-grade synthetic rutile has been produced in the laboratory from domestic ilmenite concentrates by a new carbonyl process. The ilmenite was first reduced to convert the iron oxides to metal and then treated at temper-atures over 1000 C in high-pressure carbon monoxide (CO) to convert the iron to the pentacarbonyl. Rapid carbonylation was achieved in the presence of small quantities of selected promoters. Maximum iron removal occurred at temperatures between 110° and 130° C at CO pressures from 1,000 to 1,400 psig. Iron pentacarbonyl appeared as liquid and vapor in the reactor and could be removed by gravity flow and vapor transport. More than 90 pct of the iron was extracted in 2-hr experiments at pressures of 1,000 psig and above. The Ti02 product is porous owing to the removal of the iron, has the rutile crystal structure, and is suitable for chlorination. Waste disposal problems associated with the process would be minimal because the iron pentacarbonyl can be decomposed to produce iron powder or pellets for sale and CO for recycling.

The Bureau of Mines has developed several techniques for draining methane from coalbeds in advance of mining. Drilling long horizontal holes from an underground location is one such technique, which was successfully demonstrated in the Pittsburgh and Sunnyside Coalbeds. The same technique has now been applied in the Mary Lee Coalbed at Jim Walter Resources, Inc. 's No. 4 Mine, Brookwood, Ala. , where two holes were drilled horizontally--one to a depth of 1,010 feet (308 m) and the other to 540 feet (165 m). The 1,010-foot (3083) hole proved successful in degasifying a portion of the Mary Lee Coalbed. The hole drained methane for 1 year, during which time the initial gas flow of 200,000 ft3/d (5,663 m3/d) declined to 65,000 ft3/d (1,840 m3/d). Total gas production was 40 x lo6 ft3 (1.1 x lo6 m3 ). The gas was of commercial quality, with 98 pct methane and a heat rating of 990 Btu/ft (36.89 Mj/m3). The methane emissions from the faces of the mine section advancing into the degasified zone were reduced by 60 pct. The 540-foot (165-m) hole was terminated prematurely when it became impossible to maintain an open hole. Because of caving, very little gas was drained through this hole.

C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its' capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

In 2001, a total of 2,144 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Coal mines comprised 14.7% of all mining operations. • Bituminous mines comprised 92.0% (n=1,972) and anthracite mines 8.0% (n=172) of coal mining operations. • More than 71% of coal mines were located in three states: Kentucky (29.5%), West Virginia (21.3%), and Pennsylvania (20.6%).

"There is continued activity in connection with probable reopening of old-time silver producers, but this is largely offset by other obstacles which make metal mining in Colorado a rather precarious proposition. Discussions at the joint meeting of the Colorado chapter of the American Mining Congress and the Colorado Metal Mining Association in Denver, January 20, 21, and 22, brought out many interesting facts, among them that Colorado, once a producer of high-grade ores, and with freight rates, smelting charges, etc. to accommodate high-grade ores, is now compelled to depend almost wholly upon low-grade complex ores or abandon mining, In the face of this, the railroads threaten to advance freight charges, and smelters , because of decreasing tonnage, high labor, etc., must either advance smelting charges or close (the Globe Smelter et Denver recently closed, and it is said that the Salida Smelter will close in February). A serious menace is the possibility of increase of rates by companies supplying electrical power, and the threat of the agricultural interests, now in the saddle in Colorado, to alter the laws so as to greatly increase the burden of taxation to be borne by the mines.In order to stimulate interest in Colorado metal mining, the Colorado Metal Mining Association and Colorado chapter of the American Mining Congress have planned to have an elaborately staged exhibit in the Denver Auditorium during the latter part of the coming summer, This exhibit will reproduce an old time mining camp,including mining structures such as mills, headframes, etc., as well as the camp saloons, dance and gambling halls, etc., together with mineral exhibits from many of the old time mines, no abandoned, but possibly to be reopened. due to increased price of silver, Inasmuch as the Bureau of Mines plans a National First-Aid meet at Denver in August or September, and the Rocky Mountain Mining Institute will also hold its summer meeting in Denver, it seems advisable to hold the three meetings simultaneously and it is proposed to have this done.Labor supply is fairly abundant and apparently not inclined to be dissatisfied; few, if any, strikes or other labor disturbances being found. In some mining regions advances in wages were posted January 1 and no wage reductions are noted.The Rocky Mountain Coal Mining Institute held its meeting at Denver, January 20, 21, and 22, and much attention was devoted to methods of bringing down coal without use of explosives chiefly by undercutting and subsequent use of hydraulic processes of forcing down the coal. Some attention was given the question of labor and it was suggested that the time is at hand when labor unions should be made responsible bodies by incorporation or otherwise. It was agreed to hold the summer meeting in Denver simul-taneously with the holding of the National First-Aid. and Mine Rescue Meet.In general, coal production in Colorado is proceeding satisfactorily with occasional interruption by local strikes, and tonnage is up to that being produced before the strike, but not nearly up to the record of 1918. In general, the labor supply is plentiful, but demand for coal is by no means great and unless some cold weather intervenes, it is probable that the lignite mines will have to go to a three or four day a week basis. There have been no recent disasters, but the Pictou mine of the Colorado Fuel and Iron Company encountered a heavy supply of water, and had to be abandoned until such time as arrangements can be made to pump or bale the water out."

APPENDIX C - HOISTING SYSTEMS - AVAILABLE EQUIPMENT C 1 - Introduction A survey has been made of available hoisting equipment which has applications for use in metal and non-metal mine emergency escape hoist systems. The information was gathered from a number of sources, including representatives in the USBM and MESA, mine operators, personal visits and telephone interviews with manufacturers, field visits to inspect equipment, advertisements, catalogues and indices of manufacturers. Wherever possible, technical specifications and prices were checked out with the manufacturer, or supplier. The sections on individual sub-systems and components, such as automatic control systems, winches and controls, are not intended to be all encompassing surveys. Rather a reasonable number of representative units in each category are discussed. The sample is large enough to provide a general picture of the kind of equipment available, including the abilities and limitations and a reasonable price range. "A comparative study of the intensities of the IR modes in the pjlotoacoustic and. FrIR spectroscopy of amorphous and crystalline SiO2 particles is presented. It is observed that in photoacoustic spectroscopy of amorphous SiO2, IR modes of surface species are enhanced by over an order of magnitude compared to the bulk IR modes of SiO2. This effect, though not yet understood, may find applications in surface science.Since the publication of the Rosencwaig-Gersho theory of the photoacoustic effect in solids in 1976 [1], a great deal of attention has been paid to the development .of photoacoustic spectroscopy (PAS) into an analytical technique for condensed matter studies, especially when combined with the modern Fourier transform infrared (FTIR) spectrometer [2-8]. PAS has now been applied to a variety of experimental situations [2, 3] and it is particularly suitable for opaque powders and for cases where ~ample preparation (e.g. mixing with KBr as is usually done in FTIR spectroscopy) is not desirable. Another area of interest is the depth profiling feature of PAS, which is studied by varying the modulation frequency of the incident radiation [2-8]. The one-dimensional Rosencwaig-Gersho theory for non-porous samples has been extended to other cases [9-12]. Recently it has become known [11, 12] that for porous samples with porosity the IR modes are enhanced by a factor proportional toe. This enhancement is due to the pressure wave set up in the interstitial gas in the porous sample and this enhancement has been reported by a number of groups [12-14].In this Letter we report the observation of anomalously large enhancement of the PAS signal for certain surface IR modes on the surface of amorphous silica particles. This observation differs from the previous reports in that certain surface modes are enhanced by over an order of magnitude compared to the bulk IR modes. Although the reasons for this enhancement of the surface IR modes in PAS are not understood at present, this observation may open up new approaches to the study of surfaces. Results of these initial observations are given in this Letter. ·Experimental studies reported here were carried out on an FTIR spectrometer (Mattson Instruments, Model Cygnus 100) equipped with an MCT detector. The same instrument was used for PAS studies in conjunction with an MTEC (Model 100) PA cell. The sample cell and the spectrometer are continuously flushed with dry, CO2 free air obtained by the use of Balston Instruments Air Dryer Filter System (Model 75-60). Usually data were collected for 32 scans at 4 cm-I resolution, although both scan and resolution can be varied. For FTIR studies, samples were mixed with IR-grade KBr and pelletised. For PAS, no sample preparation is necessary and data are ratioed against dry carbon black [4, 5]."
