Owing to an upsurge in export earnings. Cameroon made substantial economic Progress in 1978 and 1979. With a real growth estimated at 6%, the gross domestic product (GDP) for 1979 surpassed $5 billion.2 Crude petroleum production was providing a new potential in 1978 and 1979 for achieving national self-sufficiency. Among other benefits, crude petroleum exports were helping to offset the escalating costs of refined petroleum imports and to reduce the 14% to 17% annual rate of inflation. Over the 4 years prior to 1978, Cameroon's petroleum imports increased by 12.1% in volume annually, while the import cost increased by 24.5% annually to about $105 million. Total export earnings for 1978 were $805 million,3 to which crude petroleum contributed $25.3 million and crude aluminum product exports contributed $25.9 million. Petroleum exports had increased to about $240 million in 1979 and were in third place after coffee and cacao. Total imports for 1978 were valued at nearly $1 billion. The volume of petroleum imports decreased in 1979 to 552,000 tons, compared with 622,000 tons in 1978. The European Economic Community (EEC) countries purchased over 75% of total Cameroonian exports and provided most of the Nation's imports. The United States purchased $12.4 million in petroleum exports from Cameroon in 1978. The solubility characteristics of mono calcium aluminate (CaO A₁₂ 0 ) in water and in NaOH , Na₂ CO₂ , and NaOH - Na₂ CO₂ solutions were measured by determining the changes in Al2O3 concentrations in solution over a period of time at a specified temperature . The monocalcium aluminate was synthesized by sintering its starting components for 72 hours at 1,375 ° C. Distilled water and aqueous solutions of technical grades of NaOH and Na₂ CO₂ were used as solvents . The extraction of alumina from the monocalcium aluminate was dependent on the composition of the solvent and partially dependent on temperature for leaching . About 98 percent extraction of alumina from the aluminate occurred in Na₂ CO3 solutions containing 10 to 12 percent NaOH . Other solution compositions produce lesser extractions .

The present list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953, as well as Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54. Because standards have been revised and new ones added by the Bureau, this list contains classes of equipment not previously covered.

The study of neutrinos?particles infinitesimally smaller than atoms?would be significantly advanced if a deep underground facility were available that would filter out unwanted cosmic radiation. Encouraging progress has been made in satisfying the criteria for such a facility with the selection of the Homestake Mine in Lead, SD, by the National Underground Laboratory Committee as the recommended site for a National Underground Science Laboratory (NUSL). The Homestake Mine is America?s oldest and deepest underground mine, and its well-maintained infrastructure to depths of 2438 m below the surface makes the mine an excellent site for such a laboratory. The investigation reported here is an initial study of the stability of the first of the proposed chambers. A cylindrical room with a dome-shaped roof and floor was analyzed in three dimensions using the finite-difference program FLAC3D. The results were compared to recommended support requirements based on Barton?s Tunneling Quality Index, Q. Based on model results and observations from previous mining studies, large rooms with 50-m roof spans can be constructed and will remain stable at 2141 m below the surface in the Poorman Formation when the rock is reinforced with cable bolts. Construction may be possible at lower levels in the Yates Formation if more extensive laboratory strength tests confirm initial results.

This report is one of a series describing investigations by the Federal Bureau of Mines of the performance of various types of coal - cleaning equipment ; other reports in the series are listed in the bibliography . The information in these reports is useful to the coal industry and the manufacturers of coal - cleaning equipment in several ways : First , it assists the coalpreparation engineer who is planning a new plant to select the type of process best suited to the requirements by enabling him to forecast the yield and quality of clean coal obtainable with each type of equipment . Second , the information serves as a yardstick by which the performance of a plant can be judged and thus helps determine whether it is operating at satisfactory efficiency . Both these functions promote better coal - preparation practice ; that is , they help provide coal of more suitable quality for the market and likewise minimize the waste of good coal . This serves the interest of conservation with which the Bureau is vitally concerned . The present report deals with three plants using the Tromp dense - medium process , named after its inventor , K. F. Tromp , who developed the process in the Netherlands in 1936.5/ Selection of this particular dense -medium process for investigation was entirely a matter of convenience , and reports dealing with other dense -medium systems are planned for the future . Two baths are employed in one of the plants investigated . The first of these , handling 6- to 3 - inch coal , exhibited an exceptionally sharp separation between coal and impurity . Ventilation is undoubtedly the greatest single safety factor in the operation of a coal mine. Any condition or occurrence that interrupts the ventilating current or changes its normal course through the mine workings is a distinct hazard and should be considered as such by every coal-mine owner, operator, and worker. The hazard, of course, is much greater in a mine that is emitting gas, as an explosive mixture can accumulate in a very short period if the ventilating current is interrupted. It is common to find one or more entries producing 600 cubic feet or more of methane per hour. If the ventilating current were short-circuited from these entries for 15 minutes, there would be an accumulation of 150 cubic feet of methane, which, when mixed with enough air to dilute it to the lowest explosive point, would make about 3,000 cubic feet of explosive mixture; this gas could be ignited in almost any normally operated mine by a cutting machine or other electrical equipment. The ignition of this quantity of an explosive gas-air mixture can readily cause an explosion of coal dust that would completely wreck the underground workings and possibly some of the surface structures. In fact, the ignition of one-tenth of the above quantity of an explosive mixture of gas and air might readily start an explosion that would, extend through every part of a large mine. The possibility of occurrence of interruptions to the ventilating current has received comparatively little consideration from mine owners, operators, and workers in many parts of the United States. Such a possibility should be considered in connection with every mine that gives off explosive gas, and steps should be taken to prevent it.

"There is a considerable need for standardized respirable dusts with consistent, reproducible characteristics which simulate those of actual mine dust. The availability of such materials should be a significant factor in promoting coordinated research into dust characterization and mine monitoring, dust control, and the biomedical aspects of dust toxicology. The use of an opposed-jet, fluid-energy grinding system in closed circuit with a cross-flow, centrifugal air classifier for preparing bulk quantities of respirable-size dust has been investigated, and appropriate, standardized procedures have been established. By stage-crushing, screening, and fine-grinding with a Donaldson Acucut classifier/mini-grinder system, it is possible to produce bulk quantities of respirable dust at relatively high rates. Using minor modifications to the system, broader or narrower size distributions can be prepared within the respirable range. The system has been shown to reach steady-state with respect to product size distribution very rapidly. However, preferential grinding/classification effects appear to lead to a slow build-up of mineral matter in the circulating load with a corresponding slow change in product composition with time. In those applications where the dust composition is required to match that of the feed coal, it may be necessary to allow considerable time for a true steady-state to be established.Standard respirable dust samples have been prepared from coals representing the western (high volitile A bituminous), central (medium volatile bituminous) and eastern (anthracite) mining areas of Pennsylvania. Quartz and kaolin clay samples, representing important mineral constituents of coal dust have also been prepared. Extensive characterization studies have been performed on the samples to evaluate chemical and mineralogical composition and the distributions of particle size and specific gravity. Detailed information on the original coals is available from the Penn State Coal Data Base. The standard coal dust samples appear to simulate actual mine dust very well with respect to particle size and shape, but generally have somewhat lower ash content. Samples of these standard dusts have been made available to research groups concerned with respirable dust in mines."

Methane can be a significant hazard in coal mine longwalling operations and extensive methane mitigation techniques are employed by coal mine operators. Reservoir modeling techniques are used to better understand the liberation and migration of methane from the surrounding rocks towards the mine ventilation system. The caved rock behind the advancing longwall face, known as the gob, can contain high void ratios, providing high permeability flow paths to the methane. The gob is progressively compacted by the weight of the overburden, resulting in a reduction in the void ratio and associated permeability. Estimating the permeability distribution within the gob poses challenges due to its complexity. The authors have developed a new methodology to determine both horizontal and vertical variations in the permeability of the gob. Variations of the permeability in the vertical direction are based on a model of caving and block rotation, which considers the effect of block dimensions and fall height on the void ratio. Gob compaction by the overburden and associated permeability changes are determined from a three-dimensional geo-mechanical model which simulates the gob as a strain hardening granular material. The resulting three-dimensional permeability distribution in the gob is then transferred to a reservoir model. The paper demonstrates the application of the method and shows that reasonable results are obtained when compared to empirical experience and measurements.

The U.S. Bureau of Mines conducted research to develop an accurate, real-time, position monitoring and warning system for the vehicles used in surface mining. The product of this research will be technology to reduce accidents and injuries associated with the operation of surface mining haulage equipment. The position monitoring system should reduce accidents related to vehicle position and also increase the efficiency of haulage operations. This research was conducted in preparation for development of an accurate, real-time position monitoring and warning system, which notifies equipment operators when they deviate from a known safe course and are approaching a fixed hazard. A radar positioning system designed for marine applications was evaluated and a series of tests was run to determine the accuracy of the radar positioning system when used in a land vehicle. The radar position determination was compared to surveyed values. Both static and dynamic (moving vehicle) tests were conducted. The static test results were marginal and the dynamic test results were not accurate enough for the position monitoring and warning system. Although a promising technology, the system tested needs to be modified to meet the accuracy requirements of mobile mine equipment.

The Bureau of Mines for a number of years has been carrying on an investigation of properties of crude petroleum from producing, fields in the United States and the Western Hemisphere, and has published a series of reports on these fields, including oil fields of Oklahoma2. "The US Bureau of Mines and the University of Minnesota have developed design and performance criteria for a personal diesel exhaust aerosol sampler for underground coal mines. These are based on the premise that size can be used to separate diesel exhaust aerosol, which is mostly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. The sampler has three stages: a respirable aerosol preclassifier, a 0.8-um aerodynamic diameter inertial impactor to collect mineral dust and a final filter to collect the diesel aerosol. Using a sample flow rate of 2 L/min and gravimetric analysis to within 0.1 mg, the measure sub-0.8 um diesel aerosol has an a-priori limit of detection of 0.3 mg/m3.A miner working in an underground coal mine with diesel equipment is exposed to a wide array of pollutants from the diesel exhaust. These include CO, CO2. NO, NO2, SO2, diesel exhaust aerosol, and a variety of hydrocarbon compounds. A quantitative definition of the health risk resulting from these exposures remains elusive. During the past several years, though, progress has been made in defining the problem.Results from epidemiological studies by Garshick et al. (1988 ), animal inhalation studies by Mauderly eta). (1986), Iwai et al. (1986), and Brightwell et al. (1986) and in vitro studies by Lewtas et al. (1986) have provided sufficient data for the National Institute of Occupational Safety and Health (NOSH) to recommend that ""whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration"" (NIOSH, 1988). NIOSH further stated that ""though the excess risk of cancer in diesel-exhaust-exposed workers has not been quantitatively estimated, it is logical to assume that reduction in exposure to diesel exhaust in the workplace would reduce the excess risk.""The Mine Safety and Health Administration (MSHA) has also been directed by an advisory committee to establish a diesel exhaust aerosol standard and to establish regulations to minimize exposure to diesel pollutants in underground coal mines (MSHA,1988). Both reports point out the need for development of measurement techniques for respirable diesel aerosol.In the past four years, the US Bureau of Mines (Cantrell,1987 and Cantrell, et al. 1987), in cooperation with Marple, et al. (1986), at the University of Minnesota's Particle TechnologyLaboratory (PTL), have studied the use of size-selective sampling techniques to measure the mass concentration of diesel aerosol in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler for use in underground coal mines.These criteria are based on the premise that size-selectivesampling techniques,can be used to separate diesel exhaust aerosol, which is predominantly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. In addition to the performance criteria, this paper discusses the laboratory and field test data used to develop the criteria."

Past experience has shown that the penetration characteristics of the 10-mm nylon cyclone used on approved personal sampling equipment are significantly different from those determined in the laboratory using a nonpulsating flow source. The Bureau of Mines has developed and recommended a modification to presently approved equipment that will alleviate this difference. However, as a result of this modification, a new relationship for converting respirable dust concentrations measured with approved personal sampling equipment to equivalent concentrations as measured with an MRE instrument will have to be established. This Bureau of Mines report describes the underground sampling program conducted to establish a new factor for converting respirable dust concentrations measured with personal sampling equipment, modified with a recommended pulsation damping device, to an equivalent concentration as measured with an MRE gravimetric dust sampler.

"INTRODUCTION It is a recognized fact that in the coal-mining industry coal dust must be allayed to promote the safety and health of underground workers. The Bureau of Mines has been cognizant of the hazards of coal dust for many years, and the necessity of controlling such dust was acknowledged when the Federal Mine Safety Code was formulated. Accumulations of coal dust increase the explosion hazard in a bituminous-coal mine and facilitate the propagation of an explosion. Some of the coal dust produced in mining is inhaled by the workers and contributes to respiratory infection. Impairment of vision and personal discomfort resulting from working in dense clouds of coal dust reflect unfavorably on the efficiency of workmen. Considerable coal dust, originating at the working face, is carried in the ventilating current and deposited elsewhere in the mine, thereby increasing the explosion hazard. It is apparent, therefore, that if coal dust could be allayed effectively at its points of origin, the dust-explosion hazard in bituminous-coal mines would be reduced greatly.Although dust control is practiced in many bituminous-coal and lignite mines, the extent and effectiveness of control for the, entire industry-is not generally known. The purpose of this circular is to present such information clearly, and to encourage coal-mine operators to install dust- allaying equipment.Factual data on dust-allaying practices at working faces in a large number of the bituminous-coal and lignite mines in the United States were .compiled from reports on recent Federal inspections of these mines, The information is presented in tabular form to permit review of the dust-allaying practices of a substantial part of the industry, by States, and also according to employment, and loading practice."

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." An investigation was conducted on the conditions affecting the precipitation of aluminum by autoclaving synthetic solutions containing Na2SO4, Al2(SO4)3, H2SO4, and H2O. Virtually all of the alumina could be precipitated as natroalunite (NaAl3(SO4)2 (OH)6). This product could be readily filtered and dried. Results are reported in terms of alumina precipitated in this compound and not in terms of alumina itself. Solutions of ~ 0.30, ~ 0.60, and ~ 0.80 mole/liter A1203 and various concentrations of H2SO4 and Na2S04 were investigated. The optimum time and temperature for autoclaving were 20 to 30 minutes at 200° C. The highest yields of natroalunite were obtained from solutions containing little H2SO4 and ~ 2 moles Na2SO4 per mole A1202. Acid in quantities of 0.3 to 0.5 mole/mole of alumina in solution depressed the yield to 90 percent or less. In differential thermal analysis, at 1,000° C the natroalunite precipitate decomposed without melting to yield SO, and SO2 gases, a solid composed of Na2SO4, and gamma and alpha Al203. Continued heating to 1,200° C produced No SO, and alpha A1303. Water-leaching of this product removed the Na2S04 and left a final residue of alpha A1203.

"Abstract — Concentrations of tailpipe pollutants from diesel-powered. underground mine vehicles change over time due to engine wear and the need for maintenance. Since this deterioration in pollutant emissions may adversely affect the air quality in an underground mine, it should be monitored and controlled. This paper presents decision criteria concerning when to service a mine vehicle diesel engine. These criteria, based on mine air and tailpipe concentration measurements, are designed to maintain the tailpipe concentrations within limits that assure satisfactory mine air quality.Application of the deterioration criteria to mine vehicle emissions involves:establishing, for each pollutant, the allowable deterioration factor, anddetermining the deterioration factor, from the mine air and tailpipe diesel pollutant measurements, and the mine air threshold limit values (TLVs).If the deterioration factor is greater than or equal to the allowable deterioration factor the vehicle is removed from service for maintenance.An analysis applying the criteria to measurements made in an underground coal mine is presented. The tailpipe pollutant concentration data were collected using the Emissions Mea-surement Apparatus (EMA) developed by Michigan Techno-logical University. Since the TLV for diesel particulate matter (DPM) has not yet been established assumed mine air DPMTLVs of 15 and 1.0 mg/m3 were used in the analysis. For all of the diesel haulage vehicles included in the analysis. DPM was found to be the critical pollutant (the one most in need of control). For an assumed mine air DPM TLV of 15 mg/m3 none of the diesel haulage vehicles would he removed from service. However reducing the DPM TLV to 1.0 mg/m3 would make it necessary to remove two of the three vehicles tested from service."

"The author was a member of a Commission sent by the Secretary of the Interior to France to investigate developments in mining and metallurgy under stress of war conditions, and also to observe the extent and character of the destruction of the collieries and the steel and iron plants, and methods which were being taken to reestablish them. This commission consisted of F. G. Cottrell, Chief Metallurgist of the Bureau of Mines, Frank H. Probert, Dean of the University of California Mining School, and George S. Rice, Chief Mining Engineer of the Bureau. While conducting this investigation a trip was made to the Saar Basin to observe the conditions there. Following this Mr. Rice acted as advisor on mining matters to the Representative of the Economic Council in an Interallied conference held at Cologne in April 1919, and subsequently visited the mining districts in central and southern France, Belgium, and Great Britain.The Germans, in planning a campaign for world supremacy, had as one of their first objectives the seizing of the important Briey iron ore deposits of France and the coal fields of Belgium and northern France.Large resources of coal and iron have led to the commercial greatness of the countries possessing them, as exemplified by the great development first in England then in the United States, and in Germany when the minette high phosphorus iron ores became useful through the invention of the Thomas and Gilchrist dephosphorizing process in 1878. However, this development was anticipated by the German scientific advisors in 1871, and led to the then known deposit of minette ore in Lorraine being taken from France by Germany.When these ores became available, Germany made such tremendous strides that its minette ore developments were not sufficient and importation of ore was necessary. Meantime France, by drilling, had established the extension of the minette ore field into French Lorraine. Then it was discovered that France had greater resources, while the German resources were being rapidly depleted.Although Germany, in its Westphalian basin, possessed the most important coal field on the Continent, containing the largest resources in coking coal outside of Great Britain, its coal was distant from the sea coast, so it could not be an important factor in the export business. No doubt this fact caused the German Imperialists to look forward: to securing the coal basin of Belgium and northern France for future ocean trade.It was a striking feature in the German conduct of the war that, although the steel and iron plants of Belgium and France and other industrial establishments in the invaded regions of Belgium and France were utterly destroyed, the iron mines in French Lorraine were not destroyed nor materially damaged by the Germans in their retreat, while the destruction in France continued until the day of the Armistice. The other striking fact is that the coal mines Of Belgium were not destroyed. It can only be conjectured whether this was due to President Wilson's threat of retribution, which did not stay their hand in France, or was due to the fact that they did not consider Belgium as a real competitor. It was evident they wished to cripple France industrially when they could not hold these northern provinces."
