Mining and reclamation procedures that meet the requirements of SMCRA are illustrated on pages 8 and 9 for each of the three major surface coal mining methods -- area mining, contour mining, and mountaintop removal mining. The three methods involve the same basic steps: clearing the land of trees and other vegetation, removing topsoil and overburden, mining the coal, and reclaiming the land. Although all three methods would not usually occur on any single site, the illustration facilitates comparison of mining and reclamation methods and aids basic understanding of the reclamation processes that take place under SMCRA. Area Mining The area mining method is commonly used to mine coal in the flat to moderately rolling terrain found principally in the western and midwestern states. After the overburden is excavated down to a coal seam, the mining area is enlarged horizontally to expose more coal for removal. In the West, where coal seams are commonly 10 to 20 feet thick (and range up to 100 feet thick in the Powder River Basin of Wyoming), the life of some mines maybe more than 50 years. In the Midwest, coal seams are typically 3 to 7 feet thick and 75 to 100 feet below the surface. Because of the large expanse of area mines and their relatively unrestricted sites, enormous equipment is used to remove overburden and reconstruct the land. The area mining operation in the illustration is on land that was formerly used for farming. The drawing shows that the agricultural use is being reestablished immediately following reclamation. Mining is proceeding across the land toward the left side of the site. The initial excavation was made far enough away from the stream along the right edge of the site to prevent damage to the water supply. The coal under most of the site has been removed, and reclamation has been completed on some of the land. For example, some of the cattle in the foreground and those in the feedlot behind the silo are grazing on reclaimed land that has been mined. At the far left of the illustration, topsoil from the unmined area is being removed by scrapers, transported across the area of active mining, and immediately spread on the land on the right, which is being reclaimed. The Mesabi iron district of Minnesota has a potential production of over 50 million tons of iron ore annually. The large shipments of ore each year are gradually depleting the reserves, and if the present rate of production is to be maintained there must be a growth in the present available ore supply. Growth is a natural course. The growth of a city may be affected by the addition of city blocks or by the improvement of utilities necessary for its betterment. These may go on in the order named or concurrently. The city-block type of growth of the Mesabi has been tremendous, and the "betterment" type has followed in due course. Probably the former has reached its limit, and if so, more time will be allotted to the latter. It is not the intent of this paper to present either a eulogy of the wonderful mining methods or a history of the milling, but it is pertinent to say that if the lean-ore area continues to produce, the continuance will be more the result of further improvement of milling methods now well under way than of extension, of boundaries by the city block plan of growth. In an examination of the western end of the Mesabi district one finds sludge basins containing millions of tens of millable ore rejected by washing plants which were built for economy in operating cost and with little thought of conservation, and rich tailings piles of jigging plant rejects. In addition, there is an appreciable tonnage of bowl rake products so low-grade that it requires mixing with the best ore of the district to make it merchantable.

The vapor pressure of manganese in equilibrium with a series of liquid iron-manganese alloys was determined by the carrier gas method over a broad range of alloy composition. From these data the activities of manganese in the iron-manganese system were calculated. The system appears to be ideal.

The heat capacity of dimo1ybdenum carbide (Mo2C) was measured from 51° to 298° K, and the entropy at 298.15° K was evaluated. Heat content measurements above 298.15° It were conducted for dimolybdenum carbide (M0caY) and monotantalum carbide (TaC). The results were combined with known heats of formation and the 298.15° K entropy for TaC to obtain values of the heat and free energy of formation from 298.15° K to 1,400° K for MoaC and from 298.15°K to 1,800° K for TaC.

The vaporization thermodynamics of the aluminum-silicon carbides Al4SiC4 and Al8SiC7 were studied by the Bureau of Mines over the temperature range of approximately 1,500 to 1,700 K. Vapor pressures were measured by a Knudsen effusion-mass spectrometry technique in which powdered samples were effused from graphite crucibles through small orifices. For each compound, a total of six orifice diameters was tested to verify equilibrium within the cell. Aluminum, mass number 27, was the only vapor species detected over the range 4 to 200 amu. Experimental results are based on the following equations for incongruent decomposition: A14SiC4(cr) - 4A1(g) + SiC(a,hex) + 3C(gr); Al8SiC7(cr) - 8A1(g) + SiC(a,hex) + 6C(gr). The observed vapor pressure-temperature relationships determined with a cell orifice area of 2.0 x 10-3 cm2 for Al4SiC4 and 1.81 x 10-3 cm2 for A18SiC7 are the following: Log P - (-18,682/T) + 12.476, for Al4SiC4 (1,550 to 1,643 K) and Log P = (-19,308/T) + 12.421, for Al8SiC7 (1,526 to 1,784 K), with P in pascals and T in kelvins. Third-law analysis of the data provided the following heats of formation: A14SiC4 ?H at 298.15 K - -50.0 kcal/mol and A18SiC7 ?H at 298.15 K - -92.1 kcal/mol.

This report describes recent improvements the Bureau of Mines made in the design of its shearer-clearer water-spray system for dust control on lonwgall shearer faces. The improvements were based on findings from a field survey of six mines and laboratory test results. The report in-cludes information on installation and use of the improved shearer-clearer system and describes a field installation and 3-week underground test of the system. The improved shearer clearer, like its predecessor, reduces dust concentrations in the shearer operator's walkway by splitting the airflow on the upwind side of the shearer and confining the dust cloud to the face side of the shearer. The improved shearer-clearer system utilizes more practical-mounting locations for the water sprays and requires less water consumption. In the underground test, the improved system maintained the clean-air split in the walkway up to 40 ft downstream from the shearer. To further improve dust suppression, cooling-water manifolds were relocated into the loading zone. The laboratory and underground tests showed that the improved shearer-clearer system and the techniques described can significantly reduce the respirable dust exposure of shearer operators from shearer-generated dust.

The extraction and recovery of nitrate from waste solutions generated in the production of titanium were investigated using solvent extraction techniques. Laboratory studies and continuous tests in a small solvent-extraction system showed that up to 98 percent of the nitrate can be selectively extracted by a solution of tributyl phosphate in kerosine. The extracted nitrate can be recovered as nitric acid, at concentrations suitable for reuse, by stripping the loaded organic with water.

Future applications of seismic holography to "seismically transparent phase objects," such as rock inclusions, fracture zones, liquid-filled cavities, etc., will require techniques to improve the poor image contrast generally characteristic of these objects. Although conventional phase-contrast enhancement techniques could be used, these methods involve additional optical elements such as quarter-wave spatial filters. Owing to the anticipated practical difficulties of properly alining such optical devices and properly locating poorly defined image planes and filter planes, this approach is not considered to be well-suited to the case of seismic holograms and their laser reconstructions. Results similar to those achieved with spatial filters may be obtained without filters by specially processing the seismic hologram data. The new process, which is an extension of Gabor's subtraction holography, achieves an improvement in contrast by an interferometric technique. The process involves adding a ?before" hologram without an object present to a 90° phase-shifted "after" hologram with the object present. Then, the combination is reconstructed with a laser or by computer. Not only is the image contrast improved in such processed holograms, but the images are also phase-contoured. In general, the latter feature is not to be expected when conventional phase-contrast enhancement techniques are employed. The new technique is experimentally verified by examining computer-generated synthetic seismic holograms rather than by examining actual seismic field data. However, results of this study are directly applicable to real seismic data and should prove useful in future applications of seismic holography.

Two hydrated calcium aluminates , formed by side reactions in the leaching step and desilication step of the lime- soda sinter process , were investigated to better define their influence on alumina recovery . The two calcium aluminates , Caз [ Al ( OH) 6 ]₂ and зCa0.Al½ 03 · ( 8-12 ) H₂ ) , were prepared and identified by chemical and X- ray analysis . The relative proportions of each of these compounds formed in typical leach solutions at several temperatures were determined . The influence of free lime as a promoter of calcium aluminate formation was also investigated . The formation and precipitation from leach liquors of calcium aluminates contributes to the low alumina recoveries in the process . The presence of carbonate ion in the leach solution suppresses calcium aluminate formation and precipitation and results in higher alumina recovery . Hydrated calcium aluminates are formed in the aging of lime - soda sinters in the normal atmosphere .

This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate-mines in various foreign countries. This interpretation of the mining laws of Greece was prepared from information furnished by Ralph B. Curren, American assistant commercial attache, Athens, in reply to a questionnaire of the United States Bureau of Mines, transmitted through the courtesy of the commercial laws division of the Bureau of Foreign and Domestic Commerce. INTRODUCTION In his report,3 Mr. Curren states that the source of his information was the Director of Mines of the Greek Ministry of National Economy and the Mining Code of Greece, which was, compiled from existing laws in 1929,4 and which has since been modified by several acts of Parliament.

Heat content measurements were conducted for GaPo.996 and InPo.986 over the temperature range from 298° to 1,100° K, and for In2S2.897 over the range from 298° to 1,200° K. Both the actual experimental data and values adjusted to conform with the stoichiometric compositions (GaP, InP, and In2S3) were reported. Entropy increments above 298.15° K were calculated for the stoichiometric compounds, and heat content and heat capacity equations were derived.

This report describes in detail a unique occurrence of fersmite, (Ca, Ce, Na) (Cb, Ti, Fe, Al)2 (0, OH, F)6, which occurs as small anhedral inclusions and intergrowths with a tantalum-free columbite found in the metamorphic complexes of Ravalli County, Mont. Chemical and crystallographic data along with the physical and optical properties agree in general with those given in the original description of fersmite from the Ural Mountains of Russia. X-ray diffraction data not given in the original description and more specific optical data have been determined. The Montana fersmite, now established as the second occurrence of this rare calcium-columbate mineral, was discovered during a routine Bureau of Mines mineralogical examination of a prospector's sample.

The major fire and fire injury findings for all metal/nonmetal mining categories for 1990-2001 are shown in tables 64-65. Table 66, partly illustrated in figure 22, shows the number of fires, fire injuries, fire fatalities, risk rates, employees' working hours, and lost workdays for all metal/nonmetal mining categories by time period. For all metal/nonmetal operations (including stone and sand and gravel), a total of 518 fires occurred during 1990-2001; 296 of those fires caused 308 injuries and 4 fatalities (Ewhr = 4,012 x 106 hr, In = 0.015, LWD = 36,204). Thirty fires and 26 injuries involved contractors. The greatest number of fires and fire injuries occurred at surface operations; the highest risk rate values were also calculated for surface operations. The number of fires increased during the first four 2-year time periods (1990-1991, 1992-1993, 1994-1995, and 1996-1997), then decreased during the last two periods (1998-1999 and 2000-2001). The number of injuries showed a decrease throughout the periods, accompanied by an increase in employees' working hours. Twenty-five firefighting interventions by mine rescue teams in underground mines and at least 30 interventions at surface operations were required to combat these fires. However, 45 fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. Ninety-seven fires were detected late, and 30 fires were undetected. The ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flame (169 fires or 33% with 137 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (89 fires or 17% with 46 injuries and 3 fatalities), heat source/explosion and flammable liquids/ gas/refueling fuel on hot surfaces (98 fires or 19% with 73 injuries), electrical short/arcing (51 fires or 10% with 16 injuries), and spontaneous combustion/hot material (46 fires or 9% with 17 injuries). The flame cutting/welding spark/slag/flame source caused fires usually involving welders' clothing or oxyfuel/grease and other materials (including chute and dust collector liners, flammable liquids, belt material, crusher, hopper and shaker deck materials, washer plants, equipment mechanical components, stampler breaker, hydraulic fluid, rubber tires and hoses, gear boxes, bin feeder, dump rope cables, screen liner and screen panel, kiln and shaft material, pipelines, liquor pumps, wood pallets, electrical junction boxes, handrails, grease, refuse, shop and wood). The spontaneous combustion/hot material and electrical fires were usually detected late due to lack of combustion gas/smoke detection systems. The Bureau of Mines developed a flotation method for concentrating spiral tailing produced from pilot plant tests on the Champion mine ore fines . The feed material contained about 49 percent Fe and 15 percent SiO2 and was posed mostly of specular hematite , muscovite , and chlorite . Bench- scale , batch flotation research developed a reagent suite composed of tall oil - fatty acid , fuel oil , sulfuric acid , sodium fluoride , and sodium silicate for recovery of iron minerals in the froth product . Concentrate made with the reagent suite contained 87.3 percent of the iron and analyzed 65.6 percent Fe and 1.9 percent SiO2 . Continuous flotation tests were made with a nominal feed rate of 400 lb /hr , but without middling recirculation . Using nearly the same amount and complement of reagents as in the batch tests , three similar continuous tests gave concentrates averaging 63.9 percent Fe and 3.1 percent Sio while recovering about 86 percent of the iron .

The Bureau of Mines conducted a series of laboratory experiments to test a cutting technique for hard rock using large-scale drag cutters. Cutting experiments were performed on rocks ranging in compressive strength from 10,000 to 27,000 Ib/in2, using large drag cutters from 3 to 6 in. in width. The tests were conducted on a special test apparatus, called a ripper tester, which made a curvilinear cut across the rock sample while measuring the cutting force acting on the drag cutter. The cutting method that evolved from these experiments is called ripper cutting, and its energy efficiency appears superior to all other large-scale mechanical fragmentation techniques. In addition, the method cre-ated very little dust, and the wear on the bits was negligible. A fragmentation system based on ripper cutting was then devised, and a large-scale test device was fabricated to allow full-scale laboratory testing of the system. The results of these tests will be published in future Bureau reports.

The value of mica depends chiefly upon the size of the flat sheets into which it can be split and also upon whether it is clear or stained. Muscovite (white mica) and philogopite (amber mica) are the micas of commerce. Biotite (black mica) and other varieties are virtually unsalable. Vermiculite, an altered mica having the extraordinary property of expanding greatly when heated, preferably should not be classed commercially as mica. Mica is marketed as (1) cut or uncut block, (2) sheet, (3) splittings, and (4) wet or dry ground mica. In the United States, mica that will not yield flat films over about 1-1/2 inches square, or that is ruled, rumpled, or flawed in any way, can be sold only as scrap, its sole use being for making ground mica. Only sizes that will yield rectangles 1-1/2 by 2 inches or larger can be classed as sheet quality; slightly smaller sizes may be classed as punch, and under certain circumstances still smaller sizes, down to about 1 inch square, may be used for splittings, which are mostly a thousandth of an inch thick or even thinner. Splittings, however, are produced in large quantities only in British India, where labor costs very little. Even there the work is done mostly by children, who not only work cheaper but have a delicacy of touch that enables them to do the splitting faster and better. No mechanical process yet devised will permit ordinary splittings to be made economically in the United States.

Within recent years , people have begun to realize the importance and significance of the mining and allied industries . The leading part the engineer plays in civilization is becoming recognized . However , accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business . It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization , but on the whole , the magnitude of the industry is underestimated . The uncertainties of mining , as evidenced by the variable results of prospecting on surface or underground , in an unknown new field or from the bottom levels of a mature mine , the ins and outs of tonnages and metal contents , the possibility of a widespread or even a sudden change between cost and realization-price , add to its picturesqueness and make mining attractive to some . To many , the fact that results are generally more uncertain and less predictable than in other industries lends added charm . The following pages may serve to call attention briefly to the importance of mining relative to other industries in the United States , in Canada , and in the world . Ordinarily , the annual primary mineral production of the United States amounts to about 5 billion dollars . The average for the last five years has been a little over 5 billion dollars . Last year , sadly enough , it was less than 34 billions . Just now , we are on the decline , and have been for the past two years . In Canada , the 5-year average was about 268 million dollars . Last year it was 227 million . Due in part to gold output ( in 1930 , for the first time , Canada's gold production exceeded that of the United States ) , the Canadian average is holding up better than ours . It has been estimated that the average world mineral production over the past five years has amounted to about 12 billion dollars , while in 1931 it was less than 8 billions . The mineral industries are as indispensable for the conduct of modern society as are those of agriculture , but , in the United States at least , they receive far less recognition from the Government . With us , agriculture is fostered by a great department that is maintained by enormous appropriations , while the mineral industries get but little financial support . In the United States , in the calendar year 1930 , the value of production by these two industries were as follows : to 1 . Agriculture ( inclusive of forestry ) 9.9 billion dollars ; mining 4.8 billions ; ratio 2 Direct appropriations by our Federal Government were 109 million dollars to agriculture and 2.8 million to mining , a ratio of 39 to 1. Obviously this is out of balance to the extent of 19 to 1 in favor of agriculture .

About 24 per cent of our total production of bituminous coal is used in industrial power plants. As regards fuel conservation, therefore, the recovery of unburned fuel from furnace refuse presents interesting possibilities. Considerable attention has been given to this problem in the past, but because of the comparatively low initial cost of power plant fuel in the pre-war period little progress, has been made in this direction in the United States. Because of the higher price of coal in Europe more attention has there been given to the problem. In Germany a process has been developed for separating unburned coal in refuse by using an electromagnetic separator In the United States the use of mechanical stokers enabled low-priced screenings of high ash content to be used, so that even with relatively high percentages of combustible material remaining in the refuse, the loss in money is not excessive. If the price of screenings returns to the pre-war level around $1.00 per ton the process proposed here will probably not be especially interesting, except where the freight charges are very high. However, if the price of delivered coal continues high, such a process should result in considerable saving. The cost of continuous operation of such a refuse treating plant should not exceed 75 cents per ton of fuel recovered.

The solubility of carbon in electrorefined vanadium was determined to be approximately 0.27 wt pct at the eutectic temperature 1,650° C and 0.03 wt pct at 700° C. The tensile strength and hardness of vanadium increased with car-bon content to the solubility limit, but this effect was small, probably because of the narrow solubility range. Between the solubility limit and 0.3 weight-percent carbon, the second phase had essentially no strengthening effect in vanadium. The second phase, observed metallographically at the grain boundaries and within the grains, was shown by autoradiography to contain high-carbon concentrations. This second phase was identified as VgC by X-ray analysis. The VgC in the grain boundaries contributed largely to the poor cold-and-hot workability of vanadium-carbon alloys. Increased concentrations of V2C occurred at the grain boundaries of the high-carbon alloy ingots as a result of homogenization at 1,600° C for 1 hour. Alloy ingots containing more than 0.36 wt pet carbon (a calculated 2.9 wt pct VaC) following homogenization, cracked severely and failed by intergranular fracture upon swaging at 900° C.
