[THE ORGANIC act under which Federal Bureau of Mines was established provided for the investigation of the safe use of electricity in mines. Each Congress appropriates funds for conducting this investigation. As part of this investigation, electrical apparatus used in mines is studied to determine if its operation and use might introduce a hazard. From this study, certain safety standards have been developed. These standards, established with the aid of both the manufacturer and user of such apparatus, are published in schedules, and apparatus that complies with the requirements set forth these schedules is classified as "permissible." This term is defined to designate apparatus as "completely assembled and conforming in every respect with the design formally approved by the Bureau of Mines." In the judgment of the Bureau, the manufacturers of such apparatus have adhered to certain minimum standards of safety in supplying a product that when properly used and maintained is safe for operation in mines where flammable gas or coal dust may accumulate. This work of the Bureau of Mines for increasing safety does not make it obligatory for manufacturers of mine equipment to produce only that of permissible classification. Before the effective date of the Federal Mine Safety Code,5 the Bureau sought to promote safety by recommending that mine operators install permissible equipment in gassy mines as a preventive measure against gas and dust explosions initiated by electrical equipment. For some years, the mining laws of several States have prescribed the conditions under which permissible equipment must be used. The Federal Mine Safety Code requires that ?all new electric face equipment and replacements of equipment purchased for mines where nonpermissible equipment is now being used shall be of a permissible type approved by the United States Bureau of Mines,]

Toxic fumes produced by detonating explosives in surface mining and construction operations pose potential hazards to workers and the public. Blasting operations produce both toxic and nontoxic gaseous products; the toxic products are mainly carbon monoxide (CO) and the oxides of nitrogen (NOx). Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings as well as one fatality. At worst people may be fatally poisoned and the least to be expected is increased public objections to blasting. Local and state agencies could demand a cessation of the blasting requiring more expensive mechanical means to break the rock. This paper discusses the most feasible means of preventing CO migration, mitigating CO that has migrated, and detecting CO in an underground enclosed space and may help reduce the exposure of unsuspecting area residents to carbon monoxide and help prevent the implementation of unnecessary regulations and limitations on blasting. Single-hole shots and small-scale multiple-hole blasts were performed that indicate promising means of prevention and mitigation.

Ten natural gases containing from 0.023 to 8.4 percent helium were investigated. In seven high-helium samples, the isotopic abundance of Ne21 was greater than in the atmosphere, being supplemented by 33 to 85 percent of "excess" or "radiogenic" Ne21. The ratio of He4/Ne21(rad) in these gases was evaluated and found to vary between 2.9 x 107 and 5.9 x 107 , a factor of approximately 2. Argon concentrations were determined by the isotope dilution method. The isotopic ratios of Ar40/Ar36 in the high-helium gases were from 5 to 75 times the atmospheric value, with the Ar40 being about 80 to 99 percent radiogenic in nature. The ratios of He4/Ar40(rad) in all 10 gases were evaluated and found to range from 4 to 18. The isotopic ratio of N14/N15 in four of the high-helium gases was essentially the same as in the atmosphere; in three cases it was approximately 5 percent higher than the atmospheric value of 272.0. The genesis of nitrogen and the relationship of nitrogen to helium in natural gases were reviewed and are discussed in terms of a theory for the concurrent generation of nitrogen, helium, radiogenic neon 21, and petroleum (hydrocarbon gases and liquids).

"INTRODUCTION The iron—ore ranges in the Lake Superior district are the Marquette in Michigan, Menominee and Gogebic in Michigan and Wisconsin, and the Cuyuna, Mesabi, and Vermilion in Minnesota. These ranges produce about 85 percent of the iron ore mined in the United States. Accident experience in connection with this production is better than that of the regions producing the remaining 15 percent. Production and shipments vary slightly from year to year but closely approximate each other over a period of years.This information circular supplements, continues, and combines the data in Information Circular 7321,2/ including figures of 1944 and 1945.During the 6—year period 1940 to 1945, inclusive, 481,485,475 long tons of iron ore was shipped from the Lake Superior district. 4/ Michigan and Wisconsin shipped 93,787,648 tons, or 19,5 percent of the total, and employed annually an average of approximately 14,300 men; Minnesota shipped 387,697,827 tons, or 80,5 percent, and employed annually an average of approximately 9,300 men. The tons produced per man employed is much greater in Minnesota than in Michigan and Wisconsin, owing to the large open-cut production in Minnesota."

The presence in air of combustible cases and vapors can constitute an extremely serious explosion hazard. This hazard is even greater when explosive mixtures are confined under high pressures, as the pressure can become tremendous immediately before the container is ruptured. Because of its interest in safety in mining and allied industries, the Federal Bureau of Mines has investigated the flammability (explosibility) of various types of combustible atmospheres and has published Its findings. 4/ The explosibility of ethane has been studied, and its limits of flammability have been determined and published. The development of secondary recovery methods of stimulating oil production has intensified interest in the effect of high pressure on the explosibility of natural gas-air mixtures. The limits of flammability of natural gas-air mixtures at pressures ranging from 50 mm. Hg to 350 p.s.i.a. have been determined and published. More recently, the limits have been determined at pressures up to 3,00C p.s.i. in mixtures of natural gas-air-nitrogen.

This paper describing the operations of the Cresson mine of the Cresson Consolidated Gold Mining & Milling Co. at Cripple Creek, Colorado, is one of a series of papers on mining methods and costs being prepared by the United States Bureau of Mines. The Cresson has recently been the most, important mine in the Cripple Creed district. During 1932 and 1933 an average of 230 tons of new ore (excluding dump material) that averaged about $10 in gold was shipped daily; 150 to 175 men were employed. Stoping was by the shrinkage method exclusively. The ore was screened washed, and hand-sorted at the surface and shipped to the Golden Cycle mill at Colorado Springs for treatment. A considerable proportion of the production was made by lessees working under the so-called "split-check" system. The basic mining law of French Morocco is the Edict of 1914, "Danir of Jamary 19, 1914, for the Regulation of Mineral Prospecting and Exploitation in the Zone of the French Protectorate of the Cherifien Empire," which, as the preamble states, was promulgated at the instance of the Director General of Public Works, in consideration of the fact that mines constitute one of the sources of wealth of the Empire. According to a consular report, dated May 18, 1923, by Bradford, men- tioned above, the mining industry of that country, aside from the exploitation of the extensive phosphate deposits, can scarcely be said to exist, but the potential field for mining is promising. However, no large-scale exploitation of the mineral wealth of French Morocco can be hoped for until there is complete pacification of large areas that are still in an unsubdued state or until adequate transportation facilities, scientific prospecting, and large investments of cap- ital are assured. An edict in 1920 (Dahir of January 27, 1920) modified the law mentioned above by declaring the prospecting for and the exploitation of phosphates to be exclusively reserved to the Government. The Dahir o. August 7, 1920, announced the creation of the Cherifien Phosphate Office (Office. Cherifien des Phosphates), a State monopoly charged with the exploration, management, and exploitation of the phosphates of Morocco.

A program with the objective of developing a fast, accurate instrumental method of analyzing mine dust for incombustible content has been underway in the Bureau of Mines for several years. Several prototype instruments making use of a gamma-ray backscatter technique have resulted. Although extensive laboratory testing has shown that these instruments are accurate under laboratory conditions, only extensive field testing will prove their ultimate practicality and usefulness. This report shows that under most conditions these devices are at least as accurate as the volumetric method and much faster in use. Other data obtained during the same study concerning mine dust are presented; these concern moisture content, sample bulk density distribution, and some particle size distribution information.

This paper is one of a series being prepared for and published by the United States Bureau of Mines on the quarrying, crushing, and grinding of limestone for cement manufacture. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total coats. It is recognized that publication of total costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. This field study evaluated a newer and older dozer at a construction site. Both dozers performed similar activities in the same location within the construction site. Two operators participated in this study. One operator used the older equipment and the other operator used the newer equipment. Jolting and jarring measurements were taken at the seat/operator interface and at the floor of the cab. The result of this field study indicates that the newer dozer was better than the older dozer.

This paper, describing the milling practice at tine lead-zinc concentrator of the International Smelting Co., is one of a series of papers on milling methods being prepared by the United States Bureau of nines. The concentrator is operated as a unit of the International Smelting Co. and is located about 40 miles southwest of Salt Lake City, at Tooele, Utah. The Tooele Valley Railroad, operating between the plant and Warner, Utah, a distance of 6.5 miles, makes connection with both the Union Pacific and Denver & Rio Grande Railroads.

Researchers from the U.S. Bureau of Mines conducted geologic investigations in an area of the Lucky Friday Mine, Mullan, ID, that included the 5300-107 demonstration stope using underhand longwall cut-and-fill mining. Structural analysis of the area suggested that argillite beds form planes of weakness between blocks of brittle quartzite, and energy may be released along these planes and at the junctures of fractures. Mapping argillite beds and fractures in the stope wall rock showed that the planes of these features diverged and that their attitudes corresponded from one wall to the other. Seismic analysis showed that the number and location of events varied as each cut was mined, with about 39 pct of the total number of events occurring above the cut being mined, about 54 pct below, and 7 pct at the same elevation.

During the course of the investigation of possible domestic sources of manganese, engineers of the Bureau of Mines examined and sampled two manganese mineral deposits in northeastern Utah. The Daggett Chief claims are situated in the northern part of Daggett County,5 miles southwest of Manila, Utah, and approximately 57 miles from Green-River, Wyo. Owners of the property are J.E. Harris Of Salt Lake City, Utah, Nels Palleson of Manila, Utah, and J. P. Larson. The manganese occurs in a vein 6 to 8 feet wide in a shale and sandstone formation. Two distinct occurrences Of manganese are present Within the vein, and samples of each were subjected to testing. Lot A, representing .probably the major portion of the Manganese; was composed of nodules and veinlets of manganese oxides in a semicompact; gray, shaly formation. Lot B represented a 15-inch vein of dense iron-manganese ore. .Most of the laboratory work at Salt Lake City, Utah, was done on these two samples; but preliminary testing also was carried out on a small sample, physically similar to lot A, submitted by the owners.

The increased use of tunnel boring machines (TBM) has stimulated laboratory research to optimize the cutting parameters of these machines with the objective of increasing machine efficiency and penetration rate. Laboratory-scale rock cutting experiments have succeeded in identifying many of the important parameters involved in rock-cutter interaction. Although scaling factors may be required to apply the results directly, the concepts developed can be used qualitatively as design guidelines for boring machines. The Bureau of Mines Twin Cities Mining Research Center has recently developed a large-scale rock cutting device (RCD) that will simulate many of the operating parameters of the tunnel boring machines in the laboratory under a controlled environment. The results of the experiments with this device will be directly applicable to the design of TBM's.

Past investigations on waterborne impurities in the flotation process have been concerned primarily with the treatment of specific ores with particular local waters. Although some anions and cations present in water are known to react with flotation reagents, a definitive study has not been made on the effect of such common ions upon the flotation process. This report describes the fundamental research undertaken to define and measure the adverse and/or beneficial effects of different concentrations and combinations of several common anions and cations when oleic acid is used to froth-float limestone from a pulp of quartz and limestone. Research on the effect of waterborne impurities upon the flotation process was composed of two equally important phases. The first phase comprised development of a procedure for floating limestone from quartz that would give the same results in test after test. Some difficulty was encountered, but once such a procedure was developed, the second phase, comprising study and measurement of the effect of various ions c on to natural water upon the flotation of limestone, was quickly completed.

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. Two recent unplanned detonations occurred during blasting operations in sulfide-bearing ores in a Nevada gold mine. Other premature detonations have also reportedly occurred at other Nevada, California, and Arizona operations within the past few years, with increasing frequency. Unplanned or premature detonations can be extremely hazardous to life and can cause extensive property damage. A miner was injured in one of these occurrences. This report, by the U.S. Bureau of Mines, is intended to acquaint personnel involved in such mining activities with the basic causes for these accidents. These causes include the exothermic oxidation of pyrite (FeS2) and formation of ferrous sulfate (FeS04), the exothermic and energetic reaction of the ferrous sulfate with ammonium nitrate-fuel oil (ANFO)-based explosives, and the associated elevated temperatures that can set off detonators and explosives in the boreholes. Recommendations for safe operation by the Mine Safety and Health Administration, the Bureau, and the mine involved with the recent incidents include monitoring temperatures in the blast holes, analyzing for sulfate and ferrous ions, and limiting the time between loading and firing in accordance with conditions in the blast holes. Other procedures for safe operations should fit specific conditions in, the mines.

As a part of a research program designed to help minimize national requirements for new mineral commodities by maximizing recovery of metals from domestic secondary resources, the Bureau of Mines investigated the development of economic methods for recovering copper and associated metals from complex electronic scrap. Three types were selected for research: (1) multiple-pin plugs and connectors, (2) obsolete aircraft radio assemblies, and (3) the magnetic fraction of shredded electronic scrap furnished by the Bureau's Avondale Research Center. The plugs and connectors, after incineration to remove plastic components and melting, yielded a brittle ingot, as did the internal portion of the radio assemblies. The brittle ingots were ground to minus 35-mesh for processing, and the magnetic material was used in the as-received condition. A process using pretreated or raw scrap as a copper precipitant in various concentrations of acidulated copper sulfate solution was developed as a means of effecting an initial separation and upgrading in the form of high-grade cement copper containing all or most of the precious metals.

As part of its regular program to provide timely information on domestic mineral commodities, the Bureau of Mines conducted an engineering appraisal of more than 1,300 lode and placer gold deposits in the United States to deter-mine their gold production potential. While these deposits were estimated to contain over 400 million ounces of gold, only 9 million ounces, or slightly more than 2 percent, was found to be producible at $35 per ounce under prevailing mining and metallurgical technologies. The study revealed that any significant increase in available gold in the United States is most likely to come from the discovery of new sources, intensive exploration and development of the more promising known mineralized areas, and development of new or improved mining and metallurgical techniques.

Information regarding the occurrence and severity of the accidents, the type of equipment involved, the primary and contributing causes, and preventive measures is included. The goal of this report is to provide information that will aid mine operators and safety managers in the recognition of hazards associated with operating mobile mining equipment in an underground mining environment.
