The purpose of this Bureau of Mines report is to furnish information on mining practices applied to flat-bedded fluorspar deposits in southern Illinois. It presents new and improved operating procedures and specialized techniques applicable to deposits of this type. All of the operating mines of the Ozark-Mahoning Co. in this area have been opened by vertical shafts which connect with levels consisting of haul-age ways, stopes, and loading stations. The stoping practice used locally called room and pillar, is open stoping with pillars left at different distances and diameters. To facilitate haulage and drainage, the mines are worked from openings turned off the main haulage drift on a grade to conform with the dip of the ore beds. The ore is predominantly fluorspar with smaller amounts of galena and sphalerite that contain traces of cadmium and germanium. The principal gangue minerals are limestone, calcite, shale, barite, and sandstone. The rock hardness ranges from relatively soft shale to hard, abrasive sandstone.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

Two-stage electric smelting tests, using small submerged arc furnaces, were made on high-iron manganiferous materials from the Pioche District, Nev., and the Cuyuna Range, Minn. The object was to reduce sufficient iron in the first stage to give a slag with a favorable Mn to Fe ratio for smelting to ferromanganese in the second stage. The nodulized flotation concentrate from the Pioche District contained 29.2 percent Mn and had a Mn to Fe ratio of 2.3:l. When smelted with coke and silica or alumina as flux, more than 90 percent of the manganese was recovered in slags with Mn to Fe ratios of 10: :24:1. The Pioche slag was smelted to ferromanganese using coke and lime- stone or dolomite as flux. The ferromanganese was high in silicon but other- wise met specifications. Recovery of manganese to ferromanganese in this step was 73 to 78 percent. Overall recovery of manganese was about 70 percent. The sintered flotation concentrate from the Cuyuna Range material contained 12.9 percent Mn and had a Mn to Fe ratio of 0.3:1. When smelted with limestone as flux, about 83 percent of the manganese was recovered in a slag with a Mn to Fe ratio of about 6:1. The Cuyuna slag was smelted to ferromanganese with coke and limestone for flux. Recovery in this step was 61 percent of the manganese in a high silicon ferromanganese. Overall recovery of manganese was about 50 percent.

This bulletin covers all mines in the United States that were operated in 1936 to produce metallic ores and all mines that were operated to produce nonmetallic minerals other than coal, stone, sand, gravel, or their products. Reports from mine operators revealed a better safety record for fatal accidents in 1936 than in any other year except 1934 during the 26 years for which annual surveys of accidents in the mineral industries of the United States have been conducted by the Bureau of Mines. On the other hand, the record for nonfatal injuries, although better in 1936 than in any year prior to 1930, was not as good as it was from 1930 to 1935, inclusive.

This three volume final report summarizes the activities and conclusions of this contract. The objective of the contract was to develop noise control modifications on a retrofit basis, for auger miner coal-cutting systems. Manuals were prepared to assist mine shop personnel in retrofitting the auger miner with these noise controls. Final Report Volume I - Details all vibration and acoustical tests conducted in develop¬ment of the noise controls. Final Report Volume II - Noise Control Modification Manual for the Jeffrey 100-L Auger Miner describes the various noise control modifications to the auger miner, along with fabrication procedures, cost and vendor information. The Bureau of Mines demonstrated a technique for electrowinning titanium from titanium nitride and titanium dioxide. Titanium-nickel-copper metal solutions containing 26 to 61 weight-percent titanium were prepared by electrolyzing titanium nitride in molten mixtures of potassium fluotitanate) and sodium chloride or barium chloride and depositing titanium on nickel-copper cathodes. A titanium-nickel alloy was prepared by electrolyzing titanium dioxide in an electrolyte of potassium fluotitanate) sodium fluoride) and calcium fluoride and depositing titanium on solid nickel cathodes. This alloy contained 21 weight-percent titanium and had a combined oxygen-carbon content of less than 0.1 weight-percent. A compartmented cell confined the oxide feed near the anode and inhibited oxygen contamination of the metal.

This same phonomonon of diffraction may be transposed into the X-ray domain. All that is necessary is to reduco, in the samo proportion, the wavo length of the light and the diameter of the particlo; thus, with radi- ations whose wave length is of the ordog of angstroms, the dimensions of the active particles go from 10 to 100 A that 18, the dimensions of col- loidal particlos. The evidence of this fact is shown by the following experimental schomo (fig. 1a): A narrow beam of X-rays passes through a thin layer of a modium containing micelles; the photographic film is placed a few centimeters behind the sample, and a small absorbing screen stops the direct beam in order to prevent its fogging the film. The intersect of the direct beam is surrounded by a narrow spot whose blackness decreases with the distance from the center. We will call this the spot of central diffusion (fig. 1b). The phenomenon, in spite of its relatively reat intensity, has been observed only by a few authors, who have simply given a qualitative description without attempting any quantitative de- ductions. This is due to the fact that observation of this phenonenon is not possible with the apparatus generally used to obtain X-ray diagrams, because the parasite foggings in the vicinity of the incident beam are sufficiently important to hide those produced by the sample. With the monochromator, however, used by us to obtain Debye-Sherer diagrams, this parasitic diffusion can be totally suppressed. In this way our attention was again directed to the spot of central diffraction, and we were led to make a detailed quaititative study of it.. then several papers have been published on this subject. Hosemann, using methods of calculation outlined by us, has extended them to the special case of fibrous substances, Kratky, on the other hand, starts from an entirely different theoretical point of view; ho examines the case, not of scattered particles, but of closely packed particles. 6ince We will now describe the experimental methods, summarize the calcu- lations needed in the elaboration of diagrams, and finally review the first results obtained in the vast domain of these new physical-chomical studies.

"Experiments were carried out to determine the long-term effect of instillation of 500 mg of generic bituminous, anthracite, quartz, or titanium dioxide (Ti02) dust on the composition of pulmonary surfactant. Dust was instilled in the caudal lobe of the right lungs of female pigtailed macaque monkeys (Macaca nemestrina). The composition of surfactant isolated from cell-free bronchoalveolar lavage (CF-BAL) samples obtained from right lungs (dust exposed) at various times over the following year was compared with that of surfactant isolated from CF-BAL from left lungs (dust free) . Little change was seen in the amount of surfactant-associated lipid phosphorus as a result of exposure to dust. Exposure to quartz, anthracite, or Ti02 dust induced a significant increase in the total amount of protein in the surfactant-enriched fraction. The relative amount of specific proteins was also altered: surfactant-associated protein A decreased, and the amount of the heavy and light chains of immunoglobulin molecules (identified by NHiterminal amino acid sequence analysis) increased. These changes were visible more than a year after instillation of quartz and at least 3 months after instillation of anthracite dust. Despite variation in the responses of the individual animals, the changes observed might serve as an indicator of the severity of the effect of exposure of the lung to mineral dust and/or to pathogens. IntroductionSurfactant is essential for normal pulmonary function and gas exchange. It functions to reduce surface tension and may help to prevent pulmonary edema [19] and to protect against infection [13]. The importance of surfactant to normal Jung function is illustrated by the fact that neonates lacking appropriate surfactant undergo respiratory distress and do not survive without clinical support."

While developments in Australia dominated the minerals industry of the South Pacific area, New Caledonia's nickel, manganese ore from New Hebrides, gold from Fiji and New Guinea, and phosphate rock from several small islands were significant in world supplies of those materials. The total value of mineral commodities produced in this area in 1965 has been estimated at about $763 million an increase of nearly 16 percent over the value reported in 1964. Increases were recorded in mineral production value with respect to that of 1964 for all of the countries except Papua-New Guinea where lower gold output resulted in a drop of about $300,000 and in the several phosphate-producing islands that collectively recorded a value decline of around $1.3 million. Exploration and development activities continued at an intensified level, not only in Australia and New Zealand but also in the British Solomons, Bougainville, and Fiji. Substantial additions to world supplies of iron ore and bauxite are assured and recent discoveries of natural gas, manganese ore, and nickel combine to give Australia a brilliant mineral outlook. Important discoveries of copper on Bougainville Island and on Vanua Levu, the north island of the Fiji group, and a gold mine on Misma Island were being developed during the year, with plans for early production underway. In New Zealand progress has been made on the New Zealand Steel Company project, and preliminary appraisal of a new titano-magnetite beach sand resource on the South Island has aroused considerable industrial interest. Extensive geophysical investigations were carried out in the British Solomon Islands and on Fiji's goldfields. The expansion program that will double output of products by New Caledonia's Société Le Nickel continued through 1965, and several foreign private companies have expressed a desire to initiate additional industries based on nickel prospects in New Caledonia.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings, and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

Laboratory batch flotation tests were conducted on copper converter slags to evaluate the relative merits of recovering copper from slow-cooled versus water-quenched slags. Three slags containing 1.6, 5.0, and 6.6 percent copper were used. More than 90 percent of the copper was recovered in a rougher concentrate leaving a 0.2- to 0.3-percent copper tailings when treating slow-cooled slag. Lower recoveries and higher copper tailings ranging from 0,5 to 0.6 percent copper were obtained from quenched slag. Grindability studies were made on the respective heat-treated slags. Quenched slags proved more difficult to grind than slow-cooled slags. Cost studies showed that (1) the cost of slow cooling and crushing off-sets any advantages of higher copper recoveries from slow-cooled slag, and (2) water-quenched slag, which requires no crushing preparatory to grinding, could be treated more economically. Costs based on processing 1,000 tons of slag per day would be $1.85 per ton for quenched slag versus $2.37 per ton for slow-cooled slag.

This information circular documents the status of a laser-based guidance system to track and control the tramming maneuvers of a continuous mining machine. The work is part of a multiple project effort at the U.S. Bureau of Mines to develop technology for computer-assisted mining systems. The system includes stationary offboard laser-scanning sensors that report the angular coordinates of retroreflective targets on the mining machine. A microcomputer system processes the angular coordinates, determines position and heading, handles requests for data, and controls tram maneuvers of a continuous mining machine. This report describes the hardware for the sensor and computer systems and the software algorithms for continuous miner position and heading determination, closed-loop tramming, and data request handling. Improvements made to the system since previous documentation include the rewriting of the software on a stand-alone real-time microcomputer system, the implementation of real-time programming techniques, the use of a new version of the laser sensor, and the design and development of explosion-proof enclosures for the lasers and corresponding power supply.

The U.S. Bureau of Mines is conducting investigations to improve design methods for mining volcano-genic massive-sulfide (VMS) type deposits in environmentally sensitive regions. This study was conducted at the Greens Creek Mine, which is typical of many VMS-type deposits throughout southeast Alaska, and served as a case history for computer modeling and structural analysis. Results indicated that the finite-element design method provided reasonable comparisons with both the anticipated regional stress regime and the measured deformational response of the underground accessways. Investigators concluded that reasonable accuracy can be expected for stability analyses of proposed mine design scenarios at this mine using the results of this preliminary study.

This report describes investigations by the Bureau of Mines designed to establish the noise level and spectrum of various types of pneumatic rock drills and to furnish information that would be useful in conducting sound measurements in mining environments and in reducing the noise generated in pneumatic drilling. These investigations show that (1) the noise generated by the drills in the frequencies below 100 cps is caused by the impact of the piston and drill steel, in the frequency range between 100 and 2,000 cps by the exhausting of air from the ports, and in the frequencies above 2,000 cps by the resonant frequencies of steel drill parts and of drill steel; (2) satisfactory instruments and instrumentation systems are available for field and laboratory measurements; (3) reliable sound measurements can be made in mining environments; and (4) devices can be developed that will abate the noise.

General statement.-The briquetting tests conducted by the technologic branch of the United States Geological Survey had their beginning in the testing of coals and lignites at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904. Briquetting tests were made at the fuel-testing plants at St. Louis, Mo., and at Norfolk, Va. Similar tests to be made at the experiment station of the Bureau of Mines at Pittsburg, Pa., form an essential part of investigations looking to the determination of the fuel value of the coals and lignites belonging to or for the use of the United States. The tests have comprised (1) the manufacture of briquets to determine the adaptability of different coals and lignites to the process and the merits of different binding materials; (2) physical tests to establish the fitness of the briquets to withstand weathering, transportation, and handling; and (3) steaming tests to prove the calorific value of the briquets in boilers of different types used by the Government, and, by comparison with the raw coals, the benefits to be derived from briquetting. Details of the tests have been issued in other publications. list of Government publications on fuel testing and briquetting is given at the close of this volume. Tests at Norfolk.-The fuel tests conducted at Norfolk included a detailed investigation of a number of Virginia and West Virginia coals that are bought by the United States Government for the Navy and for use in constructing the Panama Canal, and are extensively used by the merchant marine, manufacturing plants, and railroads. Through a cooperative arrangement with the Navy Department steaming tests of the coals were undertaken to determine the relative merits of the same coal when burned raw or as briquets in marine boilers. Preliminary arrangements were made between Joseph A. Holmes, then expert in charge of the technologic branch of the United States Geological Survey and now director of the Bureau of Mines, and Rear-Admiral Charles W. Rae, Chief Engineer of the United States Navy. The tests were made on board the U. S. torpedo boat Biddle, designated for the purpose, beginning December 6, 1907, and ending January 27, 1908. The coal used in these tests came from the Sewell and Beckley beds in the New River district of West Virginia. With the particular equipment used in the tests both coal and briquets were far. from smokeless; consequently the data of this bulletin are applicable only by analogy to parallel operation with a coal more nearly smokeless, but nevertheless applicable with much reliability. The possibilities of coals of different composition are indicated by the data to be published in a bulletin of the Bureau of Mines, wherein the present authors describe a number of tests in which only a very slight amount of smoke was emitted while burning raw coal from the Pocahontas No.3 bed, West Virginia, and briquets made therefrom at rates of combustion very much higher than any rates used in the torpedo-boat boiler. At a combustion rate of 120 pounds of the Pocahontas briquets per square foot of grate surface there was scarcely any smoke. It was the original intention to make a set of preliminary steaming tests alongside a dock (which tests furnish material for this bulletin) and to finish with a set of running tests at sea; but the running tests were never made, for lack of time and men.

Interim performance specifications are presented for carbon monoxide, methane, and air velocity transducers used in the Bureau of Mines intrinsically safe mine monitoring system. These specifications give quantitative values or qualitative descriptions of the transducers, including environmental parameters and monitoring system measurement and maintenance requirements as recommended by the Bureau of Mines. Commercially available transducer modules and prototype modules are listed together with selected characteristics.

Continuous experimentation utilizing a 3- by 36 - foot rotary kiln was conducted to demonstrate the feasibility of simultaneous induration and reduction of magnetic taconite concentrate . Lignite , or lignite - anthracite mixtures , and green magnetite pellets (64.2 percent Fe , dry basis ) were heated in a rotary kiln to about 2,100 ° F. After separation from excess reductant , the product pellets were found to be highly reduced and acceptably hard . A total of 140 tons of prereduced pellets with an average Fe content of 79.0 percent was produced at Minneapolis and smelted in the Bureau's experimental blast furnace at Bruceton , Pa . Two additional supplies of prereduced pellets were obtained from The Steel Company of Canada , Ltd. , Hamilton , Ontario , which contained 83.8 and 91.3 percent Fe , respectively . Smelting of prereduced pellets was compared with that of unreduced pellets obtained from The Hilton Mines , Shawville , Quebec , and from the Erie Mining Co. , Hoyt Lakes , Minn . Blast furnace tests established that a substantial decrease in coke rates and higher production result from the use of prereduced pellets .
