Column flotation is a promising technique for processing as-mined, cobalt-rich, ferromanganese crust to separate the valuable crust component from barren substrate-rock, either aboard ship or within the water column. Column flotation testing was carried out in a seawater medium using samples obtained from the U.S. Exclusive Economic Zone (EEZ) in the mid-Pacific Ocean near Johnston Atoll. The collector reagent was a mixture of diesel fuel, fatty acid, and sulfonate previously developed at the U.S. Bureau of Mines for crust flotation using conventional flotation cells. Results are dependent upon particle size and reagent dosage, especially *as these factors affect froth volume and stability. Column flotation results are compared with previous studies in conventional cells. An overview of how column flotation might be applied in an offshore mining and processing system is given.

Canada has a long history of marine-related industry and onshore mining. Even so, commercial interest in marine mining, excluding seawater mineral extraction and offshore extensions of hardrock deposits such as iron and coal, has been sporadic; despite the fact that shelf mineral deposits supply a significant proportion of the national market requirements for many countries. Several factors have accounted for this including: a relative abundance of onland mineral desposits; the fact that onland deposits can be mined using conventional technology; and, a general lack of knowledge and public awareness as to Canadian offshore non-fuel mineral resource potential. In the mid-1970s the Department of Energy, Mines & Resources formed the Departmental Coordinating Committee on Ocean Mining. The Committee addressed the question of shelf non-fuel mineral resource potential and concluded that, while several reports had raised the possibilty of this alternative source, there had not been a systematic evaluation of the resource base. This led to the formation of a Shelf Working Group, whose task it was to outline and implement a departmental program to advance our knowledge of shelf resource potential. China, India and South Korea are three developing/newly industrialized countries that can show a very positive economic development in latter years. Moreover the three countries also feature amongst the countries with the highest level of activity in deep seabed mining today. India was the first country to achieve Pioneer Investor status in accordance with the UN Convention on the Law of the Sea. The country has carried out comprehensive exploitation of nodule deposits in the Central Indian Basin. India has an active programme for development of mining technology and internationally, India is probably the leading nation today as far as processing technology is concerned. China for its part has established a central coordination unit for its deep seabed involvement and its exploration and technology development is already well underway. South Korea has applied for Pioneer Investor status and much indicates that it will be allocated its own minesite in the autumn of 1994. The three countries are in mutual contact in the area of the Law of the Sea. Korea contacted both China and India when drawing up its application for pioneer investor status and allocation of minesite. However, no cooperation exists between the three regarding for example technology development, economic analysis or in studies of the environmental consequences. The main purpose of this paper is to focus on why and how the three countries would be well advised to cooperate in the above areas. Economic, technological and organizational aspects all point in that direction.

Mining the deep ocean by the year 2000 may seem far fetched. The year 2000 is but a decade away, a scant 10 years. Remember, the youngsters of today will grow up in a little more than a decade and rebut the wisdom of the ages, especially the traditions of their elders. Rude perhaps, but none the less a fact of life. Ocean mining exhibits many of these same traits. We should all brace ourselves for some rude shifts in our rapidly moving society. Major shifts in economics, politics, and social orders are the rule of the day. Communism is in retreat, our own economic structures chaotic. So in this moment of cataclysmic change, a shift in the international market place of mineral resources should not be a great surprise.

Continental shelf margins are dynamic sedimentary environments that contain important benthic habitats and support many functions such as navigation, national defense, cables, pipelines, trawling, and oil and gas and mineral extraction. Coastal margins also contain resources such as sand and gravel aggregates, which are becoming increasingly important for beach nourishment to mitigate coastal erosion and enhance recreation and to restore degraded coastal ecosystems. Existing geologic maps of the seafloor and sub-bottom sedimentary character, morphology, texture, composition, and other seafloor properties are not available for some regions, are out of date and not inclusive of the massive data collected during the past several decades, and are not in GIS-based digital formats. New geologic maps, based on unified and integrated national digital datasets, showing the sedimentary character of continental margins are critical tools for both research to better understanding the geologic history and processes of continental margins as well as the distribution of habitats and resources and for managing coastal-marine resources. The majority of existing seafloor maps are decades old and do not include recent data from mapping surveys, seabed sampling and observation carried out by federal agencies, universities and industry. Because continental margins are increasingly important, comprehensive and integrated databases are needed to produce GIS-based digital maps displaying information such as seafloor geology, sediment character, texture and distribution. To meet the need for a unified database of seafloor sedimentary character, the USGS is conducting the Marine Aggregate Resources and Processes project, a national assessment of marine sand and gravel with federal, state, and academic partners.

Large scale, profitable, offshore mining of cassiterite started in 1907 around the coast of south Thailand and continues today in Indonesia. The more complex marine mining of diamonds commenced in the early 1960?s and is now an established industry off the coast of Namibia in southern Africa. The activities have involved many diverse organisations, and have required the development of new marine mining equipment. De Beers Marine, more recently as contractor to Namdeb, has been the dominant producer since 1989. Smaller, public, mining companies, registered in South Africa, Canada and the U.K., have achieved mixed performance results, but the total annual revenue from offshore diamonds now exceeds about US$ 180 M. With the benefit of hindsight, there are some useful lessons to be learned from the experiences. Mining of placer deposits at sea is more difficult and more costly than on land. It justifiably commences in response to a market demand for a product that cannot be supplied in sufficient quantity from onshore sources, not because the marine resource exists. The high costs can be offset in places by submarine grades so high that they have not been seen on land for a century. Technical and commercial success requires a combination, and a sufficiency, of ore reserves, capital, experienced people, and technology. Economic viability is not achieved easily and some diamond mining companies have experienced a very short productive life, terminating in their acquisition or liquidation. The reasons for failure in marine mining, regardless of whether the product is diamonds, gold, or tin, invariably are similar and fall into two categories. Those outside a company?s control include the sea conditions, taxation and fiscal climate, security of lease tenure, and the diamond market. The others, assignable to the company, provide important instructions for those who may aspire to advance the cause of marine mining.

Following the recent award of a prospecting license by the New Zealand Government, Widespread Energy Ltd. (Widespread) is focused on the acceleration of its exploration program in order to bring a potential phosphorite deposit to market in the near future. Rock phosphate is the primary constituent of most fertilizers that are manufactured and distributed in New Zealand. Field trials in the 1980s demonstrated that direct application of rock phosphate can result in a more effective fertilizer (than super-phosphate) with less environmental damage from run-off. At present virtually all of the rock phosphate used by the New Zealand fertilizer industry (approximately 1 million tonnes a year) is imported from Morocco. In recent years price increases of up to 12 fold (peak of $500/t) with massive increases in freight costs have bought to the forefront the economic opportunity to in part replace foreign imports with a local source of phosphate. The Chatham Rise phosphate deposits are relatively well understood, having being discovered during the 1950?s and it is estimated that approximately 100 years supply (at current requirements) is present at shallow depths. An estimated 100 million tonnes of rock phosphate is present within the license area based on previous private and publicly funded research. Widespread has engaged several parties to assist in the exploration planning to confirm the resource potential. Widespread has commenced investigating the feasibility of recovering the phosphorite nodules off the sea floor, and presently has several conceptual technical solutions under consideration and will advance the discussions with potential contractors during the exploration phases. Widespread is acutely aware of its responsibilities to conduct both the exploration program and extraction of the rock phosphate, in a manner that causes minimal disruption to the marine environment. To this end, the National Institute of Water and Atmosphere (NIWA) ? a New Zealand Crown Research Institute has been engaged to assist in designing sampling and extraction methods that will minimize disruption to the seabed. All sampling and extraction activities are planned to be conducted with reference to the environmental guidelines published by the International Marine Minerals Society ?Code for Environmental Management of Marine Mining.? Widespread is conducting its project with a background of changing regimes to both the allocation and environmental management of its activities.
