With the United Nations Conference on Sustainable Development fast approaching it is timely to reflect on the integral role seafloor polymetallic nodule mining will play in facilitating sustainable development and alleviating global poverty. Polymetallic nodule mining presents mankind with a unique opportunity to advance the world?s sustainable development aspirations, particularly given the ultimate beneficiaries from polymetallic nodule mining will be the billions of people around the world that require greater access to more affordable minerals for their social and economic development. This paper discusses the importance of polymetallic nodule mining in the context of sustainable development and forecasted growth trends, supply and demand dynamics, the decreasing grade and quality of terrestrial mineral resources, and the Green Economy, as well as in light of a comparative analysis that demonstrates polymetallic nodule mining offers a socially and environmentally advantageous alternative to terrestrial mining.

The presentation describes new data concerning the age of the Mid-Atlantic Ridge (MAR) hydrothermal fields. The collection of massive sulfides recovered from six hydrothermal fields has been dated using the 230Th/U method. The range of the data obtained is rather wide: from 2.2 up to 65.1 thousand years BP. Three stages of hydrothermal activity were detected for this 65 Kyr period of geological evolution: modern (0 -5), 20-25 and 58–65 thousand BP (Figure 1). This conclusion was confirmed by dating the associated metalliferous sediment layers which also indicate the hydrothermal events led to the formation of sulfide mineralization. There is a correlation between the age and size of massive sulfide deposits: older deposits are larger (Table 1). This and other applications of obtained data will be discussed in presentation.

This has happened not only in the oil or hydrocarbons industries, but also in relation to the exploration or exploitation of other minerals, metallic and non-metallic. This has forced several countries to complement or create legal rules that make possible its own development and the International Law, through the United Nations Convention on the Law of the Sea, to regulate this activity in the space of its own, the calling area. Chile, as country with a long experience in mining and great advances in large deposits exploitation, possesses a special juridical frame that regulates this economic activity according if it is the geographical or territorial area in which is realizes, and it has been complemented lately with the international normative.

As for Earth, where human beings live, approximately 70 % of its surface is covered by oceans. Today, advanced technology has led us to understanding the abyssal ocean floor through the use of submersibles and ROVs (remotely operated vehicles) for the last 30 years. Furthermore, the oceanic crust beneath the abyssal floor still remains an unexplored scientific frontier due to the lack of a direct approach. Exploration of this frontier is required to enhance our understanding of the mechanism of the M.8 class plate-subduction-type earthquake, of generation of the big tsunami, that caused the disaster, and of the paleo-global environmental change as well as of the origin of life as viewed in deep water thermal vents.

Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. The future exploitation of crust deposits will require a dependable characterization system. The U.S. Department of the Interior, Bureau of Mines (Bureau) initiated research to develop a new sampling dredge by conducting a series of cutting and physical property tests on previously collected cobalt-rich manganese crust and substrate samples. Using the engineering parameters derived from these tests, a large, heavy dredge was designed and tested. This heavy dredge was capable of fragmenting and collecting in situ crust, but it created handling problems for the research vessel, thus an aggressive cutting, light-weight dredge was conceived and fabricated. The light-weight dredge is capable of fragmenting and collecting crust and some talus. This dredge can be used on flat or rough seabed terrains. It can be easily retrieved from hang ups and reset to sample again.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. In a commercial effort to characterize deep seabed manganese deposits in the Clarion-Clipperton region of the northeastern tropical Pacific, Ocean Mineral s Company carried out 16 expeditions to the region between -1978 and 1981. During these cruises OMCO collected substantial data. Activities included acoustic profiling, video and photographic imaging of the seabed, and sampling of the deposits with dredges, box cores and free-fall grab samplers. In 1990 the samples, photographs, technical reports and computer data bases which resulted from this work were archived at the Marine Minerals Technology Center at the University of Hawaii. This preliminary examination of the collection focuses on the biological observations made from almost 10,000 photographs of the seabed and the manganese nodule size distributions and compositional data from the free-fall grab recoveries. Regional trends are evident in all three data types. The biological examinations of the seabed photographs show significant geographical trends, with greater abundances of organisms being noted in the northeastern extreme of the region, decreasing toward the southwest (11.4 to 2.7 observations per 100 m2; 460 to 190 g per 100 m2). The nodule size distributions suggest that the ratio of the nodule burial rates to growth rates systematically decreases over the same range (0.65 to 0.36 nodules buried per 1 cm of growth). The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

Marine mineral resources have been reviewed in great detail on numerous occasions over the past few years. A summary of these efforts would indicate there is little new on the horizon as far as economic programs are concerned. Deep ocean minerals, though not forgotten, hold little promise for development in the immediate future, i. e., manganese nodules, cobalt crusts, polymetallic sulfides, etc. Nearer to shore, within the EEZ, and particularly within waters under state control greater industrial interest is expressed. Interest in sand and gravel not only persists but is growing, dependent largely upon the construction industry. Precious metals demonstrate the greatest growth potential.

Marine mining is driven by profitability, and profitability is driven in turn by people and equipment that can work productively and safely at sea. Design challenges faced by the marine mining community have much in common with those faced by the offshore construction community. Technical solutions continue to move freely between both communities. A brief pictorial history summarizes the evolution of offshore construction technology as it grew in the Gulf of Mexico and expanded worldwide. Attention is focused on those areas of platform and pipeline construcion where there is potential technology application to underwater mining. An especially difficult challenge faced by both communities is work in the surf zone. Some innovative concepts for surf zone construction operations are presented and possible applications to marine mining are suggested.

The University of Hawaii, Ocean Basins Division (OBD) shares, equally with the University of Mississippi, Continental Shelf Division (CSD), congressional funding for the Marine Minerals Technology Center, a Generic Minerals Center under the U.S. Department of the Interior's Mineral Institutes Program. The State of Hawaii supports the program by the provision of salaries for the Executive and Technical Directors and by the provision of fiscal, administrative, and facilities support through the Hawaii Natural Energy Institute, the Research Corporation of the University of Hawaii, and the School of Ocean and Earth Science and Technology. The Center's program of research, technology development and education is multi-disciplinary and international in scope. Modern Kuroko-type deposits have been much reported in submarine calderas and cauldrons in the EEZ of Japan since 1988. Some of them have been found based on heavy mineral analysis of sediments in which sulfide particles may be derived from hydrothermal sources in the ambient areas. From the end of August to early September 2007, in the middle Izu-Ogasawara arc south of Tokyo, ROV expeditions were carried out in submarine calderas in order to examine mineralogical features between intact heavy particles spouting out from sulfide chimneys and heavy minerals such as sulfides in sediments around sulfide mounds in Kuroko-type deposits, and to find more newly formed hydrothermal sulfide fields in those areas. Some preliminary results from the ROV expeditions are reported here.

Despite the very large offshore Exclusive Economic Zone (EEZ) area of Greenland (in excess of 2 mill. km2) virtually no work has been carried out on marine minerals on the ocean floor. Apart from a single reconnaissance survey by a mining company, major activities have been those of oil companies exploring the West Greenland shelf in the early seventies. The West Greenland shelf and its extensions is the most obvious area for year-around accessability when looking for marine mineral deposits. So far, only one onshore placer deposit has been found - ilmenite deposit near Thule, NW Greenland, whereas a gold placer in South Greenland presently is being evaluated.

The Early Norian Windy Craggy massive sulfide deposit is within the allochthonous Alexander terrane of the Insular tectonic belt in extreme northwestern British Columbia (Figure 1). Host rocks are the Middle Tats Volcanics, part of an informally-named volcano-sedimentary succession of mixed graphitic argillites and mafic pillowed and massive volcanic flows and sills of Upper Triassic age (Figure 2) that have suffered only lower greeschist-facies metamorphism. The volcanic rocks are light rare earth element (LREE)-enriched and display a variably developed back-arc subduction signature. Major and trace element compositions of the host argillite show that it contains an appreciable hydrothermal component, as evidenced by low high Fe and Mn contents. These sediments therefore record steady, continuous hydrothermal activity punctuated by intermittent turbidity currents sweeping into the basin. The deposit consists of at least two discrete sulfide lenses (the North and South Sulfide Bodies), as shown in Figure 3, a level plan at the elevation of the exploration workings. Published reserves at 0.5% copper cut-off are 297.4 million tonnes grading 1.38% Cu, 0.08% Co, 0.21 g/t Au and 3.9 g/t Ag (as of December 1991). However, the deposit is larger than this and further drilling is required to delineate it completely. Mineralization comprises massive sulfide, stringer/stockwork, and finely bedded to laminated sulfides and exhalites. Stockwork mineralization consists of sulfide-quartz-chlorite veins with attendant chlorite and silica alteration. Mineralization consists predominantly of massive pyrrhotite andlor pyrite with lesser chalcopyrite and magnetite. Figure 4 is an oblique section through the North Sulfide Body, the most northerly sulfide mass shown in Figure 3, which shows the distribution of the pyrite and pynhotite-rich massive mineralization and the stringer zone. The North Sulfide Body contains appreciable sphalerite, whereas the South Sulfide Body contains only trace amounts. Ocean floor sulfide deposits are now known from many parts of the world mid-ocean ridge system and from some seamounts. Clearly they can be expected to occur commonly on the ocean floor. However, only two or three of the known deposits appear to approach the million-ton size, and in none of the deposits has the grade been well-defined. Can knowledge of the processes that happen within the hydrothermal plumbing below deposits help define the conditions under which large, high-grade deposits form? Here I review present knowledge of ocean-floor hydrothermal processes to attempt a first answer to this question. There are three sources of information about these processes. The solutions emerging from active systems must be compatible with patterns of alteration that underlie the volcanogenic sulfide deposits of ophiolite complexes, which are slices of ocean crust thrust onto land. Both of these types of evidence can be linked by computer modelling of the exchange of heat and metals between rocks and flowing water.

Since the Industrial Revolution, the land resources have been decreased rapidly as the industrialization. And this phenomenon brings to our mind an interest in deep-sea resource(manganese nodule). Hence, Korea has been participated in the development project of exploiting manganese nodule since 1983. Hwang and cho(1998) studied the economic efficiency evaluation of manganese nodule carrier. But they used the TAMU(Texas A&M University) model, and assumed deadweight and velocity of bulk-carrier. If we use some optimization technique, more economic manganese nodule carrier can be selected and evaluated without limited assumption. In this study, we evaluated the economic efficiency of manganese nodule carrier using genetic algorithms(GAs).

The western continental margin comprises of the southwest coast (Cape Comorin-Mangalore), centralwest coast or Konkan coast (Mangalore-Bombay), northwest coast (Bombay-Gulf of Kutch) and the Laccadives area. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the west coast. The richest offshore placer deposits occur along the 25 km stretch of the southwest coast from Neendakara to Kayamkulam. The National Institute of Oceanography (NIO) surveys show that the sediments off the Konkan coast consist largely of silty sand, sandy silt and clay and the concentration of ilmenite is higher than the onshore. The heavy mineral concentration ranges up to 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. The heavy mineral sands extend below the clays to water depth down to 20 m. The heavy minerals sands vary in thickness from 2-10 m. Offshore placers can be mined by using wire-line, bucket ladder and hydraulic dredges. Wire-line, bucket ladder and hydraulic dredges. Wire-line dredges may employ drag buckets or clamshell and hydraulic dredges suction or airlift principles. The dredges can be located on flat bottom or catamaran barges. Dredging of very near shore placers may be achieved by operating from land. The bucket ladder type of dredger has greater digging ability and hence can be deployed for mining placers which are partly consolidated or cemented or where the most valuable part of the deposit lies at the contact between the alluvium and the bedrock. This type operates very economically up to 45 m depth and needs minimum power requirement per unit dredged. Suction type hydraulic dredges can be operated very effectively up to 60 m water depths. This system is quite ideal for the inner shelf. The maximum practical economic working water depths for wire-line dredges are about 150 m. With the drag bucket modified into large net buckets, the method can be utilized to greater depths. They can be used in areas of high water currents and swells. The type of bucket can be changed readily with change in the nature of alluvium or substratum. The hydraulic suction dredge is the most suitable system for mining unconsolidated sediments. When the sediments are semi-unconsolidated, a cutter head can be mounted on the lower end of the suction pipe to agitate the seabed.

In November 2004, Australia lodged with the United Nations Commission on the Limits of the Continental Shelf possible new maritime boundaries in relation to Australia’s continental shelf extending beyond 200 nautical miles from the Territorial Sea Baseline (Colwell and Symonds, 2005). If agreed by the commission, just over half of Australia’s land mass will lie below the sea, and Australia will have one of the largest marine jurisdictions in the world (14.41 million km2). With this jurisdiction comes a responsibility to manage and sustain the marine environment (McConachy, 2006). Knowledge of minerals and their resource potential is part of this responsibility but is generally poorly known (McConachy, 2005).
