Occurrence of hydrogenetic ferromanganese crusts has been well documented over inactive seamounts in the central and southern Pacific Ocean. It has been thus believed that the hydrogenetic crusts develop preferentially at water depths between about 800 to 2500 meters. In fact, according to the Manganese Crust Database (F. Manheim, 1988), only two occurrences are known at water depths below 5000 m out of 819 occurrences cited in the database. Unexpectedly, we found typical hydrogenetic ferromanganese crusts from deep-sea floors; 1) outcropping old volcanic basement over the Philippine Sea Plate (abandoned spreading centers and subducting old oceanic crusts) and 2) one from the slope of an abyssal hill in the Central Pacific Basin (Cretaceous deep-sea basin) at water depths ranging between 5200 to 6100 meters. We report their occurrences with submersible observations from Shinkai 6K, physical parameters (such as thickness of crusts about 2-4 cm in maximum), chemical composition, petrology of substrate, and results of Be-10 dating for some samples in comparison with typical Co-rich manganese crusts from the Central Pacific seamounts. The preliminary chemical and mineralogical analyses reveal that they are of typical hydrogenetic origin, and typical of iron-manganese oxide mineral, vernadite, slow and probably continuous growth, and lower content of Co than the Central Pacific seamount crusts. The occurrences and nature of the crusts indicate that deep-sea floors are also optimal for the growth of hydrogenetic crust even at 5000 m water depth or deeper, only if oxygenated deep waters are supplied and the sea-floor morphology keeps stable enough for significant geological time period. On the western continental shelf of southern Africa diamonds derived from onshore sources are concentrated in gravels within drowned terrestrial and marine geomorphological features. First discovered offshore in the late 1950's, they are known to exist for about 1400 km along the Namibian and South African coast in water depths of up to 200 m. Shallow water operations yielded 1.5 Mct during the decade ending 1970 when De Beers acquired a majority of the offshore leases and commenced a 15 year exploration program. Deeper water and the prevailing sea conditions required the development of new, unique, marine mining equipment. The first large scale mining production of 22 kct was achieved by De Beers in 1989 with an output of 22 kct. Annual marine output from all sources now exceeds 0.6 Mct worth some US.$ 170 M, and rising to 0.7-0.8 Mct for 1998. Exploration has also been taking place in the waters of West Africa, Australia, and Indonesia. Exploration is by means of high resolution geophysics followed by sampling using a variety of drills, airlifts and seabed-mounted machines which imitate the eventual mining process. Surveying is now probing depths of 500 m. Smaller scale mining by several junior companies has traditionally involved diving and airlift systems. Increasingly, however, they are adopting different and improved techniques which to date have been employed only by De Beers Marine as contractor to Namdeb. Marine exploration and unit mining costs are high compared to those applicable to alluvial deposits onshore. By 1996 the total development costs incurred by De Beers alone reportedly had exceeded US.$ 500 M. However, the financial rewards are commen-surate because of the higher recovered grades. The operations are not without risk for the total of nearly 10 large and medium scale production vessels deployed by various organisations. The greatest shortfalls are experienced in the estimated throughput, not the grade.

"We report here on current topics of our project, based on the results of recent cruises and laboratory analysis, about the diversity of compositions and configurations of the hydrogenetic ferromanganese deposits in several Northwestern Pacific Seamounts. This recent research has discovered important aspects of these deposits regarding the mode of variation with water depth, topography and substrate geology, possible bacterial mediation, temporal variation with age in mineralogy, and major and minor element chemistry. All cruises and analysis have been supported by the facilities and staff of the Japan Agency of Marine-Earth Science and Technology (JAMSTEC), Japan Oil, Gas, and Metal resources Corporation (JOGMEC), Geological Survey of Japan, and Kochi Core Center (KCC) using a remotely operated vehicle (ROV), a monitored rock drilling system, dredges, and manned-submersibles in the NW Pacific seamounts,The results indicate that most of the rock outcrops on the slopes, shoulders, and much of flat tops are covered with maximum 10-cm thick crusts, but the thickness, metal content, and microstructural properties are not always uniform over the seamounts, but variable in space and time. The micro-stratigraphic description of whole-rock samples indicates a history of deposition and sedimentation, which control the diversity in bulk composition and abundance caused by the variable incorporation of iron-manganese precipitates into the deposits during variable environmental conditions. We conclude that hydrogenetic precipitation of iron-manganese oxide has taken place for more than 20 million years at a growth rate about 4-6 mm/my, in water depths below 1000m. The results indicate a fairly continuous and constant metal deposition since the middle Miocene age or older to the present. Our case study of geological sciences at a model seamount within the Japanese EEZ suggests that scientific knowledge is useful and essential in exploring mineral deposits, economic estimation, and designing systems, if supported by well-combined geological and oceanographic and biological research. The distribution map of ferromanganese deposits and geological map will be published soon in 2017 to be issued by the Geological Survey of Japan."

Natural methane hydrate has been scientifically studied as a carbon reservoir globally. However, in Japan, the potential for energy resource has been industrially highlighted. There is less domestic oil and natural gas resources in Japan, but many potential deposition areas for methane hydrate in ocean around Japan are the reasons. Less CO2 discharge from methane compared with coal, oil and conventional natural gas when the same calorie value we get is considered as the advantage for energy resource. However, because methane hydrate distributes in shallower sediment layer in ocean floor, accidental leakage of methane may occur while we utilize methane hydrate. Methane itself has 21-times impact on the greenhouse effect, if it reaches the atmosphere. Therefore, it is necessary to estimate the behavior in the environment after the leakage, if we want to use methane hydrate as energy resource. The mass balance after leakage of methane on seafloor and in water column is numerically studied through the analyses of methane emissions from natural cold seepages and hydrothermal activities in this research. The outline structure of mass balance ecosystem model shown in Fig. 1 is introduced. A numerical early diagenetic model CANDI (Carbon And Nutrient Diagenesis) developed by Boudreau (1996) for simulating the biogeochemical processes such as organic matter, oxidant, nutrient, bi-product, and pH diagenesis in aquatic surface sediments and C. CANDI improved by Luff and Wallmann (2003) for describing the formation process of calcium carbonates in CANDI are used as bases of the ecosystem modeling in surface sediment layer around seafloor methane emission. Two functions such as methane bubble dissolution and bacterial methane oxidation in water column are added to an existing physical plume dispersion model by Doi et al. (1999).

Gas Hydrates (Methane Hydrates) are solid, ice-like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water combine at appropriate conditions of temperature and pressure and are found in ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the ocean basins. The stability of gas hydrates depends on the critical combination of high pressure and low temperature (0 - 17 bars, 0 - 25°C), which in turn is dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion, slumping, formation or melting of ice cover, rise and fall of sea level, and sudden temperature changes induced by tectonic activities, current flow, or volcanisms, the gas hydrates tend to be very unstable. The Indian offshore is promising for the occurrence of gas hydrates in a total of about 80,000 km2 area in the bathymetry range of 700 to 3000 m as reported in earlier surveys. A gas hydrate stability zone thickness map was prepared using bathymetry and sea bottom temperatures along the continental margins of India. This map is expected to provide the depth window while searching for Bottom Simulating Reflectors (BSR). The study indicates that a minimum water depth of 750 m is required for the formation of gas hydrates, above which the chances for gas hydrate occurrence appear minimal despite other favorable conditions like organic-rich sediments, etc. Single-channel seismic analog records (Gupta et al., 1998) indicate that the Western Continental Margin of India (WCMI) offers a greater promise for gas hydrate occurrences, particularly with regard to the number of BSRs traced on the analog records as compared to earlier surveys.

The chemical composition of the nodules varies with the type of manganese minerals and the size and characteristics of their nucleus, but those who have an economic interest have the following composition: Mn 29%, Fe 6% Si 5%, Al 3%, Ni 1.4%, Cu 1.3%, Co 0.25%, Na 1.5%, Ca 1.5%, Mg 0.5%, K 0.5%, Ti 0.2 0.2% and Ba 0.2% (Morgan, 2000; ISA, 2002). The Pacific Rim is an area of abundant occurrence of polymetallic nodules (Glasby et al., 1980; Morgan, 2000). According to these authors, the Pacific sea floor of the Clarion-Clipperton Zone (CCZ) is one of the most interesting areas in regard to the genesis of polymetallic nodules. Their abundance in the ocean floor is very variable, as there are places where they cover more than 70% of the ocean floor. The nodules can be found at any depth, but the highest concentrations are between 4000 and 6000m (Morgan et al., 1993). In studies conducted in the EEZ of the Mexican Pacific are those made within the project "Research on the origin, process and distribution of minerals in the Pacific ocean floor in the Exclusive Economic Zone of Mexico". Within this project Rosales (1989) conducted studies on the origin, process and distribution of polymetallic nodules, finding that a number of processes give origin to nodules, being diagenesis one of the main mechanisms of elements that contribute to the nodules. Besides hydrothermal processes that are carried near the East Pacific Rise at 21° N, inputs are contributing to the nodules metallic elements and sediments, especially in regions close to the dorsal, as a greater influence hydrogenetic processes occurs westward (Rosales and Carranza, 1990). In 1993, after cruise MIMAR II, Carranza and Rosales refer that metals such as Cu, Co, Ni, Sn, Fe, Mg, Pb, Zn and Ba may have a relationship with the East Pacific hydrothermal activity and sea currents carry these metals in solution to the Clarion-Clipperton fracture area, where there are hydrogenic metals sources (Al, Fe and Mn).

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. Environmental properties of the northeast Equatorial Pacific along 131.5 degrees west, between 5 degrees and 13 degrees north latitude, were investigated in association with changes in water column structures during the summer seasons of 1998 and 1999. Climatic disturbances such as El Nino and La Nina, should have affected this area during the study period. In 1998, a thermocline where temperatures rapidly decrease with depth, was formed at 90~110 m water depth. However, in 1999, a very fluctuating thermocline was observed with latitudes. As a result of changes in the water column structures, biological and chemical environment also showed fluctuation parallel to the changes in other physical parameters. Inorganic nutrient depleting areas, especially for nitrate+nitrite and phosphate, or oligotrophic regions were extended down to approximately 100 m depth, which coincided with the surface mixed layer depth. In the euphotic zone, depth integrated nitrogen (N) and phosphorus (P) values were 34 g-N/m2 (grams of Nitrogen per square meter of sea floor), 7 g-P/m2 in 1998 and 130 g-N/m2, 18 g-P/m2 in 1999, respectively. The results indicated that nitrogen (96 g-N/m2) and phosphorus (11 g-P/m2) are supported by up-welling and down-welling phenomena with convergence and divergence in the study area. Biological parameters in the water columns were largely determined by the physico-chemical environmental parameters. Subsurface chlorophyll maximum layers were coincided with the formation of seasonal thermocline. Copepods were the dominant group of zooplankton community at three sampling stations (N5, N6, N10) terms of abundance, which was the same results of previous surveys for the past 3 years. Among copepod populations, Oncaea sp., Oithona sp. Clausocalanus sp., Acarocalanus sp. and juvenile copepodites were dominant Appendicularians, foraminiferans and radiolarians were also dominant. To investigate diel vertical migration pattern of zooplankton, repeated samplings from the water depth of 0~50m and 50~200m were conducted at KODOS (Korea Deep Ocean Study) area before and after sunrise. Zooplankton abundance was slightly higher after sunrise than before sunrise in the surface layer. Chlorophyll-a concentrations were relatively low as the concentration of sediment increased in most experiments possibly due to a decrease of grazing pressure of microzooplantkon such as ciliates, which is the efficient grazer on small-sized phytoplankton. Because copepod predation on microzooplankton may be prevented by the high concentration of sediment, resulting in lower grazing pressure on small-sized phytoplankton. The results obtained during the baseline study as a part of KODOS project since 1998.

The TAG and Broken Spur hydrothermal mounds are located on the Mid Atlantic Ridge (MAR) at 260N and 290N (respectively). Both were initially discovered by exploratory work from surface vessels and both have since been investigated by submersibles. The discovery of TAG resulted from a NOAA Trans-Atlantic Geotraverse (Rona et al. 1975) which fortuitously sampled low temperature materials on the east wall of the MAR rift valley and follow up operations (Rona et al. 1986) located the high temperature (365°C) mound some 5km to the west. In 1994, ODP deep sea drilling (Leg 158) at over 3,500 metres of water recovered core to a depth of 150 m below surface (Herzig et al. 1998) and for the first time allowed a geological interpretation of an active mound. The Broken Spur mound was accidentally discovered in 1993 when sulphide fragments were observed on a deep-sea towed camera system (Murton 1993). Later that year, exploratory submersible dives by Alvin located the hydrothermal field and the area was again explored by submersible in 1994 and 1997. Despite the amount of work carried out, our geological understanding of the MAR mounds is limited. Much effort has gone into measuring fluid chemistry whilst practical difficulties have inhibited good geological mapping of the sulphide areas. It is clear from both TAG and Broken Spur that the mounds are not necessarily located in the areas of highest heat potential. Indeed, TAG is some 2 km from the rift valley axis and has been operational for several tens of thousands of years. Hence, heat availability is not a major consideration and the most obvious control is a structural one. Mapping on Broken Spur indicates a series of isolated vent-sulphide areas, concentrated around a minor graben. Their distribution, size and nature all indicate that they are residual parts of a much larger sulphide body which was at least the size of the present TAG field. The evidence is for a cyclical pattern of mound growth -mass wasting? rejuvenation and the Broken Spur mound appears to be in the rejuvenation stage of the cycle. Mound cyclicity must be related to the supply of hot water which itself is a function of the connectivity of fracture systems. Hence, we return to the theme that the major controls in mound development are structural ones.

Approximately a century lapsed between the time nodules were discovered and the beginning of commercial exploration in the early 1960's. A period of rapid development of exploration and mining technology ensued over most of the next two decades. In recent years advancement has been sharply curtailed. This paper discusses the constraints inhibiting nodule mining and some developments that could aid in overcoming certain difficulties. Specifically, the greatest single constraint is economic. With few exceptions mineral markets are badly depressed. Present projections for development of nodules are for the late 1990's or beyond. However, the U.S. awarded exploration licenses in mid-1984 and more recently boundaries of license areas have been released. These conditions promote cooperation among organizations engaged in deep ocean mining. Survey data, and where appropriate some data products, have been exchanged between various consortia. The present hiatus in at-sea activities provides an excellent opportunity to investigate the best means to proceed. This period of quiescence offers a rare moment to distill the meaningful values of an era of hectic activity to permit more efficient development in the future.

Deep sea tailings placement (DSTP) techniques have been pioneered in Papua New Guinea (PNG): a mining reliant economy in a seismically active region, facing major environmental challenges in the safe handling and storage of mine tailings on land. Scientists at SAMS have researched impacts of DSTP on the marine environment specifically to inform and develop guidelines for the use of DSTP to reduce environmental impact, thereby lowering risk and increasing private sector investment. Guidelines have been established as regulation by the PNG Government providing reassurance to private investors, facilitating an increase in mining exports to 60% of total export. Researchers investigated the effects of DSTP at 2 PNG mines: Lihir Gold Mine which has been actively discharging tailings since 1996 and Misima Mine, closed in 2004 after discharging tailings for 15 years, allowing an assessment of the recovery of the marine environment after tailings placement. Research involved investigating ocean currents and mixing, the behaviour of metals and the effect of tailings on benthic communities including the risk of elevated metal contents entering the food chain. The research established a metal ?fingerprint? of tailings compared to natural sediments, which enabled the transport of fine tailings within the deep ocean to be ascertained.

"In July 2016 the International Seabed Authority (the “ISA”) released a first working draft of its mineral exploitation regulations as well as the standard contract terms for mineral resources in the Area, for which stakeholder input was sought in late 2016. In January of 2017 the ISA released a discussion paper on environmental matters related to these draft regulations. The ISA is now in the process of further developing its draft exploitation regulations and standard contract terms to ensure that seabed mining is carried out in an environmentally sound way for the common benefit of mankind.As the regulator of the “Area”, the ISA can draw lessons from onshore mining regulators and offshore petroleum regulators for their experiences in legislative drafting to smoothly and safely oversee project development, implementation, and closure. However, one of the unique challenges that the ISA faces in regulating private industry is its status as an international organization and not a sovereign nation, which results in a significantly different legal relationship between the regulator and the regulated. The result is that the exploitation contract is the sole legal connection between the mining proponent and the regulator for the exploitation phrase of the project.Accordingly, in the regulatory development process, the ISA must carefully consider which rights and obligations are set out in the exploitation contract versus the regulations. This decision will dictate the flexibility the ISA will have to modernize the conduct required of mining proponents in response to changing best practices in the industry, technological progress, and advances in the understanding of the marine ecosystem. As the first working draft of the exploitation regulations sets out an initial contract period of twenty years, it is crucial for the ISA to carefully consider the rights, obligations, and procedures it agrees to in the exploitation contract, as unilateral amendment will not be possible after contract execution."

Marine Mining Inc. is currently exploring for marine alluvial gold and diamonds on a prospecting licence over a concession that covers 10,000 km2 of the continental shelf of Ghana. The boundaries of the concession extend from 0 30'W to 2 40'W, and between the shoreline and approximately the continental shelf edge north of 4 30'N. This concession extends from Kikam Beach in the west, to Senya Beraku in the east, a distance of approximately 240 km, and seaward an average of about 40 km. The concession is entirely underwater, with the exception of the estuaries of the Ankobra and Pra Rivers. Ghana has been a large source of alluvial gold, with historical production exceeding 25 million ounces. Southwestern Ghana is characterized by Precambrian rocks, which have been folded into a number of NE-SW trending synclines and anticlines. The most significant feature of the Birimian rocks is the presence of evenly spaced gold-bearing greenstone belts. They are 10-15 km wide, separated by about 90 km, separate basins filled by folded metasediments and granitoids. The rivers that enter the concession drain most of the exposed gold-bearing belts of Ghana. Given that approximately 2 km of erosion has taken place since the Mesozoic, and that gold mines on these belts boast proven reserves of over 55 million ounces, it is likely that large amounts of gold have been eroded out and carried to the sea. Coastal fractures, related to Precambrian structures reactivated during Mesozoic rifting, are responsible for the physiography of the coastal area, which consists of high-relief horsts separated by grabens that have been occupied and infilled by rivers or by finer sediments during times of elevated sea level. These fractures were loci of gold mineralization during the Precambrian, and are the source of alluvial gold in rivers confined by them.

Dredging tends to be either horizontal or vertical. In each case solids have to be disengaged from the deposit, mobilized, acquired and elevated or translated. One means of elevation is the airlift. Elevation and translation of essentially granular material nay be by jet pump or centrifugal pump. Any of the three types may be used on its own. The airlift and jet pump may he combined for vertical transport and the centrifugal and jet pumps for predominantly horizontal. Both suction point and pipework must have a means of deployment from the surface or from a submerged vehicle or merely a diver. An airlift is an energetic system, having a source of energy and a means of storing it. It therefore will be difficult to prevent oscillation -surging. A centrifugal pump has a characteristic that bends over at low flow rate and is therefore intrinsically unsuitable for pumping solids. The result is blockage, operation at high velocity and correspondingly high wear rates or operation at low concentration of solids and correspondingly low efficiency. The jet pump is intrinsically exceptionally stable but has a low hydraulic efficiency. The jet pump-airlift hybrid prevents or reduces surging and increases system efficiency away from the optimum depth for airlift operation. Delivered solids concentration is increased. The jet pump-centrifugal pump hybrid totally prevents pipeline blockages and increases the productivity from a given pipeline size. For a given energy input the average production is typically doubled. For example, the Indian River Delaware bypassing pipeline transmits an overall day-in-day-out average of 500t/h (tonnes) of sand down a 10.86" diameter line.

The resources and reserves calculation of marine diamond deposits should be based on a systematic sampling grid. The distribution of the sample grade results tends to be very skew and has a large variance. A bias is easily introduced due to the fact that the grade distribution of the samples is very different from the grades of the area of influence. The temptation is always there to extrapolate the highest grade samples simply to their area of influence. If this is done, the higher grade areas will be systematically overestimated, while the lower grade areas will be underestimated. Such a bias should surely be avoided by weighing the sample grades in such a way with their neighbours, so that the estimated grades have a similar distribution as the grades of the blocks. The grade distribution of small mining blocks tend to be lognormal-like. If the coefficient of variation is known, i.e. the standard deviation divided by the mean, then the grade distribution of the small mining blocks is relatively well-defined. The distribution of the diamonds within the deposits can be simulated, based on the histogram of the sample results and on the semivariogram. The diamonds tend to cluster in trapsites. From the semivariogram and the histogram, the average size and spacing between trapsites, and the grade distribution within the trapsites, can be calculated using the model of the General Family of Discrete Distributions. Using such a simulated deposit, the grade distribution for different block sizes can be obtained. The grade distributions become more lognormal-like with increasing block sizes, as the trapsite effect is reduced.

"Seafloor cobalt-rich ferromanganese crusts represent the most important yet least explored resource of ‘E-tech’ elements on the planet (Hein et al. 2003; ISA, 2008; Hein et al. 2010; Hein et al. 2013). These polymetallic deposits form a continuum from nodules rich in manganese and cobalt to crusts rich in tellurium and the heavy rare earth elements (HREE). It is this combination of traditional (base) metals and the extreme enrichment of ‘E-tech’ elements that makes seafloor ferromanganese oxide deposits particularly interesting to both science and society. Recent estimates of the global resource, based on the sparse data available, infers a dry mass of ferromanganese crusts on the seafloor of 35 x 109 tonnes (35GT). Of this, 3.7 GT is predicted in the Indian Ocean, 8 GT in the Atlantic, and 23 GT in the Pacific (Hein et al. 2013).At a global scale, the processes controlling the formation and distribution of ferromanganese (Fe-Mn) crusts are reasonably well understood (e.g. Hein et al. 2000; Verlaan et al. 2004; Cronan 2006; Halbach et al. 1989; Usui and Someya, 1997; Hein et al. 2000; Hein et al. 2003; Hein et al. 2009; Hein et al. 2010; Hein et al. 2013; Muiños et al. 2013; Marino et al., 2016). However, much of this knowledge is drawn from sparse sampling at a regional to ocean basin scale. As a result, there remains a fundamental gap in understanding of the role of local-scale factors, such as micro-topography, ocean currents and upwelling, sedimentation rates, micro-organisms, water mass composition and biological productivity, that are considered potentially crucial to controlling the growth and composition of Fe-Mn crusts. Indeed, quantitative, particularly temporal, information relating to these processes and their relative importance in deposit formation is almost completely absent. Hence, to make any significant advance in understanding these deposits require significant new research."

The 21-year long-term Japan-SOPAC Cooperative Deep-sea Mineral Resources Study Programme was completed in March 2006. The Programme, which commenced in 1985, has seen numerous marine research surveys being conducted within the Exclusive Economic Zones (EEZs) of 12 SOPAC member countries (Figure 1). The various research and government institutions that have been closely involved in this longstanding Programme include: the Japan International Cooperation Agency (JICA); Japan Oil, Gas and Metals National Corporation (JOGMEC) (formerly, the Metal Mining Agency of Japan, MMAJ) and relevant ministries of the participating Pacific Island governments.

Deep-sea mining is rapidly approaching the test-mining phase to prepare for commercial mining in multiple oceans, both in areas within and beyond national jurisdiction. The first test-mining operations are likely to focus on seafloor massive sulfides found at active and inactive hydrothermal vents within national jurisdictions – possibly in the coming months. Beyond national jurisdictions, the International Seabed Authority (ISA) is developing the regulations to oversee exploitation of polymetallic nodules, massive sulfides and cobalt crusts. The Deep Ocean Stewardship Initiative (DOSI) minerals working group has, over the last 3 years, made formal submissions on the regulatory framework, on the draft exploitation regulations, on the article 154 review of ISA and on the initial environmental regulations. In advance of both test and commercial mining, we urgently need to identify and develop comprehensive, ecosystem-based management practices for deep-ocean environments subject to mineral extraction. Transparent criteria for deep-sea institutional and corporate social responsibility also need to be established. Proactive development of management practices, frameworks and policy prior to the onset of mining will facilitate some degree of protection and preservation of the marine environment, whilst enabling the use of seabed mineral resources. The DOSI minerals working group constitutes a broad spectrum of scientific, industry, legal and policy expertise. We provide expert opinion, both in collated and individual response forms, on deep-sea mining related concerns to ISA and national bodies. Our publications and workshops on key concepts raise awareness and provide scientific updates on ecosystems targeted for mining. The geodiversity of seafloor massive sulfides (SMS) deposits at the slow- and ultra-slow spreading ridges is of great variety (Fouquet et al., 2010). Tectonics and magmatism are the two principal factors which control SMS formation and localization. The geological setting of SMS deposits is determined by their position relative to the rift valley and by the types of rocks hosted (Table 1). Depending on the first parameter, SMS deposits could be localized at [ ] the axial volcanic ridge or at the flank of the rift valley. Basalts, deep-seated gabbro, and serpentinized peridotites are distinguished among the hosted rocks. The outcrops of deep-seated rocks are exposed at the flanks of the rift valley. The tectonic mechanism of the lower crust and mantle rocks exhumation process is connected with very large offsets along the detachment faults, resulting in a forming oceanic core complex (OCC) (Smith et al., 2006; MacLeod et al., 2009). The SMS related to OCCs are represented by such ore clusters as Ashadze, Logatchev, Semyenov, and some others (Table 1) and are increasing steadily in number. This fact in combination with widespread OCC formation at the slow-spreading ridges (Escartin et al., 2008) and high grades of metals in SMS related to OCCs has provoked considerable scientific and economic interest in these types of deposits. It could be mentioned in this regard that the first two applications to the International Seabed Authority for prospecting and exploration of sulfides have been submitted for the areas in the spreading centres with wide distribution of the core complexes.
