"This paper discusses the author’s work on international law norms of consultation with Indigenous communities and examines unexpected corporate stakeholder impacts on these norms. Customary international law, which governs the area, does not traditionally refer to corporate conduct. This paper surveys several sources on developing international law on consultation obligations; it also discusses the impacts these norms can have on corporate stakeholders in the mining industry. Finally, it asks how interactions of corporate stakeholders in this area can indirectly impact future law and suggests implications for different business models in the mining sector.RÉSUMÉ Le présent article traite du travail de l’auteur sur les normes de consultation avec les communautés autochtones contenues dans le droit international et examine les impacts inattendus des parties prenantes sur ces normes. Le droit coutumier international, qui gouverne ce domaine, ne réfère traditionnellement pas à la conduite des sociétés. L’article analyse plusieurs sources traitant du développement de nouvelles lois internationales sur l’obligation de consulter; il traite aussi des impacts que ces normes peuvent avoir sur les parties prenantes dans l’industrie minière. "Over the last few years, a multi-faceted feasibility study has been evaluating the introduction of hydrogen fuel cell-powered equipment into underground mines to replaced diesel engine-powered equipment. The analysis has shown that under normal operating conditions fuel cells could at the very least be an environmental and health benefit by eliminating combustion engines and their unwanted by-products. However, they could also generate significant reductions in the amount of ventilation a mine needs to supply when compared to dieselized operations; this would further decrease a mine’s energy consumption, its associated greenhouse gas impact, and also reduce a mine’s significant ventilation-associated costs. Fuel cell-powered equipment also has the advantage of lower noise and heat production compared to its equivalent diesel-powered counterpart.The degree to which fuel cells can generate ventilation benefits in underground mines depends upon a number of operational parameters and mine specific qualifiers such as current ventilation control or management, mine depth, inherent dust conditions, and minimum velocity requirements.However, another major consideration in the introduction of fuel cells in underground mines will be the safety requirements associated with diluting and removing the potentially explosive hydrogen in the event of a gas leak. In outside surface applications, it is possible to use dispersion, buoyancy, time, and lack of ignition sources as mitigating factors in deriving a low risk of an explosion. However, in underground operations, these factors change, and dispersion and buoyancy are limited; time may not be available and, in non-coal mines, ignition sources are not typically controlled. When a hydrogen leak occurs, the availability of sufficient ventilation to dilute and effectively remove the gas will be critical. Consequently, ventilation may be the prime risk controlling factor. In this paper, the authors evaluate the potential benefits of replacing diesel engines with fuel cells in powered production equipment, discuss the mitigating qualifiers that could limit ventilation savings, and evaluate solutions to retain and maintain an additional ventilation capacity in the event of an emergency situation, such as a hydrogen leak from the fuel cell stack or its distribution system."

The development of welded pipe has paralleled the general industrial development and, in particular, that of the petroleum industry. The petroleum industry's need for high-grade, economical pipeline material to make many 'of its projects feasible has been a significant factor in the development of light-wall, high-grade welded pipe. The modern welding processes, such as high-frequency, electric resistance, flash, submerged arc, etc., have some basically different characteristics. The modern high-frequency weld mill is a complex of specialized equipment that is integrated into a production unit. Each component in the unit performs a specific function in the production process. Quality control must be built into the process on an operating basis and, to maintain the quality required for pipeline standards, must be more than a policing operation. The further development of the welded pipe industry will be determined by changing and increasing demands. The technical and economic views and requirements that will influence the development have to be resolved.

"The Frog's Leg project is located in the Kundana mining centre 22 kms West of Kalgoorlie, in Western Australia. The Mines and Resources Australia (MRA) Dioro Exploration Joint Venture has had considerable exploration success centred on the high grade Frog's Leg discovery. A gold resource of 930,000 ounces has been defined. At Frog's Leg there have been three discrete resource domains recognised - Supergene, Contact, and Quartz Lodes. This paper describes the metallurgical test work undertaken.The selection of the drill core was a joint effort by the MRA Senior Geologist and Mineral Engineering Technical Services (METS) to ensure the samples were representative of the ore body. Optimisation of gold recovery was essential as both the Contact and Quartz Lodes have exceptionally high percentages of free gold as well as significantly higher grades than the typical open pit ores found in Western Australia. The metallurgical scope of work included documenting all of the metallurgical test results, establishing the comminution characteristics, determining the percentage of gravity recoverable gold, evaluating the cyanide leach characteristics and determining the tailings characteristics. These studies were used as the basis of flow sheet design to treat both ores and to discuss the advantages and disadvantages of alternative flowsheets. Investigations also included toll milling options at various plants as well as second hand and transportable plants. Considerable technical effort has been put into ore characterisation by way of test work aimed at managing the process risk at each stage of project development, including mitigation. MRA also carried out detailed mineralogical analysis of the ores."

"The challenges encountered in the design and construction of mines and their process facilities today are becoming more intense and the engineering more competitive. The need to incorporate new techno1ogy to compensate for ever rising costs is always present, but its application in the harsh environment of Northern Canada increasingly requires the inclusion of new proven methods and innovative approaches to arrive at economically attractive projects.This paper deals with the development of the process design for the Cullaton Lake Gold Mine in the Northwest Territories. Particular emphasis is given to the interaction of the imposed construction and testwork schedules, and their effect on certain process decisions.The challenge that faced the project team may be defined by the following factors:1. A schedule which required that metallurgical testing, engineering, and procurement and delivery of all equipment and construction supplies should be complete within a period of ten months.2. Transportation of all personnel, equipment and supplies to the site by airlift, as no road was available or affordable.3. A six week period when transportation to the site was impossible.4. The extremes of temperature beyond the tree line in the Northwest Territories.5. A complete lack of infrastructure in the area."

With the production increase of Oil Sand in Fort McMurray Alberta, more efficient tailings disposal has become a priority for Syncrude Canada Ltd. A lot of work on tailings research and development has been compiled to determine the most effective deposition to increase reclamation options, water re-use and thermal energy recovery. Efficient flocculation of fine oil sand tailings is the key technology for thickening. It was identified that flocculation of fine transition/marine ore tailings using a single flocculant was not effective. The thickener overflow contains 1-4% solids content compared with the target solids content of <0.5% obtained with Estuarine ore. As a result, novel processes for treatment of fine transition/marine ore tailings have been developed at Syncrude Bitumen Production Development since June 2004. While the conventional processes using a single flocculant, a single coagulation, or a coagulant-flocculant combination was ineffective for transition and marine ore tailings, the new processes including Coagulation-Flocculation-Coagulation (CFC), Flocculation-Coagulation (FC) and Flocculation-Coagulation-Flocculation (FCF) were acceptable options. The key components of these technologies consist of the recipe of chemicals and their adding sequence. With these technologies, almost all sub-micron clay minerals are aggregated together and settle as a whole, resulting in a clear supernatant of less than 0.1% solids.

"The outlook for supplying the world's metal needs in the next twenty-five years is good, although in several cases basic costs are likely to increase with rising demand. Metal prices calculated at a constant dollar from 1900 to the present show that for nickel, copper, silver, lead, zinc and tin, prices -and presumably production costs -fell from 1900 to the early 1930s. Since then, they have generally risen, apparently reflecting some depletion in relation to demand. This tendency has been accentuated since the post-World War II adoption of managed, full-employment, growth economics, which have resulted in a sharp escalation in world demand for metals. (Abandonment of such policies, apparently now under consideration in North America, would, of course, affect the pre-dictions of this paper.) Nevertheless, metal prices generally are still below those prevailing in 1900. Exploration potential exists for disseminated ores of many metals still thought of as characteristic of lode and vein deposits. These include uranium, silver, gold, tin and nickel and, to a lesser extent, lead and zinc. Considering the discovery potential for some principal metals in relation to expected demand and prices, I would tend to rate them as follows: molybdenum, zinc, lead, uranium, silver, gold, tin, nickel and copper."

"The first commercial installation in the mineral industry of the ""Verti-Press"" pressure filter was made by Falconbridge Limited at the Strathcona Concentrator to filter copper concentrate. The filtercake produced contains 6 - 7% H2O, an improvement from the 12 - 13% H2O produced by an internal drum filter, at rates of up to 20 t/hr. A novel slurry feed system incorporates a hose pump and a pressurized slurry accumulator.INTRODUCTIONIncreased copper production from Falconbridge Limited operational mines in the Sudbury Area has exceeded the current refinery capacity. A copper concentrate has been produced to overcome this constraint and has been shipped to custom smelters either as a slurry or as a 12 - 13% moisture filtercake utilizing an internal drum filter.With the treatment of the new Deep Copper Zone from the Strathcona Mine, copper concentrate production was forecast in excess of the installed dewatering capacity. The filtercake was too wet to transport by truck and the custom smelter refused to handle this product at the truck unloading site. The filtercake had to be trucked to a rail spur and transloaded into gondola cars. This system was expensive, incurred unaccountable losses and the concentrate was assessed a moisture penalty.To reduce the concentrate moisture content to permit direct shipment by truck, two basic systems were available; vacuum filter followed by a thermal dryer or a pressure filter. Past experience with the high capital and operating costs of dryers led Falconbridge to closely examine the pressure filter alternative.COPPER CONCENTRATE PRODUCTIONThere are two separate circuits at the Strathcona Mill; one treating nickel ore and the other treating copper ore.The rougher concentrates produced by both circuits are conditioned with lime and cyanide before the copper-nickel separation in a flotation columns. The concentrate consisting of cha lcopyrite with mi nor cubanite is very clean as shown in Table I. Currently 50% of the copper in the plant feed reports as copper concentrate, in the past, this has been as high as 70%."

"Oxidation of pyrrhotite prcxiuces sulphuric acid which in turn leaches out heavy metals, resulting in acidic contaminated seepages. The establishment of a marsh on top of the pyrrhotite would result in an anaerobic sediment, which should prevent further oxidation of the pyrrhotite. Initial data indicates that concentrations of sulphates and heavy metals in the seepage water are greatly reduced. As the pH decreases, heavy metals become more soluble resulting in contaminated seepages to ground and surface waters.By creating a marshland on top of the pyrrhotite, an anaerobic intermediate layer should form between the organic covering and the tailings, preventing the oxidation process from progressing.In September 1986, Falconbridge Limited implemented a tailing reclamation project that involved creating a marshland on top of pyrrhotite tailings. The following paper will discuss and illustrate the preliminary results obtained during the sampling period of May to September 1987."

IN 1902, a famous Canadian geologist made the following statement : ?&apos;From what we know row of the iron-ore fields of the Province, we may feel that Ontario is assured of a great future as an iron-ore producing country. Judging from the extent of the territory over which the newly discovered ranges have been found, Ontario should in the not far distant future take her place as one of the chief iron producers in the world". In 1905, an official of the Department of Mines said: "In ten years Canada will have b:ecome a great metallurgical country. You will see an iron industry in this Dominion larger than in any country in the world. Canada will yet furnish the world with its iron supply. It will be the same with iron as with wheat. A decade from now Canada will outstrip all other countries in wheat growing. The production of iron at a cheaper rate than it can be made elsewhere will cause Canada to take a similar position as far as iron is concerned". In 1924, a former President of the Institute, in arguing his claim for inconceivable mineral wealth in this country, stated as a "certainty" that iron-ore deposits on the scale of the ones in Minnesota would be found "again and again" in the Canadian Precambrian. In 1930, a Minister of Mines announced that "The country surrounding Churchill holds large deposits of valuable iron and coal", and he stated that, at that place, &apos;We will have an industry in iron that will compare with Pittsburgh". These statements are definite promises, just as definite and important as the statement "I promise to pay" on a note, and they are not fulfilled by casually stating, as is the habit, that someday we will work our low-grade iron ores. Nor are they fulfilled by stating, as is often done, "Oh, So-and-So did not mean that &apos; . Due to their importance and to the prominent positions held by the men who made these statements, they were widely circulated throughout Canada. They were taken at their face value, and on the strength of them and many more of the same kind in regard to our other resources we have planned and built, at huge expense, provinces, governments, civil services, railways, and other equipment. The reserves that were to justify these expenditures have not appeared. There has not been a ton of iron ore mined in Canada for many years, and important commercial reserves are unknown. We have built the mill, but adequate ore is lacking.

Resource development conflicts arise largely due to differences in worldview between those who support and those who oppose development. This paper illustrates how societies and civilizations with different worldviews produce different levels of creative and economic energy. A questionnaire was created to build a database of responses to test whether worldview and resource development are correlated. Factor and multivariate regression analysis determined correlations for respondent groupings. Results showed a positive correlation between the respondents\u2019 worldviews and their attitudes toward resource development. Correlations became stronger as the homogeneity of the sample subgroups increased.

Introduction The Sydney coal-field extends for a distance of thirty miles along the northeastern coast of Cape Breton island. At a central focal point at the tip of the south arm of Sydney harbour, seven miles or so in from the Atlantic ocean, is the city of Sydney, with Port Morien to the southeast and Sydney Mines to the north . Mining centres along the ocean coast between these points include Birchgrove, Reserve, Glace Bay, and Waterford. The field is divided into three districts or &apos;basins&apos;, namely, Morien basin to the south, Glace Bay in the centre, and the Lingan-Sydney Mines basin to the northeast. The eastern and western portions of the latter are known as the Lingan and the Sydney Mines basins, respectively. Six distinct coal seams are described as existing in the Morien basin, nine in the Glace Bay basin, and six in both the Lingan and the Sydney Mines basin. Although known by different names in the several basins, a definite continuity of the seams has been established.

The selection of a mining plant for carrying on development work presents many problems distinct in themselves, and affected by various local factors. In this paper, the writer proposes outlining and discussing in some detail the chief factors governing the economic selection of such plants. This will be followed by an enumeration of the underground and surface plant required for carrying on several hypothetical exploratory and mining operations. Where it is impossible or not convenient to obtain hydro-electric power, and where wood for fuel is scarce, we now find oil engines being used. A 100 h.p. oil engine, such as would be required to operate a three-drill air compressor, consumes approximately five Imperial gallons of fuel-oil per hour at full load. On the basis of a 60 per cent load factor, this gives, for eight hours&apos; operation, a probable actual consumption of twenty-four Imperial gallons.

ABSTRACT: The chicken and egg scenario — where adverse truck motions cause ground deterioration and poor ground profiles cause adverse truck motions — is a downward deterioration spiral dominating our industry. If we remove one action, the reaction stops. A simple truck to excavator load data analysis and wireless communication system is outlined, which will provide visual assistance to the excavator operator in achieving improved load placement and balance in a truck body. This will reduce subsequent hauler duty cycle adverse motions and g levels that contribute to structural fatigue, higher tkph, reduced tire life, and ongoing maintenance of haul roads.

"The potential for mudrushes is a potential hazard that should be evaluated during cave mining studies. Mudrushes are a phenomenon that can have very different origins, but produce the same results: injury, loss of life, damage to property, excess dilution, production delays, or mine closure. Although mudrushes are more common in cave mines than other mines, any mining activity that enables the accumulation of fine particles and water is susceptible to mudflow. This paper describes the process developed by the authors during the past decade to evaluate the risk of mudrushes, specifically in caving and sublevel caving mines.RÉSUMÉ Un danger potentiel qui devrait être évalué durant les études d’exploitation par blocs foudroyés est la possibilité d’afflux de boue. Le phénomène des afflux de boue peut avoir des origines très diverses; les résultats sont cependant les mêmes : des blessures, des pertes de vie, des dommages à la propriété, une dilution excessive, des délais de production ou des fermetures de mines. In conjunction with the research study of the Coronation Mine recommended by the National Advisory Committee on Research in the Geo-logical Sciences and coordinated by the Geological Survey of Canada, Canadian Aero Service Limited per-formed a detailed, low-altitude air-borne survey over a block of ground encompassing the .Coronation Mine. The in-phase/out-of-phase air-borne electromagnetic data are com-pared with "horizontal-loop" ground data with reference to: size and nature of conductors detected; criteria in selection of targets for drilling. In-formation provided by Hudson Bay Mining and Smelting Company on their drilling of the numerous conductors in the area is employed in this comparison. The merits of combining a sensitive airborne magnetometer with an air-borne electromagnetic unit are discussed. The magnetic data are considered very important in assessing conductors as prospects for commercial sulphida deposits in this area of numerous electromagnetic anomalies. "Crushing and screening theory and application has remained fairly consistent in the last 50 years. The application of such equipment is guided by varied formulaic conventions and rules that due to the entropic nature of the process, remains more an art than a science. The variability of conditions creates an environment in which trial and error becomes the principal means of process balance and control. This paper illustrates some of the theories behind the process, plus other assumptions, postulates, myths and misconceptions that exist within the crushing and screening industry.INTRODUCTIONContinuous material balance calculations are habitually performed in the design of new comminution circuits as well as in the valuation of existing circuits. A continuous material balance calculation is one in which the input rate of material is equal to the output rate for each unit functioning in the circuit. At continuous analysis, there is no accumulation or losses of material within the system, as it is when performing a discrete event analysis.In order to produce viable and manageable mine-to-mill material, whether it is ready to leach or ready to mill, we must reduce the material in a series of stages. The power demand increases as the material size decreases, as it is when folding a piece of paper successively. As with the paper, there is a crushing size limitation that is a consequence of the mineral properties such as work index, moisture, viscoelasticity, etc. Comprehensive knowledge of crushing plants in both the aggregate and the mining industries show that, after three stages of crushing, a particle size distribution originating from a blasted deposit can be reduced from an nominal maximum size of 500 mm to a nominal maximum size of 12 mm. if the last stage of crushing is set in closed circuit, the screen openings will be able to yield a smaller top size.Achieving steady and continuous material balance poses major difficulties as crusher lose their settings, screens blind or peg, and material characteristics change geographically or seasonally. Overloading conditions in crushers and screens are nothing but counterproductive, and the net losses of an unbalanced circuit can be overlooked when mining operators are paying a lot more attention to the evermore complex systems downstream.It is not simply the crushing of the mineral but achieving the right size for the downstream milling process that will yield the maximum amount of energy savings."

"Abstract - Diamond-drill hole DDH-B357, located 1.5 km north of the Brunswick No. 6 Zn-Pb- Cu-Ag volcanic-sediment-hosted massive sulfide (VSHMS) deposit, intersects three exhalative horizons within variably altered felsic volcanic rocks of the Nepisiguit Falls and Flat Landing Brook formations. These three petrographically indistinguishable iron formation intervals (Fe2O3T = 21.4 wt.%) likely represent cogenetic hydrothermal sedimentary units because they display a common geochemical signature: Fe2O3T = 42.9 ± 10.5 wt.%, MnO = 5.4 ± 3.1 wt.%, elevated base metal values (Zn+Pb = 1999 ± 1091 ppm), strong enrichment in additional exhalative components (CaO = 5.3 ± 3.9 wt.%; P2O5 = 1.43 ± 1.00 wt.%), oxidized signature (Fe/Mn = 10 ± 6), as well as a common immobile element signature (Zr/TiO2 = 0.025 ± 0.007) representative of a pelagic source. The calc-alkaline to transitional host volcanic rocks can be discriminated by Zr/TiO2, and to a lesser extent by Th/Nb: Nepisiguit Falls Formation: Zr/TiO2 = 0.053 ± 0.004, Th/Nb = 1.08 ± 0.37; Flat Landing Brook Formation: Zr/TiO2 = 0.107 ± 0.043, Th/Nb = 0.86 ± 0.17. A symmetrical repetition of the footwall-iron formation-hanging wall stratigraphic sequence is observed in DDH-B357, with distinct felsic volcanic rock domains separated by the three iron formations. This is best explained by parasitic F2 folds on the west flank of the south-plunging Brunswick antiform, similar to the fold closures known to host massive sulfide accumulations in the Brunswick No. 6 and No. 12 mines. Iron formation geochemistry and felsic volcanic rock chemostratigraphy from drill core sampling can provide an effective mineral exploration tool for the structurally complex rocks of the Bathurst Mining Camp. "Mohawk Garnet has been operating a small pilot plant near Sudbury, Ontario for several years attempting to produce commercially viable garnet. The challenges of operating a pilot scale mining, processing, and product handling operation as a full time plant have led Mohawk Garnet to seek a better way. In co-operation with Mohawk Garnet, Outotec (USA) Inc. has taken on the technical and design challenges of increasing garnet product from twenty tonnes per day to two hundred tonnes per day.Outotec performed a comprehensive test and flowsheet development program applying Outotec’s density separators, spirals, flotation, and other technologies to design a successful process for the separation and recovery of the valuable garnet for Mohawk.This paper explores the test program, the process flowsheet development work, plant design and preliminary engineering of a new garnet processing. The various technical challenges, process technologies involved, and design concepts will be discussed.INTRODUCTIONMohawk garnet has been operating a small-scale garnet mine and process plant in Wahnapitae, Ontario near Sudbury.The current operation was intended to be a pilot plant and so only produces 20-25 tonnes of garnet concentrate per day. The garnet is bagged and sold for use as abrasive. The process is inefficient with low yields, poor material handling and very high cost per tonne. Mohawk garnet approached Outotec to help them improve their garnet process and transform themselves into a larger scale and more efficient operation."

"The El Indio mine treats a complex mixture of copper and gold/silver ores at its plant located in the high Andes in Chile. The plant utilizes conventional crushing, grinding and flotation to produce a copper/gold/silver concentrate. Due to high levels of arsenic and antimony, the flotation concentrate must be roasted prior to custom smelting. The flotation tailings is leached and additional gold recovered from a CIP circuit. Present and future metallurgical developments are discussed in this paper. INTRODUCTIONIn late 1989, LAC Minerals purchased 65 % of Bond International Gold and as a result became controlling shareholder of the El Indio Mine through Bond and San Jose.El Indio is a world class, complex sulphide gold deposit located in the hydrothermal alteration belt of the Andes mountains in the 4th Region of Chile. The mine is located in the high Andes about 185 km east of La Serena at an elevation of 4000 meters. The 1450 workers at El Indio live in the mine camp at 3200 m and on days off are bussed to La Serena.The El Indio mine was started in 1979 by St. Joe Minerals Corp., bought by Bond in 1987 and subsequently by LAC in 1989. The mine has produced 2.7 million oz. of gold, 9.5 million oz. of silver and 170,000 t of copper since start of operation. The mill is currently operating at a rate of 2850 t/d and producing a copper/gold concentrate which is roasted to produce a copper/gold calcine and high quality, saleable crude AS2O3 . A small proportion of the precious metals are also produced as bullion from the leach circuit.Total production during 1989 was 224,197 ounces of gold, 1,309,342 ounces of silver and 26,968 tonnes of copper. The average cash cost of production for the period was U.S. $96 per ounce of gold, net of by-product credits. The average realized price was $5. 30 per ounce of silver and $1.14 per pound of copper."
